W

e live in a very different world today - a world of risks, a fast changing world and looking ahead, such changes and risks will continue. I call it “the new normal” since this is expected to be the basis going forward.

The Economy We have a completely changed world economy today, with repeated budget cuts in many countries having put our customers under pressure in recent years, especially in certain vertical sectors, yet higher spending in other areas. For example, we have experienced major changes in defense budgets, not only in the US but also across Europe. At the same time, we have seen higher security investments in Latin America, India and China. Now the US economy is gaining momentum, Europe has stabilized, and it seems the worst is behind us for now. Speaking of China, we see changes in the positions of the world’s leading economies, with China expected to take over as number one within the next decade. This increases the importance and influence of the entire Asia Pacific region. Our nations are no longer isolated entities: one country’s economic events can cascade into others – our fates are connected more than ever before.

Since 9/11, security and public safety concerns have of course been a big focus in the US, and increasingly overseas. On every continent public safety has become a more important concern during the past decade. Motivating incidences include terrorist attacks in Boston, London, Madrid, and tumult during the cascading ‘Arab Spring’ where democratic uprisings arose independently to spread across nations. According to an October 2013 report, ‘Attacks and fatalities soared to a record high in 2012. More than 8,500 terrorist attacks killed nearly 15,500 people as violence tore through Africa, Asia and the Middle East, according to the National Consortium for the Study of Terrorism and Responses to Terrorism. That’s a 69% rise in attacks and an 89% jump in fatalities from 2011, according to START, one of the world’s leading terrorismtrackers.’

Climate Our world today also has an increased focus on climate change issues, including how to monitor and tackle severe storms, more hurricanes than ever, flooding and other kinds of extreme weather. Video surveillance is proving to be an operational tool for monitoring and alerting, aiding response, measuring and tracking the effects.

We also see a change in the direction of improved security systems to protect infrastructure, energy supplies and natural resources.

Technology We are involved with constantly changing technological developments through emerging innovations such as biometrics; panoramic, high-resolution and thermal cameras; edge device storage; cloud computing; RFID and video analytics. Much of this is thanks to the convergence of IP networking as the core infrastructure of every new installation. Politics We see political changes in many markets. Elections affect economic policies, government funding, and investment confidence. Politics can influence the degree of regulatory requirements with regard to increased security and a growing harmonization of policies, along with stricter laws on data usage and access. This is indeed affecting our industry. Political unrest also affects public and personal safety, feeds vandalism or even terrorism, creating the need for intensified safety and security measures.

Life is Change – Risk and Opportunity Our world is indeed changing. Moreover, we are part of what has been named a ‘Risk Society’. Ulrich Beck, who holds a professorship at Munich University and at the London School of Economics, defines ‘Risk Society’ as a term to describe the manner in which modern society organizes in response to risk. That includes all kinds of insecurities induced by modernization: linked economies, political inter-dependencies, the growing importance of technology, and climate changes as outlined above. However, risks and changes are not the same as failure. A changing world is also a world of new opportunities. It is our job together to spot those opportunities and turn them into business. This is how we can collaborate. I am convinced that we are capable of adapting to and exploiting the megatrends changing our world. This is why open platform video management software (VMS) is becoming so important to so many people. Today, we know that video surveillance is about so much more than just security. Our partners attest from daily experiences with customer installations that for many companies surveillance has become an integrated and logical part of the daily business process. For example, in the areas of production, warehousing, shipping and other kinds of asset monitoring or process control, video is a central function for improved quality and efficiency. We see that our surveillance technology is very helpful when it comes to assisting with environmental regulations and other compliance matters for businesses and institutions, such as safety or hygiene procedures. Our aging population is driving demand for call alert systems and expanded alarm

monitoring, as well. Hospitals are discovering video is a tool for better patient care around the clock. So, there is indeed a growing market of opportunities out there with open platform IP video management technology and integrations. According to the market analyst institute IHS Inc. (formerly IMS Research), the IP-based video surveillance market is expected to double in size between 2012 and 2017. This will expand the market from $4.8 to $13 billion. Or put another way, by more than 170% - astounding! You have to agree that a radical and pervasive change is happening in our lives. As a matter of fact, we are in the midst of a revolution. Milestone plans to continue to lead in market development - and we have a proven record of doing so. Analog equipment purchases still account for around 50% of the security market today but just think: this means that half of the people are installing outdated technology for business use that they don’t even have at home anymore! Everyone uses IP technology in their personal lives now. Its advantages are made clear in our daily lives, and we come to expect those whether at play or work.

