A Japanese company best known for its diesel engines is further moving away from total dependence on internal combustion engines with its partnership with and investment in an Italian stabilizer company. Yanmar and Smartgyro S.r.l., a gyro stabilization technology company, have announced they have entered into a strategic partnership. The partnership includes close collaboration between the two companies and an equity investment by Yanmar enabling Smartgyro to accelerate its design, development and launch of a full line-up of highly advanced gyro stabilizers for recreational and commercial marine applications. “We are pleased to partner with Smartgyro, a company with deep understanding of boat stabilization, great engineering expertise and compelling gyroscopic stabilization products under development that together are uniquely complementary to our marine systems, equipment and knowhow,” said Shiori Nagata, President Yanmar Marine International B.V. and leading Yanmar's Recreational Marine Business Unit. “The partnership provides Yanmar an entry to the growing gyro stabilizer market and perfectly matches Yanmar's vision to enhance boater enjoyment, comfort and safety with technologically-advanced marine systems.”
COVID-19 GOOD PRACTICE GUIDE ISSUED A new COVID-19 Good Practice Guide for Workboats has been issued to help minimise the spread of COVID-19, protect people's health and maximise efficiency when responding to an COVID19-related emergency situation. The Workboat Association's guide includes a number of controls that it recommends workboat operators implement . These include designation of a COVID-19 action plan within the organisation's management system; onboard and shoreside operational risk assessment for COVID-19; regular COVID-19 management meetings; and preparations for the event of necessary 'post COVID-19 case' cleansing of a workplace or vessel . SANITISATION REGIME The Workboat Association has proposed an increased onboard and shoreside stock of essential cleaning supplies and gloves, to include PPE for a potentially infected person; and the amendment of daily cleaning

schedules to involve regular cleansing and disinfecting of contact areas and objects, including sanitation facilities. Workboat operators are also advised to ensure anybody boarding the vessel immediately washes their hands using warm water and soap, with hand sanitiser used only as a second measure; designate an area onboard to transport any potentially infected persons back to port; and implement health screening for seafarers, anyone with a new, continuous cough or a

high temperature should be denied embarkation. Seating plans (if carrying passengers) should be reduced to conform with locally applicable distancing guidance. If this information is unknown, The Workboat Association suggests no closer than 1.5m minimum. Where possible, crew should remain segregated from passengers and separate walk-ways be designated when applicable.
GERMAN CONCERN RESTRUCTURES AFTER “MASSIVE DIFFICULTIES” German hydraulic engineering concern Colcrete-von Essen has won court approval for management efforts to restructure after posting insolvency. Colcrete, international specialists in coastal protection and harbour and breakwater construction, reported “liquidity problems due to massive difficulties in the execution of a large project in Scotland”. It applied successfully to a court in Oldenburg, North Germany to selfregulate with its own management.
Colcrete did not identify the Scottish project but has been involved with the Forth Replacement Crossing Project. Raymond Kirk at Transport Scotland
said the firm supplied marine plant and equipment, excavated caissons and carried out dredging work but was no longer involved. Colcrete itself said “unexpected additional expenses were necessary in order to be able to provide the services offered and to compensate for process difficulties caused by subcontractors”. It also said the project had tied up internal management capacities for a long time “so that too few follow-up orders had been generated..

Marine consultancy ABPmer has been appointed by the UK Environment Agency to provide independent Designated Person (DP) services for the Port of Rye, as described in the Port Marine Safety Code (PMSC). The commercial port is a busy recreational and yachting centre, with a larger fishing fleet. The Environment Agency is the Statutory Harbour Authority and the Local Lighthouse Authority for the Port of Rye, as well as the Competent Harbour Authority.

