ith over 25 years of experience, Rindt & Gaida has become a firmly established car dealership for the Škoda brand in the Hannover region. Customers have come to appreciate the good service, wellmaintained used cars and the highquality new Škoda vehicles offered by Rindt & Gaida. Unfortunately, this is true not only for honest customers, but also for criminals. Therefore, the Škoda dealership is now protecting its parking lot for new cars with a customized safety concept, in which FLIR thermal imaging cameras play an important role. “On our parking lot for new cars, we were having problems with some pretty audacious thieves, who were after the alloy rims on our brandnew vehicles.” explains Stefan Butterbrodt, Service Manager at Rindt & Gaida. “This type of theft alone is bad enough in itself, but even more damage was incurred because they simply dropped the new vehicles on their door sills. You can’t sell a vehicle like this as a new car. Of course this also causes a considerable effort in dealing with the insurance company and leads to higher insurance premiums on the long run.”
Sophisticated security concept Therefore in 2014 the dealership decided to actively combat this organized theft. The Škoda dealership contacted security specialist Tobias Vieth at the security technology company HDS Sicherheitstechnik. After analyzing the requirements on site, it was clear to him: a standard solution would not be suitable in this case. “A fence had already been built to discourage burglars. Unfortunately, this did not have the desired effect. What we needed was a comprehensive concept, including a camera and video analysis system.” says Tobias Vieth. Mr. Vieth therefore developed a security concept together with Dirk Ostermann from the company DOI Video Security Business. It relies on detection by FLIR thermal imaging cameras. Originally, the site including the parking lot for new cars was to be monitored using three or four FLIR FC series S thermal imaging cameras, which have a resolution of 320 x 240 pixels and different lenses for different fields of view. However, due to the fact that the parking lot for new cars is divided by a road, there would have been an area that would no longer be visible for the cameras. “Now we have set up two
FLIR cameras on this space for new cars”, explains Tobias Vieth. “The area measures 50 x 70 meters and the biggest challenge was that a road runs between the space and the mast.” As a solution, Dirk Ostermann recommended using a FLIR FC 645 S with a high thermal image resolution of 640 x 480 pixels. With its field of view of 45 x 37 degrees, it is able to oversee the entire area.
Massive mast for clear detection conditions The thermal imaging cameras have been installed at different heights and facing in different directions. Tobias Vieth designed a 16-meter mast and had a structural engineer calculate it specifically for this purpose. “We decided to make it extra sturdy to avoid vibration and fluctuations in the camera image and thus allow for crystal clear presentation and accurate detection.” A megapixel speed dome camera has been installed on the mast. As soon as the FLIR thermal imaging cameras detect suspicious activity, the speed dome automatically targets the location in question. This helps ensure clear identification of possible thieves. ➔

Minimizing false alarms Dirk Ostermann, owner of DOI Video Security Business advised HDS Sicherheitstechnik advice on product selection and system design. “It was important for us that as few false alarms as possible were sent to the security control center. That’s why we used high-quality products from FLIR Systems, Norma Systems and Heitel. This combination had proven itself in other projects,” explains Dirk Ostermann. “The video analysis method used here was specifically aligned with thermal imaging technology. This has to be extremely precise to ensure that as few false alarms as possible are sent from the Heitel system to the security control center operated by the company Mebo Sicherheit GmbH in Bad Segeberg, Germany. The video analysis should detect people and not small animals such as cats or rabbits. For potential burglars, who enter the grounds at night, the security control center has to be able to see what’s going on immediately by using live images.”
Rapid response in the event of an emergency Torsten Ulmer from the company Xtralis provided the Heitel recording system with the Norma systems software, which sends live images directly to the security control center whenever suspicious activity is

detected. “In cases of emergency, intervention measures are immediately implemented: the police or security personnel takes action on site without delay. The control center can then see exactly whether there is a single perpetrator or several. It can then provide the police with targeted information. This could include whether a robbery is actually in progress or whether vehicles or buildings are being vandalized. Instructions from the control center like “back up a few meters, the perpetrators are to your right” can be very helpful in these situations. It would also be conceivable to address the perpetrators directly over the loudspeakers to scare them away if it is more important to protect the property than to apprehend the intruders.”
Wide-range protection “So far, we have secured three areas, which include the parking lot for new vehicles, the area in front of the building and a back courtyard. Just three days after installing the system, it detected a theft on the parking lot for new cars,” explains Tobias Vieth proudly. Dirk Ostermann is also impressed with the results: “Coordination between the system manufacturers worked really well. We not only did the planning, but provided the customer with support during
startup together with experts from the individual manufacturers, who were on site and helped get the system up and running. This worked out really well.” Škoda Service Manager Stefan Butterbrodt is also satisfied: “The pictures I’ve seen are sensational. Now that the final installations are finished, we have full camera surveillance and video analysis capabilities. I can confidently say that it was worth the investment. We are very satisfied and can only recommend it.”
Extending the secured area The parking lot for new vehicles, the area in front of the building and a back courtyard have been secured, but in September 2014 a new problem arose in the area reserved for used cars. “Unfortunately, a small section of our site is not yet covered, and that’s exactly where an incident has now occurred. We had a graffiti attack on some vehicles in the used car area,” says Stefan Butterbrodt. “At the moment we have between 5 and 10 vehicles in the sales area with graffiti on them, which of course have to be cleaned. Therefore we are now planning to extend the security to cover the entire site.” It’s a new challenge for Tobias Vieth’s design team at HDS and security specialist Dirk Ostermann – and of course for FLIR’s FC series S thermal imaging cameras. n

