COVER STORY

Still going strong After a decade of patented multifocal sensor technology Dallmeier asks which camera technology and for what purpose? PTZ? Megapixel? Multi-sensor? Or Multifocal-sensor? This is the subject of frequent and lively debate among manufacturers and installers, as well as security managers. And the arguments revolve around which camera technology offers the greatest customer benefits in terms of the video tasks of observation, surveillance and analysis. This article attempts to shed a little light on the topic while inviting a response and encouraging discussion. Of course, there is no definitive answer to the question posed in the introduction. The fields of application and the objectives users want to achieve are too diverse for that. For example, is the intention to capture 4 | August 2020 | IN SECURITY

large but mostly empty expanses or long distances as inexpensively as possible and only detect processes? Or is it important to obtain highresolution recordings of all image areas and to be able to zoom into portions of the images only when necessary? What is the situation regarding analysis requirements? And of course: What is the Total Cost of Ownership framework for the various solutions? PTZ: The telescope – with unanswered questions about data protection and analysis It is well known that the abbreviation “PTZ” stands for “Pan”, “Tilt” and “Zoom”. These three functions enable PTZ cameras to capture objects

and people, and enlarge selected image portions for more accurate identification by optical zooming. PTZ cameras are mainly used in live video surveillance. They help to track processes in detail, thus enabling prompt intervention. However, events which take place outside of the area that makes up the current “PTZ focus” go undetected due to technical limitations. This can be a problem precisely in areas where traffic is high. Moreover, one operator of each camera system can only view one detail view more closely at a time. In theory, therefore, complex situations need as many PTZ systems as there are incidents taking place, which of course is unrealistic. PTZ cameras are also not ideally suited

to conducting analysis, as the image excerpt and resolution – that is to say the data quality – vary constantly. Furthermore, they are usually unable to adequately satisfy data protection requirements, even if techniques such as “privacy masking” are in place. Single sensor cameras: The challenge of “resolution in depth” according to DIN EN 62676-4 The situation is different with modern megapixel cameras. These cameras consistently reproduce the overall image, often in very good quality, and are effective in providing an overview of large expanses. However, the basic problem with the physics remains: Despite their sensor resolution, which in some cases is excellent, megapixel cameras will always represent the image background at substantially lower resolution than the foreground. But as described in DIN EN 62676-4, some application cases demand a certain minimum resolution over the entire area under observation. For example, images of faces must be captured in a resolution of at least 250 pixels per meter (px/m) in order to be successfully usable in court, whereas only 62.5 px/m is required for pure analysis of larger objects. So, megapixel cameras “waste” the valuable “resolution density” resource in the image foreground,

Modern megapixel cameras consistently capture and record the overall image. But the requisite detail resolution is often lacking, particularly in zoom operations in the background image area

while the same resource is lacking in the background. And this drawback is also not solved by extra systems or many much smaller cameras with different focal lengths. Attempts at integrating such systems efficiently with existing VMS systems entail immense amounts of additional work and are mostly doomed to failure. The same result can be expected when combining several large megapixel systems, and in this case the hardware and infrastructure costs quickly become unmanageable due to the “resolution overcompensation” referred to previously, and bandwidth problems

On the other hand, PTZ cameras deliver images with pinpoint clarity even in the background image area. The problem: Anything which does not lie in the “PTZ focus” remains invisible and is not recorded

arise which can even push the limits of existing 1 Gbit/s networks. The same applies for planning, which would rapidly involve an entirely unacceptable work commitment. Analysis: “Garbage in, garbage out” The problem of “minimum resolution for high-performance analysis” is also not solved satisfactorily with classic single-sensor cameras. According to the data analysis principle “Garbage in, garbage out”, the results from data processing systems can only be as good as the quality of the input data. In order to obtain good results from video analysis, the essential criterion for such data quality is to reach or extend a minimum image resolution for the respective analysis requirement (and ideally already definable during planning) in all areas of the observed space. Combined solutions and multi-sensor systems The drawbacks associated with the surveillance of large expanses as outlined above have prompted many integrators the resort to a combination of PTZ and single sensor cameras. One alternative is presented by “multi-sensor systems”, in which a number of sensors and lenses are accommodated in one housing, usually at an angle of 180 or 360 degrees. However, even these systems cannot satisfactorily resolve the known disadvantages, such as low resolution in distant image areas, IN SECURITY | August 2020 | 5

Multifocal sensor systems combine the advantages of PTZ and megapixel cameras. They make it possible to capture the entire object area continuously in high resolution (see image on left) and open an unlimited number of high-resolution detail views. (See 1, 2 and 3)

no high-resolution recording of the overall scene or data of insufficient quality to allow analysis over the entire area. The big difference: Multi-sensor is not the same as multifocal sensor Finally, the patented multifocal sensor technology (MFS) offers the advantages of both PTZ and megapixel systems. To do this, it makes use of multiple lenses and sensors (“multi”), all of which have different focal lengths (“focal”), in one housing. The sensors are assigned to different areas in the image with different focal lengths. In this way, MFS systems are able to reproduce the image area in the middle distance and the background with the same, high minimum resolution density as scenes in the foreground. A powerful software stitches up to eight individual images to create one high-resolution overall image, and at the same time manages the calibration of the systems as well as time and image synchronisation. MFS systems can also be scaled and combined as desired and customers can operate several MFS cameras as 6 | August 2020 | IN SECURITY

a single camera system. For classic video surveillance and video observation, this means that it is possible to keep a very large spatial contexts in view in high resolution on just one screen. If necessary, system operators can open any number of zoom windows with a click of the mouse. Thus, even complex situations remain under complete control. The ultimate effect is practically the same as that of a theoretically limitless number of “virtual” PTZ systems but without ever losing the overall picture. For tracking during surveillance, the MFS technology has the advantage that it records the entire image area at a previously defined minimum resolution, with the result that no information is lost, e.g., for forensic analysis. Finally, for analytics, MFS technology provides a constant minimum quality of data of the entire object space using significantly fewer systems.

