5 THE RESIDENTIAL MARKET IN QATAR SHOWED SIGNS OF SOFTENING DURING Q4 OF 2015 due to falling oil prices and, yet, maintained high levels of demand due to the country’s strong population growth. Official government statistics show that the country’s population totalled 2.42 mn at the end of December 2015, representing an eight per cent year-on-year growth. Due to the on-going economic uncertainty in the region, coupled with extensive redundancies in the public, gas and oil sectors, there has been a noticeable trend of residents relocating to secondary and more affordable localities. As a result, vacancy rates in some prime residential areas increased, prompting some landlords to reduce their rentals slightly in order to attract and retain tenants.

There has been a significant increase in stock over the past few years, both completed and those under construction, particularly in Juffair and the Seef/Sanabis areas. Much of the property was originally planned to be sold on a freehold strata basis, however the current economic climate has led many of the developers to
rethink their models and offer the apartments for rent. On the rental side, rents are staying static overall. Manama’s main residential submarkets remained flat. Apartments in Al Seef registered rental decline. Juffair registered an increase during 2015 but has remained static during the first quarter of 2016.

Core, UAE associate of Savills, Research Team have analysed the Dubai market and report that there has been downward pressure on rental and sales. Although Dubai is not directly reliant on the hydrocarbon sector, there is no doubt that the downturn in global oil prices will have at least some impact on the real estate economy, at least in the short to medium term This, together with a raft of other factors such as a generous supply pipeline and
the strengthening Dirham against a range of traditional investor economies, is starting to impact the residential sector, albeit relatively modestly at this stage. The team in Dubai reported: “General market factors underpinning residential real estate, such as the 7 per cent growth in job creation in 2015 were strong, and were further supported by the 2016 Dubai budget, which proposes increases in infrastructure and
social development spending together with the creation of 3,000 new jobs for UAE citizens.” GCC and other Arab nationals continue to invest in Dubai as it is still considered a safe haven against the backdrop of geopolitical instability.

Commensurate with sales prices, rental rates across Dubai generally continued to ease downwards in the second half
Villa sales prices during 2015 showed a steady decline in established locations with a notable exception in the prime area of Jumeirah. The decline was partly due to the introduction of smaller, units in new outer zones, competing with older and more expensive stock in established areas. In contrast, the rise in Jumeirah prices reflects both a less liquid market with fewer transactions, very low levels of new supply, and less elasticity of the demand and owners’ behaviour to regional and global economic or political factors, due to the ownership restrictions to local buyers.

“Abu Dhabi prices stable in first quarter of 2016 despite slow down in sales transactions� In Abu Dhabi, real estate markets have been stable overall despite the continued negative impact of lower oil prices and a reduction in government spending. While government spending has reduced and some expats have left the area, the limited stock seems to be keeping prices stable. Some developments put rents up by 10 per cent earlier in the year but as this led to increased vacancies they were subsequently reduced. Despite the fact that residential demand has diminished, residential rents remain stable and there is still demand for high quality residential developments. Asking prices have simultaneously remained
stable; however the reduction in transaction volumes may put downward pressure on prices later in the year. Last year new real estate laws were announced to provide a better regulated market, improving transparency and protecting customers. This makes it a more regulated market to invest in, but may delay build times as developers adjust to the new laws. Whilst demand reduced, simultaneously supply completions have also reduced. Compared to previous years, the number of new units forecast to be built during 2016 is considerably less than previous years.

In Savills World Research Report Q2 2016, the Oman team reports that the rental market is starting to appear strained with an increase in supply of homes, as a result of expatriates leaving Oman, with fewer new arrivals taking their place. An active domestic off plan market remains, with
sales consistent with 2015 levels and capital growth occurring between purchase and project completion. Capital values remain firm in the ITC projects with good re-sale activity over the year. A greater variety of property and options in this sector has boosted investment appeal.

