axton’s next generation access control and video management solution, Paxton10, has officially launched to the UK market, following a roadshow which showcased the system to hundreds of installers. Hanwha Techwin Introduce Affordable Wisenet QVGA Thermal Cameras Hanwha Techwin is now able to offer an even greater choice of cameras following on from the announcement that it has introduced three new ‘affordable’ Wisenet QVGA resolution thermal models. Unlike traditional cameras which rely on light to see images, thermal cameras pick up heat signatures of objects and are unaffected by extreme conditions, such as complete darkness, harsh weather, bright lights, fog and smoke. They also offer an effective solution for applications where there are concerns about light pollution. “There was a time when thermal cameras had to be used sparingly as they were far too expensive to be deployed in large numbers,” said Uri Guterman, Head of Product & Marketing for Hanwha Techwin Europe. “The introduction of our new keenly priced QVGA models means that the technology can now be utilised for virtually any application, and not just high budget, mission critical projects.” Key Features The three new vandal-resistant thermal cameras, which are part of the Wisenet T series, are able to capture images at up to 320 x 240 resolution. As is the case with all latest generation Wisenet T

series cameras, the new TNO-3010T, TNO-3020T and TNO-3030T QVGA Thermal cameras are equipped with audio analysis functionality which recognises critical sounds such as gunshots, explosions, screams and broken glass. Additional features include temperature change, shock, object/people detection, loitering and camera tampering detection. Built-in Gyro sensors offer accurate image stabilisation which comes into effect when a camera is disturbed by wind or vibrations, resulting in more stable images. Bi-directional audio, motion detection and handover to PTZ are also offered as standard, as is the ability to store up to 256GB of data via an SD/SDHC/SDXC memory slot to ensure video is automatically recorded in the event of network disruption. The cameras offer a choice of H.265, H.264 or MJPEG compression, as well as WiseStream II, a complementary compression technology which dynamically controls encoding, balancing quality and compression according to movement in the image. Bandwidth efficiency is improved by up to 99% compared to current H.264 technology when WiseStream II is combined with H.265 compression. Safetyflex Barriers secures multi-million deal to protect key European sites A leading British manufacturer of anti-terrorist security bollards has secured a multi-million pound deal to help protect key sites in Germany and Europe from potential vehicle attacks. Safetyflex Barriers, based in Coventry, has joined forces with German firm Perimeter Protection Group (PPG) to supply anti-terrorism protection. PPG was founded in 1951 and manufactures and supplies a range of perimeter protection security products. But the firm, which has offices in five countries across Europe, has now committed to forward-buying Safetyflex’s bollards, which can stop vehicle attacks travelling at 80mph, and have already secured contacts within Europe. The partnership with PPG comes as a result of Safetyflex’s export drive, which has seen the company establish partnerships with distributers in a range of countries across Northern Europe, the US and Australia. Truckstopper Bollards are known for its aesthetically pleasing, slimline oval appearance and shallow foundation size of only 20cm, which means that it can be set up

without the need to re-divert utilities making it highly cost-effective. They help to secure potentially vulnerable areas such as shopping centres, sports stadiums, government buildings, military, utilities and key infrastructure centres, with more than 10,000 high security PAS68 spring bollards made and distributed over the last year. New STANLEY Security IP CCTV system ‘streets ahead’ for aluminium manufacturer

STANLEY Security, one of the UK’s leading security providers, has completed a major CCTV installation for Bridgnorth Aluminium Limited, the UK's only manufacturer of aluminium flat rolled products. At 27 hectares, Bridgnorth Aluminium’s site in Bridgnorth, Shropshire is extensive. It is home to a casthouse, rolling mill, two litho centres, a multi-slitting line and finishing lines. The company had previously been using three separate CCTV systems, each covering different parts of this large site, one of which was over 15 years old, had very poor image quality and was starting to show signs of failure. Furthermore, none of the CCTV systems had any level of redundancy, so if one failed access to those particular cameras were lost, along with any recorded footage. Steve Denton, IT Manager at Bridgnorth Aluminium, explains the decision to upgrade: “We needed to consolidate everything into one single CCTV system, including all of the cameras from the other three systems, and we needed to add a level of redundancy. The CCTV system is critical to our business in terms of health and safety of our employees and site security.” Following detailed discussions with Bridgnorth Aluminium, STANLEY Security designed a new site wide IP based CCTV system, covering external areas and the perimeter of the site, along with internal areas including key indoor production spaces. The system takes advantage of Bridgnorth Aluminium’s existing IP network which is deployed in most areas of the site, negating the need to install COAX cable. Opting for an IP based CCTV system has also enabled Bridgnorth 10 | IN SECURITY | November 2019