SEA-KIT GETS MAJOR FUGRO PARTNERSHIP
BRIEFS NLB Brian Archibald, Orkney Islands Council Harbour Master and Head of Marine Services, Engineering and Transport, is to join the Northern Lighthouse Board as a Commissioner (NonExecutive Director). Brian served for 36 years in the Royal Navy as a Warfare Officer rising to the rank of Commodore. His Royal Navy Career included the command of three warships and the later part of his naval career was focussed on project team leadership for complex ship and weapon maintenance and procurement programmes including the design of the new Type 26 Frigate and the leasing of the Royal Navy’s ice breaker and patrol vessel.
Netherlands-headquartered Geodata specialist, Fugro, has announced a strategic partnership with SEA KIT International, winner of the Shell Ocean Discovery XPRIZE. Together we can push for better sustainability in the marine industry and lead the way for others to follow.” In addition to investing in USVs and remotely operated vehicles (ROVs), Fugro has built a global network of seven remote operations centres (ROCs) to deliver fast, safe and efficient inspection and positioning services, including two new ROCs
in Aberdeen, Scotland, and Leidschendam, the Netherlands, both opened in 2019. By the end of 2020, Fugro will be the first company in the world to provide offshore subsea inspections via USVs and ROVs that are operated from onshore ROCs. SEA-KIT will work with Fugro to develop a new range of agile and compact uncrewed surface vessels (USVs) which can deploy remotely operated vehicles (ROVs) and autonomous underwater vehicles (AUVs) for marine asset inspections. The first USVs will be launched before the end of this year, and a larger USV model is being designed for delivery in 2021. These inspection-related USVs are being developed alongside Fugro's range of USVs for hydrographic data acquisition. The new range of USVs will consume up to 95% less fuel than traditional vessels, supporting international ambitions.

Given the Covid19 outbreak, world governments are looking at how fast a pandemic can lead to a severe shortage of isolation beds. Could the answer be a quickly deployed, modular and expandable hospital vessel? Alego Development's 36m by 19m catamaran has three enclosed decks with “around 20 operating rooms and treatment facilities� CEO Capt Sondre Sandbye told MJ. The bow has a broad access ramp and an area for a fastresponse paramedic vehicle. Below, the twin hulls each hold a pair of diesel/biofuel gensets and as there's a focus on low emissions the boat is a hybrid, the batteries also providing emergency power for the hospital if a shore connection isn't available. “It's unfortunate... but I really think that the Norled ferry battery fire is significant in that it's bringing additional scrutiny to safety systems,” Grant Brown of Sterling PBES told Maritime Journal. While Brown underlined he “couldn't speak directly as to the cause” of the Norwegian incident last year, the effects are still reverberating across the segment. It is a wake-up call. Initially, what mattered most was the cost of lithium energy systems per kilowatt hour he explained. Despite a downward pressure on price, marine developments appeared to be moving far more slowly than those in the automotive industry which isn't encumbered by the same kind of concerns: you can park up a car if a warning light shows. That's not quite so easy onboard a vessel in transit; unfortunately, the resulting focus hasn't helped toward a realistic evaluation of the technology. “While the benefits of an energy storage system for a workboat are so great that an incident like this won't slow it... this does mean potential customers will no longer be considering purchasing decisions solely on cost. The question now is, how well is the
battery managed, even when it's apparently offline?” As Brown told MJ “logically, you don't want to run the cooling or monitoring systems from the battery power, or when you turn it off, these systems go off as well - and that's the last thing you want to do”. There are other considerations: “For example, you want technology that's impervious to water,” simply because drenching with a fire hose remains a possibility whether batteries cause the primary incident or not. To this end, Sterling PBES “has made sure that its system can be submerged completely for 20 minutes,” he added.
The question now is, how well is the battery managed, even when it's apparently offline? While he admitted that such a robust safety approach “initially put us at the higher end of the market”, prices are dropping... and Brown underscored that the calculations are more complex than they first appear. In fact, “integral liquid cooling means we can bring down the scale of the energy storage

That holds an important advantage for busy workboat operators: “We can offer a lifetime performance agreement against a set schedule, so people don't have to worry about it, the ESS will just work. PROJECTS GATHER PACE AS KIEL CANAL TRAFFIC DIPS Professor Hans-Heinrich Witte told a function in Kiel the €2bn had been earmarked by the Berlin Government for further longterm improvements and to increase the capacity of the canal the busiest man-made waterway in the world. Witte heads the country's Waterways and Shipping Administration (WSV), which is the government agency responsible for the Canal. He added that some €500 million were being spent right now on the 98 kms waterway, which runs between Brunsbüttel on the Elbe/North Sea and Kiel on the Baltic. One priority project, he said, was the planned Fifth Lock in Brunsbüttel. It is designed to ease congestion on the canal, used by just 28,800 ships of 83.5 million tons last year. That's 5% fewer ships and some four million tons less than in 2018. A main reasons for the decline have been disruptions caused by repairs to ageing locks and by accidents in them. The original cost of the 360m x 45m Fifth Lock was estimated at €270m. When construction started in 2015 that had risen to €540m with completion by about 2021. Later it became at least 2024 and €800m. Just this year, the WSV acknowledged it would be “the end of 2026” before the lock would be finished at a cost of €830m. The cost increases and delays have been blamed on unexpectedly challenging construction works in Brunsbüttel and on legal disputes involving government and contractors. The problems have reportedly centred on fears that ramming and anchoring of the new Fifth Lock chamber so close to existing old locks in Brunsbüttel might damage walls and chamber soles. An additional problem has been the need

