very warm welcome to the first issue of In Security for 2011. Many of you will have seen our Preview issue that was published in December. We got such a positive response to this ‘mini issue’ that we’ve been able to produce a 100-page magazine this time around. Included here are our Product Listings for the year – 31 pages worth! I trust you will find this section useful and informative. This promises to be a very important year for the security industry, with economies across the globe still balanced precariously between growth and recession. With the economies of Greece and Ireland in dire straits, and Spain facing a crisis, the next 12 months will be crucial for manufacturing and services companies across the continent. Obviously, the health of Europe’s economies impact on the security industry; although while not recession-proof, the sector is more resilient than many others because of the nature of the products and services it supplies. In times of hardship, for example, crime tends to rise; whether it is small-scale shoplifting, burglary, more violent street crime or even insurance and banking fraud. And that’s without taking into account the global threat of terrorism that governments are constantly warning us all about. City centres, transport hubs, government buildings and other public spaces are all considered potential targets for the terrorists; and so in need of ever-improving security measures. The vibrant, entrepreneurial and dynamic security industry is on the case, and providing consistently better, more innovative and cost-effective solutions to the myriad threats out there.
And we’re featuring some of the best solutions out there in this issue. Our Product News section (starting on page 8) features many of the best from across the globe. Our cover feature focuses on the truly innovative work being done by Selectamark (page 4), whose DNA-based property marketing kit is using DNA to fight crime. I hope you agree that the company’s story makes fascinating reading. Crowd security has improved massively at the UK’s football grounds in the past two decades, and one English club recently improved its facilities with the installation of a new CCTV system. The story is on page 26. We focus on the aviation industry, particularly Salto Systems’ projects at London Heathrow and other European airports. Its access control technology certainly won plaudits from Heathrow bosses (see page 30). Also on a transport theme, we examine how passengers using the buses in the Spanish capital, Madrid, are benefiting from onboard video equipment (page 54). Forensic science makes its mark
SelectaMARK is cutting crime in schools, businesses and in the home
W
ith over 25 million valuable items marked worldwide, numerous crime reduction initiatives in operation and a rapidly expanding international market, Selectamark plc could be forgiven for resting on its laurels after 25 years in business. But the award-winning UK-based company, which has been providing property marking solutions since 1985, is not easing up. In fact, Selectamark has a host of crime prevention projects in development. One of the company’s leading product ranges is SelectaDNA, which was launched following extensive research in 2004 and is the first true DNA security system in the property marking sector. The product covertly marks items of value to uniquely identify them by using synthetic DNA that cannot be analysed or copied by unauthorised parties.

SelectaDNA has a unique DNA code registered to each customer that allows anything that is stolen during a break-in and later recovered and traced back to its owner. It will also link a burglar back to the same crime scene, increasing the chances of a successful conviction in court. It has already proved to be a highly effective crime reduction tool by numerous police forces throughout the UK and internationally, with theft reduced by up to 85% in some areas. Behind the scenes, SelectaDNA is also being used in police undercover surveillance and sting operations, resulting in successful convictions and bringing criminals to justice.
Burglary-free zones SelectaDNA has been used to great effect by companies such as GlaxoSmithKline to protect their IT equipment, as well as deterring theft of unique and valuable vehicles
in the world-famous National Motor Museum at Beaulieu. There was a 100% reduction in burglary on a crime-ridden industrial estate in Pembrokeshire following the introduction of a SelectaDNA forensic marking scheme. The product has also been issued by police to residents whose homes were affected by flooding in Cumbria, north-west England, in order to deter looters from stealing household possessions. Zero burglaries were reported in the three-month period after the marking scheme was introduced. In the healthcare sector, Ealing Hospital in Middlesex marked over 1,000 items of valuable equipment including monitors and computers, and enjoyed an 18-month period when not one item was reported stolen. Schools throughout the UK have also deployed SelectaDNA to protect

their computers, whiteboards and even musical and PE equipment. The £250,000 cost of thefts of computer equipment from schools in Havering, Essex, over an 18-month period was dramatically cut, with only one burglary reported after SelectaDNA was introduced. All 300 schools in Oxfordshire are now using SelectaDNA kits to mark computers and other IT equipment; and all 170 schools under Dorset County Council are doing the same.
Burglary ‘hotspots’ Following a high-profile policebacked crime prevention scheme using SelectaDNA across London, residential burglaries in a problem area of Westminster were reduced by 65%. Meanwhile, in Manchester, an impressive 83% drop in burglary was achieved after a DNA scheme was rolled out in a suburban ‘hotspot’ area. According to Inspector Gareth
Parkin of Greater Manchester Police, who is leading the ongoing campaign, the scheme has not only significantly reduced burglary, but has also increased public confidence in local police and brought the community closer together. His team of officers has been out delivering the DNA kits to the streets identified for the project, and they have been helping residents apply SelectaDNA to valuables such as TVs, laptops, jewellery, garden tools, games consoles and other electronic equipment. Inspector Parkin said: “We are very pleased with the latest results of the scheme. An 83% reduction in burglary using SelectaDNA has more than exceeded expectations.” He continued: “Local residents have welcomed the scheme as a way of improving the area they live in. The fact that our officers have been more visible on the streets as they go door-to-door offering crime prevention advice, as well
as giving tips on how to mark valuable items of property, has helped residents get to know their local neighbourhood team and has instilled a sense of confidence.” Residents have been given high visibility window stickers to indicate that SelectaDNA is protecting their homes; and in an innovative move to deter burglars from the area, a large billboard advert publicising the scheme has been prominently placed.
Deterrent value Meanwhile, thousands of homes in the county of Essex are involved in a major police anti-burglary initiative. At the launch of a scheme in Barking & Dagenham, local councillor Jeanne Alexander, said: “The beauty of SelectaDNA is its deterrent value. Burglars know that DNA is helping police convict criminals on a daily basis and that’s why they stay well away from homes and belongings which are DNA protected.” >

Other applications SelectaDNA also comes in a grease solution to prevent and deter metal theft of items such as lead roofs, copper piping and manhole covers, and in a gel for the protection of indoor materials. Rail track and vital electrical equipment belonging to ProRail, the national rail operator in the Netherlands, is being protected by an advanced version of SelectaDNA technology. A new intruder spray from Selectamark that uses the same SelectaDNA forensic formula to link offenders directly to the crime scene has been installed in every branch of the Bank of New Zealand to deter would-be bank robbers. As a burglar enters the protected building, they are sprayed with the harmless DNA-coded liquid that remains visible on skin and clothing for up to a fortnight, providing a clear forensic link to that particular break-in. Retail outlets including convenience stores and newsagents selling high value items such as alcohol and cigarettes have been targets for robbers in the past, but the new system which can be fitted to multiple doors and windows has proved highly successful, immediately target-hardening any building. It can also be incorporated into existing alarm systems.

Police routinely scan for traces of SelectaDNA in custody suites, and if they find it, it can help them obtain a conviction. The spray system is in use in retail stores, convenience stores and jewellers in the UK, in particular to deter ‘smash and grab’ raiders. It is being used extensively in the Netherlands, where it has been involved in police initiatives to reduce retail crime in Rotterdam. Simon Nab, project manager for
SelectaDNA in the Netherlands, said: “The DNA Spray system has been fitted to a group of small retail premises and petrol stations in Rotterdam to combat the increasing number of daytime robberies there. “Since the launch of the scheme, there have been no robberies reported from these outlets, which is impressive as they are located in one of the top three crime ‘hotspots’ in Rotterdam, and are considered at high risk for robbery.”

