he debate is largely over and people across the political spectrum are recognizing that climate change is a legitimate threat to the world. Global surface temperatures have risen roughly 1.62 degrees Fahrenheit since the late 1800s, and this change has largely been driven by increased carbon dioxide and other man-made emissions into the atmosphere. The rising temperatures
will lead to rising sea levels, and that will have an especially difficult impact on Hawaii. In spite of the fact that our national leadership is resistant to even acknowledging this threat, many local governments across the country are coming together to push for policies that will help us through this crisis. Recently, at the annual Hawaii State Association of Counties Conference, Maui County Council
Chair Kelly King launched a Hawaii Chapter of The Climate Reality Project and brought Maui County into the County Climate Coalition. By joining the County Climate Coalition, Maui County joins with dozens of other counties in committing to the principles of the 2015 Paris Climate Agreement to combat climate change. emissions and coming up with solutions is certainly a major part of addressing the climate crisis, significantly reducing carbon emissions will also take efforts from the community at large. Affordable housing a big winner in council budget decisions — or was it? By TOM BLACKBURNRODRIGUEZ For The Maui News
illions of dollars were flying through the air recently at the budget hearings of the Maui Council. Much of it was for affordable housing — or was it? There can be no doubt that the housing and homeless funding was significant and long overdue: Among the big ticket items

were the 2 percent increase in the real property tax set-aside for the Affordable Housing fund moving it up to 4 percent, taking the council’s budget set-aside to a total of $14 million and with $12 million still unreleased from the previous fiscal year, the total in the fund now stands at $26 million, according to Councilmember Keani RawlinsFernandez. A June 6, 2019 press
release issued by Council Chair Kelly King, also highlighted the housing work of the council in addition to the 4 percent set-aside increase. “One of the council’s most pressing concerns during the fiscal year 2020 budget session was the expansion of housing opportunities for county residents, consistent with a core theme of the Countywide Policy Plan. A related priority was addressing the county’s growing population of homeless residents,” King wrote. Among the budget actions King cited were: “From the Affordable Housing Fund, the council appropriated: • $850,000 for Hale Mahaolu Ewalu Phase II for the construction of 22 rental units to be rented at 60 percent or below area median income, • $250,000 for the planning and design of county-owned
lots at the Fairways at Maui Lani, and • Over $640,000 to Ka Hale A Ke Ola Homeless Resource Center to renovate and rehabilitate facilities. The council also supported $2 million for the First-Time Homebuyers Program and $1 million for the new Experimental and Demonstration Housing Projects Fund. Realizing that not everyone looking for a home is interested in buying one, the council appropriated another $1.4 million to affordable rental housing programs. The council appropriated $2.2 million for homeless programs, including $50,000 to assist homeless residents on Molokai, and $200,000 to acquire a mobile hygiene unit for Central Maui.” Taken together, these actions make the current council and the mayor leaders in
providing funding for affordable housing for Maui County residents. But, while housing advocates were supporting affordable housing, others, including the mayor and Affordable Housing Committee Chair Tasha Kama were introducing a new phrase into the discussion of how the appropriated finds would be utilized. That phrase is “attainable housing.” Responding to a request for comments on the council’s housing and homeless appropriations, Kama responded, “The council’s participation in addressing our county’s lack of attainable housing goes beyond simply providing funding through the annual budget. Council has the responsibility to consider any project proposals for attainable housing brought to it…. As a member of council, I will weigh the advantages and disadvantages of each project and reach a
decision that is considered to be the best outcome from the county and its residents. Sometimes the offer of attainable housing will outweigh the possible negatives of a particular development proposal and its location. Other times, I may determine that there is not sufficient opportunity for attainable housing in a particular development proposal for it to have my vote. When facing a crisis, action is needed, and council has set in place the funding and policy direction for such action. I look forward to working closely with the mayor to address our attainable housing crisis. I believe that close cooperation with the mayor will deliver the attainable homes that our community needs. I look forward to continuing a community conversation about addressing our attainable housing needs.”