German authorities are ploughing some €2 billion into long-term improvements on the Kiel Canal as the waterway records its lowest ship traffic and cargo figures for years, reports Tom Todd
for expensive and time-consuming clearance of wartime munitions in an area targeted by Allied bombers in WW2. Other current projects on the canal include lock replacement and renovation at the Kiel Holtenau lock complex, which will cost some €315m, and the upgrading of the canal's eastern at a cost of €500m. Preparatory undergrowth clearing work worth €120m began on the first 4km section of that stretch in January.

Cuxhaven expansion gets green light Approval has been given for more berths at the German Elbe Estuary port of Cuxhaven which will give the booming facility a total deep-water Elbe frontage of about 3.6 kms, reports Tom Todd. The go-ahead came from the local state of Lower Saxony. It means that busy Cuxhaven which once rivalled Wilhelmshaven as a candidate for a German deep-water container port - can continue to grow. The three new berths will fill a 1,250m gap which currently exists between the Cuxport Europakai Terminal and the Offshore Centre on the Elbe and create a 28 hectare handling area behind them. Once the new Berths 5-7 have been built and the area filled in, Cuxhaven will boast 3,580 m of quayside and nine berths for handling containers, break-bulk cargo, vehicles and offshore wind farm components. The port upped its handling to 2.65 million tons last year - a whopping one third increase over 2018. A big increase in the handling of
building materials was reported a main impetus for the rapid growth. Lower Saxony Ports (N-Ports), which owns and operates the port, applied early for permission to build the new berths because Berths 1-3 at the Europaka have been working at full capacity for some time. The adjoining heavy lift Berth 4 - opened as recently as September 2018 - was also reported near saturation while at the other end of the frontage 'gap', Berths 8 and 9 at the Offshore Base completed in 2012 continue to “do well”, officials said. NPorts will now extend a European-wide invitation to tender for the construction work. Before that work starts, tenders for the operation of terminals on the new sites would also be invited, it said. N-Ports Managing Director Holger Banik said the construction of port facilities involves long-term planning and noted that prior to the latest application for approval, it had

commissioned a number of feasibility surveys. They included studies of ship maneuverability, seabed conditions and studies into the ecological and wildlife effects of the new developments. NPorts has acknowledged that the new facilities will encroach on natural resources and has acquired 65 hectares upstream to compensate. “We are actively designing the future of the ports and we care about the entire region and its economic development”, the company said.

GREATER CHANGHUA TEST-PILE PROJECT 2019 proved to be an important year for German specialist company SAL Heavy Lift when it came to offshore installation projects. The Greater Changhua Test Pile Project stood out The Greater Changhua Test Pile Project was a project SAL Heavy Lift completed over 3 months together with main contractor Per Aarsleff A/S. It was a complex project whereby SAL could utilize its experience in offshore test piling to ensure a successful project. Making use of MV Lone's large deck space and a newly installed Fly-Jib, the vessel served as the perfect DP installation platform. It was SAL's track record in offshore test piling for offshore wind farms that secured the Greater Changhua Test Pile Project from the Danish engineering and construction house Per Aarsleff A/S. The Greater Changhua Offshore Windfarm is an offshore wind site in the Taiwan Strait around 50km off the coast of Taiwan, which is being developed by Ørsted A/S the Danish utility giant and the holder of the largest offshore wind portfolio in the world. TEST PILES SAL was subcontracted for the provision of a DP2 installation vessel, the MV Lone, and to perform pile installation and testing work as part of the pre-piling phase of the project. As the soil of the seabed on the project site had to be ensured, a test foundation was installed on designated locations around the project site. In water depths of 35 - 40m, six piles with a length of up to 80m were hammered into the seabed though a special Pile Guide Frame. To realize the project, a substantial preparation phase was set in motion which turned into the largest mobilization of a vessel in the history of SAL. To be able to lift the long piles vertically, a jib extension to one of the cranes of MV Lone had to be designed, manufactured, installed and tested. This resulted in the Fly-Jib installation on crane no. 2 on Lone which provides up to 23m extra jib length. The vessel had to be equipped with Temporary Living Quarters (TLQs) and additional lifeboats to be able to host up to 100 people that would be onboard during the project execution. To operate as an offshore installation vessel with so many people on board, MV Lone had to also change its certification from cargo vessel to become a Special Purpose Ship (SPS). The mobilization took place in Singapore during Spring 2019, where no less than 3 additional SAL vessels supplied the necessary project equipment from both Rotterdam, Shanghai and Esbjerg to the MV Lone. This included, in addition to the FlyJib and TLQs, the “Pile Guide Frame” and a special “Load Beam”, both designed and manufactured by Per Aarsleff A/S as well as various purpose built testing equipment, lifting- and handling equipment, the pile driving spread, survey equipment and the ROV spread. In the project port in Taichung, Taiwan six piles were collected, before locating the vessel to the offshore site. FULL CAMPAIGN The full test campaign comprised two phases with the tests being performed at two locations. During the first phase between May and July 2019, two sets of three piles, with a unit weight of up to 140t each, were installed through the Pile Guide Frame at target locations to their required depths.

