LLEGAL drag racers and traffic offenders beware. Stung by criticism over the lack of traffic and other law enforcement, theMsunduziMunicipalityistoclamp down on lawlessness in PMB. A report detailing the opening of 24-hour traffic law enforcement stations across the city was tabled during a recent Executive Committee (Exco) meeting. The municipality plans to build the traffic stations in all areas under its jurisdiction.Thefirsttwowillbeinthe CBD and northern suburbs. Provisions are also being made to increase the operating budget to R2,5 million for the night shift and standby allowances for staff. Reckless and negligent driving, and the illegal parking of heavy-duty vehicles in the municipal district are prime targets of the plan, which has been in the pipeline since 2013. AreporttabledatExcosaidthecity had grown over the past three years with young people moving here for the nightlife and education opportunities. “While the above is applauded, the city on the other hand is experiencing almost a 30% increase in its maintenance and repairs budget, particularly on the replacement of traffic lights, crash barriers, electricity poles [from] motor vehicle accidents predominantly at night,” it said. There are illegal metered taxis and people are frying chips to sell on all corners at night. “You find that what was once a fabric shop is now a tavern that operates illegally on certain days at certain times,” Khumalo said. “People do all this because they know that in Pietermaritzburg there is no law enforcement. “There is a traffic light in College Road that is always knocked down on Monday. “Our budget to fix the infrastructure is increasing - that is a sign of a problem.”

Khumalosaidacentralstationhad already been opened at Publicity House, operating from 6am to 6pm for now. They would identify other buildings where officers would be based. Hesaidthefull24-hourshiftwould begin around July once the costs had been factored into the new financial year. Khumalo said they were looking to recruit more staff, but would start the initiative with the staff on hand. “We cannot wait to have a full complement of staff. If we wait any longer, by the time we start the buildings would have been stolen and there will be drag racing in all the streets of Pietermaritzburg.” Northdale councillor Rooksana Ahmed said the council was losing money because of traffic violations. “IntheNorthdalearea,thereisjust a general violation of the municipal by-laws. You have the municipal infrastructure being damaged, traffic lights get knocked down. There is also the issue of drag racing, and all that damage comes at a huge cost to council,” she said. Sources in the drag-racing communitysaidtheywould“waitand see”. “Drag racing is very common in the Northdale area. It takes place twice a week … it might work, it might not,” said the source. Another said Victoria Road in the CBD and Prilla Road near Greytown Road are popular venues for drag racing which normally take place on Thursdays and Sundays.

UNDREDS of DA members took to the streets last week demanding that the KwaZulu-Natal government urgently deal with the water crisis facing the province. Members from all over KZN painted a strip of Langalibalele Street blue, chanting, “Down withdirtywater,down,”and“Nowater,nolife”. The march started at Dales Park at 10am and proceeded down West Street, into Langalibalele Street and ended at the Provincial Legislature building. DA MPL Mbali Ntuli told the crowd of about 600 people that KZN was facing a water crisis. “How can we have no water in the province when there are people enjoying R400 million tenders in the province?” asked Ntuli. Lifting up a two-litre bottle filled with murky water, she said, “This is water from Umkhanyakude district. I brought it here for you to see. Would you drink this?” asked Ntuli. The municipality will be responsible of facilitating the zoning of this land, making sure of speedy procurement processes for contractors and coming up with a set of incentives for investments in the technology park. “We have had two presentations before on a programme that has already been approved by provincial cabinet of establishing technology parks at airports. “This report is requesting that we formally support the establishment of a technology park at the Pietermaritzburg airport, and we authorise the municipal manager [Mxolisi Nkosi] to sign an agreement of financial support from the province,” said Ngcobo. KZN has approved the establishment of four technology parks through the provincial growth development strategy. The technology hub project is based on the integration of institution, enterprise and business fraternities with the aim of generating innovation. The aim of the technology hub is the commercialisation of break-through concepts through which products, processes, strategies and services are created for job opportunities and wealth generation.

ERRY Reid from Solar It, a local swimming pool repair company, recently donated a puppy to his friend Sergeant Sean Noordman of the Pietermaritzburg K9 Unit. Jerry Lee, a 15-week-old Malinois Belgian Shepherd, named after Bruce Lee, will be brought up and trained by Noordman until he is old enough to be tested to become a K9 partner.

