M

ost professional intrusion detection systems have been designed for large companies with relevant expertise. Small and medium sized organizations, however, usually lack this expertise and thus need easier to use solutions. With its AMAX family, Bosch offers a series of intrusion detection panels which have been specifically designed for this market segment. Intrusion detection has become a vital component of the security concept of companies and organizations of any size. While it is obvious that retail stores need this kind of protection even if they are not jewelers, the necessity may not be as clear in other organizations. However, every company has values to protect. Office equipment, machinery, stocked goods - all of these may easily attract thieves and intruders. Other critical environments include pharmacies stocking drugs, and even schools have become targets of intruders more and more frequently. Or think of a law firm, for example, which next to electronic data still stores paper copies of critical and highly confidential client data. Here, theft of a few folders

or a single USB stick can result in indemnity claims and severe loss of reputation that may even drive the law firm out of business. But even if there is not much to steal, vandalism can cost a company a lot of money and even force it to close down for a certain period of time, losing both revenue and reputation.

Ease of use is key This is why Bosch Security Systems has developed its AMAX family of intrusion control panels. These panels have been designed from ground up with small and medium applications in mind. Next to reliability, ease of use and installation have been the major guidelines during development. The end customer will benefit from self explanatory icons as well as easy to hit buttons. Both buttons and LCD displays are big enough for people with handicaps, but still the design nicely integrates with even higher end interiors. Operation is further facilitated by an easy to understand menu structure and support of most major European languages. Going back to our example of a law firm, these features will allow any lawyer or clerk to operate the intrusion detection system with a

minimum of training needed. The ability to define macros allows them to combine different functions which can then be activated with a single keystroke, saving time and reducing the risk of human error. This is especially useful for frequently recurring operations such as arming and detector bypass, which otherwise need separate execution steps. Imagine several people being responsible for the arming of different areas. If one of them is ill or travelling, one of the others will have to take over but may be unfamiliar with the specific task sequences the absent colleague has to perform. In this case, macros will eliminate human error and make sure that nothing is forgotten. The AMAX family comprises three models supporting between eight and 64 independent zones, making it suitable for small applications like an individual office as well as for somewhat larger properties shared by multiple law firms. The two larger models, AMAX 3000 and 4000, support both wired and wireless detectors and can thus cost-efficiently cover areas like storage, kitchens or other rooms where no cable ducts are available. g

The AMAX panels can be operated via local keypads or from a remote monitoring station which can arm and disarm the system on behalf of the customer without having to be on site. Maintenance services can also be performed remotely, removing the need to disclose codes to external parties, such as security guards which often is a major requirement in law firms. These features also facilitate central monitoring of multiple AMAX panels, making them a viable solution also for larger firms with several subsidiaries which can all be connected to the same monitoring center. The centralized control of the AMAX intrusion alarm system is further simplified by a master keypad, enabling easy and timesaving operation of the entire system from a single device. Such a master keypad can be setup in reception, so that reception staff can assume responsibility for the operation of the intrusion alarm system. They can then monitor and control the status of each office, eliminating the need of manual checks throughout the premises. This is a valuable feature for our law firm as lawyers are often travelling

or in court, but it is just as interesting for any other company employing “road warriors”. In the event of an alarm, AMAX will automatically notify the customer or a monitoring center. Alarms can be transmitted via the telephone network (PSTN) or through the internet including wireless (GPRS). In order to guarantee that no alarm can be missed, AMAX can also send a pre-recorded voice message to up to four phone numbers. This then allows the customer to decide how to proceed, such as alarming the police.

Easy to install The AMAX panels support both wired and wireless communications with the intrusion detectors, allowing the installer to take advantage of existing cable ducts, while also enabling non-intrusive installations where these are not available. The panels’ default settings do already cover about 90 % of all applications, greatly reducing programming effort. A clear and logical menu structure eases configuration. In installations with multiple panels, an integrated USB port allows for a USB stick to be used to duplicate configurations. Mounting is made easy as well as both PCB

and transformer are pre-mounted in the enclosure, still leaving plenty of space for easy cabling. Separate mounting plates facilitate keypad installation.