Following the successful campaign to reduce retail crime, the franchise owner of McDonald’s on Coolsingel, the main shopping street in the central area of the city, took the decision to protect the busy premises against robbery. Nab continued: “Not only has the retail outlet not been targeted, but the other businesses in the street have also been left alone. However, if the worst did happen and robbers broke in, it is likely that sprayed intruders would flee the crime scene before stealing any goods as the DNA fear-factor amongst criminals is very high.” Selectamark serves its customers both directly and through a growing network of distributors. asler Vision Technologies has teamed with SeeTec to integrate Basler IP Cameras with SeeTec 5 video management software. In addition to Basler’s box camera models, SeeTec 5 supports Basler’s IP Fixed Dome Cameras and is the first video management software to integrate the dome camera SD card functionality. The built-in microSDHC card slot in Basler IP Fixed Dome Cameras can be used for local file storage on an SD card with a capacity of up to 32GB. When configured properly, the camera can act as a self-sufficient system writing all alarm images and streams to the SD card, a functionality that has already been required in a joint Basler/SeeTec railway project in Eastern Europe. Other supported functions include multi-streaming, a time shift feature that only requests images from the camera in case of an alarm, and output scaling that rescales camera images before they are encoded and transmitted.

Security a central feature in protection of five star-hotel Security from Siemens is at the heart of an integrated solution for Montenegro’s most exclusive hotel. The Hotel Splendid Conference & Spa Resort in Becici, near Budva, required a complete security and communication package from a single source, with Siemens selected for what proved to be a challenging project. The hotel was erected on the site of an old hotel but was designed and built from scratch, making it a project with numerous challenges. The schedule was very tight, so certain sections of the building could only be designed once construction work had already begun. The scale of the project also escalated – what was originally planned to be a 45,000sq m complex ended up at 65,000sq m. Siemens’ solution covered everything from the transformer stations to a state-of-the-art communication and security system. The company supplied a complete hotel management system encompassing room automation for climate comfort, an access control system for the security of guests, and also service and reception management. Energy and operating costs can also be controlled automatically. The presence of guests is identified by a card reader, making it possible to adjust the energy supply, either by increasing it according to demand or reducing it if the guest is not present. When a guest leaves the room, for example, all lights can be turned off automatically and the heating and air-conditioning switched to energy-saving mode. The integrated safety and security solution itself is another example of the advanced technologies deployed in the hotel. With almost 4,000 fire detectors that can distinguish between false alarms and real danger at an early stage, four fire control panels as well as extinguishing systems for sensitive areas such as IT rooms and control centres, the hotel is protected against fire. These devices are controlled by
the MM8000 danger management system, as is the video surveillance system that includes ultra high-resolution cameras, and is integrated with a Sipass access control system as well as with a Sintony intruder alarm system. The complete communication infrastructure at the Hotel Splendid is based on the HiPath 4000 V2.0 communication system, which combines the scope of performance and flexibility of IP with the reliability of conventional telephony. The HiPath Cordless V3.0 DECT base station system ensures every employee can be reached wherever they may be. AMG delivers CCTV transmission solution for new Hindhead tunnel AMG Systems’ Guardian-Lite 3700 transmission series has been chosen for the CCTV transmission solution for the new Hindhead Tunnel on the A3 in Surrey, UK. Using uncompressed digital transmission with dual redundancy and ethernet in a self-healing ring on a single fibre, the 3700 will carry signals from 112 cameras back to two control rooms situated in two independent service buildings. The ethernet is used for the control signals for the PTZ camera movements. Two Pan Tilt Zoom (PTZ) cameras are located at the closest junctions each side of the tunnel to monitor traffic flow leading into the tunnel. In the tunnel itself there are 110 cameras; 36 PTZ legacy cameras, 10-second generation PTZs and 66 fixed cameras. PDS Limited was responsible for the design of the CCTV solution, the SCADA control system and system integration with a number of the other tunnel systems for the Hindhead project. Project Manager Gary Parker of PDS said: “The Hindhead tunnel is a benchmark project because this is the first time that a project of this kind is using a fibre optic backbone. The backbone is 1 Giga Bit per second and carries signals from all the various tunnel systems. The entire solution has been designed with future proofing in mind with build in redundancy – a minimum of 25% of the total capacity is reserved for future expansion, both for fibre backbone as well as for the transmission equipment. Future expansion in camera count can be facilitated using AMG’s drop and insert technology. “The tunnel is unique in that it is a dug tunnel rather than a bored tunnel. One of the challenges when designing the solution was to ensure that the system

would meet current standards where possible, as well as meet first generation legacy requirements for the matrix. There were also space issues for mounting the second-generation cameras, so we ended up using stainless steel metal mickeys on mil spec in order to use less physical space. “AMG’s transmission solution came very highly recommended, both from Tyco and from Chubb – who did six of the seven HA Regional Control Centres. The 3700 is perceived to be one of the best, if not the best transmission solution in the world. AMG was involved in the initial discussion between Chubb and us but, frankly, we have had very little reason to get in touch with them since the equipment was supplied because we have not experienced any issues. The factory acceptance test (see picture above) indicated that it’s a well-designed, very capable and robust transmission system. We’re currently in the process of planning the commissioning on site which will commence early November 2010,” said Parker. Ganz protects police helicopter base using Radar Vision When it comes to fighting crime, the police helicopter is an invaluable weapon. Loaded with the latest video and thermal imaging technologies, it provides a range of detection tools to deploy against lawbreakers. But the downside to possessing such a powerful resource is that criminals are keen to neutralise its capabilities, as one police force in England found out recently when its helicopters were subjected to sabotage while on the ground. To combat this threat, Ganz Solutions was asked by the force to provide effective protection. The task involved alerting staff to any potential intrusion and providing visual verification of incidents, in all weathers and under difficult lighting conditions. During Ganz Solutions’ initial site visit it was apparent that the area of coverage requested by the police was large: some 300 x 600 metres. The requirement was to detect any people or vehicle crossing the airfield boundaries and moving towards the helicopter or helicopter hangar. Conventionally, the solution to such a request would involve the use of perimeter protection via CCTV cameras, either PTZ or static units – mounted on camera poles positioned every few metres – complete with external movement detectors and supplementary lighting. But this type of installation can be expensive and, at best, only offer alarm-preset views of fixed areas covered by the external detectors. Faced with moving targets, visual verification becomes very difficult without the presence of a real-time tracking detection system.
Ganz’s solution to the site-specific challenge involves the deployment of its Radar Vision system, which is capable of providing 360° coverage with longrange detection up to 1.6km (per unit). Indeed, Radar Vision has proved ideal for the large, relatively flat stretch of land involved in this installation. Radar Vision detects intruders, as well as visually tracking and verifying them. The system provides all-round site security using integrated technologies. In operational terms, Radar Vision proactively alerts security staff to an intruder’s (person or vehicle) presence and automatically tracks their movements in real-time using video. The system can also track and monitor multiple intruders at the same time. The radar units are coupled with Ganz C-AllView ruggedised PTZ cameras to outsmart intruders in all weather or lighting conditions. Ganz Thermal C-AllView cameras were used in this application, providing dual video streams from both the cameras’ thermal core and optical module. Tracking data collected from Radar Vision is used to automatically task Thermal C-AllView cameras to point in the direction of any intrusion, without any need for artificial lighting. The Radar Vision technology can also be integrated with any conventional CCTV system for video recording, or alternatively complemented with Ganz Solutions’ Video Content Analysis tools using an IP network. n For more information see www.ganz.com

