Edit or’s Letter A community stalwart… I’m very lucky in my job as I get to meet a wide variety of interesting people. A lot of them are involved in the community in some way, either through business or volunteering, and all of them have fascinating stories to tell. This month I met Lisa Farrell, who many people remember campaigning for an affordable supermarket to come to town, and subsequently working hard on the Town Council to make a difference, particularly for young people. I find her a real inspiration, as she is dogged and determined, and makes things happen – she’s a great role model for the kids that she looks after at the Youth Centre on a Friday evening, and does her best to speak up for residents in the area whose views might not otherwise be represented. The Marlborough Area is lucky to have Lisa and others like her who give up their time for their community – all of them say they find volunteering rewarding. More and more volunteers are needed for all sorts of things – if you have some free time, why not consider it? There’s bound to be something you’ll enjoy, where you can also meet new people and make a difference. Hope you enjoy the magazine this month,

Lisa Farrell Lisa Farrell is Mayor Elect of Marlborough Town Council. The driving force behind the re-opening of the Marlborough Youth and Community centre, Lisa was born and grew up in Marlborough. She lives in the town with her partner Paul, and cat Chloe. She has a grown-up son, Bryan, who is a policeman in Swindon. Her day job is at Marlborough College where she is Hospitality Manager in the Catering Department. When we first met in 2009, you were campaigning for a more affordable supermarket for the town, a successful campaign which saw Tesco open at the business park in Marlborough. Did you imagine then that you would be on the Town Council? No, I didn’t, but joining the Council was a natural follow on from the Tesco campaign. During that time, I talked to a lot of people in the town, and realised that somewhere to shop wasn’t the only issue that was affecting people. I’d got involved in that campaign after I realised that I had become so focused on my job and family that I wasn’t aware of what was going on in the community. I felt bad about that and decided I wanted to help. That has carried on, and being a Town Councillor means that I often get the chance to represent the views of people that might not otherwise be heard. The Youth Group has been a success, culminating in the refurbishing and re-opening of the Youth and Community Centre building. Tell us about that? It has been a passion of mine to give young people somewhere to go that is a safe place, where they can relax and be themselves. Somewhere that isn’t school or home, where they can have a bit of independence. We started the Youth Council first, and they have been absolutely fantastic helping get the Youth Club up and running. It’s free to attend, so its vital that funds are raised to support it – we have had support from the Area Board, and the token schemes at Tesco and Waitrose, and the Youth Council have come up with

I’m really looking forward to it, but I’m a bit nervous too. I hope people will find me an approachable Mayor. some good ideas such as bag packing and cake sales etc. Over time more people have started to come to the club on a Friday – the kids know they will be treated with respect, and they appreciate the trust we put in them to behave appropriately. I feel that kids can be misunderstood – just because they’re wearing a hoodie doesn’t mean they are badly behaved. If people take the time to say hello and have a chat, they’ll find the vast majority of youngsters are perfectly nice. They know that there are boundaries – in the second week of the group, I had to ban a couple of kids for rowdy behaviour, but they came and apologised and were allowed back in, and we’ve had no problems since. It has been great to get the building from Wiltshire Council (who were originally going to close it down altogether). The refurbishment has made it a great space with plenty of facilities for hire – which once fully established should pay for the running costs. What ambitions have you got going forward? The priority now is to be able to employ a Youth Leader. We need to find both the money, and