Noordman’s current K9 partner Spike, will be 10 next year and is nearing retirement. “I wanted to do something to help fight crime as I’m an active member in a community crime watch group in my area and have seen first-hand the benefits of our K9s and their partners in the battle againstcrimeinoursuburbs,”said Reid. Reid said there is a shortage of dogs for the K9 unit. “What better way to help the brave members from SAPS K9 by

WITH excavations in Pietermaritzburg, the producer of fibre infrastructure Dark Fibres Africa (DFA) said it has hired approximately 120 staff members from three civil sub contractors. However, DFA spokesperson and executive of brand and communications at DFA, Tshego Ditshego, said that the numbers of

people employed will vary. DFA has, since inception, had a presence in Durban however, it will not be opening an office in Pietermaritzburg. “DFA will be constructing a fibre optic-based telecommunication network in the area to serve the needs of its customers. “Our customers range from government entities to private sector companies,” he said. South Africa’s Supreme Court of Appeal ruled in favour of DFA to construct a fibre optic-based telecommunicationnetworkinthe city. This after the Msunduzi Municipality filed a case with the Pietermaritzburg High Court to halt DFA construction in PMB

NORTHDALE Hospital’s plan to cut its morning visiting hours has been met with mixed emotions from PMB residents. As from today the hospital will do away with the visiting hour from 10am to 11am. The march began at the centre and went around the block, stopping at each of the churches where the congregations left the procession and continued celebrating Palm Sunday. Palm Sunday marks the beginning of the week of services leading up to Easter celebration on Sunday 5 April. This was the first time other denominations were invited to celebrate with the Catholic and

Anglican churches. Reverend Beryl Arrikum, rector at St Paul’s Anglican Church and organiser of the march, said she was welcomed by leaders of the other churches and the idea was embraced by all, which showed in the large numbers who gathered together. “We hope this is the first of many ecumenical marches as well as worshipping together with the churches of other denominations and together forming unity among us,” she said.

VIVIAN Reddy and his wife Sorisha Naidoo announced at the Community Chest High Tea held recently that they will be donating R1 million to the organisation for the work it is currently doing with the Generation @ Project. Michael Deegan, Community Chest director, explained that the R100 000 that Reddy has already donated to the organisation has been used to better the lives of the children at Alston Primary School in the Pietermaritzburg central business district. “This is money well spent. Always remember that small amounts in large volumes have a major impact. “That’s what your money does,

it helps support needy people,” said Deegan. Keynote speaker, Sorisha Naidoo, said that people should remember every cent counts and expressed her thanks to the Community Chest team for the work they were doing in the community. “If we can’t set examples for children then we shouldn’t be here,” she said. Community Chest members, both current and past, were overwhelmed with emotion following Reddy’s announcement and most were brought to tears. The Chest will continue to use the donation towards helping underprivileged schools in the city and surrounds and plan to rename initiative the Vivian Reddy Schools Leadership Programme.

Do your bit, keep PMB clean GROWING up, I remember my dad always saying: “Cleanliness is next to godliness”. Those words have stuck to me like glue. But it saddens me to see a city, our city,Pietermaritzburg,onceoneofthe cleanest and most beautiful cities in South Africa, covered in filth. We have dirt in the gutters, filthy streets, uncut grass and areas laden with dirt, and sadly nothing is being done about it. There is no doubt our municipality cannotmaintainacleantown,oreven half a clean town. Despite promises and many a “clean up the city” drive, the municipality has failed and I’m sure will continue to fail as there is no hope. So as a resident of a city that has the potential to be clean again or not get worse, I ask the people of PMB to help. If we all play a role in keeping our homes and properties clean, and do notlitter,wecanatleasttrytokeepour city clean. It’s sad when you see someone toss a piece of paper or even dump dirt on the side of a road or at a no-dumping site. Our municipality can’t even fine offenders, and how will it manage to clean this up? We should be proud to be part of Pietermaritzburg and do our bit to maintain it for generations to come. It sounds unbelievable when my mum says to me how beautiful this city was, and the sad reality is that our children will never know if we don’t do something about it. HE municipality’s apparent tacit agreement to consider allowing flats to be built along Jesmond Road for student accommodation is of deep concern and shouldbe of concern to all stake- holders, owners and occupants of houses from Alexander Road traffic lights up to King Edward-Oribi roads. The formal notice of the intention is tied on the fence of 2 Jesmond Road. It does not stop there. By the municipality allowing building plans to proceed to this stage indicates a willingness of the municipality to bend the rules and to change properties from “Special Residential” (houses) to “General Residential (flats) wherever it so desires in order to support a developer.Pelhamoppositethetearoom a prime example. High rise is now on the way to a Jesmond Road property near you. Privacy will be a thing of the past.