Aluminium to make use of newer technology with better quality images, which was key. The new IP CCTV system features STANLEY 2MP bullet cameras and dome cameras, including 360⁰ dome models. The cameras feed back to two Milestone Husky™ M500 Advanced Network Video Recording hardware platforms; one of which is used in case of redundancy. Bridgnorth Aluminium is pleased with the new CCTV system as Steve Denton comments: “The image quality of the new system is streets ahead of the old system. The area of coverage is also far greater thanks to the addition of 180-degree wide angle and 360-degree cameras. The software is very easy to use and has some very useful features to aid with playback of recorded footage. In light of the General Data Protection Regulation (GDPR) organisations must do all they can to avoid unauthorised access to personal information. When using an Architect reader, PAC & GDX ensures the process is highly secure thanks to the implementation of encrypted SQL databases and an EAL5+ crypto processor. AES 256-bit SSL encryption is also employed at server level – the same grade used by banks and hospitals – while master key databases are not stored but regenerated and authenticated after each use. This means that there is no transit of personal data when using Architect. Designed to be used in a wide variety of environments and applications, Architect readers have a rugged design that makes them weather resistant, chemical resistant and able to self-extinguish in a fire. They are also vandal resistant to IK10, which means that they are protected against 20J of impact. This is equivalent to the impact of a 5kg mass dropped from 400mm above a surface. With growing demand for access control technology that is intuitive, flexible and secure, products also need to be environmentally friendly. This was an important factor for PAC & GDX when deciding to launch the Architect range and so the entire unit is recyclable, as no resin is used. Furthermore, the use of smartphones as credentials reduces the need for physical tokens, which reduces inventory, as well as logistic and transport costs. Lowest operating costs in relation to area Those responsible for security will be glad of the extremely simple operation of the systems: situation assessments are made quickly and assuredly; operating even a large number of cameras as a total system is simplicity itself and enables large spatial contexts to be monitored much more efficiently. Consequently, a very large overall context per operator can be captured. As a result, personnel costs relative to area covered with the new cameras are low for ongoing operation. Low infrastructure requirement Since considerably fewer cameras are needed than for comparable solutions, the costs for masts, installation, cables and cable-laying or mounting points are also reduced. The "quick lock" mounting system enables the same camera systems to be swapped between different locations. The "plug-and-play" camera For installers, the integrated, newly developed "Mountera®" mounting concept of the Panomera® W series offers many innovations for installing the cameras much faster and therefore less expensively: From the mounting handle for removal and transportation to an integrated "bubble protector" which remains on the system until final installation, up to the "quick lock" system for mounting by a single technician. s more and more people travel around the world, technology has had to become increasingly sophisticated to deliver a frictionless travel experience, while providing a high level of security. . One of the most notable developments in this space is the implementation of biometrics throughout the airport terminal journey. This technology, which uses unique and identifiable features such as facial scans or fingerprints to verify passengers’ identity, has transformed how people travel and is a window into the future of travel security. Traditionally, security checks in airports have been a frustrating but necessary part of the travel experience. We all have experienced the downsides of this – from lengthy queues and delays to unnecessary

hold-ups. The good news is that the use of biometrics in the form of e-gates or fingerprint terminals has the potential to eliminate these issues and expedite passenger checks to create a relaxing and secure travel environment. This technology can already be found in airports around the world, but mainstream adoption is yet to be seen. Utilising facial recognition software Although facial recognition software is not a recent industry development, it may come as a surprise to many that worldwide roll-out has been slow and is only just gathering pace. For the most part, its use has been accelerated by the rise of biometric technology in consumer gadgets, such as smartphone and gaming consoles, but there’s a capacity issue here too. By 2037, it’s estimated that 8.2 billion people will pass through

