Oakdale Industrial Estate is an emerging precinct ideally located within western Sydney’s logistics hub of Eastern Creek. Set over 440 hectares, the estate offers a huge number of development opportunities suitable for the construction of brand new warehouse, distribution and logistics facilities.
The Design Review will consider the standard office component of the Industrial Estate at Precincts 1A, 1B, 1C, 1D, 2A and 2B. This review is Client-led and needs to consider the following issues:

Conveniently located just off Old Wallgrove Road, the estate enjoys outstanding connectivity to Sydney’s motorway network with easy access to the nearby M7 and M4 Motorways. The site will also directly benefit from a number of regional road upgrades currently underway. Design Objectives
− Refresh of Design Strategy to ensure design is innovative, fresh and attractive to prospective Tenants; − Is Value for Money (meets existing cost control parameters); − Meets existing Planning constraints; − Considers Utility of Occupants in terms of what might attract a new tenant to the site; − Provides for Market Robustness in terms of being attractive to future tenants; − Maximises Rental Returns against Cost of Production through effective design value propositions; − Considers design efficiency and maximises performance value of design spend; − Improves Staff Retention Opportunities for Long Term and future Tenants of the Site; − Provides a timeless and attractive design; − Considers environmental factors (sun, wind, rain); − Minimises Maintenance and maximises longevity of materials; − Integrates landscape features to enhance occupant amenity and brand definition; − Provides a design that is identifiable as a brand within the Industrial Tenancy Market; − Enhances a precinct-based approach as much as possible within other more significant lettability parameters; and − Meets Goodman’s best practice expectations for design and operations. Timeline The review will be completed within 2 weeks from date of commencement being Friday 03rd February 2017.
CLIENT:
It is noted that industrial Parks occasionally have relatively diminished amenity for Workers, and this may have some impact to retention of staff for various Tenant Businesses. Staff Retention is seen as a key factor of business success for Tenant Businesses. As it is possible that providing zones that are comfortable for staff to use in an informal setting, are of value to Tenant Business and assist in Tenant longevity. ‘Oasis’ is the provision of these zones of enhanced Amenity for Occupants, including consideration of options for: − Gardens & Shade − External BBQs − Some sports activities (eg. Ping pong or boule) − Pop up retail opportunities − Partially screened external enclosures Value Proposition #02: ‘Identity’ It is noted that prospective Tenants at industrial Sites may be influenced by the opportunity to enlist to a Development that is of noteable character within the rIndustrial projects Market. This character could be understood as a Project Brand, that can at once be described by the architecture through the use of iconic or momorable architectural elements, materials or forms. Developing such a project ‘Brand’ can add value to the Rental Proposition, as Tenants may perceive the project as more desirable and noteworthy due to its more obvious presence within the Market.

Design Review recommendations, if accepted, may then become incorporated to an amended Section 92 Application for the site.
Adopting a collegiate approach to the interlinking of various Tenancies at the site, through such design elements as pathways, gateways, or shared facilities, improves the opportunity for interaction amongst workers at the site and improves the range of socialising opportunities. This may improve Worker Retention and also Tenant Retention. Such connections also make it easier for smaller ancillary tenancies at the site (eg. Cafes), or shared facilities (eg. Outdoor gyms) to be accessed and utilised by Occupants and Visitors.

DESIGN TOOLS CLIENT:
Pathways and Linkages Clear and textured pedestrian pathways that encourage interlinking of the various industrial sites. Tactile, interesting pathway materials that enhance and improve the Design Brand.
Materiality Tactile, human scale materials offer an interesting contrast to the large industrial sheds. Natural materials provide relief against the harder wearing and durable materials specified as part of the project. Off form concrete, Timber, Galvanised Metals or MIO Paint Steel Elements, Terracotta Façade Panels, Paving, suit such an intent. Off Form Concrete can be texturised.
Iconic architectural Elements Iconic and memorable architectural elements enhance the Project Brand and can be used to tie the Project Design to Marketing Literature. Given the industrial nature of the Site, the floating Parasol roof is proposed to be supported by ‘V’ Columns, steel columns clad in timber.

Zones of Refuge These zones of refuge are semi protected external spaces, that form part of the function of the Office Space. These zones can integrate landscape features and soft planting to provide amenity for occupants. The Design Example referenced here is the Kuril Dhagan Talking Space at State Library of Queensland. This partly enclosed external area provides a sense of community and interaction amongst people who may gather in this space.
Operability Utilising Refuges as breakout zones for office space can be achieved by means of pull away or tilt up walls. Such design features are iconic and memorable. This also improves the rental yield for external spaces. The Design Example utilised is work by American Architect Thomas Kundig. These industrial structures are a natural fit for the large scale industrial warehouse buildings.
Pop up & Temporary Facilities Providing opportunities for low rent paying tenants on short or temporary leases to occupy sites and depending on their success, stay or go. Could suit for Cafes or Food Retail, Barbers, etc. The example is London Box Park. This facility is built from temporary structures (shipping containers) and is utilised by large, recognisable brands, and start-ups alike.

