Phil Edwardes – Market Analyst at Airwave Europe – offers advice on the latest technology to enhance student satisfaction Times are changing… Prospective students are now becoming more meticulous than ever when choosing their university. With the rise in tuition fees it’s of crucial importance for universities to demonstrate how students will ensure value for their money. Whilst factors such as quality of the teaching and learning facilities are pivotal to the decision a prospective student makes, there are a number of lesser issues that are gaining a greater significance in their decision. Other criteria such as the quality of accommodation, atmosphere and facilities at the student union are becoming increasingly important. Technology provides an exciting further enhancement for universities to showcase their facilities at prospective students. Incorporating the technology on display may well help sway a student’s decision as to which university they prefer and select and which student hall they choose to reside in.

Unwind and relax, TV solutions for students TV brings students together in a social environment, or help aid students when they want that all important chill out time and a break from the stresses and strains of university life. For example Airwave’s Freeview over IP solution for universities and student accommodations allows students to watch television on their laptops without distraction or interruption. The system uses an IPTV head-end transmitting the data to an individual stream for each individual room, to be played on laptops, PC monitors, or g

FRONT COVER FEATURE

First class student TV

Airwave’s Freeview over IP solution for universities and student accommodations allows students to watch television on their laptops without distraction or interruption a normal television screen, ensuring that users are not fighting over a limited amount of bandwidth, allowing the student to watch what they want, uninterrupted without having to buffer their program and wait for the internet traffic to quieten down. This solution was installed by Airwave at Cardiff Metropolitan University. So picture a group of friends gathering round on a Saturday night, it’s been a tiring week of lectures by day and late nights out, and all the students want to do is relax and watch the TV. Airwave can offer the perfect centrepiece for a common/ living space. Whether it’s Match of the Day, Take Me Out, or X Factor students are after, Airwave can supply amazing screens up to an incredible 108”, or broadcast Sky or Freeview onto existing screens to ensure university halls are the perfect place to take a breather. Lots of halls, both university owned and privately run, have common rooms, living areas or bars that should be the social hubs of fresher’s lives. These should be the places where students gather together, cement friendships, relax and watch their favourite films and TV programs. Screens of any size can be offered at competitive prices, fitting into accommodation’s budgets, and improving the resident’s satisfaction.

Well it doesn’t have to be like that, students still need to have fun, and student unions can lead the way becoming the essential escape from the library. Putting on special events at the student union bar can generate revenue and increase turn over and more importantly improve student satisfaction. A recent Guardian survey shows that an average of 66% of university students are happy with their student union or guild. Unions need to recognise that it essential to become the ‘destination’ bar on the campus and they must rival local pubs to capture the bulk of student footfall for all of the best sporting events. SkySports show big sporting

events almost daily and by having the largest, high impact screen around in HD or even 3D you can draw students to the bar nearly every night of the week, making sure they are there earlier for the best seat and stay there longer after the match. The cost of a projector and screen combination can be as little as £75 per week – that’s for a 3D projector from LG, at this price the union bar could make the £75 back just from the sales of the 3D glasses alone. Airwave’s business partners provide projectors that allow 3D images but are equally capable of projecting HD images too (you would probably have it on HD most of the time

anyway.) Life expectancy of the bulbs

Case study: is 30,000 hours; which equates to 3.5 Cardiff Metropolitan years of continuous use. University Clever Conferencing Airwave, an Exterity Platinum Partner, supplied an IPTV System to Cardiff Metropolitan University, consisting of an IPTV server, and software providing a easy to use graphical interface and an electronic program guide. The solution supports the full range of available TV channels and a intuitive interactive platform. In addition to this 500 software clients were supplied allowing students to view TV/movies on their laptops plus Cardiff can use a remote to control their LG screens across the campus, a system which is working really well. Furthermore, all aspects of the system can be remotely administered in case of any problems.

Airwave worked with Conference Aston to ensure their Conference facilities were some of the best in the country in an increasingly competitive market. Airwave installed its signage software AirINFO, which is broadcast over the internet and received at Conference Aston using a specially configured PC player. Televisions are configured so that they show Aston’s very own TV channel on start up, giving them branding and advertising opportunities, every time a television is switched on. The guest can then, at their own discretion, switch to standard TV channels such as BBC1, Channel 4 and SkySports. The standard AirINFO template consists of company branding, on-screen clock, looping video feeds, RSS weather outlook, traffic

feeds, advertising area and text/ instant messaging areas. These flexible features are incredibly useful and flexible for conference centres who wish to inform their customers with the latest news and convenient information. Airwave’s expertise in the hospitality industry, as the largest supplier of hotel TV in the UK, means these skills are easily transferable to the conference centre sector. AirINFO along with AirCAST, Airwave’s own red button TV solution, are not limited to conference centres, they are also excellent solutions for colleges and public schools. AirCAST is the perfect low cost, high quality information channel for schools, universities and colleges. It enables the user to distribute information to their guests via one or more interactive TV channels dedicated to the institution’s requirements. To give a more specific example, AirCAST can be used in a university or public school hall/house as a tool for students to navigate through relevant information such as day schedules and meal menus.