Growth Does Not Occur by Chance Yet growth is not something that just happens! We know that growth is the result of forces working together with the open platform – which you could say is a commitment to change: embracing the chances to make opportunities happen. Allcooper confirm acquisition of south east based security installers

L

eading fire and security specialists Allcooper, are delighted to announce the acquisition of Cambridge based security installers Meridian Surveillance Systems Ltd. Meridian is a well-established provider of CCTV and access control systems, delivering installation and maintenance services to the commercial security market. Its extensive industry experience has helped the company to develop a diverse range of customers across the South East of the UK, including several multi-national organisations. The acquisition brings a number of sizable maintenance contracts to Allcooper, as well as access to a myriad of prestigious customers within London and the surrounding areas. This, along with Meridian’s earned reputation for delivering a reliable and personal service to its customers made it the perfect fit for Allcooper’s board of directors, who were delighted to have completed the deal in August 2013. It represents an exciting step for the Gloucester based company, and is the latest acquisition made by the family-run business, founded by father and son duo Gary and Gerard Cooper over twenty five years ago. In that time, Allcooper has gone from strength to strength and now supports over 5,000 commercial and domestic customers with their security and safety needs.

Sunny project to help improve effectiveness of EU border security A new European Research Project, co-funded by the European Commission has been launched to enhance the effectiveness of border surveillance activities at the external borders. The Smart UNattended airborne sensor Network for detection of vessels used for cross border crime and irregular entrY (SUNNY) project will run for 42 months contributing towards achieving the objectives of the European Border Surveillance System (EUROSUR). The SUNNY project will develop affordable and interoperable technical capabilities, in particular for detecting and tracking small vessels used by migrants and drug smugglers. Rory Doyle, Deputy Research Director at BMT Group and SUNNY Project Co-ordinator comments: “The sheer scale and remoteness of some of the border areas (on land and over sea) presents a complex challenge for national authorities. This challenge is intensified due to the insufficient resources that are available to cope with such tasks and achieve the desired levels of effectiveness. By improving sensor and data transmission capacities, as well as real time data processing capabilities, the SUNNY project will help to overcome these challenges.” SUNNY will define new tools for collecting real time information in operational scenarios with much of the development work concentrating on on-board processing and communications to improve efficiency

and reduce cost. With 18 partners, SUNNY represents a step beyond existing research projects due to the following main features: •A two-tier UAV (Unmanned Aerial Vehicle) sensor network will be developed in order to test both large field and focused surveillance capabilities for a potential future use of UAVs once they are allowed to fly in non-segregated airspace. •N ovel sensors and on-board processing generation where the focus will be on developing and integrating sensors of low weight, low cost, high resolution that can operate under variable conditions such as darkness, snow, and rain. •T he exploitation and adaptation of emerging standard wireless technologies and architectures to contribute towards defining European-wide standards. Existing technologies such as IEEE 802.11a/g/n, IEEE 802.11p, DVB-T2, Mobile WiMAX, LTE, and Wi-Fi@700MHz will be considered due to their low cost and advantageous features. Rory Doyle continues: “Through the SUNNY project we want to not only improve the effectiveness of the current airborne sensors, but provide a more integrated approach to the technologies being used and the communications required. As such, this will further equip the EU and its Member States with enhanced tools to protect the external borders and prevent cross-border crimes.” n

