his year, Paxton, market leader of electronic IP access control and door entry equipment, is celebrating 30 years of innovation with special birthday activities at this year’s IFSEC International, taking place at ExCeL London, 16th-18th June.

Back in the 1980s, the company was founded by Tony Ratcliffe, now Group Chairman of Paxton Access, following an incident in which he had his credit cards stolen. The story goes that one hot summer’s day Tony decided to mow the lawn in his swimming trunks. As was the style at the time the trunks were
rather small and didn’t leave much room for the storage of a key! Tony left the back door to his house open and proceeded to mow the lawn with a very noisy machine. An opportunistic thief took advantage of this momentary lapse in security and went in through the open door and swiped all of Tony’s credit cards.
“Continuously developing and improving its offeringings over the past 30 years – listening and exceeding the expectations of our customers” This unhappy event led to the formation of Paxton Tony Ratcliffe says: “I was furious. It’s the only time I have been burgled and it had a huge effect on me. I felt an electronic keypad/lock combination was the ideal solution as the means of access would be in your head. This was a gap in the security market, and I sensed an opportunity for a solution I could make and sell.” Paxton has continuously developed and improved its offering over the past 30 years in an effort to listen to and exceed the expectations of its customer base. Some key products over the company’s lifetime have included TOUCHLOCK, CARDLOCK, Net2 Entry and Net2 PaxLock. Paxton Automation, later Paxton Access, entered the security market in 1985. At first it was just Tony operating from a premises in Lewes and shipping products from the local post office. The company’s first offering was TOUCHLOCK, a complete keyless locking system designed for use in homes and offices; it employed the latest electronic and metals technology to unlock doors using a four-digit code. TOUCHLOCK provided increased security and ease of movement for authorised personnel, plus added peace of mind without the burden of a conventional key and the concern of it being lost
or stolen. For a first venture into the security industry the product proved a success, but it had also highlighted further possibilities for development within the market. To begin with there were unexpected challenges such as the number of processes that went into producing the system, which were time consuming and didn’t always go to plan. The metal casing for the control unit threw up some teething issues when it was returned from the manufacturer with bubbles in the metal, but after much back and forth this was resolved. From the offset Paxton has paid exceptional attention to the development of high quality products, and these issues helped the company establish its ethos of getting things right. CARDLOCK compact launched in 1992, a versatile card access control system for indoor and outdoor use and the ability to manage up to 4,000 users. CARDLOCK offered convenient control over access permissions and was easy to manage and completely self-contained, meaning no complicated setup. It also connected to keypads giving the option of code or card entry. Then, in 1999, Paxton experienced its most successful product debut with the release of Net2. A networked access control system
with a host of features, such as intuitive software, auto detection and distributed intelligence meant the product was quick and easy to learn, install, commission and set up. Net2 gave huge operational benefits to the installer and the end user. Designed for sites to grow from a single door to hundreds of doors across multiple buildings and always utilising the latest technology, Net2 was truly future proof. It’s a testament to the system that Net2 is still number one on the UK access control market today. Unfortunately, late 2000 brought torrential rain to South East England and this led to severe flooding at the Paxton factory in Lewes. Paxton’s main premises were submerged in water up to a meter deep destroying all electrical equipment. The damage to the building was restorable, but the incident had highlighted the need to find new premises at a new location. In 2004, Paxton made the move from its small industrial unit in Lewes to the offices on Home Farm Road in Brighton. The relocation was a major step in Paxton’s expansion plans and in fact the company is still based there today with 250+ team members active in the UK, Ireland, Germany, Benelux, France, US, South America, UAE and South Africa and distribution to 50 countries worldwide. g

Paxton has been extremely successful establishing business overseas, particularly in the US where with its current rate of growth the market has the potential to be even bigger than the UK. This success is due to the commitment and enthusiasm of local support teams, partners and distributors in working hard to ensure the company’s values of providing high quality products, education, customer care and support are consistent. Talking about the growth of the company, Tony Ratcliffe says: “International expansion was only possible when we had a product and a company that was scalable. After 30 years, we have never been stronger, this means we have hit upon the formula for success. We have to change as we grow and constantly reinvent ourselves - it’s about scaling up the principles of your company as it increases in size.” Back in 2012, Paxton kicked off the year with the introduction of Net2 PaxLock. The most significant addition to Net2 in over a decade, Net2 PaxLock offered installers complete networked access control in a wireless, battery powered door handle. A solution that was fast to fit, simple to set up and versatile for a range of sites, it utilised Paxton’s own reliable wireless protocol with the trusted technology of Net2. PaxLock proved a popular choice for sites where cabling was tricky and is still a popular product on the market today. Net2 Entry, Paxton’s smart, simple door entry system marked a

