t this year’s IFSEC International, Paxton will be marking the fifth anniversary of its innovative door entry system, Net2 Entry, on its stand, D850. The company has long held a vision of innovation and product diversification, leading to the introduction of cutting edge solutions to the market, and it was this vision that led the company to launch Net2 Entry in July 2012. Here, Gareth O’Hara, Paxton’s Chief Sales Officer reflects on the developments within the door entry market over the last five years. We are living in a world where technology is moving forward at an ever increasing rate and it’s essential that the security industry keeps up with these developments. There is an expectation in the sector for manufacturers to be at the forefront of any advancements, developing products that are innovative and efficient, whilst also focusing on the benefits to the installer and end user, whether the product be cost effective, easier to install or offer features that weren’t available previously.
When Paxton entered the door entry market five years ago, it was a completely new venture for the company. We wanted to combine the expertise we had in access control, together with the knowledge we had of related technologies and develop door entry solutions that met the needs of the market.
Simplicity is key Traditionally many door entry systems had been complex, requiring sophisticated engineering to be correctly configured and controlled. This expertise is expensive and adds to the overall cost for the customer. Key for us was that our products should answer some of the concerns from installers about the door entry market at that time, notably the complexity of available systems made up of multiple and disparate components. Developments in IPV6 network technology allowed us to launch Net2 Entry, a true plug and play system for installers consisting of just three components that would auto-detect on set up; external panel, interior monitor and door controller. This meant they could now offer a
solution to their customers that added a simple door entry system onto their existing IP network. As with all our products, Net2 Entry was developed in line with Paxton’s core values placing simplicity and quality at the heart of the solution and this was supported by our 5 year guarantee and industry leading technical support. The subsequent growth of the company has allowed our Development team to look at improving the build quality and manufacturability of our products, driving us to produce solutions that are fit for purpose. We have always listened to feedback to develop and enhance the range in line with our customer requirements. In 2015 this included improved functionality for installers and integrators, with a new more intuitive interface, the addition of a pan/tilt camera to capture an angled view for increased security and the ability to read MIFARE® token technology. It was at this time that we introduced a grouping feature to the Net2 Entry operating software. Multi-tenanted buildings, such as g

office or apartment blocks and gated communities could take advantage of this, enabling the partitioning of sites, buildings and floor levels for straightforward and easy access. The improved SIP compatibility also allowed sites to enjoy the flexibility of answering their door via SIPenabled smart device or handset.
Smart, Simple Door Entry with a Premium Touch We know that functionality has always been a key driver for our installers when choosing a product, however aesthetics are now an ever increasing consideration too. Installers want to offer their customers design led solutions and it was in response to this that we developed the latest addition to the range, the Net2 Entry Touch panel, launched in March this year. With the new panel we were able to introduce a host of new features, including a quality 7-inch colour touch screen and personalisation options, making it suitable for more sites than ever before. Improvements to the user interface made it straightforward to navigate, offering dynamic search functionality alongside customisable branding options. New features also included a line-out for use with a T-Loop antenna for users with hearing aids and an advanced sound

processor for clearer sound quality in busy, high traffic areas. Plus, a high contrast theme to make the screen easy to read. We are delighted that our focus to develop a premium, feature rich panel with a strong emphasis on design and an improved user experience has already seen the panel win two prestigious design awards, the 2017 iF DESIGN AWARD in the Building Technology category and the Red Dot: Product Design Award 2017. These global award schemes recognise excellence in design across a variety of product categories. Our Product Development team continue to drive innovative thinking to provide solutions that our customers require and this includes keeping abreast of the latest technology and how these trends influence the market. Customers, just like installers, want to invest in systems that are ‘future proof’ and can grow in functionality and performance with their company. Predicting future technology and consumer trends is a science and what makes it harder is the fact that the best solutions don’t always survive and prosper in the evolution of technology. However, we have seen the growing use of smart phone applications and biometric technology which has the ability
to transform the way security systems work. When using smart devices as user credentials, a world of opportunity opens up for access control and door entry technology. As we look forward to the next five years of product development, we will continue to ensure Net2 Entry develops in line with these technological changes for the benefit our installers and in turn, their customers.