Putting security to the test Adams Rite, part of ASSA ABLOY Security Solutions, has worked together with HW Architectural (HWA), based in Brighouse West Yorkshire, to produce a doorset suitable for some of the toughest building environments, having been certified to the British Standard PAS 24. The rigorous testing process, which took place in the ASSA ABLOY UKAS accredited test lab, provided the benchmarks to show the doorset offers ‘Enhanced Security’, and therefore has the capability to withstand sustained aggressive usage within social housing and public buildings. Fitted with Adams Rite’s innovative anti-snap cylinder, HWA’s doorset can now meet with the growing preference among those specifying for social housing and public buildings – such as hospitals and schools –certified to PAS 24. Having undergone timed manual attacking methods, hard and soft body impact tests, and mechanical load testing to its hinges and locking points to be successfully certified to PAS24, the doorset also fulfills the requirements under the Police Preferred Specification scheme, Secured by Design. Gareth Dobson, Associate Director for HW Architectural, attended the testing process. Criminal ‘outfoxed’ by Raytec IR and BBC wildlife cam A BBC wildlife project got more than it bargained for, when Raytec Infra-Red lighting helped to capture an intruder live-in-act, in the middle of the night. The CCTV system belongs to BBC wildlife presenter Simon King, and was installed as part of a ‘Fox Family Cam’ project, designed to film a family of foxes living in London and stream live video 24-hours-a-day to King’s website. However, on 12th January at 3.46am in Herne Hill, South London, images captured under Raytec Infra-Red lighting, showed a man climbing over a fence, trying to enter a shed and escaping across a back garden. Metropolitan Police are looking to speak to the man captured in the footage, which coincided with a burglary at a neighbouring house in the early hours of the same day. The integrated CCTV system includes Raytec InfraRed lighting, an Axis PTZ HD camera and i-Catcher video management system from i-Code. The CCTV system is one of a number of wildlife-spotting feeds maintained by

King, also including ‘River Cam’ and ‘Badger Fox Feeder Cam’. Invisible to the human eye, the intruder was unaware that he was being watched under Infra-Red. The powerful IR provides crystal clear, even illumination allowing the camera to generate excellent high definition black and white images in total darkness. ublin City Council vision for Dublin is to make it a city where people of all ages and abilities have the confidence, incentive and facilities to cycle. Numerous on road cycle lanes have been incorporated into designs for Quality Bus Corridors (QBCs) as well as a mix of on road and off road cycle routes. However, in 2010 Dublin City Council, with funding from the Department of Transport, began work on a new way of providing cycle facilities. The Canal Way cycle route is an ambitious plan to provide an off road, mainly segregated 2 way Cycle Route, along the two canals which encircle the centre of Dublin. The Royal Canal on the Northside of the liffey and the Grand Canal on the South with the link between the two being the iconic Samuel Beckett Bridge.

3.6 km of phase 1 of the project was opened in 2012 with phases 2 and 3 now moving from design to Construction over 2014. These canals stretches a combined distance of 275kms from Dublin through the midlands of Ireland to the Shannon river, and some cycle routes have already been provided along the length of the canals with more in design. The route has been designed to separate the cyclists from general traffic and pedestrians by providing kerbs along the cycle path. Hence, it is not a shared pedestrian and cycle route. This means, that cyclists are treated in the same fashion as any other stream of traffic. This route is designed to be used by everyone from novice cyclists to the commuter cyclist. Because of the scenic nature of the route it is used

as much at the weekend as during the week. It provides an important commuter cycle route from the main radial routes into the Docklands area - which is home to major Financial Services companies and a number of IT companies such as Google. It also links six Dublin Bike stations, making use of this route very easy for both workers and tourists alike. The requirements to treat the route as a separate traffic route along its length and not share its facilities meant that the standard approach which DCC used on Quality Bus Corridors (QBC) was adopted. Namely, along its length any existing traffic signals should be upgraded and separate bicycle detection was required at each junction. As a sign of this, no cyclist buttons are used along its length. and stop-line Video detection are used. Each junction was equipped with dedicated Bicycle detection at traffic signals, separate phases for bicycles with 100 mm cycle heads and with a new type of signalling to resolve Bicycle and Pedestrian Interaction at traffic signals along the route. At each junction, CCTV was to be provided, to allow traffic management, as well as to provide an element of security. All DCC Traffic cameras are shared in real time with the Irish Police. Dublin is a radial city with multiple major traffic routes crossing the Canal Way. Hence, the issue of how best to provide for a cycle track crossing these major junctions was a major design issue. Along much of the route the Canal Way is located on the canal side, which did not have an existing continuous traffic route, and some major works had to be completed -including the provision of a boardwalk cantilevered over part of the canal - where the space on the existing path was inadequate - to avoid cycle /Pedestrian shared space.

