S of 1 May, children under the age of three will be required to only travel in a car if they are secured in a car seat. This is required by a new regulation of the National Road Traffic Act. Motorists who have children under the age of three unrestrained in their vehicle will be fined. This comes after some motorists refuse to take seriously the constant warnings and calls by emergency services and authorities to have children properly secured in vehicles. Speaking to Maritzburg Fever Caro Smit of South Africans Against Drunk Driving (SADD),
said the organisation has been working long towards getting this specific regulation passed. According to Smit, the Medical Research Council (MRC) stated that car crashes are the leading cause of injury and/or deaths among children under the age of five in South Africa. “Arrive Alive says that correctly installed car seats can reduce the risk of deaths by 70% in the infant age, and 47% to 54% in children aged one to four.” Daily, toddlers can be seen jumping on back seats, hanging out of windows and sitting on passenger’s laps. “Upon speaking to parents, some will tell you they never grew up with child car seats and survived. Parents may also tell you thattheirchildrendonotlikebeing
restrained and cry constantly. Some parents insist you not tell them what to do with their children,” said Chitra Bodasing, ER24 spokesperson. Bodasing said that emergency services attend to collisions involving children every week. “The majority of unrestrained children are flung out of the vehicle and either sustain critical injuries or die on impact.” While the law forces parents to use child car seats for children under the age of three, this does not meanolderchildrenshouldnotalso be secured in a car seat. Last year, SADD distributed 20 new car seats for children at Woodlands Primary and TPA School in Northdale. “We call on people to donate their old unwanted seats to SADD and we will get them refurbished and handed out to needy families,” said Smit. Smit has just returned from a meeting in Morocco where a plan for 2015 was drawn up for the global campaign. “We will be working with the same 17 schools on a project called #SaveKidsLives with regards to road safety. “We will look at seat-belt use, as well as pupil visibility, alcohol abuse and other relevant roadsafety issues. At a recent full council meeting, Msunduzi municipal manager Mxolisi Nkosi said: “They will conduct their own public hearing and they will then make a ruling on the matter. “We have made our own submission.
“It’s up to the board to make their own decision. “The Demarcation Board has come back and said that the category A status of the Msunduzi will be considered after the 2016 local government elections and they will not consider that at this point in time. “That means that the status quo remains. Msunduzi will be Msunduzi and the other municipalities will remain what they are with the exception of Mpofana which will form part of uMngeni Municipality,” said Nkosi.

By Monday afternoon the two parties had not reached consensus. Nehawu’s provincial secretary Phakama Nduna kazi said the threemonth negotiations with hospital management have proven to be fruitless. “The employer did not agree with our demands. We went to the Commission for Conciliation, Media tion and Arbitration (CCMA), but the matter was not resolved. “Right after the strike started last Friday, the hos pital applied for a lockout of all employees who were on strike. We are still waiting for management to tell us when we can meet to reach a conclusion in these wage negotiations,” said Ndunakazi. Ndunakazi told the Maritzburg Fever reporter that most of the hospital employees cannot afford medical aid with what they earn. MMC marketing and public relations officer Kavith Harrilall said that the company’s salary increase, which ranges from 6.8% to eight percent, effective on 1 March this year, is “generous” compared to the current and projected inflation rate. He said that the increase is in line with increases in the private health care sector. “MMC is disappointed that at this stage the wage negotiations between the hospital and Nehawu have reached a deadlock. MMC’s offer is based on various salary brackets as well as allowances and company contributions towards staff benefits. “MMC recognises Nehawu as an important stake holder in the employeremployee relationship. How ever, a defensive lockout will be implemented to en sure good order during the protected strike action,” said Harrilall in a statement. The hospital does not see the strike as an amica ble way of solving wage negotiations. Harrilall added: “MMC is of the respectful view that strike action is not an effective way to settle this impasse. Negotiation and dialogue serve as ideal toolsfromwhichpartiesmayreachsustainableterms of settlement. “MMCmanagementandtheboardofdirectorsas sure all stakeholders that adequate contingency measures have been implemented to minimise the impact of the strike on patients, visitors, doctors, ser vice providers and staff.”

