The heat is on Thermal imaging cameras protect electrical substation in Stavanger, Norway
I
n modern society life without electricity is unthinkable. If we are cut off from the grid for an extended period of time this could potentially cost more than just money. With hospitals and other emergency services depending on electricity an extended power failure might cost lives. That is why the Norwegian government and energy companies like Lyse Energy have started enhancing the security at critical points in the electricity network with thermal imaging cameras. One of the locations where thermal imaging cameras were installed to enhance the perimeter protection is the Lyse Energy electrical substation at Stavanger, Norway. The company that installed the thermal cameras is Noralarm AS. This Norwegian security company is also responsible for manning the control room. “We investigated a number of different security solutions and thermal imaging is the only solution that works”, says Torje Knag, CEO of Noralarm AS. NorAlarm is one of Norway’s leading alarm and security companies and the only one in

the region with its own police and insurance-approved (FG) alarm monitoring centre operative 24/7, 365 days per year. Established in 1998 the company’s primary activities are within the supply of operational services, together with sales, design, installation and maintenance of high-tech security solutions linked to a dedicated alarm centre for the professional and private market. Ensuring continuity of power distribution through the electrical substation security is of utmost importance, to prevent damage due to vandalism or terrorist attacks. But there are other threats as well, explains Knag. “Breakdown caused by wear can be very dangerous as well, not to mention very costly. That is why we decided to include on-line thermographic monitoring in the security system. By constantly monitoring several key parts of the electrical substation we ensure that faults are detected as they develop. In that case the energy company can reroute the power through other parts of the infrastructure, to prevent immediate breakdown. This buys the repair teams some time to order parts and plan the repairs.”
This combined alarm system, including a perimeter protection intruder alarm and online thermographic temperature alarm ensures a high return on investment, according to Knag. “By combining both security and condition monitoring in one system this system has a great added value. We expect that the thermographic part of the installation can lead to a decrease in the number of breakdowns of 20%, which in turn might lead to savings in excess of 8 million Euros each year.” Other methods produce too many unwanted alarms For the perimeter protection system Noralarm AS used FLIR SRSeries thermal imaging cameras. “I have visited several other pilot projects with other intruder detection methods, such as sensor cables and visual light closed circuit television (CCTV) cameras and in my experience these technologies do not work”, adds Noralarm Sales Manager Mikke Ståhl. “Those other technologies simply produce too many unwanted alarms to function properly.” To bring the amount of unwanted alarms down to a more acceptable
level at the Lyse Energy electrical substation, Noralarm investigated the use of thermal imaging cameras instead. “Thermal imaging cameras combine really well with video analytics software compared with regular CCTV cameras”, explains Ronny Hjørnevik, Installation Manager at Noralarm. “Since thermal imaging cameras produce thermal imaging footage based on the infrared radiation emitted by the scene they provide high contrast thermal images in all conditions. No matter the weather and lighting conditions, the thermal footage will clearly show intruders in the high contrast thermal images. This gives the security system a much higher consistency in detection performance.” This combination of video analytics software with thermal imaging cameras also reduces the unwanted
alarm rate, adds Hjørnevik. “The thermal contrast between a person and his surroundings is much bigger than the color difference in most situations. So for a CCTV camera based intruder detection system to be accurate its sensitivity needs to be very high, but this leads to a large amount of unwanted alarms. Due to the high contract between an intruder and his surroundings in the thermal image the sensitivity of the detection can be set much lower for a thermal imaging based intruder detection system, leading to a much lower unwanted alarm rate.”
Extremely low unwanted alarm rate “In fact, the unwanted alarm rate at the Lyse Energy electrical substation is next to zero”, adds Ståhl. “We have performed extensive tests and in all our tests the system detected the
intruders, regardless of lighting and weather conditions. In my experience other technologies like CCTV video detection, sensor cables and such cannot reach such a low unwanted alarm rate without compromising on intruder detection. For the perimeter protection of the Lyse Energy electrical substation in Stavanger FLIR SRSeries thermal imaging cameras were used. These cameras contain an uncooled Vanadium Oxide (VOx) microbolometer detector, which in the case of the Lyse Energy substation produce thermal images at a resolution of 320x480 pixels, but FLIR also offers models with resolutions of 640x480 pixels or 160x120 pixels. To enable these cameras to cover the entire perimeter without flaw FLIR also offers a wide variety of optics. “Incorporating the cameras in a security network is relatively simple”, says Hjørnevik. “We linked the analog video output of the FLIR SR-Series cameras to video encoders which digitize the footage. Then it is sent over Ethernet to the local server, which analyses the footage and sends the footage and alarm data to the central Noralarm control room in Stavanger.”
Thermography cameras for on-line condition monitoring Apart from the thermal imaging security cameras the security system also includes thermography cameras for on-line condition monitoring. According to Ståhl, Noralarm included the thermographic temperature alarm system in the installation to increase the installation’s ‘value for money’. “We are always looking for added value in our systems and we heard that periodic maintenance inspections are performed with handheld thermal imaging cameras at the electric substation, so we decided to include on-line thermographic monitoring in our design for the security system.” The thermographic thermal >

imaging cameras included in the system are FLIR A310 thermal imaging cameras, which are mounted in a waterproof housing. These radiometric thermal imaging cameras produce thermal images at a resolution of 320x240 pixels. Each pixel in the thermal image is noncontact temperature measurement with a thermal sensitivity better than 50 mK (0.05 °C), enabling it to capture the finest image details and temperature differences. The built-in logic, memory, and data communications allow them to compare the temperatures in their images with user-defined settings, and send that data to a central monitoring station for trend analysis and alarm functions. In the case of the Lyse Energy substation in Stavanger the thermography monitoring system will automatically sound the alarm if particular areas within the thermal image reach above the previously determined threshold temperature.