dynamic, fresh direction for Paxton when it showcased at IFSEC 2012. It comprised of just three simple components for easy installation, the touchscreen monitor, robust exterior panel and door control were able to unit auto detect on setup, making it a truly scalable, plug and play solution. Since launch, significant upgrades to the system have comprised of enhanced capabilities with many new high security features enabling installers to offer customers a complete door entry solution for extra reassurance. Developments have included the introduction of Net2 vandal resistant panels, SIP compatibility, secondary camera integration, intruder alarm integration and video voicemail. Net2 Entry has gone on to be nominated for many industry awards and has won three. Paxton prides itself on its industryleading customer care and support but it is only able to provide this because of the ambitious and dedicated team working behind the scenes. Two characters that have positively impacted on the company are Drew Hoggatt, who in the position of Managing Director grew the company from 20 to 100 people, and Adam Stroud who started his career at the company in the factory and is now CEO of the Paxton Group. Talking about the team at Paxton, Tony Ratcliffe says: “It is a real pleasure to see hidden talents emerging in a high growth company like Paxton. We promote where we can and I find it extraordinary how
much latent talent there is in our offices. I think Paxton people are quite rare, about 1/50! They are people who enjoy a challenge and love progress.” In June visitors to IFSEC International can learn more about Paxton’s journey with a visual timeline located on the Paxton stand (G1500). Demonstration points will provide an insight into systems and the features on offer, including Paxton’s exciting introduction to building intelligence, net10, as well as innovative new door entry solutions. Paxton’s international team of industry experts will be on hand to offer advice and information about products and training. The company offer hands-on training for its complete range of standalone and networked products. Sessions are designed to provide the essential knowledge and confidence needed to specify, install and maintain all Paxton products. 100% of installers trained would recommend it to a colleague. 4K on the agenda for Panasonic at IFSEC Panasonic will use IFSEC to launch an integrated True 4K surveillance system. Panasonic recently launched a dome camera which delivers ‘True 4K’ image quality and, at IFSEC, will expand their 4K portfolio with a 4K Network Video Recorder and 4K video wall screens, providing a True 4K system. The True 4K camera (WV-SFV781L) can cover a view four times larger than 1080p cameras, and a view nine times larger than 720p cameras. It can also cover two and three times the distance of 1080p and 720p cameras respectively, reducing the overall cost of a surveillance system by as much as half. “We want to provide a working, off the shelf, 4K system, that will reduce overall surveillance costs,” said Sean Taylor, European Head of Marketing and Channel at Panasonic Security Solutions. “We estimate that the cost of switching to True 4K could reduce surveillance costs by as much as 50 per cent, once you take in to account a reduction in installation, cabling, network costs and maintenance.” “For a variety of organisations, Panasonic’s True 4K surveillance technology will have its place. Sony to demonstrate its 4K security camera for the first time at IFSEC