People the right person, as it has to be someone the kids get on with and respect. This will enable us to do more – I still want to be able to run a Playscheme for the school holidays for instance. I’ve had lots of support and advice from Aldbourne, where they have had a strong youth council and centre for a good few years. In time I’d like to see the facilities at the rec expanded – floodlights for the skate park, a shelter, and maybe a basketball court. We’re never short of ideas! You need more volunteers though? Yes – we always need more volunteers. Even if you can only spare one or two hours a month you’d be welcome. I find working there and interacting with the kids really rewarding – they are a great bunch and I enjoy talking to them and hearing about their ups and downs. Sometimes all they want is a friendly ear. It’s quite a big building, so we need around 5 or 6 volunteers for each session. Training and DBS checks are provided. If anyone is interested just come along on a Friday evening for a chat, or give me a call. You’ve been on the council a few years now, have you enjoyed it? It’s been a steep learning curve for me, and I have learned a lot in that time. I can’t say it has always been fun, but I feel like I have achieved things and made a difference along the way. The current council which has a few new faces on it is fantastic – it feels like we are working together more effectively. We listen to each other, and I hope we listen to the community too. There is a good cross section of people on it which is good.
Shelley Parker our Town Clerk has been a huge help to me, she has a lot of experience and has always been very supportive, and shown me the ropes where necessary. What would you like to see more of? I would love to see more people come along to council meetings and get involved. The public are welcome to attend, but it is rare that we get more than a couple of people. I know it can be a bit intimidating, but we are trying to make more effort to listen to what the community want. I would love it if more people could get involved in the Community even when an issue does not directly affect them. We would have much more clout with Wiltshire Council then. Also, it is better to have your say before decisions are made rather than just moan on social media afterwards. It’s important to hear from every part of the Marlborough area too, not just the town itself. What do you think are the main issues facing the town? Affordable housing, traffic issues, parking are three that come to mind. I also don’t want to see the Police Station closed down. Sometimes it feels like the town is getting bigger and the services are shrinking. Although I’m not directly involved in it The Neighbourhood Plan should help identify the key issues and give us evidence to support plans of action going forward. How do you feel about being Mayor? I’m really looking forward to it, but I’m a bit nervous too. I hope people will find me an approachable Mayor. I was quite shocked when I was put forward to be Mayor, but very pleased. My first
thought was that my mum and son would be so proud of me. I come from a low income background, and have Dyslexia so it hasn’t been easy. I like to think that I can show some of the kids at the youth club that you can achieve things, despite setbacks, if you put your mind to it. When I was young it would never have occurred to me that I would one day be Mayor. I am looking forward to my Mayoral year, and have had great support form Marlborough College where I work. What do you get up to in your spare time? (If you have any!) I enjoy Zumba – I’ve just started again after a bit of a break. I go along to Studio Movida with Penny Ann Lang. It is the most fantastic stress buster – Penny makes it such a laugh, and it’s great exercise. I’ve also started classes with Lau Costantini who has just started Sass Republic at Café 38 – she’s great fun too. I also like listening to live music at the local pubs – The Lamb and The Bear are two of my favourites, they are great local pubs with really friendly landlords and staff. What do you love most about Marlborough? I love all the traditional activities – I would love to see the Carnival back, but you are back to the volunteer problem again, it’s hard to get people involved as they have such busy lives. I love the Mops, the Jazz Festival (which is becoming a new event, Marlborough Rising). Marlborough is a great place to live – I hope we can get even more community involvement going forward.

Summer School celebrates Award success Now in its 44th year, Marlborough College Summer School has gone from strength to strength, and can now lay claim to be the largest multi-generational Summer School in Europe. From 8 July to 4 August 2018 around 4,000 customers from home and abroad will arrive in Marlborough to enjoy over 500 fascinating courses, eclectic evening entertainment and possibly the best school dinners anywhere in the world! For the last couple of years, The School of English and Culture has run alongside Summer School providing 13-17-year olds from abroad with brand new experiences. The aim of this unique programme is to develop the student holistically while they develop their language skills, critical-thinking, creativity and ability to work collaboratively with people from all over the world. Visitors also get to spend their afternoons mixing with British teenagers on a wide range of Summer School activities.