ITH Pietermaritzburg as an historical tourist attraction, the Economic Freedom Fighters (EFF) wants the statues of Queen Victoria, Sir Theophilus Shepstone and Mahatma Gandhi removed. However, EFF’s provincial spokesperson Reggie Ngcobo said the party is split into two on the issue. He said that although the removal of colonial and apartheidera statues is not part of its manifesto, he said that the three statues should be replaced with South Africans who fought for the freedom of South Africa. “The removal of the statues is the opportunist moment because it is not part of our party’s manifesto. We do not support the statues of oppressors. We would like to see them removed and taken away. These statues do not provide a solution in solving the poverty in South Africa. The removal of statues is not that much of a priority however, they should be removed. “However, we believe that there are more pressing issues such as poverty and education facing South Africa and those should be prioritised. Now that the removal of colonial statues is a national debate, we will speak to our two provincial legislature representatives on how this can be achieved. We will also approach the Heritage Council on this matter,” said Ngcobo. Ngcobo said that the uMgungundlovu district is rich in history and that the people whose statues should be erected include antiapartheid stalwarts Harry Gwala and Moses Mabhida. “There are many other people from different races who contributedtowardstheSouthAfricandemocracy. The focus should be on South Africans who fought for our freedom. There are other political parties who support the notion that the colonial and apartheidera statues should be removed,” said Ngcobo. HE Msunduzi Municipality is struggling to attract suitable tenants to occupy vacant spaces at the Freedom Square Tourism Hub. This was noted at today’s Executive Committee (Exco) council meeting at the City Hall. The Tourism Hub houses Msunduzi Pietermaritzburg Tourism Association(MPTA)officesand90%oftheoffices at the hub accommodate external tenants. The building has three levels ground floor accommodates Gijima printers, UMgungundlovu FM community radio station, caretaker and ICT offices, Coconut Grove restaurant and two vacant spaces. For Coconut Grove, the lease agreement is in place,buttheareahasnotyetbeenoccupied,thereportontheTourismHub building tenancy states. The first floor accommodates Xolisizwe Trading, the Msunduzi Tourism business unit and two vacant offices. The second floor is dedicated to the Small Enterprise Development Agency (Seda) and accommodates 10 office spaces which cost R75 per m2. For the vacant spaces, the municipality loses about R20 000 on rent a month. Municipal manager Mxolisi Nkosi said there is no rent charge for office space occupied by the Msundu-

zi business units. Thereportfurtherstatesthatthere isnoleaseagreementsignedbetween the UMgungundlovu radio station and the municipality however, the space has been occupied. Deputy municipal manager for economic development Dr Ray Ngcobo said that instead of paying rent, the radio station airs a municipal radio slot aimed at disseminating information and marketing municipal services and projects. Ngcobo said the airtime which theradiostationgivesthemunicipality is equivalent to rent. “We are in a process of signing a lease so that we use the airtime to market municipal programmes, mayoral and departmental activities,” said Ngcobo. Councillor Eunice Majola urged Exco to fast-track the process of filling vacant office spaces. The tourism hub received criticism for not having adequate parking space for visitors as most of the parking is reserved for staff and tenants. The hub reportedly cost more than R25 million due to glitches which halted the construction process. The hub was launched in 2011, funded by the KwaZulu-Natal Department of Co-operative Governance and Traditional Affairs and was built to boost tourism.

Theft of municipal assets continues

ORE than 30 theft cases of Msunduzi municipal assets have been recorded since January 2013.
These cases include the frequent theft of municipal car batteries, the theft of a Tatham Art Gallery projector, the theft of an air-conditioner from the environmental health department, the theft of a laptop from the municipal AS Chetty building, fuel and old steel light poles, to men-
tion a few items. On 20 August, 2014 a report submitted to the Msunduzi Municipality’s legal advisor Lelani van den Berg stated that one of the KSA security guards had been detained for apparently selling old steel light poles at the municipal stores. The incident took place on 17 August at around 11.43am. However, after investigation,resultswerethatthestreetlightpoleshad been stolen from the municipal stores. As a result, the security guard, whose name is known to the Maritzburg Fever newspaper, was released the next day on free bail. The report submitted to Van den Berg states that a white truck arrived on site where the poles had been kept. The area is just outside the main gate of the premises where there is no presence of KSA security guards. The report says that the five men who were inside the white truck started loading the poles onto it. One of the reports from the financial services business unit states that two car batteries were stolen overnight from one of the municipal vehicles.
There have also been concerns about the theft of fuel. Maritzburg Fever understands that this matter is currently being scrutinised by the municipality’s internal audit team. “Control measures have been introduced at fuelling bowsers in order to better monitor the use of fuel and stop fuel abuse that still exists. Regarding battery theft, it is at a minimal level since we completed the installation of our Early Warning Cop (EWCop) monitoring system although it is still unacceptable in that level. It is only happening in the scrap vehicles that are awaiting disposal where the system does not report. We are planning to fit cameras on that site to improve our security,” Msunduzi Municipality spokesperson Nqobile Madonda responded. On how the municipality plans to curb the theft of its assets, Madonda explained: “Council assets are tagged with asset numbers, especially air-conditioners and laptops and as a security measure one needs a signed and authorised asset movement form to take an asset out of council premises, especially assets like furniture and equipment.”