CBC’s enjoys successful night surveillance test Surveillance solutions provider CBC has demonstrated its expanding range of innovative low light CCTV systems at a special night time test and seminar event. CBC organised it to answer one of the industry’s most difficult questions: how do you obtain good surveillance images at night? Attended by an invited audience of installers, consultants, distributors, end users and specifiers, as well as guests from the public sector and police, the Night Time Surveillance Event provided an opportunity to see a variety of the latest CBC equipment in operation at Rutland Golf Club, Lincolnshire. The equipment demonstrated included IR and white light illumination, microlux low light cameras, as well as thermal and radar detection. CBC’s Thermal and Radar Vision systems particularly attracted the interest of Danny Cracknell from Farmwatch Ltd, an organisation providing practical security advice to farmers: “We were keen to see these systems in action because there is growing
demand for this type of technology, especially with its increasingly realistic pricing and installation options,” he said. “This is the kind of surveillance detection and observation that’s needed in rural areas where large distances are involved and farmers require a reliable means of identification,” Cracknell added. “We’ve used CBC equipment such as its 180º IR illumination for some time and do so because it provides the best spread of light, is reliable, and readily available to meet our needs. Hikvision appointed general contractor for Chongqing safe city programme Hikvision Digital Technology, a leading supplier of digital video surveillance products, has been appointed as the general contractor of a safe city programme for Chongqing, one of the municipalities in China that covers an area of 82,400sq km, with a population of more than 31,500,000. This system is expected to set up over 500,000 video surveillance points in Chongqing to create a secured environment for the city. Hikvision has responsibility for designing and deploying the whole project, as well as providing comprehensive and high-performance video surveillance products and solutions. The project investment will be more than US $800 million in total. Construction will start later this year, and is expected to be completed within three years.
By upgrading the existing video surveillance system and expanding new video surveillance points to cover the whole city, this programme will enhance the interconnectivity of video resources among government departments of municipalities, counties and villages, while assisting with public security management, city management, traffic management and emergency command. “It is a milestone for Hikvision,” said Yangzhong Hu, President of Hikvision. “We built up a project team to conduct detailed planning in Chongqing City. Megapixel dome with ONVIF compatibility offers easy integration Flexible integration is provided by the new GXD-1510M/IR Network Dome from the Eneo brand by Vidor, even for existing IP surveillance solutions. Milestone technology ensures safety of hospital patients and staff With almost 4,000 employees in 200,000sq m of buildings, and 33,000 inpatient admissions per year, Sodra Alvsborg’s hospital in Boras, Sweden, is a busy place. Security is a critical parameter to ensure that daily processes run as effectively and problem-free as possible for both the staff and the patients. The hospital’s safety measures include a security system based on Milestone XProtect IP video surveillance software, installed by Niscayah. Security manager Jan-Ola Hoglund believes that security in a hospital basically has to do with people and human nature. He said: “Just last year alone, clinical personnel activated 536 assault alarms concerning angry patients and people who were under the influence of alcohol or drugs. These are the kinds of cases where we come in as security staff and really appreciate having the video surveillance, which we also use as documentation material for the police,” says Jan-Ola Hoglund, Security Manager at the hospital. Previously, the hospital used analogue video monitoring equipment but along with new developments they have replaced most of that with surveillance based on digital IP network video management software from Milestone Systems. In co-operation with the security company Niscayah, the hospital contacted Milestone in 2004 to learn more about the company’s market-leading video platform, and installed it with 34 cameras shortly thereafter – a number that increased to 94 by the summer of 2010.
The cameras represent a mix of leading manufacturers – Axis, Bosch and Panasonic – which Milestone software easily handles. The Milestone open platform supports the widest choice in hardware: 1,000 models from 86 companies. The surveillance solution at this hospital uses Milestone’s XProtect Enterprise IP video management software, which can be installed with servers spread out over multiple locations for operating hundreds of cameras. The system includes existing analog cameras that are connected to the network via video encoders, and new IP megapixel cameras. The cameras are set up in the emergency room, at every entrance, in outdoor areas and parking places, and in the corridors that connect the hospital’s different wards. “The Milestone platform is ideal for the hospital in Boras because the personnel often need to document incidents that occur with the hundreds of patients who daily come and go from the premises. The video images are of very high quality, which makes it possible for the police to use them as evidence material, if the need occurs,” says Kjell Andersson from Niscayah. In the year 2000 alone, before the hospital installed video surveillance, 64 incidents were reported to the police, whereas in 2005 after video monitoring was implemented, the number fell to just 11. This indicates that surveillance does have a preventive effect. Jan-Ola Hoglund and his colleagues from Securitas are the only ones who have access to the video system, which is checked several times throughout each day. “The hospital has 800 doors with different access card systems. amsung digital video recorders have been installed by Spy Alarms as part of an upgrade of Charlton Athletic Football Club’s CCTV system. Charlton Athletic FC’s CCTV system has a major role to play during match days in order to comply with local authority licensing requirements. The club has to ensure that an effective CCTV system is in operation two hours before, during and one hour after a football match in order to comply with local authority’s licensing laws. If they are not satisfied that all necessary measures have been taken to ensure crowd safety, the local authority can in fact refuse to grant a licence for a match to go ahead. Images from the 32 dome cameras located in and around the stadium are recorded onto five Samsung SHR-5162 DVRs, two of which are used during match days specifically for safety and crowd control purposes. These allow control room operators and the police to automatically record, in real time and at maximum resolution, any incidents they are viewing. If required,
the recorded video can then be very quickly retrieved and backed up for the police to use as evidence, using the SHR-5162’s built-in DVD-RW or USB. The 16 Channel SHR-5162 utilises MPEG-4 compression to record highquality images while minimising video storage requirements. Two of the other SHR-5162s are used for general security purposes which include recording video of the activities of unwanted visitors, such as ticket touts. A fifth SHR-5162 has been deployed as part of a separate CCTV system installed in the club’s shop which is used to deter and detect would be shoplifters. Commenting on the choice of the Samsung SHR-5162 DVR, Martin Foster, a Director of Sevenoaks based Spy Alarms said: “We have been maintaining Charlton Athletic’s CCTV system for over five years. The previous recording system had been doing a good job but it lacked many of the advanced features that come as standard with the SHR-5162. Having installed Samsung equipment previously for other clients, we were confident that the new DVRs
would be reliable which was a key consideration bearing in mind what they are being used for. We also felt comfortable recommending the SHR-5162 to Charlton Athletic as its reliability is backed by a full three year manufacturer’s warranty.” To complete the upgrade of the CCTV system, Spy Alarms, which has just celebrated its 25th anniversary, also supplied and installed 12 Samsung 19” monitors and a 32” ‘spot’ monitor. “With over 20,000 fans on match days it is important for our security team to be able to make sure everyone is safe and that the day runs smoothly,” said Mick Everett, Operations Director for Charlton Athletic FC. “We depend on our CCTV system to a high degree and we therefore rely on Spy Alarms to ensure that it is effective at all times. We are fortunate that their engineer, Simon Richardson, who is normally the technical person who is on sixhour call-out, provides us with an excellent level of service and he is well supported by his other colleagues at Spy Alarms, who all show a keen interest in the system.” >