Bristol Zoo Uses Xvision IP CCTV to Study Animal Behaviour Bristol Zoo has used Xvision’s IP infrared bullet and dome cameras to observe a range of mammals, birds and reptiles as part of a BBC documentary. Icon Films wanted to record animals in total darkness to study their nocturnal behaviour and required high-quality nighttime footage from equipment that would not disturb the creatures. The animals in the study included seals, lions, gorillas, monkeys and zebras. Naturalists were investigating to see whether animals dream, how marine mammals manage to sleep while in the water and why flamingos sleep with one eye open. An HD IP CCTV system consisting of bullet cameras, domes and Network Video Recorders (NVRs) was set up to monitor the animals over a 2-month period. Vandal-resistant domes were selected to prevent any damage Xvision’s Pro HD CCTV range includes 4MP (2288 x 1712) H.265 compression vandal-resistant domes and mini-domes with up to 30 metres of smart infrared night vision that are ideal for this kind of project. The cameras were selected for their versatile optical performance and the effectiveness of the infrared LEDs. These cameras have Smart IR Technology built in that adjusts the intensity of the camera’s infrared LEDs to compensate for the distance of an object so that the infrared does not overexpose the object. Vandal-resistance in the strictest sense was not required, but a male zebra can weigh up to 300 kilograms so vandal domes in certain places were selected to prevent any damage. While making the programme, the documentary company used an IP network to transmit images. Local storage is also an option with the Xvision range; 32 GB SD memory cards can be used at the edge as a primary recording device or for network back-up. Production staff were able to view multiple feeds on an NVR The programme-makers at Bristol Zoo, who also benefited from remote access using a smartphone app (iOS or Android), compared the sleep patterns and

