ARIOUS non–profit organisations in Pietermaritzburg, who have had to bear the steep 900% electricity tariff increase which was implemented by the Msunduzi Municipality, are ecstatic that the National Energy Regulator of South Africa(Nersa)hasorderedthemunicipality to made corrections to its implemented tariffs. Maritzburg Fever spoke to three non–profit organisations and they equally blame the municipality for failing to correctly communicate the information to them well in advance, thus affecting their operating budget. Whipping the municipality back into shape, Nersa’s chief executive officer Phindile Baleni sent a letter to Msunduzi municipal manager Mxolisi Nkosi, requesting the municipality to readjust its implemented tariffs. Intheletter,Balenisaid:“Thebasic charges that Nersa approved for these tariff categories is made up of the basic charges and the net ampere

In light of this, there is no need to charge net ampere charges over and above the basic charges that Nersa communicated to you in the abovementioned correspondence. This has always been the way that these tariffs were approved and communicated to you in the past and you implemented them correctly. However, in the current year the municipality implementedthebasicchargesandnetampere charges separately, resulting in double counting of the net ampere charge. In the meantime, you are required to effect the necessary correc-

tions in your implemented tariffs”. BeforethisdecisionbyNersa,various businesses took to the streets as they could not afford the increased electricity charges. Many businesses in Pietermaritzburg were on the brink of closure as they could not afford the increase. However, businesses were not the only ones who felt the pinch. Non–profit organisations in Pietermaritzburg were also faced with this crisis.

The municipality’s communication is bad. They just bill you and expect you to pay. We will be in consultation with the Pietermaritzburg Chamber of Business (PCB) to find out if we should pay or not,” said Waldhausen. The Child and Family Welfare Society finance manager Anil Kumar, said that the organisation’s electricity bill has quadrupled to a current bill of R20 000. “This is going to hurt us very badly.

All we do is serve the community. We donotgenerateanyrevenue,”hesaid. PietermaritzburgAgencyforCommunity Social Action (Pacsa) director Mervyn Abrahams, said that the municipality needs to start building trust with its residents and communicate openly with the public. “They have to take the first step and be transparent. Their process of consultation is basically no consultation. Like all other small businesses, Pacsa is also feeling the pain. The anger from the commercial sector is as a result of the break down in the relationship with the municipality,” said Abrahams. Pacsa’s researcher Julie Smith, said that the municipality needs to prioritise basic services, and not be caught up in the world class syndrome. “We are all in this together and we are happy with Nersa’s decision. The municipality needs to prioritise whereitneedstoinvestitsmoney,and should not prioritise making the city lookbeautifulwhenthebasicservices category is failing,” said Smith.

A

N ongoing appeal is being made to the community to be on the lookout for the four priceless Ormolu angels which were stolen from the Tatham Art Gallery (TAG) recently. The angels are part of the Ormolu clock, which is one of TAG’s most prized possessions, and one of the pieces that attracts the most visitors and international tourists in particular. According to Bryony Clark, assistant director at TAG, the clock was donated to the gallery in 1926 by William Harper, who was a city councillor. It was originally designed for an Indian Rajah and was bought from clockmakers A & H Rowley of Grey’s Inn Road, London in 1918. Each angel is cast from bronze, are gilded and are approximately 25cm in height. The angels were reported missing last Tuesday when one of the technical staff members noticed that they were gone while cleaning the clock. Clark said that they believe the theft took place sometime between late December and 13 January. “Each angel is standing on one leg, on a fluted dome. The other leg is bent slightly behind. Each angel has its arms up and is holding a sphere above

its head, with open wings spread behind the angel,” said Clark. The theft of something so precious and rare calls into question the lack of security at TAG, which houses items that amount to millions of rands, many of which are priceless and have deep historical value. The theft has been reported in the media and on many social networks in the hope that somewhere, someone will notice the valuable angels. Scrap