TalkTalk shouts loud about CCTV system Leading broadband supplier TalkTalk’s new London head office building is being protected by a sophisticated CCTV system designed and installed by security specialists Keyways.
T
he new building was acquired by TalkTalk as part of the process of the planned demerger from Carphone Warehouse, and as a result 850 Talk Talk personnel have moved into the seven-storey building situated in Evesham Street, W11. According to Michael Greaves, a director of Altringham-based Keyways, the CCTV system has proved to be a great success despite the fact that the building presented a number of challenges. “The building is extensively glazed and we therefore needed to select cameras with powerful backlight compensation capabilities to be able to deliver high resolution colour images even on the sunniest of days.” Greaves’ research led him to single source all the newly installed cameras from Samsung. “We chose the SID-560 fixed dome camera to solve the particular problem of direct sunlight as well as reflections. The SID-560 has a colour resolution specification of 560TV lines but most importantly, it has an impressive Wide Dynamic Range (WDR) function which performs very well with challenging back light conditions.” Six SID-560s were installed where cameras needed to face directly towards glazed areas whilst nineteen SID-370 fixed dome cameras were tasked to provide coverage of other parts of the building. The SID370 is a true day/night fixed dome

camera with a 37x zoom capability. To complete the camera coverage, Keyways installed two Samsung SIR-60 cameras with built-in IR LED lighting to ensure control room operators can view any activity at night in the darkened staircase fire door areas. “An additional problem for us was one of aesthetics,” added Greaves. “As it is their head office building, TalkTalk quite rightly wanted to see a very neat installation with no unsightly cable runs. The challenge for us was that there are no false ceilings where cables can be concealed. Fortunately, the Samsung cameras can be fitted with galvanized back boxes which can be installed into ceilings and walls. It meant a lot of work for our installation team but resulted in a completed system that looks and performs very well.” The video from all the cameras are monitored 24 hours a day by security personnel located at the
building’s reception. For evidence purposes, the video is recorded and stored on two Samsung SVR-1645 DVRs, each of which has the ability to record video to 4-CIF resolution. The SVR-1645 also provides the option to simultaneously record audio on all 16 channels and has an audio detection feature so that recording can be triggered by the sound input when it reaches a specific level. Algorithms unique to Samsung, equip the SVR1645 with multi-streaming real-time monitoring over a network while the CMS (Centralised Management Software) supplied with the DVRs provides out-of-thebox network capability for all the connected Samsung products. Commenting on the standard of the CCTV system, TalkTalk’s Regional Facilities Manager, Jill Tucker, said: “We wanted a high performance CCTV system that could provide our on-site security personnel with a valuable tool in their efforts to create a safe environment for our staff as well as to protect our assets. I am pleased to say that the equipment recommended and installed by Keyways is certainly performing well against the agreed criteria.” The CCTV system has been integrated with a Mifare access control system to ensure authorised staff and guests can be identified and allowed access to all areas of the building whilst unwanted visitors are prevented from going beyond the building’s reception area.

Salto offers Access solutions to tighten airport security
he world of security is fast moving, nowhere more so than in the aviation industry, where advances in security are being implemented within airports to combat those who seek to penetrate restricted areas to commit criminal or terrorist acts. Following a number of highprofile terrorist incidents involving aircraft and airports in recent years, aviation security has been significantly strengthened with the introduction of a range of measures designed to protect the travelling public. These include the deterrence and detection of weapons and explosive devices to prevent them being smuggled onto aircraft through the use of metal detectors, explosive sniffers, canine searches, baggage and, increasingly, full body scanners. Allied to this, passengers are also now banned from taking liquids in the form of drinks, gels, sprays, etc,

as carry on items (unless purchased at the airport duty free shop and sealed in a transparent plastic bag) to prevent the smuggling of liquid explosives such as nitro-glycerine or ammonia-based compounds on to aircraft. Around the airport perimeter itself, more capable low light and infra-red CCTV systems have been installed and mobile patrols on foot and in vehicles have been stepped up with the use in some instances of advanced fence intrusion detector systems (FIDS) to deter and detect intruders. These use a variety of detection technologies, sounding an alarm in the security centre if an attempt is made to climb over or breech them. And bollards and anti-crash barriers are deployed at various vehicle access points to mitigate the threat of vehicles laden with explosives, gas bottles or gasoline from ramming into terminal buildings. Another aspect of this multi-
layered approach to airport security is access control. Controlling access to key areas within the airport terminal and its associated buildings remains a critical security task and with many thousands of staff and other employees on site needing to have the right levels of access authorization, the latest in state-of-the-art electronic access control technology is required to achieve it.
Access control in action BAA Heathrow Airport is the world’s busiest international airport serving over 180 destinations in more than 90 countries. It services over 65 million passengers per year, and an average of over 180,000 passengers use the airport every per day. The £4.3 billion Terminal 5 (T5) is Heathrow’s latest success. Covering 260 hectares it is the new dedicated home for British Airways and consists of three buildings, the main terminal plus two satellites,

Terminals 5B and 5C, linked by an automated transit system. As you would expect their security requirements are complex and demanding, requiring a highly secure and reliable access control solution that can be customised to meet their specific environment. Integration made simple At Leipzig- Halle airport in Germany, express services and logistics provider DHL faced a different problem. They needed a simple solution for the complicated task of securing their European air cargo hub at the airport, but the question was how could they introduce a new security system without having to change or replace their existing one. includes a number of significant civil and building projects including a new terminal expansion. A substantial extension to the apron will see this more than double in size, while other improvements include improvements to safety and security systems, expanded aircraft handling facilities and a Category II Instrumentation Landing Systems (CAT II ILS) on runway 27 to enhance the reliability of the airport in low visibility conditions. Property Manager Tomas Grimes said: “Following the completion of our new terminal building we wanted to update and modernize airport access control system security and felt that SALTO Systems offered the best solutions and mechanics, namely its aviation leading XS4 Mifare smart card access control system. “Going beyond just access control, we’re installing a reliable and fully integrated building security solution to both airside and landside doors

reak-ins and petty vandalism such as broken windows are unfortunately daily events for most communities. But it is a lot tougher to be a criminal in the Danish district of Egedal since the installation of network video surveillance. Vandalism alone has fallen by 90%. When the children of Egedal come to school on a Monday morning, it is now with a feeling of comfort and safety – but it has not always been like this. The public institutions here have had visits from unwelcome guests many times over the years, who have vandalized or broken into the properties. These have cost a lot of money from the government budgets. When several county districts were combined in recent years, Egedal decided to renovate a number of buildings, with a simultaneous agreement to reduce the scope of these crimes once and for all.
“For many years we had fought against vandalism, especially in the schools, and it was hard on the students. It wasn’t fair that every Monday morning they had to fear finding their classrooms destroyed or their computers stolen. So we investigated the options and discovered that IP network video surveillance was the absolute right solution,” says Henrik Jørgensen, Head of First Response for Egedal. Surveillance based on Milestone Systems open platform XProtect Enterprise IP video management software was chosen. Since 2008, Egedal has been controlling more than 60 network cameras that are installed in the sports halls, school yards, libraries, job centres, inter-city train stations and other vulnerable areas throughout the district. With just a few clicks it is easy to get an overview of all the live video or recordings and identify the troublemakers who create
problems. Only Egedal security staff and central institution managers have access to the surveillance system, and all recordings are deleted after 30 days, unless they are needed as evidence material. When a first responder gets an alert about a break-in or act of vandalism, he drives to the site and can check the surveillance video. ”Among other things, it’s possible to scroll back and forth between images, compare and synchronize recordings from different views and locations in the same time period, as well as zoom in on the perpetrators for more detail. The Milestone software is working with vandalresistent video cameras from ACTi, HIKvision, Mobotix, IQeye and Axis, and the PTZ cameras pan and focus automatically, following motion themselves. The video surveillance has already proved its worth as evidence material for the police, and it also has a valuable preventive effect, reports Henrik Jørgensen, who said: ”Often we don’t even have to hand over the evidence to the police. In cases where the lawbreaking is done by young people, we talk to them first ourselves, then to the school principal or a social worker, and the parents. When the proof exists and the cost of the vandalism is on their heads, we’ve experienced that such youth trouble has fallen greatly.” Around Christmas 2009 an unknown perpetrator smashed 36 windows at Egedal city hall. The municipality became 70,000 Danish krone (£8,000) poorer as a result, but richer in experience. Video surveillance has now become part of the daily procedure here – and not just for the purpose of saving such costs from vandalism, but just as importantly to ensure a safe environment for citizens.
Safety and protection “At the start, school personnel were somewhat sceptical about the surveillance, but when they found out that the goal was to manage vandalism and breakins, their opinions changed. The video surveillance is not used to control the employees but to create an atmosphere of safety and protection,” said Henrik Jørgensen. In 2008, Egedal registered glass repairs totalling 700,000 Danish krone (£80,000), and one school alone that year had glass damage totalling 250,000 Danish krone (£28,500). Since the video surveillance was installed at the start of 2009, the amount of vandalism has fallen by 90%. Egedal has invested in an advanced IP video surveillance solution from Milestone Systems