Edesix launch new videotag at ifsec 2017
The body worn camera specialist will also be showcasing its new X Series and ONStream products Edesix, a market leader in the provision of body worn camera solutions, will be launching a range of new products at IFSEC 2017, all designed to enhance security and the protection of staff. VideoTag Series Edesix’s VideoTag Series, the VT-100 and VT-50, are its smallest, lightest and most discreet incident recorders to date and are proven to deter aggression, protect staff and provide secure evidential-quality footage on demand. Designed for less frequent use than Edesix’s VideoBadge body worn cameras, both the VideoTag VT-100 and VT-50 are lightweight, unobtrusive, costeffective and easy to use. Both require no extra training, stream live footage, and have a standby battery-life of up to three months meaning users don’t need to worry about charging the device frequently. Maxi Android and Quadra/Mini Wi-Fi IP kit to debut at IFSEC International 2017 Comelit will be showing its extensive range of video entry, home automation and CCTV solutions, featuring the best in contemporary Italian design at IFSEC International (20th-22nd June 2017, stand G1150, Excel, London). Among the new launches on display at the show is the Maxi Android door entry solution, featuring high-end technology in a 7-inch tablet-style panoramic monitor. Compatible with Comelit’s ViP system, it features a capacitive touchscreen and swipe functions. The monitor is able to be loaded with 3rd party Android Apps. Also, being unveiled is the Quadra and Mini WiFi ViP hands free kit. Morgan Innovation to manufacture new 360-degree security camera Morgan Innovation & Technology Ltd (Morgan IAT) announced today that it has won a new manufacturing contract to support Winchester based panoramic imaging company, Observant Innovations Ltd. The companies met at Nucleus Expo in Southampton Science Park in 2016. Morgan IAT will manufacture the Patrol, an exciting vehicle-mounted panoramic camera, at its modern manufacturing facility in Petersfield, Hampshire. Their research team is also guiding the company through regulatory conformance with the Vehicle Certification Agency, commonly known as the E Mark. Observant Innovations is a British company founded in 2013 to develop a range of panoramic cameras using proprietary software and specialist optical technology. The small team has so far undertaken R&D, sourcing and assembly in-house, but has reached a critical growth stage. The manufacturing contract with Morgan IAT is part of a strategic plan to scale up its operations in the UK and abroad. John Scholes, chairman of Observant Innovations said: “We need certified, competent, high quality manufacturing. Castel’s IP Intercoms Installed at Leading UK Conference Centre One of the UK’s leading conference centres is using two-way IP intercom from European manufacturer Castel. The system is helping ensure safe entry and exit of vehicles and visitors at the £200m International Convention Centre (ICC) in Birmingham which hosts more than 300,000 delegates each year. Nationwide installers Vindex Systems chose Castel’s Maylis platform for communication between intercom panels and master stations/IP telephones at the site which offers 3,050 square metres of exhibition space. Maylis is a system management solution that enables operation of intercom stations, entry panels, related video surveillance equipment and SIP telephone network connections on one platform. Its open protocol allows IP/ SIP management and remote health checking. Installers can design systems in star or bus configurations and work with simplex, half-duplex and full duplex formats. Users can employ a wide range of entry stations and up to 20 simultaneous communication networks. They have local or remote operation of barrier release and benefit from IP interfacing to communicate with other sites. At the ICC, Maylis is being used with Castel’s singlebutton vandal-proof entry stations. When they reach barriers or gates at the conference centre, drivers or out-of-hour pedestrian visitors contact security officers using the entry stations which feature a stainless-steel panel and offer impact resistance to IK09. The stations
give protection against the elements to IP54 and are well suited to environments with high levels of dust. They can be flush or surface-mounted and Castel will always work with installers to provide the client with bespoke posts if required. A principle of the Maylis platform is to allow the widest possible exchange of information from an open architecture. The hybrid star bus network system uses topology associated with Ethernet switches as well as older coax networks. This solution from Castel is supplied with PC application diagrams and installers can work with clients to achieve optimum configuration. There are many optional extras to assist system designers as physical security becomes increasingly centralised and acquires edge intelligence. This fifth generation partnership offers exclusive watches, jewelry, and glasses from venerable, highend, and contemporary brands and models. Details Not Clear To See Up until now, the jeweler had been using an analog security camera system, which was starting to show its age and no longer ran smoothly. In addition, the quality of the video
images sometimes left much to be desired. “We are dealing with very small items here, such as earrings, and sometimes these were difficult to make out due to the low resolution of the analog camera,” explains Roland Meiller, owner of Meiller Jewelers. Design, Resolution And Excellent Value For Money Seal The Deal That’s why Roland Meiller decided to install a new video solution. So he called the security consultant Norbert von Breid- bach-Bürresheim, Managing Director at VALEO IT Neteye GmbH (www.valeo-it.de). He packed the MOBOTIX cameras up and brought them to the store where he demonstrated the video systems for the jeweler. “The resolution of the video systems was very good, and the details were easy to make out – even in backlight situations,” Meiller said. “The price of the solutions sealed the deal for us because you can really see the difference when it comes to the value for your money that the new indoor cameras offer. Another criterion was the design of the cameras. Their design is very discreet, making the cameras on the ceiling hardly noticeable.”
