Nicola Coupe, Principal of Burbage Primary school is preparing to throw herself out of a plane (with parachute) to raise money to improve her school. They need £8500 to make improvements to support their status as a “growing school”. Whatever I think of an education system that makes this necessary, I admire Nicola’s dedication to her school – especially as she has a fear of heights! Someone else that has shown a lot of dedication is our interviewee this month, Mervyn Hall. As well as being a stalwart member of the council (and this year’s Mayor), Mervyn spends a lot of time supporting community organisations in the town, from the Youth Trust to the Merchant’s House. We wish him a successful year as Mayor. Ruth Kolish is dedicated to helping you have the best holiday ever – read about what she has to offer as a Travel Counsellor on page 14. Of course, we are dedicated to bringing you an interesting read every month – so don’t forget to let us know about any exciting things you have going on that you would like to share with the local community. Mervyn Hall Mervyn Hall is the 707th Mayor of Marlborough. He lives in the town with Cath, his wife of more than 40 years. The couple have three grown up sons, and six young grandchildren. When did you move to Marlborough? We moved here in 2003. I am an electronic engineer, and I took a job with QinetiQ, at Boscombe Down. We chose Marlborough because our youngest son was about to go into sixth form and St John’s had a good reputation. We also fell in love with the town itself. Originally, I am from Leicester, but we’ve moved around quite a bit with work over the years. Despite that, all the men of the family are staunch Leicester City supporters! What prompted you to join the council? I got chatting to my neighbour, Andy Ross, who was already on the council. He explained what was involved and it sounded interesting. I was co-opted on to the council, which means I was appointed outside the usual election process. After the recent uncontested election, there were as many candidates as seats in East Ward and we were one short in West Ward, so we will need to co-opt one more Councillor. Was it a steep learning curve? There were a lot of things to get to grips with, yes. It probably takes at least a year until you feel like you know what you are doing, but there are other councillors with more experience who help. At the beginning, I got involved in issues that my experience as an electronic engineer was useful for – so the CCTV project, and updating the IT systems. As time went on I got more involved in other areas, particularly Planning. What have you enjoyed about being on the council? I get great satisfaction from delivering things that are of benefit to the town – CCTV being an example, along with the new toilets in George Lane. I am keen to make a positive difference to the town, and hope that that is the case. Anything you haven’t enjoyed so much? Not really. There can be disagreements, and things don’t always go the way I would like them to; however, that is the democratic process, so I can hardly complain.

I am keen to support young people in the area, so for my Mayoral Charities I have chosen Julia’s House Hospice (the new children’s hospice) and Home Start Kennet, which provides support to families with young children. What does being Mayor involve? There are two aspects to it: Firstly, representing the town at civic engagements of which there are around 120 throughout the year. Some of these involve functions at which mayors from other towns are also in attendance (collective noun “The Chain Gang”!) I enjoy the tradition of the ceremonial side, including functions such as the Remembrance Parade, and the Carol Service at the College. (The robes are rather heavy, so we need to be careful in the Summer months that we don’t overheat). Although I will be the 707th Mayor on record, it is thought that there would have been Mayors prior to that, as the town’s charter dates from 1204. Secondly, the business aspect of being the Mayor involves chairing the full Town Council Meetings. I have experience from chairing the Planning Meetings and from my time in business, so not anything to worry about.