According to Jørgensen, the district will continue to follow technology developments in surveillance, and they have already laid plans for the future. He said: “We are constantly in contact with both Bruzelius El, who installed our solution, and with Milestone. The great thing about the Milestone open platform is that it can be integrated with many different types and models of hardware or software. And if we have a suggestion for Milestone for developing something new in the software, they are always interested to investigate new ideas.” The next step is to implement a new mobile surveillance client in Egedal’s guard vehicles to create an even more flexibile solution. Via 3G connection to the internet in the cars, security guards can see live video from the area’s many cameras. This gives new possibilities for security and
surveillance while ensuring that the guards are not limited by being in one place physically. Via mobile surveillance, a guard only has to log in to the central system and get his access to the video then follow different situations at the same time – able to react before a probable incident has a chance to escalate. “With this new technology the security guards can follow a situation in action before it’s too late, or make sure thye don’t chase after a false alarm. This really saves on the municipality’s resources and strengthens our position against crime,” said Jørgensen, who added: “We make big demands on our security and choose only solutions that are the most advanced in the market. amworth is 23km north east of Birmingham. It has a population of about 80,000, but it also attracts a large number of visitors wishing to enjoy its restaurants, shops and tourist attractions, including Tamworth Castle. The council considers the security of its residents to be of paramount importance and has also looked to provide a safe environment for people who visit the town centre. There is a zero tolerance attitude to anti-social behaviour, vandalism and theft. With this in mind, the borough council invested in a CCTV system some years ago to monitor activity 24/7 within the town centre. The existing CCTV system comprised of 77 cameras that were wired directly to the town’s control room where they were recorded for 12 hours a day on analogue VCRs. “Our old analogue based CCTV system had done a good job over the years but it was clear that we were
missing out on the advantages that the latest advances in digital and IP network based CCTV technology could deliver,” said Larry Phillips, Tamworth Borough Council’s CCTV Control Manager. “The challenge for us was how to upgrade the system within the confines of a limited capital budget. While we would naturally have preferred to have everything in place from day one, the sensible approach was to look to work with a manufacturer that had a system architecture which would allow us to take a phased approach to the introduction of new technology.” The expertise of Phillips and his colleagues in the implementation and management of CCTV had already been recognised by the CCTV Users Group with the presentation of the 2009 CCTV Team of the Year Award and the CCTV Management and Innovation Award. One of the council’s objectives was to look at utilising rapid deployment
cameras rather than just add more fixed cameras and an IP-based system offered the option to do this cost effectively. “We certainly needed to move away from the process which involved recording onto tapes and having to change them on a regular basis. More importantly, we wanted to increase the effectiveness of our CCTV system by improving image quality and have additional flexibility as to where live or recorded images could be viewed,” added Phillips.
The evaluation process Working closely with Paul Smith and David Bromley, ADT’s Technical Support Engineers, and Account Manager Chris Neville, Phillips and his colleagues took a long hard look at 10 different manufacturers to see who could provide a complete solution. “We got down to a short list of three manufacturers who on paper seemed to provide the best options, and then asked each to >

Images from these dome cameras are transmitted via a wireless link to the control room. Phase 4, which was completed during 2010, saw the provision of additional Vicon vandal resistant domes which can, if required, be rapidly deployed at identified crime hotspots throughout the town centre. ‘Duct feet’ allow the domes to be put in place quickly or moved to another location and in order to keep costs to a minimum, images from the dome will be transmitted to the control room over a wireless link system to be installed by ADT. Tamworth Borough Council’s Larry Phillips was pleased with the results: “Vicon and ADT have worked very well with us as a team to ensure that this phased approach has been affordable. he Whitegate Health Centre, a new NHS Primary Care Centre located in Blackpool, Lancashire, was opened to the public in September 2009. Eric Wright Construction was the primary building contractor responsible for the project and its Facilities Management division was selected to manage all aspects of the buildings security and general maintenance. The Primary Care Centre was built as part of a wider NHS initiative to bring non emergency/surgical health services such as x-ray, physiotherapy, dental services, general practitioners, a walkin centre, sexual health clinic, podiatry and children’s services under one roof to enable hospitals to concentrate on the provision of emergency, surgery and specialist health care. A integrated security solution was required to protect and monitor

the patients, staff and visitors who use the facility. The security installer Black Box Security, based in Preston, Lancashire, has worked with Eric Wright for over 25 years and drew on a wealth of necessary experience, expertise and product knowledge to supply the right solution for this project. The security solution specified required integrated digital video recording, access control, intruder detection and CCTV. Working with Honeywell to supply the complete product range meant that Black Box Security benefited from a smooth and uncomplicated contracting process. One of the most important aspects of any major security installation is the capability of different products to seamlessly integrate and interoperate with each other. Honeywell provides an integrated approach to security, creating a seamless system for the security contractor from an installation and
maintenance point of view and for the end user who benefits from a reliable, customized and state-ofthe-art integrated security system. “The challenge from our point of view was how to integrate the intruder system, access control, digital recording and CCTV, while making the installation and maintenance process as smooth as possible,” said David Barnes of Black Box Security. “As you can imagine, health facilities are high risk sites, so every detail must be accounted for.”
The solution A detailed risk assessment along with a method statement was submitted before the work could be started by Black Box Security. This highlighted the potential risks at the site and how the security solution would address these risks. Following the risk assessment, Black Box Security and Eric Wright Facilities Management (on behalf

The challenge was to combine access control, CCTV (IP and analogue) and intruder systems into a cohesive, integrated and userfriendly system. Honeywell was selected because of the seamless interoperability of WIN-PAK, Fusion Digital Video Recorders (DVRs) and the Galaxy Dimension intruder control panel which ultimately creates a robust and reliable endto-end solution. For this project the Honeywell WIN-PAK access control system includes 104 smart card proximity readers and 27 N1000 control panels. Expandability is the most important feature of many access control systems. The N-1000 can operate as a standalone two or four door controller, and up to 31 N-1000s may be connected on an RS485 drop-line as needs increase. This includes the readers for the public lifts, thus only allowing public
access to the appropriate floors. WIN-PAK with Galaxy integration provides a single user interface that integrates access control with video and intrusion to create a more robust platform with increased functionality. Functions that have traditionally been tied together through physical relays and input devices are now controlled logically. Full-scale system management of single or multiple locations is possible – resources can be moved, controlled or shared across multiple locations simply by logging on to a system.
Complete camera control From a video perspective, WINPAK offers complete enhanced digital video integration to the two Fusion DVRs installed in the centre’s security control room. Integration allows video to be linked to both access control and Galaxy intrusion events and alarms. Video clips can easily be recalled with the software, based on time or event.
With integration, users can have complete camera control, including pan, tilt and zoom, and can verify live users with stored images using the video verification option. The Honeywell EQUIP HCD554IPX IP cameras were installed in the health centre canteen area as a means of preventing shrinkage and monitoring movements and activity within this area of the building. This particular camera is specifically designed for object recognition, which is required in locations where variable and low light conditions exist – like a canteen. Set-up is quick and easy and can be customised through a web client or from a Network Video Recorder (NVR). Full and comprehensive training was provided for both the facilities management staff and the onsite security staff. As the main manufacturer involved in the project, Honeywell supported the programme from its Training Centre of Excellence in Runcorn. >

