A

POLICE swoop at the Liberty Midlands Mall netted three men and a woman accused of operating a massive card fraud syndicate. Using duplicate South African Social Security Agency (Sassa) cards, the gang withdrew thousands of rands at the start of every month. Police also seized R90 000 in cash, and 90 duplicated cards that they were carrying. Two Pietermaritzburg police constables took the alleged

fraudsters into custody after a tip-off from mall security last month. CCTV footage showed the suspects entering the mall and using multiple Sassa cards at the ATMs. The alleged fraudsters were targeting Absa and Standard Bank ATMs, withdrawing large amounts of cash from each card. According to a police source who could not be named, mall security officers spotted two men and four women using different cards to withdraw money from the ATMs last month.

They notified police, but the group had left the mall by the time they arrived. Noting that the same group appeared at the mall on the first day of every month, officers lay in wait and made the arrests on Monday. “They told us they got the cards from owners who were elderly and could not get to an ATM, so they would do it on their behalf. “However, they could not account for where the card owners lived. That’s when we knew they were lying,” one officer

said. NinetySassacardswerefound in their possession and two sums of money, R59 820 and R39 660, were recovered. A Sassa official was sent from Johannesburg to investigate the account holder’s details and open a case of fraud. He would not comment on the incident. According to PMB station spokesperson Lieutenant Joey Jeevan, the suspects have been arrested and will appear in the Pietermaritzburg Magistrate’s Court this week.

HILE employment has increased from 2.1 million in 2010 to 2.4 million in 2014 in KwaZulu-Natal, poverty, crime and social inequality remain at the core of the province’s problems. Speaking at the State of the Province Address (SOPA) at the Royal Showgrounds on Friday, Premier Senzo Mchunu said poverty and inequality remain persistent, with the percentage of people in the province living below the food poverty line of R318 per month havingrisenfrom25%in2010to28% in 2014. He raised concerns about the escalating crime rate in the province which impacts negatively on economic growth.

Mchunusaidthatasaresult,atotal of 130 police stations are currently beingevaluatedtoidentifychallenges and shortfalls so as to assist in improving policing in the province. He said that government is concerned about the escalation of farm murders and tension between commercial farmers and farm tenants or labourers. “The province has seen an increase over the last year in crimes related to murder, stock theft, attemptedmurder,assaultandarson. We therefore call for intensified action from policing and criminal justice structures to stem the tide of such crime,” he said. Mchunu called on the private sector to join forces with the government in order to be able to grow the economy. Meanwhile leader of the DA in the

KZN Legislature, Sizwe Mchunu, has citedtheemploymentfiguresasbeing misleading, as according to their calculations unemployment has increased by 5.7% over the 2013/2014 period. “In line with provincial government’s 2030 vision, economic growth rate was lower than expected, social inequality figures remained stagnant at 17% and consistently high crime levels continue to destabilise and limit investment in the province. “Out of the unemployment statistics, the premier did not make a reference that they relate to 70% of the youth in our province.” IFP MPL Blessed Gwala said the Premier did not touch on important issues, saying that while a major portion of the budget will be given to the education sector, it will not be used to serve the needs of the people.

Municipality tightens firearm regulations NQOBILE MTOLO

>>nqobile@pmbfever.co.za WITH 15 Msunduzi municipal firearms not recovered, a special induction workshop is to take place where all municipal gun-bearing law enforcement officers will receive a refresher course on new procedures to be adopted. The law enforcement officers will also be introduced to the new issuing register to be implemented. This induction programme will help the municipality to stop spending money on lost or stolen firearms and it is expected to reduce the risk of the municipal officers not

in possession of firearms in a critical situation. The police are still investigating the circumstances surrounding the 15 stolen firearms. A recent report from the community services business unit states that the municipality had no proper firearm rule and that paved way for the misuse, theft and loss of firearms increasing crime in communities. Municipal manager Mxolisi Nkosi told the Executive Committee (Exco) that a circular will be sent to all employees, alerting them of the discharge of firearms. The circular states that the employees with council firearms are responsible for immediately reporting stolen or lost firearms to the police. The replacement of ammunition will only be done if shooting reports are accompanied with reports or statements of members involved in a shooting incident. Any law enforcement officer on leave for a period of two or more cycles must book their firearms in for safekeeping. Municipal manager Mxolisi Nkosi said that people are not being trained to wonder around the City Hall with guns. He said that in terms of the firearms control act, the induction workshop will only be limited to security officers and traffic officers who are armed. He said that should anything deviate from the act, the municipality can be sued and the offender can be jailed. “Ordinary citizens are not allowed to bring their firearms inside the City Hall, except law enforcement officers,” said Nkosi. He said that council will reinstate an old rule that City Hall visitors who have firearms must leave their firearms in a safe at the City Hall and fetch it upon their departure.