Property values will drop and traffic will increase, and so on. This should be stopped, opposed and scrapped in its tracks now otherwise this flat development on Jesmond Road will snowball. Student behaviour is now well known and out of control in and around the UKZN campus and environs in digs and houses converted to accommodate students and are already a menace to complex and flats on Alexander and Jesmond roads from Waalhaven flats. The notice looks innocent enough, but tells us that the municipality did not deter the development and will be even more pliable in future. “The Msunduzi Municipality has received an application in terms of item 1(a) of Schedule 1 of the KwaZulu-Natal Planning and Development Act (No 6 of 2008) for an amendment to the Town Plan-

Councillor judged by deployees I REFER to the article “Ward Councillor in Hot Seat” in the Maritzburg Fever 18 March. The explanation given by Councillor Glenn Mc Arthur (Ward 26) for not holding meetings timeously, certainly can be attributed to some council officials. This incompetency includes withholding of reports coupled with a lack of response to queries and 11th-hour apologies (as displayed in Ward 30)

which cunningly avoids the public at meetings. It is the lack of service delivery, as wellasbrokenpromisesmadebythe ruling ANC party, which eventually leads to “service delivery protests”. Therefore, the statement by Councillor Thulani Xulu that not holding public meetings forces peopletoengageinboycottsistotally refuted. Several requests have also been made over the past three years

by the pubic for the municipal manager and officials to present themselves at my Ward 30 meetings. To date, this has not yet happened. Sadly, a hard-working councillor was hauled before Exco to be judged by a few ANC deployees and not the electorate in his ward who expressed their appreciation for all the work he does in his ward. Time for taxpayers to take to the streets CITIZENS beleaguered with huge hikes in petrol and electricity tariffs have to speak in one voice, and that is protesting on the streets. This is the only voice government understands. Citizens in this country are being rippedoffofeverylastcentwhilecorruption and incompetence in governmentdepartmentscontinue.The most recent case is where the Department of Public Works could not corroborate the billions it spent on so-called jobs created and the actual number of jobs created. The price of petrol went up by

R1,62 a litre on Wednesday (April 1) and this is not an April Fool’s joke although in the eyes of government we seem to be. The reasons given by the Department of Energy Affairs is the higher international prices of petrol and the weakening rand against the dollar. The price of Brent crude has fallen to $56 a barrel. Almost eight months ago the price was between $113 and $118 a barrel. How is the increase in fuel prices being quantified? I wonder what the price of petrol would have been if the price of Brent crude was at these high levels.

Could it mean that consumers would be paying double (R24 a litre) if the oil price recovers to $113 a barrel? The only way to get answers is to protest, blocking roads, throwing stones, burning tyres and unwanted destruction has worked in many parts of the country. Maybe as taxpaying citizens this is the only route to follow. Complaining and doing nothing does not work. Critical action is required now. Protest action will send a message to government that they need to think twice before raising tariffs. VIJAY SURUJPAL, PMB

Landfill law violation THE entire waste recovery facility at the New England Road landfill seems to be a farce. Why do municipalities keep passing the buck, and where did the post-1994 buzzwords “accountability” and “transparency” get to? Chris Whyte took a proposal, together with funding, to the Msunduzi Municipality before 2008 and nothing has been done in the interim. The landfill site is operated in an atrocious manner and in complete violation of the law. The waste should be deposited and compacted in a small area each day and be covered within 24 hours. Instead, it is spread over the entire site and not covered at all, which is ridiculous, to put it mildly. Properly managed, the site still hasdecadesofusefullife,withother alternatives, outside the city, being totally unaffordable in terms of transport costs which would skyrocket. FOCUSING on the 2030 vision, the Executive Committee (Exco) council meeting accepted the final draft ofthecitydevelopment strategy (CDS). In his presentation, the founding partner of City Insight (Pty) Ltd Mike Sutcliffe told Exco that cities need a city development strategy to deal with issues such as high rates of urbani­ sation, climate changes, poverty and municipal funding constraints that affect municipalities . He said that the Msunduzi municipal CDS is backed by eight key elements of build­ ing a capable and developmental munici­ pality ­ going back to basics, improving infra­ structure, achieving financial sustainability, making Msunduzi a learning city and a city of learning, growing the regional economy, achieving spatial effec­ tiveness and improving the provincial capital. In 2013, Msunduzi presented its 2030 vision. The municipality will use this develop­ ment strategy as a guide for long­term goals and objectives for the city. The objectives, which the municipality wants to attain by 2030, include Msunduzi being a carbon­neutral city, all households will be fitted with solar water­heating geysers, 70% of streetlights and 30% of traffic signals in the CBD will be powered by renewable energy, waste collec­ tion will take place twice a week for busi­ nesses, a reduction in traffic congestion, public transport will be available throughout the day and night, 100% eradication of informal settlements, and all indigent house­ holds and schools will have free access to telecommunications and high­speed broad­ band. “To achieve this the municipality will have to make sure it does not have any skills shortfall, that it has a strong and supportive leadership, has professional and technical staff, simple clear and transparent operating procedures, a clean city and it needs to address under­ser­ viced areas. The municipality will have to respond to the ageing infrastructure and engage local businesses,” said Sutcliffe.