Going beyond intrusion detection In critical environments such as law firms, reliable intrusion detection is mandatory, but not always enough. Even though systems like AMAX allow for very fast reaction in case of an alarm, the intruder may still have enough time to escape. It may therefore be desirable to add a second layer of security by integrating intrusion detection with some kind of video surveillance. AMAX offers the possibility to connect IP based cameras which can help to identify an intruder and provide evidence in case of a trial. Cameras can also be used to verify an alarm in real time, as high resolution images can be transmitted to the monitoring center or even to a mobile phone. AMAX can even double up as a fire alarm system as it enables the users to connect fire detectors in just the same way as they connect intrusion detectors. n

Paxton flyers take on the Chestnut Sussex 100 Cycle Ride

T

he Paxton Flyers are a team of cyclists of all abilities representing Paxton, the UK market leader of electronic IP access control and door entry equipment, at the Chestnut Sussex 100 Cycle Ride. The event challenges cyclists to take to the roads of East Sussex to raise money and awareness for Chestnut Tree House Children’s Hospice, a charity that provides care and support to life-limited children and their families. Kerry O’Neill, Event Fundraiser for Chestnut Tree explains how Paxton’s involvement makes such a difference: “Chestnut Tree simply couldn’t survive without the support of local businesses. The Chestnut Sussex 100 offers a great opportunity for camaraderie whilst raising vital funds to help us care for local children with lifeshortening conditions and their families. We would

Honeywell Digital Video Manager helps improve operator efficiency and mitigate business risk Latest Release of Smart Surveillance Software Helps Boost Reliability and Enhance Operator Efficiency with Mobile and Voice Control

Honeywell has announced enhancements to Honeywell Digital Video Manager (DVM). The latest release, DVM R600, will enable organisations to more efficiently manage their security system with enhanced mobile capabilities and voice command, and mitigate business risk via support for current IT platforms. Major updates to DVM include enhanced system access and usability, which are designed to improve operator efficiency and reaction time. Security personnel can now access high-definition, fullframe-rate video on a mobile device, for example, enabling continuous monitoring from almost any location. Operators can also control DVM using voice commands to more easily manage multiple video feeds and request near-real-time system updates. “Every second is important to an organisation when an incident occurs and security staff must take immediate action if there is a threat,” said John Rajchert, president of Honeywell Building Solutions.

“The latest update to DVM helps operators quickly identify and react to an issue to help mitigate the impact to safety and business continuity — no matter if they are in front of a central workstation or on the opposite side of a campus, connected with a smartphone.” Along with an improved user experience, DVM R600 promotes IT integration and compliance with support for current Microsoft operating systems and databases, including Windows Server 2012, Windows 8.1, Internet Explorer 11 and SQL Server 2014. (Windows Server 2003 is not recommended because security systems running on the platform could be vulnerable to breaches since it’s no longer supported by Microsoft, as reported, and will not receive further updates.) In addition, DVM R600 allows customers to deploy and intelligently group multiple back-up servers to boost system robustness, which helps protect surveillance systems from failures. n

Grundig is pleased to announce the launch of its outstanding 4k, Ultra HD, IP camera range. The German manufacturer, known for bringing advanced technology solutions to the commercial CCTV industry, is initially offering day/night box, bullet and fixed dome camera options. All use a 1/1.7” CMOS sensor, with Ambarella S2 DSP and deliver staggering, 3840 x 2160 pixel, 8MP resolution images. “4k provides exceptional scene coverage, clarity and detail, capturing everything in view,” explained Andreas Kronwald, Product Manager at Grundig. “With four times the resolution of 2MP, Full HD cameras, 4k cameras miss nothing. They may cost more than 2MP cameras, but fewer are needed for site coverage, saving in cabling, configuration, recording channels, VMS software licenses and more.