Final thought Students often get a bad name, laboured with accusations of being ‘lazy’ spending a large amount of time watching daytime TV. However the decision to attend university is increasingly a more difficult one and if young people do decide to attend they are under more pressure than ever to work hard and get a good degree to help pay off their tuition fees. Therefore Airwave says let your students relax, give them a break from these pressures, and now and again if they want to sit around watching daytime TV, let them. n For further info on how to enhance your student’s experience with the latest digital technology, contact Airwave on 0845 555 1212 or info@airwave.tv. www.airwave.tv

The SLA Library Design Award is sponsored by Demco Interiors Hugo Cabret. Julie Ricketts, Business Enterprise and Hub Task Group Co-ordinator at The Duston School said: “We didn’t really have that many students through the door before the re-design, and now we have more than 3,000 student visits every week! It has had a huge impact on how the students use the space – the redesign has been amazing. Winning the award gives recognition to the team that worked on the redesign of the library. The students are really enthusiastic about our library and will be delighted to know that we have won this award for one of the best designed school libraries in the country.” The finalists were selected by a judging panel after an in-depth assessment of all the outstanding submissions across a set of design guidelines including innovation, creativity and resourcefulness, followed by visits to all

Ocon’s bronze award puts site in top 7% Ocon Construction has been ranked within the top 7% of all contractors in the Considerate Constructors scheme after achieving an ‘exceptional’ score for its Chatham Street project in Liverpool. The £34 million scheme for the University of Liverpool involves construction of 749 student study bedrooms along with a 250-seat restaurant and retail accommodation built around a central public space. The project has scored 36.5 out of a possible 40 across the Considerate Constructors scheme criteria, marking it out as an ‘exceptionally good site’. As a result, the site and project manager, Steve Jerams, were nominated for a national Considerate Constructors Award, achieving a Bronze Award thanks to the efforts of the Ocon team. Explains Steve Jerams: “This site is on the edge of a live university campus and close to a busy residential area so we have worked with both the client and the local community to minimise disruption and implement considerate working practices. Our Considerate

Constructors scores reflect this attention to detail and we are delighted that our efforts have been recognised in this way.” Contractors need to score a minimum of 24 points, gaining at least three in each of eight categories – considerate; environment; a good neighbour; respectful; safety; responsible; accountable – in order to comply with the

scheme’s code. The average score for all registered sites is around 31 points and only 7% of sites achieve 36 or above. Ocon was awarded 4.5 points for seven of the eight categories and achieved the maximum of 5 points for ‘environment’, with the assessor acknowledging that the company has ‘identified ways to improve the BREEAM score to achieve an ‘excellent’ rating’. Steve Dickson, Director of Facilities Management at the University of Liverpool adds: “Our vision for Vine Court was always to create a landmark sustainable project not only to deliver an exemplar student accommodation development but to do it in a sustainable way. We sought a management regime on site which was safe, allowed University business to continue uninterrupted and enabled us to remain a good neighbour in the local community. This award is a credible endorsement of that for both the University and Ocon. n For further information contact Clare Moody on 0161 707 0992 or email clare@clarecomms.co.uk

Groundsman hails Barenbrug RPR Rugby pitches as ‘best ever’ Tyne & Wear groundsman who has been in the business for more than 20 years says he’s never seen rugby pitches more prepared for the new season after using Barenbrug’s BAR 7 RPR – Regenerating Perennial Ryegrass – mixture. Paul Jackson has been tending to The Square field facility at King’s School Tynemouth as well as the Tynemouth Cricket Club grounds since 1997, and is also an England and Wales Cricket Board (ECB) pitch adviser for Northumberland Cricket Board. With rugby at the heart of the King’s ethos, Paul was keen to bring improved wear tolerance to the independent school’s grounds ahead of the new season. And so, having historically used BAR 9 on the 1.6-hectare Prior’s Park and 1.8-hectare The Square dual-use rugby and cricket playing fields, Paul decided to try Barenbrug’s BAR 7 RPR sports perennial ryegrass mixture after hearing about the improved wear tolerance at venues such as Manchester City Football Club. As Paul explains: “The main field at Prior’s Park, which is maintained by the school’s own groundsman, Brian Lister, is used by the school six days a week and so gets a lot of wear. The loss of grass