airports around the world, nearly double what is expected this year. As it stands, most airport terminals do not have the systems and processes in place to handle such heavy traffic and demand on resources. Biometric technology, mainly in the form of facial recognition, but sometimes fingerprint and iris scanning too, has been recognised as a solution that will not only manage the increased traffic levels, but provide a secure and frictionless passenger experience. Facial biometrics, in particular, has the advantage of offering a non-intrusive, on-the-go identity verification method which allows passengers to avoid any additional delays to their journey, while providing authorities with trustable data. Another area where we are seeing a growing use of biometrics is for ‘automated border-control’.


Airports of the future will allow passengers to move almost freely around the airport using their unique facial features as a travel token for bag drop, security and boarding. ‘Automated border-control’ gates which use facial recognition to verify a passenger’s identity against their passport are much faster, require less human involvement and provide robust levels of security. But it’s not just passenger checkpoints where biometric technology is making a mark; it is helping streamline flights boarding too. For example, renowned industry leaders, such as British Airways, have been using biometric boarding solutions to ensure its passengers benefit from

a smooth and secure process of ID verification thanks to facial recognition software. Simply by rethinking how they can process passengers; British Airways has claimed that it can now board a plane full of 400 passengers in just 22 minutes using facial recognition technology. What’s particularly exciting is that this is just the beginning. Another benefit of biometric technology is that it is a flexible solution that can provide omnipresent security systems. As recent plans released

by London Heathrow show, airports of the future will allow passengers to move almost freely around the airport using their unique facial features as a travel token for bag drop, security and boarding. For the passenger, this means that they will no longer need to resurface passports and boarding passes when moving through different parts of the airport. It’s a truly transformative approach to security and experience in the airport and will deliver benefits to no-end.

Fingerprint scanning is driving industry onwards While facial recognition software is making substantial inroads in the industry, so is fingerprint technology. Much like face and iris scanning, passengers have had their fingerprints recorded for travel by immigration agencies for some time. Some eGate and kiosk solutions, for instance, require a combination of face and fingerprint identification and this is only set to increase as the technology develops. In fact, some countries are already legislating to ensure that they can reap its security and convenience benefits. For example, the upcoming EU Entry Exit System or EES will be deployed in 2020 and will ask member states to collect facial data as well as four fingerprints from all third country nationals, entering or exiting one of the 26 states. Not only will this substantially improve how nations track and record immigration, but it will provide an efficient system that minimises delays and helps identify travellers overstaying their visa. But the scope for fingerprint technology to improve the passenger 24 | IN SECURITY | November 2019

experience in our airports stretches beyond these means. So much so, that airports in the United States are beginning to trial how this biometric technology can be used to improve airport-based services. For instance, this year, Delta has begun trialling the use of fingerprint technology in granting passengers’ access to airport lounges. It’s designed to provide a premium experience that gives employees more time to focus on customer service as opposed to check-in. Similarly, rental car company Hertz has announced that it is rolling out fingerprint screening at 40 airports to transform the rental car process. Passengers stepping off a flight will be able to collect a car and exit the rental lot in just 30 seconds, avoiding any further delays or stress to their trip. Delivering an experience fit for the twenty-first century Airports are ideally placed to lead the travel industry in the deployment of biometric technology to improve customer service by delivering an enjoyable, comfortable and secure passenger experience. Despite the roll-out of modern

biometric solutions being slow, forward-thinking industry leaders will recognise that it represents the future of passenger travel. With facial recognition software and fingerprint technology, biometrics can eliminate traditional customer pain points – such as those experienced when delayed at border control or in renting a car – and provide a significant return on investment. Guard tour is a safety functionality offered to security guards, which uses access readers as checkpoints along a defined route to be passed in a defined period of time. Any deviation of sequence or timing causes an alarm in the Access Management System 2.0. Colleagues or first responders can be notified at once improving the safety of security guards. In the extremely rare event that the Access Management System 2.0 server and the MAC fail, cardholders can still enter and leave areas with their badges because the database is stored directly on the Access Management Controllers. Thanks to this offline capability, it is furthermore possible to save millions of events even during down times. High level of safety thanks to threat level management Up to 15 configurable threat levels such as lockdown, controlled lockdown or evacuation mean that