as extremely highly detailed resolution requirements which can only be satisfied with PTZ systems, or situations in which an expansive general overview without details in high resolution is sufficient. However, when the two requirements are combined – and particularly when the objective is to reproduce large regions in a defined minimum resolution over the entire area – the advantages of multifocal sensor technology truly become apparent. Security managers, e.g., in medium-sized and large enterprises, stadium operators or urban administrators can capture extensive areas with a substantially smaller number of systems. On average, the manufacturer Dallmeier expects to be able to replace up to 24 single cameras with one MFS system. This in turn reduces overall costs – particularly through savings on infrastructure and installation and operating costs – to a minimum.

Conclusion: It depends Undeniably, conventional technologies still have functions in which they are unsurpassed – such

BSIA urges alarm installers to take action on their alarm signalling estates in advance of the UK’s transition to an IP voice-based telephony service The British Security Industry Association (BSIA) is urging security installers to take swift action on their alarm signalling estates in advance of the transition to an all IP (Internet Protocol) fibre based voice service with migration in some areas taking place as early as this autumn. Installers need to be aware of the following: Openreach is upgrading the existing analogue telephone network to an all IP service with the plan to migrate to a full Voice over Internet Protocol (VoIP) digital platform by the end of 2025. These changes are happening because the PSTN system is dated, difficult to maintain and because there is a global drive towards digital technology. You may not be aware that the Electronic Security Industry will see the effects of the migration later this year when BT Consumer plan to expand their Digital Voice customer criteria to include ‘special services’ like security & fire alarms and care pendants. So, you may start to get enquiries from your customers asking how their alarm system may be affected. Openreach are running IP voice trials in the Salisbury & Mildenhall exchange areas and PSTN services will no longer be sold in these areas from December 2020 and May 2021 respectively. Based on Openreach data, approx. 30,000 residential and business premises are in these exchange footprints. Any of these premises with an alarm that currently uses a PSTN line for signalling will be affected. From June 2021 a further 117 priority exchanges across the UK will be migrated to the IP voice service

8 | August 2020 | IN SECURITY

affecting up to 1.2 million customers. After this date, PSTN services will no longer be sold in these exchange areas, which includes Belfast, Birmingham, Cornwall, London, Manchester, Leeds and Liverpool. There are 5600 Openreach exchanges to upgrade in total and quarterly announcements are expected for exchanges subject to migration to meet the 2025 deadline. Many security systems are subject to Police and/ or insurance policy conditions and customers have an expectation that their system will function on the new IP Voice service. Installers need to be diligent in ensuring this remains the case. Ofcom and all telecoms stakeholders are also urging security Installers and the wider industry to take action to be prepared for the changes. Alarm signalling will be affected and Installers should contact their signalling service providers to limit the impact of the all IP transition on their customers. David Wilkinson, Director of Technical Services, BSIA, said: “we have been keeping our industry sector up to date with the changes as they have developed, and given the recent announcements from Openreach, Ofcom and communication providers, our message has escalated to a ‘call to action’ asking installers to take proactive steps to mitigate the risks of systems that may fail to operate if left unchecked.” Further detailed information supporting this statement can be found at www.bsia.co.uk/digital-voice

Award-winning IDIS camera keeps watch over Guatemala’s mountain of fire IDIS video technology is proving itself in one of the toughest and most dramatic applications: 24/7 monitoring of volcanic activity at Guatemala’s Volcan de Fuego. This volcano, one of the world’s most active and dangerous, is now watched day and night in order to give early warning of impending eruptions. Continual live footage can be viewed online by emergency agencies, scientists and residents, all captured by IDIS’ award winning 8MP 31x IR PTZ camera. Even from over nine miles away, the 8-megapixel model is delivering ultra-high definition, full day, and night surveillance of the active caldera, showing sudden gas and ash eruptions as often as every 15 to 20 minutes. In June 2018 nearly 200 people were killed on Volcan de Fuego during a series of explosions and pyroclastic flows which left little evacuation time. This was the volcano’s most powerful eruption since 1974 and its deadliest since 1929 but was far from an isolated incident. More than 60 major eruptions have been recorded over the last five centuries - and with 54,000 people living on the fertile farmlands within 10km of the crater, the risk remains high. Consequently, ultra-high definition, continual video monitoring – alongside data from sensors including seismology and gas detectors - now aims to protect vulnerable communities living around the volcano by giving early warning. The H.265 IR DC-S3883HRX camera, which features an 8MP, auto focus, and 31x optical zoom lens, IR performance up to 200m, and a highly sensitive autoreturn positioning sensor, was installed by IDIS, its 10 | August 2020 | IN SECURITY

partner EPCOM and Guatemalan telecommunications specialist Crelosa. Like all IDIS cameras, the model – which has won two prestigious design awards - benefits from true, one-click plug-and-play set up, making it ideal for hassle-free installation at height, in challenging environments, and in locations where engineers are exposed to increased risk. The IDIS PTZ also features true wide dynamic range (WDR), allowing it to cope easily in changing lighting conditions; electronic image stabilisation (EIS) ensures steady coverage of scenes at distance, so images from the volcano remain crisp and sharp; and H.265 and intelligent codec requires minimum bandwidth even for 4K live monitoring. The camera also remains stable despite the region’s variable weather conditions, including under strong sun, and when temperatures that fall sharply at night. The water droplet wiper proves essential during the rainy season. Smart failover and IDIS’ Ultimate Warranty gives Crelosa and the Volcan de Fuego monitoring agencies peace of mind that the camera will continue to deliver outstanding video in one of the world’s most dramatic settings. “We are honoured that IDIS technology has been chosen for such an important application,” says Joon Jun, President of Global Business at IDIS. “Our camera is not only allowing volcanologists and scientists to learn more about this most active volcano, it will also potentially help to save lives.” For more information, please visit www.idisglobal.com