People The new Council has a number of new councillors, is that refreshing? What would your advice to them be? Yes, there are six new councillors, including a couple of keen 18 year olds that I am sure will bring a fresh perspective. My advice would be to take time to settle in, and over the term of the council to try and experience as many different committees as possible to gain a broad understanding of how everything works. Have you chosen your Mayoral Charity? I am keen to support young people in the area, so I have chosen Julia’s House Hospice (the new children’s hospice) and Home Start Kennet, which provides support to families with young children. You are also chair of the Neighbourhood Plan committee The Neighbourhood Plan is very important in setting the framework for how the Marlborough Area will develop over the next few years. It should enable us to ensure that housing development particularly is more what the town needs going forward. The recent housing survey we carried out confirms our thought that Marlborough is in desperate need of housing for young families – which is not what is being provided at the moment. Unfortunately, 2-3 bedroom terraced housing is not the most profitable for housing developers. The Plan should help address this issue along with others such as Parking. At the moment, Marlborough Businesses are finding it difficult to recruit people because of these issues, affecting the town’s economic success.
What do you do in your spare time? I’m involved in a few organisations in the town. Sometimes I think I am busier than when I was working! I am Secretary of Marlborough History Society; a Trustee of The Merchant’s House; Secretary of Marlborough Duplicate Bridge Club; and Secretary of Marlborough Community Youth Trust. I play tennis and badminton, and am a social member of Marlborough Bowls Club. History is obviously a keen interest. It certainly is. At Marlborough History Society we organise about 8 talks a year, usually in St Peter’s Church. We have a mixture of well-known speakers such as David Owen and Kate Adie, and less well known people who are nevertheless experts in their field. We also involve trips to various historic sites, my favourite so far being to Istanbul (They are not all that far flung). In addition, we mounted a photographic exhibition of the First World War. The Merchant’s House is also a great asset for the town, and I am very much looking forward to working on the Town Museum that is planned for the building adjoining the House. Marlborough has such great heritage, it will be wonderful to have a space for exhibitions on the Town’s history. I’m also excited by Wolf Hall, which was the Seymour Family hunting lodge where Henry VIII used to meet Jane Seymour, made famous by Hilary Mantel’s novel. It looks as if there will be work to explore what is left of its history. As you may be able to tell, I have a general interest in history rather than just a specific period. This area is rich in historic sites, from
prehistoric times to the modern day. Young people are important to you too? Absolutely. I am very happy that the Council has taken over the Youth Centre building from Wiltshire Council, and looking forward to seeing it develop into a real community centre. The drop in Youth Club run by Lisa Farrell is going extremely well, and is an invaluable facility for the youngsters. (Volunteers to help run it are always needed, so if anyone has some spare time they should contact Lisa or myself). Also, on a personal note, we love seeing our grandchildren, and are very lucky that they are all local to us. They range in age from 9 down to 1, and are great fun. Do you get time to read? Not a lot! When I can, I enjoy books on history, and I’ve got Bruce Springsteen’s autobiography waiting to be read. I like to keep abreast of current affairs, so quite a lot of my reading time is taken up with newspapers – I read the Guardian in the week, the Telegraph on Saturday and the Sunday Times. I get a broad cross-section of political opinion from those! What sort of music do you like? Like most people I have a wide taste in music. My father used to take me to classical music concerts when I was a child, and I still enjoy listening to it. I like pop music too – with acts like Springsteen, Bob Dylan, Leonard Cohen, although I do listen to more up to date stuff too. I have a good collection of vinyl, and I built my own speakers to listen to it on. (I’m quite a tech geek, I take after my dad with that too – he’s 92, and is quite happy on his iPad, and is a radio ham. He used to build radios on the kitchen table in his youth!)

Meet ‘The Flying Head Teacher’ Nicola Coupe, Principal of Burbage Primary School, is one seriously devoted head teacher! Nicola is preparing to jump out of an aeroplane at 15,000ft to raise money to develop her ‘growing school’.
classroom and gaining real-life experience enable students to become global citizens. Nicola says: “It’s not only about what the children learn but how and where they learn. Outdoor lessons add value to classroom learning, helping to raise achievement and supporting development of key life skills such as problemsolving, co-operation and communication. The children at Burbage Primary School love our outdoor spaces as they offer opportunities for them to explore their creativity and sense of adventure!” However, with crucial funds required for the development of the outdoor space, Nicola has found herself agreeing to do a sky dive to raise money.
On the 17th June, Nicola, who has an inherent fear of heights, will take the plunge in a bid to raise £8,500 towards fitting out the school’s new classroom and developing the school grounds as an outside classroom. This will include the creation of a butterfly-friendly wildlife area, fencing for the school’s chickens, vegetable and flower plots and a mud kitchen. The school is looking to develop its ‘growing school’ status by improving the facilities for outside learning, which is a strong focus. The school team believe that learning outside the