Awards. Marlborough College’s Summer School won Silver in the category of Artistic, Cultural and Learning Experience while The Marlborough College School of English and Culture won the Silver award for International Visitor Experience of the Year. The top organisations in the South West Tourism industry were celebrated at a ceremony held in the Arena at the Riviera International Conference Centre in Torquay in February. The event was hosted by BBC news presenter Victoria Graham, with an inspiring opening address by travel journalist and Chair of The Family Holiday Association, Alison Rice. With a record of 647 entries for this year’s Awards, Marlborough College underwent a rigorous judging process which included a ‘mystery shopper’ visit. The judges described Summer School as “Action packed – something for everyone”. Director of Enterprises, John Blake, says he is delighted with the two awards. “For Summer School to achieve a Silver award for the second time and the School of English and Culture to win after only our second year of operation, is a wonderful reflection of all the hard work the team put in to giving our customers the best experience possible. The Great British Spring Clean – 2 - 4 March 2018 The Town Council and Marlborough in Bloom will be joining other organisations across Wiltshire in a national drive headed up by the Keep Britain Tidy campaign and aim to clean up Marlborough with a community litter pick. We will be taking a zoned approach to the town and going out on all 3 days so that we make a real impact. This way those who would like to help have a choice of the Friday, Saturday and Sunday. More information about how to get involved is on our website at www.marlborough-tc.gov.uk Wiltshire Council spends more than £2m each year collecting litter across the county and our own Grounds Team spends a huge amount of time clearing litter from our parks, play areas and other open spaces - time that could be better spent on other work. All of us (and of all ages) need a more responsible attitude to keeping our neighbourhoods litter free and a better respect for our public spaces. It would be really good to see lots of people joining our litter pick over that first weekend in March.
Bag and Bin! Alongside the litter picking weekend we are also launching, in partnership with Drove
Veterinary Hospital, a poster campaign to remind people to clear up after their dogs. The vast majority of dog owners are responsible and bag and bin waste and we are trying to encourage everyone to follow their example. These posters will be displayed in all Town Council-owned open spaces. Allotment Association
Bound for History Since the local government reorganisation in 1974, most of the minutes of Town Council meetings have been sitting in storage in Swindon. Last year, Councillors took the decision that these should be accessible to everyone and kept in conditions suitable for historic documents. The loose leaf minutes have now been bound and will be available at the Wiltshire & Swindon History Centre in Chippenham for all to see. They’ll join the Marlborough Borough Council Minute Books, going back more than 100 years, which are really useful in looking back at land and ownership issues and other details about the town’s history. The History Centre is well worth a visit and staff there are very helpful and knowledgeable too - you’ll find yourself immersed
Marlborough’s Allotment Association will be holding its AGM and an open meeting in the Council Chamber on Thursday, 1 March 2018 at 6.30pm. Everyone is welcome to come along and discuss the future of the Association and the town’s 3 allotment sites.

All Change! We are approaching the time of year when the supermarket shelves are rammed with all things Easter (not great if, like me, you are trying to lose a pound or three following the Christmas break). It led me to wonder whether I have become a lot bigger or whether the cream eggs have shrunk over the years. Don’t get me wrong, I am a fan, so, certainly won’t turn down a Crème Egg if offered. I just hope that they aren’t shrinking away to oblivion. So many household names have either changed – Jif to Cif or Marathon to Snickers for example, or have simply disappeared completely. Thinking back, where did Spangles go? Cola Spangles were, to me, as a child, the best sweet hands down, then they went -although I don’t remember noticing. Listening to the radio the other day I heard that regular Irn Bru is being shelved as it has too much sugar. Fans are not convinced that the new low sugar and have been stockpiling the original. It’s not something that I’ve tried much (probably a sin as I am half Scottish after all) but it is sad to see another major change. Mind you, it’s not just the household products that are changing. Another memory challenge, who remembers the police car sirens going from the “brrriing” trill of a bell to the low, slow “hee-haw” (which I grew up to), to the piercing “wooo wooo” that we hear today? I assume that there is a scientific reason for this – perhaps something to do with our ability to hear them coming. Likewise, have you seen an original Mini recently? Last summer, whilst on holiday, I pulled up in a beach car park in my Mini next to a classic Mini. Well, quite honestly it could have parked on my front seat. The size difference was astounding. It’s funny how our concept of a modern day small car would probably be represented by a family saloon car of the 70’s. Then there’s the advert where the lady asks a girl what she’s doing on her computer. The girl,