After a standby period, the second phase taking place during August 2019, involved static and dynamic testing on selected piles on the seabed. These tests provided the engineers from Ørsted with the necessary data to optimize pile design for the planned wind farm. At the end of the project phase, the installed piles had to be decommissioned from the seabed, making use of a special cutting tool and then lifted back onto the deck of MV Lone transporting them back to shore for recycling. With a successful execution completed Project Manager, Peter Munk, Per Aarsleff A/S stated; “The crew of Lone and the SAL Project Team did an outstanding job. We are very impressed with the performance and the results we obtained. It has been a great pleasure to work with the SAL team on this challenging project. Arguably of more importance is the HSE performance which has been excellent”. KEEPING NETHERLANDS WATERWAYS NAVIGABLE Maintaining the narrow navigational channels through the shallow tidal flats of the Wadden Sea in the Netherlands is a constant battle, due to the high rate of sediment deposition The Dutch jokingly say that God created Earth, but the Dutch created the Netherlands, given the extensive measures taken through the centuries to reclaim and protect the country's lowlying land from the sea, largely through the construction of dikes. However, this activity does not come without side effects. The construction of the Afsluitdijk, a 32km dike through the IJsselmeer and Wadden Sea, has resulted in a major morphological shift in the Dutch section of the Wadden Sea, one of the world's largest tidal flats systems, which stretches from the Netherlands to Denmark. Off the northern Dutch coast, the sea bottom is rising and the maritime navigation channels for ferries are rapidly clogging up with sediments. The navigation channel for the ferry crossing between Holwerd and the island of Ameland has to be dredged around the clock to keep it accessible. Near the village of Holwerd, sedimentation rates of up to 6m a year are frequently reached. Total dredging volumes exceeded 1.5 million m³ in 2018. CUTTING THE CORNERS WaterProof Marine Consultancy & Services was asked by the Dutch Ministry of Public Works to monitor and assess the possible impact of dredging a shortcut in the meandering navigation channel. Due to its constant erosion and sedimentation process, the route to Ameland is becoming longer, costing time, fuel and extra CO2 emissions. Dredging the shortcut of the ferry channel would change the hydromorphological conditions and therefore needed to be monitored to assess the efficiency of the measure and any long-term impact in the area. As part of its analyses, WaterProof needed to measure existing sedimentation levels and water currents in and around the channels. The specialized consultancy firm selected Nortek's Signature acoustic Doppler current profilers (ADCPs) to do the job, including the vessel-mounted Signature VM. Data gathered by the Signature VM provided accurate insight into the flow velocities over the water column at the

channel transects and also showed the continuously depth-varying sediment concentrations in the water over the tidal cycle. This knowledge aids understanding of the morphological system and gives direction in the efficiency of future mitigation measures to keep the navigation channel open. SUSPENDED SEDIMENT WaterProof's Luitze Perk reports: “Nortek advised us on suitable equipment for our extensive field campaign and delivered the right acoustic instrumentation for the job. Our bottom frames were equipped with Signature ADCP instrumentation to gain information about water flow, water level and (in combination with an optical sensor) suspended sediment concentrations over a two-month period.” WaterProof took measurements using stationary Nortek Signature1000 ADCPs, as well as the easy-to-use vesselmounted Signature VM, which played a significant role in determining the spatial distribution of velocities, sediment concentrations and tidal prisms (the volume of water moved between low and high tide) across the navigation channels. “The vertical beam of this vessel-mounted system provides us with a high-resolution echograph, encompassing the entire water column from the water surface to the bottom of the sea, where the highest concentration of sediments can be expected,” he added. Sediment samples taken in the field were taken back to WaterProof's lab for additional flow flume measurements. Here, Nortek's Vectrino velocimeter was used to determine local, near-bed flow velocities. “We're pleased how Nortek supported us throughout the campaign, making it possible to gather extensive and useful data,” Perk said.