behaviour of a range of animals in real-time across the course of a single night. Because the different animal pens and compounds at the zoo are spaced widely apart, a central studio was created from which the production staff could view multiple feeds on an NVR, which became the equivalent of a bank of monitors in a CCTV control room. Xvision’s 16-Channel NVRs with built-in 16-port PoE switch were also used with some of the company’s own cameras for the zoo research as they were compatible with other major camera brands. When reviewing footage of subtle aspects of behaviour among the smaller animals, the team was able to enjoy high levels of picture detail with these industry-leading NVRs, even when fully zoomed-in. Xvision NVRs can be triggered by motion if required and this proved useful at the zoo when an animal emerged from its burrow. Xvision products use the latest H.265 video codec, but even with this level of compression efficiency, recording on motion has major storage and bandwidth benefits. It also helped to alert filmmakers of any animal activity as it happened. Raj Bhudia, Xvision’s Sales Manager said: “The dispersed locations of the animals meant that the architecture of an IP installation was ideal for the documentary-makers as cameras could be easily moved and redeployed anywhere on the network. The BBC has used further Xvision equipment for another major programme involving animal studies and it’s rewarding to see surveillance technology meeting needs in areas that don’t involve crime for a change.” Bristol Zoo is the world’s oldest provincial zoo. The mammal collection alone numbers over 300 animals from 50 species and keepers were among the first in the world to breed okapis (a giraffe-like species) in captivity. Bristol is also known for its thriving group of western lowland gorillas. Prestigious Waterfront Development Uses Comelit IP Video Entry Comelit’s IP video entry system has been installed at a high-end, large-scale residential development in London. The Riverlight complex in Nine Elms consists of over 800 apartments spread across six blocks ranging from 12 to 20 storeys on the south bank of the Thames in the borough of Wandsworth. The project, which started several years ago, is due to be completed by 2017 and has already involved several installation companies. Visitors to Riverlight call individual apartments using Comelit’s Ikall entrance panels, which are located at 48 access points around the five-acre site, allowing audiovideo communication with visitors via a built-in colour camera and a two-way speaker unit. Built on a modular basis, the Ikall entrance panel can feature options such as numerical pushbuttons, digital name directory and proximity RF readers as part of a bespoke configuration to suit the exact needs of the installers and demands made by layout. The flexible design of Comelit’s IP panel range has already produced savings for property developer St. James (part of the Berkeley Group) by avoiding the use of non-essential components. Adaptability offered by using IP will also prolong the life of the system and reduce total cost of ownership (TCO) by allowing simple ongoing upgrades to meet the evolving needs of the site. ViP system has no restrictions on the number of users Access control, communication with reception staff and interface with third-party home automation systems at Riverlight are managed by Comelit’s ViP software. ViP gives building managers multi-channel communications that can be integrated with any existing 10/100 MB network using the existing cable infrastructure and open-source SIP protocol. ViP also allows an unlimited number of entrance panels to be added to the system, making it completely future-proof and scalable.
Receive calls on Smartphone, tablet or PC Inside some of the apartments at Riverlight, residents can interact with visitors and grant access using touchscreen monitors from third-party home automation equipment manufacturer, Crestron. As a future upgrade option, residents may also benefit from Comelit’s multi-user gateway that allows calls from Ikall entrance panels to be diverted to residents’ smartphones, tablets or PC, with no need for additional cabling. Dan Wood, Southern Regional Manager, Comelit UK, said: “This is a long-term flagship project for Comelit that has involved different installers during each build phase. The intuitive nature of our ViP management software has allowed each installer simply to pick up the product and run with it. As an IP solution, integrators have been able to conduct a large amount of configuration and testing off-site, thereby minimising disruption for residents and passing on cost benefits to the client.” The Riverlight scheme includes underground parking, restaurants, bars, a river walk and retail outlets. Development of other amenities is ongoing and sixty per cent of the site will be designated as public open space. Construction costs are approximately £200 million, with structural engineer Ramboll working alongside architects Rogers Stirk Harbour + Partners. Riverlight is within sight of Embassy Gardens in Battersea, another Comelit project where 639 apartments have been fitted with access control at a site that will include the new US embassy. Leeds City council further expands coverage of Videalert bus lane enforcement system Leeds City Council is expanding the reach of its CCTV enforcement network to a further six sites as a direct result of the improvements that the Videalert-based system has delivered over the last four years. The council will now be enforcing bus lane contraventions at thirty sites throughout the city and expects to achieve further reductions in the number of offences committed and continue to meet its strategy of faster journey times for public transport users. The Videalert system was originally installed in 2011 to monitor bus lane offences in five city centre sites where is has helped reduce contraventions by more than 90%. Leeds City Council has subsequently extended the number of locations monitored and the system is now considered to be an integral component of the Council’s strategy to keep the city moving. According to Councillor Richard Lewis, executive board member for regeneration, transport and planning at Leeds City Council: “In order to ensure quick movement of public transport, we need to make sure other vehicles obey the rules of the road. The Videalert system has proved to be extremely flexible. It is a vital part of our strategy to speed traffic flows, improve timetable efficiency and reduce bus journey times to encourage more people to use public transport and make the city a better place to live and work.” The system is based on Videalert’s unique Digital Video Platform, an innovative multipoint solution that uses standard off-the-shelf equipment and seamlessly integrates with existing analogue and ONVIF compliant

digital megapixel cameras and infrastructure. This future-proofed solution combines ANPR technology with sophisticated video analytics to provide the most reliable enforcement of moving traffic offences such as bus lanes. It will also enable the council to run additional civil traffic management and enforcement applications simultaneously including, if needed, vehicle plate read data to Police ANPR databases (BOFII) and traffic management systems (UTMC). According to Tim Daniels, Sales and Marketing Director of Videalert: “Leeds City Council has proved that installing the latest digital systems can make a major impact on reducing moving traffic contraventions and reducing congestion on the roads. Alpro on door duty at asda IDF Aluminium has installed transom closers, hook locks and armoured keeps from Alpro at a newbuild Asda store in Wealdstone, north London. The supermarket opened in the summer and is a 9,000-sqft site with ‘click and collect’ for the company’s clothing range, a bakery and rotisserie. For the building frontage, IDF Aluminium fabricated powered pedestrian sliding doors using Alpro deadlocks. These units are available in hook and bar versions and are used widely on sliding and swing aluminium door applications in the retail and leisure sectors. The bolt is five-ply laminated stainless steel with a roll pin that provides exceptional resistance to attack from a hacksaw. All Alpro deadlocks are designed to accept standard profile cylinders or thumb-turns. The pedestrian doors at Asda are part of an extruded aluminium curtain walling frontage created by IDF who have also supplied sign panelling. Plant room doors include Alpro’s overhead transom closers which are a means of hydraulically controlling the opening and closing of an aluminium door. The closers are contained within the transom header bar of a door and have dual closing speed to allow flexibility, three levels of spring strength, and 90-degree hold open facility. Grundig takes tough, new fisheye dome outdoors Grundig’s new, rugged, outdoor fisheye dome camera, GCI-M1566F, uses a die-cast, aluminum body and polycarbonate, optical lower dome to achieve IK10 vandal-resistance and IP66 environmental ratings. It benefits from an exceptional night-time, IR illumination range of 7m using four, built-in, high power LEDs. Separate audio input and output jack sockets not only allow verbal communication with a site but also enable an audio alarm triggered by noise. This and further alarm event triggers, such as motion, tamper, audio detection and network failure, all activate recording, either remotely or on the camera’s built-in micro SD memory card. Ensuring data security in a hyperconnected world
D
igital transformation is rapidly changing the video surveillance industry. A growing amount of digital security cameras – London alone is home to more than 500,000 cameras, mostly digital – are safeguarding public and private spaces. But the massive amounts of surveillance data generated on a daily basis are moving the industry closer to the realm of Information Technology (IT), with two major trends emerging in 2015: Skyrocketing petabytes of captured video data are boosting the global video surveillance storage market: According to the current Global Forecast from MarketsandMarkets, the storage

