A support system for Granite State workers There are a number of resources available to unemployed persons in New Hampshire. Programs offered by the Opportunity within the Department of Business and Economic Affairs, the Bureau of Vocational Rehabilitation and New Hampshire Employment Security provide a support system for the unemployed as well as businesses seeking to develop their workforce.

Return to work Individuals filing unemployment compensation in New Hampshire are eligible to participate in Return to Work, a voluntary training program administered by Employment Security. For up to six weeks, for a maximum of 24 hours per week, individuals are trained by an employer while continuing to receive unemployment compensation benefits and conduct a job search during non-training time. Often, an employer will find a skilled employee that they will onboard.

For individuals who have been out of the workforce for some time and feel they need some brushing up, WorkReadyNH is a tuition-free program that teaches fundamental and soft skills. At the end of the program, graduates earn a National Career Readiness Certificate after being tested in three areas: reading and understanding workplace documents, applied mathematics and graphic literacy. Graduates also will have successfully completed 60 hours of soft skills training taught by top-notch instructors through the Community College System of New Hampshire. Workforce Innovation and Opportunity Act Unemployed persons that are low income, deficient in some basic skills, have low reading and math scores, speak English as a second language or that have recently been laid off may be eligible for funds under the federal Workforce Innovation and Opportunity Act, which funds training, including obtaining degrees, for high-demand jobs. An employment counselor at any NH Works center can provide more information about individual training accounts. NH Works Job Match System Think of it like the New Hampshire version of Monster.com. The system features a resume and letter builder to send information to employers. NH Job Corps Center Economically disadvantaged individuals that are 16 to 24 years old, or individuals with a documented disability, can partake in a no-cost education and career technical training program administered by the U.S. Department of Labor that helps young people improve the quality of their lives through career technical and academic training. Trade options include a “hard trade� (advanced manufacturing, electrical or automotive), hotel and lodging (including culinary arts), medical (certified nursing assistant, clinical medical assistant or medical office support) and security and protective services. On-the-Job Training Individuals that are WIOA eligible can participate in On-the-Job Training, a program that helps companies hire unemployed persons by reimbursing anywhere from 50 to 70 percent of the wage rate of the new employee to cover training for up to six months. In some cases, Return to Work and On-the-Job Training can be combined to help workers secure positions. Easterseals New Hampshire, a nonprofit that provides a variety of community and special needs services, utilized On-the-Job Training to hold onsite ESL courses, teaching work-related English skills to individuals from the Congolese, Bhutanese and Nepalese communities.

MY TURN

Vocational Rehabilitation Job Placement Services

MY TURN is a nonprofit that receives some funds from the U.S. Department of Labor to operate robust academic and employment training programs for young people ages 14 to 24 in high schools and communities across New Hampshire and North Central Massachusetts. Hitchiner Manufacturing in Milford worked with MY TURN to develop a program focused on teaching soft skills in the classroom and manufacturing training on the operations floor. Those who completed the program were offered entry-level positions working in the metal cell, metal grinding and in the machine shop. For individuals with disabilities, the Bureau of Vocational Rehabilitation can assist with resume writing and job searches, preparing for job interviews, setting up job shadow opportunities and performing a discrepancy analysis to determine if a job is a good fit as well as identify any barriers to successful employment. A situational assessment is similar to the Office of Workforce Opportunity’s Return to Work program where oftentimes a business will hire the individual testing out a position. However, during

the test trial, the individual is not paid for the small amount of hours they work since they are also receiving a service by a Vocational Rehabilitation coach, who evaluates their skills and determines how to adapt the position to their needs. Vocational Rehabilitation also offers services and materials to assist individuals with starting their own business. Vocational Rehabilitation Regional Offices: Organization for Refugee and Immigrant Success ORIS is now a nonprofit organization, but it was initially funded by the U.S. Department of Refugee Resettlement to assist refugees integrating into American culture. Community colleges rise to the challenge of changing demographics and a shifting economy New Hampshire benefitted from the in-migration of highly educated people from outside the state. That changed by the early 2000’s. Today, interstate in-migration remains low and is unlikely to return to previous levels. Other challenges include an aging workforce, the continuing out-migration of New Hampshire’s college-bound youth — half of whom leave the state for college — and gaps in educational attainment between rural and metro regions of New Hampshire. These factors have a direct impact on our workforce and economy, and require New Hampshire to strengthen our focus on upskilling adults presently in the workforce.