safety measures can be initiated quickly in critical situations such as fire or terrorist attack. The threat level state is activated by one of three triggers: operator workstation, emergency button, or specially configured “emergency” cards that are presented to a reader. The different threat levels can make all doors open, all doors blocked, or a mix of some open and some blocked. Individual doors can also have their own security profile and allow only certain cardholders access. High data security and privacy protection To protect against cybercrime and loss of personal data, the database as well as the communication between server and access controllers is encrypted at all stages, e.g. through support of the secure Open Supervised Device Protocol (OSDP) v2 protocol. Access Management System 2.0 also has trusted digital certificates for mutual authentication between server and client to prevent tampering by unauthorized clients and uses secure design principles such as “secure-by-default” and “principle of least privilege”. Ideal as standalone but capable

of growing into a complete security solution The Access Management System 2.0 is a flexible access management system for medium- to large-sized organizations. It is easy to set up, operate and expand. Security Services at the heart of safeguarding students, by Richard Jenkins, Chief Executive of the National Security Inspectorate (NSI). UKAS accredited NSI is the UK’s leading, independent third party certification (TPC) body within the fire safety, guarding and security systems sectors, helping to protect homeowners, businesses, public organisations and the general public through rigorous audit of more than 1800 fire safety and security providers nationwide. Last year PWC reported that security remains unsurprisingly high on the agenda in Higher Education. The ‘threat landscape’, no longer confined to protecting people, assets and buildings from external threats, now takes into account the risk of 30 | IN SECURITY | November 2019

a home grown and localised terror incident. Knowing who is present in any and all facilities - both academic buildings and halls of residence, and who is moving around the campus (often public access space) has become part of the complex security puzzle. The findings in the Management of Security Services in Higher Education National Report, published over 15 years ago, still hold true today. It indicated a conservative estimate of the direct cost of crime to UK higher education was around £40 million in the year 2000-01. It also highlighted a quarter of all students

were personally the victim of a crime during their time at university, as much as a third among students in their third or subsequent years, and almost two-fifths amongst postgraduates. Introducing robust security risk management does not necessarily mean imposing heavy restriction and control over people on campus. It does mean understanding the security risk, and developing a responsible management framework enabling people and institutions to flourish. Protecting assets and people is at the heart of the security team’s


objectives. In an ever-changing world, the security function is critical in mitigating and managing risks. Professional security systems and functions operating to the highest British and International standards deliver assurance they are enhancing security across campus. The changing nature of effective guarding services Conferences and training for those working in a security capacity at universities, such as those provided by the University of Salford, also point to the changing nature of the role of security. In particular, the balance between safety and security, and pastoral care. Courses cover a range of areas from supporting students suffering with anxiety or depression, to learning strategies for combatting problems such as sexual harassment on campus. Closer working relationships with law enforcement agencies mean the role of the security officer is fundamental both in protecting an immediate site or premises, and as a source of information often in real time, so safeguarding the community. Access control systems and CCTV are good examples where markedly improved functionality in terms of image capture, storage and retrieval and automated alerts based on pre-determined algorithms, free up security staff to focus more on

the value-added tasks of analysis and deduction - essential activity in identifying areas of risk and preempting threats. As the technology and the skills required to deliver a security service evolve, it is important the highest standards of professional and technical competence are maintained. For example from a CCTV monitoring and analysis perspective the NSI code of practice for the provision of control room services, NCP 107 Issue 2, is a framework to be applied by operators ensuring the highest standards through specified training requirements. It sets out that operatives new to the role of monitoring and analysis be assessed for competence within three months of employment against relevant criteria relating to the duties they perform. Similarly, codes of practice for Access Control System installers and operators are available from NSI. Harnessing the latest technology SOCs (Security Operating Centres) are an example of how the blend of technology and people can work exceptionally well. SOCs gather data and information using a range of services including web crawlers and employ experts in intelligence analysis, operational understanding and communication. SOCs are a valuable asset in the security toolbox, often serving as the commu-

and may include security guarding, key-holding, canine services, door supervision, close protection and CCTV operations as well as event stewarding. Age and Size: Hindrance or Opportunity? The age and size of a building shouldn’t serve as a restriction to upgrading safety protocols and security measures. Andrew Shaw, architectural consultant at Allegion UK, discusses how to maximise safety and security based on your building’s age and design.