Cameras Ready For Use In 12 Hours The ten cameras were to be installed outside of opening hours. Since shops were allowed to open on Sunday on the chosen weekend, which is not usually the case in Germany, VALEO IT Neteye began to remove the old analog system on Saturday afternoon, directly after the store was closed. “The removal of the old cameras and installation of the new ones went incredibly smoothly and was finished within just 12 hours, so that we were able to re-open the shop on time for a bustling day of business that Sunday,” Meiller explained. “VALEO IT Neteye had already preconfigured the video equipment they brought, so the installation went especially fast.”

In addition, the c25 is equipped with MxAnalytics video analysis tools that can be used, for example, to carry out people and object counting or display a heat map of high-traffic areas. A p25 indoor camera was installed above the cashier’s area. Due to the manual swivel and tilt functions, the camera offers high flexibility during installation. The camera features a telephoto lens and provides high-resolution 6-megapixel images in rich detail.
Discretion Guaranteed It is true that a highly visible video surveillance system may deter potential burglars or thieves by emphasizing the danger of being identified and caught after the act. In high-end shops, however, this is not always desired, since the customers usually place high value on discretion. “In a jewelry shop like ours, a video system is part of the basic kit, for insurance purposes for starters. The MOBOTIX cameras have an elegant design, so that at first sight, they aren’t even visible on the ceiling,” says Meiller.

Evaluation Made Easy In Suspicious Cases The MOBOTIX cameras are based on a decentralized concept. Both data and image processing as well as the encoding are performed by the camera itself. The recording can be stored to the camera’s SD card at Meiller Jewelers and transferred to a network storage device. It is only viewed in concrete cases of suspicion. Compared to a centralized system, up to ten times more cameras per server can be connected this way. Furthermore,
no additional computers or software is necessary. This is another key advantage, since the old analog cameras required an expensive hard drive recorder. In the workshop separate from the store, there is a computer on which live feeds from the jewelry shop can be viewed. This way employees always know what is going on in the shop. Security experts come together to tackle terrorism at SCTX 2017
The terrorist landscape has changed in recent years with extremists going to new measures to cause harm and disruption across the globe. Attacks are no longer limited to methods such as improvised explosives and the hijacking of planes. Everyday items such as cars and knives have been used by radicals in the latest wave of attacks across Europe. 9,850 security professionals from over 114 countries travelled to London in May for the latest instalment of Security & Counter Terror Expo (SCTX). The show once again incorporated leading forensics show Forensics Europe Expo and Ambition – the event for the emergency preparedness, resilience & response (EPRR) community. Show organisers, Clarion Events, reported that the number of visitors was up three per cent on the 2016 event, with one in ten representing a police or counter terror force. Rifkind, Europol’s Rob Wainwright and Lucy D’Orsi, Deputy Assistant Commissioner, Metropolitan Police. In her presentation, Lucy D’Orsi, addressed the threat posed by both international and home-grown terrorists stating the importance of educating children in schools on the “Run, Hide, Tell” message. Meanwhile, Rob Wainwright, the head of Europol, spoke about the use of the ‘dark web’ and how extremists can buy a British passport for as little as £750. He went on to condemn, encrypted Russian messaging app Telegram, with its refusal to cooperate with the authorities in discovering and preventing attacks before they happen. Sir Malcolm Rifkind, former Foreign Secretary and former chairman of the Intelligence & Security Committee of Parliament, said: “Events such as the World Counter Terror Congress provide the ideal platform for experts across the field to come together and discuss best practice on the most effective ways to disrupt plots and protect the public and infrastructure.”