The primary objective of the design was to ensure that cyclists would be treated in the same manner as road traffic (cars and trucks), by providing dedicated cycle phases in the traffic signal sequence or in other words Toucan crossings would not be used. However, at a number of locations no traffic signals existed at the Canal Way side of the junction and had to be installed, and in other cases the problem of fitting the Canal Way phase into an already complex sequence, was a major challenge. At each crossing point a wrap around pedestrian phase was introduced, followed by a cycle phase. In order to minimise conflict between pedestrians and cyclists, and to eliminate cyclists having to cycle over tactile paving, the waiting areas for pedestrians and cyclist were segregated. The provision of a continuous cycle track across junctions eliminates the need for tactile paving across the cycle track. The junctions on the Canal Way are predominantly four arm layouts, with heavy pedestrian, cycle and vehicle numbers in both radial and orbital directions. A 2012

count showed that during the peak hour, about 800 pedestrians and 550 cyclists use each junction. A new sequence for these junctions - called a nested Pelican - was introduced. This means that during the flashing green man, cyclists were provided with a flashing amber signal. Legislation was introduced to allow this type of operation with the legal requirement for cyclist to give way to pedestrians during this part of the sequence. The flashing amber for cyclists was then followed by a separate green cycle signal to ensure that cyclists could safely cross, even if there was heavy pedestrian flows – as is the case at many of the crossings. At each crossing point, the cycle way was provided with dedicated 100 mm signals (see image below), and in many cases, due to space constraints, the primary signal for the adjacent traffic lane was mounted on a Cantilever pole in addition to highlight the separate nature of the route Stainless steel Traffic Signal poles were used for the Cycle track arms of the junction only.

SCATS Traffic Controllers Dublin uses the Australian SCATS Adaptive traffic control system, and along this route the majority of the controllers would have already been connected to the SCATS system and as part of this project all controllers New and existing were to be added to the Fibre Optic Communications network. Therefore one of the first decisions made, was to provide longitudinal ducting along the route to allow for Fibre Optic cable to connect all of the ITS infrastructure, which is to be used on this phase and to allow for extension over all the phases of the Canal Way. Dublin City Council’s Traffic Department has installed a dedicated fibre optic network around the City with multiple separate rings radiating from the Traffic Control Centre in the City Centre, and the Canal Route was linked in to this network at a number of separate points to allow for complete dual redundancy of the solution. In total in phase 1 22 Junctions or Pedestrian Controllers were connected to this fibre network along with 16 Cameras. Most of the 240 Traffic cameras which DCC Traffic use are analogue with multiple Fibre optic networks providing the main communication

network for both CCTV and Traffic Controller Communications. At the Traffic centre the CCTV signals are split with one input going into an analogue matrix and the other being converted into an IP stream for the Secondary Digital IP matrix. This provides maximum flexibility for distribution while ensuring that the CCTV images are available at the in-station without any compression loss and simplifying network security issues by not providing IP access points at the field equipment. What was required, therefore, was a technical solution which would allow us to connect multiple CCTV and Traffic Controllers along the route, provide dual redundancy and allow us to expand the system as further parts of the Canal Way were added to the System. The solution chosen was the AMG 3700 series, which has been used extensively by DCC for a number of years, and which provides the necessary features for this project. The 3700 is configured in an 8 channel drop and insert configuration over a single Fibre providing 8 insert points along the route and providing a single CCTV input, plus a bidirectional data channel configured for RS 232 . The RS 232 is connected

directly to the Traffic controllers on the SCATS AUTC system and at the in-station, this allows connection to the SCATS Hardware via DIGI C/ Con 16 multi channel serial adaptors. Because the system provides a pointto-point channel at each location, the in-station provides 8 separate bidirectional channels with RS 232 interfaces. Enabling the Traffic controller and the CCTV to be brought back on the same system, maximises the effectiveness of the system. In addition, a 100 mbits Ethernet connection is available at each node for future use. The 3700 also provides a CWDM transmission solution which allows up to 72 analogue cameras to be collected onto a single fibre. The dual redundancy means that in case of a fibre failure or node failure, the system will immediately re-route and maintain operation. The Network Management system reports fibre failures and node failures immediately via SNMP, notifying the exact location of the problem. An added advantage of this is that the Network Management software provided for the 3700 links directly to the DCC Fault Management System allowing automatic notification and identification of faults. At each out-station the 3700 unit has provision for one standard CCTV connection and a point-to-point data channel. In Dublin, the data channel is used in a point-to-point mode to allow Traffic Signal Controller communications to the SCATS Traffic control system, thus in each ring there is provision for 8 CCTV connections and 8 RS 232 point to point connections. The 3700 series provides zero control latency and uncompressed digital transmission thus ensuring the image received at the Traffic Control centre can be used for multiple applications including video analysis. Three 8 Channel 3700 receivers were used at DCC Traffic Centre, with provision for more to be added as

required, and only three fibre cores of the fibre laid along the length of the cycle route was utilised to provide connectivity for up to 24 Cameras and 24 ( or 48 ) Traffic Controllers depending on board type.