market is set to reach $18.28 billion by 2020 at a compound annual growth rate (CAGR) of 22.41%. In addition, today’s video surveillance data is increasingly connected across local and global networks. This opens the door to cybercrime and extends the focus of security from the physical level into the digital domain. “In the analog age, we mostly thought safeguarding video data was simply a question of securing your surveillance tapes in a safe box. Hacking a system would need extraordinary skills. Now that systems are networked across the Web and cloud infrastructure, the number of exploits is rising – and so is the number of crimes,” said Dieter Jöcker, Chief Technical Officer,
Bosch Security Systems, business unit Video Systems. A troubling amount of security breaches remain unnoticed – and unreported. But the number of highlevel personal data exploits is rising. At federal agencies in the U.S., incidents have climbed from 10,400 in 2009 to more than 25,500 in 2013. In June 2015, a major developer of government-level surveillance software based in Italy became the victim of a major breach, leaking 400 gigabytes of sensitive client data onto the Internet. “For most organizations, it’s not a question if the strength of their data security will be tested by intruders, it’s a question of when it will happen,” said Mr. Jöcker at Bosch Security Systems. “And
keeping in mind that video data is often highly critical and sensitive, Bosch is driving a systematic approach to maximize data security by considering physical and cyber security.”
Covering all angles Today’s hyper-connected world – where edge components (cameras) send data to core components (servers) over the Internet – requires a hyper-vigilant approach to data security. Even a single weak link in the surveillance set-up can jeopardize the entire system. For example, skilled hackers can stage socalled man-in-the-middle attacks, hijacking communications between a camera and video management system (VMS). Once hackers have access, they can inject an alternate video feed to conceal illicit activity, or manipulate live camera footage to selectively remove certain details or persons from the scene. This calls for a big-picture view of the entire security network – a perspective Bosch has focused on for years. “Data security is only possible when we take into account the complete system,” said Dieter Jöcker. Bosch’s systematic approach seamlessly covers all major elements of video surveillance infrastructure, including: 1. Cameras (edge components). Access protection via passwords and user management; authentication as trusted devices on network (via certificates); encrypted data (via certificates) transfer to core components 2. Servers, clients and storage devices (core components) Authentication as trusted device and “video authentication” to check validity of live and recorded video. Encryption of data. 3. Communication: Network protocols. Encryption and data transfer in line with industry standard communication protocols
4. Security infrastructure: Certificates. Support standard key infrastructures – e.g. public key infrastructure (PKI) – by offering hardware, software, policies and procedures needed to create, manage, distribute, use, store and revoke digital certificates. Our officially authorized in-house Certification Authority (CA) ensures that all products leave the factory with proper certificates. Partnerships with authorized third-party certification authorities support customer-specific solutions.
The four components of data security Bosch’s systematic approach is the key to achieving the highest standards in end-to-end data security. For many years, the company has been at the forefront of surveillance data security with a four-step approach: 1. Create trust. In the first step, Bosch not only considers the safety of the cameras but the entire infrastructure. Trustworthy communication between cameras and network components are ensured by assigning each element an authentication key. This electronic signature serves to verify all components – from Bosch cameras to the Video Management System or viewing client. “In a video surveillance infrastructure, only trusted partners should be enabled to exchange data. Bosch components offer trusted authentication as a plug-and-play feature,” said Dieter Jöcker. In the bigger picture, authenticated devices are also admissible as legal evidence in court proceedings, thanks to Bosch’s official electronic signature. 2. Secure data. When it comes to safeguarding surveillance data, encryption of data streams and stored data is key. Bosch already implements encryption at the hardware level: All Bosch
IP-cameras and recording solutions are factory-loaded with a trusted platform module (TPM). Created from a root certificate safely stored within the TPM, the system creates and distributes cryptographic keys for protecting and authenticating all recorded data. “Even in the event of a breach, the data would be useless to hackers without Bosch’s proprietary hardware key,” said Dieter Jöcker. Once the data reaches the Video Management System or viewing client, the cryptographic key helps decrypt the data and also verifies the camera as an authenticated network partner (see 1.). Next to applying the same rigorous encryption to data archived on storage devices, Bosch surveillance systems also tightly monitor authenticity of firmware updates to avoid upload of corrupted firmware to cameras. 3. Manage user access rights. Video surveillance data can range from sensitive to top secret. Even a network of trusted devices with secure data transfer is prone to the largest risk factor: the human element. That’s why Bosch video surveillance systems offer management options for individual user access rights. “Not every user needs to see – or is legally allowed to see – all recorded video data. Detailed user access rights management is a primary focus of end-to-end surveillance data security,” said Dieter Jöcker, Chief Technical Officer. With secure and flexible access rights management, the Video Management System – in combination with existing industry standards such as Microsoft Active Directory (see 4.) – ensures that only authorized individuals have access to the data and that access rights are easily maintained. 4. Bosch video surveillance solutions meet leading industry standards in public key infrastructure (PKI) for the management of digital encryption certificates (see 2.). Bosch offers its own PKI solutions with Escrypt and also supports third-party PKI solutions such as SXI. “In order to meet market requirements, we need to be sure that our security measures meet public standards or work with thirdparty solutions,” said Dieter
Jöcker. In the management of user access rights, Bosch systems integrate existing personnel databases in Microsoft Active Directory. And looking ahead, Bosch experts actively contribute to the transfer of well-established IT standards and encryption methods to the security world via initiatives such as the ONVIF Security Working Group. So what does this end-to-end approach mean for Bosch video surveillance solutions users? “With