Msunduzi Municipality spokesperson NqobileMadondasaidthatthemunicipality is ironing out social issues. “The Hollingwood Cemetery is not currently being used due to social issues that are being sorted out by the municipality with the community. When those issues have been exhausted, the process of developing a cemetery will commence,” said Madonda. Burials are currently conducted at the Mountain Rise Cemetery reserves. Madonda said that the Mountain Rise, Azalea, Snathing and Willowfountain cemeteries have been closed due to lack of space. In 2012, Mpinvestfour Investments (Pty) Limited circulated a communiqué to local
funeral homes alerting them of the lack of burial space at Ethembeni Memorial Park. At the time the cemetery had approximately 7 500 graves. Madonda said the KZN Department Economic Development and Tourism, through funding from the Human Settlements department, bought Ethembeni for the development of a human settlement. “When the purchase was done, it was then discovered that there are about five hectares that could be available for purposesofburying,buttherewasaG24noticethat needed to be sorted out. “The municipality, working with the Provincial Department of Environmental Affairs (DEA), is finalising the G24 contravention. Once this has been finalised, burials will commence when an authority has been received from the MEC, as the land was bought for building of houses. There is a portion of the burial site that was sold by the previous owner for private burial,” explained Madonda.

Morar can make all the right noises about Sanral since as an employee it would not be in his interests to do otherwise, but unless he addresses why motorists have to pay four times to use public roads he and Sanral are “barking up the wrong tree”. Since self-propelled vehicles began using roads, governments introduced an annual licence fee which was supposed to be used to construct and maintain roads. During the sixties, when the Broederbond-dominated Nationalists began misappropriating public funds to maintain their
homeland policies, they instituted a levy of 2c per litre of petrol at the pumps, with the excuse that the revenue so generated would be used to upgrade inter- provincial roads to world-class standards . As the misuse of state revenue continued unabated, the Nationalists used spurious excuses to build toll plazas, much against the huge outcry from the motoring public. Come 1994 and the ANC government realized that tolling can be “an instant cash cow” - hence the introduction of e-tolling on inter-city roads. In Robert Nicolai’s letter (Witness 6 November, 2014), he rightfully questioned the logic of e-tolling since 81% of the revenue goes to the Austrian Billing Co. What

Make government accountable ONE way of showing dissatisfaction against exorbitant increases in the price of fuel, electricity, water sanitation and taxes is to protest. How ironical it seems when there are service delivery protests, roads are blocked and vehicles stoned. Those workers on their way to work are contributing to the sustenance of this struggling economy via their taxes. Its a case of the tail wagging the dog. South Africa is becoming a welfare state with almost 16.5 million people on some form of social security. Therefore there is so much pressure on taxpayers to sustain these social security grants. SARShassomuchpoweritgoesinto your bank account and takes out your money owed to it. Taxpayers are easy targets. Taxpayers’ money can be used productively if unscrupulous corruption is curbed. The R30 billion lost annually through corruption and incompetence can be used to build houses for people living in the squatter and transit camps. This will reduce the number of service delivery protests and enhance their quality of life. Another option that can be explored is bringing back the independent body like the Hawks who can deal with corrupt government officials without fear or favour. A clear message must be sent to government during these protests. • Theft and corruption must be eradicated. • Those involved in corrupt activities must be sent to jail. • A proper adjudication process for tenders. There must be an independent body that has the knowledge and expertise who must be in charge of all tenders. There should be no tenders for pals.