Added value “The four FLIR A310 thermal imaging cameras that are incorporated in the alarm system continually monitor the critical parts of the substation”, explains Ståhl. “If any part of the monitored equipment rises above the threshold temperature an alarm will go off. The energy company can then reroute the power to prevent breakdowns and given the fact that these breakdowns cost a lot of money I think the added value of this thermographic system is definitely one of the reasons why Lyse Energy chose our security system for this substation and not one of our competitors.”

Gouda, the Netherlands – 12th February 2013: The Siqura Device Manager (SDM) from Siqura, part of TKH Security Solutions, is a software tool designed to help installers and integrators configure networked Siqura cameras and video servers. The SDM auto-detects Siqura security devices on a network, providing an intuitive management interface. Axis co-founder Martin Gren named most influential in security and fire industry The co-inventor of the IP camera and co-founder of Axis Communications, Martin Gren, has been named as the most influential person in the global security and fire industries by the international fire and security exhibition (IFSEC) with his significant influence on the industry particularly noted. Together with Carl-Axel Alm, Gren, 50, invented the world’s first IP camera in 1996 and helped Axis Communications become the global leader in networked video it is today. Since it was founded, Axis has led the worldwide convergence from analogue CCTV to digital video surveillance. Also making the list in third place is Per Björkdahl an Axis employee that works with ONVIF. The list also includes the chief executive of G4S, an Axis partner, and Microsoft’s chief security officer. The award was bestowed by IFSEC, the international fire and security exhibition which celebrates its 40th anniversary this year. With 19 years’ of engineering and entrepreneurial experience, Gren remains a member of the board of Axis AB, the Swedish parent company. Over the years, Gren has been one of the driving forces behind several of Axis’ new business and flagship products in Europe, Asia and the United
States. These have included network print servers, IBM connectivity products, ASIC’s and scan servers, as well as playing an instrumental part in Axis’ state-of-theart business, in particular its network video camera technology. Grundig’s four channel, analogue to HD-SDI converter makes analogue system upgrades more cost-effective. Grundig has added a four channel, analogue to single channel HD-SDI converter to its comprehensive HD-SDI product range. The CVBS composite video converter, GTH-C0041C, streams four analogue D1 video channels into one, Full HD, 1920 x 1080p HD-SDI video channel. The four analogue video channels can be displayed in quad format, within a single camera view of the HDSDI DVR, or each analogue channel can be displayed individually. Andreas Kronwald, product manager at Grundig, explains, “The four channel, analogue to HD-SDI converter makes upgrading existing analogue systems to HD-SDI quick, simple and cost effective. It allows installers to consider re-using existing analogue cameras and coaxial cabling within a new CCTV system, perhaps in less critical positions on-site, reducing costs. BSIA partners with Skills for Security in landmark move The British Security Industry Association (BSIA) has today announced a new partnership with Skills for Security, in a landmark move that brings the sector skills body firmly back within the remit of the industry. The move, approved by board members of both organisations, will see Skills for Security become a wholly-owned subsidiary of the BSIA, reversing the Association’s divergence from its former training body, the Security Industry Training Organisation (SITO), which facilitated the formation of Skills for Security in 2006. Skills for Security will retain its own legal identity and, as such, remains a separate company limited by guarantee. James Kelly, Chief Executive of the BSIA, cites commercial factors as the rationale behind this agreement, commenting: “Skills for Security has had some notable successes in recent years – such as training 5,300 security people in preparation for the London 2012 Olympic and Paralympic Games – and the organisation’s Directors have been considering how best to develop the business going forward, and view a partnership with the industry trade body as essential in building closer alignment to the industry.” “There are several synergies between the two organisations, including a shared history and a number of Directors in common. As such, the BSIA is considered a natural partner for Skills for Security as it looks to develop its business over the coming years.” Rather than allow it to be integrated into a wider business sphere, the BSIA has agreed to assume sole ownership of Skills for Security, which will return the sector skills body for the security industry firmly within the auspices of the industry’s trade association, as it was almost seven years ago. Importantly, this will also ensure that the industry retains control over its own training standards, particularly National Occupational Standards. The BSIA’s strong links with industry representatives is the key to both organisations’ future success, with the Association intending to leverage its existing relationships to raise the profile of Skills for Security and ensure that it retains its position as a leading training body for BSIA members, as well as the wider security sector. In a changing industry affected by developments to regulation and legislation, it has been recognised that, in recent years, Skills for Security has not