dealers and pawnshops have been alerted of the theft. “This theft is a tragedy as the stolen items are priceless and irreplaceable. We make an impassioned plea to anyone with any information regarding their whereabouts to contact the police,” said Clark. Are you aware of that sir?” said DA caucus leader and Exco member Bill Lambert to Msunduzi mayor Chris Ndlela during a recent Exco meeting. Lambert’s comments come amid a cloud of security concerns currently facing the Msunduzi Municipality. Lambert said that from the recently stolen four angels from the antique Ormolu clock inside the Tatham Art Gallery, to 35 brass holder rods which kept the city hall’s carpet in place and have gone missing, Pietermaritzburg is now faced with a ‘cancer of theft’. Lambert asked if the municipality is sufficiently covered for its priceless possessions. Lambert’s concern also related to

the copper roof sheeting which was stolenlastyear,the35brassholdersfor the carpet which he said have gone missing and an employee who had her bag and car keys stolen from her desk during the December holiday break. “Is there something wrong with our security? One of our ratepayers said thatwaterpipesattheairportwerestolen.Arewecoveredwithourshortterm insurance? What is going to happen to those beautiful angels? Those are priceless pieces of history for our city,” said Lambert. Municipal manager Mxolisi Nkosi said that as soon as the case of the stolen angels was brought to his attention, he summoned the person in charge to open a case with the police. “I further instructed that our own internal security manager investigate the matter. That’s where the process is.

I would be lying if I was to say whether those angels were insured or not. It is something we will look at as we go through the finer details of the insurance,” said Nkosi. Msunduzi’s chief financial officer Nelisiwe Ngcobo said that for now, the municipality is covered. MayorChrisNdlelasaidthatcouncil needs to tread carefully when openly discussing issues of safety. Police spokesperson Captain Thulani Zwane said that that police are stillbusywithinvestigationsregarding the theft of the four angels. They are appealing to anyone with information to contact the investigating officer, Warrant Officer Max Pillay, at 033 845 2756. Last year it was also discovered that a fridge, computers and car batteries were among stolen municipal items.

HE Msunduzi Municipality wants to end all illegal dumping in the city. This comes after concerns surfaced on the municipality’s lack of enforcement of its own illegal dumping bylaws. The Executive Committee (Exco) agenda, under community services, states that the municipality is faced with illegal dumping throughout its jurisdiction, with varying degrees and frequency of dumping. The report states that the worst cases of illegal dumping are found in the lower middle income to low income areas in and around informal settlements and in the CBD. The report cites eight reasons for illegal dumping in Pietermaritzburg. With the first reason being the poor or non–

provision of domestic refuse collection services, for the municipality it remains a mystery why residential areas that receive refuse collection services, such as Imbali, Sobantu, Northdale, Raisethorpe and Prestbury, are also faced with the illegal dumping crisis. On this matter, the municipality will ensure that refuse collection is done once a week, or frequently, at affected areas. The municipality thinks that people dump knowingly, because there is no enforcement of bylaws. With the non–provision of refuse collection of bulky services, residents are left with no choice but to illegally dump items such as fridges, stoves and furniture, other than rubble, garden refuse and domestic refuse. On this point, the municipality will introduce education and awareness campaigns on recycling which will be integrated with law enforcement. The municipality’s mechanical resources in

dealing with illegal dumping have been shrinking, but the municipality will ensure that more resources are dedicating to deal with this project. In the 2013/ 2014 financial year, the municipality has also dedicated two front end loaders and four tip trucks to deal with this. The non–enforcement of bylaws and the under resourced staff at the waste management business unit contribute to the lack of enforcement and prosecution process. Currently, this business unit does not have skilled personnel to take on the responsibilities of enforcing the bylaws. The municipality will work on hiring staff who will deal with bylaw enforcement. TO rehabilitate roads in the Ashburton area would cost the municipality approximately R20 million. The affected roads are Sandland, Eland, Kudu, Pollys, Nyala, Margaret, Newa Roads and Lyn, Ria and Spring­ field Avenue. At a recent Executive Committee (Exco) meeting, Msunduzi municipal manager Mxolisi Nkosi said thatthemunicipalitydoesnothavethe R20 million for the project in this financial year. “What will happen now is that we willdothenormalmaintenancewhere, from time to time, we will go and close the potholes. But we will not be able to do an absolute rehabilitation,” said Nkosi. A report from the infrastructure services portfolio committee states that these affected roads are now deteriorating rapidly. Exco member and Democratic Alliance (DA) caucus leader Bill Lambert, said that the municipality cannot let the pothole saga hit the