choneboom is a master craftsman’s business specialising in bathroom refurbishment and heating engineering. The company was founded over 100 years ago, and quite recently completed extensive renovation work at its head office in Schneverdingen: A 450 sqm exhibition area has seen the creation of a master skills centre for modern bathrooms and efficient heating technology. Tiles, lighting, showers, bathtubs and furniture from renowned manufacturers are on display here, and in individual advice booths customers can discuss the details of planning and designing their personal bathroom furnishings. As part of the building project, the old analogue video system was also replaced with modern equipment.
Protecting warehouse and outdoor areas Schoneboom has been a customer of triPlus, and relied on the IT systems house for services and products in all matters relating to IT systems, telecommunications and office equipment for many years. On

Reliable recording, simple operation The images from the cameras are recorded on a VideoNetBox II, a compact video appliance with a processing capacity of up to eight IP channels. VideoNetBox II is capable of very high storage speed thanks to perfectly harmonised components, and it is optimised for simple hard disk installation. A total of six workstations, each equipped with the Smavia Viewing Client software, are available for analysis work. Besides the fast, intuitive display of live views, Smavia Viewing Client also offers sophisticated navigation and search functions. A particular highlight is SmartFinder, a system that supports the intelligent search for movements in any part of the images. “It could not be faster or easier to carry out a search”, says Matthias Schröder. “You simply drag the square over the area of interest in the image, and the search starts. odern thinking appreciates that an integrated approach to security provides a far better solution than just having layers of different technologies. A succession of physical barriers coupled with detection technology and video surveillance for verification goes a long way to putting off an assailant. These layers of technology provide an increased ‘defence in depth’ and using systems in a ‘double knock’ configuration will provide an increased efficiency through verified detection. However, when security is critical to national and international safety, is a linear integrated approach strong enough to cope?