8

density on the training grid was causing us real problems. I wanted a mixture that would keep the cover, but also build on it. I’ve always used BAR 9 and also used BAR Extreme on my cricket square at Tynemouth with great success. So when I read about RPR in the press and heard that it was used by the likes of Manchester City I decided to give it a try.” After conducting a successful 25sq m trial in conjunction with local Barenbrug distributor Turfcare Specialists Limited and their technical adviser Allan Morton, Paul was convinced that the mixture’s unique creeping growth habit would provide the improved wear tolerance he was looking for. And, after overseeding in late spring, he has not been disappointed by the results. “We had a slow start because of the cold conditions at the beginning of this year,” Paul continues. “But a new slow-release fertiliser programme and then all that rain this summer meant it really took off. I’ve never seen anything like it – the grass is the densest I’ve ever seen, which is saying something after using the BAR 9 perennial ryegrass mix. We’ve even had to start cutting three instead of two times a week to keep up with the growth!” With training underway at Prior’s Park,

Autumn 2012 Campus Estate Management

Paul says that the school is anticipating increased use of the grounds, thanks to the improved wear tolerance and recovery provided by the BAR 7 RPR. “The school is over the moon with the results,” he says. “Rugby is really important to King’s. The head of PE, Robert Snow, is delighted – there are no visual signs of wear so far and he’s been able to organise more games because we’re confident we’ll get more wear out of the pitch. “King’s strives to offer the best facilities to pupils and its groundsman Brian Lister has commented that it’s the best grass coverage he’s seen in his 29 years working there. Likewise, I’ve been a groundsman for over 20 years and I’ve never seen pitches as well prepared ahead of the new season. The proof of the pudding will be how they perform over winter, but I expect the RPR to deliver based on my experiences with BAR 9 and BAR Extreme. I’d certainly recommend the mixture – it’s a renovation ‘must’ for an independent school like this.” n For more information on BAR 7 RPR or Barenbrug’s wider products and services, call 01359 272000, email info@baruk.co.uk or visit www.barenbrug.co.uk.

Why just settle for frost protection? Give your grass a boost with Climate Cover ‘TGC’ With the winter sports season underway and the leaves starting to fall from the trees, the first frosts will soon start to make an appearance. With this in mind, frost protection systems to help ensure play can continue in all but the harshest of cold snaps will no doubt be a hot topic among groundsmen at this time of year. Climate Cover’s ‘Total Growth Cover (TGC)’, a revolutionary all-in-one germination and ground frost protection system, developed by sports turf specialist total-play Ltd, could provide the ultimate solution. Not only does is help protect the playing surface from frost, but it actively encourages growth of the grass plant by creating a proven germination and propagation environment. Business Development Manager at total-play Ltd, James Coney explains: “The Climate Cover TGC was designed

10

by groundsmen, for groundsmen. We spotted a niche in the market as many existing frost protection covers, while they did protect the playing surface from frost, did little to encourage - and, in many cases, inhibited - plant growth. A lot of time and effort went into the design and testing of this system, which allows the pitch to breathe while offering a series of multi-layer configurations that can provide play-ready surfaces down to -6°. “Alongside performance, we also took into account ease of use – trying to deploy covers with fiddly fixtures and fittings in freezing temperatures is no joke. TGC has been designed to be easy to handle even in the coldest conditions and, when used in conjunction with and inflation tube, even large covers can be deployed by one person.” In addition to offering Climate Cover TGC for sale via its online store

Autumn 2012 Campus Estate Management

thecricketgroundshop.co.uk and directly, total-play Ltd offers a special ‘hire’ service; whereby clubs can hire a TGC on an ad-hoc basis should any of their big fixtures look at risk due to inclement weather. Also, in addition to full pitch covers, smaller covers for goal mouths or shaded areas are available if more appropriate. Suitable for football, hockey, rugby and cricket pitches, race courses and tennis courts, TGC is in regular use by clients that include premier league football grounds, National Hunt race courses and the Lawn Tennis Association. n For more information on TGC and the full range of Climate Cover products, visit www.climatecover.co.uk or, to discuss your individual needs in more detail, call 01604 864575. Student@Home choose Skyguard to ensure safety of staff Student@Home has chosen Skyguard’s MySOS personal safety device to protect its lone workers and London office based staff, as part of an ongoing roll-out whilst the company expands nationwide. As a social business, Student@Home employs IT students to provide technology support and training to home computer users and small businesses. Originating in Holland, where the company employs over 260 students, the innovative concept was brought to the UK earlier this year. UK Managing Director, Kelly Klein, was acutely aware of the potential risks faced by her staff, having attended the same school as Suzy Lamplugh – an estate agent who disappeared after a visiting a client in 1986. This tragic event resonated with Kelly, who from the outset wanted the safety and well-being of her staff to be a top priority for the business. Having trialled the devices for one month, feedback from all the staff using the MySOS was resoundingly positive. “The MySOS alarms provide my staff with reassurance that they are never alone - help is there whenever they needed it, at the touch of a button. The alarms really give them confidence whilst they are doing their job”, Kelly concluded. As the service is available 24/7, the staff have been told they can use the alarms even when they are not on a job and many staff do. The success of the trial has led Kelly to implement the solution to all 55 staff in London, with further devices scheduled for national roll-out as the company achieves its ambitious expansion plans.