PAC accelerates the move to contactless workplaces with its new RTE button PAC, the world leading supplier of innovative access control solutions, has announced the availability of its new contactless and hands-free request to exit (RTE) button, which will support organisations as the post-lockdown return to work begins in earnest. With strict hygiene measures and employee safety now more important than ever, access control systems have a role to play in preventing the spread of infection and PAC’s contactless RTE will help to reduce the number of potential contact points within a building. ‘Before the lockdown, contactless and hands-free technology was often considered a luxury rather than a necessity but that situation is changing quickly now that employees are returning to their workplaces,’ explained Pete England, PAC’s global product manager. ‘We intend to do as much as we can to facilitate hygienic workplaces and help organisations meet new safety standards during this time. Our new contactless RTE technology reduces the possibility of cross contamination and protects occupants, while also lowering the amount of surfaces that need to be regularly cleaned.’ Highly cost effective, as well as being quick and easy to install, the contactless RTE button fits into a standard single-gang electrical backbox, with simple wiring into PAC controllers including the popular 512 and 212 devices, as well as the Easikey 99 and 250 products. Where an existing push to exit button is in place, the contactless RTE can be retrofitted in minutes and its 12 | August 2020 | IN SECURITY

infrared technology is designed to prevent interference with other infrared devices located on-site. Housed in a stylish stainless steel faceplate, a prominent two colour LED changes from red to green when a successful request has been identified. It is also dust and water resistant to IP65 – something that is an important feature for use in harsh environments. Ideal for use in a range of applications including offices, multi-tenant residential buildings, schools, hospitals, veterinary surgeries, hotels and care homes, the contactless and hands-free RTE can even detect hands when gloves are being worn. It limits the threat of transference of disease, infections and dirt between users and with an adjustable latch time from 0.5 to 20 seconds, it can also be used as part of a social distancing policy. Pete England concluded, ‘All aspects of our lives have changed radically over a relatively short period and we need to quickly adapt to new ways of working. The current situation also means that organisations need to think about how they use access control technology, as they seek to protect building occupants. The contactless RTE is just one of a number of cost effective and easy to implement solutions that PAC is bringing to market to help meet the demands of its customers, as they combat the spread of infection.’ For further information please visit www.pacgdx.com

Equipping 16th-century doors with 21st-century access control

Schools and heritage sites present their own unique difficulties for security and access control. But what about a school that is also a heritage site of exceptional value? This was the challenge facing security administrators at the Colegio Diocesano Santo Domingo in Orihuela, Spain. The Colegio Diocesano is more than just a school. Its historic buildings date to the 1500s, a heritage site as well as a place of learning — with a museum which requires the protection of the same access system. Hence, the brief for a new access system required minimal disruption on two fronts. The college buildings are a Resource of Cultural Interest and on Spain’s heritage registry: they must not be damaged. School leaders also required little disturbance of everyday school learning. Wireless access control was the obvious answer. A wire-free solution to a 16th-century problem SMARTair® wireless access control devices now control access through 300 doors around the school. A mix of battery-powered escutcheons and weather-proof escutcheons, knob cylinders and wired wall readers (including for lifts), are connected to SMARTair’s intuitive software by a network of 38 wireless communication hubs. The school chose SMARTair Wireless Online management for their new keyless access system. This powerful management option enables real-time security control to limit free access to and around the site, even if the school data network is down. Automated emails inform security staff of any incidents, keeping students, staff, equipment, and precious heritage safe. “The main benefit is the ease of real-time key management — from any place and at any time — via the wireless online management system,” says IT Manager, Francisco Fernández Soriano. “This increases security for children and for staff, because no unauthorised people can enter the school.” SMARTair locks and readers provide a streamlined way to manage access. Student and staff carry

credentials programmed to allow access to specific authorized areas. SMARTair TS1000 software makes it easy to issue and cancel access credentials for temporary visitors such as parents. “In addition to the main entrances and classrooms, access to private spaces such as lifts, offices, staff rooms, the church, the museum, the library and the IT room is constantly monitored,” he adds. “Thanks to our SMARTair devices installed at more than 300 doors, the security team can find out who has accessed which space and when, at any time.” Installation and integration Installation of the school’s new SMARTair system demanded minimal work. Some school doors date to the 16th century, so major alterations to door hardware were not possible. “The system was installed without a hitch and also without any disruption to classes,” confirms Fernández Soriano. Because SMARTair is a modular system, scalability is built in. They can extend or fine-tune their access system when they choose. Indeed, SMARTair’s “Phase II” is already under discussion. SMARTair software also easily slotted into the school’s existing management workflows. The Colegio Diocesano has used iinventi education management software for the past five years. Integration with SMARTair software was simple: access control, the library and canteen are managed from an integrated system. “SMARTair gives the school’s security team the answers they need,” concludes school director, Reverend José María Fernández-Corredor. Safetyflex Barriers secures Norway contract A leading British designer and manufacturer of anti-terrorist bollards based in Coventry has won a contract for a major government project to protect key infrastructure in Norway from vehicle attacks. Safetyflex Barriers has secured a deal for its innovative Truckstopper bollards to be installed at various locations to help secure the public and buildings from potential terrorist vehicle attacks. The export win means it is now the main supplier of anti-terrorist bollards into Norway. Its specialist technology and cutting-edge designs have resulted in major contracts in the UK and overseas including Europe, the US and Australia, with export now accounting for over a third of business. Its range of anti-terrorist bollards and barriers are capable of stopping large vehicles from being used as deadly weapons in areas such as shopping centres, sports stadiums, government buildings, military, utilities and key infrastructure centres. Marcus Gerrard, director of Safetyflex, said: “We are really pleased to win these key projects in Norway as part of our ongoing expansion into new international markets. We are securing major contracts around the world because we can offer something totally different. “Most anti-terrorist bollards are very large and round, and can look overbearing and ruin the street scene whereas our Truckstopper bollard designs are slimline and oval, and more aesthetically-pleasing. “They can be hidden within street furniture such as planters or bike racks around the public realm and often passersby are unaware that they are a barrier to stopping a large vehicle at speeds of up to 80mph. “A shallow foundation size of only 20cm also means that they can be set up without the need to re-diver utilities which makes them highly cost-effective. “We have also now