The 4k cameras can be used in landscape or corridor formats, making them ideal for aisles, corridors, tunnels and platforms. The bullet and fixed dome camera options are IP66 weatherproof rated and the fixed dome is IK10 vandal-resistant rated. They have a motorized, 3.5 to 8mm, vari-focal zoom lens, which ensures sharp focus and has remote, optical zoom flexibility. P-Iris (‘precise iris’) technology increases image contrast, clarity, resolution and depth of field. Low light sensitivity is an impressive 0.005 Lux in black and white modes and IR illumination operates in total darkness, with a 50m range. All the cameras operate down to -25°C. GJD’s D-TECT 3 rated highly in Benchmark’s independent product group test GJD, a leading British manufacturer and designer of professional external detector equipment recently achieved a high level recommended status in the Benchmark publication ‘external detection’ group test. The company’s D-TECT 3 external detector achieved 83% in the October 2015 issue, which was the highest score against competitive products. Benchmark testing is unique as it delivers an independent and genuine experience of using the products, providing its readers with expert and accurate information. The basis of the external detection test was to assess notification of human activity through a gateway and into a courtyard area. Comelit keeps it simple with new home automation range Comelit is to launch its ground-breaking SimpleHome intelligent home automation system at IFSEC 2015. With options for remote management from smart devices adapted to the individual lifestyles of users, SimpleHome epitomises the latest in home automation technology. A core function of the system is video door entry, with the facility for call recording by visitors and a touchscreen monitor with automatic display and command activation that is located in the house or apartment. Safety is maximised through access control to manage entrances and exits using proximity keys and readers with MIFARE technology. Remote management via web When they are at home, residents control smart functions with a SimpleHome Manager device resembling a tablet. The interface can even reproduce the appearance of the property by allowing users to upload layouts of their home to the supervisor touchscreen. Remote control is achieved with SerialBridge (no app or software is required), whereby the resident uses a smartphone, tablet or PC to go to a web address and simply issue instructions to the home automation supervisor. Reducing energy bills The SimpleHome product suite is an interrelated offering where users are able to select and combine functions as they wish. Access control can be role-specific, meaning that gardeners or contractors are only permitted to enter appropriate areas. Residents can also reduce their carbon footprint by fine-tuning energy consumption to match their lifestyles and schedules. Heating/air conditioning can be managed both on-site and remotely. Guest House for girls video surveillance project Samsung WiseNetIII cameras have been installed as part of an IP network video surveillance solution at May 29 University, Istanbul, in order to create a safe and secure environment at the University’s Guest House which provides residential accommodation for 3,500 female students. Founded in 2010 by the Turkish Religious Foundation (TDV), the University focuses on the sciences and aims to create an international environment, hosting students and academics from Central Asia, Caucasus and Balkan countries. The guest house was built with smart building systems that use renewable energy technology. Attaching similar importance to the utilisation of the latest technology for the security at the guest house, 29 Mayis University chose to use Samsung IP network cameras. The 350 Samsung WiseNetIII 2MP Full HD (1080P) network cameras installed at the guest house include the SNV-6084R, SND-6083P and SND-6011R domes and SNO-6084R Bullet camera, all of which have built-in IR illuminators. They have been installed within and around a social club and three residential blocks where they have been configured with the help