Sony will be back at IFSEC 2015 (Stand E250) on June 16-18 to showcase its latest range of end-to-end video security solutions aimed at a wide range of different markets such as transportation, retail, banking and city surveillance. Underlining Sony’s commitment to performance and quality, Sony will showcase its new SNC-VM772R 4K video security camera for the first time in Europe. The new model combines the enhanced resolution of 4K with low-light sensitivity leveraging 1.0 type back Illuminated Exmor R CMOS image sensor, bandwidth optimization features, and intelligent scene capture capability to adopt the best picture quality, making the model ideal for city surveillance, transportation, railway, traffic monitoring and airport surveillance applications. 4K technology gives security users the ability to capture content at four times the resolution of Full HD (1080p). With the exceptional detail provided by 4K technology, security professionals can expand their wide area surveillance and still capture, magnify and examine the smallest parts of a scene such as a face or a car license plate number – all with a single camera. VM772R uses a 1.0 type 20MP Exmor R sensor and is capable of 0.1 lx sensitivity for clear image capture in light and dark conditions. A back-lit structure doubles the camera’s light sensitivity and a built-in infrared (IR) light source enhances low-light use and night-time shooting for improved visibility at longer distances. In wide area coverage, various lighting conditions exist during the day and night. The SNC-VM772R has 90dB wide dynamic range and 30fps to deliver clear, sharp images for better visibility and recognition. Finally, a 2.9-times motorized zoom lens is matched to the image sensor to maximize video resolution. The lens features optical image stabilization and helps capture images with low distortion. “4K is the new video security standard,” said Katsunori Yamanouchi, Vice President, Sony Professional Solutions Europe. “But 4K imaging is about more than just increased resolution. It’s also expanding the application potential of security cameras and helping to transform security and surveillance. Bosch Access Control Integration with Milestone is Certified XProtect Access Control Module provides handling of events, doors and gates from the easy-to-use video interface Milestone Systems open platform IP video management software (VMS) is integrated with Bosch Access Control – and has been certified with full documentation of testing results and best practice for optimal configurations. This means that Bosch and Milestone customers can count on a reliable, interoperable solution, and installing partners can take advantage of the practical information in the certification documents for better implementations. The integration between the Bosch Access Control system and the Milestone XProtect® VMS was achieved earlier with the user interface via the Bosch system, and subsequently upgraded with the XProtect® Access Control Module in 2014, with the certification process completed by the end of the year. The combined solution now displays real-time access control events and alarms in the Milestone XProtect® Smart Client, also providing control of doors, gates and barriers from within the video interface. Live video and views of recordings are synchronized with all the access control events. The XProtect Access Control Module is part of the Milestone Integration Platform Software Development Kit (MIP SDK). Videx has launched a new biometry access control reader that is designed to strengthen building security within public and private UK properties. Ideal for offices, schools and high security private buildings, the reader uses bio technology to manage access control. This means that entry into and out of an area relies on a person’s unique characteristics, in this instance their finger print, rather than the requirement to carry a fob or remember a PIN number. The flush finger print readers complement the existing range of finger print readers already available from Videx but offer a solution which will fit a standard UK flush single gang electrical box. This range is for internal use only and available in a selection of six finishes to suit any decor. Commenting on the new range, Steve Natton, Special Projects Manager at Videx said: “When it comes to access control, a fingerprint is the most secure means of authentication because PIN numbers can be discovered and fobs or tokens can be lost, copied or shared among people. Using capacitive technology, the reader reads the ridges and valleys that make up a finger print. The pattern of these ridges and valleys is then compared with stored data using an algorithm which compares the data and decides depending on the security level if the finger print is a match to the data stored. The finger print as a whole is not stored in the reader, just the data needed to verify a match. If a match is found this is then referred to the access controller to either grant or deny access based on other requirements such as access level or time bands.” Steve continued: “A good example of where the Bio reader can be used is an office complex, where it is necessary to control the areas staff and visitors have access to. This could be either during certain times

or certain days of the week and could restrict certain sensitive areas of a building to a select group of users. Finger print readers eliminate the problem of users sharing access codes and key fobs with the added benefit of an audit trail of who has accessed which areas of a building and at what time.” The new reader is designed specifically for the UK single gang electrical box and enables first fixing without the worry of knowing unique dimensions or fitting requirements for the product. It also enables inexpensive flush electrical boxes to be used for different types of installation such as for solid walls or plasterboard walls. The finger print reader has an industry standard Wiegand output enabling the reader to be used with Videx standalone and networked access control systems as well as third party access control systems supporting the Wiegand protocol.

Custom Consoles announces a major addition to its range of broadcast furniture. MediaPost is a freestanding portable mount capable of accommodating flat monitor displays of up to 65 inch diagonal screen size. When It Comes to Border Surveillance, the Trend is Thermal Providing effective protection of borders through thermal technology Smuggling. Illegal immigration. Terrorist threats. These are just some of the challenges faced by governments trying to control border incursions. As part of a series of high-tech measures to deal with the ongoing threats, there is an increasing move toward thermal imaging systems. Using these powerful systems, border guards and security forces can observe and investigate any incident occurring during the day or at night, as well as in adverse weather conditions. Increasingly, wide area scene surveillance as well as close-up threat assessment is being carried out by high performance dual channel camera systems. Offering both day color and 24/7 thermal cameras, these powerful systems provide the capability to distinguish between normal day-to-day events and possible security threats, particularly when protecting perimeters, critical infrastructure and borders. Cost and reliability are prime considerations when it comes to systems placed on borders and coastlines. Border security systems must be able to operate around the clock in harsh conditions, for years at a time. Fast response is critical. On detection of a potential threat, it must be recognized and analyzed in order to immediately initiate response. There is little room for false alarms and other problems resulting from poor lighting conditions, shadows, scenery movements caused by winds and similar reasons that may rule out the use of regular cameras. As a result, there is increased usage of thermal cameras and systems. In the past, long-range observation and surveillance was carried out using cooled thermal imaging systems. Security forces frequently run video analytics on the thermal channel, because most threats have a clear thermal signature compared to the background. As a result, the thermal cameras are operated non-stop — not only in darkness or bad weather conditions. For cooled thermal systems, this means a great deal of regular preventive maintenance. Uncooled thermal imaging systems have been available for some time, but until recently their performance did not match