launched a new range of surface mount anti-terrorist barriers which require no foundations and only need to be placed on the ground, making them ideal for securing temporary events, markets and stadiums.” Safetyflex Barriers has worked closely with the Department for International Trade in Norway based at the British Embassy, and with their security and defence team. Marcus said: “We have been really grateful for the support from the Department for International Trade in Norway. “Through their local knowledge and network, they helped with introducing our solutions to key government departments and Norway’s top security advisers and consultants. Highways challenge Innovative solution to document highways project using sustainable systems. Camera Control UK utilises Axis surveillance cameras as part of a renewable solution to track the progress of a major highways infrastructure project.

A

major highways infrastructure project is currently underway to upgrade 80 miles of single carriageway between Perth and Inverness in Scotland. Production company, MBP, won a tender to produce a solution that could document the work in progress. MBP, in turn, contacted Camera Control UK to create the surveillance infrastructure and install the technologies to bring the project to life. The brief was to document a 10 mile stretch that was to undergo widening, taking it from a single to dual carriageway, thereby increasing the efficiency of the route and allowing for smoother traffic flow.

22 | August 2020 | IN SECURITY

Initial discussions around how to power the cameras along the route involved the use of many miles of cable, combined with a diesel generator, which, as Martin Naylor, Director of Camera Control UK explains, was not a viable option: “The initial recommendation was to install a diesel generator at a halfway point along this particular stretch of highway, with electrical cables running for 5 miles in either direction. Unlike a straight section of motorway, this route twists and turns, with junctions and even housing in the way. It wasn’t going to be feasible. We had to find a better solution.”

Harnessing renewable energy From a logistics point of view this would prove challenging, while from an environmental perspective, the use of a diesel generator would cause unnecessary pollutants, making it unsuitable for a long-term project. Yet, Martin relished the challenge. After some initial consideration of different options, we realised it had to be an off-grid solution to avoid using local power; a solution that could incorporate wireless communications and utilise renewable energy sources to be environmentally friendly and sustainable over the longer term.” After initial surveys and proposals were agreed, a solution was decided upon which comprised

“ Axis really values innovation and is therefore an ideal partner, not only because the team takes the time to understand the challenges when trying to push the boundaries of what’s possible in surveillance, but also because their drive towards sustainable and ethical practices is admirable and in inspiration to other technology companies.” Martin Naylor, Director, Camera Control UK Axis network cameras, a power box with rechargeable batteries, a wind turbine and a PV solar panel. With both wind and solar energy being harnessed, and batteries to act as an emergency backup, the team was able to develop an entirely selfsufficient system requiring no local power, guaranteeing 100% uptime.

To bring the design to life, the enquired cameras needed to be capable of producing high definition imagery, even in low light conditions. MB Productions wanted to use 4K images to create a full cinematographic experience. Axis’ 4K short bullet camera was the obvious choice due to its high definition

image capabilities and durability in all weathers and extremes of temperature. Martin elaborates: “The final system uses eight power packs, and eight towers, at various key touchpoints along the route, with one to two cameras employed per tower. The AXIS P1448-LE cameras offer incredible picture resolution, with remote zoom and focus, enabling fine tuning of the captured images. With no Wi-Fi coverage in the area we even had to create our own, installing masts to enable the all-important cloud connectivity that makes Axis’ network cameras such a great solution for delivering incredible quality imagery using simple IoT connectivity.” A high-quality solution In addition to producing the required imagery, the system was also designed to be intuitive to operate. Surveillance data is sent to a central monitoring station for viewing, and also stored in the cloud for later retrieval. The system can be remotely monitored and controlled, with charge and consumption parameters for each power box being displayed to allow quick analysis of system status. Close monitoring of the system allows for easy identification of issues which might affect power and therefore image generation, such IN SECURITY | August 2020 | 23

as the changing position of the sun at different times of the year, or growing tree lines in the vicinity. Martin Naylor commented on the relationship with Axis that has made

this solution possible: “Axis really values innovation and is therefore an ideal partner, not only because the team takes the time to understand the challenges when trying to push

the boundaries of what’s possible in surveillance, but also because their drive towards sustainable and ethical practices is admirable and an inspiration to other technology companies.” The completed time-lapse video will provide evidence of working practices, accurate visual documentation of progress, and can be used for auditing purposes. In addition, it will serve as example material for future infrastructure projects. The solution serves to illustrate how, in the modern world, it’s possible to utilise the natural elements for incredible, innovative projects with virtually zero carbon footprint. Matt Brown, Director, MB Productions, commented, “We are now able to capture fantastic 4K imagery of the ongoing work on the A9. Camera Control UK has produced an entirely green solution which provides power and wireless connectivity in an area that was devoid of both; an incredible feat of engineering. The Axis cameras are highly robust and in a completely different league, in terms of quality, to others we’ve seen. This project has been a great success.” For further information please visit www.axis.com/products/axisp1448-le http://cameracontroluk.com http://mbpltd.com

