HE Msunduzi Municipality wants to ban its ancient dog licensing bylaws. At a recent Exco meeting, the deputy municipal manager for economic development, Dr Ray Ngcobo, said the bylaw is not universally applicable and that it’s costing the municipality a lot of money to monitor. “It’s one of those very old bylaws that was meant for the affluent areas so that when a dog is found loitering around, it can be confiscated and the dog owner can be made to pay. It’s not a bylaw thatisenforceableinotherareas.Because it’sabylawthatisnotuniversallyapplicable, we will not be in a position to enforce it. Therefore, we will recommend that it be discontinued,”
said Ngcobo. He said that to license a dog is around R57, but to maintain and administer the process costs the municipality about R112. Exco member Eunice Majola said that the issue has already been discussed at the economic development portfolio committee and members agreed to end dog licensing bylaws. The DA’s Bill Lambert suggested that Exco seek input from the Society for the Prevention of Cruelty to Animals (SPCA). “At one stage, if I remember correctly , we said to the SPCA that they should take over the dog licensing and any money collected would be a contribution towards their organisation. I don’t know what the outcome of that was. There are far more dogs unlicensed then there are licensed, even in the traditional old neighbourhoods,” said Lambert. To date, only 1264 dogs have been licensed in the whole of Pietermaritzburg. The Pietermaritzburg SPCA’s manager and spokesperson, Maureen Vida, said that to establish, manage, monitor and run an efficient dog licensing system in any city is a huge task, requiring vast resources and man power. As the official small animal pound in the Msundusi Municipal area, Vida said that the SPCA takes in between 300 and 500 strays, homeless and unwanted animals every month. “At present, only certain areas where the ownership of the dog is obvious due to properly fenced homes are being targeted. This is unfair as other areas, especially those newly incorporated into the municipal area, are not paying licenses as it is alogisticalnightmareforanyonetotrytoascertain where all the free ranging dogs in the area actually live. Unless only people with properly fenced gardens are permitted to own dogs, the system will remain unfair and biased,” said Vida. She added that, if it were possible, the SPCA would welcome a correctly structured licensing system which would include a certain criteria. “Owners of unsterilized dogs, male and female, and owners unable to produce valid vaccination certificates, including rabies, must be heavily penalised in the fee structure system, whereas responsible pet owners would pay a nominal annual amount. This would help to curb uncontrolled breeding and reduce the number of unwanted and homeless dogs in the area. It would also reduce the spread of diseases such as parvo, distemper and rabies. We would therefore most certainly welcome any system that would contribute towards a reduction in this staggering figure,” said Vida.
Forgery suspects arrested NICOLE JOHN >>nicole@pmbfever.co.za THE Pietermaritzburg SAPS notched up another victory in their efforts to eradicate the city of criminal activity when they arrested five suspects in connection with 25 incidents of fraud and forgery to the value of R450 000. Thembelani Ndlovu (35), Ayanda Gwaza (31), Sipho Mashegoane (27), Johannes Moreke (24) and Rejoyce Mpofu (23) were found in possession of various stolen identification documents, falsified pay slips and bank statements. A laptop and printer, believed to have been used to reproduce these pay slips and statements, was also confiscated. It is alleged that the suspects, who have been operating from the city for thepastweek,mayhavealsocommittedcrimesinDurbanandvariousother towns in the province in the past three months. The SAPS believe that the suspects produced false statements and pay slips and, together with stolen ID documents, would approach various businesses in the cities to apply for loans or clothing and furniture credit. Once the credit is approved they take off with the cash or items.Thismeansthatthefraudisonly established once the suspects failed to make the monthly instalment. The arrested suspects made their first appearance in the Pietermaritzburg Magistrates Court on August 14. They were remanded into custody and will make their second appearance today. The SAPS believe that further links are imminent as investigations continue. “Police are appealing to the businesscommunitytotakethenecessary precautions and to ensure that information is verified, especially when a telephonic reference is provided,” said police spokesperson, Joey Jeevan, adding that that the numbers given as references are usually of an accomplice.

