Facts On Measure A

The following questions were asked by Mayor Robertson to Endorsement Chairperson Syeda

Jafri in regards to the timing of Measure M and why she does not support Measure M at this time.

Question 1: how many contacted to participate were property owners, RUSD’s Community Survey (“Survey”) consisted of interviews with 451 voters, out of which 142 are RUSD parents. 92% of the voters interviewed are property owners.

Question 2: and of the 69% responding, how many were in the pool of homeowners. As referenced in the above response, a total of 451 registered likely voters representing a cross section of RUSD’s recent voter results were interviewed under the Survey. Of this total, 67% are homeowners and 25% are renters which represents 92% of the respondents. 67% of the homeowners and 77% of the renters are supportive of RUSD’s 10-year School Facilities Improvement Program plan.

Question 3: Also, did you’re analysis determine of the participants, how many were registered voters in San Bernardino, Rialto, Fontana and unincorporated areas within the school district (Rancho Verde, etc.).

Of the total Survey interviews, 72% live in the city of Rialto, 18% live in the surrounding cities, and 10% live in the unincorporated area San Bernardino County.

Question 4: Lastly, did you and/or a consultant determine the average assessed value of the properties within their respective city, or unincorporated section and the percentage of students from the respective areas and percentage to the total school population?

RUSD’s total taxable AV in 2019-20 was $9.728 billion consisting of 5.24% in the city of Colton, 6.37% in Fontana, 74.42% in Rialto, 7.13% in the city of San Bernardino, and 6.84% in the County unincorporated area. The median single family detached home value was $209,644 within the RUSD’s boundary for County tax levy purposes.

As I stated earlier, I’m very concerned about the timing of the bond and the burden on our seniors and we did not discuss their possibility of being exempt, if they are on a fixed income and the original property owner prior to the two previous bonds. Please note that there is NO senior exemption for local school G.O. Bond tax levies.

Measure A will be on the November ballots.

As a mayor of a city with residents of fixed incomes, inflation, and existing bonds, the person who gets assessments are individuals who own homes. Thus, homeowners in Rialto will be assessed if Measure M is passed. This is another tax additive to homeowners properties and I do not