Traffic Signals and Bicycle Counts All the junctions that are under control of the SCATS AUTC system have phase sequences that are demand dependent. Accurate detection of vehicles at these junctions is essential, both to demand the correct phase, and to provide the AUTC system with the correct detection information to maximise the performance of the junction - and optimise traffic flow. Accurate and reliable detection facilitates collection of real time information for developing models for cyclists, and as this route is segregated it provides very accurate data. The detection of cars and other large road vehicles is a tried and

proven technology but the reliable detection of bicycles is more difficult. However, bicycle rims lend themselves well to detection by inductive loop detectors as the rim is close to the ground where the loop wires are. In the design of the Canal Way signalised junctions, a decision was made to make the bicycle phase demand dependant, and vehicle actuated. The provision of loop detection connected to the Traffic controller also provides for accurate real time counts of bicycles and access to this data both in real time and using the integrated reporting tools in the SCATS system. A diagonal quadrupole loop configuration was used which is designed to have the loop at an angle, across the width of the cycle lane, ensuring reliable detection. In practice this has proven to be the case, with measured 100% detection when the bicycle crosses the loop. In order to detect carbon fibre bicycle wheels, inductive loop

detection is supplemented with above ground video detection that utilises a stereoscopic video camera to eliminate false detection from objects moving close to the ground. These units are designed for above ground pedestrian presence detection. In practice it was found that they could successfully detect bicycles in a 3m2 detection zone at the bicycle stop line, whilst their directional qualities avoided the detection of pedestrians crossing at the bicycle stop line. Table 1 is an extract from SCATS Data and shows that the peak hour traffic volumes have not reduced as a result of introducing the cyclist phase in the signals sequence. In addition, the lane capacity, as calculated by the SCATS system, has not decreased due to introduction of the cycling facility, with lane capacities varying from 1420 to 1620 vehicles per lane per hour. Monitoring Sections of the route became available to cyclists from the autumn of 2011 and the route was fully opened on 22nd March 2012. Since then, the daily average has shown over 3,000 cyclists using this route with a 22% increase in 2013. The operation of the nested pelican signal sequence is new to Ireland. As a result, in addition to standard road safety audits an additional safety assessment (Project Report CPR2044) was carried out to assess the safety of the signal sequence prior to first operation. The assessment concluded that there was nothing inherently dangerous with the proposed signal sequence. However, additional monitoring was required after the junctions had been operational. Another survey (Project Report RPN2347) was carried out six months after opening, utilising cameras to record road user behaviour, as well as a questionnaires for pedestrians and cyclists, to determine road user perception on the new junction layouts and signal sequences.

Preliminary results from this assessment suggest that over 90% of cyclists perceive the operation of the junctions to be satisfactory. In addition, over 90% of pedestrians had a preference for the new junction layout. The main reason given by 70% of those who preferred the new junction layout was that it is safer. Approximately 15% of pedestrians said they now walk more, with about 60% of those stating that it was because it felt safer. However, 10% of pedestrians interviewed considered the junction layout and signals as hard to understand. In order to gauge weekend use, results from a survey carried out on a Sunday (Project Report RPN2347) show that 57% of cyclists use the route once a week or less, while 35% of pedestrians use the route for fun. On the other hand 85% of respondents to a survey carried out on a Thursday use the route for business related activities. It has also been observed that the route is well used by Dublin Bike users showing the added value of linking the bike stations along this route.