Know your rights as a job candidate Familiarize yourself with discriminatory questions that you do not have to answer, and consult an experienced employment discrimination lawyer if you have been subjected to them By Benjamin T. King Not every question is “fair game” in a job interview. Some questions that prospective employers pose to job candidates in interviews violate the law. What types of questions might you face in a job interview that could infringe on your legal rights? An employer cannot ask you if you have children, if you are married, or if you are pregnant or planning to become pregnant. A question seeking information about your children may constitute Family Responsibilities Discrimination — a type of sex discrimination prohibited by federal law. The question is prohibited because the employer may impermissibly infer from the fact that you have children that you have family responsibilities that may detract from your

commitment to the workplace. Questions on marital status are also forbidden. The New Hampshire Law Against Discrimination provides that an employer cannot refuse to hire or employ an individual because of the individual’s marital status. Similarly, an employer cannot ask if you pregnant, or planning to become pregnant, because such questions constitute pregnancy discrimination. Employers are not entitled to decline to employ an applicant because the employee may require maternity leave or may have child care commitments in the future. Questions about your age also cross the line. Federal law protects workers over the age of 40 from age discrimination, while state law prohibits all discrimination because of age. People interviewing for jobs should also not have to face questions regarding their race,

religion or their national origin. The employer can ask if you are a United States citizen, and can ask you if you can work in the United States, but questions regarding the countries in which you or your parents were born constitute illegal national origin discrimination. If you believe you have been asked illegal questions in an employment interview, you should consult an experienced employment discrimination lawyer to evaluate your rights.

Common job interview questions approach is to name an actual weakness, but be sure to follow it up with steps you are taking to overcome that particular shortcoming.

In order to shine during the interview, it’s important to have some idea ahead of time about what you may be asked. Before talking with the hiring manager, prepare by rehearsing — either mentally or out loud — your answers to common interview questions. Even if you aren’t asked these questions directly, having your answers in mind can help you make a good impression overall and give strong responses to the questions that are asked.

Q: Where do you see yourself in five years?

Q: Can you tell me a little about yourself?

Q: Do you have any questions?

This is one of the most common interview questions. Your answer should be brief yet include enough information about your relevant skills and experience that the hiring manager understands how you could benefit the company.

Q: Why do you want to work for our company? Your response should demonstrate that you have researched the organization prior to the interview and believe the job is a good match for your skills.

Q: What are your strengths and weaknesses? A standard among job interview questions, the first part is fairly easy to answer. But describing your weaknesses is a different story. A sound

With this question, prospective employers are hoping to get a sense of your drive and ambition. While avoiding sounding inflexible, demonstrate your goals for professional growth and career advancement. Ask one or two targeted job interview questions yourself. Inquiring about the position’s growth potential or the company’s long-term objectives, for instance, demonstrates your interest in the position and may shed additional light on the intricacies of the job. As you prepare for the interview, try to put yourself in the hiring manager’s position by giving some thought to what you would ask a candidate. This should prove useful on at least two levels: It gives you another perspective on how to answer, and it helps you see reasons why asking common job interview questions can be helpful to the people doing the hiring. APPRENTICESHIP

Taking advantage of expanding apprenticeship opportunities Employers are utilizing federal grants to train and hire new workers If you’re looking to change careers, an apprenticeship may be the best way to explore a new industry, and there couldn’t be a better time. In 2017, the Community College System of New Hampshire obtained a $1.2 million U.S. Department of Labor grant to expand apprenticeships in the state. CCSNH is focused on partnering with employers to create apprenticeships in three growing industries: health care, information technology and advanced manufacturing. Apprenticeships can take anywhere from one year to six years to complete. Apprenticeship programs require a minimum of 144 hours (or 18 8-hour days) of classroom learning and 2,000 hours (or 50 weeks) of paid on-the-job training. Apprentices receive a paycheck from day one that increases incrementally as skill levels increase. Upon completing an apprenticeship, individuals can earn up to $60,000 a year. Although classroom learning is provided by the Community College System, most apprenticeship programs do not earn college credit, though some programs do offer college credit. There are scholarships available through ApprenticeshipNH to help apprentices cover the cost of tuition for the classroom component of an apprenticeship, but, in many cases, apprentices’ financial responsibility is minimal, especially considering earnings during the program. And many employers will pay their apprentices for the time they spend in class. Apprenticeship opportunities are dependent on employer participation. LRGHealthcare and Catholic Medical Center have partnered with Lakes Region Community College and Manchester Community College to train medical assistants. Eptam Plastics in Northfield and Granite State Manufacturing in Manchester have partnered with Lakes Region Community College and Nashua Community College to train CNC machinists. Great Bay Community College’s Business & Training Center has announced a new home health aide class scheduled to take place

at the Portsmouth campus in September 2018, as part of Senior Helpers of the Greater Seacoast’s apprenticeship program. The apprenticeship lasts one year, with 144 hours of classroom instruction at GBCC and a starting wage of $12 an hour. Upon completion of the apprenticeship, workers can earn $13 an hour with the opportunity to receive higher hourly wages during high-demand shifts. While apprenticeships may start at the