municipality again in 2014. “Myworryisthatthesepotholesare starting to come back again to bite us. We had a wonderful patch and there was nobody complaining, but now it’s starting again. In Henrietta Street I think there are about 30 potholes in one street. We can’t let it get back to what it was. The potholes were a scourge of the city and some of them were like volcanoes. We can’t let that start to creep in again in 2014,” said Lambert. Deputy municipal manager for infrastructure, Thokozani Maseko, said that there is a pothole maintenance plan in place. Maseko said that due to a number of suppliers who closed for the December holidays, right now his team needs to catch up and act on the maintenance plan. “Some of the roads have no road foundation. In the next financial years, we will be looking forward to the money being provided and that we attend to some of those roads that are in a dire need of attendance,” said Maseko.

THE Deputy Minister of Health, Dr Gwen Ramokgopa, recently visited Townhill Psychiatric Hospital. The visit was to assess service delivery status in a bid to ensure government achieves its aim of producing a healthier nation, where people live longer and suffer less illness. The government has set aside R65– millionfortherenovationandupgradeto the hospital, in order to provide much needed services for mentally ill patients. Currently, the hospital has 304 patients and with the renovations, will be able to house over 100 more. – Supplied

ANSA Pietermaritzburg’s focus for 2014 will be on improving its services to the community, and spreading awareness about the services offered to men and women. Regional director, Lisa Strydom, explained to the Maritzburg Fever that many sponsors often wonder what the money that they donate is used for. “Weoftengetasked,whatexactly do you guys do? It was then that I realized that the services that Cansa

offers are not promoted enough”. With the development of the Cansa Clinic at the premises at 10 Killarney Terrace, the organization now offers pap smears, PSA tests and breast examinations at a low cost for the community every Tuesday and Friday. The sister on call is also able to run additional tests if required. The clinic now offers a lifestyle risk assessment which is able to detect a low, moderate or high level of developing cancer, depending on the lifestyle that the person leads. Strydom said that Cansa’s main focus is on early detection, which is why there are continuousawareness campaigns. “We want to emphasize the

causes because it’s small things that people don’t even know about, and if they change that particular habit, it will decrease their chances,” said Strydom. Another service available to the community is treatment for cancer patients. Cansa offers meal replacers, wig hire and wheelchair hire. While the wigs are mostly synthetic, Strydom said that 85 ponytails donated towards the Cut for Cansa initiative will be made into real wigs which will then be available for hire. Cansa is now the official supplier of prosthetic breasts in the region. One of the highlights of the upscale has been the increase in the number of volunteers at Cansa who have been trained to deal with cancer patients.

They offer both physical services such as grocery shopping, cleaning thehouseorcooking,andemotional services of support and friendship. The mobile clinic, which Cansa ran for two months last year, serviced 250 women from areas which are underserviced. However because one mobile clinic is shared, the Pietermaritzburg centre have purchased a portable examination couch and lamp, enabling them to conduct examinations anywhere, at any time. “We will go anywhere if there is funding available and a private area to conduct the examination,” said Strydom. HE annual Museums Passport competition launch will take place on 31 January at the Old Prison at 2pm, and all schools are invited to attend. The 2014 installment of the competition will be more exciting than ever before, with more sponsors coming on board with great prizes for both schools and pupils. The competition was established in 2009 and, although challenging, serves as an inventive way to get foot traffic through the doors of the museums in the city. “The emphasis of this competition is to allow pupils the opportunity to access the resources that the local museums have, and to offer to them an enriching learning experience,” said Viranna Frank of the KwaZulu–Natal competition. In previous years, the competition included eight of the historical sites in the city that needed to be visited and at each spot, pupils would get their passports stamped. This year there will only be four places to visit, each focusing on a different area. The KwaZulu–Natal Museum will focus on natural history, the Msunduzi Museum will focus on cultural history, the Old Prison will focus on history including the Colonial times, Apartheid, the liberation struggle and the political struggle, and PMB Tourism will focus on upcoming events and tourist attractions in Pietermaritzburg. The competition will run from 3 February to 30 May. For more information, contact any of the four participating museums.