Richard Walton, former Head of Counter Terrorism for the Metropolitan Police Service added: “The biggest change we’ve seen from terrorists over the past year is the move towards simplifying their attacks as much as possible. This has completely changed the goal posts in how we must prepare and try to prevent these atrocities from happening. Motor vehicles are now one of the most common weapons of choice which presents a completely new challenge for security professionals to face. Events such as the World Counter Terror Congress are key in bringing the industry together to overcome these challenges and keep us one step ahead of the terrorists.” In addition, SCTX provided a series of free-to-attend conferences focussing on the ever-growing cyber threat, infrastructure, border & transport security and advanced technologies. Located on the show floor, the sessions were at full capacity on both days, with visitors keen to hear the latest thinking from universally recognised experts.
The growing cyber threat The Cyber Threat Intelligence Conference, presented by techUK, brought together those who work to prevent cyber terrorism and crime – one of the security industry’s biggest concerns in today’s world. Among the topics discussed was an analysis of the top cyber threats and emerging trends this year. Key speakers included Dr. Louis Marinos, NIS R&A expert, Paul Thorlby, CTO at Qinetiq and John Godwin of UK Cloud. Talal Rajab, techUK’s Head of Programme, Cyber, National Security, added: “The cyber terrorism threat grows immeasurably year-on-year and we as an industry, must grow, adapt and react in equal measure. Security & Counter Terror Expo provides opportunities to learn from and meet with some of the key figures in the sector addressing the most important issues we face today.” Protecting infrastructure and businesses The Critical National Infrastructure & Business Reliance conference
featured a series of presentations examining the policy and strategy responses to today’s terror threat. Among the 20 high-ranking officials and academics who presented was James Brandon, Director of Geopolitical Risk - Stirling Assynt. He discussed the threat assessment challenge for critical business and infrastructure protection in the UK. “Carrying out accurate threat assessments on a regular basis can be challenging with the continuously changing environment, however it is vital in maintaining a security procedure that is both up-to-date and appropriate to the threat posed to that particular building,” said Brandon. Preventing transport attacks Atatürk international airport in Turkey and both Brussels airport and metro station have been subject to recent terrorist attacks. Transport links are increasingly a target for terrorists, with aeroplanes, mass transit buses, rail terminals, ports, vehicles and transport facilities all facing the risk of future attacks. Video innovation Bosch offers innovating security where needed – Video not only offers peace of mind – but now so much more
I
n the retail industry, video surveillance usually forms the basis of a business’ security system. Reducing shrinkage and providing evidence in the event of theft have traditionally been the main motivations for installing cameras. Over the last decades, development has been largely focused on higher resolution and better image quality, and these aspects are still important today. However, with the advent of digital cameras and builtin intelligence, entirely new applications have appeared on the horizon, offering not just peace of mind, but real business value also. In the retail industry, shrinkage is one of the most significant challenges faced by companies. On a global basis, shrinkage cost retailers some 110 billion Euros in 2015 alone1. About half of the damage is the direct result of not only thieving customers, but employees as well. In Germany,

dishonest employees account for approximately four percent of all theft, but are also responsible for more than a quarter of the losses2. The majority of this is due to so called “sweet-hearting”, where employees operating cash registers give away merchandise to friends and family without charging them. Even suppliers must be taken into account - almost 5 percent of all shrinkage comes down to merchandise never even making it to the shelves2. Due to the competitive nature of the retail industry, a market with relatively low margins, it is obvious that retailers in all market segments must invest into suitable technologies to reduce shrinkage as an integral part of their overall safety and security strategy. The primary goal of such a strategy will always be to provide optimal safety for staff, customers and suppliers with fire detection technologies being the heart and
soul of the system. As not all theft occurs during store hours, an intrusion detection system may also be necessary. And once such an intrusion detection system is in place, it can, with the appropriate technology, even double up as a real money saver when you implement additional detectors on freezer and fridge doors in a grocery store that will alert staff when such doors are still open when the system is being armed at night. Integration of different safety and security systems by means of a central management system can greatly increase security levels and operational efficiency, as video can then automatically be used to verify alarms from the other systems. While fire protection is generally required by law and the related investment is thus unavoidable for shop owners, the installation of other security systems is usually driven by business decisions alone. A common reason for the
installation of such systems is a crime or security incident that captures the attention of retail management. However, more and more often the mere potential of such incidents calls for state-ofthe-art technologies to prevent such crimes in the first place.