In what can be seen as a significant announcement Abu Dhabi Ports has reported a collaboration with Robert Allan Ltd to develop “the world's first fully unmanned autonomous commercial marine tugs” that will join SAFEEN, Abu Dhabi Ports' maritime services division once completed. One of the primary advantages stated for the design is greater capability through the shifting of the human element from onboard to onshore allowing operation in far more adverse weather conditions and in turn increasing efficiency and enhancing operational safety. Mike Fitzpatrick, president and CEO, Robert Allan ltd said: “We are excited to cooperate with Abu Dhabi Ports in this initiative, which provides us with an optimal opportunity to develop the world's first fleet of remotely-operated tugboats for the commercial sector.” At industry conferences, experts point out that the required technology for remote tug operation in the form of digitisation and connectivity is now well developed and in use daily. Taking the major step of actually dispensing with the human element on board will be the ultimate expression of faith, this development must bring that day a little closer.

Sanmar Shipyards has delivered another of its Delİçay class tractor tugs to Genoa-based Rimorchiatori Riuniti. Built as Delİçay VI the RAL-designed TRAktor Z2500SX tug was renamed Italia and follows the 2014-delivered RAmparts 2400SX ASD of the same name for Riuniti now renamed Turchia. With a LOA of 25m Italia can be considered a modern compact design but one that boasts 70tbp from Caterpillar 3516C main engines developing 4,200kW in total driving Kongsberg (formerly Rolls-Royce) US 255 FP thrusters. It has been modified to meet Italian flag rules and Riuniti's operational requirements. An interesting comment from Alberto Dellepiane, Rimorchiatori Riuniti MD includes: “The tugboat that has just been delivered to us by Sanmar Shipyards marks the return of the group to tractor tug type boats like the ones we ordered in the 90s, before the azimuth stern drive tug took hold on the market.” Sanmar Shipyards appears again with the blessing of two 2015-built tugs deployed by Ocean J. Towing Inc for a 10-year contract with Jamaica Port Authority. Ocean Kingston Pride is an RAL RAmparts 2400SX Sanmar-exclusive model providing 80tbp from Caterpillar 3516C main engines and equipped with fifi1 capabilities. The second similar compact tug for the Jamaican contract comes from Damen's ways, Ocean Tallawah an ASD 2411 tug that previously carried the names Njouori and Djouori while under Damen ownership. Like its companion, Ocean Tallawah is fifi1 equipped with in this case Caterpillar C4.4 main engines delivering 4,200kW in total and a bollard pull of 73 tons. Turning to two interesting items of news concerning design proposals, Robert Allan Ltd and Rolls-Royce have teamed up to present the world's first LNG-powered shallow-water push boat. Whether referred to as 'push boats' or 'pusher tugs' vessels that push their charges rather than pull are still considered tugs as such, indeed many will be equipped to operate at either end, pulling or pushing. While there are examples of ocean-going pusher tug/barge combinations it is inland waterways where such techniques are most popular, the closely coupled arrangement making a more manoeuvrable single unit suited for narrow winding channels and within lock systems for example in Europe. In areas including the river Amazon, challenges include stretches of shallow water and the growing demands for environmentally friendly operations in inland waters and the Rolls-Royce/RAL joint development aims to address both issues. Classification society DNV-GL has granted “Approval in Principle” to the design for which Rolls-Royce will supply MTU 8V 4000 M55RN natural-gas engines. The vessel is based on RAL's RApide 2800-Z2 which is already in use on some dieselpowered vessels on the Amazon river, the design modified for LNG including Tier III emission control systems with RollsRoyce supplying the entire LNG supply system as well as gas control, safety and vessel control systems. The hull was redesigned internally to accommodate the 70m3 gas tank to provide a “pleasant working environment” for the crew with lower deck cabins, saloon and galley raised one level and the deckhouse enlarged. Basic dimensions include: LOA 28m, beam 10.05m and draught 2.5m.