been as close to industry suppliers as it could have been. As such, this development will improve the organisation’s ability to serve the current changing market dynamics. Lord Stevens, Chairman of Skills for Security, comments: “We hope that one of the many positive results of this merger will be a significant increase in the number of BSIA members who use Skills’ resources. We see a huge potential in bringing the two organisations together, and, in keeping with the Government’s desire for improved employer engagement in skills development, believe that an independent SfS and the BSIA can together make the new joint business work very well. Vital Xtend their range Vital Technology have developed Xtend, a mobile rapid deployment CCTV and onboard video analytics tower system which provides surveillance and intelligent scene analysis at locations that are proving vulnerable to theft, trespass and vandalism. Purpose-built to cope with difficult terrain and weather conditions, this ruggedised solution incorporates a hydraulic mast (extendable to nine metres) and 360° rotation tower housed in a trailer base unit with an environmentally-friendly 3000rpm generator. Xtend is flexible according to user requirements. A common configuration is a four pan-tilt-zoom (PTZ) camera assembly which can include cameras designed for ultra low-light conditions. Customers who need to pick up heat signatures can opt for thermal imaging cameras or a combination of thermal imaging and white light units. Optical performance can be up to 36x zoom. Four, six and 18-channel variants can be supplied. Highly effective in day and night-light conditions, Xtend’s camera visibility alone can operate in excess of 100 metres, so identifying potential threats well in advance of competitive products. Customers can opt for Xtend as a mains-powered version but a common requirement is the Eco90 diesel generator version. A range of wireless solutions includes the use of 3G or satellite standards. Effective use of radio frequency communications can produce a 1km line of sight, meaning that Xtend can be deployed in remote locations. Vital are bringing Xtend to the marketplace in a technology partnership with SMC, part of onsite power equipment company ArcGen Hilta. The portability of the optical and video analytics capability of Xtend is based on SMC’s market-leading Eco90 lighting tower and trailer assembly. SMC have ensured that the system can be fully self-powered with operation on a quiet 3000Kw diesel generator which can even allow users in remote terrain to operate additional elements such as powering tools, lighting and welfare facilities. The eco-friendly Yanmar engine will power the CCTV elements of Xtend offering up to 250 hours operation on a single tank of fuel. The Eco90 trailer is the base for the hydraulicallyoperated mast which can be extended in 12 seconds and has been certified for wind stability up to 100km/hr. Xtend’s video analytics can discriminate between people, animals and vehicles using algorithms with filters on direction, pattern of movement and speed. The fact that only meaningful data (as opposed to eventless footage) is processed produces benefits in optimising use of bandwidth and storage space. Xtend can be used for many forms of perimeter protection and site surveillance. It will be of immediate interest to the events industry where security companies can optimise crowd monitoring at outdoor concerts, music festivals and carnivals as well as securing film and TV production sets.
The transport sector will benefit in terms of deterring and detecting rail cable theft, bridge suicide prevention, alerts on loitering, and securing staff and plant at motorway road works. Xtend will also be invaluable at critical national infrastructure (CNI) sites such as independent power stations and grid distribution hubs. Border agencies needing to protect temporary areas of vulnerability will be able to deploy the product rapidly. Many utility providers will benefit as Xtend can help protect the integrity of water supply as well as being used to provide surveillance of flooding. All sectors of the construction and mining industries can use the unit for both preventative surveillance and incident response. Bristol Airport Implements Critical Point Protection Solution from Navtech Radar Area where physical barriers were impossible to implement is covered 24/7, 360 degrees using sophisticated wide-area detection and monitoring solution Navtech Radar, the world’s leading designer and manufacturer of commercial millimetre wave intelligent radar solutions for outdoor commercial applications, have completed the installation of their AdvanceGuard Radar solution with witness2 intelligent software for processing and control at Bristol Airport. The new solution covers surveillance and monitoring of a Critical Point (CP) within the airport where barriers would not be practical, and where CCTV in combination with manned guarding did not provide a satisfactory response time. Hence, staff can be seen to have followed procedures because there is now a security system in place that documents that they have done so.” To provide coverage of the CP and its approaches, Navtech specified a compact, high-performance, 360 degree scanning radar sensor - the AdvanceGuard AGS800-X. This unit will scan a full 360 degree every second to a radius of 600m with a resolution of 2550cm and is capable of detecting vehicles, humans and animals in all weather conditions. The AGS800-X is housed in a lightweight, IP67-compliant enclosure and features an industry-standard interface for easy integration and use as part of a multi-radar solution Bristol Airport established a warning area around the unsecured CP designed so that any encroachment by potential intruders results in an alert being received by the operators. All potential threats within the warning area are displayed on the Sentinel user interface and are updated in real-time. Running on top of this, is a sophisticated set of direction rules, complete with geo-fenced alarm zones, which allows witness2 to generate alerts only when a threat moves into the CP from particular directions. For visual identification in case of incidents, the AdvanceGuard solution is integrated with the existing CCTV solution at Bristol airport directing an Esprit TI thermal imaging camera supplied by Pelco - part of the Schneider Electric group. Hangars on Aero-Dienst protects hangars with Panomera®