For example, the doors controlled by the WIN-PAK access control system are also monitored by cameras enabling the security manager to gain visual verification of all people accessing the controlled doors. installed throughout the building control access to many different rooms; access to some parts of the centre is strictly controlled so only authorised personnel may enter. WIN-PAK enables security staff to know exactly who is in the building and in a particular zone at any given time, combined with integrated video surveillance staff can monitor the building in real time and thus deliver a safer and more secure environment for all. “I’ve worked with Honeywell on a number of projects and the product range and level of integration on offer certainly makes life easier as an installer,” said Barnes. “Add to that the expertise, knowledge and professionalism of the Honeywell team both on-site and behind the scenes makes them our numberone choice.” The Health Care Trust is now planning to expand the current system by increasing the number of on-site cameras and doors that are access controlled. This is simple to achieve with the WIN-PAK system and allows additional areas of the building to be opened to the public whilst maintaining the appropriate level of security throughout. “This system enables us to
monitor the building inside and out so we are able to correct any issues before they turn into problems,” said Dave Hamilton, Facilities Manager at Eric Wright Group. “The safety and security of the staff, patients and physical assets of the health centre is our priority. PoE+ is transforming the way electrical equipment is powered
P
ower over Ethernet technology allows IP devices to receive power as well as data over existing LAN cabling – TCP/IP (Internet Protocol). There are many benefits of PoE technology and over the past few years there has been an explosion of Power over Ethernet devices and installations. However, when Power over Ethernet devices were first considered for access control it was clear a fundamental problem existed. PoE could not successfully deliver enough power to power readers, controllers and Maglock at a controlled door.
What is PoE+? To advance the PoE offering, a Power over Ethernet Plus (PoE+) standard was introduced to increase the maximum power rating from 15 watts to over 30 watts. The standard

for higher power version of PoE is called IEEE 802.3at, and has recently become ratified. In June 2007, CEM Systems was first in the market to introduce a PoE+ access control solution.
CEM PoE+ Solutions CEM PoE+ products are designed for use with the powerful range of CEM AC2000 security management systems. 1. 1. PoE+ Access control using CEM card How does it work? The unique CEM DIU 230 (Door Interface Unit) uses PoE+ technology to reliably deliver up to 2Amps to power an entire door set, including: 1. CEM Access control readers 2. 700mA maglock 3. Door holder 4. Sounder and strobe All over one Cat5/6 Ethernet cable. The DIU 230 door interface unit works in conjunction with a Midspan power injector between the AC2000 system server and the door. It is available as a board only option or a lockable wall mounted enclosure. The distance between the injector and the DIU is limited to approximately 90 metres. The DIU 230 supports the Phihong range of PoE+ mid-spans, offering the highest levels of flexibility, with 2Amps of power reliably delivering
power and communications to CEM readers and all door furniture. An Uninterruptable Power Supply (UPS) is also fitted in the DIU 230 to optionally support the installation in the case of power failures.
2. CEM’s PoE+ two-door controller Cost effective method of controlling and powering two doors via one CAT5/6 Ethernet cable. The CEM eDCM 330 (Door Control Module) is an intelligent and low cost two door Power over Ethernet controller, which is designed to interface third-party readers with the CEM AC2000 access control systems. The eDCM 330 supports two door configurations: •T wo door control – each using a card reader for entry and a push button for exit. •O ne door control – using a card reader for entry and a card reader for exit.
PoE+ benefits When thinking about PoE+ benefits it is important to not just think of the cost savings per door. Think of the overall cost savings of the project without the need to place mains spurs above each door. •N o mains or PSU required at the door. Using just a single Cat 5e/6 cable, the DIU 230 eliminates the need for a mains power supply at the door. This creates great project cost savings as the general cost per fused spur is around £200-250. • The unit installation is classed as low voltage which creates a safer installation and can be completed by IT network installers, without the expense of an electrician or electrical contractor. • There is no need to pay for an expensive electrician, or delay your installation to meet the electrician’s schedule – saves time and money. Working together The private security industry needs a single representative body for all sectors, says Patrick Somerville
T
he leak in September 2010 of a government announcement that the Security Industry Authority (SIA) would be axed in the current round of planned expenditure cuts caused the security industry manned guarding interests to reel in shock. The demise of a number of quangoes and other non departmental public bodies was threatened and in many cases subsequently confirmed. Immediately, the Independent Parliamentary Standards Authority led the way with a determined lobbying of all MPs and selected members of the House of Lords urging that the SIA and its regulatory regime should not be disbanded. Instead, the industry should work with government to achieve some of its policy objectives, improve the regulatory regime and reduce the costs and administrative burden that regulation had imposed on the industry in difficult times.

The collective industry response that followed was sufficiently robust and timely to modify the stance of the government on the issue of disbandment and move it towards a revision of the regulatory regime after due consultation with the industry. The process of consultation led by the SIA has started. It is expressly intended to take cognisance of the view of all parts of the licensable operations sectors as represented by stakeholders and industry bodies. It is commendable that this enlightened inclusive approach has been taken, learning from the earlier experience of SIA led consultation where certain vested interests dominated the process leading to much criticism and dissatisfaction in several sectors. It remains to be seen if these expectations are realised. A ‘Security Alliance’ has emerged, apparently initiated prior to the leak of government intentions by the
British Security Industry Association (BSIA) and a few other parties, with the object of representing the industry. The SIA have welcomed that initiative and supports its activities but require it to be wholly representative of the licensable sectors without permitting over representation by a few leading players. There remains some imbalance in the representation that should be addressed to avoid further criticism. Additionally, another group of stakeholders has been called together for consultation by SIA Chairman Baroness Henig, which seems to undermine the intended and apparently endorsed role of the Alliance as the industry representative body in these matters. The Security Alliance (TSA) is one of a series of efforts made by BSIA and others in recent years to create a single representative body for the security industry but always underlined by the BSIA exercising a

significant controlling influence. It is understood that TSA may formalise itself by adopting a constitution and laying down terms and conditions for membership, etc. Other stakeholders have concerns about the emergence of the Security Alliance and where it goes from here. Clearly the immediate focus of attention is changes to the regulatory and licensing regime and how the industry may become involved in delivering some of the services hitherto undertaken by the regulator. This range of interests is limited to the manned guarding and facilities management sectors and does not embrace the wider requirements of both government and the industry to have a means of coordinated representation across all sectors that can deal effectively with central government.
Joint Security Industry Council Industry representatives, who served on the former Security Industry Lead Body (ILB) which
with others was disbanded by government in the mid 1990s, at that time determined to continue the work of the ILB and went on to found the Joint Security Industry Council (JSIC) in 1995. The original intention was that it would represent all sectors of the security industry and be the single independent consultation vehicle for contact with government and departments. Sector representatives formed the central council and met the government’s desire to speak to one single representative body for the industry JSIC functioned successfully for several years, not least with the Way Forward Group and the considerable volume of recommendations made by it to the Home Office in connection with the implementation of the PSI Act 2001. However, the BSIA, declined to participate and has held to that position ever since. It is the expressed view of the current group of concerned stakeholders that the JSIC model
remains fit for purpose and should be the foundation of any independent all sector representative body for the industry. It is in support of that view and to elicit further comment and support that this paper has been prepared. The Coalition Government has declared the need for increased consultation with the whole industry. Baroness Neville-Jones, Minister of State for Security, in a keynote address on 22 July 2010 emphasised the need for the security industry not to be treated as an “afterthought of the defence industry”. Calling for a major uplift in the performance of the private security industry, supported by government through UKTI and other agencies, she stated that the aim should be to ensure that UK expertise and innovative security solutions are marketed more effectively both at home and overseas. The minister went on to emphasise the need for closer relationship between government and the industry. Noting that >