EVELOPMENTS of a truck stop right next to the Hayfields Kwik Spar will not be pursued pending further investigations, the MsunduziMunicipalityspokespersonThobeka Mafumbatha said in a statement. Residents fear that the truck stop would lead to noise, traffic congestion, endanger pedestrian safety and cause their property to depreciate.

“Following a meeting between municipal officials and the South African National Roads Agency Limited (Sanral) eastern region, it was agreedthatthedevelopmentofatruckstopnext to the Hayfields Kwik Spar is not feasible at this point, pending investigation. “At the meeting, Logashri Sewnarain, Sanral eastern region manager, made it clear thatalltruckstopsmustbeconvenient,safeand

comfortable to improve truck transport efficiencies and driver job satisfaction. “Msunduzi Municipality expresses regret for the concerns and fears raised in the community following recent media reports that according to a municipal document,aproposedtruckstopistobebuilt in Hayfields, a residential suburb,” Mafumbatha said in a statement. She further stated that Sewnarain would never support a truck stop being built in a residential area. “Meanwhile, the Msunduzi Municipality will propose for additional staff in the upcoming financial year to enable 24-hour monitoring of the area in order for the council to enforce compliance among truck drivers applying the applicable municipal by-laws,” stated Mafumbatha. She said that the municipality will continue with plans to establish a suitable spot for a truck stop and that the final decision will be taken after consultations with relevant stakeholders. - Supplied

THE National Freedom Party (NFP) has submitted a letter to the Minister of Justice and Correctional Services, Advocate Michael Masutha, requesting for amendments in the legislation so that South African youth with criminal records can find employment. NFP Youth Movement secretary general Maria Busi Tshabalala, said that with the high unemployment rate facing the country, there is a need to expunge criminal records of those who were prosecuted for petty crimes.

“As the NFPYM, we are concerned about the levels of unemployment in South Africa. We want the criminal records of people aged between 18 to 35years-old to be removed once they finish their sentences. However, this will not be a blanket approach. It will only apply to people who were involved in petty crimes. “As soon as they have served their sentence, they should be given another chance in life because criminal records hinder them from getting jobs for the rest of their lives. Amendments to the legislation require deliberations by parliament,” said Tshabalala. Latest unemployment statistics from Statistics

South Africa show that between the third quarter and fourth quarter of 2014, the number of unemployed people in the country stood at 4.909 million. Tshabalala added “Companies have issues with people who have criminal records in general. They view them as trouble.” She said that they are looking forward to receiving correspondence from the minister. “We have written to him and we are waiting for a positive response so that we can present our case. We understand that he is a busy person but are confident that he will get back to us within the next 14 days,” said Tshabalala.

Vital equipment needed for lifeguards R

ECENTLY, I witnessed a lifeguard rescue a bather. After the rescue, the lifeguard remained with the bather insuring that he had overcome the incident and was fully recovered. It was only afterwards that the lifeguard realised that he had dived into the pool with his cellphone in his pocket. Unfortunately, it was too late as the cellphone was totally damaged. One could ask, why was the lifeguard carrying his cellphone? If one had to visit all the municipal-managed swimming pools, one would find that all the lifeguards carry their phones on them. The reason being to make contact with headquarters and secondly for emergencies. These council employees do not have subsidised phones or air time. All the calls they make to their bosses are at their own expense, while the managers in their

comfort zone receive all the perks. Other municipalities provide proper outfits for their lifeguards, including eye protection from the glare of the water, caps for protection against the sun and whistles for crowd control. Here in Msunduzi, sometimes one has to ask who the lifeguard is, especially when the relief guards are on duty. Telephones are vital when it comes to life-saving. By failing to provide this life-saving equipment at our swimming facilities, the managers are showing just how little they know about life-saving. Lifeguards, like fire officers, are ambassadors of our city. They are there to ensure public safety, and as such should be fully equipped to carry out their duties. It is hoped that the landlines are reconnected at all our swimming pools offices.