ETA ASSESSES THE EUROPEAN TOWAGE SECTOR As part of the overall tapestry of the maritime transport industry, the contribution of the towage sector and its impact on the European economy has never been examined in detail before and the study, including an infographic, determines with precise figures relevant indicators never estimated before including the sector's total turnover or cargo tons moved with tug assistance. Other elements including the structure of the fleet are also examined in detail including where the European towage sector directly employs over 11,000 workers, 83% crew with the greater part of operators being local and 99% of employees EU nationals. A more direct impact highlighting the sector's economic relevance is where it has an annual revenue of over €1.2bn representing 3% of the European maritime transport market turnover. Within Europe, cargo moved amounts to 1.6bn tons, 80%-90% of which is assisted by tugs with total investments within the industry per year as an average over 10 years stated as €345m. A breakdown of the investment figure covering 2010-2018 is presented with the greatest investment being just under €500m in 2010 and the lowest in 2013 at around €170m. Examining the €1.2bn annual turnover figure, turnover per employee is €111,000 with the GVA (gross value added, value generated by any unit engaged in production and services) per employee put at €63,500 with the total GVA €1.45bn. The number of tugs considered by the study is put at 1,595 with an average age of 25 years. The European Tugowners Association (ETA) and Dutch consultancy company ECORYS have produced a study revealing the true economic impact of the European towage sector
over 300 in the 2010-2020 bracket with around 270 in the period 1990-2000 as immediate comparisons. Looking at vessel assistance the infographic considers 135,584 vessels in EU ports, 43% of which employed tug assistance compared to 58% without. Turning to employment (83% crew and 17% shore-based staff) employees per tug is stated as seven (5.7 per tug only crew) and an average of 86 employees per company. Outsourcing company Serco and maritime services provider Briggs Marine are teaming up to bid for the Royal Navy's next generation of marine services. The Royal Navy's Marine Services 2022 initiative involves renewing commercial delivery of services across the fleet when current contracts expire in 2022 and 2023. Requirements cover a range of service provisions currently involving 125 vessels completing an average of 16,000 tasks a year at Royal Navy bases along with other activities on a world-wide basis Serco took over activities including towage provision from the Royal Maritime Auxiliary Service in 1996, the arrangement was enhanced in 2007 with inclusion of the complete range of services including specialist training and harbour master support. Associated companies including SD Marine Services have over 160 group-owned and operated vessels including, as one

notable example, the ART 80-32 Rotortug SD Tempest. Delivered in 2017 this impressive Damen Gdansk-built vessel was extensively modified to a high standard to handle military vessels including the two Queen Elizabethclass aircraft carriers. Briggs Marine has worked with Serco since 2007 in a relationship described as “highly successful” and has delivered “outstanding performance with 99.9% of all tasks delivered to the Royal Navy's exacting requirement.” Briggs Marine Services own or operate around 30 vessels including workboats and tugs and balancing the Serco comparison another notable Damen product is Kingdom of Fife an AHTS 6114 anchor-handling tug offering 60tbp, duties including servicing RN moorings and navigational aids. 8 Albwardy Damen has increased its presence in Western Asia with the opening of a new repair workshop in Sohar, Oman on the south east coast of the Arabian Peninsula. The move follows agreement between Albwardy Damen and Sohar Port involving installation of workshop facilities at a service jetty in the port becoming the fourth operational location in the region for Albwardy Damen joining facilities in Sharjah, Dubai and Fujairah. While Albwardy Damen provide repair services for a variety of ship types its connection to the Damen network itself including the construction of tugs and workboats enhances its ability to provide support for Damen-built vessels in the region. 8 After more than three years of operation in Alberta, Ocean Group is extending its services to the Canadian west coast. The move follows the awarding of several contracts in British Columbia covering various sectors of its activities including for Ocean BC Towing Inc a related Ocean Group company. ISU RESPONDS TO CORONAVIRUS OUTBREAK Shipping is by nature a global business, trade routes taking in virtually any combination of countries and of course crews on board ships nowadays will often consist of a wide range of nationalities. ISU members have now confirmed they will work hard to maintain full service to clients during the coronavirus outbreak. This includes providing emergency response services to casualty vessels although it has to be appreciated that previous destinations of vessels and crew pose an additional challenge when assessing how best to respond to a vessel in distress. Travel restrictions could affect the way salvors would normally deploy teams but as ISU points out its members are spread strategically around the world and larger members have people and equipment in multiple locations and on vessels already at sea. Richard Janssen, ISU President said: “Salvors are nothing if not problem solvers and we have a track record of responding to incidents whatever the circumstances. Our priorities are to save life, protect the environment and save property and we will jointly work towards a situation whereby service can be maintained to our shipowner clients during the current difficult times. We are all in competition, but we also work cooperatively together in the service of our clients on many jobs whilst respecting the safety of our teams.” In lighter news from the salvage industry concerning personnel changes, Ardent Global has announced that Byron E. Vernicos will act as exclusive agent for Ardent focusing on the Greek and Cypriot market.