s a full-range supplier in the field of business aviation, Nurembergbased Aero-Dienst also demands the highest standards when it comes to security. That is why it is using a completely new video surveillance concept: Modern multifocal sensor systems ensure the security of all four of its hangars including the outdoor areas. Aero-Dienst has provided its customers with an extensive range of services in businessrelated aviation for over 50 years. This includes maintenance and operation as well as purchase, sales and management of business jets. Almost 300 employees look after the special requirements of their customers. Here too, the

question of security is important. “We intend to afford our customers the highest level of security when they entrust us with the care of their jets”, declares managing director Martin Bauer. Accordingly, Aero-Dienst was searching for a video surveillance system that would meet its needs – and was leaving nothing to chance in the process. A number of providers were reviewed, and no less than three test installations including cameras from various manufacturers were tried. But none of the test configurations satisfied the Nuremberg company’s requirements. “Until we saw the Panomera® from Dallmeier. This approach was really impressive”, says Martin Bauer.
A patent solution Panomera® is a “patent” solution in the true sense of the word: The new camera system, a multifocal sensor system, is not only exceptionally powerful, it has also been patented because it is unlike any other system currently available. Unlike conventional HD and megapixel cameras, which only have one lens, Panomera® functions with multiple lenses, each of which has a different focal length. With this novel sensor concept, surveillance can be ensured even for extremely large areas at the highest possible resolution to the farthest background of the area of coverage. Two Panomera® systems were installed in each hangar, in opposite corners of the structure. In order to be able to cover all possible angles, a high-resolution HD camera was
mounted in each of the other two corners. “We can have a total overview of the entire hall with no omissions using just four cameras. That is an area of well over 1,300 m2”, explains Roland Meier, the Team Leader for Panomera® Multifocal Sensor Systems at Dallmeier. All four hangars will be subject to surveillance in this way. The images are recorded in highest resolution and stored for up to 90 days on powerful video servers manufactured by Dallmeier. This will enable any incidents that occur to be reproduced and investigated subsequently as well. Andreas Bengelstorff, Head of Security / Buildings, is satisfied: “There really is not a single blind spot that we can’t see anywhere in the halls any more. This means that we can offer our customers the most comprehensive security possible. We also have a much better view of the scene ourselves, which will help us to optimise our own processes and workflows.”
More details, less cost The high resolution is not the only advantage that comes with the Dallmeier solution. “The other offers that were submitted in response to our call for tender specified the use of at least 14, or even 18 cameras in order to provide coverage of the area for which we now need just four cameras”, relates Andreas Bengelstorff. He adds: “So we also only need four installation locations, not 18. That represents an enormous saving in terms of installation, infrastructure and maintenance. Ultimately, we have decided on the solution that is not only technologically unrivalled, but also the most cost-effective.”
Good images even at night Besides the service hangars, the outside areas are also protected reliably by two Panomera® systems. Here, at 10,000m2 the coverage area is even larger! Besides the multifocal sensor systems, HD cameras with integral
IR lighting are also installed to capture the best possible images at night as well. The IR cameras from Dallmeier also have a unique feature: In contrast to conventional IR cameras, which have many small LEDs arranged in a ring around the lens, Dallmeier IR cameras have three large, high-powered LEDs. These endow the IR cameras with very high spotlight power and homogeneous illumination even in the peripheral areas. “In addition, we have been able to integrate existing cameras in the outdoor area in the new system”, adds Roland Meier.
Plans for the future The system has already proven itself in practice, and has run faultlessly since it was commissioned. Andreas Bengelstorff is satisfied: “Not only are the products great, customer support is excellent as well. This just confirms our belief that we made the right choice!” >

May the force be with you From applying security policies to DLP and effective user authentication, there are many infosecurity lessons to be learned from the classic space opera. Terry Greer-King, Check Point’s UK managing director shows how companies can avoid the Empire’s mistakes
S
tar Wars: A New Hope is more than just an epic tale of the galaxy-wide struggle between the Galactic Empire and the Rebellion, and the triumph of good over evil. It’s also a great example of how a series of basic infosecurity mistakes can cost even a massive, powerful (but evil) organisation like the Empire dearly. As the Empire’s executive leader, Darth Vader certainly didn’t lack resources. He had huge teams of trained, highly-motivated personnel at his command, not to mention some state-of-the-art security hardware. He also knew what assets needed protecting – all of which are fundamental to an effective security strategy. But ultimately, the Empire was compromised by a fatal combination of weak security policies and poor practice. It’s a

