WIFT arrests by the Mountain Rise Police and Tracing Task Team members have given the families of five victim’s closure following the murder of their loved ones. The Provincial Commissioner of KwaZuluNatal, Lieutenant General Mmamonnye Ngobeni, commended the members of the Mountain Rise Station on the successful arrests of the suspects. “I commend the good work by these dedicated police officers and urge them to continue with the often thankless task of ridding our communities of criminals,” she said. During the period of May to June, five suspects were arrested and have appeared in court following five separate murders that took place on the streets of Pietermaritzburg over the last month. Three of the five murders that took place were committed by people who were either family members or friends of the victims. On 2 May, Nxolo Ndlovu (22) was found dead in Nhlalakahle Informal Settlement after sustaining stab wounds to the neck. It was later discovered that the woman arrested for his murderwashissister,LindiweNdlovu(39).She has since appeared in court and investigations continue. On 27 May, Kevindren Moodley (39) was foundstabbedtodeathnearhishomeinCochin Circle in Northdale. Moodley sustained multiple stab wounds to his chest. Upon arrival, police found the victim lying in a pool of his own blood and a suspect standing by with a pair of scissors in his hand. Luversan Perumal (36), who witnesses claim to have been close friends with Moodley, stabbed him to death after an alleged argument. Perumal was arrested and has appeared in court. A few days later on 1 June, Hedesh Ramchunder was stabbed in his chest by a
truck assistant who he worked with. Ramchunder was found dead outside in Old Greytown Road, outside the Checkout Supermarket. It is alleged that the victim was stabbed following an argument with Bhuyani Bhana (24) over missing loaves of bread on the delivery truck. Bhana fled to Matatieal in the Eastern Cape but was soon arrested and transported back to Pietermaritzburg. The case has been remanded to 20 June. In the other two murders, the suspects and victims did not know each other closely. On 16 May, Sambulo Sithole (16) was assaulted with a baseball bat. He sustained a blow to the forehead which was fatal. It is alleged that Sithole went to the Lotus Road supermarket to buy airtime with his sister when he was attacked by Reece Charles (21). Charles was arrested and the case has been remanded until 25 June. The final arrest was made following a murder on 1 June at the Quarry Informal Settlement. Nhlakanipho Ngubane (17) was stabbed in hisleftshoulderbyAndileDeyi(26).Aknifewas found next to his body and a second knife, with blood on it, was handed in to the police at the crime scene. Deyi has since appeared in court while investigations continue. Station Commander at the Mountain Rise Police Station, Brigadier Francis Bantham, said that she is thrilled by the hard work and dedication from her members which has resulted in ensuring that justice is achieved swiftly for the families of the victims. “I want to thank the members but also thank the community for the active part they are playing in the fight against crime. By working together, we will ensure that the criminals will know that there is no place for them in our community and society at large. “We must take a zero tolerance against crime,” said Bantham.