A major salvage operation is underway for a grounded and listing ore carrier off the coast of Brazil. The vessel's grounding, first reported late in February involves the loaded ore carrier Stellar Banner. The 2016-built, 300,660dwt and 340m LOA vessel, registered in the Marshall Islands has ownership listed as Polaris Shipping, South Korea. Port operator Vale stated it was made aware by the operator of the vessel that it had suffered damage in the bow after leaving the Ponta da Madeira Maritime Terminal, outside the port access channel. The 20 crew members were safely evacuated from Stellar Banner, its master intentionally grounding the vessel around 100km off the coast of São Luís. Vale immediately offered technicaloperational support including sending tugs and collaborating with maritime authorities. The vessel was loaded with iron ore and reported to be bound for China.

The assistance from Vale and relevant maritime and environmental authorities also included two oil spill recovery vessels, provided by Petrobras, and the hiring of salvage specialists in addition to the company contracted by the ship's owner and operator. Measures also included the procurement of containment barriers if required and provision of helicopters to transport personnel to the incident site. Four days after the grounding, Lloyd's Salvage Arbitration Branch reported that Ardent Maritime Netherlands BV and Smit Salvage BV had secured a LOF agreement with SCOPIC both incorporated and invoked. As standard with such casualties, protection of the environment was a priority for all involved and there were no reports of any leakage from the fuel tanks located at the stern and on the opposite side of the vessel. A slight oil sheen that was noticed at the site was believed to be residue of “dead

oil” which was on the deck of Stellar Banner. The parties involved, including representatives from the Brazilian Navy met to formulate a salvage plan, Ardent Global reported as having been hired by the vessel's owner Polaris Shipping. Around a week after its initial grounding, Stellar Banner remained stable, its hull well distributed on the sand bank with no specific points of stress being detected following a diver inspection. At the time of writing the Brazilian Navy and media sources stated that removal of oil from the vessel was getting underway.

BEACHINGS, WRECK REMOVALS AND SALVAGE ROUND-UP Finland-based, ISU member Alfons Håkans has successfully refloated the 101m barge Trias following its grounding on a protected Natura 2000 area in Latvia. The barge ran aground near Ventspils after its towline to a tug parted and Alfons Håkans was contracted to salve the barge whereby salvage master Pekka Arasola along with tugs Thor and Poseidon were dispatched to the scene. Because of temperate winter weather, conditions had been extremely windy on the Baltic Sea and with the coast area of Latvia exposed to south westerly winds the salvage was described as “demanding” and minimising environmental impact a priority. The barge was refloated successfully and towed to Riga to be handed back to its owners with no damage or environmental impact reported. The story of the removal of the wreck of the capsized and beached vehicle carrier Golden Ray is one that will run as they say. The vessel, loaded with around 4,200 vehicles grounded and capsized while leaving Port of Brunswick and initial efforts after rescuing the crew was protection of the environment while also addressing the conundrum of how to remove the wreck. A Unified Command was established and an operation headed by Donjon-Smit safely removed over 300,000 gallons of potential pollutants and the plan is to cut the wreck up insitu, work also involving construction of a containment barrier around the wreck. A wreck recovery operation with a difference has taken place in Rostock after two mobile harbour cranes fell into the sea during an operation to transfer them to a heavy-lift vessel. While

not 'vessels' as such the cranes contained potential pollutants and the port authority and outside contractors worked swiftly to minimise the effects. Hebo Maritime Service's floating crane Hebo Lift 9 was part of the response which subsequently completed removal of the cranes from the seabed. Malayan Towage and Salvage Corporation (MTSC) recently joined forces with co-salvor Smit Salvage to refloat the chemical tanker Chemitech which had run aground near Bolinao in the Philippines. Another news item from MTSC has reported that its 4,000bhp tug Vigilant has been contracted by Nippon Salvage to support towage of the fire-damaged Diamond Highway from Subic Bay to Cebu.

Trondheim Norway-based BOA Offshore AS has provided details of its involvement in recent months in two complex salvage operations. With a fleet of around 35 vessels including flat-top and semi-submersible barges, familyowned BOA operates a diverse range of services including towage; offshore and subsea support; sea transport and load-out operations with salvage being one of its activities. Local involvement can be an important component in the success of complex salvage operations and BOA has provided such support with completion of two operations involving recovering a sunken Norwegian frigate and the wreck removal of a sunken general cargo vessel. The collision between the Norwegian frigate Helge Ingstad and tanker Sola TS received wide media coverage, the heavily damaged frigate grounded in Hjeltefjorden. BOA was contracted to salvage the vessel and a four-point plan was drawn up.