Can you tell us a little about yourself and your work here?
I am the General Manager of Sales and Business Development at Royal Ambassador, the fastest growing property management company in Bahrain, and I have been in the real estate field since 2005. Last year I was certified as the first Certified International Property Specialist from the Dubai Institute. I was one of the first Bahrainis and the first woman to get this degree. This specific certification has been obtained by only 2,500 people around the world and it gives you the ability to buy and sell in more than 62 countries in the world. I am also a member of the International Realtors Association in the US and I obtained this degree in 2015. Regarding my role in Royal Ambassador, I 28 AH MAY 2016
manage and market all the projects in terms of planning and new ideas. We started with Fontana Towers and now we have 6 massive projects in the pipeline, all of which are freehold.
What drew you to real estate? It actually happened by accident 10 years ago. I finished my Bachelor’s degree from Bahrain University in Information Management System and I also did a double major in Sales and Marketing as well. But to finish my Bachelor’s degree it was required of all students to be a trainee in a company. At the time, His Royal Majesty King Hamad bin Isa Al Khalifa had just announced the freehold law allowing people to get a residence permit if they bought properties for more than BD 50,000. I found it was very interesting and I joined one of the companies
that dealt with freehold projects, as there was special zoning planned by the government. I joined my last year of studies as a sales executive and in the end I finished my studies at night while I kept working in real estate during the day. After 4 years I was titled as the youngest female general manager in real estate in Bahrain and I had the highest rank of sales in terms of apartments. I moved to Royal Ambassador afterwards managing freehold projects as well. Between these two jobs there was a crisis in real estate and for 5 years I focussed on my own businesses. Then, when the real estate sector picked back up in 2014, I came back and when I joined Royal Ambassador we started with our first project. I have now sold more than 1,200 units within 2 years.
What are some accomplishments you are especially proud of?
First of all, I am proud of being the only Bahraini woman in a high level role in real estate. I manage projects with millions as none of our projects are less than BHD 40 mn. Second, I am proud I got the CIPS certification and that I am a member of the International Realtor Association in the US. Finally, I am proud that I have achieved the highest amount of sales in all of the projects I have worked on.
What are the challenges in your job?

How to cope with the market changes! We all know it has not been stable in the last 10 years and it has had a lot of ups and downs. It is a challenge to know how to manage every certain change especially now with the drop in oil prices. How do we come up with a project that will fulfil the need of the market? To me, the real estate sector never dies because it is a primary need for a human being to have a home, it is a must. How you cope with these challenges is how you come up with ideas to fulfil the needs of people. I look at real estate needs in the market.
How does your day-today look like?
Here in our sales office we meet different kinds of people and nationalities. We welcome them on board and show them our unique project. Every day is a different day with new people and new tasks. We always think of new products and the final touches of the existing project. At Royal Ambassador, we are different than other developers as we have the full amount of the project upfront. We are not waiting for people to buy for us to build. We will build no matter what. So there is no risk of having a stalled building. It is very important for us as trust in the region has probably diminished by 90 per cent since the crisis. MAY 2016 AH 29

Ali adds: “95 per cent of the shops have already been leased out with only a few remaining. We do have a couple of shops ideal for food and beverage brands and for apparel wear still available. When entering Lighting House you get the feeling that there is something for everyone. From stylish and modern lamps to more funky and quirky lighting fixtures, Lighting House has it all. The price of course depends on what kind of lamp and what light bulb it requires but all in all the shop has a great selection of items.
The store is on the small side and it feels crowded with all of the lights hanging from the ceiling and affixed to the wall. Although this is typical for a shop selling lamps, our Mystery Shopper felt it could have benefitted from a little extra space. Apart from the small shop, all of the lighting has its place and is sectioned off by style and usage.
Service was outstanding at Lighting House. The staff was immediately at our Mystery Shopper’s disposition and could answer any question. One sales person knew every price of every single light whether it be a ceiling lamp, a fixture or an outdoor lamp. Our Mystery Shopper was very happy with the sales team.