Msunduzi under pressure to spend conditional grants

The debate around the legalization of medical marijuana in South Africa is onging following the introduction of the Medical Innovation Bill to Parliament.
Lawrence replaces Chetty at Exco NQOBILE MTOLO
IF the Msunduzi Municipality does not spend its conditional grants to meet the demands ofitsresidentsbytheendofthisfinancialyear, this setback will be expected to be part of the Auditor-General’s report. At a recent Executive Committee (Exco) meeting it was reported that the municipality is failing to spend its grants provided by other departments. The Exco agenda report on unspent conditional grants states that only 34.49% has been spent. “It is important to indicate that the funds are needed but at times we fail to use them,” said Msunduzi mayor Chris Ndlela. Democratic Alliance (DA) caucus leader and Exco member Bill Lambert asked if the municipality can find loopholes in spending the money given. Msunduzi municipal manager Mxolisi Nkosi answered: “Conditional grants come with certain conditions and you can only use them for what they were intended for. It’s not easy to move funds from one account to the other. We must take the full blame for not spending the money. Most of the conditional grants before Exco today have been known since July last year. Unfortunately, for one reason or the other, we have not been able to spend and we need to go back and look at our processes and sharpen them so that we can spend as quickly as possible.” The agenda circulated at Exco states that in order to ensure that grant funding is utilized effectively and efficiently, planning for grant funding projects must be done timeously to ensure that grant funding is utilized in terms of the grant conditions.
THE Msunduzi Democratic Alliance (DA) caucus has just elected ward 27 councillor, Judith Lawrence, as the Executive Committee (Exco) member to replace the DA’s Exco member, Mergan Chetty, who has now taken a seat in the National Council of Provinces (NCOP) in Cape Town. The DA caucus leader Bill Lambert, said that Lawrencebringsingreat expertise and experience. “Chetty is now the member of the NCOP, so he vacates his seat on the Exco and he resigned from the council. The DA caucus has elected Lawrence to be the member on the Executive Committee. That decision will go through the speaker’s office and will be confirmed at the next council meeting,” said Lambert. He added that Lawrence has about 17 years of experience in council. “She is extremely knowledgeable as far as economic development and planning are concerned, having been the leaderoftheDA’scaucuson that portfolio. She will bring great strength to the position. I have great confidence in her ability. We have advised the speaker, mayor and municipal manager accordingly.”

HE debate over whether or not medical marijuana should be legalized in South Africa is an ongoing and contentious one. In February this year, the Medical Innovation Bill to legalize cannabis in South Africa was introduced in parliament by Member of Parliament, Mario GR Oriani-Ambrosini. The aim is to make provision for innovations in medical treatments by legalising the use of cannabis for medical, economic and industrial purposes. Under current legislation, medical practitioners are legally denied the right to prescribe proven to be effective and harmless medication to their patients, which includes cannabis. Professor Michael Herbst, head of health at The Cancer Association of South Africa (Cansa), said that the organization views marijuana as an illegal substance. “Once legislation has changed in South Africa to legalise and decriminalise marijuana, or once medicinal marijuana is legally available, Cansa will adapt its position and will treat it as it would any other medicinal substance.” As far as ordinary marijuana is concerned, Herbst said that Cansa will treat it as it does tobacco and alcohol. Several studies have demonstrated the therapeutic effects of cannabinoids. Some substances in cannabis may be helpful for treating nausea caused by chemotherapy and for treating pain that is not relieved by conventional medicines. Currently, there are two forms of medicinal cannabinoids; smoked and oral tetrahydrocannabinol (THC, dronobinol and marinol). The difference between each is significant. Oral THC is considered safe, is delivered in standardised doses but has a slow onset effects. Smoked cannabis has a rapid onset and almost immediate effects. However smoking is not a good way to take any medication because carcinogenic substances are inhaled into the lungs. “There is sufficient scientific evidence that indicates the effectiveness of medicinal marijuana in the treatment of nausea, vomiting, pain control and stimulation of appetite. There is additional research currently on the go showing the possibility of medicinal marijuana treating certain types of epileptic seizures and it would even be useful in treating certain leukaemias. Time will, however, inform us,” said Herbst. Umangh Harku of South African National Council on Alcoholism and Drug Dependence (Sanca) offered a contrary view. “There is no conclusive evidence that the medical use of marijuana would be any more effective than the medications currently registered with the Medicines Control Council.” He said that Sanca’s view of the issue is in line with the legislation that marijuana is an illegal substance. “It is of the utmost importance to take into consideration the fact that marijuana is not harmless,” said Harku.
A total of R19 170 was raised during the first annual Mum’s Mail Sunflower Fund Ladies Breakfast which took place in Hilton recently. Two hundred ladies wore fun, floral hats and fascinators and enjoyed presentations by Nancy Gardiner and Karen Clarke on flowers and flower personalities. “A big thank you to our main sponsor Sanlam, and all the other companies and individuals who contributed. This has made an amazing difference to leukaemia patients and their families,” said Kenwyn Geyser from the Sunflower Fund. All monies raised will be used to pay for the tissue typing of potential bone marrow stem cell donors for inclusion on the South African Bone Marrow Registry. Pictured at the breakfast are (from left) Lara Edmonds, Kenwyn Geyser, Debbie Smith and Ursuhla Govender.