that of similar cooled systems. That’s changed with the introduction of long-range uncooled camera systems which offer almost the same performance as their cooled counterparts, at lower prices and with significantly lower cost of ownership. A leading manufacturer of such thermal systems is Opgal Optronic Industries. ccording to research performed by Lloyd’s of London insurer, Aegis London, “in the first half of the 2013 fiscal year, the US Department of Homeland Security’s Industrial Control Systems–Computer Emergency Readiness Team responded to more than 200 incidents, 53% of which were in the energy and utility sector, and many of them sponsored by states such as China”. Efforts to improve the security of critical infrastructure systems like nuclear power plants and water treatment facilities have accelerated at a rapid rate since the issuance of US Executive Order 13636, “Improving Critical Infrastructure Cybersecurity”, on February 12, 2013.

As attacks become more sophisticated and digital control systems increase in complexity and levels of automation, it is increasingly difficult to prevent threats from impacting the operation of critical infrastructure. As a security measure, most critical infrastructure systems are air-gapped, or isolated from external networks. Because of this, portable media is a primary vector for cyber-attack; it is often the only way to transport files to and from secure areas. As key attack vectors for malware, it is extremely important that extra attention is placed on securing the portable media devices that are brought in and out of a secure facility. While imperative to
the protection of critical infrastructure, securing portable media devices is not easily done, and there are many requirements that can impact the portable media security policies for operators of critical infrastructure. In many cases, there is no single source for an organisation’s portable media security policy, and individual facilities may require unique security policies. This article outlines a secure data workflow which organisations can implement in order to balance their security needs against their operational requirements, as well as how best to approach the crafting of security policies that address the inclusion of portable media while ensuring adherence to EO 13636.

The impact to an operator’s reputation can be serious” Security Balancing Act When making decisions about security policies for a critical infrastructure facility, the costs of implementing a stricter policy need to be weighed against the potential costs that could result from the failure of a weaker policy. The solution for each organisation will vary based on the requirements necessary to meet their security and business objectives. Increases in digital security rarely come without a corresponding increase in operating costs. These costs include purchasing a security solution, implementing this security solution, and finally managing and maintaining the solution. Initial costs often include the physical infrastructure necessary to deploy the solution, such as servers, kiosks and networks, as well as the consulting services that are often required to implement the solution correctly. Following the solution deployment there will be ongoing costs, which include the monitoring and management of the solution, keeping the solution up-todate, and educating employees.
Employees must be trained on the new security policy and associated procedures, which often results in a temporary reduction in productivity as employees acclimate to the new security processes and procedures. That said, these expenditures must be weighed against the costs of a potential security breach, which can be enormous. Facilities may be forced to suspend operations if the breach is serious enough; the monetary impact of even a temporary shutdown is difficult to calculate given the nature of the industry. There are also the remediation costs, the forensics to assess the damage as well as the removal of any malware that has found its way into the secure network. Coupled with this is the significant productivity loss, as employees’ usual workflow is hampered during the investigation and cleanup effort. Monetary damages aside, there are other costs that may result from a security breach. The impact to an operator’s reputation can be serious, criminal liability and classaction lawsuits may follow if others are negatively impacted. Depending on the breach, the loss of classified
or sensitive information is also a possibility, the financial impact of which may be hard to quantify. Finally, by definition, any operator of critical infrastructure provides services to the public, which, if disrupted, will have significant negative impacts (such as power outages) on many individuals and groups outside of the operator itself.
Defining Acceptable Media and Content Defining a portable media and content strategy is key to a secure data workflow policy. As with all security programs, development of a program and policy should consider the business and technology requirements and limitations of an organisation. When developing a secure data workflow policy, organisations should first define what types of portable media are acceptable and how they can be used. In secure facilities,g the standard policy is to restrict the types of media and files to only those necessary for employees to perform their jobs successfully. For example, if there is no business reason for USB g