Wires kill two men TWO men died at the weekend after being electrocuted by illegal connections in Copesville. On Sunday, a man believed to be in his 20s was found dead after he was illegally connecting electricity on Khoza Road, in Swapo opposite the police station. A police source who requested not to be named because he was not authorised to speak to the media said police were called to the scene at around 3pm. On Saturday, not too far from Sunday’s incident, police found another man who had been electrocuted after he fell onto a live wire, following an altercation.

Eight in court on cocaine charges INGRID OELLERMANN EIGHT local residents appeared in the Pietermaritzburg Magistrate’s Court on Monday in connection with multiple counts of dealing in cocaine, or alternatively possessing cocaine. The smallest amount of cocaine involved was 0,59 grams and the biggest was 12,87 grams. Thecrimesallegedly occurred between August and December lastyearatPeachRoad, Woodlands, in Eastwood, Church Street and Northdale. Seven of the accused were arrested during a police raid on Friday which ended a two-year-long undercover operation. The eighth, Faybian MacKay, allegedly handed himself over to police on Sunday (March 1) after he read in the press that he was wanted, his attorney Anand Pillay told the court. Also on trial alongside him are MacKay’s mother Zainath “Shireen” Hutchinson (who is currently on parole after previously earning a 20-year jail term for drug dealing) and his brother Samsam MacKay. The other accused are Hoosen Mohamed Shaik Cassim, Ramesh Mahabeer, ex-policeman Sagren Pillay, Zaheer Buckroodeen and Deon Gabagas. The case was adjourned until next weekMondaythenfora formal bail hearing.

HREE St Anne’s Diocesan College staff members recently embarked on a three-day Wilderness Trail experience at iMfolozi Game Reserve. Jennifer Forrest, Sandra Schwartz and Craig Elmer-English, were part of a group of teachers who had been invited by the Wilderness Leadership School to experience the trail of the game reserve. Forrest said that the experience gave her an opportunity to appreciate nature. “The experience reminded me that I am sharing this planet with animals less selfish than myself, and I have been given the task of protecting my natural surrounds. Walking, sleeping with the animals, the Big Five, was humbling. To realise that the animals take only what they need and don’t leave a trail of plastic or other waste behind them like we do,” said Forrest. Given the opportunity, she said that St Anne’s pupils and other staff members have to experience the Wilderness Trail. “We would like to give the

Cansa Relay For Life

THE annual Cansa Relay for Life will be held on 20 March at the Cascades Mountain Bike Park and will run from sunset to sunrise. The theme of the event is Celebrate, Remember, Fight Back and activities for the evening will be structured around this theme. Since its inception in the United States in 1985, the relay has spread to over 20 countries around the world. The race begins with a survivors lap as they celebrate their lives and their victory over the disease. In the second lap, they are joined by their caretakers who give them love and support during their illness. Thereafter the relay is open to everyone.

Participating teams are also encouraged to do their own fundraising to raise additional money for Cansa. Although the relay is held to raise funds and create awareness, teams are encouraged to take this opportunity to have fun. Prizes are awarded to the team with the best health message on their banner, most spirit, best dressed, team with the most survivors and the team that raises the most money. BMW’s new 2 Series goes on sale this month in SA.

OLLOWING the launch of its new 2 Series Active Tourer in South Africa in February, BMW will expand its local 2 series line-up with the addition of a new rear-wheel drive convertible in March. The new 2 Series convertible, replacing the 1 Series drop-top, borrows heavily from

its coupé sibling (launched in SA in March 2014) in terms of specification and design, though tweaks were made to accommodate its fabric roof. Compared to its predecessor, its length has increased by 72mm to 4.4m, width by 26mm to 1.7m, wheelbase by 30mm to

2.6m and it also has a 35mm wider rear-hatch. The new 2 Series convertible will be available in South Africa in three petrol variants — M235i (240kW/450Nm) 228i auto

180kW/350Nm) and 220i 135kW/270Nm. Engines can be mated to either a six-speed manual or eight-speed auto. The new convertible is offered in four specifications - Advantage, Luxury Line, Sport Line and M Sport. Prices will be released closer to its official launch date on March 15. Its powered fabric roof (black, silver or brown) can open - or close - in 20 seconds at up to 50km/h so you don’t have to stop traffic if rain suddenly looms. Luggage capacity has increased by 20 litres to 280 with the top open and by 30 litres to 335 with the top closed. It borrows standard equipment from the coupé version, including BMW Professional radio (with iDrive operating system), control display with a flat-screen design and auto aircon with convertible mode. Optional extras include leather trim with SunReflective technology (reduces surface heating in direct sunshine) and satnav with touch controller. Driver assistance aids include BMW ConnectedDrive which comprises anti -dazzle high-beam assistant, adaptive headlights, parking assist with reversing camera, speed limit Info (with ‘No Passing’ info display) and cruise control with auto braking.