When the question was posed to the mayor’s press office as to a definition of “affordable housing verses attainable housing,” the office responded, “Affordable housing refers to housing for which monthly rent or mortgage payments, including utilities, cost no more than 30 percent of an area median monthly household income. “Attainable” housing includes market-priced housing that falls outside the strict definition of affordability for lowincome residents but is nevertheless attainable for households through credit, debt, savings, budget management and other means.” A number of challenges jump out when exploring the
REAL ESTATE GUIDE | JULY 2019
meaning of “Attainable Housing” and how attainable is it. First, is the median home sale price on Maui as reported by the Realtors Association of Maui in May 2019. That price was reported as $819,500, up 13 percent from April 2019 when the median sale price was $725,000. Year to Date sales data from 2018 for the same period saw a 9 percent increase in the median sales price to $750,000 from $688,013. Second, according to “The U.S. Census Bureau Quick Facts, Maui County, Hawaii” the Maui median income is $72,762. The median monthly cost for homeowner occupied housing with a mortgage is $2,315, for a renter that
median cost is $1,332. Third, according to the housing monitoring organization Town Charts, using data from the 2018 U.S. Census American Community Survey, the median Maui home value as a percent of median earning is a whopping 1,345 percent. Perhaps attainable housing is a broad and hopeful policy goal but is “Maui’s marketpriced housing that falls outside the strict definition of affordability for low-income residents for households through credit, debt, savings, budget management and other means,” actually available? Here may be the final challenge to the use of attainable housing language to set housing policy. This is because it is
not correct to infer that affordable housing is only for the low-income. According to the May 1, 2019 HUD Housing charts for Maui County — used by the Maui County Department of Housing and Human Concerns (DHHC) — the range of affordable housing is defined from very low at 50 percent of median income, up to and through low income (51-80 percent), below moderate (81-100 percent), moderate (101-120 percent) and gap income (121-140 percent — this is the group with teachers, first responder, police, fire and nurses, etc.). This discussion is certain to continue as the DHHC gets ready to release its housing strategic plan and Managing
Director Sandy Baz completes his work designed to coordinate county departments and how they can support building more affordable housing. Baz has a history of affordable housing advocacy dating from his work at MEO leading the Maui Nui Housing Task Force. The DHHC strategic plan is already being circulated and Councilmember Kama was briefed on the plan in late June in an afternoon meeting. The plan was expected to be brought before the Affordable Housing Committee on July 24, but due to unresolved issues with housing projects in Launiupoko that date may be moved back until sometime in August.
Overall, Rawlins-Fernandez is satisfied with the work of the council, “These are just a handful of the multi-pronged, solution-driven budget (initiatives) that this council worked so hard and collaboratively to pass. Investing heavily in housing opportunities, will allow us the ability to think bigger and more creatively.” Now, for the hard part. Making that dream a reality. One that the council, the mayor and housing advocates all agree we can no longer defer. The impediments to homeownership are only increased when we factor in the high cost of rent, and the inability of many residents to build savings. According to the National Low Income Housing Coalition, an individual working a minimum wage job on Maui would have to work approximately 102 hours a week to afford a modest one bedroom rental home at fair market value. To state the point differently, the annual income necessary to afford a one bedroom apartment at fair market value is roughly $53,400. When you factor in other high costs associated with living in paradise, or just living at all, it is easy to
imagine how difficult it would be for many to keep up with their expenses, let alone save for a down payment on a home. As disturbing as these facts may be, none of us should be all that surprised. For years we have been discussing Hawaii’s housing crisis. If you are like me, you have followed the discussion and may feel overwhelmed with the scope of it all. Or, you may be frustrated and wondering what is being done to help. Recently, Councilmember Mike Molina echoed these sentiments when he wrote, “For as long as I can remember, elected officials, nonprofits, for profits, developers and industry types have discussed the issues surrounding the development of

continued. “We know that there are a lot of misconceptions about what it’s like working with families and individuals that are enrolled in subsidized programs like HUD or MEO and we want to dispel those. We want to bring to light the advantages of working with local agencies and investing in our community. Bottom line, we want to help more of those in need to find stable and secure housing.” The 2019 Maui Landlord Summit represents the fourth installment of this event, which is the product of an ongoing partnership between the Realtors Association of Maui, the County of Maui, the Governor’s Office and the Maui Homeless Alliance. “We began this journey four years ago to educate our community because finding safe and affordable housing is a significant hurdle for many individuals, but especially for our low-income and homeless individuals and families,”

explained Thelma AkitaKealoha from Catholic Charities Hawaii. According to Thelma, “housing is a right, not a privilege, [and] every human being deserves to be housed. So we are reaching out to our community of property owners and property managers to find those rooms, ohanas, apartments or houses in hopes that you will work with us to house people our organizations work with.” The event will be hosted by Councilmember Mike Molina, and will include remarks from Mayor Mike Victorino, Randy Joice from the office of State Homeless Coordinator Scott Morishige, Monique Yamashita on behalf of the Maui Homeless Alliance, and County of Maui Director of Housing & Human Concerns Lori Tsuhako. The Summit will also include a Landlord and Tenant Rights Panel featuring local attorneys Loren Tilley, Benjamin Pittenger, Joshua James, and me. Similarly,
there will be a Landlord and Tenant Panel, where attendees will hear directly from individuals who have been on both sides of the affordable housing divide. The 2019 Summit also provides an opportunity to honor Maui’s Landlord of the Year. This year’s finalists are Leila Chin from Yoshida Realty Group, Claire Gibo from Maui Real Estate Group, Shanna Souza from Shore To Shore Realty, and Brandy Aki from Emerald Club Realty. These individuals were nominated because they have gone above and beyond expectations in answering the urgent call to help end the housing crisis. Since joining Yoshida Realty Group in September 2018, Leila Chin has worked closely with Ka Hale A Ke Ola to house over a dozen families in spite of poor credit and rental history. Brandy Aki was nominated by Women Helping Women for helping one of their clients find a safe home to flee from an abusive partner, and even secured six months of financial sponsorship for the client to ensure financial hardship didn’t lead her back to a dangerous relationship. Each of these nominees is a shining example for us all, and they deserve our recognition and appreciation. Though some ondemand water heaters can be substantially more expensive than their traditional counterparts, the extended lifespan and lower operating costs make them a great deal. The upfront cost of a photovoltaic system can vary widely depending on your individual energy needs and the character of your property, but these systems can have significant return on investment in a relatively short period of time under the right conditions. Additionally, there are still tax credits available to help reduce the upfront cost. If you are able to pay for your PV system without a loan, you
can make back your initial investment in less than five years, and save many thousands of dollars on your electric bills thereafter. A recent analysis of home sales in approximately 500 markets conducted by Zillow showed that homes with solar energy systems sold for 4.1 percent more on average than others nationwide in the past year.