of the cameras’ privacy masking feature to ensure that the students’ privacy is respected. Images from the cameras are being recorded onto SRN-4000 network video recorders, enabling authorised personnel to quickly retrieve recorded video evidence of any suspicious activity. The SRN-4000 is able to simultaneously record and multi-stream the transmission of images at a high bandwidth speed of 400Mbps. It also offers the potential to record and store video captured by 64 x 2 Megapixel cameras for up to 108 days, via 12 internal hard drives. The video surveillance system has been configured to enable alarm events and system failure alerts to be communicated to authorised personnel via email. New liquid scanner is approved to airport security industry’s highest standard At this year’s DSEI exhibition, Link Microtek unveiled a new liquid explosive detection system (LEDS) that has been rigorously tested by an independent laboratory and approved to the airport security industry’s highest level: ECAC Standard 3. Jointly developed by Link Microtek and technology partner EMISENS, the EMILI 3 liquid scanner is a Type B LEDS as defined by ECAC (European Civil Aviation Conference), which means that it is designed for noninvasive screening of individual, unopened bottles or other containers. Achieving ECAC Standard 3 demonstrates that EMILI 3 satisfies the most stringent requirements relating to threat detection and low false alarm rates. The new scanner can identify the contents of an unopened container in as little as a second and is believed to be the fastest LEDS of its type currently available. Coupled with its ease of use, this exceptionally fast speed of operation minimises the impact on passengers and makes the scanner ideal as a front-end detection device for high-throughput lanes at airport security checkpoints. As each container is placed on the sensor plate, the display indicates almost immediately whether the contents are harmless or a threat such as liquid explosives or their precursors, with ‘Pass’ shown on a green background and ‘Fail’ on a red background. Urmet provides security at former foreign missionary college Urmet’s IPervoice video entry and access control solution has been installed at St Joseph’s Gate, an apartment complex located at a former foreign missionary college in Mill Hill, London. The system was chosen for the redevelopment of the Berkeley Group’s site due to its simple installation process and the ability of Urmet products to blend with the Grade II-listed architecture. Residents and visitors benefit from Urmet’s digital video door entry panels, which communicate with touchscreen iModo monitors inside the apartments. The Power over Ethernet (PoE) external panels are Urmet’s Elekta Glass units, housed in a design that has minimal visual impact on the building. IPervoice has been installed across the whole location, with its server connected to a dedicated LAN that routes all communication between the external and internal devices supplied by Urmet. This has produced costsavings for the property management client and is also a ‘green’ approach, since only one LAN is required for access control and video entry. The iModo monitors make no dedicated cable infrastructure demands and are simply integrated with general network cable. Access control is managed by Urmet’s PC-based concierge switchboard software, with an intuitive wizard simplifying day-to-day operation. Residents at St Joseph’s Gate use proximity key fob tokens with car-owners also using RF cards. The site manager operating the switchboard is presented with simple screen menu options to search for, add, delete and suspend tokens, as well as to generate reports when required. Urmet worked closely with the installation company to create bespoke pedestrian and vehicle posts for the entry panels, with the posts finished in a black powder coat to achieve the unobtrusive visual effect desired by the client. Residents and visitors enter via a gatehouse, which is staffed by a concierge. An Urmet reader with RF capability allows long-range activation by residents while they are still in their vehicles. Visitors have the choice of making a call directly to an apartment from the post-mounted video entry panels or via the concierge’s switchboard.

Occupants answer calls at the entry panels and communicate with visitors using iModo 7” touchscreen monitors within their apartments. But the role of the monitors extends well beyond these functions; optimising the lifestyle of people living at locations employing Urmet’s access control is one of the company’s core objectives. Residents benefit enormously from an ‘away mode’ that allows them to receive calls made to the monitors on their smartphones and tablets when they are off-site. Families are even able to use this feature on up to four devices. The iModo can also record a message, which is then played to visitors at the external entry panel when the resident is away or simply does not want to be disturbed. Being server-based, the IPervoice system conducts live status sampling on the health of network devices, and network alarms are displayed on the concierge switchboard software with diagnostics presented in realtime for local or remote viewing. The building dates from Victorian times and is in the Jacobean style. This meant that the visual appeal of the exterior could not be compromised. A

utomatic Licence Plate Recognition (ALPR) is a control method using Optical Character Recognition (OCR) technology on images taken by video cameras specially designed for these applications. Invented in 1976, this method has consistently evolved and expanded. Today, these detection systems are capable of capturing images of vehicles travelling at speeds of up to 250 km/h. When the camera photographs a licence plate, an algorithm identifies the various alphanumeric characters present on the plate. This information is recorded in real time and will be identified and processed in a database. According to the specific market and sector, this prompts the initiation of precise actions such as geolocation, vehicle control or even permission or denial of access to a site. In terms of applications, this market for licence plate recognition technology is showing strong growth.

A question of cost-effectiveness According to an IHS study, the market for ALPR systems is set to reach

over $800 million in 2018. Motorways and off-street parking are the sectors investing the most in ALPR technologies. It is in the motorways sector, estimated at $3 billion in 2013, that the use of ALPR systems is most prolific and this is where the strongest growth is expected in future years. The off-street parking market is still at the early stages of implementing ALPR technology, but the outlook is highly encouraging. With an estimated annual growth rate of 9.4% between 2012 and 2017 for the off-street parking sector, this technology has enormous application potential. Privatisation in the motorways and off-street parking sectors, together with drastically reduced government financing for them in mature markets (essentially in Western Europe and the United States) have contributed in recent years to the popularity of ALPR and the associated technological advances, in a drive for cost-effectiveness. This technology not only helps to reduce congestion but also makes it possible for the user to pay by subscription (passes), thereby

avoiding problems associated with the loss of toll and car park tickets. But it also provides improved 24/7 surveillance, for example against vehicle theft or fraudulent practices such as tailgating. This offers more effective information management while minimising the equipment required, in order to increase return on investment.