At 15,000ft, Nicola will be doing the highest skydive available in the UK and freefalling for 60 seconds. Nicola explains: “I can’t think about it too much as I am utterly terrified at the prospect. A whole minute feels like a long time to be falling through the sky! But, at Burbage Primary School we encourage our children to challenge themselves and that is exactly what I am doing in agreeing to jump out of an aeroplane! It’s a real moment of facing my fear!” Nicola will be jumping with GoSkyDive near Salisbury, and the team there have assured the children of Burbage Primary School that they will look after their Head Teacher! Nicola will also be joined by the Reception Class teacher,
Bev Thompson, and one of the parents at the school, Anita Campbell who have offered their support by agreeing to jump too! Nicola has set up a fundraising page where people can donate to her cause, visit justgiving.com and search for Burbage Primary School.
Summer’s Here! It must be, as Aldbourne Band’s concerts by the Pond are back. The award-winning brass band’s concerts in the village of Aldbourne have become a Summer tradition. MantonFest is in its 7th Year! With Toyah and Creedence Clearwater Revived performing on Saturday, 1 July at the Manton Grange Water Meadow, Manton this popular music festival is expecting to have an even bigger following than previous years. Festival goers can picnic with their families whilst enjoying the music in beautiful surroundings. There is free car parking, licensed bar, burgers, pizzas, hot and cold refreshments, and ice cream on offer with lots of cover if inclement weather (hopefully shade from the sun!). The ‘not for profit’ charity Music Festival which has helped many local charities throughout the years, including Brighter Futures, will be donating all profits to Manton Village Hall Trust this year for internal refurbishment. The village hall is primarily used for Pre-School, Girl Guides, Scottish Country Dancing, Yoga and Pilates, together with social monthly events for the villagers including a well supported Quiz Night, and private parties.

Blooming again! Marlborough in Bloom is off to a flying start in 2017 with a number of local events scheduled to support the community effort in the town ahead of judging in July. This year they have the honour of entering in the Champion of Champions class, awarded only to winners in the previous year’s competition. This year’s judge is Jon Wheatley, Chair of South West in Bloom. This year’s theme is Butterflies. Marlborough in Bloom are working with Butterfly Conservation and local schools to help preserve these lovely creatures. Sadly, butterflies are far less common than they were 50 years ago. Since the 1940s, 97% of wildflower meadows have been lost. Seventy per cent of UK species have declined in occurrence since the 1970s. You can help support the project financially by voting for them at Tesco on
Marlborough Business Park as part of the Tesco Bags of Help Grant scheme, and again depositing your green token in the appropriate slot in Waitrose. Please join us on our Community Action Days every Wednesday morning to tidy up the streets and garden the In Bloom tubs and boxes around the town. Meet at 10 am by the back entrance to Waitrose, armed with secateurs and gloves and help us to gain valuable points for community involvement. Marlborough Town Council – 2017-2021 Your Town Councillors are now in place and ready for the next four year term of office. We have nine Councillors who are familiar faces from the previous council Councillors Noel-Barrett-Morton, Bryan Castle, Peggy Dow, Lisa Farrell, Nicholas Fogg, Mervyn Hall, Alexander Kirk Wilson, Guy Loosmore and Andy Ross. We welcome six new Councillors – Peter Cairns, Mark Cooper, Harry Forbes, Edward Northeast, Susie Price and Andy Wilson. At the Mayor Making ceremony on 15 May, our new Town Mayor, Councillor Mervyn Hall, was elected along with our Deputy Mayor, Councillor Lisa Farrell (more about Councillor Hall on page 6/7) Town and parish councils are the tier of local government closest to the communities they represent. Though our Town Councillors work on a voluntary basis (none are paid with only the Mayor receiving an allowance), they are not volunteers but, public servants and are led by legislation.
Parish councils were first created by an Act of Parliament in 1894 and whilst there are few statutory duties, over the years, town and parish councils have been granted more and more discretionary powers – plenty of devolved services and asset transfers. This de-centralisation means that there is more being dealt with at a local level so plenty for our Councillors to be working with over the next four years as the Council takes on the Youth Centre and other assets and services from Wiltshire Council. All Councillors will receive training over the next few weeks as they familiarise themselves with their responsibilities, the latest issues and the legalities around local government. Marlborough Town Council is an a-political council and one thing all our Councillors have in common is that they want to make a difference and represent their communities in Marlborough and Manton. Advise Me – We’re In A Quandary Some have likened me to an Agony Aunt of the Travel Industry. Why? Well I have more clients than I care to mention who contact me when they are in the ultimate summer holiday quandary. More discussion has taken place over plans for the family’s summer holiday than there has been over Brexit negotiations, and they are still no further forward. I take time to get to know my clients and understand their family dynamics. Together with my around the clock direct access to live airline fares, and a network of expert goundhandlers around the world at my fingertips, coupled with a wealth of global travel planning experience, it is often at this point that I get the call to bring some order to their travel planning. Teenagers now liberated from school examinations and term-time commitments are now torn. Yay - the family are planning an adventure to Thailand, BUT it clashes with my mate’s party or ‘Boardmasters’ in Cornwall. Do I really have to come? Added to that, how can parents make the family purse stretch to include conversations around ‘I want to go on the end-ofschool jolly to Barcelona’, ‘I’ve crashed the car’ and ‘if I come do I really have to