I

t’s easy to understand why the age and size of a building can be seen as a problem when assessing and upgrading safety protocols. The myriad of products and solutions available can also be daunting, ultimately leading to confusion when upgrading old systems, or believing that a build-

ing’s age presents an incompatibility issue with new systems or hardware. In reality, though, this isn’t the case. Whatever the size or age of the building, the principals of safety remain the same and following a structured logical approach based on current regulations and legislation will simplify the process.

Selecting the correct ironmongery and hardware is fundamental, and regardless of age or size, it can define how effective a building’s safety and security standards are. Of course, the correct product choice is integral to the overall strategy. However, there are other factors, too, that determine the overall integrity


of a building’s security and safety protocols. Ensuring all staff and occupants have adequate training in the safety protocols and procedures is essential in their smooth implementation in the event of an emergency. Evacuation plans and lockdown strategies, in particular, need to be smooth and controlled, with everyone clear about their roles and responsibilities. Developments in design and technologies means that the scope of choice is continually growing, and so there’s never before been a better time to implement truly well-rounded bespoke solutions. Age is just a number The age of a building does not necessarily need to impact the types of protocols architects, specifiers and facilties teams opt for. Indeed, it is an opportunity to scrutinise what’s right and beneficial, as well as to ultimately provide a bespoke solution. Older school campuses, for example, are often spread across many buildings of different types and conditions. It can be a daunting prospect, but once completed in a structured way, the long-term management and maintenance of these facilities becomes much

simpler going forward. Critically, identifying and inspecting current insitu ironmongery; assessing its functionality and suitability; and correctly upgrading where applicable are all essential parts of this process. Consider preparing an ironmongery schedule during this process, which can then become a permanent record for future maintenance cycles, helping ensure nothing is missed and everything is updated on time. Of course, when upgrading and replacing failed and out-of-date ironmongery, selecting the right product in terms of functionality and also longevity can be difficult. Our industry is constantly evolving with new products and innovations coming online, so selecting the right partner, your trusted advisor, is essential. Maximising security In a recent survey of more than 500 facility managers across the healthcare and education markets, 45 percent say the design or layout of their buildings presents security or safety issues. In the same survey, most rated security of their buildings as first priority, with fire safety coming second. However, if facility managers feel

the design of their buildings could be hindering their levels of safety and security, how can this be improved? First, following a full audit of the premises, they need to identify potential weak points and different levels of security within the different areas. For example, in hospitals, certain areas – such as storage areas for sensitive documents or medical supplies – will need to be safeguarded for the protection of patients and to prevent theft. Furthermore, if the design or layout of the building may be impeding on any escape routes, communication and training is essential. Making sure all of those within a building know what to do in the event of a fire could potentially save lives. Alongside this, making sure the escape routes are easily accessible and free from obstructions should be a given. The importance of style All types of buildings are designed with style in mind. With older buildings in particular, the style and general ‘look’ of the building can be part of its charm, or can become outdated. This can then factor into the fallacy that newer products and solutions are incompatible with older buildings, while this simply isn’t the case.

Ultimately, aged, damaged or tired products can start to chip away at the safety and security foundations of older buildings. Even ones that have been used for years faultlessly could become more of a restraint than is expected. While this isn’t always the case

– and, in fact, many older hardware solutions are incredibly durable and last years and years – the diversity in newer solutions gives rise to other options. Choosing what’s right To refer to an old adage: There is no ‘one-size-fits-all solution.’ This has never been truer, especially considering the rate at which the industry is growing and developing. The nature of the industry is allowing for more opportunities to implement ‘pick-nmix’ solutions. That is, more and more buildings are opting for a combination of mechanical and electronic solutions based on performance requirements. The rise of the Internet of Things (IoT) also opens up a whole new door of possibilities for

our industry. We’re now seeing an increase in the creation of smart tags and devices, which transform everyday, mundane objects into ‘smart’ devices. These tags work by connecting the objects to Wi-Fi, transforming them into ‘smart’ IoT devices. Therefore, alongside correctly specified products and adequate security and safety training, buildings both old and new, small and large, can hold effective security and safety strategies. Powerful Protection G4S’s enhanced security officers

The elite training and education behind the men and women keeping thousands of workers safe at Hinkley Point C, the first nuclear power station to be built in the UK in a generation.