Prevention and detection When talking about shrinkage and security in a retail setting, video surveillance is usually the first thing that springs to mind. And for good reason: Video surveillance can both prevent theft and help to identify thieves after the act, once prevention has not succeeded in deterring them. It can be used to pinpoint suspicious behavior on the shop floor just as it can secure non-public areas such as warehouses or offices. And while one or two general-purpose cameras may be sufficient to secure a small retail outlet, there are also sophisticated and specialized solutions for monitoring cashier desks, outdoor areas, parking lots, warehouses and other parts of the premises. It is little wonder therefore that some form of video surveillance can be found in almost every retail store around the globe. However, not all make full use of the potential of today’s
cameras. Technology has greatly improved in recent years, mainly due to digitalization. State-ofthe-art built-in video analytics in network cameras not only deliver ultimate high-resolution images, even under challenging lighting conditions; they also can act as an enabler of entirely new applications beyond mere surveillance, offering real business benefits. As one would expect, image quality and thus resolution has been one of the major areas of focus. Yet, while we have witnessed dramatic increases in resolution in digital consumer products, development has been somewhat slower with surveillance cameras. There is a simple reason for this: surveillance camera images have to be managed, transmitted and analyzed in real time, and usually they must also be stored and kept for a certain amount of time. It is not uncommon for the storage system alone to account for half the cost of a video surveillance solution, and transmitting high-resolution images in real time puts a lot of burden on the underlying network. This is why current developments do not focus on resolution alone, but also on advanced technologies to reduce the data volume associated
with video surveillance without losing relevant image information. Today, many current surveillance cameras offer HD or even 4K ultra HD resolution with up to 8 megapixels. Such cameras can deliver very detailed images, greatly improving the operator’s ability to detect suspicious activity. Further, new developments such as Bosch’s starlight technology have brought breakthroughs such as light sensitivity in cameras; showing color images where traditional cameras can show only black and white and showing black and white where others show no image at all. While such technologies may not be required on the well-lit shop floor during store hours, they can offer tremendous benefits when outdoor areas and storage rooms must be monitored as well. Another interesting development for retailers is the advent of panoramic cameras. With their 180- or 360-degree overview in a single image they solve the wellknown problem of blind spots. Panoramic cameras for both indoor and outdoor environments are readily available from Bosch with resolutions of up to 12 megapixel and 30 frames per second, offering high quality video around the clock. They offer a complete overview of a particular area in one simple view without blind spots allowing the easy capture of moving objects in that area. Video analytics Building intelligence into the camera not only delivers better images, but also greatly improves the manageability of data, overall security and forensics. Today’s network-based monitoring and video content analysis enables a significantly more accurate detection of incidents, as lack of concentration and other human errors are excluded from the outset. Secondly, they make security staff more efficient, since operators only have to respond to alerts rather than continuously monitor a huge number of live images. This allows operators to spend more time on other tasks.

Accuracy and speed are both increased using metadata instead of the actual video recordings. Such metadata consists of small text strings describing objects or movements, which are much smaller than the images themselves and can be searched fast and automatically. Advanced video analytics, such as Essential Video Analytics and Intelligent Video Analytics from Bosch allow for custom-made detection algorithms to intelligently detect or track objects of interest. For example, when an object such as a car with a certain size and color moving at a certain speeds crosses a line an alarm needs to be triggered or (in case of a moving camera) the objects needs to be tracked. As soon as this algorithm is defined, the system will automatically either trigger an alarm or starts to intelligent track an object that meets the pre-defined criteria.