The claim is the barman did something to her drink. My wife spoke to one of the owners of the club in the early hours of this morning and did not get much information about the incident. She is currently in ICU at MediClinic and we are awaiting the blood tests.”

RINK spiking is, and will continue to be, something of great concern when out on the party scene. Recently on the Brad Nathanson Investigations page on Facebook, the above report of alleged drinking spiking at an unnamed Pietermaritzburg club was posted on the page, which sparked over 200 comments in debate. Nathanson is a private investigator operating in Durban, however he investigates reported issues from community members throughout the province. Some people admitted that they have had first hand experienceofdrinksbeingspikedat clubs in Pietermaritzburg. A medial professional, who requested to remain anonymous for fear of losing their job, said that they regularly receivepatientswhoareinavery inebriatedstateandcanusual-
ly tell whether the patient has had a drink spiked. “Typically, a person who has had a drink spiked is virtually unconscious, drooling and often vomiting. They are frequently combative and have no idea where they are,” they said, adding that the victims become extremely emotional when they begin to regain consciousness and realise where they are. Other comments on the post involved passing the blame on to the bartenders at the clubs. While the public searchedforanswers,barstaff who read the post were up in arms about the accusations. It later came to light that the club mentioned in the post was the newly opened Tiger Tiger, situated in the old Crowded House building. Guy van Der Post, the owner of four Tiger Tiger clubs across the country and who is involved in the Pietermaritzburg club, said that they had been in contact with the mother whose daughter was admit-

Van Der Post said that both mother and daughter do not hold the club responsible and that results of the blood test were clear, with no traces of a spiked drug found. Police spokesperson, Joey Jeevan, confirmed that the SAPS do receive these complaints from time to time. “People, especially women, are warned to be cautious when visiting places of entertainment where their drinks could be spiked without their knowledge. They are also warned never to accept drinks from strangers and don’t let your drink out of your sight, even for a second,” she said.

FEVER REPORTER TRAGEDY marred Hilton College last week when one of its pupils, Chris Loxton, died after suffering a seizure during a school trip in the Drakensburg. This was another blow for the school after Grade nine pupil, Xilombe Tlakula, was severely injured by a falling rock on the same trip. His right arm had to be amputated at the elbow. Hilton College headmaster Peter Ducasse urged the Hilton College family to pull together and offer support to the Loxton family. Ducasse said that Loxton, also in Grade nine, suffered a seizure while hiking. He said that after seeking medical advice, a decision was taken to evacuate Loxton from the mountains. “A 4 x 4 ambulance was dispatched from Underberg to collect him and to transfer him to a hospital in Pietermaritzburg. He was accompaniedintheambulancebytwoparamedics. During the ambulance transfer, Chris suffered repeated seizures and his condition deteriorated to such an extent that the medical team were unable to save him. Chris tragically passed away and his untimely death has left us all absolutely shocked and devastated. We offer up our heartfelt condolences to Chris’s parents, Stuart and Debbie, and to his brother Nicholas, on their tragic loss. Words which adequately describe our sense of loss escape me, but I know that you will all join me in holding them up in prayer at this time,” reads the statement. Loxton’s memorial service was held in the Hilton College chapel last week Friday.