Network infrastructure, physical protection systems and cyber security go hand-in-hand as part of a cohesive scheme. But the people involved and the procedures that they follow are just as important in this integration. Having control room operators, response teams and the command structure in place to effectively analyse and deal with an incident is critical to the success of a high-security facility. However, it’s not just the security teams that need to be considered, everybody in an organisation must be integral to the scheme; security culture needs to run deep. And remember, it is these same people that pose one of the most difficult challenges to protecting a facility – the insider threat.
With the digital shift of security technology and process instrumentation to IP-based systems, the risk of cyber-attack increases significantly. Traditionally, these systems were analogue and isolated but now that they reside in the digital space they are subject to the same vulnerabilities as every other networked device. It has been proved that viruses, Trojans, worms and other malicious applications now have the capability to jump air gaps which means that isolated networks are not safe from attack either. The combination of physical, procedural, data and network security provides a greater resilience to the current trend of ‘blended’ attacks.
To maximise the efficiency and effectiveness of a security system, a multiple layered and integrated approach is necessary. Defence in depth and changing threat horizons To maximise the efficiency and effectiveness of a security system, a multiple layered and integrated approach is necessary. An adversary must defeat or avoid a number of protective measures in sequence to succeed. This complicated web of procedures, barriers and technology is referred to as ‘defence in depth’. Defence in depth will increase an adversary’s uncertainty about system design and their ability to overcome it. They will require more extensive preparations and equipment to defeat the system. Defence in depth creates additional steps where an adversary may fail or abort their mission. If we take a closer look at a basic layered approach to security, an external adversary would be hindered by the policies and procedures, the perimeter fences, recruitment checks and so on. But an insider could bypass many of these layers by simply having the authority to do so and the knowledge of the systems that are in place. For this reason defence in depth needs to be very deep and fully integrated to mitigate this insider threat. Being in the business of critical national infrastructure or any other sector that demands high-security means that organisations must have
highly effective security measures in place to protect all of their activities. These measures must keep up with the changing threat horizon and the technology developments that people with malicious intent have access to. Therefore the use of modern integrated security systems that meet the operational and resilience needs of an organisation has to be considered. With this in mind it is important that a security design team ensure that their strategies are not hindered by historic or legacy solutions and that the new designs are relevant to the next generation of infrastructure and the ever-evolving threats that may target it. It is not uncommon to find security operations and some commandand-control centres using paperbased processes and not sharing information. Business divisions and IT units rarely have access to data in security departments and vice versa. Events are often managed separately in operational isolation across an organisation. Physical security information management (PSIM) systems can be used to produce better situational awareness, prompting better security and operational decisions. PSIM software produces useful information by bringing together video, alarm and sensor data, which improves situational awareness and
makes incident responses more efficient. However, the inclusion of integrated data analysis significantly multiplies the power of the security system beyond that of what is happening now. “Integrated data analytics presumes that data are being brought together from different functional and business areas so that new insights can be established by monitoring trends across traditional functional boundaries.” - WINS (World Institute for Nuclear Security) Special Publication on Data Analytics for Nuclear Security (2015) Data sources to be considered might be from: • Human Resources • Medical Files • Safety Operations • Emails/Phone Records • Material Audits • Engineering and Maintenance • Quality Control • Supply Chain Any one of the above data sources could indicate a potential safety or security threat that ordinarily would only be viewed in isolation and therefore possibly missed. Putting the obvious privacy issues to one side, integrated data analysis may highlight a personal motive and a corridor of opportunity being opened. ➔

For further information please visit www.ptsconsulting.com Insider threats and interdepartmental data sharing An extreme – and imaginary – scenario to demonstrate the potential benefits of integrated data analysis might be that an employee with a grievance that has been highlighted to the human resources department might be showing signs of an addiction within his medical records. The same employee has been identified by the access control system as trying to enter an area where he would not be authorised to go, and in addition to this, the engineering and maintenance records for critical equipment show that this employee already has access to highly sensitive information. This hypothetical scenario demonstrates the ability to get an early detection of a potential security threat. Integrating and analysing data from different departments will help the security team visualise a bigger picture than they have seen before. This integration and analysis tackles one of the hardest security conundrums - the insider threat. An inter-department data sharing process can allow for the bi-directional exchange of information to benefit the organisation. As storage costs decrease, many departments are streaming large quantities of data into their silos without necessarily

analysing it. Analysis of latent data will often not only protect against major security breaches but can also monitor staff behaviour and movements. The same bidirectional communication means that investment in security can be leveraged to create powerful new business tools. For example, combining training records with access control permissions will ensure that a contractor is not only authorised to enter an area but that their training for the equipment in that area is still valid. Physical security information management emerged as a concept because security endusers wanted better management of their security information. They wanted to be able to do with security data what every other business unit does with the data from their own units – that is, to make intelligent business decisions. The PSIM system will aggregate, correlate and analyse data from various sources, including alarms, environmental sensors, intrusion-detection systems and video surveillance but will it analyse data from other business units?
High-security to tackle highconsequence risks mandates integration of data sets The proposition of this article is that in cases where high-security systems are required to mitigate
the risks of high-consequence events, it may be necessary to tackle the privacy issues headon and integrate data sets from other parts of an organisation. Combining this with accumulated intelligence and sensor information will dramatically increase the capability to identify anomalous behavior or predict an event occurrence. It is strongly recommended that organisations engage with external consultants that have experience in network integration, database management, data analysis as well as the traditional security disciplines of technology deployment and procedural response. It is equally important that consultants are independent and external to the organisation because this will remove any departmental bias and elements of ‘this is how it’s always been done’. An independent consultant will provide a vendor-neutral and unbiased approach to developing a proportional solution to the risks posed by an insider threat. Presenting this wealth of information to a human data analyst in a meaningful way and combined with a true PSIM solution will provide a better, more flexible and much more powerful way of identifying and managing security risks than a traditional command centre solution. n

The increase in investment comes as the Middle East outpaces global growth in air traffic; according to estimates by Airbus Industrie, over the next 20 years (2015-2034) air traffic in the Middle East is expected to grow 6 per cent annually, compared to the world average growth of 4.6 per cent. This will drive a need for 2,460 new passenger and freighter aircraft valued at US$590 billion. By 2034, the fleet of passenger and freighter aircraft in the Middle East will almost treble from 1,100 in 2015, to 2,950 by 2034.