“The British security industry has the capacity to be a world leader (a view with which we concur), and it should be our common endeavour to make that happen” the security industry, unlike the defence industry, is characterised by lack of company scale, that government aims to support small and medium sized enterprises (SMEs), she stated that ways needed to be found to integrate SMEs into larger consortia without losing their innovative capability which can result from over consolidation. She concluded by saying that it was important to maintain an open, honest and effective dialogue between government and industry. The British security industry has the capacity to be a world leader (a view with which we concur), and it should be our common endeavour to make that happen. Industry representatives now involved in determining the future of a regulated manned guarding sector and those with a broader understanding and commitment to develop the future capacity and effectiveness of all sectors of the private security industry need look no further than the Memorandum and Articles of the incorporated Joint Security Industry Council (JSIC), it’s supporting by-laws and administrative provisions, for a solution. JSIC is as originally intended a single representative
body that can speak for the industry with government. The Robbins Report 2006 confirmed the need and desire for such a body by the industry. Yet it is at present dormant through lack of commitment to these objectives and the preference for some influential bodies such as BSIA to exclude themselves and those they purport to represent from its deliberations and recommendations. It is surely time to wake up and change that position, adopt that model, adapt it if necessary, and
work together constructively and effectively with each other and with government for the benefit of the industry. Crime trends are against you, showing increasing numbers each year, and your budget makes it impossible to have security guards on board. Still, your main goal is to create a safe working environment for the drivers and an attractive transportation option for the city’s commuters, citizens and tourists. What would you do, and where would you start? This was the situation for Iñigo Rodríguez-Rovira Rodríguez when he accepted the position as Security Manager of La Empresa Municipal de Transportes de Madrid (EMT), the company which owns and operates the local buses in Spain’s capital. to graffiti or pickpockets. In case of an incident, it was very difficult to identify a troublemaker unless he or she was caught in the act, which did not happen often,” said Rodríguez.
Extensive evaluation It soon became clear that an onboard surveillance solution would help EMT to reach their goals. “We evaluated various ways to efficiently monitor and track the incidents on our buses,” said Rodríguez. “In addition, we looked for a system that would allow us to quickly decide on appropriate actions following an incident. Based on our own conclusions, and the experiences from other similar projects, we decided to go for video surveillance.” When EMT announced their plans, they received 13 different proposals for onboard surveillance systems. Rodríguez remembers that he and his colleagues reviewed more than 13,000 pages of material in the evaluation process, which eventually guided them to the final solution. “During a period of six months, we installed and evaluated 10
surveillance systems on 10 different buses. One of the criteria was the capability to provide reliable access to live video from the buses,” said Rodríguez. “It should also be possible to integrate the surveillance system with other systems on board and to easily expand it to meet future requirements.” The evaluation favoured a networkbased surveillance solution and EMT decided to install cameras from Axis Communications that are especially designed for use on buses and trains. These cameras can handle the tough environment on board, including vibrations, temperature fluctuations and moisture. “We were very impressed by the capabilities of the Axis cameras. They provided the best image quality and the H.264 compression made it possible to efficiently transfer and store the video,” said Rodríguez. To date, about 1,200 of Madrid’s buses have been equipped with Axis network cameras. “We install cameras in three buses per depot every day and there are more than 4,500 cameras in place,” says >

The video from the cameras is recorded locally on board and transferred wirelessly to a central storage when the buses are in depot overnight. We are very happy with the solution as we haven’t had a single issue with the cameras so far, despite the high number of units in use.” The video from the buses can also be viewed in real-time from an alarm centre in Madrid, operated by the security company Segur Control. Jose Ignacio González López, Manager of the alarm centre, says that this capability is of great benefit. “In case of an incident, the driver gets our attention by pressing a button. We can then look at live video from the bus and easily make a correct evaluation of the situation. Depending on what we see, we decide what action to take, and whether to involve the police, emergency services or EMT. Each bus is also equipped with GPS and can be followed by our operators directly on a map, enabling us to give the exact position of any bus at all times.”
Fighting vandalism The new surveillance system on Madrid’s buses has not only helped to reduce the costs for incident responses. It has also given EMT an efficient tool to prevent crime and to investigate various incidents on board. “Only one of our drivers has been robbed since the first cameras were installed about half a year ago. And in other incidents, the new system has helped to identify faces of the people involved,” says security manager Rodríguez. He estimates the yearly costs for vandalism and graffiti at about €600,000, a cost that he hopes will decrease moving forward. At the same time, he is looking forward to analysing the passenger statistics. “By keeping our buses safe and secure, we will also attract more passengers,” he concludes.

Driving to success Friederichs’ made-to-measure approach ensures a full order book
V
ehicle body construction company Friederichs boasts a history that cannot be equalled in the sector – it’s already been in existence for 171 years! The firm was founded by Heinrich Ludwig Friederichs in 1840; after spending several years in London, St Petersburg and Moscow practising his profession as a saddler and carriage builder, the young Heinrich set up his own upholstery and carriage building shop in Frankfurt am Main, where he originally came from. In its early days, the company focused on the construction of magnificent horse carriages for rich tradesmen and Russian princes. Later, Heinrich handed over the company to his son Carl, who led the company into the epoch where motorised vehicles began to replace horse carriages. When in 1900 his two sons, Heinrich and Rudolf Friederichs, took over the company the main

business was the construction of automobile bodies for vehicles manufactured by Maybach, Benz, Packard, Horch and their contemporaries (the oldest roadworthy Maybach W5, whose body was engineered by Friederichs, can be found in the Technical Museum Speyer, Germany). However, times were changing and the company focused on repairs and the construction of commercial vehicles. The company’s first plant was destroyed by fire and so production was moved to the west of Frankfurt. It was about that time that Heinz Friederichs, Rudolf’s son, joined the company. In 1964, a second plant in the east of Frankfurt was built, allowing the production of commercial vehicles of all kinds for European, Asian and African markets. The large workshops on this 5000 m² area are equipped with the latest technology. In 2003, a state-of-the-art test bench for brake systems and a
calibrated vehicle weighing system was installed and the following year a large paint shop was opened. Two years later additional halls for the production of armoured offroad vehicles were constructed; a sign of the steady growth of Carl Friederichs GmbH. Today, Friederichs employs about 100 people in two different divisions: the repair of accident vehicles (cars and trucks); and the construction of bespoke vehicles of all kinds. These vehicles are individually crafted to match the needs of customers in Germany and worldwide, devised for the most diverse operating conditions and on the basis of almost all commercially available chassis. All vehicles are designed and manufactured in conformity to a quality-control system that is certified in accordance with DIN ISO 9001:2008, a fact appreciated by Friederichs customers around the world.