Leadbitter completes new student residence at Oxford Brookes The Leadbitter Group has completed the construction of new student accommodation at Oxford Brookes University’s Harcourt Hill campus. Leadbitter built 50 studio apartments, each with its own kitchen and bathroom, for twin occupancy, as well as 48 “cluster apartments” with between three and seven en-suite bedrooms and communal kitchens. The development has delivered a total of 318 study bedrooms in two threestorey blocks. The apartment blocks are traditionallybuilt masonry structures, with a combination of brick, render and cedar cladding. The scheme was designed to achieve a BREEAM Very Good rating, with sedum roofs on both buildings. Leadbitter also built an energy centre, which will provide all hot water, heating and 20% of the buildings’ power requirements, using gas boilers and a combined heat and power unit. The design and build contract also

included the realignment of the campus road to ensure minimal disruption to students and users of the campus leisure centre, which was kept open to the public throughout the construction period. Oxford Brookes University has established a solid working relationship with Leadbitter, which has provided the University with more than 1,500 student bedrooms over the last decade. Leadbitter’s experience and comprehensive understanding of the University’s unique requirements has enabled it to deliver new, high-quality, state-of-the-art learning and living environments. The Harcourt Hill contract followed Leadbitter’s successful completion of new student accommodation and an energy centre at Morrell Hall in 2010 and a new Postgraduate Centre in 2011, both located in the Marston Road area of the University’s Headington campus. Cliff Thomas, Regional Director of Leadbitter’s Central Construction division,

said: “We are delighted to deliver this, our latest project at Oxford Brookes, which demonstrates our continuing commitment to providing high-quality developments to the University and to other student accommodation providers. The new halls will provide excellent accommodation for Oxford Brookes students for many years to come.” Paul Large, Registrar of Oxford Brookes University, added: ‘’Oxford Brookes is looking to provide modern and sustainable campuses with not only improved learning spaces, but also contemporary student residences. Over the last ten years we have worked on several projects with the Leadbitter Group, and we look forward to welcoming students to the quality accommodation at Harcourt Hill.’’ n For further information please contact Charmaine Kimpton at Shere Marketing on 01483 209305 or email ckimpton@ sheremarketing.co.uk

Leadership Development Course a first for the events industry Event professionals looking to give their career a boost by making the transition from a manager to a leader can hone their skills at a leadership development course, designed by University of Derby Corporate, the University’s corporate training and development division, in partnership with Showsec. The work-based course, which starts in October, is a first for the events industry. Taught by professionals from the University and experienced venue and event security practioners from Showsec, participants will learn how to create, manage and lead a strong and effective team equipped to work successfully in any environment. The course has been designed to offer students maximum flexibility so that study can fit around work and family commitments. It follows a blended approach; combining vocational training and online modules, with three days at Standlow Farm, near Ashbourne, Derbyshire, where students will take part in classroom and outdoor activities. Richard John, Head of Centre for Events Professional Development at University of Derby Corporate, said: “In the events industry leadership skills are key to a successful operation; from

supervising your teams on the ground to developing effective processes to ensure venues are running safely, efficiently and profitably. “This course will enable successful managers to develop self-awareness, as well as practical leadership skills and attitudes, giving them the confidence to motivate and empower their team so that they have more time to focus on the ‘bigger picture’. As the course is workbased, professionals and their employers will benefit immediately as any skills and techniques learnt can be directly applied to the workplace.” Tim Chambers, Showsec Operations Manager at a £1 million turnover venue, was one of the first to successfully complete the course, which was originally

aimed at Showsec employees. He said: “My professional development was centred on moving out of my comfort zone and specialising in Arena venue operations and outdoor events. “The course has helped me make more informed decisions and improved my management style so I’m more adaptive to individuals’ needs. Recognising my own strengths and weaknesses has made me a more conscientious person and improved my organisational skills.” Those successfully completing the course will gain a Certificate of Continuing Professional Development, a Level 4 qualification bearing 40 credits at university level. n For further information call 0800 678 3311 or visit www.derby.ac.uk/corporate/ manager-leader

Ferno launches evacuation audit service for property manager and FM professionals Ferno, the world leading manufacturer of medical equipment to the emergency services, has launched a new consulting service to ensure companies keep their people safe in the event of an emergency evacuation. Simon Shepherd, commercial director, said: “A significant number of Ferno customers operating across a whole range of industries and sectors are struggling with new health and safety legislation such as the Equality Act 2010 and the fire safety Regulatory Reform Order 2005. “These two major changes in law mean companies have to take responsibility for the evacuation of everyone on their site, whether they are employees, visitors or contractors, and that particular attention needs to be paid to procedures for disabled, injured or unwell persons. As a result we have developed an Evacuation

Audit service which helps companies understand what measures they must put in place to quickly and safely evacuate a building and comply with regulations.” The Ferno Evacuation Audit is a new form of risk assessment which considers all aspects of an emergency evacuation including the management of disabled

people, treating the injured, the effects of smoke, lighting and crowd control. Buildings which have to comply with the new legislation include offices and shops, factories and warehouses, residential care and educational premises, theatres, cinemas, healthcare and transport premises and places of assembly – large or small. Mr Shepherd said: “Our work with the emergency services means that our staff are experts in all aspects of emergency evacuation planning. A Ferno Evacuation Audit ensures that companies meet all their obligations under existing legislation.” Ferno, which has been trading for 40 years, is recognised as the global leader in the manufacture and distribution of emergency patient-handling equipment and mortuary products and exports to more than 95 countries worldwide.