On the move CCTV and body-worn technology: providing the evidence
W
ith the horrifying attacks on Paris still fresh in everyone’s mind, the world has once again put the spotlight on security. On Friday the 13th of November, seven separate terrorist attacks happened across Paris. The attacks ripped the city apart, with some of the best known and loved areas of the city turning into ghost towns. In the wake of the attacks on Paris, the blunt reality of a terrorist attack hitting the UK has

become a very realistic event. James Kelly, Chief Executive of the British Security Industry Association – the trade body representing the UK’s private security industry – takes a look at the instrumental role that CCTV plays in keeping our nation safe. The Paris attacks shocked the nation, claiming 130 lives and injuring more than 360 people. As such, the security industry is constantly improving and creating new technology to not only prevent such events from happening again but
also prevent crime in general. CCTV in particular has played a significant role in identifying the attackers involved in the Paris attacks. David Cameron recently revealed that 6 terrorist attacks against the UK have been stopped in the last 6 months, showing just how real the threat is. CCTV evidence that has been gathered from failed terror attacks since 9/11 has also been instrumental in the investigation of terrorism and has helped lead to 2,877 arrests for terror offences. As such, with the vital
role that CCTV plays in our daily lives, it is imperative that it is constantly developing in order to combat terrorism. One area that has been gradually developing and is now being deployed amongst the police and public services is body-worn cameras. Bodyworn cameras are one of the newer technologies helping with not only terror related crime but day-to-day policing. Law enforcement typically uses the body-worn cameras to gather video evidence of interactions with the public. It has been known to increase both officer and citizen accountability and has led to countless convictions. In the past it has been difficult for body-worn cameras to be deployed due to issues with infrastructure and bandwidth. However, new
developments have seen these issues being overcome, with models being bought to the market that have the ability to stream video and audio content by utilising advanced next generation IP radio networks. Such cameras not only create transparency for security officers when approaching volatile scenarios, but are also vital in providing evidence. Body-worn cameras have been trialled by a number of police forces across the UK and have seen public support. In Bedfordshire the community actually petitioned for their local police force to wear these cameras and, according to the local Police Federation, since their deployment they have succeeded in clarifying evidence and have served to streamline the criminal justice process. As a result, the cameras
are actually time and cost effective, seeing police officers spending more time on duty rather than in an office completing paperwork after an arrest. In a recent interview , Jim Mallen, Chair of the Bedfordshire Police Federation, explained this particular benefit in more detail: “It’s a good piece of equipment for frontline police officers for a number of reasons, not least that they are built to capture evidence at the source of crimes. Mayor of London, Boris Johnson, made the announcement in June following the success of a trial in which approximately 1000 body-worn cameras were utilised over 10 London boroughs. “This wearable tech is not by any means being deployed as the new standard for security work and their usage remains tentative, partially because of the issues with evidence being verifiable or not”, explains Dirk Wilson Chairman of the BSIA’s Police and Public Services Section. Wilson adds: “Returning to the Bedfordshire example, the fact that officers are not obliged to have the cameras running all the time has caused some

scepticism from the local community and civil liberties campaigners. Despite initial challenges in its implementation, this is a technology trend that has attracted a lot of coverage in the national press, to which security services are paying close attention.” Whilst the private security industry continues to contribute new technological innovations to help the public sector combat terrorism, one thing remains paramount amongst these exciting developments – the importance of quality. In order to be considered credible, security products and services must meet with essential British and European standards. Speaking on the issue, particularly with regards to CCTV, Pauline Norstrom, Chairman of the BSIA, comments:
“CCTV can be highly effective in protecting the public and business from crime and other risks. However, systems need to be implemented correctly and the cameras be of sufficient quality to act as a deterrent. The industry, with new technology, is currently bringing the changes that will see CCTV deliver greater effectiveness and returns. Princes and Paupers of Transport Security
With a global economy, as well as vacations being taken further and further afield, both air and sea transport are essential elements in moving both goods and people. Security of whichever method of transport is reliant on appropriate personnel, equipment and training at the terminal along with protection in transit. Simon Smith, maritime security lead at the International Professional Security Association (IPSA), explains further‌