I

n late July 2019, at the construction site of the first new nuclear power station in a generation, Hinkley Point C, a member of the workforce suffered a sudden heart attack. In a public place, when someone suffers a severe medical episode, a friend or passerby does what they can before contacting emergency services, who immediately rush to treat them. In the case of a rigorously-secured, 430-acre construction site on which a high-tech nuclear power station is being built in England’s South West, things are much more complicated. “This isn’t the same as a heart attack in public,” Alistair McBride, G4S’s director in charge of security on the site, said. “It’s a lot more than a phone call.” The 50-year-old man’s heart attack triggered a complex - but rapid - system of responses from on-site ambulance, fire, site duty manager and security. Within four minutes, a medic was assessing him and a decision quickly taken to call 999. They then met the Somerset ambulance outside the site, briefed them, and escorted them through the mass of cranes, heavy equipment, and construction. The man is on track to make a full recovery, in part due to the expertise of G4S’s Enhanced Security Officers, the elite team manning the site of the UK’s first nuclear power station in 30 years. While G4S has global experience handling major events - the 2019 ICC Cricket World Cup and the British Summer Time music festival at London’s Hyde Park, for example - managing national infrastructure requires vastly different skills. On a nationally significant project like EDF Energy’s Hinkley Point C - which has an evolving perimeter and will see up to 5600 workers on site at its peak - posting guards along the fence is not enough. “Enhanced Security Officers are an absolute game changer,” Noah Price, Head of Solutions Development at G4S, said. He helped develop the officers’ training course. “Their training is second to none. The leadership, the community spirit... they’re treated as a proper partner. In this day and age, it’s about realising when this standard is necessary.”

Enhanced security In Alistair McBride’s view, G4S’s Enhanced Security Officers (ESOs) are some of the most well-trained and well-equipped in the world. They are put through a course that spans three months, during which time they are exposed to all the areas and elements of a site the size of a small town. They are taught the language to use over radio, real time reporting, conflict management, how to manage a situation with protesters, and more. “It’s a course specific to this site,” Andy Hines, G4S Security Delivery Manager and a former special forces soldier, said. “We teach them more police awareness in case there is an incident, like how to section off the area and help preserve the evidence. We don’t

want a security officer who stands there all day, we want an officer who is proactively communicating and reacting.” The approach has paid dividends. In an industry that has an average annual staff turnover of 30 per cent, Hinkley Point’s team of about 200 stands in stark contrast. At present, there is a turnover rate of just two per cent, and those who become ESOs don’t stop learning. Each year, each of the four teams of officers complete an off-site refresher course over two days that boosts their Incident Management, Physical Intervention, and Trespass and Protest Scenarios skills. They leave training with a level three City & Guilds qualification, as well as accreditation in emergency first aid

and physical intervention. “We knew it worked after we ran our first course and, on the officers’ first shift the next day, there was a suspicious vehicle,” Alistair said. “There was a security officer shouting an ‘A to H’ description - a military tool to describe everything from Age to Height - to describe the driver. At dusk, this guy was shouting this out, and his only experience was the ESO course. The client and I were sitting in the office saying, ‘well, that worked’.” Frank Cannon is EDF Energy’s Site Security Manager for Hinkley Point C, in charge of G4S’s security contract. With 37 years’ experience in the military and security industries, he works closely with Alistair McBride and his team. They speak daily. “Probably hourly,” he said. “If you took an ESO from Hinkley Point C and put them at a supermarket, they would be the wrong person. The unique selling point is how appropriate the training is for the working environment. They’ve got enhanced skills for the services I want on a complex and ever-changing construction site. officers would know how to manage a potential crime scene. They would know how to approach an activist posing as a dog walker. They would know what to say to that person. I think I’ve probably got the best security team in the UK.” The enhanced officers Recruitment is part of the journey. About half of G4S’s ESOs have some history in the military, though they also range in broader life experience, gender, nationality and physical presence. Ages range from 20 to 68-years-old. Thirty-year-old Joe Palmer suffered a shoulder injury while training for the Royal Marines. “I’m a fireman now, and I’m doing this too,” he said. Sam Chung spent 23 years in the marines, finishing as a physical training instructor. Since leaving, he has worked in security on a wind farm in Bangladesh and in north west Africa at a mine. “This is an enormously large and complex deployment to work in,” he said. “It has plenty of challenges for the guys, but that’s great. It stretches individuals, gives them a chance to grow into the different challenges.”