classic example of investing in a seemingly powerful security technology or product, then building policies based around that technology – rather than starting with a policy that covers what’s critical to their business, then acquiring and deploying solutions that map to it. Let’s take a look at some of the key security mistakes made by the Empire in Star Wars: A New Hope; how those mistakes were exploited; and how you can learn from them.
Locating leaks In the opening sequence of the film, Darth Vader and his Stormtroopers board a Rebellion vessel to recover intercepted blueprints of the Empire’s new terror weapon, the Death Star. So far, so good: the Empire had detected a potentially dangerous data leak, and acted swiftly to contain it.
However, the Empire’s good intentions were let down in the execution: their search of the ship was too focused. The stolen data was loaded onto a consumerized device (the droid, R2D2) which escaped the captured ship in a lifepod. Even though Imperial forces detected the lifepod’s launch, they let it go: at that time, it wasn’t a droid they were looking for. The lesson is that there are multiple vectors for data loss – USB flash drives, consumerized devices, email, IM – whether the data is Death Star schematics or customer financial data. So organisations can’t afford to focus on one possible data loss vector while ignoring another. All possible vectors should be considered, in addition to the security policies developed to cover them and the solutions that enforce those policies.
No product is infallible: not even a Death Star The intercepted blueprints were put to use by the Rebellion to create a highly targeted attack on the Empire’s main security appliance, the Death Star. However, at the Imperial board meeting convened to discuss the ramifications of the data breach, Imperial executives were more concerned with point-scoring and squabbling with each other, instead of working together to find and close off possible vulnerabilities. Darth Vader warned Admiral Motti not to be too proud of the technology the Death Star represented; and Motti retorted that Vader’s knowledge and use of The Force had not located revealed the stolen data. Vader found Motti’s lack of faith disturbing, but he should have been more concerned that the meeting failed to find a way to fix the vulnerability.
Neither had grasped the fact that it doesn’t matter how strong you believe your security infrastructure to be; there are always vulnerabilities introduced through simple human errors or poor planning. Keeping networks and data secure requires both a clear, business-led policy and coordinated effort across IT and security teams. The product alone is not enough.
Poor authentication gives access all areas When the Millennium Falcon is captured in a tractor beam and brought into the Death Star, the Empire fails to properly inspect the vessel for payloads that could present a risk. Then the rebel crew exploit the Empire’s weak visual authentication test by stealing Stormtrooper uniforms, which gives them unchallenged access to the
Death Star’s interior, networks and defence systems. These scenes highlight two very common security issues: first, without strong user authentication, it’s easy for a potential attacker to appear familiar and trustworthy. Simple visual checks (are you wearing an Imperial Stormtrooper uniform? Permission granted) are not enough. Security policies should take account of users’ credentials, and only grant access to users who can authenticate their identity, ideally with a 2-factor method. Second, it’s not appropriate to give all members of staff, contractors and third parties full access to all your network resources and data. Organisations should assess what information is business-critical, and ensure that data is only accessible by those authorised to use it. >

The dangers of BYOD Having passed the Empire’s weak authentication systems on board the Death Star, R2D2 is able access confidential data on the Death Star itself, simply by plugging into an easily accessed wall port. What’s more, R2D2 isn’t just a portable storage device, but a self-propelled, intelligent robot that could not only take data anywhere, but then use that data selectively. This creates a real BYOD (Bring Your Own Droid) problem for the Empire. Consumerization can offer benefits, but once again needs a coherent policy to control it within an organisation. The policy needs to be supported by technologies including port or device management, data encryption, and remote lock and wipe capabilities.

In conclusion, while the Empire had clear strategic goals (i.e. ruling the Galaxy), and enormous technological and manpower resources at its disposal, it failed to apply proper policies to help manage and utilise those resources effectively. In fact, the exposed exhaust port on the Death Star was the least of the Empire’s worries. The security lessons we can take from this are simple: focus on creating security policies that will help you reach your strategic goals, then deploy the appropriate technologies to support and enforce that policy. Shopping therapy There is growing demand by major retailers for a measurable return on their investment in security, says Stuart Lodge, CEO of security consultants Lodge Service, founded in 1919 by his grandfather Retail Security 2013: Return on Investment
H
ow much is crime costing your organisation in lost revenue and additional overheads? What is your annual investment in security to counter potential losses; and what is the return on the outlay? These are questions that retailers are now asking themselves as they scrutinise crime prevention and other budgets at the start of another year of austerity. Heads of security in the retail sector have to account increasingly for the ROI, Return on Investment, from the systems and services required to protect assets and revenue. It is becoming a central concern too for managers of offices and other commercial properties. The focus has shifted from safety as the primary issue for security planning to one of cost reduction.