Conclusions The first Phase of the Canal Way route has proven very popular with cyclists and has demonstrated that a high quality route will attract additional cyclists. It is also interesting to note that the existing cycle numbers on adjacent roads have remained very similar. The use of a range of ITS equipment not normally used on cycle tracks - such as CCTV, Video and Bicyle Loop detection has proved its value, and enabled the cycle route to be treated as a major traffic route. The use of multiple drop and insert Fibre optic rings has provided substantial benefits with adjacent junctions being converted from Leased line to Fibre and additional CCTV coverage provided both for safety and Traffic monitoring. Following on from this success, the next elements of the Canal Way in design, and moving to construction, will be provided with the same elements in a uniform design. n

ast year saw a big rise in integrated systems in the security sector and 2014 looks set to follow this pattern with a number of technologies and trends coming to the fore. The last few years have seen a huge shift in the integration of security, with terms such as PSIM becoming an everyday part of the security specialist’s lexicon. However the pace of change is becoming more subtle at the moment, although no less exciting

overall. With Integration of different security, and IT and buildings’ services coming together, 2014 looks set to be a year of evolution rather than revolution - which from a business point of view ideally places the industry in a strong position to maintain growth. Customers and installers have become much clearer on the types of security solution they want to use, with the desire to find the right price evenly matched by the need to find systems that offer the

best value for money and provide ongoing service and the ability to evolve and upgrade. Technologies and ideas that are fresh but can prove themselves to be cost effective and highly effective have become the real Holy Grail for security providers. So the list of trends for 2014 might not always be earth shattering, but many are quietly changing the face of the security industry and look set to become the norm in the not-toodistant future.


Near Field Communications (NFC) A technology that has been promising to do big things for some time is Near Field Communications (NFC). Whilst the technology for it has been available for some time, NFC’s success will be determined by the tipping point from the number of enabled mobile devices and the public’s willingness to use them to gain secure access to secure doorways. However the use of NFC has also been spurred on by a number of new compatible standalone locks which are especially well suited to access control using a smart device. At the moment NFC is more popular in the consumer market. For example, landlords can send a key to the smartphone of a tenant which can then be activated or revoked as necessary (without the inconveniences of having to immediately issue traditional metal keys). History has shown us that public acceptance of a technology will push its adoption in the commercial market too, as experience of the technology and trust in its ability is cemented. NFC offers exciting possibilities for securing access and the signs are that the market is poised to increase adoption very soon.

As well as ease of use and installation, cloud-based services also rapidly roll out updates (which is particularly useful in an emergency situation) ant there is no need to store large servers onsite (which could be attacked or hacked directly) – freeing space and resources. Additionally, scalability is potentially almost limitless and data can be accessed by authorised mobile users at any time.

Security Integration The momentum of security integration is unlikely to slow in 2014 – in fact it will continue to be a key market driver moving forward. The benefits are unquestionable, with the drive for efficiency savings being the core proposition. It enhances security reaction times – for instance if a door is forced the combined system will sound an alarm, lockdown key areas and direct the security team to the location of the potential incursion. Integration makes installation and upgrades easier and more cost-effective

and it makes full use of legacy and existing systems. There is a massive growth in the use of BACnet protocols as well, which are adding a new level of software integration which is helping to move away from the remaining proprietary software that was once commonplace in the security industry. There has been some debate within the security industry lately about the effectiveness and convenience of using passwords (both for physical to premises and logical access to IT systems). Integrated security systems allow authorised users to minimise the security details they have to memorise and are likely to gain further interest this year because of this advantage. The ability of integrated systems to intelligently provide access also means that workforce management is much easier using integrated security. From managing working hours to activating buildings services only when they are needed (and thus saving energy and resources), integration is providing intelligent solutions that will save real money in 2014. >

Cloud-based Security The adoption of cloud-based security is another area that has gained enormous ground in recent years and looks set to continue vehemently in 2014. It’s fair to say there were concerns over the security of using the cloud, voiced by some commentators and potential users when cloud-based access control was first muted. However, these were largely quashed by a wider acceptance of online use of services such as banking or retail, which have demonstrated that using IP needn’t compromise vital security. There are actually security benefits in that the core

The increase in mobile working and the use of smart devices will also continue to steer security demands, offering convenient and secure access to integrated systems. However mobile devices, by their highly portable nature, also pose a potential risk of unauthorised misuse. Accordingly though, mobile device manufacturers have beefed up handset security and this has offset many of the potential concerns – in some ways echoing developments in the security industry itself. Long promoted as convenient and highly secure, biometrics recently got further mainstream consumer adoption with inclusion of fingerprint readers on iPhones late last year.