Adding business value with video analytics Going way beyond security applications, Essential Video Analytics or Intelligent Video Analytics can also act as an enabler of an entirely new application in retail environments. Few of these can be found in real world stores today, but will clearly become more popular in the next couple of years as they can offer tremendous added value without the need for substantial investments. One such example is a combination of crowd density and movement information for the optimization of shop layout. Another example would be the combination of people counting and object in field information, which can deliver useful information for the analysis of in-store promotions. Integrate such a solution with your POS systems, and you will even be able to calculate conversion rates. For example, while the POS application knows exactly how many units you have sold, video analytics or intelligent video provides information concerning the number of people who have passed by an in-store promotion (people counting) and those who have lingered in front of the promotion for more than 30 seconds (object in field information),
which could indicate interest. When these numbers are compared with the actual number of units sold (POS system), it will indicate a certain gap. This could mean that although people seem to indicate interest (by lingering in front of a display longer than 30 seconds), another element, such as price perhaps did not meet their expectations. Based on these statistics, in-store research could be conducted to determine why such a display of interest did not converted into a sale. In the long term, data generated by either Essential Video Analytics or Intelligent Video Analytics could play a vital role in improving in-store marketing. Chains can also use statistical data from intelligent video surveillance to benchmark their individual outlets or to directly compare how different presentations of goods influence customer behavior. Customer service is another interesting area of application where this technology could improve retail business. For example, queuing information can alert management when a checkout is unmanned or insufficiently staffed, enabling quicker reactions and thus a better shopping experience for the customer. If a camera identifies an individual loitering in front of shelves with high priced items, chances are that this customer will need some attention - either to be helped or to avoid theft. Finally, in large shopping malls or in shop-in-shop environments, one vision is to empower the mall operator to develop rental charge schemes based on real and proven traffic. In addition, such data can be used to detect bottlenecks and hotspots and thus to improve space utilization within the mall. Recognising the contribution of contract security
F
ollowing on from recent terror attacks in the UK, there has been a lot of support for an increase in numbers of police officers. Every decision made over police funding in the last twenty years, by whichever political party was in power at that point in time, has been analysed and criticised. With budgets for counter terror activities mainly ring-fenced, it is doubtful whether more police would have prevented the attacks; and despite the cuts, the response times to the attacks were impeccable. The public have responded by showing their support and gratitude of the emergency services. Police officers who would have previously being ignored are suddenly being celebrated with hugs and photos all over social media. Contract security however has been mostly ignored by the mainstream media. Some newspapers have reported one story of a door supervisor named as Ozzie, who along with colleagues charged on one terrorist who had been knifing a woman during the London Bridge / Borough Market attack. However in general, press reports of incidents played down the role of door supervisors protecting customers in venues. There has been little mention of security at the Manchester Arena, though some newspapers did report on a coincidental review of the Manchester Arena from a
month before the attack, where the reviewer complained about the lack of security checks and that her ticket had been checked but her bag hadn’t been searched. Following on from this attack, bag checks may become the norm in future at venues, however up till now it has been up to venue owners to decide what checks should be done. Hence, if on previous occasions the staff on the doors had been only asked to check tickets, then that is what they would have done. To be honest from my previous experience, up till now bag checks at entertainment venues have been less about searching for weapons and more concerned about preventing people bringing in their own food and drink, with the intention of forcing customers to purchase refreshments on site, usually at an inflated price. Following the Manchester attack, venues will have to start thinking about customer safety rather than their retail opportunities. Furthermore, the reality of the attack at the Manchester Arena where 22 people were killed and many more seriously injured is that bag searches wouldn’t have prevented what happened, as the attack happened in a public foyer area outside of the security area. Having personally attended a concert at the arena only three nights prior, I had walked through the same area to enter the venue