Martin Scott, Exhibition Sales Director, said, “We expect The Cleaning Show 2013 to attract a record breaking number of visitors and exhibitors and with The International Materials Handling Exhibition running alongside the show, a huge increase in visitor numbers from the warehouse sector is assured. Exhibitors have one opportunity every two years to get their products in front of a massive buying audience – and they are certainly grasping this opportunity with both hands.” Paul Thrupp, Director of Cleaning at OCS Group UK, adds, “The Cleaning Show is a must for our 2013 calendar.

14

Having visited the exhibition in previous years, it gives us the opportunity to see the huge number of new and innovative products and services that are on offer. We would not miss the UK’s premier cleaning exhibition as it provides great value to our business.” Highlights of the new features and attractions include: Innovation Zone and Awards The Cleaning Show Innovation Awards have continued to grow in stature and, for the first time, finalists will be featured in a new Innovation Zone. Exhibitors will be able to upload innovations onto the show’s website and entrants can win either their sector or the overall award. There will be nine different sectors in all as well as a “Best New Idea Award.” Green Equipment and Services Pavilion The Green Equipment and Services Pavilion will comprise a number of products and services from different companies, all developed to promote environmentally sensitive cleaning practises. GRAND ENTRANCE

ACCESS CONTROL 16

Grand entrance Keith Parry, Divisional Sales Manager at Alpro Architectural Hardware, considers access control needs at further education sites and reviews recent Alpro installations.

Autumn 2012 Campus Estate Management

T

he range of access control products required by facility managers at academic institutions is not only dependent on the profile of the student population but also on campus type. Clearly, a ‘red brick’ university of the 1970s created on a greenfield site or a modern piece of architecture is going to have different needs from an Edwardian façade in London’s Regent Street. Recent installations of Alpro equipment have ranged from use of electric bolts at the University of Westminster’s headquarters in the West End of London to use of transom door closers at the University of Portsmouth. The Regent Street site was built in 1911 while the Portsmouth site gained university status in 1992 and many of the buildings date from this time. The Westminster campus faces onto a street that was designed by John Nash (architect to George IV) and where every single structure is protected as a listed building at Grade II status or above. Installers working in historic buildings appreciate that the flexibility of the Alpro 12vDC stainless steel electric bolt and strike plate assemblies means that they can be fitted in the door frame or on the door itself with the option of a dress plate for covering the aluminium faceplate. Facilities managers can set the auto relock function for 0, 3, 6 or 9 seconds and installers can use a chromate steel surface mounting kit where required. These features mean that end-users have maximum ability to ensure that doors of all types which are already in situ and have proved acceptable to planning authorities in terms of architectural integrity can be secured. Access control equipment that necessitates use of inappropriate doors at historic sites can do a lot more than spoil a tourist’s photograph; it can undermine the aesthetic integrity of a whole neighbourhood. At the University of Westminster, the flexible settings accommodate different types of usage on weekdays and at weekends both during term time and vacations. The Regent Street site has a ramped entrance and stair climbers, and the Alpro units have been installed in compliance with the Disability and Discrimination Act 2004. The Alpo bolts and strike plates are protecting a building which houses the Vice Chancellor’s office, the school of social sciences and the departments of humanities and languages. The Regent Street premises have been a centre for public education since 1840. By contrast, the University of Portsmouth gained university status in 1992. While part of the campus g

is integrated into the town’s civic buildings and the university has become integrated with much older vocational colleges attached to the nearby dockyards, the highlights of the two Portsmouth campuses are a £9m dental academy which opened only this year, a virtual reality centre and an ultra-modern ‘green’ library extension with sustainability features such as roof light maximisation and natural ventilation. At Portsmouth, Alpro worked with installers and fabricators DWP Glazing Systems to implement transom closers. The overhead closers are a means of hydraulically controlling the opening and closing of aluminium doors and can have light, medium or heavy spring strengths to suit type of usage, with a 90 degree holdopen option. Even within these three weight categories, the latching and closing force of the units can be finetuned with use of adjustment screws. Gosport-based DWP are a leading manufacturer and integrator with a 25-year track record and prestigious portfolio in window and access control products. DWP use these closers extensively and their clients benefit from durability which has been tested independently at 250,000 double-action cycles to EN 1154, performance that means disruption to campus life through maintenance and replacement is minimal. Transom closers are well suited to use at universities and colleges since alternative options such as spring hinges and floor springs present problems in terms of lack of adjustment flexibility which is crucial for a student population. As with the electric bolts used at Westminster, the transom door closers can be installed discreetly and are based on a design which allows them to be contained within the transom header bar of the door. The concealed operation has lent itself to the emphasis on architectural integrity