Summer Tour Concert, which will take place at the casino’s Grandstand, will feature SA Idols 2013 winner Musa Sukwene, and three shining favourites from the competition – Brenden Ledwaba, Zoe Zana, and Crystalene Nair. Sukwene, who originally hails from eMalahleni, emerged victorious as the winner of SA Idols 2013, despite being told by judge Randall Abrahams that he didn’t command a presence on stage. More than two million people

voted for him, pushing him into the lead ahead of runner–up Ledwaba by a mere 1000 points. The two ladies in the line–up, Zana and Nair, were among eight girls in the top ten vying for the title. The years first Cross Country Mountain Bike race was held recently at the Hill and Dale Estate, Bartletts. Team ROAG riders Aaron Michell (Grade 8, Thomas More College, Kloof) and Sarah Ryan (pictured, Grade 6, The Wykeham Collegiate) did extremely well, with Michell coming first in the sub–junior category and Ryan coming third in the sprog category. The next race will take place on 15 February at Giba Gorge.

HE 36th annual Ronnie Davel road race took place recently, with Siyabonga Mkonde and Cary–Ann Smith winning the male and female categories. The race begins and finishes at LaddsworthPrimarySchool,andtakes participants on a 5km or 16km run throughHiltonandsurroundingareas. The road race unofficially began in 1971 with a small group of runners from Hilton, who were mostly Collegians Harriers. They ran every

In 1973 the group referred to themselves as the Hilton Harriers, later affiliated as an official running club, and by that Septemberheldthefirstunofficialroad race beginning at the Midmar Dam entrance. Ronnie Davel was a member of Hilton Harriers, and a very good runner and sportsman who died of a heart attack at a relatively young age. It was decided to stage an annual club race as a memorial run for Ronnie Davel, and the first official 16km race took place in Hilton in 1979. Over the years, the race included

Water skiing competition THE 4Everdeck Invitational Water Skiing competition is taking place this weekend, 25 and 26 January at Satellite Dam on Bird Valley Estate. Bird Valley Estate is located just 20 minutes from Pietermaritzburg and is a water skiing haven. Skiers from around the country will be participating and, with cash prizes for any South African record broken, the skiers with the highest score and also the most improved skier, all the participants have a chance to win something. Jan Johnson, Jared Fisher, Richard Levy are just some of the top names to mention. There is also big contingent of KZN skiers so support is needed. The tournament is recognized by the European and African Water Ski Council, allowing skiers to rank on an international basis. The tournament consists of four rounds of slalom water skiing and two rounds of trick skiing. Entrance is free for the public and all are welcome. Bring chairs and refreshments. In 2009, the 5km fun run or walk was introduced and takes place through the mostly wetland area of St Annes Diocesan School. The event is generally the first race on the KZN Athletics’ annual race calendar and has become very popular, attracting over 800 runners and walkers. The event is still held in memory of Ronnie Davel and other Hilton Harriers members who have subsequently passed away.

AN internet connection is considered one of the basic human rights in quite a few countries. It is a strange concept for us as South Africans to understand, due to the fact that less than 10% of South African households have access to an internet connection (a study in August 2013 reveals). It is also not surprising to learn that more and more households and businesses are acquiring broadband access every day. If you are new to the ADSL scene, there are three things to consider. The first of these is your ADSL line. This can be acquired from Telkom SA. There are several different line speeds to choose from, and I would suggest consulting Telkom’s sales representatives regarding your internet requirements. The second thing to consider is your Internet Service Provider (ISP). There are several different ISP’s to choose from as well. The main thing to look out for in this situation is the customer service. We all have connection difficulties at times, and we all pull our hair out during these times. The main difference being that the people with decent ISP’s pull out much less hair for a much shorter time! The last thing to consider is your router. Often you can purchase a router alongside your internet package, however more often than not it is not worth the extra cost on the package. In next week’s article I will discuss the different things to look for in your router!