share a room with my little sister’. The reality is that there is always a compromise to accommodate everyone’s needs and the final itinerary will sometimes differ from one family member to another. With diaries primed, all too frequently these discussions end with the parents saying ‘I’ve got work commitments that week’! Exasperating, but not the end of the world. I have endless patience and always find a solution. On the reverse, other clients are meticulous in their planning and seek my expertise at the booking stage. So, if they are so accomplished in their travel planning, why do they now come to me to book it? Several reasons – I will secure the best value financially protected travel arrangements, the knowledge that I will personally complete their flight check-in and seat allocation, and I will be calling the accommodation ahead of their arrival to ensure all is correct. They
also have access to all their travel documents through the ‘MyTC’ app, which in turns affords access to our 24 hour Duty Office care should they need assistance whilst overseas. To me, booking travel arrangements for my clients is based on our relationship and not a transaction. Smile Before You Dial When I first started working at Thrings what seems like a hundred years ago I remember being given telephone training. This seemed somewhat strange as I had been using a phone for quite some time by the time I reached my mid twenties. I thought I knew all that I needed to know – dial, speak, finish call, replace receiver – bingo! However, I had missed one fundamental point out and that point has stuck with me and served me well in life. I was taught to “Smile before you dial” and, to top up this important teaching, I was given a yellow smiley face sticker to stick onto my phone. The concept is simple but hugely important. Not only does smiling relax your face and make you feel more positive generally, by pausing and remembering to do this, I was pausing and taking stock of the call to come. That might not sound very valuable but certainly, as a Family solicitor, taking the time to stop and think about who I am about to talk to, what I need to tell them and how they may be feeling or may respond was and is still invaluable. I deal with clients at their most vulnerable, angry, pressured as well as other professionals, some of whom I may need to negotiate with. Measuring my tone and preparing for what to expect reduces surprises and helps me to get the best out of a conversation. Last year I signed up to Facebook to enter an event. I am not particularly active

but I do look at community discussions and postings for local events and issues. It strikes me that some users could do with a little “smile before you post” training. A seemingly innocent opinion by one user may rattle another so much that within nano-seconds a steaming response is posted, often belittling their opinion and sometimes, sadly, with some pretty strong language. Before you know it there is a whole stream of posts with others wading in in defence of or against the first posting and we’re heading for a Wild West brawl – pistols at dawn. Don’t get me wrong, being a litigator “by trade”, I often differ in opinion from others and I am fully aware that I am not always right (although don’t tell my husband that!), however, I know that nothing good will generally come of a knee jerk response in anger. In fact, it will simply de-value the point that I wish to make and others’ opinions of me.
that (almost) everyone behind the wheel of a car is a nice person who does not wish to hurt or inconvenience me or my family. However, accepting that we all make mistakes I will smile and wave back when someone cuts me up or jumps a light in front of me. Have you noticed that, even if it’s their fault, if you respond aggressively to their mistake, you get some form of gesticulation or flash back? What’s the point? Smiling and letting someone by or smiling and waving a hand when they let you by takes very little energy but makes you feel so much better – and when it is my fault, I will smile and apologise nicely and go on my way.
Stepping into being conscious of what we do is not always easy and takes time to learn. Some call this mindfulness and there are many courses and books to develop these skills. I have only dipped a toe into this and I have set myself a new challenge based upon being conscious of my actions.

