Last year we canceled because of COVID-19, but we must go on. Yes, things are different, but we must not let anything deter us. I'M OPTIMISTIC!! So, stop looking back, stop expecting things to return to " normal”; instead, look forward to all God has in store for us. I am just like the Apostle Paul, "I press toward the mark for the prize of the high calling of God in Christ Jesus”, (Philippians 3) "NAACP is leading the fight for justice. Thelma attended Allen University and received a B.S. Degree in Social Studies and Elementary Education from Johnson C. Smith University in Charlotte, North Carolina. Immediately after graduating, her sisters Louise and Sarah took the road trip and drove Thelma to Camilla to interview after applying for a job teaching. Thelma lived at Miss Bea Boarding Home, with other newly hired black teachers. After meeting the love of her life, Willie C. Peoples, they married in 1955 choosing to Camilla home, raising two sons, Kirk and Samuel. Thelma’s religious upbringing was vital as she evolved actively in the community. She joined St. Peter AME Church and taught Sunday School and also was a charter member of Les Douze Amies Club, founded by her sister-in-law, Ofie, a teacher and wife of brother-inlaw, George. Thelma approached her well-deserved retirement serving twenty-three years in the Mitchell County School System with no regrets. Congratulations Mitchell County Branch of NAACP, with great pleasure as we join you and welcome Dr. Gloria Johnson-Hilton, illustrious speaker, native of Mitchell County and over increasing supporter of the community.

THE HISTORY OF THE BULLARD SCHOOL (1941—1950)
In 1941, Roscoe Jack Bullard saw the need for a school to be located in his neighborhood because there was no school bus available to take the black children to the school that was located in town. Aside from his children and grandchildren, there were other black children in the area who were in this same predicament and who would benefit from having a school in the area.

Mr. Bullard went to the Board of Education and informed them that he wanted to provide a learning environment for his family, and other children, in the area surrounding his farm. At the time, Mr. Ed Hilliard was the Superintendent of the Board and Ms. Banks, from Atlanta, Georgia, was the Supervising teacher. Mr. Bullard requested from the Board, a teacher and books for the children. He told the Board that he would build the school himself. The Bullard School started in September, 1941 with sixteen (16) children (included members of the Bullard, Burley, Hicks, and McIntyre families) attending a one-room school. There was a need for only one teacher and that teacher had to teach grades 1– 6.

Ms. Ida Lue Crumbley, the first teacher, stayed only a short time. After Christmas that same year, Mrs. Thelma Johnson Hall was hired as the teacher and taught for several years. After Ms. Hall left, Ms. Eva Hawkins was hired. More children started attending the school than was originally planned for, so Mr. Bullard saw the need to build a two-room school and hire another teacher. This second school later burned down; however, since Mr. Bullard had an unoccupied 3 room house already built, he transformed that house to a school. The last teachers were Ms. Emma Burley and Ms. Green. There were several children attending the school at the time of closing (members included the Bullard, Burley, Cowart, Hicks, McIntyre, Robinson and Ross families). In 1950, the Board of Education made it possible for a school bus to transport children from Mr. Bullard's area to the school in town. The first bus driver was Mr. Cecil Catchings, Sr. Though Mr. Bullard passed away in 1967, his legacy lives on. Two of the schoolhouses he built are still partially standing (2003).

The mission of the State Court of Mitchell County is to serve the citizens of Mitchell County and members of the Bar by providing the highest quality of justice in a courteous, efficient, and cost effective manner. The State Court seeks to accurately and timely file, process, index, and schedule litigation falling within its jurisdiction and to administer the Court in a professional manner, knowing we are conducting the public’s business. The State Court operates under the laws of the State of Georgia to try all criminal cases below the grade of felony. The State Court also tries all civil actions regardless of the amount in controversy. This includes attachments, garnishments, proceedings against tenants, foreclosures, and all other actions in which jurisdiction is not in the Superior Court. The function of the State Court is to provide a forum for the resolution of disputes between individuals or between the state and individuals. This Court has jurisdiction over misdemeanors (crimes punishable by twelve months incarceration or less) and civil cases (unlimited in dollar amount) concurrently with the Superior Court except cases involving divorce, titles to land, and equity which are reserved exclusively to Superior Court.