drives in a facility, these should be prohibited to eliminate the risk they introduce. Another facility may decide to only allow USBs and CD/DVDs and ban other types of portable media like external hard drives. For example, if an external storage device has multiple partitions or is not a read-only device it could be classified as a high security risk and therefore not adhere to the secure data policy. The same is true for limiting the files that are permitted by an organisation’s security policy. Administrators may choose to limit the file types that are allowed; for example, banning executable file, but allowing document files. Administrators could also filter files based on their properties; for example, limiting files to a specific size or blocking any encrypted files where a password has not been provided.
Designing Secure Data Workflows The secure data workflow policy within a critical infrastructure facility, especially pertaining to physical media being brought from an insecure environment into a secure network, should attempt the highest level of precaution achievable. The best security policies have multiple layers of protection, to guard against many types of threats, both known and unknown. This defence-in-depth strategy will minimise the risk of any one threat getting past all of the security layers. A secure data workflow should leverage threat protection methods including: User authentication and source verification: Prevent unauthorised users or sources from bringing in data and facilitate logging for future auditing.
File type analysis and filtering: Prevent risky file types from entering the facility, including files that have spoofed extensions Multiple anti-malware engine scanning: Detect threats that are known by any of the many commercial anti-malware engines, and leverage many varying heuristic algorithms to detect zero-day attacks. Document sanitization: Further protect against unknown threats by using sanitization methods to strip potential threats out of documents and images. A common implementation of the above referenced data workflow are kiosks stationed as check points at the entrance to secure facilities. Kiosks provide the bridge for any data entering a secure facility, so that the workflow can be controlled and known and unknown threats can be kept out of the facility. Anyone entering a secure area would be required to use the kiosks to scan all portable media drives before the devices are allowed entry. The kiosks would confirm the user, the source, the file type, look for any malicious partitions and malware, and determine whether the device is secure or if it requires further inspection. An administrator can then also add enforcement of the specific media devices that are allowed into the facility. For example, allowed media devices could be restricted to known, pre-screened portable media that are trusted to be “clean”. Any files allowed through the secure data policy above would need to be copied to the trusted drives before entering the secure facility. This workflow ensures that no portable
media enters a secure area without first passing through a full data security analysis. Common architectures for a kiosk-based secure data workflow can include: standalone kiosks, kiosks networked together, and kiosks connected to a centralized scanning server. These solutions can be connected or disconnected from the Internet depending on the facility’s level of security, and the desire for ease of management. The most efficient method of protecting a facility against the threats potentially found on portable media is a difficult one to establish for operators of critical infrastructure. There are many aspects that impact how a secure data workflow is defined and implemented, including the types of portable media expected to be brought into a facility by employees, outside contractors, and visitors. Each should be weighted and quantified to define a strong and robust secure data workflow policy that allows an organization to operate in the most secure and productive way possible. A critical infrastructure facility should err on the side of caution and develop secure data policies that are as restrictive as possible, but flexible enough to evolve with an organization’s shifting security and business needs. An administrator should evaluate various data security policies, measure the benefits and costs of each one, and determine how to successfully implement the security solution. The best policy will be one that takes a facility’s specific business and technology needs into account and is designed accordingly. n

Academic managers want to deal with access control manufacturers who offer solutions including enterprise-wide networked software, readers, door stations, controllers, cards, readers and

fobs that can cater for the widest range of users. The academic sector requires processing of extensive enrolment details and large-scale card generation, with users often expecting to be able to populate the access control database from thirdparty products. Education clients in the public sector also appreciate the economies that come from the fact that ACT’s systems use an open standards platform which allows retention of legacy reader technology. Audio door entry control is used by many ACT customers in
the education sector who need to validate site entry by contractors. Pupils’ cards can also be used for cashless vending which is a major benefit. Many clients in the academic sector are longstanding users who have migrated to successive product suites as the ACT offering has evolved. One such customer is The Sheffield College in South Yorkshire, a multi-site campus with a student population of 23,000 spread over three locations with courses including entry level and higher academic education as well