SECURITY INTERVIEW

Q&A with Paxton In Security interviews Adam Stroud, Group Chief Executive at Paxton on the affects of the pandemic to the security industry How has the pandemic affected Paxton? We have seen significant effects both as an employer of people, and a manufacturer of products. In terms of people, along with most other companies, we had to rapidly adapt our working practices in order to respect the government guidelines and keep our people safe. Being a technology company means we were thankfully well placed to do this quickly. Those that could, 26 | August 2020 | IN SECURITY

worked from home, while others have continued work at our factory, shipping products under carefully managed COVID-safe conditions. As a manufacturer we saw a significant reduction in the demand for our products during April. Since then have seen sustained recovery to pre-lockdown levels of business. Of course, this crisis has been felt by everyone and so we have been working closely with our suppliers and distribution partners to ensure

we can continue to provide products and support to all our customers during this difficult period. How do you think the pandemic affected the market, more specifically your customers? Due to the nature of the pandemic, we saw that the initial appetite for security installations was vastly reduced. We witnessed the majority of our installers taking advantage of the UK government furlough

scheme which proved a lifeline for many businesses. As the initial shock receded however, it became clear the major role that the security industry had to play in helping businesses to keep their staff safe. How did Paxton flex its services to support security installers? I am very proud that, throughout the entire pandemic emergency, Paxton have continued to manufacture and dispatch products as well as providing high quality support to all of our customers. Early on in the recovery we understood that cashflow was a vital consideration for many installation companies and so, in conjunction with our distributors, we provided extended payment terms for all Paxton products during May. We have rapidly developed and launched new access control features that can help businesses comply with the government’s COVID-secure guidelines. Net2 Occupancy Management for example, allows businesses to control and monitor the density of people in any given area. These updates have featured in our COVID-secure webinars that have been running throughout the summer. We have now made these on-demand, offering a practical interpretation of the extensive government guidelines that installers can view anywhere,

anytime. So far these webinars have attracted over 1,400 attendees. Has Paxton had to halt new product introduction and other projects? Despite the difficult circumstances, we decided to proceed with the planned product launches. We understood it was important to make our presence felt, reassuring customers and demonstrating that we continue to push forward even when times get tough. Over the last 4 months we have released a brand new door entry monitor, two new versions of Net2 software, thermal camera integrations as

well as launching our fantastic Paxton10 system (access & video on one platform) into 5 international markets. What would you say you have learnt from the pandemic? The scale of change that can be achieved in a short space of time is a big take-away for me. In the space of a few weeks, we completely changed the way we work as a company and remained operational and effective throughout. When you have decisiveness, focus and the right motivation you can accomplish the extra-ordinary.

IN SECURITY | August 2020 | 27

There are certain things, such as this pandemic, that happen outside of our direct control and where possible, I think it’s important to try to see the opportunity to do something fresh and different and not lose too much sleep over them. All of our energy needs directing towards the choices we do have and how we conduct ourselves during these testing times. I have been so proud with the way that the Paxton team has dealt with these difficult circumstances. Without exception Paxton employees have been understanding and flexible, willing to do whatever it takes to keep up our high standards. What does the rest of the year look like for Paxton? We continue to look for even more ways in which our products and systems can be helpful to businesses in the current circumstances. As I speak, there are additional solutions being developed for this purpose. We are, of course, seeking to use this period as productively and 28 | August 2020 | IN SECURITY

usefully as possible, and we have some exciting announcements to make later in the year about what we have been up to. You have ranked 3 times in the ST Best Places to Work – how important has Paxton’s company culture been during these testing times? I am very proud that Paxton regularly appear in the ‘Best Places to Work’ list. As far as I’m concerned this is at the heart of what we do, with any success we achieve being based on the efforts of our people. During this period, having a team that cares about where they work and what they do has meant that we have been able to positively deal with the stress and challenges together, and provide consistency for our customers. What’s the plan for 2021? Honestly, there are too many unknowns right now for me to have any concrete plans to share, but

we are planning ahead for success, working off the back of the many lessons we have learnt from 2020. We have a clear idea about what we want to do, but I am well aware that many events are outside of our control. At Paxton our core-aim is to use the best technology to make security systems as simple and straight-forward as they should be. We have a product range encompassing access control, video entry systems and, with Paxton10, video surveillance too. Each year we improve our product offerings and bring our solutions and support to more customers worldwide. If the pandemic allows it, 2021 will be a milestone year for Paxton and I can’t wait to share more information with you down the line. For further information please visit www.paxton-access.com

Secure but remote Remote service is nothing new for the security industry, but it is likely to accelerate during the coronavirus pandemic and beyond by Anthony Brennan, Chubb Fire & Security

A

ccording to recent research from JLL*, more than three-quarters of businesses globally reported that 80% or more of their employees were working from home during April and May as they navigated lockdowns and social distancing measures in a global pandemic. The need to stay at home but maintain business continuity forced businesses to adopt remote working formats. Business leaders quickly began to understand that