Biometrics This use of biometrics has wider repercussions too. As with mobile devices, experience shows that consumer adoption helps to facilitate business use so I would expect biometrics to find even greater popularity in 2014. The quality and accuracy of biometrics have rapidly improved in recent years, moving on from fingerprint readers and now readily incorporating facial recognition (which is very well suited to ‘clean’ areas) and moving towards previously niche and more complicated systems

Like fingerprints or the shape of the human face, Heartbeat recognition readers use the electromagnetic signature of the human heart which is unique and offers an ideal way to prove identity. Rather than having to present biometric data at an access point for example, systems could be attached to the body, automatically sending approval to entry doors and allowing authorised individuals to freely move between unrestricted and restricted areas with a minimum of fuss. Good access control systems have always been as much about making life easier for authorised individuals as they have for guarding against unauthorised intruders – something which is central to the more towards biometric systems.

Security Legislation As well as the technology, legislation is moving forward to meet the demands of the security industry. In 2014 we will see the publication of IEC 60839, entitled, ‘Alarm and electronic security systems Electronic access control systems. System and components requirements’ – which aims to update the standard to take into account the latest integrated systems. It is being published at the IEC level (World standard) and also published by BSI as a EN (European) standard. As with all new standards, IEC 60839 will have a profound impact on the security industry in 2014 – pushing providers further towards modern integrated systems and ensuring that they adhere to the developing needs of all customers that rely upon them. n

Picture perfect National Portrait Gallery in London expands Dallmeier video system

ideo technology from Dallmeier has guaranteed security at the National Portrait Gallery in London for many years, and now the system has been modernised and expanded. Founded in 1856, the aim of the National Portrait Gallery in London is “to promote through the medium of portraits the appreciation and understanding of the men and women who have made and are making British history and culture, as well as the understanding of portraiture in all media”. The Gallery holds the most extensive collection of portraits in the world. The collection is displayed in London and in a number of locations around the United Kingdom, including several houses managed by the National Trust. Like other national museums, the Gallery is supported both by government and increasingly by a large number of individuals, companies and foundations, as well as by the receipts from shops, events and ticketed exhibitions. One of the most successful events

in the history of the gallery was the Lucian Freud exhibition. The Lucian Freud Portraits exhibition consisted of 130 portraits painted by the great man, borrowed from museums and private collections all over the world. Over three months, it attracted a record 248,000 visitors. But before the exhibition could be opened to such acclaim, the existing video system had to be expanded and modernised.

Latest IP HD technology The system has consisted of Dallmeier surveillance cameras and recorders for many years. Now, however, the security concept was to be expanded to encompass other areas such as the shop, entrances and lifts. Some of the existing analogue cameras were also replaced with high-resolution HD network cameras. The main objective was to improve the surveillance data available both during the Lucian Freud Portraits exhibition and main entrance points. Roger Noakes, account director with the NPG security contractor OCS, was involved from day one of

the exhibition planning, and worked closely with Adrian Jackson, Head of Visitor services and Security at the National Portrait Gallery. A trial and test of Dallmeier IP/ HD cameras in the shop area was enough to demonstrate the superior capabilities of the Dallmeier HD technology, and plans were put in place to commence with the CCTV system upgrade. Right from the beginning, everyone involved in the project was aware that there was a very tight deadline of project execution: The engineers from OCS and the IT department from the gallery would only be allowed in the exhibition areas outside of gallery opening hours and had only three days to complete all works. Taking other factors into this scenario such as re-working the IT infrastructure and cameras blending in aesthetically with the galleries, it was a great achievement when the project was turned around on time. One element that proved to be a significant advantage – and particularly in financial terms – was the flexibility of the recording equipment, the Dallmeier >

recorders already installed did not have to be replaced. They could be prepared for the HD cameras quickly and easily with a simple upgrade. This meant that the existing analogue cameras and new IP cameras could be operated in a single system without difficulty.

esearch released last year by the British Security Industry Association has highlighted the use of CCTV surveillance in the UK, and has raised important questions about the need to regulate the CCTV sector. August 2013 saw the Home Office officially introduce its Surveillance Camera Code of Practice, which provides guidance on the appropriate and effective use of surveillance camera systems by Governmentrun authorities. active part in the development of the Code, the BSIA’s CCTV section has welcomed its launch, but recent research conducted by the Association has sparked calls for the Code to be extended to cover privately-owned systems too. The BSIA’s research, released at a packed press conference in July 2013, represented the culmination of over two years’ work and has challenged the concept of ‘big brother’ style state surveillance, with new figures revealing that privatelyowned CCTV systems outnumber those operated by police and local authorities by as many as 70 to 1.