BOUT 18 major developments, amounting to R5 billion, are grinding to a halt due to the Msunduzi Municipality’s bureaucratic structure. For a business plan to get a thumbs–up from the municipality, an applicant visits different units located at various municipal offices around Pietermaritzburg. This has resulted in the slow–paced process of approving major development plans, which mean slower economic development for the city. The deputy municipal manager for economic development, Dr Ray Ngcobo, said that this move is a major turn–off for big investors. “Investors get frustrated by our bureaucratic processes, especially in the area of plan approvals. We need to deal with bureaucratic bottle necks that emanate from the municipality. I guess this is an indication that at times, we create these blockages ourselves,” said Ngcobo. DA’sBillLambertsaidthattherearerumours that the R235–million Hlatshana Retirement Village project in Lincoln Meade has also come to a halt because de-
lays, red tape and the municipality’s inability to get the work done. As a relief strategy, Ngcobo said that the municipality must have a building planapprovaltaskteamwhichwillreview the business plans in one meeting. The team will consist of initial key players within the municipality’s various departments who are responsible for approving the plans. “In future we will not see any blockages as a result of a slow pace of approval of building plans. We will have one integrated building plan approval panel where all departments will be in one room and the plan will go through everybody in a single meeting and it will be approved in that meeting,” he said. Major developments in Pietermaritzburg include the Mpushini Business Park (R1,7 billion), the Rita Light Industrial Park(R200million)inAshburton,Edenvision Private Hospital in Archie Gumede Road (R300 million) and the Hayfields Hotel and Residential (R200 million). There is also the Super Spar (R100 million)inHayfieldsandtheWoodburnShopping Centre development (R100 million) at the corner of Alan Paton Drive and Woodhouse Road, to mention but a few.

This comes after the Edendale shopping mall near Imbali was valued at R250–million by a municipal employee. HE Msunduzi Municipality unveiled its two new cremators at the Mountain Rise Cemetery which are capable of cremating a 200kg body in as little as one hour. These cremators can handle a capacity of up to 16 cremations per day. The capacity will soon increase to 24 cremations after the refurbishmentsoftheDowsonandMassoncremator. The old cremators required about half an hour of preparation before the bodycouldbecremated.Thenewcremators are ready in a few minutes. From a lack of staff, to malfunctioning cremators which forced grieving families to remove half–cremated bodies of loved ones to be cremated elsewhere, the two new cremators are set to close the crematori-
um crises chapter which the municipality has been faced with for years. “The Dowson and Mason cremator was commissioned almost 40 years ago and had reached the end of its useful life. More than R3 million was spent on these two cremators over the last five years, however, due to the non availability of spares and the age of the equipment, breakdowns were a common occurrence,” said Msunduzi Municipality spokesperson Brian Zuma. He said that grieving families were often required to transport their deceased family members to the Clare Estate Crematorium in Durban at considerable expense and inconvenience. “The municipality has secured R 7 752 000 from the Municipal Infrastructure Grant (MIG) over a period of three years. In the 2012/2013 finan-
cial year, a contract was awarded to the SA Incinerator Company (Pty) Ltd for the installation of two cremators, two cremulators and a bulk gas tank. In addition to the installation of the equipment, the contractor has been appointed to maintain the cremators for the next five years,” said Zuma. Thetotalcostoftheproject,including maintenance costs, amounted to R5 324 283. Zuma went on to say that for this financialyear,SAIncineratorwillalso be responsible for the refurbishment oftheDowsonandMasoncrematorat the chapel at a cost of R495 000. Fairbrass added that the cremators are fitted with two lamborghini burners which have been imported from Italy. Zuma said that the cremators are equipped with a hot hearth feature and have secondary off gas burning capabilities. “The hot hearth allows the off gasses to pass under the hearth, thus increasing the efficiency of the crema-
tors with resultant saving in gas and energy. The coffin loading system has also been improved which allows the coffins to moved with ease and incorporatesaslidingtablewhichprevents damage to the refractory. The community can rest assured that the problemswiththecrematorsareover and a further new cremator will be installed during the 2014/2015 financial year, increasing our cremation capacity even further,” said Zuma. Msunduzi mayor Chris Ndlela apologized to members of the public who have previously been affected by crematorium glitches. “We are glad we have addressed thisthornyissue.Wearenolongergoing backwards, we are moving forward,” said Ndlela.

Former Maritzburg Christian School matriculant, Yam kela Kiviet (19), has just released his first music al bum called Re vived.

