1.0 Introduction Delichon The Business Established in 1996, Delichon Ltd. has grown to become one of the UK’s top providers of custom seating and innovative wheeled mobility products which transform the lives of disabled people. The business is wholly owned and managed by its 2 directors, Martin and P-J Davy. With a strong focus on keeping its manufacturing base in the UK, Delichon also relies on a network of local specialist engineering sub-contractors for many of the components it uses. Delichon is profitable and still growing with a particular focus on increasing exports. Current Premises The business currently operates from a range of converted farm buildings at Kings Yard in Martin, owned by the directors and adjacent to their home. The main barn which has been converted into office accommodation is subject to a Grade II listing and the entire premises lie within a conservation area (Refer to page 4 for images of current premises). The resulting collection of multiple small work areas which are not connected internally is no longer suitable for the current and future needs of the business. Delichon has a high number of disabled visitors even though the current buildings and farmyard are very difficult to access for wheelchair users. Access to the current site for delivery and dispatch is limited due to the sites rural location and access road. Informal discussions with NFDC regarding the prospects for expansion on the current site have led to the conclusion that the interests of the business and the immediate local community would best be served by relocating the company to an area already designated for industrial development. A suitable alternative site has been identified on land at Sandleheath Industrial Estate on the outskirts of Fordingbridge. The construction of a new building for the company on this site is now key to the plans for the future growth and sustainability of Delichon Ltd.
Distance from current premises to proposed premises is approximately 10 mins/ 4 miles by car
Employees The business currently employs 11 staff 60% of whom live within 5 miles of the current site. The proposed new site at Sandleheath Industrial Estate is approximately 4 miles away so will have little additional impact on travel to work for the majority of employees. Delichon expects to be able to create additional local employment opportunities as a result of the move to new premises and the further expansion of the company which will be enabled as a result. the Proposed Site The proposed site for the new building at Plot 5, Sandleheath Industrial Estate is a brown field site enclosed on 2 sides by mature woodland. The intention is to create a single unit on the plot which houses both the manufacturing and administrative functions for the company in a landmark building that is fully accessible to disabled visitors and which takes advantage of the rural outlook of this particular plot. Employees and visitors to Delichon will have easy access to the footpaths on the Eastern flank of the site for recreation purposes and the site will be designed and landscaped in such a way as to encourage native flora and fauna wherever possible. The Sandleheath Industrial Estate is an established key employment area within the region and provides significantly improved vehicular access to the building.

3.0 Planning History: Outline Planning Aproval Outline Approval Granted: 19th September 2007 An application was made for outline permission for commercial developments within classes B1, B2, and B8. The application highlights a previous approval for a master plan for the whole undeveloped Northern section of Sandleheath Industrial Estate. This was granted on 8th September 2004 (Ref: 80457). Use: The South part of the site has been allocated for open storage and ancillary offices. The northern part of the site is permitted for commercial use within classes B1, B2 and B8 of the Use Class Order. Units: Details of the layout, scale, appearance and landscaping for the site were subject to a future Reserved Matters Application.

3.1 Planning History: reserved matters approval Site Plan of Reserved Matters approval Granted: 08th December 2011 Use: The application sought approval for the reserved matters of the outline planning approval granted on the 19th September 2007. It seeked to gain approval for the scale, appearance and landscape of the proposed development. The proposed layout is shown on the drawing to the left. The application site is shown as being developed with five commercial units in three separate buildings with access from the eastern ‘arm’ of Old Brickyard Road. Units: The total ground floor area amounts to 2,388 m2. However, the reserved matter application includes first floor mezzanine offices in three of the proposed units; Numbers 1, 4 and 5. Unit 1 has a gross floor area of 79.36m2. Units 4 and 5 have gross floor areas of 103.35m2 each. The total first floor area is 286.06m2. The total ground and first floor gross floor space is therefore 2,674.06m2.

The layout was designed to round off and complete this part of the Sandleheath Industrial Estate. In the event that Plot 5 is constructed pursuant to the extant reserved matter planning permission reference 80457, Plot 6 could remain developable in its own right in accordance with the layout relating to that individual part of the site. Access, turning, vehicle manoeuvring and car parking for Units 1-3 meet all of the required layout standards and criteria. Table two of Goadsby’s Design and Access Statement (please see below) sets out the eaves and ridge heights for all units

5.0 Conceptual Approach As mentioned earlier it is Delichons intention to occupy part of the site as their offices and production facilities. The remainder of the site will be allocated for separate commercial buildings (For B1, B2 and B8 use). The separate units will have a mass and form similar to the units of the surrounding industrial estate a portal frame building clad in profile metal and brickwork with maximum ridge height of 8.4m. The separate units, access road and parking to the commercial units is located in the same position as the previous Reserved Matters approved scheme (dated 08.12.11).

The Northern section of the site will be occupied by Delichon. The building itself can be divided into two distinct sections. The first, like the Southern units will be a portal frame construction, clad in grey profiled metal cladding with a parapet height of 8.4m. This will house the companies production facilities. The second section will be Delichon’s office, show room and main entrance. This section has been orientated and positioned to maximise views into the private garden and to promote the entrance. The form starts of as single storey and raises up to two stories to accommodate a mezzanine floor of office space.

To the rear Northern side of Delichon’s building will be a private garden, which will be used by staff as well as customers. A service yard has been positioned between the garden and the rest of the industrial estate which also acts as a buffer helping to keep the garden private. The proposed current layout has been developed following a number of meetings with the owners to produce a building which meets their expanding needs in terms of: • Storage • Production Facilities • Office Space • Parking • Service Yard for Drop off and Dispatch • Recreational Space The design provides a pleasant, comfortable and calming environment for clients, visitors and staff, and delivers a fully accessible building which Delichon’s current premises fail to do.

10.0 Conclusion This document highlights the limitations which exist on the current rural site in Martin, and how the future development and ongoing success of Delichon is restricted because of these site constraints. Delichon are keen to maintain their presence in the Fordingbridge area and these proposals for a new headquarters and production facility demonstrate their ongoing commitment to contributing to the growth of the local economy and to the employment of local people. The principle for B1, B2 and B8 employment use is established on Sandleheath Industrial Estate and the proposed site itself already has reserved matters planning approval for similar “speculative� industrial buildings. The general footprint of the proposed building is similar to that of the previously planning approved scheme. The proposals represents a purpose designed modern building which responds to the industrial character of the site, the natural/organic context of the surrounding woodland and the needs of a developing and vibrant company who are delivering high quality support to their customers. The proposed materials reflect the local character and wooded environment, using corrugated metal cladding in simple industrial shapes and a timber clad organic entrance spaces and open plan office areas which support the warehouse and production facilities. The vehicular access to and from the site offers much improved distribution facilities and also reduces the traffic levels in Martin itself where Delichon are currently based. We believe that the design also enhances and improves the quality of the architecture which currently exists on Sandleheath Industrial Estate. Our clients are excited about the opportunities that can be delivered through this new facility and we hope that the proposals contained within this document can be supported by the planning department.