Employers like Eptam Plastics raise the wage by a dollar for every 1,000 hours completed. Freudenberg Sealing Technologies of Bristol is utilizing the apprenticeship program to assist current employees with gaining new skills to move upward in the ranks and open up entry-level positions. Freudenberg’s program does include credit-bearing classes. And Freudenberg apprentices, which are existing employees, are earning $16 per hour, with the opportunity to earn $17.20 an hour in their third year of the program. There is great growth opportunity in health care, IT and advanced manufacturing. Successfully negotiating salary and benefits It’s not a matter of throwing out figures but instead being well informed when it comes to your prospective employer and typical salary ranges for the position By Connie Roy-Czyzowski When undergoing a job search, candidates often wonder, when is it a good time to start asking about compensation? Compensation is typically not discussed until later on in the process, when there is a job offer, but preparing for that moment requires performing research early on. Show up to the interview knowing as much as possible about the job and the company. Knowing the organization, its philosophy and values, and its reputation as an employer (Have they won awards for being an employer of choice?) is a great way to begin. You may even learn some clues about the pay, benefits, opportunities and work environment. And, you might figure out early on whether this employer is a good fit or not! The more background you have about the company, the more confident you’ll be. The initial interview is the time to share your qualifications, show how your background aligns with the job requirements, share your value and answer their questions. It’s also a time to gather information by asking some general questions such as “How are goals and expectations set? How often is progress measured?” If you think it might be a good opportunity, ask for a copy of the job description or information (for example, about benefits) you might take with you to review. Asking these broad questions will show you’re responsible and focused on adding value. After the interview, send a thank you note! It sounds old fashioned, but it will show you want the job, demonstrate you’re polite and considerate, and it’s an opportunity to differentiate yourself and have your name surface as the employer is making a decision about whom to hire. Then what? Now that you know more about the job, it’s time to continue your research. If you’ve applied for a job in local or state government, the salary ranges and benefit offerings are usually publicly available. If 12 Workforce Connection NH 2018

not, there are a number of sites where you can obtain salary data — two of my favorites are the Occupational Outlook Handbook at Bureau of Labor Statistics and Salarylist.com. Other sources include Salary.com, Glassdoor and Payscale.com. Be sure you have some information about the experience and education levels required for the job you want

so you can make appropriate comparisons. Use a number of sources so your data will be more realistic. Armed with this information, you now have some idea of what to expect. But there’s something else you should be thinking about — what is it YOU want in addition to (or instead of ) a higher salary. Is it a flexible schedule? An excellent benefits package? Telecommuting? Competitive pay? Tuition reimbursement? Time off? List, for yourself, your desired/expected pay, your bottom line pay (the amount you won’t accept any less) and then arrange your list of priorities. Knowing this will help you negotiate a better compensation package for yourself. Let’s assume you get the offer, and now

the employer wishes to know your desired salary. Before you answer this, ask what the company is offering before you state any numbers. Avoid listing any desired or expected salary on the application — simply say “will discuss at interview.” Put off sharing a number as long as possible; instead, ask the company to make an offer. Some states have banned employers from asking about salary information on the application (if you have been paid lower than your worth in the past, that lower pay might keep the next offer lower than it should be). Accepting a job and a salary offer is an important decision, so hold off on accepting it until you’re crystal clear on what the company is offering. Ask for time to review and think about any offer. Call back after you’re clear as to how the offer compares to what YOU want. If you feel you deserve more, ask. “Thank you for your offer; I’d like to consider working for the company, but I’ve done some research and found that the salary level for this position is higher. I’m asking for [your desired pay and/or benefits/time off etc.]. I’d appreciate your considering this request.” Often an employer will come back with a counter offer. If the offer is less than your bottom line, make a proposal. If they won’t budge on salary, ask for something else that’s important to you (see your list of what’s important to you). Remember, if you don’t get your bottom line, you won’t feel good about the offer, and you might want to keep looking until you obtain other offers. Feeling the salary is unfair at the start of your relationship with an employer is not a good beginning.