Welfare and protection still matter, of course, because of the impact on CSR, Corporate and Social Responsibility, and the reputation of retailers in providing a safe customer and working environment. However, it is the ‘bottom line’ that is defining security strategy and determines the investment in countermeasures. Retailers are employing a wide range of technologies and services to analyse risk and then optimise the return on their outlay, such as through the protection of specific ‘hot goods’ that attract thieves, including tea, coffee and electrical goods.
A Blend of Security Systems & Staff The shift in priorities has required a new ‘holistic’ approach to security. This combines systems and trained personnel to address shrinkage and
the impact of crime throughout the supply chain. Getting the balance right through a proportionate use of available measures and resources can make a measurable difference to ROI (Figure 1 opposite page). The strategy requires evaluation of the risk profile and cost of protection at each progressive stage: from transportation and warehousing of goods; their movement and display in-store; through to selection by the customer and presentation for payment. Two key principles underpin an effective strategy: firstly to get the proper processes in place; and secondly to ensure that they are followed consistently. This demands effective surveillance and monitoring by combining CCTV and manned guarding, supported by investigations and undercover inspection teams. Activities can

Managers of multiple sites are increasingly using web-enabled services for CCTV and secure access to premises outside working house, managed and monitored from a central hub conforming to BS 5979 (Cat II). The outsourcing and centralisation of monitoring, data analysis, as well as security response and control can cut costs significantly whilst upgrading protection levels and the quality of information needed to optimise ROI.
Intelligence Network Wilkinson Hardware Stores Ltd, with £1.5 billion retail sales annually, recently commissioned the first stage in a remote monitoring and intelligence network operated by
Lodge Service. The programme will reduce the cost of store security by an estimated 50 per cent, and increase return on investment in deterrence, detection and civil recovery by up to 40 per cent. Remote technology to monitor and manage premises, staff and vehicle fleets is supported in the network, together with security guarding, investigations, screening and other personnel services. Mick Phipps, head of loss prevention at Wilkinson, says:“The network has been designed to provide much more than traditional CCTV monitoring. The software platform allows us to connect all areas of our business nationally in a comprehensive loss prevention strategy. From distribution centre to the retail selling space, we are able to use technology to deliver a clear return on investment, whilst ensuring the safety of our staff and customers and the protection of assets.”
For lone-worker, driver-controlled deliveries out of hours, Lodge Service’s Accrington hub can track each delivery vehicle throughout the journey from the warehouse. The arrival at the store is monitored on live CCTV; internal alarms in access areas and loading bays are switched off remotely and spaces illuminated, whilst a ‘man down’ device offers additional worker protection during unloading. The process is reversed and the area locked down securely when the delivery is completed. “ The new infrastructure can provide warning and aversion of threats through the provision of real time data to managers gathered centrally. So overnight or each morning we can deploy security staff and deal with any issues for that day. The database of shared information enables a fast, targeted and proportionate response to ensure the protection of people and product,” asserts Mick Phipps. >

“Detection can be quantified in the number of arrests and value of goods recovered; deterrence is measured in incidents where theft is deterred, and the value of the products retrieved” Optimising ROI In the retail sector there are essentially three parameters that Lodge Service uses to measure ROI (Figure 2): detection, deterrence and civil recovery. Detection can be quantified in the number of arrests and value of goods recovered during a given period; whilst deterrence is measured in incidents where theft is deterred, and the value of the products retrieved. Civil recovery cases focus on subsequent court claims by the retailer for loss and damages. So how do you specify the services required to optimise return on investment? It is the combination of people and technology, employed according to their respective costs and capabilities that determines the ROI. Detailed experience of the full range of security measures is essential, to know the available options, their costs and potential returns: whether it is CCTV and remote monitoring; security services
and guarding; investigations and staff screening, for example. The list of options now includes biometric technology, particularly automatic facial recognition in any retail or other protected space open to the public . Systems such as Face Alert offer accuracy rates of up to 98 per cent. A fast, automated
facility to identify known shoplifters or terrorists is indispensable when there is a potential threat. Scanning up to 25,000 faces per second, such installations offer a level of accuracy that is impossible to replicate even with trained ‘spotters’, such as the personnel used by the British Police.
ROI Strategy Checklist Understand the specific risks: a professional assessment of the risk profile for the key stages of your business processes is the starting point. Consider historic information on incidents as well as potential targets and threats. Match your security process to the risks: protect the points of vulnerability appropriately and proportionately. Consider a combination of security systems and trained personnel: such as CCTV and guards during working hours and then remote monitoring at night. Audit compliance regularly: check that staff are cooperating, acting efficiently and honestly. Measures to support your processes can range from the use of employment background checks, to test purchasing, physical surveillance and investigations when lapses are detected. Set Key Performance Indicators: KPIs for all aspects of your security operation. Consider the variety of ways in which you can measure the cost and return from your

systems and services. Methods of measurement can be further evolved with experience and feedback. Outsource services to a third party monitoring centre: where multiple sites are protected, it can be costeffective and offer higher levels of protection to link CCTV, security and fire alarms and other web-enabled services to a hub, staffed by trained staff 24-7. Add value wherever possible: could your guards at night be switching off lights or PCs, perhaps clearing the overflow of office waste paper at photocopiers? Remote 24-7 monitoring could also help you to control heating or other environmental systems and costs. Regular management reporting: monthly or quarterly reports on security ROI and other KPIs are essential for building support at board level, and as the basis for effective decision-making, including strategy planning and day-to-day deployment. n For more please visit www.lodgeservice.com