hy is this article a tale of Princes and Paupers? Are we just seeking to be contentious? Well, yes, but with valid cause. Of all transport security, those involved with air travel and movement, cargo through airlines to airport management are “Princes of the City” in Shakespearian terms. There are historic reasons for this, but also, as seen recently with the aeroplane which was destroyed over the Sinai desert following its departure from Sharm elSheikh, the catastrophic nature of failure gives an impact to it which it is hard, if not impossible, to minimise. Secondly, aircraft and air movements remain a target of high importance to the evilly disposed. This has led to the primary position of air security. An obscure writer of pulp fiction in the 1930s developed a plot where an aircraft was hijacked. He put into the mouth of one of his characters, an American, the suggestion that, critical though people may be, in the era of the gangsters of the USA, nobody had hijacked an aircraft. Didn’t that come back to haunt him? By the 1970s, the International
Civil Aviation Organization (ICAO), as a UN Agency and working through the Montreal Convention, was imposing the will of the world’s air travellers. With backers like the USA, who recognised that their aircraft were the primary targets, standards were imposed which have been seriously revisited and strengthened and, frankly, will continue to be so. Multi millions of (US) dollars and local currencies have poured into technology. The human side of security has not been neglected, either. In the UK, the sharpest tools in the Government security box gravitate, naturally, to air security. When licensing of contract security officers by the Security Industry Authority (SIA) was introduced, it was immediately suggested that this, plus the SIA’s Approved Contractor Scheme, would render obsolete the Civil Aviation Authority list of contractors able to operate in air security. No chance. Air security remains a speciality, and avoiding the word “elite” in this sentence is hard. Of course, when an IED the size of a bag of sugar, can break up an aeroplane in mid air, the point can be seen. When an aircraft can be hijacked and flown into a building, the point cannot be
argued. Other parts of the transport security sector cannot argue. We can, however, be envious. Maritime security, generally at ports, in contrast has had no such imperative. Despite the desire, expressed in the UK legislation in the 1980s, that port security should mirror that of airports, it really doesn’t. Even the amusing situation with the regulators and inspectors indicates a lack of single mindedness, despite the best efforts of individuals in those directorates. It is also a fact that, whether in the migrant crisis, with containers far inland disgorging otherwise undetected asylum seekers, or the threat of terrorism, or simple theft or smuggling, any discussion with Government or MPs starts with the mantra that there must be no impeding of the free and expeditious movement of goods. Simple mathematics, number of containers unloaded, number of Border Force staff and security staff, and time that consignors and consignees want the goods out of the gate, allows a rough calculation of percentage checks that can be done. A recent figure given to an inquiring MP suggested about 5 per cent of goods are examined. ➔

With the above formula, that figure is optimistic, if not plainly wrong. In any event, one container out of twenty is hardly brilliant. Hence, other transport security staff (recently at a motorway service Station, prior to that at a lorry park!) find themselves rounding up migrants. This also highlights that, with the integration of transport comes the interlinking of transport security. Of similar interest is the recent desire of the EU to strengthen port security. It is ironic that the UK, with a history of enclosed docks, the world’s first Dock and Marine Police establishments, a whole proud history of general maritime security guaranteed by world class Naval Forces, is the same country that is now vehemently opposing the tightening of Port Security. Irony hardly does it justice. Of course, say “maritime security” and the average person in the street talks of piracy. This has been the ‘in thing’ recently. Suddenly rediscovered by the press and hence the general public, but hardly news to transport security professionals. In the 1980s, the ICC International Maritime Bureau (a specialised division of the International Chamber Of Commerce), an observer in the UN Commission of

Trade and Development UNCTAD) set up an office in Kuala Lumpur to report piracy from Singapore to the South China Sea. The very excellent Director of IMB, Eric Ellen, a former Chief of the Port of London Police co-authored the book “Violence at Sea” which lists many attacks on ships and boats, including in and adjacent to UK waters. At the same time the West Indies Customs Coordination Scheme (now CCLEC) recorded acts of piracy, mainly against larger leisure vessels. These were frequently violent and led to loss of life. Many of these acts were perpetrated by drug traffickers who needed boats to smuggle into the USA. The legitimate crews, in these cases, being invariably murdered. The Gulf of Guinea, Nigeria included, has had similar problems since the late 1980s. So, suddenly, Somalis, having a failed State, no fish to catch (courtesy of large foreign trawlers “hoovering” the seabed) and no great resources save for their boats and an endless supply of firearms and rocket propelled grenades (perhaps an unfortunate combination?) grab the headlines by reinventing piracy. Of course, much of the “TV chatter” revolved round the UK’s 20th century induced horror of “Armeo Guards” being
deployed. (The author’s ancestors, ship owners and masters, would have shrugged their shoulders in disbelief of course. Into the 19th century, they carried cannon, as late as Grandfather in the 1930s, going nowhere without his 45 Colt Bulldog revolver. Legal provisions still exist for such arms. It’s just people who changed). In any event, this led to “maritime security” equating to the ex-Special Forces personnel necessarily deployed to deal with the phenomenon and, fair play, they did. It is to be wished (with no chance of fulfilment) that the vast quantity of theft, smuggling and criminal damage that is the normal fare of maritime transport, could be so easily addressed. Overall, despite the available knowledge and technology, maritime security remains the “Paupers” of the transport security industry.