30 | August 2020 | IN SECURITY

having sufficient remote working capability is a vital aspect of business resilience, especially during a pandemic. As a result of this shift in mindset, businesses are likely to expect the same from their service providers, demanding more remote service and support capabilities. This is a change that is here to stay, as businesses look to new solutions for employee wellbeing and safety amid the acceleration of digital transformation in the business world. In the last 20 years, the industry

has been developing remote capabilities, such as monitoring building status and performance, and conducting remote diagnostics. Today, in fire and security, technologies allow many services to be supported remotely for the end user. A vital part of the management of all customer facilities, whether it’s an office, logistic warehouse or data centre, is the maintenance of security and fire solutions that are essential for business continuity. The introduction of remote solutions

to the problems posed by 24-hour security and fire safety provides benefits for both customers and providers. Remote service providers like Chubb can provide remote monitoring and control on security systems, remote diagnostics and remote corrective action, with most of the work able to be completed without on-site staff. As the world goes back to the “new normal, businesses may try to reduce the number of on-site staff as contingency. There are various value-added services to help customers via remote monitoring centres, for example video guarding and visual verification. Technology

can also be used to recover CCTV images remotely, following an event that requires further investigation. One of the key benefits of having the remote capabilities is the reduced disruption to critical businesses and facilities. For example, if a security system is being installed or upgraded in a hospital, traditionally installers or service providers would be onsite and causing potential disruption, however with remote capabilities on-site time and disruption could be reduced. After installing hardware on-site, it is then possible to conduct the majority of system configuration, testing and commissioning remotely,

as well as adjusting access control systems to enable the smooth flow of key employees through the site with minimal fuss. This helps to speed up the work process, therefore significantly reducing on-site time. This is also crucial for the safety of our own employees, reducing exposure to risk such as during the recent pandemic, and means once equipment is installed, we can allocate our best talent to ensure a favourable outcome for all clients. In recent months, the conversation on sustainability is shifting as the safety of the population is the highest priority. However, businesses will continue

IN SECURITY | August 2020 | 31

to address sustainability and remote services can help improve a business’s carbon footprint. Increasingly, we see that responsible corporate entities are demanding environmentally sustainable solutions for every aspect of their business, whether that be a contract for fire and security monitoring or more sustainable strategies around waste and recycling. Cybersecurity is often referenced as one of the concerns of a remote service offering, but from experience, as long as system integrators choose products that have a sound security design and keep the system up-todate, the customer risk exposure is mitigated. It also requires all parties of the supply chain to take responsibility for cybersecurity, with the help of dedicated procedures and technologies that continually identify risk of a cyber-attack. As businesses continue to innovate and adapt during these unprecedented times, the acceleration of remote working practises and solutions is likely to continue. Security providers are already well-established to handle 32 | August 2020 | IN SECURITY

the need for increased remote operations and are ready for a surge demand and appetite for such services, as businesses globally

adapt to the “new normal. For further information please visit www.chubbfiresecurity.com

ACCESS CONTROL

SALTO rises to the challenge

Achieves BSI Enhanced Level IoT Kitemark™

S

ALTO Systems, a leading manufacturer of electronic access control solutions, has become the first company to achieve the BSI Enhanced Level IoT Kitemark™ for access control systems. The IoT is typically a network of smart devices and systems that can be connected, enabling data to be exchanged to provide services, efficiency and innovation. Its technology can positively enhance lives and businesses, but the complexity of IoT also means that those of criminal intent may attempt to access it to steal data, hack cameras, enter buildings or otherwise breach security. The UK government’s Department for Digital, Culture, Media and Sport

34 | August 2020 | IN SECURITY

has assessed the growing threat of this and created a Code of Practice (CoP) for IoT security, in collaboration with the National Cyber Security Centre (NCSC) and other experts from academia and industry. BSI (British Standards Institution) has been part of this collaborative work to give clarity on best practice for IoT security, subsequently developing a scheme to assess connected/IoT devices. The scheme determines whether a product has the appropriate security controls for its intended use and is suitably supported throughout its intended life. This cyber/physical security scheme forms the security element of the BSI Kitemark for IoT/Connected products. The Enhanced Level IoT Kitemark

demonstrates that a connected product has a higher level of security controls in place than the market standard for its type and is generally suitable for higher value or risk applications. Assessment to this level involves BSI’s most in-depth and exacting testing and analysis. To achieve certification, the SALTO XS4 One access control solution had to meet the requirements of a Quality Management System such as ISO 9001 to demonstrate functional, safety and interoperability performance. SALTO were also required to undergo advanced security testing for vulnerabilities and security flaws in BSI’s state of the art IoT laboratory. Furthermore, SALTO also submitted their JustIN mobile app and ProAccess Space web

services for assessment under BSI’s Secure Digital Applications Kitemark, ensuring the wider system associated with the XS4 One had the appropriate security controls in place to provide support effectively. SALTO Systems Limited MD Ramesh Gurdev says: “This achievement is yet another milestone that sets SALTO apart from others in the market. We’re immensely proud to have achieved the Enhanced Level IoT Kitemark, which provides a mark of trust for current and potential customers to demonstrate that our

connected products are safe, secure and fit for purpose throughout their life. Combining this with the Secure Digital Applications Kitemark for our app and web services gives further confidence to our customers that we have taken care of security across our whole eco-system.” David Mudd, Global Digital and Connected Product Certification Manager at BSI said “SALTO has focussed heavily on the security aspects of the whole environment of the organization’s Access Control System. Achieving the Enhanced Level IoT Kitemark has enabled the

organization to demonstrate that its XS4 One product exceeds the market standard for security control. “Additionally, certification to the Secure Digital Applications Kitemark for the organization’s JustIN app and web services will provide further reassurance to SALTO customers so that its entire access control ecosystem has the appropriate security control in place.” For further information please visit www.saltosystems.com