The escalation of prices and exorbitant taxes that government collects has to be questioned. The buck has to stop somewhere. The taxpayer cannot be sucked dry of every ounce of blood. Where have all the birds gone? FOLLOWING the devastating hail storm last month, a strange phe nomenon has occurred. All the birds seem to have disappeared. We live in Sunnyside and have a cottage near a wooded railway property adjacent to the mainline. We used to feed birds daily hun dreds of birds pigeons, weavers, finches, etc. But after the hailstorm we have seen hardly any birds. Seed that previously barely last ed a few hours now remains un eaten for more than an entire week, indeed until washed away by rain. What has happened to the birds? Some will maintain they were killed by the hail, and while this is possible, surely we would have come across dead birds, but is there an other explanation. During the tsunami on Boxing Day in 2004, the elephants appar ently, mysteriously, being aware of

HE Department of Basic Education has rolled out a Book Flood campaign across all provinces in the hopes that it will populate libraries at primary and high schools. According to the National Education Infrastructure Management Systems (NEIMS) report of 2014, only 25% of schools in KwaZuluNatal have libraries. This refers to the access pupilshavetoabuildingorroomontheproperty that houses books. Speaking to Maritzburg Fever Khanyi Dubazana, director of Education Library, InformationandTechnologyServices,saidthereare 10 malls throughout KZN that will participate in the initiative. Liberty Midlands Mall is the selected mall in Pietermaritzburg and has been running the campaign which ends on 20 April. There have already been large donations made by various bookstores including Exclusive Books and Hargraves Library Services donating R200 000 towards Book Flood. “Our intention is to promote a culture of reading among pupils across the country and build a nation of readers. Research shows that there is not enough access for pupils to books especially in rural areas. This is what we are trying to improve on. This in turn will increase
the overall annual national assessment percentages,” said Dubazana. Each of the 10 participating malls will stock one primary school and one high school thus 20 schools in the province will be given access to a library by the end of the campaign. Slangspruit Primary School and Ingqwangele High School have been identified as the schools in the Pietermaritzburg area. The handover of books will be made on 23 April, World Book Day. Gcina Mhlophe, world renowned author known for her storytelling in Zulu and English, was at Liberty Midlands Mall recently to share a story from her latest storybook Zimnandi Ngokuphindwa. “This day was an opportunity to celebrate thejoyofbooksandreadingandreflectonways we can promote books and improve reading levels. “The importance of reading and the culture of books need to be instilled in our children. This provides a solid foundation for learning and enhances their knowledge as future leaders,” said Muhammad Varachia, Liberty Midlands Mall Centre manager. There are green boxes placed at the informationkioskatthemall,CUMBooksorBargain Books where the public is encouraged to drop off their books suitable for children at both primary and high school.
Having a blast with art St Charles College Senior Primary had a week full of art recently as they had their Art Blast programme. Usual lesson were replaced with exciting art ses sions for three days. CTION Sports PietermaritzburginMkondeni recently hosted the national netball tournament which saw netball players from all provinces battling it out towards victory. The tournament started last Monday and ended on Sunday. Most gold medals were won by Western Province and most silver and bronze medals were won by the KwaZuluNatal teams. The KZN Midlands won silver in the U18 age group.
There were seven agegroup categories playing from 6 April until 12 April. The teams which participatedweretheKZNMidlands, KZN Coastal, Gauteng North, Gauteng South, Gauteng East, Gauteng West, Limpopo, Mpumalanga, Boland, Western Province and Eastern Province. The event organiser Andrew Sardinha said there were 61 teams from the U13 up to the U18, and U18 mixed categories. “They had been playing from Monday to Sunday and these teams come from all over the country.
“It is the first time that Pietermaritzburg is hosting the junior netball tournament. It normally rotates aroundthecountry.Itwasalso the first time that KZN Midlands teams entered,” said Sardinha. He said KZN Midlands has five teams in the U13, U14, U15, U16 and U17 categories. By last Friday, the U13 Eastern Gauteng coach Connie Jenkinson said the competition was getting tougher towards the finals. “Thegameshavebeenvery tight and it was not easy. “The competition has been good.”