End to end M2M solutions for the next generation security industry By Dan McDuffie

ver the past few years, the security industry has seen massive changes brought on by the proliferation of M2M wireless services that has promised to transform the industry as a whole, from both an underlying technology perspective in terms of access technologies moving from fixed line and Ethernet towards cellular and even unlicensed low power radio bands to next generation products and services that can be realized through wireless technology, such as Location Based Services (LBS), Personal Emergency Response (PERS) to wireless video surveillance over high speed 3G/4G/ LTE, and much more. However, with every new technological sea-change, complexities arise in every area of our business… in the supply chain, installation, usage based revenue models, billing, service and support, and above all the security of the

networks themselves, which, if left unguarded, can be vulnerable to hacking. Although all of these challenges are real, chaos breeds opportunity, as they say, and that means that with a solid set of partners and a good grasp of reality, this technological transformation that we’re in can lead to new revenue sources, even during difficult economic times. Because let’s face it, in this day and age, one cannot be too secure. So in being asked to write this article for InSecurity magazine, as a non-security company but rather from an M2M Managed Services Provider perspective, I thought long and hard about what lessons we’ve learned in serving the both the security industry itself as well as other industries that we help to solve similar issues for, medical, industrial, fleet tracking, smart grid and financial services, amongst many others. When you break it
down, the principals and challenges are in most cases the same. For manufacturers its adding cellular technologies to their portfolio and all the fun (more like pain and suffering) that comes with it while for service providers its moving towards usage based revenue models, and having to deal with the concerns of working with multiple MNOs across multidomestic markets (more fun?) and the service and support that comes with that. Plus there is the plethora of new cellular based products on the market that come with the promise of new revenue sources but each of which add complexities of their own. So what advice can I give and what lessons have we learned? First a few basic principals: Firstly, wireless networks are not secure unless they are private and managed, period. If you need fixed IP, which is the norm in many security products today, the easy way out

for MNOs is to attach a public IP address to a cellular modem. A public IP address is akin to a billboard on the motorway that says ‘hack me.’ In a recent article, I read that wireless surveillance cameras were particularly vulnerable to hacking, a security assessment unveiled that some 58,000 video cameras were open on the Internet. Persistent private fixed IP is the way to go in the security panel and camera market and a good managed services provider with multiple MNO connections can give you both coverage and security on a single pipe. We’ve seen similar issues in the financial industry with cash points. Half of the wireless ATMs in America have a public IP address. Nine times out of ten a public IP address is recycled from somebody else… a computer, a router, a cable modem. Just plain crazy. Second, launching cellular technology is not as easy as chucking a wireless modem into an alarm panel. Two critical areas to watch for are embedded software on the modem and how it interacts with your application as well as the antenna and how it reacts to weak coverage, especially in building. A good engineering services partner can help to minimize problems in the field that will arise and provide extremely important software driven features, such as remote reboot and over the air firmware upgrade capabilities. You have no idea how many partners we’ve found whose
devices just don’t stand up to the rigors of the field after some years, or even months of persistent use. Lastly, supply chain, customer support and billing are key areas. Are you prepared for the installation challenges around what is now a fixed cellular device? Customer service complaints from end customers, dealers or channel partners due to coverage, hung devices, activation issues? How about billing and mediation of the cellular side of the business? Then there’s dealing with 3, 6 or 10 MNOs in order to provide coverage across multiple markets, even across the EU, not to mention launching in new markets in the Americas and beyond. These are all areas that a
good M2M partner has experience with. As more and more of the industry turns towards cellular/M2M connectivity, these are critical areas that bring more complexity, especially as usage models increase with the advent of 3G/4G services. With higher bandwidth available, fixed line replacement has finally become a reality, and this will be a key trend during the next 3-5 years across many markets, but especially the security industry. These services are available right now: a 3G/4G wireless router can provide a backup or primary broadband connection for a host of new services: Video surveillance, personal medical monitoring, fixed line replacement and more. Additionally, new products around location-based services are coming fast… smaller and more discrete personal tracking devices with longer battery life, stolen vehicle and motorcycle recovery, asset and vehicle tracking services, all new wireless products that can be driven down the existing channel to increase service revenue. With so many things to do, where does one start in expanding their service portfolio? For many of our partners, it’s been to have a single source end to end managed >