and it is freely accessible to the public. I can’t comment on bag checks at that previous concert as I didn’t have a bag or have reason to note whether or not others were being checked. What I did note was that there are numerous bottlenecks in both the standard entrance and exit routes of what is a purpose designed building that create a number of crowd situations outside of the perimeter of the venue. Not much more than a week after the attack, I happened to be attending another large concert at the Etihad Stadium in Manchester. Upon arrival we had the same scenario, mentioned at the start of this article, of people showing their respect and affection for the police. The event security staff were also highly visible and organised, however were barely acknowledged. There was only one topic of discussion in the queue waiting to get in, and everybody was in agreement that safety was the number one priority… that was until the stadium gates were opened, at which point you had people cutting through barriers, pushing in lines, loudly complaining about the length of time to get through the security checks, and any politeness towards the event security team disappeared as individuals prioritised getting the best view point of a concert over their own and others safety! g

There appears to be a difference between the reaction to the emergency services and to contract security staff. Whereas the emergency services are congratulated on doing a good job and it is the politicians that are criticised for not providing sufficient funding, the excellent work done by many frontline security staff is ignored and it is the frontline employees who get criticised when the blame should be with penny pinching clients. Recent targets of the terrorist attacks have contract security as their first line of protection, whether this is the event security at concert venues or the door supervisors at the pubs and clubs. The owners of these venues need to start looking at what additional resources are required to provide effective security. For the larger venues used for concerts and sporting events, this could be a layered approach. Rather than relying on a single check of tickets and bags at the same point, could the bag screening be performed before gathering points? Obviously this depends on the site and space available, and each site is different, but possible options should be considered. The venues should also consider the implications of parts of their business models – charging premium prices for refreshments may drive up profits there, however if this leads to a requirement for additional security due to customers

trying to bring in their own refreshments, is the profit being lost to higher security costs? Ultimately where there is a choice of venues, e.g. for a series of concerts, will the fans choice be affected by perceived security experience in future? We should also consider the security staff themselves. Even a small event needs a large number of trained staff, and as vary few venues are busy every day, retaining staff when it could be four days in one week with no work for the next couple of weeks, etc. is difficult. There are a number of distinct roles performed at venues, so there are different staff responsible for controlling access to the venue, to those looking after the safety of customers inside the venue. By using contract security, the contract providers can sometimes mitigate this by moving people between sites. However low pay rates and seasonal hours does lead to a churn of staff with a consequential loss of experience, and constant training of new recruits. Unfortunately I doubt that venues will be willing to increase the amounts paid in order to retain the experience. The situation for pubs and clubs is different with far more continuity and regular though short shifts, leading to far more job security and reduced staff turnover. The public perception of door supervisors at bars normally is of somebody whose role is to enforce the venue’s access policy, however the role entails so much more. Whilst they may
also be enforcing a client’s chosen dress code for clientele, the door supervisors are primarily concerned with the safety of everybody using the venue, and even to some extent those turned away from the venue. They may be the first aiders on site, if not they are first responders – knowing who to call and what actions to take; they will encourage the departure of the inebriated (these days in a more gentle fashion and not just dumping them on the street); they have been trained in basic counter terrorism measures; they can identify vulnerable people and know what actions to take. And what do they receive for this – ridiculously low wages and lots of verbal abuse (and sometimes worse). Whilst I doubt unfortunately that we will see pay rates increasing to the amounts that security staff deserve, I hope that the clients will consider when reviewing security measure that they will make sure that there is sufficient staff to allow the security staff to help provide a safe environment, and that clients stop expecting the security staff to enforce petty rules which alienate the customers. Whilst the UK has faced a variety of terrorist threats, attacks across Europe in recent years have often been low-sophisticated attacks using household weapons and vehicles to cause casualties – as seen in the Westminster attack in March, and more recently, the London Bridge Attack of June. Here, James Kelly, Chief Executive of the British Security Industry Association, discusses the vital role that Hostile Vehicle Mitigation plays in protecting the public.