The technological challenges of tomorrow It would be inconceivable that poor camera quality or poor image processing to cause a loss of revenue. One of the key focuses for improving the cost-effectiveness of this system, therefore, is technological. This means camera refinements so as to enhance resolution, minimise blurred images, compensate for poor lighting or adjust to natural light, but also the miniaturisation of camera components. This is coupled with perfecting the algorithms used, supporting the recognition of a greater range of characters and licence plate g

illennium Square is a popular square in the centre of Bristol, right beside the At-Bristol Science Centre, an interactive science centre. For visitors to the centre, the square and its remarkable water features and sculptures is a convenient meeting point, made yet more attractive by an enormous LED wall and many restaurants and bars close by. Millennium Square is visited by immense numbers of people every year. Added to this, its location close to the neighbouring Harbourside and the many festivals held there, it is understandable that the expansive Millennium Square is a busy Bristol locale. For this reason, the city administrators decided to improve security in the public square and install a video system equal to the task. Previously, surveillance for the square had been provided by just a single PTZ camera, part of the At-Bristol centre CCTV system. “The @Bristol Control room is windowless and the Panomera® system is used daily by security staff to give us a live, virtual window on to Millennium Square. Previously

the square was covered with a single PTZ which was generally left in a wide angle view to give us an overview of the area. The problem was this meant if we had to retrieve any evidence the recorded images needed to be digitally zoomed and would pixelate too much to be of any evidential value”, relates John Whittaker, Security Team Manager for At-Bristol.

Everything in view So the biggest challenge was to find a solution that delivers a continuous overview of the entire square at highest detail resolution, but which is still cost-efficient and easy to operate. “Our experience with the PTZ camera was that the recordings taken from it are basically worthless for purposes of subsequent investigations due to the low resolution. One alternative would have been to install several HD cameras at various locations all over the square – but then the job of operating the cameras would become very complex for the security staff, and the infrastructure costs would be prohibitive”, John Whittaker explains the initial deliberations.

Then finally, Bristol City Council found the solution at a CCTV User Group conference, where they learned about Panomera® multifocal sensor technology by Dallmeier. With the patented sensor concept of this new camera technology, it is possible to monitor even very large expanses from a single installation point, with very high resolution and consistent depth of focus. And, the entire viewing area is recorded at all times, unlike PTZ cameras, which only record the area they are currently viewing live. “The Panomera® gives us the best of both worlds – the wide angle perspective plus the high quality detail at the furthest point”, says John Whittaker. “We have been working with the city administrators in Bristol for several years now”, says James Walker, Managing Director for Dallmeier UK. “The city already has many Dallmeier products in place, and this was one reason why they decided to test the MFS technology.” A suitable installation site was chosen for the Panomera® in consultation with the CCTV provider Select Electric. viewing angle is enough to monitor the whole of Millennium Square in the highest possible resolution. The images from the IP camera are recorded at a rate of 12.5 fps on a Dallmeier video appliance. One workstation in the Security office in the At-Bristol centre allows the recordings to be searched as well as live monitoring of the camera feed. A second workstation has been set up in the Council Emergency Control Centre, where it is used daily by the CCTV operators to monitor the area. “We know we are not missing anything now, because we can look for incidents in the recordings after the fact”, says John Whittaker enthusiastically. “Knowing the whole square is being recorded at high detail across the whole scene all the time also enables us to track offenders that have been reported by members of the public perhaps in other areas. The square is a main thoroughfare and this

enables us to provide continuity on an offender’s direction – both where they are going and where they have come from.”

Independent system operation “The images from the Panomera® are reviewed and analysed not only by the security operators in the AtBristol science centre, but also by the city council security personnel – entirely independently of each other”, states Ray Murphy, Managing Director of Select Electric. Unlike PTZ cameras, MFS technology has multiuser capability, i.e., multiple operators can view the camera images at the same time and tilt or zoom as they wish – not only in the live images but also in the recorded material at the same time, without interfering with the other users.