HE Msunduzi Municipality will target informal trading inthecityaftertheExecutive Committee (Exco) passed a draft on the city’s informal economy policy. After going through all the appropriate channels, this draft is still to be adopted by full council. Informal trading is rife along two of the busiest streets in the city, being Langalibalele (Longmarket) Street and Church Street. The draft informal trading policystatesthatthemainpurpose is to create an environment that allows informal traders to do their work without any unfavourable
conditionsorlegislationhindering them, and to strengthen the relationship between the traders and the municipality. The policy targets smaller and unregistered informal businesses, andappliesmainlytohairdressers andbarbers, traditionalmedicine, traditional wear and bead work, pay phones, shoes and shoe repairs businesses, taxi drivers, photographers, cardboard collectors, panel beaters, car wash and waste pickers, to mention but a few. Before the draft policy was passed, the municipality had sent the copy to various stakeholders for comment. In response, the Pietermaritzburg Chamber of Business (PCB)
CEO Melanie Veness stated that the municipality must be careful not to exploit the vulnerable and that the municipality must consider the rights of the already established businesses so as to guard against unfair competition. The PCB also stressed the importance of dealing with counterfeit consumer goods as this is illegal. At a recent Exco meeting, councillor Thulani Xulu said that the informal traders who sell second-hand clothing at the corner of Church Street and Boshoff Street have even erected a tent. He asked why this has not been addressed over time. Exco member Eunice Majola answered by saying that the municipality has lacked the
enforcement of the bylaws, adding thatthereissomethingwrongwith the system. Msunduzi mayor Chris Ndlela said that the municipality needs to implement enforcement as this will help structure street trading. The implementation of the policy will see the establishment of the Msunduzi Informal Economy Chamber, which is a body that will represent the informal economy issues at local council level, disseminate information on effective organisational strategies for promoting and protecting the rights of the informal economy stakeholders, work in partnership with the private sector and centres of trade unions, and where applicable.

Chest does it again >> Over 800 runners were given supplies before the Comrades NICOLE JOHN

HE Community Chest was once again selected by the Comrades Marathon Association to facilitate the accommodation and hospitality of over 800 underprivileged runners at YMCA Hall on the weekend of the Comrades. As one of the six AmaBeadiBeadi Charities to benefit from Comrades 2014, the weekend was a success with 17 dedicated ladies ensuring that about 800 runners were given mattresses, blankets, meals, refreshmentsand breakfast before they set off to run Comrades on Sunday morning. “These are our fellow South Africans who hitchhike from all parts of South Africa to participate in the Comrades Marathon. They aremostlyfrompoorcommunitiesandoftendo
not have the resources or the gear but are tenacious in their desire to run the race,” said Michael Deegan, Community Chest executive director Pietermaritzburg and District. Simangele Sokhela said that there are many good stories to tell. “Every runner is important. One person’s problem is everyone’s concern and they help each other.” Sokhela and the team look after and feed the runners while they are competing in the marathon. The mattresses and blankets were then donated to 35 needy welfare organisations supported by the Community Chest. “What we witness here every year with the Comrades Marathon underprivileged runners is that triumph of will and strength of passion that was present at the origin of this great race. Long may it continue,” said Deegan.

FEVER REPORTER GIFT of the Givers Careline Counselling celebrated 17 years of service to the community last month. The project, which is one of the
organizations 21 ongoing projects, is predominantly a telephone and contact counselling service. Training is offered in various areas, as well as workshops to schools and communities according to their needs. To achieve this much in less than two decades can only be attributed to its staff and volunteers, who are committed to the project. “They take their work seriously to ensurethatpeoplefeelsupportedand guided to make the right decisions and take actions in their best interest,” said Aqirah Rawat, projects
manager at Gift of the Givers. She added that during the many years of the counselling project, they have made a difference to the individuals they have engaged with and their immediate families, friends and work colleagues have benefited from the positive effects as well. Rawat admitted however that the project was not without its challenges. “One of the main difficulties has been to maintain a significant number of volunteer counsellors. The economic recession has had a major influence on the shortage of volun-
teers. Not many can afford the luxury of working without monetary remuneration.” Rawat said that the biggest growth point undoubtedly has been learning and understanding the diverse groups of people in this country. “Working on a human to human level has released the truth of the spirit for theGiftoftheGiversCarelinecounselling team,” she said. Speaking to Maritzburg Fever when he passed through Pietermaritzburg recently, Christi said that this mission was to highlight the environmental issues affecting the South African coastline. A civil engineer by trade, Christi lived in Pietermaritzburg for three years before he embarked on his adventure.