18

at Portsmouth with new buildings being entered for architectural awards and the library extension receiving a BREEAM rating of ‘Very Good’. Being able to use Alpro’s transom closers within doors that have first-rate thermal characteristics has contributed to the University of Portsmouth’s commitment to minimising its carbon footprint. The Times has rated the University of Portsmouth as the fifth-best modern university in the UK. Its impressive alumni include Turner Prize-winner Grayson Perry, astronaut Timothy Peake and BBC television presenter Ben Fogle. The current student population is over 21,000. The University of Westminster is of a similar size with 20,000 students from 150 countries and is recognised for excellence in both undergraduate achievement and research work across art and design, electronic engineering and the media. Former students of the University of Westminster include fashion designer Vivienne Westwood, sculptor Sir Anthony Caro and pop musician Charlie Watts. Alpro Architectural Hardware are

PARKING SOLUTIONS

Just the ticket Ontime’s new parking service makes sense of the freedoms act for Campus Estate Managers

Ontime’s ntrained teams are available for “boots on the ground” regular patrol and reporting services

“Our experience as a parking business is helped considerably by our organisation’s experience of vehicle movement, parking control and rescue and recovery operations” 20

A

s a division of Ontime Automotive, itself owned by global giant the Bidvest Group, Ontime’s Parking Solutions Division benefits from an infrastructure that ranges from a vehicle decant facility which can house up to 1000 cars, to a bespoke management system providing real-time contact with field staff. Ontime Parking Solutions provides a comprehensive range of services, many of which are immediately identifiable as of interest to campus estate management, including: n Site Evaluation and Planning Service n Permit Design and Management n Signage n Bay Marking and Numbering n Regular Patrols n Ticket Issue n Visitor Parking Schemes n Client Reports

Autumn 2012 Campus Estate Management

The Ontime business has operating divisions specialising in other relevant activities such as Rescue and Recovery and Specialist Transport Operations which handle deliveries of everything from new high value vehicles to raceready performance cars, highly-prized classic cars and even one off deliveries for events and movies. The company’s expertise covers all manner of vehicle movement from mass deliveries of quality marques such as BMW to the removal of a lone, abandoned car. For parking controls on private land, the business offers rapid action when necessary, management and enforcement as required and a portfolio of solid experience which would be hard to equal. Since the introduction of the Freedom Act, which radically altered the sanctions available on private property, the knowledge and experience available from Ontime Parking Services has increased exponentially in value to site and premises managers. When discussing a new site or reassessing the requirements for existing parking, Ontime’s Parking Solutions Division can advise on the workings of the act and even help to research whatever local by-laws come into play. Three key elements of the act need a full understanding in order to provide a comprehensive parking scheme that conforms to the law, whilst dealing with the problem of unauthorised or

abandoned vehicles or persistent rogue parkers. Section 54 deals with clamping and immobilisation, section 55 with the power to remove vehicles from private land, while section 56 and schedule 4 address the ability of private landlords to pursue what is known as ‘keeper liability’ in relation to the payment of unpaid parking charges. Whilst the changes in the law have quite rightly removed the menace of ‘cowboy clampers’ they have created a minefield of complex rules which, as Ontime Automotive’s Parking Division knows only too well, are often not understood, even by the police. The company has focused on a range of services designed specifically to help individuals such as campus estate managers to cope with the effects of the new Act, remaining inside the law whilst operating fair but firm management

policies. The bill became law on 1st October and the company envisages potential problems for the owners of private car parking ranging from standards of signage through to implementation of complete visitor parking schemes. Parking Services Director Eddie Lewis says that Ontime’s approach is to provide a comprehensive service that is tailor-made to the client’s individual requirements. “Our experience as a parking business is helped considerably by our organisation’s experience of vehicle movement, parking control and rescue and recovery operations”, he comments. “We’re adding to that with trained teams available as ‘boots on the ground’ for regular patrols and reporting which can be based on daily, weekly or monthly visits. We understand that every site has its own characteristics, in particular each

client has a different view on how they want the site enforced and resident’s requirements vary across facilities such as disabled parking, motorcycle bays, loading areas and so on. We will offer a fully managed ticket process including the ability to accept payments, issue notices for non-payment and engage bailiff services or prepare court cases”. Ontime Parking Solutions aims to deliver a service that is either costneutral or revenue generating and will cover all the following elements; site evaluation and planning; permit design and management; signage consistent with the British Parking Association code of conduct; bay marking and numbering; patrolling and ticketing. In addition clients may opt for a visitor parking scheme with a number of optional methods available. It is expected that scratch card parking vouchers or dedicated permit schemes g