Keeping it shipshape Queen Elizabeth class aircraft carrier’s workforce protected by all-purpose emergency response team HMS Queen Elizabeth (QNLZ) and HMS Prince of Wales (PWLS), the largest warships ever built for the Royal Navy, were constructed by thousands of people at Babcock’s secure site in Rosyth, north of Edinburgh. A team of specialist security officers trained to fight fires, deliver first aid, navigate 38 | August 2020 | IN SECURITY

confined spaces and rescue at height, protected workers throughout the assembly and commissioning phases. The first time Lynsey Burns saw HMS Prince of Wales aircraft carrier, it was a block of steel the size of a suburban house. It was late 2014, and she had just joined a specialised squad protecting workers on the

ship, which was being constructed at Babcock’s Rosyth site. HMS Prince of Wales, along with its sister ship, HMS Queen Elizabeth, are the largest UK Royal Navy vessels in history. At 280 metres long, they are longer than the UK’s Houses of Parliament in London. Each with a displacement of 65,000 tonnes,

they can carry up to 40 aircraft and 1,600 people. “It was a floating city, eventually,” Lynsey said. Over eight years of construction, G4S also protected the larger 300 acre site: its people and the project, providing fire and security equipment, support for major events and expert modelling to manage risks. Crucially, a G4S team of men and women trained as all-purpose first responders - firefighters, paramedics and search and rescue professionals - constantly patrolled the aircraft carriers. Known as the Emergency Response Team (ERT), they also provided support to the whole site, with activities ranging from Engineering and ship maintenance, to building critical national infrastructure that requires security controls, independently audited by external third parties. “We had the opportunity to work on critical infrastructure and demonstrate how we design a security solution tailored to this project’s needs. It was a bespoke service to this unique project.” Phil Gachagan, a former Police Scotland Detective Chief Inspector who joined G4S at Rosyth in January 2018, said: “I was hired to manage the team and expected it would be mostly conventional security work. Instead, I was managing a multiskilled specialist resource and a

security team.” ‘Two skyscrapers built horizontally’ Constructing ships on that scale required extraordinary engineering, as well as an unbelievable amount of resources. As one of the largest defence engineering projects, more than 3,100km of electric cable, 2 million metres of fibre optic cable, 364km of piping, 41km of ventilation trunking and 65,000 tonnes of steel were used for each ship. More than 7,000 people worked on-site at its peak, and 51 million ‘working hours’ went into their design and construction. The ships were described by those on-site as two horizontal, floating skyscrapers. An enormous Goliath crane, purpose-built for the project, lifted pre-built sections into a dry dock, where construction workers and engineers assembled rooms, steel and cables together. The Aircraft Carrier Alliance (ACA) – an alliance between Babcock International Group, BAE Systems, Thales and the Ministry of Defence, was established to deliver them. Patrolling the site in distinct red overalls throughout construction were the Emergency Response Team officers. “We were involved with this project from the planning stage, through to the development, delivery, refining and completion stages,” Brian said. “It’s been an amazing

voyage already.” Each ship had a dedicated team trained in fire rescue, rescues at height, confined space rescue and water based rescue. “They’re trained by serving fire officers,” Phil said. “They have the same equipment, the same breathing apparatus, fire hoods, tunics and helmets, as the fire service.” During construction, they aimed to be able to get to the scene of an incident within two minutes. Throughout the project, the team responded to first aid incidents, heart attacks and fires. The ERT officers also drew from their training to report any potentially unsafe conditions, preventing other accidents from taking place. “The ERT maintained a safe and secure environment,” Brian said. “If an incident did occur, their immediate response greatly minimised the impact of those incidents.” While the ships were being painted, ERT officers trained in water rescues patrolled the waters below in a small vessel, and construction workers regularly told the team their red uniform was a reassuring sight on the flight deck. Vice Admiral Sir Simon Lister was the Managing Director of the ACA, which built the ships. “The ER Team from G4S made a great contribution to the PWLS project,” he said.

IN SECURITY | August 2020 | 39

Leveraging the wider G4S business Throughout the near-decade of preparation and construction, the ERT was supported by many other areas of G4S. G4S’s fire and security business installed evacuation and mustering systems. The G4S Events business provided expertise and support for large-scale events on site, some of which were being broadcast live around the world. The G4S Canine business and Risk Experts also provided additional support at times throughout the project. “We drew from the expertise across the G4S group of businesses, continually developing and evolving our solution to meet the needs of this unique construction project,” Brian said. More than 100 G4S staff in two units managed physical security and specialist emergency response. A single fire alarm going off meant an entire ship had to be evacuated and searched. Workers had identity cards that they scanned to go on and off the ship, meaning the ERT officers always knew how many people were still on-board. The team was trained to assess security threats and to identify and isolate any potential risks, but also to be flexible - to be genuine, friendly people. In July 2014, HMS Queen Elizabeth was officially named to huge fanfare. Thousands of people - including Her Majesty the Queen - arrived on the site. Throughout construction, 40 | August 2020 | IN SECURITY

there were major visits from many other dignitaries, including former British Prime Ministers, David Cameron and Theresa May. Shaun Fyfe was the Operations Coordinator for G4S at the Babcock site and has since taken up the role of Service Delivery Manager. A former Royal Guard at Buckingham Palace, he joined the team as a security officer to be closer to home and family. “We have responsibility for all ships that come in. All ships are here for maintenance and in-service support,” he said. Lynsey, now a supervisor, added: “I wanted to be on-board the aircraft carrier, on the flight deck, and that’s exactly what I got to do.” ERT becomes SERT Those at the Rosyth site knew their time protecting workers on the aircraft carriers would slowly come to an end. As each ship was finished and prepared to leave, Phil and Brian prepared to transition the ERT officers to other roles, and to create one hybrid security squad. “The number of ERT staff needed to patrol the site reduced, but we needed to retain their skill-set, expertise and knowledge,” Phil said. “So we merged both security and ERT activities into one - an unprecedented move - and minimised the number we had to make redundant. In the end, there were no dedicated ERT roles.”