Trusts Trusts are arrangements where an asset, often property, is held by someone for the benefit of another. Trustees are those who look after a trust, they can be people or companies. They are the legal owners of the trust’s property and they owe duties to those they hold the trust for. These people are the beneficiaries and they own the beneficial interest in the trust property. Confusingly, the trustees and the beneficiaries can be the same people. This has its roots in the 12th century. When the nobility went off to fight for prolonged periods they would give ownership of their lands to others for the duration, only to return and find the other person quite liked the land and had decided to keep it. Said disgruntled noble was in trouble, as they had freely given their legal ownership away, so the Lord Chancellors came up with and then developed the idea that the new legal owner was only holding it for the benefit of the noble. I have no doubt that all of you knew the basics of a trust, but it is easy to devalue their usefulness, they have persisted and developed in English law since the 12 century for good reason and are, arguably, the single most important concept that the English common law system has given the world. What are they useful for? Trusts can be set up in a person’s lifetime or created in a will.
Children are a very common reason for the creation of a trust. Many of us will have a clause in our wills creating a trust for our children stating they will inherit at a certain age, before that age is reached the inheritance is held on trust. Parents and grandparents will often create trusts for children and grandchildren, for example sometimes these will be provision for the child’s education. Wills and estate planning for when you die are heavily reliant on the uses of trusts. For example, trying to ensure that your family are cared for and they receive assets from your estate should your spouse remarry after your death. One very useful aspect of trusts is it allows the gift maker to continue to control the gift, or allow someone suitable to control it. This can be done, for example, by the gift maker becoming the trustee. This is particularly useful where the beneficiary is too young or otherwise not suited to deal with the asset gifted.

A variation of the above is where someone lacks the capacity to manage all or an aspect of their affairs due to a disability. Here a trust can be created so someone capable can look after your property. For example in cases of brain damage or senility someone will be needed to manage the person’s affairs. There is a large crossover with Lasting Powers of Attorney here. Life Insurance proceeds going to a trust in an attempt to separate it from the deceased’s estate for Inheritance Tax purposes is a common tool. That, of course leads on to tax: trusts are one of the classic tax avoidance tools. This is just a scratch on the surface of what trusts can do. Fleas.. . For every adult flea, there are 500 potential fleas at varying stages in your house in the form of eggs, larvae and pupae! It’s a horrible thought isn’t it!? Fleas are the most common external parasite of dogs and cats. They are often picked up from wildlife or being close to other pets or where other infected pets have been sleeping. Fleas are, unfortunately a problem all year round. The warmer weather of spring is ideal for their development and in winter they now thrive in modern, carpeted, centrally heated homes. Life cycle An adult flea can lay 500 eggs in its 2 week life. These then fall off the pet, wherever the animal has been. So, fleas are most common where your pets spends most of its time i.e. it’s bedding or on chairs etc. Just because you can’t see fleas, doesn’t mean that there aren’t any. The eggs are too small to see and when they develop into larvae, these migrate deep into carpets and furniture, away from light, where it is warmer. The larvae feed on debris and flea dirt on the carpet before forming a protective cocoon and hatching out when they detect the vibrations or breath from their next host. Thankfully fleas are easily controlled. But, it is sensible to bear in mind the flea development cycle for the treatment to be effective. It is important to treat the adult fleas on ALL of the animals in the house and also the immature stages (eggs and larvae) which are in the house. Treatment Treatment is important for your pets skin care and comfort. Some animals are allergic to the fleas saliva and react very badly to even one bite. Also fleas are likely to carry

tapeworm infection. It is therefore a good idea to treat for this also if fleas are seen. The most effective flea treatments and advise will be at your local vet surgery. They will ensure that you attack the problem completely and effectively, with the most appropriate products for you. ∙ ‘Spot on’ or spray products - are usually the most effective. Take care to read the instructions before use. Ensuring that you have the correct strength for the size of your pet and knowledge of when repeat applications will be required. If using spot on products in dogs, bear in mind that being a topical application the product will be washed off if your pet becomes wet too soon after application. so take care with dogs which enjoy swimming or need shampooing. ∙ Tablet - currently there are tablet forms of flea products for dogs but not yet for cats. ∙ Environmental treatment - this reduces the eggs and larvae in the house and should be done in combination with a treatment aimed at adult fleas. - washing soft furnishings or bedding - vacuuming (especially crevices where fleas could hide) - treating the environment with an effective insecticide spray (also available at your local vet) Again read the instructions carefully before using these products.