Mike Pinfield has been a security officer for 10 years. “I’ve done all kinds of stuff. Dog handling, event security, terror patrols, building and construction. Nothing as big as this,” he said. “Here, you’re not just a security guard.” Hinkley Point C’s ESOs come from all over the world. Grzegorz Kapala moved from Poland to the UK in 2005 and spent 10 years working at a yoghurt factory. “I never want to see yoghurt again,” he said, laughing. “I came here three and a half years ago. I want to change something in my life, I think it’s going to be a really good opportunity.” Mr Kapala had completed national service in Poland, but “nothing major”. “This place gives me good experience and background,” he said. “It’s not many people who can say they’ve worked on this kind of project.” As a supervisor, he now leads a team of about 16. Paola Carlone moved from Uruguay and had been doing reception security in London. She has been working on one set of Hinkley Point C’s entrance turnstiles, welcoming some of the many thousands of people who work on the site each


day. “It was a big change for me,” she said. “People get a little sceptical when I said I do this security. I’m not big and tall, but we are trained well and there are a lot of opportunities.” Dhiraj Gurung, meanwhile, is a former member of British Gurkha regiment - an elite group of soldiers from Nepal. He has been working at Hinkley Point C for eight years, and is one of several former Gurkhas working as ESOs. Gurkhas have a long history of working in G4S. “You get this wonderful synergy when you bring in a diverse group of ages, ethnicities, genders and orientations,” Noah Price said. “We talk about culture, and we talk about what the definition of culture is. I like to use the definition: it’s how people behave when they’re not being watched.” The operation Almost always, however, everyone at Hinkley Point C is being watched. The roughly 120 ESOs and 60 ESO Supervisors on-site are part of a broader integrated security solution developed by G4S and Frank Cannon from EDF Energy. In a temporary building near the

centre of the 430-acre site, officers sit in the security control room monitoring hundreds of remotely operated cameras and an advanced perimeter detection system. They are in constant communication with the mobile patrol ESOs, officers on the entrance turnstiles, those on the eastern and western ends of the 13.5 metre-high sea wall and the officers at the purpose-built jetty. “We control the whole security response,” George Arey, Control Room Manager, said. All incidents are logged and managed using G4S’s own software, RISK360. About 180 men and women, supported by 90 or so operational staff, will safeguard three million tonnes of concrete, 230,000 tonnes of steel and more than 50 cranes, including one - the world’s largest that can lift 5000 tonnes. Meanwhile, members of the public are regularly guided through the site, as are visiting officials, regulatory bodies, and those planning future major infrastructure builds. “We don’t do security at Hinkley Point C,” Alistair McBride says. “We do everything securely.” There is a financial incentive to

smooth operations. A single day of missed work can be extraordinarily costly, and allowing 4000 contractors and EDF staff onto the site is a feat involving a mastery of organisation and security. The project, which began construction in 2016, is still relatively early into its construction: G4S won its contract in 2015 and the project is due to commission its first reactor in 2025. There are many more days to come where things need to run well. Noah Price has watched the ESOs perform their duties with pride. “There is massive potential to Enhanced Security Officers,” he said. “Anywhere there’s critical national infrastructure or serious risk and complexity, you need a thinking officer - a thinking security officer. For projects like this, you can do more with fewer men and women. It’s an intelligent application of resources.