THE new Range Rover Evoque, sporting a new design and a host of the automaker’s latest technologies, will make its debut at the 2015 Geneva auto show. Land Rover SA says it could be in South Africa by August 2015. Land Rover design director and chief creative officer Gerry McGovern said: “The Range Rover Evoque first established and then dominated the luxury compact SUV sector generating worldwide acclaim and sales success. Our challenge has been to evolve the Evoque design without diluting its distinctive character.” The new Evoque’s trim levels have been realigned to match those of the Range Rover Sport — SE, HSE Dynamic and Autobiography, and a suite of option packs. The new Evoque gains enlarged air intakes, new grille designs and is will be the first Range Rover to be offered with adaptive LED headlights. The Evoque’s standard grille is distinguished by two bold horizontal bars and a new fine-mesh pattern. In South Africa, the new SUV will be powered with a 2.2-litre SD4 turbo diesel engine (paired with a nine-speed auto) and Land Rover’s 2.0-litre Si4 turbo petrol. With 177kW on tap, the Si4 petrol engine delivers strong performance, with acceleration from 0-100km/h in just 7.6 seconds and a top speed of 217km/h. Fuel economy is rated at 7.8 litres/100km and 181g/km emissions. Interior changes include new seats and door casings, 20cm touch-screen infotainment unit and the introduction of new colours and materials. Its hands-free power tailgate allows owners to automatically open and close the boot by waving a

foot beneath the rear bumper. It’s equipped with Land Rover’s innovative AllTerrain Progress Control (ATPC), only available on Si4 derivatives, first seen on the Range Rover and Range Rover Sport. The technology maintains a pre -determined speed (selected using the cruise control function) in forward or reverse gears between 1.8km/ h to 30km/h, allowing the driver to concentrate on negotiating tricky terrain. Its autonomous emergency braking prevents or greatly reduces the severity of crashes in the event of the driver failing to take preventative action. Just hours after claiming victory at the Junior Women’s 800m at the KZN TrackLeagueinDurban,she went ahead in full force to win her first aQuellé Mudman at the seasonopening event which took place recently in Hermannsburg. She successfully completed the full course which comprised of swimming 700 metres (m), 20 kilometres (km) of mountain biking and 5km of

trail run. She said that moving from one competition to the next was a challenge, however she was determined to have fun. “I feel good about my achievements. They weren’t Agraderacesformebutthey were important to test where I am going into the season. I’m looking forward to the rest of the Mudman series and to hopefully carry on leading the series. “It was tough, as I’ve never raced a triathlon just hours after running a track meet but it was definitely something new and interesting to try. “I had decided to just go out and have fun at the Mudman as it is a course that I really enjoy and knew it would challenge me,” she said. “Being part of the 2020 Olympics team is a huge goal for me which keeps me going when I feel like

giving up, but I know it will not be an easy road. “So right now as a junior I wish to strengthen my skills in each discipline and make sure I stay injury free so I can pursue my dreams, and of course, enjoy it,” said Jonsson. Jonsson was recently selected to be part of Team Jeep’s 2015 squad. It is her fifth year as part of Team Jeep. Her success in the arena includes winning the KZN provincial championship three times, securing the second position spot at last year’s SA Triathlon Championships and the Africa Cross Triathlon Championships and representing South Africa at the World Cross Triathlon Championships where she secured fourth position. At Pietermaritzburg Girls’ High she partakes in swimming, athletics and cross country.

Miles4Marrow Dusi champion

Courageous paddlers championed the cause of The Sunflower Fund in the 2015 Miles4Marrow Dusi Canoe Marathon fundraising and awareness campaign. Participating paddlers obtained sponsorships per mile covered. All funds raised go towards awareness, education and the recruitment of potential bone marrow stem cell donors onto the South African Bone Marrow Registry, in turn giving hope to patients diagnosed with life-threatening blood disorders such as leukaemia.