THE Msunduzi Munici­ pality is hopeful it will soon achieve a clean audit from the Auditor­ General (AG). At a recent Execu­ tive Committee (Exco) sitting, municipal manager Mxolisi Nkosi said: “We think the clean audit is some­ thing that is within reach.” He said there are four glitches the mu­ nicipality needs to solve for it to match the standard,whichinclude asset management, revenue management which incorporates achieving meter reading free from estimates and errors, dealing with the irregu­ lar expenditure and dealing with the thorny issue of water and electricity losses. “We haven’t had irregular expenditure so that means we are get­ tingthere.Ifwecandeal with these issues we will be fine. We have spoken to internal audit and identified internal controls,” said Nkosi. Exco member Jabu Ngubo suggested that the municipality looks at solving water­loss issues and annual leave management. Exco member Thulani Xulu said that with the right support from upper manage­ ment and officials the municipality can achieve a clean audit. Mayor Chris Ndlela said that leave man­ agement is purely a management issue. “It is important that these issues are dealt with and that we work hard to get a clean audit. We have a role to play when it comes to water and electricity losses. We need to nag the officials,” said Ndlela. A report from financialservicesstates that audit findings prove that study leave is incorrectly classified as family responsibility. Some municipal workers take family leave, which exceeds the required number of five days, no leave forms are available to capture leave, leave is taken without prior approval and that employees took leave which was more than required resulting in negative leave balances. Other teething problems the munici­ pality has to solve include recovering monies from debtors, recovering rental income and recovering fine revenue.

The first round of the Model United Nations (Mun) debates was held at The Wykeham Colle­ giate recently. The delegates represented countries on the United Nations Organisation for Education, Science and Culture (Unesco) council, debating whether the countries had met the United Nations Millennium Development (MDG 2) – universal primary education for all, and the way forward after 2015. Keeping winning streak alive Team Jeep’s Mikaela Jonsson has qualified for the national champi­ onships in Bloemfontein next month. This follows Jonsson’s recent victory when she out­ sprinted the province’s best athletes to claim gold and a personal best in the junior women’s 800m at the Track & Field KZN Athletics Champion­ ships in Durban. She also finished first in the U19 category at the Cordwalles Aquellé Mudman Triathlon at Midmar Dam. She completed the 600m swim, 20km mountain bike and five­kilometre trail run in 1:47:12. Jonsson was the third women overall to race winner Hayley Smith (1:45:23) and second­placed Sarah Gray (1:46:23).

ACTION Sports Pietermaritzburg will be hosting an inter- provincial national netball tournament which will see about 700 netball players from throughout South Africa participating in this tournament at the Action Sports Arena in Mkondeni on 6 April starting at 8am. The players and coaching staff will meeton5Apriltopractice.Thesevenyear-old age group will play from 6 until 12 April. The U13 to U18 and a mixed U16 and U18 categories will do battle to walk away with the honours. The round-robin tournament will be followed by a knock-out system playing for gold, silver and bronze medals. Teams have been planning this tournament for nine months and willstartarrivinginPietermaritzburg

SouthAfricannetballplayers,who have been chosen to represent Action Netball South Africa at the Junior World Cup in Perth, Australia in July, will also take part. IETERMARITZBURG will be hosting the 2015 Pietermaritzburg Mountain Bike Festival at Cascades MTB Park from Friday 3 April until Sunday 5 April. New and old riders will participate to obtain UCIpointsaheadofnextyear’sOlympicGames. Swedish national champion Emil Lindgren

will be participating in hopes of gaining points for the Olympics. Lindgren was quoted in a statement: “Earning UCI points at this stage is huge as everyone looks to try qualify their nation and then qualify themselves. I’ve been to Cascades many times and I’ve seen the development not

only of the track but of cycling in the region in general and it has been great to see how PMB has become a cycling community. “With Pietermaritzburg not being on the World Cup calendar this year, but with a lot of international guys being in South Africa because of the Cape Epic, the HC race is a great opportunity and I’m sure it’s going to be a great race.” Festival participants will take part in a variety of mountain-biking disciplines including downhill (DH), marathon (XCM) and enduro and cross-country (XCO).