Ontime’s new parking service will cover site evaulation and planning, permit design and management, signage, bay marking and numbering as well as patrolling and ticketing

Campus Estate Management Autumn 2012 21

will be the most popular. Where appeals are made on enforcement Ontime will use an independent body to arbitrate. Eddie Lewis says the service is supported by a smooth back-office operation with a dedicated reporting service so that clients are up-to-date on ticketing levels, payment records and visit reports. “The new law means that landlords can now neither clamp nor remove vehicles from private parking areas and this includes local authority owned land. With these options removed it is increasingly important that there are clearly defined, properly signed and well managed parking schemes in place to maintain access for delivery and emergency vehicles and to guarantee parking rights for residents and other legitimate users. We offer clients a bespoke service that is flexible, efficient and may even generate revenue”. Recent experience at a number of sites in Greater London, for example, where Ontime Automotive’s Parking Division has been liaising between Housing Associations, resident’s groups, the Police and the Directors of a major car club and car sharing organisation show that the principled objectives embodied by the new act can have some unintended consequences. Most obvious is that many people do not fully understand the changes in the law. In these cases Ontime’s Parking Division is able to clarify the regulations and also explain the operating guidelines of the British Parking Association, of which it is a member to produce a clear policy that also protects the position of site owners / managers and the interests of motorists who are parking within their rights. “The current position can be something of a minefield for estate managers” concludes Eddie Lewis, “and the last thing they want is lack of clarity. We understand the law, how it applies to the rogue parkers and miscreants and what are the best, legal practices to ensure the efficient operation of car parks on private land.” Every situation is different and our approach is to provide a bespoke solution specifically tailored to suit the needs of the client.” n For further information please visit www. ontime-auto.com

STUDENT SECURITY

A

student union environment needs to be safe and secure, but it’s also important that staff can build a strong rapport and relate with the students they work with. Showsec provides security and crowd management at students unions across the UK, bringing skills and economic opportunities for both the student and student union, whilst ensuring the safety of thousands of young adults at a range of club nights and live entertainment each week. Like many jobs in the student union,

24

a percentage of Showsec’s SIA and stewarding roles are also filled by the student population, with a key part of the company’s business model aimed at putting money back into the student economy. The company continuously develops modern safety procedures and push for new solutions and ideas, which has seen Showsec become the preferred supplier for over 20 student unions, including Cardiff, Nottingham, Preston, Reading, Leicester’s joint venue with the O2 Academy, and Lincoln University’s 1,800-capacity Engine Shed.

Autumn 2012 Campus Estate Management

23-year-old Kayleigh Smith has been working with Showsec for five years alongside her studies in Event Management at the University of Wales Institute Cardiff (UWIC). “I first heard about Showsec through a friend, and after doing some research about the company, it seemed like the perfect job which would not only compliment by Event Management degree, but be flexible to fit in alongside my studies. I’ve always loved working and interacting with people, and a key part of Showsec’s service is not only ensuring safety, but making sure

everyone has a good time through our strong customer service. “This summer I’ve had once in a lifetime opportunities to work at unique one off events in London such as BT London Live, as well as venue work at my local venue, Cardiff University Student Union. The same principles apply in terms of the delivery of our services, but we adapt our approach to suit the individual environment and demographic behaviour. The same people return to student unions every week, so it’s important to build a mutual respect between our team and

the students, in line with the venue’s expectations.” Education and training remains a core part of Showsec’s internal structure, partnering with higher education establishments such as the University of Derby Corporate, and being recognised by awarding bodies. The company ensures progression is available for all. Student unions host sell out gigs and popular bands that draw in the crowds, and SU managers look to Showsec to ensure their audience’s safety at their gigs. Working with the managers, Showsec tailors its services to the

demographic and venue’s requirements, aware that every gig is different. Nottingham-based mature student Sarah Pickford, 39, has been working with Showsec for five years whilst studying for a Level 2 BTEC qualification in IT. Her experience extends from local family events such as Nottingham Goose Fair, to festivals including Download and Creamfields, and student events taking place at Nottingham’s Capital FM Arena. She explains the company’s approach: “Showsec’s main policy is that every student should be treated the same, g regardless of typographical background.

Also, for many students, this is the first time they have been away from home, with new found freedom and finances, at least at the beginning of the year. We ensure that this is taken into account, sensitive to the fact that students are adjusting to a new environment. “Since working with Showsec I’ve become more out-going, transferring my improved communication skills from the work place back to my studies.” Showsec’s blended learning techniques, which combine online modules with class room based learning from experienced practitioners within the industry, equip staff with the relevant skills and knowledge required for each event, plus offer flexibility for those looking to integrate personal development with existing career schedules. This year the company introduced a new online e-learning platform with 60 training modules, including specific anti-terrorist security knowledge for