“I was just not satisfied with an eight to five job, I needed something more.” He said that he got the idea for Six Million Steps while on a hike and explained that it was something he “had to make happen.” “Ithasbeensuchanincredibleand life changing experience. Every single obstacle that I had to endure was well worth it,” he said. The journey was not always easy but Christi persevered through the challenges. “There were times that I was physically exhausted but also times when I was mentally and emotionally drained. But now that I am at the end, I am all geared up and can’t wait to get there.” Christi said that he fell almost four metres off a cliff when the rocks he
was holding on broke, had many dogs chase after him, but he has not been the victim of crime of any kind during his adventure. “I have experienced nothing but goodwill, kindness and help from the people I have met. I’ve had no problems,” said Christi. His journey of almost 3000 kilometres is almost at an end, with about 450 to go. “Mymessagetoeveryoneoutthere is to experience the beauty of South Africa first before thinking about travelling overseas. We live in an extraordinarily beautiful county. Venture out into it and experience the wonders yourself. Forwards forever, backwards never,” said Christi. Grant Christi is almost at the end of his Six Million Steps adventure along the South African coastline.
On 14 April, over 200 Nigerian school girls were kidnapped by terrorist group, Boko Haram, from their dormitory at their school in Chibok which was later burnt to the ground. Since the kidnappings, leaders around the world have joined forces to plead for the group to release the children. The United States began the #BringBackOurGirls campaign and petition which has since gone viral on all forms of social media. People from Toronto to Nepal, and now PMB, have played their part in creating awareness around this injustice. The kidnapped girls, most of whom were Christian, are reported to have been forcibly convertedtoIslamandforced to marry members of the terrorist group. While some people claim that the incident was a result of Islamic extremists, the fundamental reason could be to enforce the oppression of women in Nigeria and the
group’s hatred for educating women in the country. In Nigeria, three out of four women cannot read when they get married and a mere four percent of girls complete secondary school. The South African Biodiversity Institute (SANBI) KwaZulu-Natal National Botanical Garden has joined
the campaign to bring back the girls safely to their families. “Let us stand together in solidarity with the African nation, showing our support to Nigeria and the families that have lost their children and hope that those girls will be released back to their families unharmed,” said Tanya Abrahamse, CEO of SANBI.

St Anne’s school initiated a project recently to pray for the safe return of the school girls. Pupils at the school tied yellow ribbons around an oak tree and on the school gates. In this case, they symbolise hope for the safe return of the school girls and act as a reminder to continue to pray for this cause.

Carter Shanghai dream >> City mayor donates towards Youth Camp
T
WO Carter High School pupils, selected to represent South Africa at the International Youth Camp in Shanghai, have received a donation to get them to the games by the Msunduzi Municipality. Austin Sharkey and Adam Butler were identified by the municipality to be their chosen City of Choice representatives. Ndlela said that the City of Choice regards education as a necessity to ensure the future leaders of the country are well-informed and wise in the ways of the world. “Education is the way to a better life for you and for your families. Very few pupils have an opportunity like
this. Go abroad and learn about the different cultures so you may come home and teach them to us,” he said. Ashwin Ramgoolam, principal at Carter High, expressed his heartfelt thanks to Ndlela for investing in the future of his pupils and also giving them the opportunity to sit in on council and gain great knowledge. He went on to acknowledge Michelene Savary, head of the school drama department, for her efforts to raise sufficient funds to afford the pupils the “opportunity of a lifetime”. When the pupils return from Shanghai, they will present the mayor and council with a full report on their findings and experiences.