The product range includes the following vehicle types: • Off-road and escort vehicles – the ‘rolling fortresses’. The armoured off-road and escort vehicles are designed to effectively protect high-profile individuals against terrorist or criminal attacks, but are just as suitable for the transport of valuables such as money, precious metals, diamonds and sensitive medical and nuclear materials. The vehicles provide the highest level of armouring and withstand the highest loads. To test their resistance, all materials such as glass, steel and plastics are subjected to comprehensive ballistic and detonation tests, which are also applied to welded joints, canted edges and other joints. Additionally, samples true to scale and complete armoured vehicles are put through comprehensive tests to verify the ‘body effect’. All tests are performed by the State Firearms
Safety Authorities of Germany. A wide variety of options such as explosion-proof fuel tanks or runflat tyres are available on request. • Surveillance containers as ‘modern fortifications’. In times of growing potential threat, object security becomes an issue of increasing importance. Friederichs has developed armoured surveillance containers in various sizes and models to provide effective protection for endangered areas and buildings. These containers also must pass the full range of ballistic and explosive tests by a State Firearms Safety Authority (up to the European protection class VR7 and higher). The containers are CE-certified and EMC-compliant. Depending on the specified task, the containers are often equipped with options such as a gas-attack protection system, self-contained generators for the supply of the life-support and digital radiocommunication systems. A wide
range of further security equipment is available to suit the individual needs of the customers. • Armoured valuables and passenger vans – ‘mobile vaults’. Special vehicles providing maximum protection are required whenever larger quantities of valuables must be safely transported from A to B. Such valuables can be coins or banknotes worth millions; other precious items such as printing blocks or plates for banknote printing, pieces of art, jewellery and precious metals; or sensitive items such as firearms, ammunition or highly toxic substances. For all these highly demanding tasks Friederichs develops and manufactures protected and armoured special vehicles that can be used variably for unlimited purposes. passenger vehicles. These facilitate the transportation of political leaders and their staff, guests, interpreters, etc. at the highest possible protection level and, most importantly, in an inconspicuous manner – just like sitting in a ‘mobile vault’. • Info mobiles and laboratory vehicles. Even in the era of online shopping, products are best sold when customers are offered a touch-and-feel experience. For such purposes, Friederichs develops and manufactures state-of-the-art mobile presentation centres, known as ‘info mobiles’. These are used to provide an impressive surrounding for the presentation of products such as bathroom appliances, heating systems, solar panels, just to name just a few. In the info mobiles, potential end customers can listen to sales presentations and even participate in training programmes on site without the need to rent additional space and staff. This means the mobile information centres are highly flexible and economically effective. The same applies to the mobile laboratory vehicles, which can be used for chemical or technical analyses or for forensic applications. The complex and costly installations, measuring devices and special equipments can easily double the price of the vehicle.

• Service, repair and fire vehicles. Anybody who has ever attempted a roadside repair without the right tools knows the problem. To save its customers from this experience, Friederichs manufactures fully equipped service and workshop vehicles for all branches. The mobile workshops are made of a base vehicle, a special body and a multitude of equipment, such as generators, air compressors, battery chargers, welding systems, drills and grinders as well as tire mounting machines and lubrication systems. Qualified repair of vehicles, machines or other devices can hence be performed even in the world’s most remote locations. A fully equipped special vehicle can ensure the service provision within a wide area, saving the operation of local service points. • Mini-buses and police vehicles. Initially, Friederichs had a request for comfortable passenger transport using reliable commercially available vans, but
these were only available with up to nine seats. Friederichs’ special conversions offer up to 27 seats – without any modifications to the body. The seats are covered with high-quality materials, including leather, and can be equipped with lap belts or integrated threepoint belts. Matching headrests and other options such as folded tables, luggage nets or shelves are available. A powerful low-noise roof-mounted air-conditioning system can also be provided. The mini-buses can of course also be used for other purposes. There is a multitude of possible conversions for staff and patrol vehicles for the police, which can be equipped with concealed or visible signaling devices, secure storage compartments for firearms and equipment and in-car computers with internet access. The German trade expo was more successful – and international in flavour – than ever before
A
n increased international presence, a greater willingness to invest and a strong interest in system solutions characterised the 19th Security Essen trade show. Around 42,000 visitors and 1,078 exhibitors from 38 nations were at the show, which focuses primarily on the security and fire protection sectors. Substantially more visitors travelled to Essen from abroad than in the previous years, coming from 113 countries. Among the exhibitors the foreign contingent represented 46% of the total – that too was a new record. Frank Thorwirth, Chairman and CEO of Messe Essen, said: “With its results, Security Essen has emphasised its position as number-one in the worldwide security sector. We offer the chance to meet international contacts that is not possible anywhere else. The entire course of the fair was characterised by an exceptionally positive mood.”

Look to the future Exhibitors praised the increased internationality of the event, the high quality of visitors and their willingness to invest. Almost 90% of visitors to the expo play a crucial role in procurement decisions in their companies. One in four of them stated that their company intended to spend over €250,000 on security in the coming year; almost 12% intend to invest more than €1 million. All in all, the assembled experts had a positive attitude towards the future: over 70% of visitors said they were convinced that economic activity will pick up in the coming years. Exhibitors at Security Essen took up topical subjects and presented new developments. For example, the risk of falsification is reduced by innovations relating to admission control, such as identity checking by recognising fingerprints and finger veins. HD technology can also be found in video surveillance
It’s showtime: Security Essen cemented its reputation as one of the world’s leading security industry expos where it ensures a higher resolution and a better image quality. Several exhibitors demonstrated ways of improving security in schools, such as specially secured escape doors or loudspeaker systems. A large number of exhibitors used Security Essen as a stage for the premieres of their new products. Pioneering innovation and developments were recognised at the Security Innovation Awards. The prize-winners included a fuel cell that produces a low-oxygen protective atmosphere as outgoing air for fire prevention purposes and a near-infrared system that recognises individual people and their individual admission rights. In many companies, more and more departments are being charged with responsibility for security, meaning that a greater corporate overview is required. This overview was offered by Security Essen. For example, there was once again an independent fire protection hall in which exhibitors presented fire protection solutions in a compact form. There, over 100 companies showed a range of construction, installation technology and mobile fire protection. In total, more than 230 companies with solutions for fire protection were represented at Security Essen. In the ‘IT Security’ theme park and open forums, the specialists dedicated themselves to the ever greater intermeshing of informatics and security. Here, experts obtained both general interest and practical, practiceoriented information. Peter Hohl, organiser of the theme park, said: “If a hacker penetrates into the computer of a bank from the
bank statement printer by cracking open the cylinder lock and connecting his laptop on the inside, that proves how urgently conventional security and IT security must grow and work together. At Security Essen, through the lectures, the open forums and the exhibitors in the IT Security theme park, visitors have been able to allay their security fears. IT security in Essen is IT security for people who are not computer scientists but need to get to grips with the issues and to understand them.” Other subjects in the forums, such as intrusion protection, IP cameras, new locks or the protection of people, also attradted a large number of interested visitors. The Essen Security Innovation Symposium also had its premiere. During this two-day event, international experts from the political, industrial, economic and scientific fields, including Thomas Kutschaty, Minister of Justice of North Rhine-Westphalia, and Dr. Luigi Rebuffi, CEO of the European Organisation for Security (EOS) industrial platform, devoted themselves to the challenges in civil security. The comprehensive range and reach of Security Essen met with great approval from trade visitors. Almost without exception, they said that they were highly satisfied with their visit to the fair, with the range on products and information on offer, and with the international flavour of the event.