Entitled The Picture Is Not Clear: How many CCTV surveillance cameras in the UK, the report reveals the truth behind the public perception of the UK’s ‘surveillance culture’, and the vast difference between public and privatelyowned cameras highlights the fact that the government’s current regulation, whilst welcome, covers only a tiny proportion of CCTV systems, which already include the most professionally operated and tightly controlled government-run schemes. With the majority of cameras owned by the private sector, it is


private companies who are actually funding the majority of the nation’s CCTV on the basis that it delivers a clear return on investment for their business, but it is from these privately-owned systems where the majority of footage used by Police is sourced. In fact, effective CCTV schemes are an invaluable source of crime detection and evidence for the Police. For example in 2009, 95% of Scotland Yard Murder cases used CCTV footage as evidence, and the technology has played a pivotal role in solving many high-profile cases including the Jamie Bulger case, the Tonbridge depot robbery and the 7/7 London bombings. The public are also largely supportive of CCTV, with 62% wanting to see more in their local area, and as such it is

important that we, as an industry, retain their trust and confidence. Pauline Norstrom, Vice Chair of the BSIA’s CCTV section, comments: “There is a popular misconception that the camera population in the UK is owned by the Government. The BSIA statistics set the record straight once and for all. It is private businesses who own the material camera population, not the Government. Day to day, these cameras are not available to the government and law enforcement agencies; they are busy working to protect their owner’s premises. “It is only when a major crime occurs that the Police ask business owners if they have captured any footage of criminals passing through the private cameras’ field of view. Without the help of businesses

investing into their privately owned systems, the Police would only have access to the one publically owned camera per 1000 head of population. Far too few to be useful and certainly not the ‘surveillance society’ which is often portrayed in the media.” Published following the implementation of the Protection of Freedoms Act (2012), the Surveillance Camera Code of Practice acknowledges the value of CCTV systems, stating that they “contribute to public safety and security and [protect] both people and property.” Outlining the government’s intentions in releasing the Code, the Home Office states: “The purpose of the code will be to ensure that individuals and wider communities have confidence that surveillance >

cameras are deployed to protect and support them, rather than spy on them… Surveillance by consent should be regarded as analogous to policing by consent.” The code, according to the Home Office, “should apply to all surveillance camera systems in public places,” and does go on to acknowledge that “many surveillance camera systems within public places are operated by the private sector, by the third sector or by other public authorities. Informed by advice from the Surveillance Camera Commissioner, the government will keep the code under review and may in due course consider adding others to the list of relevant authorities pursuant to section 33(5)(k) of the [Protection of Freedoms] 2012 Act.” Indeed, the very definition of what constitutes a ‘public’ camera is also rather ambiguous, as the BSIA’s report highlights: “A definition of ‘public’ is difficult to determine.

Whilst a camera mounted on a pole in the centre of a high street would probably be considered ‘public’, what would the opinion be of one mounted in an entrance corridor to a school? If a camera watching merchandise in a shop views only the interior of the shop, is this also a public area, and would that opinion be different if the view included the pavement outside the window?” With so much riding on the integrity of privately-owned cameras, the extension of the Government’s Code of Practice to include these systems seems to be a logical next step, and would encourage the adoption of best practice among installers while driving standards of system selection, installation and operation. Regulation would also promote the importance of high quality systems with proper installation and setup. Acknowledging the challenges

of such a large piece of research, the report’s executive summary states: “Attempting to estimate the number of cameras has confirmed beliefs that producing an accurate estimate with available information is fraught with difficulties and any quoted figures, including those presented in this document, are open to challenge.” In a further development since the release of this research, the Home Office has appointed Antony Porter QPM LLB as the new Surveillance Camera Commissioner. After undergoing a stringent selection process, Mr. Porter’s three-year term will commence on 10th March 2014 when his predecessor, Andrew Rennison, completes his term of office. Currently serving as Vice President - Head of Physical Security Intelligence at Barclays Bank, Mr. Porter previously served in the police for 20 years, where he rose to the rank of Assistant Chief Constable within the Greater Manchester Police force, while serving as Deputy Senior National Coordinator for counter terrorism until October 2012. As the trade body representing the UK’s private security industry, the BSIA – and particularly its CCTV section – has worked closely with the Surveillance Camera Commissioner’s Office over recent years and will look forward to working closely with the new Commissioner in the future.