A good case study for how this works in real life is a major alarm panel manufacturer in the USA that uses us as their managed services partner. In the beginning the major challenge was launching a cellular alarm panel in a multi-tiered distribution model that includes both alarm dealers and central stations. What was a simple fixed line panel has become akin to a cellular device with activation, coverage and usage billing issues. The manufacturer didn’t want to get involved with the complexities but needed to facilitate the supply chain. In the end we provided a full end-to-end solution. Multiple MNOs, automated provisioning, iPhone Apps for programming and activation, a branded portal for usage based billing, activations, alarms and invoicing, as well as customer service and technical support. Today that panel manufacturer and their two thousand dealers activate alarm panels across 4 mobile operators and growing soon to likely 5-6 mobile operators on 3 continents. In another case, we designed a fully branded/white labeled LBS platform for fleet and people tracking services for a security company, enabling them to not only track their own installation vehicles in order to provide both route management and driver behavior as well as save on fuel and insurance premiums, but also to roll out the service to their commercial and residential customers. service includes device, application and connectivity and is truly a turnkey solution. And last, through the same channel of security dealers we are now delivering true broadband fixed line replacement services using 3G and LTE modems for a whole host of new services that can be sold to their residential and commercial customers, including critical network access, Internet failover, managed public Wifi, video surveillance, and more. CTV has been criticised in the past, with some concerned that the technology is becoming too invasive as the quality improves. These concerns haven’t stopped CCTV has becoming an accepted part of our existence, with surveillance helping to safeguard our cities and infrastructures and potentially saving lives. Here Simon Adcock, Chairman of the British Security Industry Association’s (BSIA) CCTV Section, discusses how video surveillance is key to the security of our nation. The effectiveness of video surveillance technology is continuously improving, and it has already established itself as a vital security tool for the police, private companies and many public sector organisations.. An effective CCTV system contributes to the detection and prevention of crime, as well as protecting towns, cities and transport networks from the threat of terrorism.
Fortunately, times have changed for the better, with lessons being learned about the capabilities of video analytics, and better management of end user expectations. When deployed correctly VCA is now delivering positive results. VCA is essentially the automatic analysis of CCTV images in camera or centrally, utilising advanced algorithms to create useful information about the content. Generally, these systems need a static background and consequently tend to operate with fixed cameras or Pan Tilt Zoom (PTZ) cameras at set positions, as they are looking to identify changes or movement at a particular scene. The scope of video analytics is considerable and can be
used in the detection of intruders, abandoned packages, wrongly parked vehicles or people counting,
Securing the perimeter One particular area that VCA can be especially effective is around the perimeter of a site. Securing a perimeter can be seen as one of the most crucial steps in any security plan. An early detection of a threat also means that there is more time and space available to formulate the necessary response, potentially preventing an intrusion all together. Perimeter-specific applications of VCA, such as the tripwire function, can be especially useful in this kind of protection. The advances of technology A key area where CCTV is rapidly developing is that of video analytics. This impressive technology is already contributing to the security of a range of high level facilities such as city centres, transport facilities, and utilities. The costs of the technology are falling and the capability increasing to the extent that it is becoming a cost effective option for commercial premises. Video Content Analytics (VCA) is not new and has been around in the security industry for ten years or so. Over this time, we have seen a wide variety of solutions brought to the market by an array of vendors – with mixed success. Some of the early systems, unfortunately, were the result of suppliers rushing to the market, providing systems that did not always live up to expectations. As a result, and unsurprisingly, prospective purchasers can still be cautious in relation to this technology and the results that can actually be delivered, and rightly so.

areas of a perimeter where other forms of physical security would be impossible or impractical. If a person is simply walking near a site, they are not necessarily considered a threat and a great amount of attention does not need to be paid to them. However, if that person then crosses the tripwire into a secure area, an alert can be raised. The VCA draws attention to the cause of the alarm, often by highlighting it in a red box, and an operator can quickly assess the nature of the alarm. VCA is more resistant to false alarms caused by vegetation or animals and lower false alarm rates improve security. The operational response might be to issue a verbal warning over the system, which scares off intruders and prevents them from entering the premises further. Depending on the threat of the attempt, operators can also decide to covertly alert the authorities without the intruder realising they have been detected. Sites without their own control room can use a commercial Remote Video Response Centre (RVRC). If an intruder sets off one of the detectors, an operator at the RVRC will be sent images of the site where they will be able to determine the best course of action.

Using CCTV in conjunction with Automatic Number Plate Recognition (ANPR) software can also be beneficial at large sites, as it allows for the identification of vehicles moving in and out of a site. If an intruder does happen to be successful, this integration can provide the police with valuable information in order to track down the suspect.
CCTV in Health and Safety Creating virtual ‘lines’ can also be particularly useful within a transport environment, such as railway station, where video analytics can be employed to address the safety and security concerns that typically accompany a railway environment. For example, rules can be set-up to create a virtual line along the edge of a platform. If an individual is standing or walking dangerously close to the edge, station staff can be alerted – potentially saving lives. This can be especially crucial in the event that a station platform is significantly overcrowded. The capabilities of ‘people counting’ through VCA makes it possible to identify whether the number of individuals in an area is exceeding a dangerous level, making it possible for staff to react accordingly in order to avoid a dangerous situation.
High Definition (HD) CCTV is another area that is expanding across a wide range of video surveillance applications. HD CCTV signifies an unprecedented revolution in the quality of images that can be delivered, the ability to more easily identify suspects and make sense of their actions, and the potential to improve the successful conviction rate on the ground. HD cameras also open up the possibility of covering a much wider area without having to use multiple different cameras. For example, in terms of wide angled and fisheye lenses which cover more surface area, there are features available that will allow operators to easily monitor an area without any distortion of the images, almost as if they were looking through the lens of a normal PTZ camera. Operators of these cameras will also be able to pan, tilt and zoom the camera with the use of a joystick, adding flexibility to the monitoring process. When employed in the right contexts, cameras like these can allow for a more widespread observation in larger areas.