holding a tablet replies, “what’s a computer”. Worse still, my children will never share the joys of making or being given a mix tape by a young suitor! (Let alone the joys of listening to the Top 40 with their tape decks trying desperately to record the songs without recording the voice of the DJ.) Instead, they send each other pouty face pictures over Snap Chat. It makes me think of the teams of scientists sat in labs around the country making decisions on little tweaks to our everyday lives. You often hear of the latest think tank studies on the news “scientists say that you should put milk at “x” degrees on your corn flakes and the optimum time for the best soggy to crunchy balance is “y” minutes”. Are they developing the optimum corn flake, and will this mean the end of the ones that we know and love? Who on earth decided to research that and why? I am sure that it is all in the name of progress and “for the best”, so, I won’t moan. Instead, I look forward to the iron which simply gets itself out of the basket and irons and puts away, as well as the self cleaning car; but hands off the Creme Eggs please. Year-end tax planning ideas With just a little time until the end of the tax year, I thought it would be a good idea to outline some of the key ‘use it or lose it’ tax advantages that may be of benefit for you to consider. Income Tax For most people the Personal Allowance, on which no income tax is payable, is set at £11,500 this year. If married and one spouse is a basic rate tax payer and the other has no income, or their income is below this threshold, it is possible to transfer some of the unused personal allowance to benefit the one that is paying tax. For those individuals earning in excess of £100,000, the personal allowance is reduced by £1 for every £2 of income above that level. If this is you, making a lump sum payment into a pension now may move the threshold upwards to allow you to win back the personal allowance and could have the effect of giving up to 67% tax relief on the contribution. Capital Gains Tax The first £11,300 of capital gains per person per year on the sale of assets are exempt. Consider ownership and the ability to transfer assets between spouses without any tax implications before any sales to maximise this exemption. If you have made capital losses on sales this year, it is important to register them with HMRC so you can carry forward these losses to offset against future gains. This registration is usually done via your self-assessment tax return. People with more than one home will usually pay Capital Gains Tax on at least one of those when sold. A big property exemption is on your principal residence, the one you call your main home. If you own two properties you may, within certain time frames, be able to nominate one of them as the main home. As long as you have lived in both at some stage, you may be able to swap the nomination between them to better plan the tax implications of a sale. Gifting If you are concerned about inheritance tax,

most gifts are subject to surviving 7 years but each individual has an annual allowance of £3,000 each year which is immediately exempt from Inheritance Tax, there are other useful allowances available. Gifting to charities through gift aid allows the charity to reclaim the basic rate tax already paid. For higher and additional rate tax payers, remember that you can reclaim the additional tax paid, this is done through your self-assessment tax return. Investments Whilst ISAs will not reduce your tax liability this year, all future growth and income is greatly more tax advantageous for investments within ISAs rather than in a taxable environment. You can invest up to £20,000 into ISAs during the current tax year. Dog Fouling – The importance of cleaning up after your dog With 8 million dogs owned in the UK, it is fair to say that we are still a nation of dog lovers, but with ownership comes responsibility, and a mounting issue for many people is the offensive mess sometimes left in public places, otherwise known as dog fouling. There are multiple issues surrounding dog fouling, but crucially, by law, it is an offence for any person who is responsible for a dog not to remove and correctly dispose of any faeces in any public open space. This carries with it a fixed penalty of £75, but fines for serious cases can reach £1000.

More about correct disposal later, but firstly; why is it illegal? There are several diseases both humans and dogs can catch from dog faeces, even from a healthy pet. Campylobacter, salmonella, giardia and worms can affect humans quite seriously, and in addition parvovirus may be fatal in dogs. All of these are spread from infected faeces. However, the law is in place specifically for a disease called Toxocariasis. This is caused by the eggs of a dog roundworm, which are found in contaminated soil or sand. They last for many months and if we inadvertently eat this soil/sand then we can become ill. Children are at greatest at risk due to their increased likelihood to place dirty hands in their mouths. Symptoms are rare, but can be very severe if the eggs enter the liver, lungs, eyes or brain. Regular worming of dogs will reduce the production of these eggs, but unfortunately only 1 in 4 dog owners do this regularly enough. Diseases aside, who hasn’t had a pleasant outing marred by a shoe, pram or bike wheel being caked in the foul stuff? As a mum of small children I have resorted to a special brush stored outside, such is the regularity of such a disaster. Finally, disposal: In an ideal world there would be dog bins on all walks for the easy disposal of the bags, unfortunately this is not always

the case. Bags can be dropped in normal waste bins, but if none are available, then the bag must be taken away with you. Please do not throw it into a tree/bush expecting it to disappear without a trace. These bags take years to degrade, and often catch on a branch and hang there, which will never enhance the view.