IETERMARITZBURG–born Yamkela Kiviet (19) has just released his first music album called Revived. The album boasts 12 gospel tracks. Kiviet, a former Maritzburg Christian School matriculant, is currently doing his second year of a Bachelor of Business Administration (BBA) degree at Milpark Business School in Braamfontein, Johannesburg. Kiviet said that his life–long dream has been accomplished. “The album was produced by my business partner, Lunga Nogaga, and myself. The tracks were recorded in Johannesburg and it was finally released in May this year. The production team that I have worked with on this album has a lot of experience in themusicindustryandthatmakesme really happy about the project. It has always been a dream to release my own music album. The journey I have travelled so far has taught me to move outofmycomfortzoneandtomanage each and every step in order for the final project to be a success. This album is my personal encounter with

portant that I do what I love but also know the finer details of finance and management,”hesaid,addingthathe has already experienced a few blows in the industry. “After one event that I had organized, all the money we had made was stolenonthesamenightandinanother event, the electricity went off just moments before the start of the show,” he said. Through the hardships, Kiviet still believes in his dream of being successful in the music industry. “The dream can only be a reality if you work hard at it,” he said.

WO Capetonians, Antony Esterhuizen (35) and Darryl Atwell (37), who wanted to do something special in honour of former president Nelson Mandela, resigned from their jobs, left their girlfriends in Cape Town and are now on a mission to walk through all nine South African provinces. The duo left Cape Town on March 1. Since the start of their adventure, they have been joined by three new members – Bert Meyer (59), Rudi Engelbrecht (25) and Willem DuPlooy (40) – who also felt the urge to do something to help those in need. The group of five reached Pietermaritzburg last week Monday. Wherever they go, they carry a giant South African flag
whichisthensignedbySouthAfricans who pledge to offer support to their Feet4Feat campaign. “This year, the world is celebrating Madiba’s 95th birthday and we needed to do something special. Antony and I didn’t know what we could do and how to do it and all we could afford wastowalk.Soweresignedfrom our jobs and decided to walk around the country to inspire people and show that together, we can do great things,” said Atwell. From Cape Town to Durban, the group travelled along the coast and branched inland thereafter. “In Durban, we met people from Reach for a Dream and we have partnered with them to raise R50 000 for dream chasers. We are also raising aware-
ness on saving rhinos. Although this adventure was an overnight decision, we knew all along that this is what we wanted to do. The response from the public has been amazing. Our dream is to also build wendy houses for senior citizens,” added Atwell. Engelbrecht said whatever food donations the group gets are distributed equally amongst them and they make sure that they eat healthy meals for endurance and strength. Between these five adventurers, the group carries roughly 70kg in their back packs made up of clothing, tents, food, water and cutlery. “We walk about 25km a day. After a long day we don’t have women to care for us. We cook and we wash our own clothes,” said Esterhuizen with a laugh.

HEY giggled, they cried, they hugged – and they left feeling inspired and motivated. Such was the tone set at the recent Mary Steward Friendship evening hosted by Cordwalles Preparatory School and The Wykeham Collegiate Parent’s Association, in honour of Women’s Day.
Steward, the talented Pietermaritzburg born actress, MC, and corporate theatre maestro, had the 400 women strong crowd in fits of laughter as she likened different friendships to foods. Ladies hugged each other when Steward extolled the virtues of having an old faithful friend, which she

The Pietermaritzburg 2013 debating season culminated in a win for Epworth in both the Grade 8 and senior league com petitions. Both teams came up against St John’s Diocesan School in the finals. The Grade 8’s debated that beauty pag eants for children do more harm than good, and the seniors argued about children of illegal immigrants having full access to state services. Epworth and Pietermaritzburg debating co– ordinator, Marion Kroukam, congratulated Epworth on their achievement, saying that debating is an academic sport that requires hard work, public speaking ability and argumentative skills, all of which lead to a better knowledge of the world. OMEN’S Day was celebrated in style at St Anne’s College with a full programme to entertain the girls, their teachers and parents. Thedaykickedoffwithanuplifting performance from award winning South African artist, Daniel Baron. Although Hilton experienced a misty, wet and cold day, spirits couldn’t be dampened and the girls kept busy with activities such as inter–house public speaking, quiz and art in action. The Michaelhouse marimba band performed over lunch and later, the houses and staff competed in the annual cooking competition – this year’s challenge was to create a potjie dish that warmed around 500 tummies in the early evening. The day concluded with a drama production, The List. As part of an initiative to honour women, the Form 5 art pupils were each given a famous woman to research. Each student had to produce a portrait that included symbolic images, highlighting their subject’s unique contribution. Collectively these portraits were presented in the form of a circle to represent unity and friendship among women. – Supplied.