The college has now begun using the ACTpro eLock which can be operated with up to 32 locks per eLock hub and features both visual and audible alerts. The original and core products used in Sheffield have been ACTpro controllers which have been installed on more than 150 doors, primarily in building entrances. ACT have not only shown their opensystem credentials by integrating with third-party readers from CardPOS Europe, but have also customised their management software to function alongside the college’s enrolment system. ACT’s developers created a synchronisation tool which has facilitated an XML drop by which the college enrolment database populates the ACT database without any re-keying or risk of duplication. Even a conservative estimate indicates there has been a saving of 23 man days per year which would otherwise have been spent on data entry.
Installation of the ACT door controllers is ongoing, and the units have been used extensively at a new location within the campus, the £60m Sheffield City College supported by funding from the Learning and Skills Council (now the Skills Funding Agency.) The building, which features a striking seven-storey tower and glass atrium, has more than 50 teaching rooms including training hair and beauty salons, science laboratories, a catering wing and restaurant for the public, student refectory and a learning resource centre. It has been praised for green energy usage based on solar panels and wind turbines. Mark Jackson of integrators CCS Ltd said: “Educational establishments frequently have a large flow of enrolment details in a short period, with even students who are simply progressing to the next year needing to be reregistered. ACT proved responsive with business rules, bespoke data
mapping and programming that was tailored for this application. The solution was a collaborative process between all the stakeholders and has resulted in accuracy and traceability.” Students with impaired mobility are able to activate the door controllers through proximity scanning of their cards at turnstiles. The project is IPaddressable throughout and CCS also installed networked CCTV, the cameras being a mixture of static and dome units from Dedicated Micros and eneo. There is a dedicated 24-hour CCTV monitoring centre at Hillsborough College to the north of Sheffield city centre. Like all crucial site areas, this is fitted with the ACT door controllers. The ACTpro two-door controllers used here are expandable to 16 doors using ACTpro door stations. The units are networkable to 2,000 doors and can be used with ‘Clock & Data’ and ‘Weigand’ format readers. g

Ysgol Dyffryn Aman has 1,600 pupils studying across a large campus with a sixth form of over 300. Staff and students are benefiting from protection offered by ACTpro 4000 door controllers and ACTpro door stations on interior and perimeter doors. The ACT hardware uses low bandwidth and auto-discovery for easy installation and maintenance combined with advanced features such as timed anti-passback and counting areas. Staff at the school activate doors using 13.56MHz MIFARE fobs and ACTpro MIFARE 1030PM readers which, unlike many competitor brands, can read data from any of the 16 sectors on a card so offering the extra security levels required for education applications. Typical usage at the school is for specialised teaching areas such as science laboratories and infrastructure including plant rooms. The system is configured with time zones so that doors to common areas open automatically during breaks and lunchtime and subsequently relock. The access

control system at the school has been extended to secure a link with an adjacent public leisure complex featuring two swimming pools, an athletics track, Astroturf pitches and a gymnasium. School administrators are able to use ACT management software to track door usage and analyse trends in movement around the site as well as designing and printing identity cards. Dyfed Alarms has secured 50 doors with ACT units while the school conducts phased refurbishments block by block. Ysgol Dyffryn Aman is a coeducational non-denominational school located in Ammanford at the foot of the Black Mountains with a large catchment area covering both rural and urban neighbourhoods in Carmarthenshire. In its most recent Estyn inspection (equivalent to Ofsted in England) the school was adjudged ‘good.’ Des John, Business Development Manager at Dyfed Alarms, said: “The fact that we have been using ACT on successive modular installations over three years at the school is testimony to the build quality and reliability of the products. For this kind of
educational installation, ACT is the only company we specify. The technical support is first-rate and in the rare event of a problem, engineers always come to the site promptly. We are currently using ACT equipment at another school in Whitland, also in the county of Carmarthenshire.” Classes at Ysgol Dyffryn Aman reflect and enhance the bi-lingual nature of the area. Many students represent their county and country at sports. In its current and former identities, the school has produced impressive alumni. Past pupils include the prominent zoologist Prof Donald Arthur, musician John Cale (founder member of The Velvet Underground), international soccer player Dai Davies and international rugby players Don Tarr and Shane Williams. From a Carmarthen base, Dyfed Alarms covers West, Mid and South Wales. Founded in 1977 and an independent company, it is one of the largest suppliers and installers of access control, CCTV, and fire detection equipment in Wales. Who writes the standards?
W
ithin the security services sector there is an ever growing catalogue of British Standards Codes of Practice documents, setting best practice for the industry. The established standards of BS 7499 Static Site Guarding and BS 7960 Door Supervision along with BS 7858 have been joined in recent years by standards such as BS 7984 1&2 Keyholding and response Services, BS 7958 CCTV management and operation, BS 8507 1&2 Close Protection, BS 8517 1&2 Security