She was exposed to some of the best lighting and sound engineers in the business and spent a very valuable two hours training under the lighting engineer for Prime Circle. An added bonus was that she got to meet some of SA’s hottest talent, including band members from Prime Circle, Gangs of Ballet and Watershed to name a few. So eager to learn and such an impression was made, that supplier of technical personnel and equipment for the event, Big Beat Productions managing director Kevin Liddell, commented that he would “offer her a job tomorrow.” Manners-Wood is pictured with Prime Circle lead vocalist Ross Learmonth.

WE live in a wireless world. Everywhere we go, there is Wi-Fi connectivity. A lot of retail stores and restaurants are even providing free connection whilst inside their premises.Itseemssoconvenientandusefultobeabletoconnecttothese networks and utilise their internet connection, but is it safe? Some of you may have noticed your laptops/phones come up with a warning message regarding “unencrypted” networks. The main concern is actually the other users on your network. An open network on its own is not going to harm your devices, however if it is open and free foryou, thenitisalsoopenandfreeforeveryoneelsearoundyou, including malicious users. When running a device on a network, you inadvertently open up vulnerabilities on that device. If a malicious user is on the same network, he/she could exploit these vulnerabilitiestodamageyourdevice, orworseeven, gainaccesstoconfidential data. The process used by these malicious users has become so automated that people can achieve this sort of damage using a phone application. It is no longer required to be an absolute genius at computers, all you need to know is what the program is called so that you can download it. Inclosing, ifyouoftenmoveyourdevicesbetweendifferentnetworks, invest in an anti-virus and firewall bundle, ESET Smart Security as an example would protect you.

ARITZBURG Varsity students and rugby players, Matt Mandioma and Shayne Makombe, have been selected for the Zimbabwe national squad for the WorldCupqualifyingtournamenttobe played in the Stade Mahamasina in Antananarivo, Madagascar. “It is an honour for the club for these guystojoinourlonglistofinternational players and we are very proud of them,” said Varsity spokesperson, Mark Schulze. Especially sweet is that both are sponsored by Truda Snacks, the PMBbased company owned by former Varsity star Colin van Heerden. Van Heerden is a loyal supporter of thestudentclub, andbothareonTruda Snacks tuition bursaries on the PMB campus. Both Mandioma and Makombe are also rugby coaches at Merchiston Prep School. Stade Mahamasina is well known
for its unique atmosphere. The stadium has only 23 000 seats, small in international rugby terms, yet over 40 000 locals regularly cram the standing terraces when their beloved Les Makis play international matches. “Stade Mahamasina has been described by SA Rugby CEO Jurie Roux as the most intimidating rugby stadium he has visited,” said Schulze, the Hermannsburg product and former PMB Varsity first team scrumhalf. The Zimbabweans are in camp and were due to play the Blue Bulls Vodacom Cup selection team at the time of writing. The Four Nations qualifying tournament participants are Madagascar, Zimbabwe, Namibia and Kenya, who will have their entire IRB World Sevens contingent available. The tournament winners will automatically qualify for the Rugby World Cup finals tournament. The runner-ups have a second chance in the playoffs against the
winner of the Germany versus Russia playoff. The duo’s success is a tribute to the PMB Varsity coaching staff as well as the lads’ team-mates and administration - with Roger Sheppard, the chairman, a driving force. The Zimbabwe Qualifiers are on June 28 versus Madagascar; July 2 versus Namibia, and July 6 against Kenya. Former Sharks forward Lambert Groenewald has also been included in the Zimbabwe squad. Former Michaelhouse stars and Sharkshalfbacks,GuyandRossCronje have also been called up, although at the time of writing, the Lions franchise had not yet agreed to release them. Makombe is a winger who won the Varsity Shield backline player of the tournament award. Mandioma had a bit-part role in the Varsity Shield, but has featured more regularly, either as a loosehead prop or at hooker in the KZN Premier League’s Moor Cup.