CASE STUDY CLIENT:
The Grounds, Alexandria The Grounds, Alexandria, saw its initial creation as part of a revitalisation of an existing factory precinct in the suburb of Alexandria. The Developers of this project realised that Alexandria lacked amenity for workers, and in order to improve the attractiveness of their light industrial and commercial project to potential tenants, created The Grounds to supply workers at the precinct with a lunch destination. This Retail Offer grew to include a Bakery and Coffee Roasting Facility, and a very creative approach to re-purposing the Café Retail Space. Now, The Grounds is one of the most popular café destinations in all of Sydney, the popularity of the Café Precinct created at the Grounds now extends to include workers from other sites, and on weekends, visitors to Alexandria arriving from other parts of Sydney, particularly to visit the site. The Grounds Facilities have grown in terms of the scale of the Offer and available purposes, to include a range of food types, outdoor Wood Fired Pizza, Animal enclosures, various gardens and vistas, outdoor pop-up offers (such as a Lemonade Stand), Cooking Classes, Weddings and Functions, Florist, Skin Care, and extensive car parking. There is a strong and immediate character described by the Retail Offer and dining environment that supports and reinforces the character of the Commercial and Industrial Letting environment. Certainly, it may not be within the realms of practicality to attempt to emulate the Grounds at a light industrial Development such as Oakdale South, however the design and commercial principles underlying the concept could be worth implementing, at a practical scale and budget. These principles could be stated as: − − − −

Precinctualisation is the process of design that creates a place. This Section of the Review deals with methods and tools to create a more integrated Brand Presence in terms of the Estate Road 04 Group of Buildings and Associated Amenities.
The Landscape Drawings provide a clear indication of Streetscape Character, As well as the way in which the Private Area will be defined by a series of planter beds and changes in Level. Overall the Street should be provided with a natural, green character. At the entry end of Estate Road 04, a public landscape feature is provided, defining the nodal point of entry to this Roadway and precinct.

Averaging at 13.8 km/h (8.6 mph), November is the windiest month, whilst March is the calmest at 11.3 km/h (7.0 mph). The prevailing wind annually is northeasterly. In the warm months, only 40% of the time Sydney would get wind directions from the northwest or southwest, which are the dry winds flown from the heated interior of Australia. Northeasterlies and easterly sea breezes are dominant in late spring to early autumn. Westerlies are dominant in late winter to mid-spring. Southerly busters are expected from November to the end of February. They typically look like as if a sheet of cloud is rolled up like a scroll by the advancing wind. The change of wind (in the warm months) is sometimes very sudden, where it may be fresh northeasterly and in ten minutes a southerly gale. When the subtropical ridge is north of Sydney in the second half of the year (spring), the wind would come from the west or inland. As the ridge moves south in late summer and autumn, the winds become easterly and, because they are coming off the Tasman Sea, they are moist. It is usually at this time of the year (autumn to early winter) where rainfall would be the highest.

The climate of Sydney is humid subtropical (Köppen Cfa), shifting from mild and cool in winter to warm and hot in the summer, with no extreme seasonal differences as the weather is moderated by proximity to the ocean. More contrasting temperatures are recorded in the inland western suburbs. Rainfall is spread evenly throughout the year, though it is generally highest between February and June. Precipitation varies across the region, with areas adjacent to the coast being the wettest. The mean UV index values range from 12 (extreme) in January to 2 (low) in July. Sydney has 103.9 clear days annually, with the monthly percent possible sunshine ranging from 53% in January to 72% in August. The city receives around 30 thunderstorms per year. Sydney would usually get dry heat, especially when temperatures soar over 35 °C (95 °F). In some hot days, low pressure troughs would increase humidity and southerly busters would decrease temperatures. In late autumn and winter, east coast lows can bring large amounts of rainfall.[14] Sydney experiences an urban heat island effect, making certain parts of the city more vulnerable to extreme heat, particularly the west. Efforts have been introduced to investigate and mitigate this heat effect, including increasing shade from tree canopies, adding rooftop gardens to high rise structures and changing pavement colour. The El Niño Southern Oscillation plays an important role in determining Sydney's weather patterns: drought and bushfire on the one hand, and storms and flooding on the other. ASSESSMENT METHOD
For South facing Units, the main concern is to do with Heat Loss rather than Incident Light. Accordingly, for glazing facing South, 30% glzing as a maximum is required. This provides for glazing value as follows: U: 4.2, SHGC: 0.45
For North Facing Units, DETAIL TO BE PROVIDED
Conversely, the current design review proposal is achievable using the J3 method. There are no additional conditions imposed by this method other than what the BCA already assumes. Glazing Values likely to arise from such an assessment are:

The main difference in performance and specification netween North and South facing units are: Costs are comparable; assessment for J2 is approx. $990, assessment for J3 is $1900. Turnaround time is the same.