A small core team was kept, most of whom knew the aircraft carriers intimately. Andy Lane, G4S Secure Solutions UK’s Chief Operating Officer, said the project highlighted the confidence each party had in each other. “Seeing the team working closely with Babcock to overcome all the challenges a highly complex project such as this brings demonstrated the trust both parties have for each other,” he said. “Then to adapt and future-proof the service and the reputation of the site operation showcases local management and all team members as great ambassadors for both companies.” The officers continue to monitor the site, protect commercial and naval ships in port, and will be ready when Babcock begin building new Royal Naval Type 31 frigates at Rosyth next year. When the Prince of Wales sailed out of the dock on September 19, 2019, it was an emotional time for the now SERT officers. “I invested five years of my life on her,” Lynsey said. Lee said he pays attention any time the ships are mentioned in the news. “You think, ‘wait, what’s it doing now?’ We’re connected to those ships.” For further information please visit www.g4s.com

DOOR HARDWARE

Protection against infection With the spread of infection now at the height of concern, Karen Trigg of Allegion UK highlights how door hardware can lend a hand in helping to slow the spread of bacteria

T

he spread of COVID-19 has sent a shockwave of concern across the world. It has acted as a wakeup call for everyone - from government and healthcare officials to the general public and facility managers. There’s a renewed appreciation for maintaining safe and sterile environments, and this is especially true for facility managers and their buildings. Care homes and healthcare environments, in particular, have always been on high alert. With the

elderly and ill being at a higher risk of developing severe health problems due to the spread of harmful viruses and bacteria, it’s imperative that their facilities are kept as safe and sterile as possible. Even before the viral pandemic, it was known that bacteria could remain active on common contact surfaces for days – including door handles and grab rails, transmitting from person to person. This poses an added challenge for facility managers. How can facility managers take

steps to prevent the spread of bacterial infections such as E.coli, S.aureus and MRSA? Well, alongside the primary infection control measures, such as hand hygiene and environmental cleaning, there are other ways in which facilities with high footfall can help protect against infection – with door hardware choices. Bacteria and surfaces Experts say that around 80 percent of infections are transmitted through the environment. Yet, in a detailed

In addition to safe hygiene practices, decision makers can go one further and take extra precautions by investing in hardware preventatives, such as antimicrobial coatings, that are designed to keep the spread of bacteria to a minimum – especially in buildings that need it the most such as hospitals, schools and care homes. 2018 report conducted by Allegion UK, it highlighted that only 71 percent of healthcare facilities use environmental cleaning as a method to prevent the spread of infection. In addition, only 52 percent of the healthcare respondents believed their existing infection control measures to be robust and effective. With this in mind, facility managers must look to improve their methods and seek additional ones too. Infection control precautions,

including regular and thorough hand washing and surface cleansing, as well as the availability of antibacterial gel, is the first step in preventing the spread of bacteria and microorganisms. In addition to safe hygiene practices, decision makers can go one further and take extra precautions by investing in hardware preventatives, such as antimicrobial coatings, that are designed to keep the spread of bacteria to a minimum – especially in

buildings that need it the most such as hospitals, schools and care homes. How to handle cross-contamination Under The Workplace (Health, Safety and Welfare) Regulations 1992 act, facility managers have a duty to keep inhabitants safe and their environments clean. Now, more than ever, it’s integral for decision makers to think of additional ways to keep their premises hygienic. The first touch point for anyone

entering, exiting or moving around a building is the door hardware, hence why it can be the most contaminated area. So for that extra layer of protection, decision makers can use tailored door hardware with inbuilt antibacterial properties. Antimicrobial coating for example, is specifically formulated to inhibit the growth of bacteria by interrupting cell multiplication and can go a long way in reducing the spread of bacteria. Embedded within the nylon during production, anti-bacterial protection can’t be washed away or rubbed off. This provides effective and longlasting defence, he¬¬lping prevent germ build-up, and significantly reducing cross-contamination from contact areas. Designed to provide immediate escape in an emergency, exit devices allow people to quickly leave a building without having to unlock the door. Again, some exit devices 44 | August 2020 | IN SECURITY

also include an added antimicrobial coating, which helps provide protection against the growth of bacteria and micro-organisms. Aside from aiding egress, these products are ideal for use in sterile environments such as operating rooms and cleanrooms. Automating doors can also help to inhibit the spread of infection, especially in facilities with a high footfall. Automatic door sensors are used to activate operator devices fitted to the main access doors. In a surgery for example, these doors allow doctors and nurses to enter and exit the sterile area without touching any door handles or activation switches. Investing in long-term door hardware products will help to protect your premises. And knowing that the premises is hygienic and cleaner will also help to improve staff satisfaction and productivity, leading to a well-organised, operated and

efficient-running facility. Invest now for a safer future As a facility manager, it should be a continuous objective to ensure optimal health and safety for all people within your building(s). No matter the size of the premises, especially in the current climate, you should be confident that your facility is equipped to help prevent the spread of infection. Although antimicrobial coating is not a substitute for good hygiene, by raising the standards of door hardware and infection control, we can fight the invisible threats more effectively. Not only will it help contain the spread of germs and bacteria, but taking this step will help to secure your premises and leave you well prepared for the future.