The nice thing is that there was a lot of work at the beginning to make sure everyone was clear on all the processes, but now the infrastructure team simply incorporates the alerts, reporting and best practices from Alert Logic into their day to day operations. From the massive logs we create, Alert Logic provides a precise report which can drive activity within our small team rather than having to react to everything. We get very clear guidance as to what looks like suspicious activity within the infrastructure. That just cuts out a lot of wasted time and effort for us. We have also reviewed a few notifications that were useful in optimizing the configuration of components across the infrastructure. t is not that many years since the choices for protecting a client’s site was either plenty of locks, barred windows, fences, etc. or the use of one or more night watchmen. I use the old fashioned term reluctantly but accurately, because these were normally individuals with little training and would be there to dial 999 if their presence was not sufficient deterrent for some. Since then technology has kept progressing, CCTV, in the true nature of its name as a localised system, and intruder alarms meant that the room that once housed the night watchman’s kettle became a local security hub. The signal loss over distance for analogue CCTV transmission restricted the location of the monitoring point, with larger sites sometimes requiring the use of signal boosters for their furthest cameras. The systems still required at least one individual on site to observe the images and either provide or

summon a response in order to protect the site. As the next step, the advancement of security products has meant that we now realistically have moved to another stage. CCTV signals are transmitted digitally, enabling a camera to be watched just as clearly at the opposite side of the world as it is at the opposite side of the building. Software can monitor cameras for movement or they can be linked with separate detection hardware, e.g. PIR sensors, which enables fewer people to monitor effectively a greater number of cameras. When coupled with other technology such as intercoms, electronic door locks and smart building management systems, a lot of functions previously performed by an on-site security officer can be provided by one central control room. So far this may read like there is no requirement for security officers any more, however this would only be true if watching

CCTV and unlocking doors was the sole duty of a security officer, plus the electronic systems covered 100% of the site and never failed, and additionally where an intrusion was detected that the response, either police or mobile security patrols would arrive in sufficient time to arrest the individuals or at least minimise loss (either theft or damage). There are many activities which require one or more security officers on site, typically day time scenarios of controlling access to site at a time when staff, contractors and legitimate visitors need to be allowed in with the minimum of inconvenience, whilst preventing access to others. There are also plenty of other security functions and also “value added services” i.e. fire prevention, first aid provision, etc. which security officers can be providing to a site. Innovation and a willingness to use technology is likely to come up with better combinations, e.g. using security officers at the main entrance of the site whilst the goods entrance at the back is monitored from a control room removing the need for a full time security officer at that location, however it is not a distraction for the security officers required at the main entrance. Similarly a risk assessment might identify times where it is acceptable for a site to be protected by remote monitoring only. Such assessments should take into consideration such factors as the location, do buildings border public land or are they surrounded by a perimeter fence, how secure are the actual buildings, what assets

are on site, how portable they are, likely response times for that location by either police or mobile security patrols, etc. Changes in security provision methods may also need the agreement of insurers. Another consideration when relying on technology solutions is who has responsibility for the maintenance of hardware. Equipment failure will happen at times, however the important aspect then is how quickly it is resolved. Lengthy discussions about whether the fault is on site, at the monitoring station, or somewhere in between and hence who is responsible, disrupts the provision of service and puts the client at risk, so the logical solution is for the security provider to also have full responsibility for the equipment, with the expertise in-house or on call to resolve all problems.

Everybody across the industry is aware that the cost of provision of security officers is constantly increasing. Those paying National Minimum Wage see the amount increase year upon year, and those wishing to pay above the minimum also have to track that margin. At the same time the costs associated with employing individuals also are rising. Therefore contracts that have previously been multiple security officers 24/7 now could be reviewed to see if there are more cost efficient ways of providing an equal or sometimes improved level of service. Security companies have complained for a long time about the low margins in providing security officers, if that is currently their only option for providing a service, then it might be time for them to adjust their business model. n

Fair trade A pan-European foothold for UK alarm manufacturers

drian Mealing, Chairman of the Security Equipment Manufacturers’ Section of the British Security Industry Association (BSIA), explores the issue of panEuropean certification and how the advent of new European legislation would signal a new era for the UK’s intruder alarms market. In an increasingly global marketplace, expanding into

overseas markets and selling products abroad provides an important revenue stream for UK security manufacturers. However, despite the long-established principle of fair trade, expanding business across different European countries is still proving problematic for many, due to the complex and restrictive nature of product certification. According to members of the BSIA’s Export Council – a forum for

UK security companies focused on increasing their business abroad – technological innovation is the main factor that currently attracts overseas buyers to UK security products. Despite this, over a third of Export Council members reported in a recent survey that the costs of getting products officially certified in foreign markets is the biggest barrier to growing their business abroad1.