n March 2017, London stood still as news of a terrorist attack in Westminster emerged. The attack left four dead and injured fifty when the attacker mounted the pavement on Westminster Bridge, mowing down pedestrians before fatally stabbing a police officer. Just three months later, a further terrorist attack involving a vehicle occurred in London Bridge, killing eight people and injuring a further 48. Both of these events occurred in open public spaces, which are more vulnerable to these types of threat. Discussing the incidents, Alan Meyrick, Senior Risk Analyst at G4S Risk Consultancy, explained that: “the main focus of such attacks are public open spaces and temporary events – such as markets, outdoor music events and festivals, sites that have limited permanent perimeter security and that are considered ‘soft targets’, thus increasing the likelihood of mass casualties.” He went on to add: “it may be that in the future, government offices, businesses, diplomatic embassies and Critical National Infrastructure are targeted, however, many of these sites already have robust Hostile Vehicle Mitigation in place to mitigate such an attack, suggesting that vehicle-borne terrorism will remain largely aimed at the public.” According to the Centre for the Protection of National Infrastructure (CPNI), vehicle-borne threats can range from vandalism to sophisticated or aggressive attack by determined criminals or terrorists. The mobility and payload capacity of a vehicle offers a convenient delivery mechanism for a large explosive device, although the vehicle itself may be used as a weapon . The relative ease of obtaining a vehicle to use in an attack is also an added factor to consider; it is now known that attacks such as the attack in Nice, or the attack in Westminster were carried out with vehicles hired from rental companies. Preventing these attacks requires
careful, well thought out planning of the necessary physical security barriers and the surrounding streetscape. “Hostile Vehicle Mitigation in various forms, is – and has been – the initial ‘go-to’ product to stop such attacks [as those in Nice, Berlin and London], as well as Vehicle Borne Improvised Explosive Devices (VBIED) attacks such as the Glasgow Airport attack in 2007,” comments Alan Meyrick. “HVM in different forms, including bollards, concrete planters, concrete benches and other physical architecture, are all used.” The wider installation of protective bollards in areas of vulnerability around London was recommended by Lord Toby Harris in his independent review of London’s preparedness to respond to a major terrorist incident published in October 2016. He also
recommended that local authorities explore the case for retractable bollards in certain areas. Of course, if it is decided that Hostile Vehicle Mitigation is required, it is essential that careful thought is given to the security and operational requirements of the site. Considering these requirements at the earliest stage of the project design will help to reduce the need for expensive remedial action should the wrong products be selected . The Department for Transport and the Centre for the Protection of National Infrastructure also advise that traffic calming measures can be deployed to limit hostile vehicle approach speed. Horizontal deflections such as chicanes, that are enforced to prevent circumnavigation, can help to prevent the effectiveness g

of a penetrative vehicle impact by reducing the approach speed. The use of vertical deflections such as road humps are not as effective as they provide only a negligible speed reduction against a determined attack. “The primary issues to consider when procuring HVM will be around the cost of installation and suitability of the solution – thus, careful selection of the product is imperative. Remedial work postinstallation is likely to be extremely costly. Concerns around existing infrastructure and utilities, existing hardware and hard landscaping, the proximity to points of egress or access, as well as integration with the existing streetscape and how it impacts pedestrians and vehicular movement are all key considerations” adds Meyrick. “This would all need careful assessment, potentially involving government agencies and discussions with a Counter Terrorism Security

Advisor (CTSA) or a member of the Register of Security Engineers and Specialists (RSES) to ensure compliancy.” There are a number of standards that provide a benchmark for HVM equipment and guidance for the installation of products. “The British Standard Institute’s PAS 68 [Impact Test Specifications for Vehicle Security Barrier Systems] is the most relevant for HVM. It has become the UK standard and the security industry benchmark for HVM equipment and against which any equipment should be tested in conjunction with PAS 69 [Guidance for the Selection, Installation and Use of Vehicle Security Barrier Systems], which provides product installation guidance. “There are other standards used within the industry, including the International Workshop Agreement IWA14:1 [Vehicle Security Barriers: Performance Requirement, Vehicle Impact Test Method and
Performance Rating] that covers impact resistance for vehicle security barriers,” explains Meyrick. As discussed above, preventing vehicle-borne attacks through Hostile Vehicle Mitigation requires careful planning and the consideration of a number of factors. This will require collaboration between a wide range of stakeholders to ensure that the solutions meet the varying security and operational requirements of the site.