Dogs, BS 8484 Lone Workers, BS 8549 Security Consultants, BS 8523 Wardens Scheme and BS 8406 Events and crowd safety. One of the newest standards is BS 102000 the British Standard for Investigative Services, which is the next sector likely to be licensed by the Security Industry Authority. The business case was written by Lynn Watts-Plumpkin, who is now the Director and General Manager of IQ Verify Ltd and Chair of the lead committee GW/3 responsible for drafting and updating the standards listed above.
The business case was presented to the British Standards Institute (BSI) and included a justification for the requirement of the standard. The BSI accepted the business case proposal and a drafting panel was formed. For the standards there is a core of people involved, this includes a representative from the insurance industry, Associations and Institutes including the International Professional Security Association (IPSA), the British Security Industry Association (BSIA), the Security Institute (SyI), the Association of
“Once the standard has been drafted it is sent out for public comment, so that everyone has an opportunity to input into the standard“ Security Consultants (ASC) and the National Association of Security Dog Users (NASDU), the Security Industry Authority and the three Certification Bodies that specialise in the security industry NSI, SSAIB and IQ Verify. BSI act as the secretary to the committee drafting panel and the drafting panels for all GW/3 committees are normally held at BSI in Chiswick. In addition for each standard, sector specific associations are invited, e.g. for BS 102000 it was ABI, IPI and WAPI. Also companies and individuals that work in the sector that the British Standard covers are invited, to ensure that the standard is written by the sector industry for the sector industry and reflects current best practice. Once the standard has been drafted it is sent out for public comment, so that everyone has an opportunity to input into the standard. The comment period varies, but it is usually two to three months. Once the public comment
phase has ended BSI collates the comments and a further meeting is held to discuss them. Some of the comments are editorial and others are general, those that do wish to make editorial changes are asked to supply alternative text to replace the text they are not happy with. Each one is discussed by the drafting panel and a decision is made as to whether the change is acceptable or not. Once the changes have been made the draft moves to the final comment stage and the committee meets for a final time to go through the standard word for word to ensure that it meets the requirements. Then it is published by BSI and available for purchase. The security services standards are auditable and are audited by several UKAS accredited Certification bodies. To ensure that the Certification Body auditors are competent they receive additional sector specific training. For example when BS8517 the security
dogs standard was published, auditor training was conducted by NASDU at the Surrey Police dog unit headquarters. For BS 102000 Investigative Services, the auditors received training from Tony Imossi, President of the ABI. In addition to this auditors should have sector knowledge. For example Lynn Watts-Plumpkin, the Chair of GW/3, started working as a Security Operator for J Sainsbury plc in 1982. Throughout Lynn’s long career she has worked in several areas of the security industry including as an operations manager for two contract guarding companies and Lynn has worked as a private investigator, conducting investigations herself and running a team of investigators in the Reading and Swindon area. Lynn is a Fellow of the Security Institute and is a member of the IPSA International Council. Other industry representatives also take on responsibilities in the drafting and updating of standards. g

Justin Bentley, Chief Exec of IPSA, is about to chair the British Standard review panel for the BS 7960 Door Supervision Standard and Dave Wilkinson, Director of Technical Services at BSIA, will be taking responsibility for the review of BS 7984-1 Keyholding and response services. The associations take responsibility for keeping their members informed of progress throughout the process, so those companies or individuals that are affected by the standard are aware of the changes and are able to comment in they wish. There are also International Standards, the most common one used in the security industry is ISO 9001 the standard for quality management systems. This standard, as well as ISO 14001 the environmental standard have been through the updating process and are due for release, with OHSAS