Cordwalles Preparatory School recently hosted the Proudly Primary conference. Held every three years at an ISASA (In dependent Schools Association of South Africa) school in KwaZulu–Natal, 1000 delegates from over 100 ISASA primary schools throughout South Afri ca, and including Swaziland, attended. Despite the chilly conditions during the conference, delegates were enthralled with the keynote speakers, enjoying the variety of workshops that they could attend. PWORTH upheld its reputation as the country’s leading girls’ squash school by retaining the SA Top Schools’ Squash Championship held in Pietermaritzburg recently. Recording its 20th win, Epworth easily triumphed over Eastern Province’s Collegiate, defeatingthem5–0inthe finals. The Epworth team comprised five SA– ranked players and were head and shoulders abovetherestofthecompetition, only dropping one match during the entire tournament. St Mary’s from Gautengcamethird,winning a closely fought match 3–2againstPretoriaGHS (Northerns). Fifth and sixth place went to Queenstown GHS(Border)andEunice (Free State), respectively. PIETERMARITZBURG teenager Dirco van der Westhuizen followed up his back–to–back victories in the third round of the Motorsport South Africa’s (MSA) nationalmotocrosschampionshipin Gauteng last month, with a hattrick of high school 125 class wins in the North vs South inter–provincial in Bloemfontein recently. Despite riding with a hip injury sustained in a big practice crash the previous week, the 14-yearold, Grade eight Voortrekker High School pupil dominated all three races and was one of the star attractions at the meeting. OntheFriday,vanderWesthuizen (Bridgestone and Supaquicksupported Full Throttle Yamaha) qualified first, winning by a comfortable 10 seconds. Race two on the Saturday morning saw van der Westhuizen recoverfromthirdatthestarttogo
on to win by 10 seconds. He overcame a poor start in the afternoon’s race three, where he was fifth into the first corner, to head the field at the end of the first lap and once again take the chequered flag first with a 10–second advantage. He also rode in one of the MX2 races for riders 15 years and older on 250 cc four–stroke and 125 cc two–stroke machines and finished an impressive ninth out of 28 riders. “I’m very happy with the weekend’s results. I hurt my hip quite badly and we only decided on the Wednesday before the long weekend to compete in Bloemfontein,” he said. Van der Westhuizen will next be in action in the fourth round of the MSA national championship in his home town of Pietermaritzburg on September 22.

S contractors moved masses of equipment and marquees onto the Cascades MTB Park site ahead of the start of the UCI MTB and TrialsWorldChampionships,localresidentsarereadytowelcomethousands of riders and spectators from today. This was a good indication that the inconvenience of the massive event is outweighed by the benefits of hosting the most important cycling event ever on the African continent. Town Bush valley residents are no strangers to major MTB events at the Cascades course, with several UCI World Cup events already successfully hosted at the site, with the expected pressure on parking, traffic, and noise during the major events. DaveRyder,thecouncillorfortheaffected Ward 25, is excited about the event, and is engaging with local residents concerned about the impact. He has recently received letters from concerned residents who object to the noise from the PA system that operates at the venue during races, and after raising the various issues of those letters with the event’s organisers, is satisfied that measures have been taken, wherever possible, to ensure disruptions will be kept to a bare minimum. Ryder is also asking for patience and tolerance from those living in the area and reminding them to consider the importance of the staging of internationaleventsofthismagnitudeinthe region.

The UCI MTB & Trials World Championships take place at Cascades MTB Park from 26 August to 1 September and are preceded by the UCI MTB Masters World Championships from today to 25 August 2013.