26

staff working on the Queens Diamond Jubilee celebrations in London and Olympic music events in Hyde Park and Victoria Park. The e-learning platform gave Showsec the ability to recruit and train 1,500 new staff required for large events through the summer, at multiple geographic locations across the UK. 22 year-old IT student Reece Osbourne has worked with Showsec for 18 months, and finds the company’s blended learning approach a good way to “top up knowledge”. “Showsec’s e-learning modules enable you to learn new things which go beyond the experience gained on site. This year I worked at events including Lovebox, Wireless and Bloodstock Festival, as well as venue work back at my local Nottingham student union. The modules are there to help us prepare for the crowd’s needs, and being a student myself, I can relate. “Having the flexibility to study as well as work is important, and my

Autumn 2012 Campus Estate Management

job enables me to progress both educationally and professionally. Plus, with initiatives such as the Management Development Programme, there are always opportunities at Showsec to keep bettering yourself.” Showsec’s Management Development Programme was introduced in 2008 in partnership with the University of Derby Corporate as a bespoke, in-house educational programme. It offers practical crowd management and security knowledge and skills, combining operational experiences, mentoring, online modules and classroom sessions delivered by experienced practitioners within the industry. The programme has passed several Management Development Associates over the past five years, all moving into new management and operational roles within the company. n For further information please visit

W

ith the new academic year underway, students at Oxford Brookes University have been settling into two new accommodation blocks completed this summer to provide them with state of the art facilities. Home to some of the 18,000 students currently enrolled at Oxford Brookes, the new accommodation is part of a wider redevelopment project

28

to provide a high-quality living and learning experience to students. As part of the project, leading energy company npower successfully completed a major mechanical and electrical installation for the two new blocks. Consisting of 318 bedrooms, the new residences contain modern building systems for safety and security, together with the latest technology to aid energy efficiency. As well as improving facilities

Autumn 2012 Campus Estate Management

for current students and being a significant draw for future applicants, the new accommodation should provide significant long-term savings for the University through reduced energy and maintenance bills. To achieve this, npower worked to specifications from Oxford Brookes’ consultants, Couch Perry & Wilkes, to design, build and install all the mechanical and electrical systems, including heating, lighting, power,

water, data, plumbing, sanitary, fire and security systems and access control. Energy efficiency was a key priority for the project, not only to save energy and reduce associated carbon emissions and costs, but also to create a clean, comfortable and modern living environment for students. Work began in August 2011 with the construction of an Energy Centre. Designed as a hub for all the heat creation and distribution for the two

blocks, it contains a combined heat and power (CHP) plant. The CHP plant reduces energy usage by providing usable heat as a by-product of electricity generation, therefore reducing the amount of energy required from a supplier. The plant was designed to have the capacity to generate electricity and heat for other areas of the university, such as the leisure centre in the future, resulting in further energy and cost savings in the longer term. As well as the CHP plant, the accommodation incorporates a number of intelligent systems, such as passive infrared (PIR) radiators, designed to help avoid energy waste and suit the student lifestyle offering swift and flexible activation for example, should a student be out all day but studying into the night. PIR radiators are motion-activated, so can be automatically switched on and off when a room is occupied or vacated. The radiators are one and a half times the size of average radiators and are supplied by a special under floor pipein-pipe system which allows water up to 65°C to pass though. These measures allow the radiators to heat up more efficiently on activation. LED lights, which use less energy and have a significantly longer lifespan when compared to regular light bulbs, have also been used both internally and externally across the blocks, and smart meters installed will allow both students and the university to monitor energy consumption. David Molde, senior contracts manager at npower, comments: “The unique nature of a university means that an innovative approach is needed to ensure it succeeds in improving energy performance and providing students with high class accommodation. “The benefits will be felt by the students immediately as they enjoy modern facilities specifically suited to their lifestyle but we also believe that this g work will have a long-term impact. By

Campus Estate Management Autumn 2012 29

installing energy efficient technology, such as smart meters, it is hoped students will consider their energy use more carefully and energy efficiency will become second nature.” In addition, the accommodation blocks are home to a ‘green roof’ made of grass and small plants. The roofs provide both thermal and sound insulation, and also have an extended lifespan compared to traditional roofs as the vegetation absorbs water and protects the waterproofing membranes below. Another feature of the development is its new key card entry system designed to improve security for students. The key cards are used to gain entry to the main building and individual rooms but also to access storage space in communal areas, helping to keep private possessions safe even in shared living conditions. To suit versatile, modern working arrangements, Wi-Fi and data points have also been installed in every room. David Molde added: “Negotiating

30

tight budgets in the education sector can mean plans for large scale building renovation and refurbishment work are put on hold. Oxford Brookes is an example of an institution that has recognised the wider importance to current and prospective students of providing excellent facilities but also the long-term financial benefits this kind of investment can result in. “This is further evidence of npower’s

Autumn 2012 Campus Estate Management

successful work with leading universities. This expertise and experience has ensured the delivery of modern, secure, energy efficient accommodation which is benefiting the likes of Oxford Brookes University, Aston University and students for years to come.” n For more information please visit