This barrier is particularly apparent in Europe, where, under current rules, each UK company intending to export their security solutions across the EU is forced to undergo separate testing of products for most of the countries they wish to export to. This means, for example, that an alarm that is compliant to the auditing requirements in France cannot necessarily be sold in Germany, unless it is being retested specifically for the German market. This onerous process is not only time consuming, but is also financially burdensome, as the costs and time associated with the separate testing of the same products in each country is considerable. This issue is in direct conflict with the primary mission of the European Union, to allow for fairer trade across its member countries and stimulate competition. Smaller companies in fact, risk being discriminated against, as they are unable to sustain the costs they encounter each time they

set out to achieve local quality marks. The BSIA and its Security Equipment Manufacturers Section (SEMS) have been long term supporters of the principle of panEuropean certification, whereby the quality mark of a security product is recognised in all EU member countries. This is to ensure consistently high – and more uniform – quality of products and systems, promoting technical innovation and investment into what is now a fragmented industry, in keeping with the aims of European policy. As mentioned above, one of the European Union’s main objectives is to facilitate reciprocal trade between its member countries. In actual fact, however, this has not translated as effectively as companies operating in the security equipment manufacturers’ environment may have hoped for. Increasingly, standards have been written to provide the platform for

uniform independent testing, but this in itself is not enough. Although the European Union has proved successful in shaping regulations and standards applicable to the security industry, it has not managed to streamline the testing process for security solutions. A uniformed testing process could be achieved by introducing panEuropean certification, which would provide a one-stop shop for all quality marks across the continent. This would mean that security products exported would be assessed against requirements shared by all EU countries, therefore dramatically improving the quality of products entering the market and reducing the confusion surrounding which tests are needed for each country. In addition, pan-European certification would reduce costs for companies, allowing even smaller businesses to stand a chance to compete on a European level. g

The BSIA’s SEMS section have vocally supported the benefits of making pan-European certification a legal requirement in the EU, as it is the section’s belief that this would provide a more favourable international trading environment for security manufacturers. More recently, members of the section have welcomed the announcement of a EU-wide industrial policy for the security industry, issued by the European Commission. The policy represented a significant step towards panEuropean certification, and aims to increase harmonisation between EU member countries, reducing the severe fragmentation that currently exists in the European security marketplace and removing trade barriers that restrict the ability of UK security equipment manufacturers to expand their product offering to other countries within the EU. In recognition of the problems that currently exist, the European Commission’s policy acknowledges that “a competitive and innovative security industry is [fundamental to] any viable European security

policy,” and pledges to reduce the fragmentation that currently restricts EU-wide harmonisation. Through their involvement in RISC and Euralarm, members of the BSIA’s Security Equipment Manufacturers’ Section (SEMS) have contributed directly to the European Commission’s policy consultation and welcome the opportunities it brings in encouraging fairer trade across EU member countries and subsequently, in stimulating competition. Results of the consultation revealed that independently of their background (be it SME, large corporate or public authority), stakeholders underlined the clear added value of a European-wide certification regime, highlighting four key benefits that this would bring, not least the reduction of the administrative and financial burden brought about by the duplication of current certification procedures. This policy represents an excellent starting point for harmonisation across the EU, and is set to have a monumental impact on views and procedures in EU countries. We

at the BSIA hope that this policy will drive test houses to adopt a European – rather than national – focus, increasing quality standards across the board. Respondents to the European Commission’s consultation also expressed concern for the fragility of the EU security market in comparison to its international competitors, and agreed that an industrial policy framework could help the European security industry regain its competitive edge in the global market. With an estimated market value of as much as €36.5bn, the EU security market has real potential to compete with the likes of China and the U.S. Removing trade barriers and creating a one-stop testing regime will not only increase exporting opportunities for UK companies, but will also help to drive the overall professionalism of the European security industry.