18001, which has been changed to ISO 45001 following closely behind and due for release in autumn 2016. The process for international standards is obviously different, as the rest of the world needs to be considered. Often the main issue is terminology. Although we are fortunate in that the international standards are written in English, there are still many language differences often subtle but can change the whole meaning of the standard in that country. Therefore there has to be a terminology standard which is agreed with every country involved, so that a set of agreed terms and definitions can be established. Any country can write a standard and ask for it to be turned into an International Standard (ISO). Once a business case for an ISO has been raised, it is usually sent out to each participating country to see if they would be interested in adopting it. Where an ISO standard is considered by BSI, a UK mirror committee is identified and it is this committees responsibility to input into the writing of the ISO and to vote as to whether this should be accepted into the UK or not.
An alternative method is for a country to draft a standard then send it out as a DIS (Draft International Standard) to each participating country. Once comments have been received the standards passes to FDIS (Final Draft International Standard). Similar to the British Standards method, the panel reconvenes and the comments are discussed and agreed. As it is an International Standard telephone conferences are often held, to reduce the requirement to attend the meetings face to face. Once agreed the standard is published. ISO standards have, on average an eight year review period. Picking the best The BSIA looks at choosing a security training provider
I
n March 2015, an undercover BBC investigation uncovered evidence of security licences being fraudulently obtained in the UK. One month on, Matthew Grimley of the British Security Industry Association – the trade body representing the UK’s private security industry– discusses the importance of choosing a reputable training provider. The BBC investigation discovered

that two colleges in London were willing to help students cheat security exams, either by giving students the answers, sitting the exam on their behalf or fast-tracking them through the required 140 hours of training. Secretly filmed footage showed the college director offering to fast track a student to a close protection qualification without any training for a fee of £1,200. Worryingly, students who
have fraudulently obtained Security Industry Authority (SIA) licences could now be working in front-line security roles. In such a fast growing industry, with a huge variety of career opportunities, there is an increasing demand for security qualifications which can lead to an SIA licence. The BBC investigation highlighted the importance of choosing a reputable training provider to ensure the

Thousands of individuals may be affected by fraudulently obtained licences and could be working in the industry illegally, which carries a maximum six-month prison sentence. The SIA – the regulatory body for the private security industry – states that it is essential that individuals working in the private security industry undergo a structured training programme that results in a recognised qualification. Without a recognised qualification, an SIA licence would not be issued and therefore the applicant could not legally undertake licensable activities.
What to look for in a Security Training Provider It is vitally important that security qualifications are obtained through a reputable training provider to
ensure that they are awarded legitimately. There are additional business benefits in procuring the services of a good training provider, such as ensuring that staff are fully prepared for the challenges they may face in their role, and to give them the necessary skills and expertise to deliver the best possible customer service. A good training provider will be an accredited training centre audited by a UKAS or Ofqual awarding body and have a variety of different courses for different disciplines which are offered at a range of levels. Training should be delivered by professionally qualified tutors – that is, they have a qualification in education and training as approved by the SIA – with ‘real world’ experience. Reputable training providers will also have professional learning environments with modern teaching aids and a comprehensive suite of industry
specific equipment on which to learn. Endorsement from a leading industry body such as the British Security Industry Association (BSIA) also shows a provider’s commitment to delivering a professional, quality service. Leading industry bodies will require members to meet strict quality criteria before they are formally recognised as members. Providers endorsed by industry bodies will usually have had to provide evidence of a quality management system such as ISO 9001:2008 and will have been vetted to ensure that they are financially sound, have adequate insurance, are soundly managed and conduct their business in a professional manner. Therefore, a provider who has recognised endorsements is best placed to ensure that security personnel are trained to the highest quality standards throughout each stage of their career. g

The BSIA has had a dedicated section of membership for companies specialising in the provision of security training since 2012. The Training Providers Section is committed to working with fellow training providers, colleges, security companies, trade organisations and the Government to drive standards, increase professionalism and ultimately improve the standard of training offered in the security industry. As such, the section was compelled to speak out against training malpractice in light of the BBC’s investigation and totally endorsed the stance adopted by the BBC. The section is committed to sustaining high standards in performance and training in the security industry and has developed its own rigorous code of conduct. The section has also developed guides to help educate end users about the procurement of security training services and how to identify a reputable training provider. Members of the BSIA’s Training Providers Section have expertise across all areas of the industry and can provide courses in subjects such as CCTV, door supervision, alarms and access control, control room operations and leadership and management. Their specialist knowledge enables them to deliver training in a wide range of challenging situations and trainers often possess higher levels of teaching qualification than their non-member counterparts.