Firstly, Helge Ingstad was secured to the shore to avoid further sinking. Next fuel was to be removed along with the placing of chains around the hull in preparation for lifting. Step three involved actual lifting and dewatering of the vessel before loading on to Boabarge 33 with the final step involving transporting and re-delivery to the owners.
Contracted partners including SubseaPartner, IMC Diving AS and Hjorteseth Shipping AS assisted with the operation with Semco Maritime AS and Kranringen AS contracted for the facilities and services at Hanøytangen dry dock. Scaldis provided two heavylift vessels Rambiz (3,300t capacity) and Gulliver (4,000t capacity) and after weather delays the frigate was successfully raised and trimmed before being moved to the dry dock. Following further work, it was loaded on to Boabarge 33, and towed to the Norwegian navy base at Haakonsvem by the tug Boa Balder and redelivered to its owners. The second incident for BOA involved removal of the wreck of the cargo vessel Osfjord following its grounding on the coast of Trøndelag, Norway. BOA was awarded a wreck removal contract involving three steps. The first stage saw the vessel cut into six sections after which each was lifted onto a Boabarge using a mobile crane.

Huge rise in wave and tidal energy production
EUROPE TIDAL POWER JUMPS 50% Europe still leads the world in tidal energy installations, and European tidal stream projects generated 50% more electricity in 2019 than the year before, according to new statistics. Ocean Energy Europe's 'Ocean Energy key trends and statistics 2019' publication shows European tidal stream capacity continued to climb in 2019, reaching 27.7MW cumulatively almost four times as much as the rest of the world. This is despite a slowdown in deployments as developers prepare for larger projects to hit the water in the next few years. Rémi Gruet, CEO of Ocean Energy Europe, said: "Predictable ocean energy, producing at different times from wind and solar, will be a vital tool to support the transformation of Europe's energy system towards a zero-carbon future.” During 2019, electricity produced by tidal energy added 15 gigawatt-hours to Europe's
running total - which hit 49 gigawatt-hours at the end of the year. In the wave energy sector, installed capacity in Europe grew by 25%. Several projects hit the water along the Atlantic and North Sea coasts, taking Europe's cumulative installations to 11.8MW. Outside of Europe, the first of several European-led projects in Canada reached financial close, thanks to a dedicated Feed-In Tariff for tidal energy. Although Europe remains at the forefront of wave energy in terms of cumulative capacity and technological excellence, the gap is narrowing. Annual installations in other parts of the world have, for the second year running, overtaken Europe. The US and China are beginning to reap the rewards of sustained investments in RD&I, with combined installations of 1.8MW in 2019.
SECOND EMEC TEST BERTH FOR ORBITAL Scottish based tidal energy developer Orbital Marine Power has signed up to a second berth at the European Marine Energy Centre (EMEC) in Orkney, Scotland. This will pave the way for Orbital to deliver its first floating tidal turbine farm. Orbital is currently in the process of manufacturing their first commercial O2 turbine; at 2MW and with a swept area of over 600m2 the O2 will be the world's most powerful tidal turbine and will be capable of meeting the annual electricity demand of over 1,700 UK homes. Orbital was successful in raising £7 million in crowdfunding to deliver the first O2 turbine along with being awarded £3.4 million by the Scottish Government through the Saltire Tidal Energy Challenge Fund. The O2 project is also being supported with European funding via the Horizon 2020 FloTEC project and Interreg NWE ITEG project. The first O2 turbine is currently expected to be grid connected at EMEC by the end of 2020 with a view to being fully operational in early 2021. Securing a second berth at EMEC provides a

route for the company to deliver a 4MW floating farm at EMEC's Fall of Warness tidal energy test site, off Orkney's northern island of Eday. Estimated installation for the second turbine is 2022. Power exported from the turbines, via EMEC's subsea cable and onshore substation, will feed the national grid on Orkney. During the previous testing campaign of the company's SR2000 turbine in 2018, up to 25% of the Orkney electricity demand was met by the single prototype at times.

Global wave and tidal stream energy production has risen tenfold over the last decade, reflecting global efforts to identify commercialisation pathways for ocean energy technologies, according to a new report. Ocean Energy Systems' (OES) annual report shows cumulative energy produced from wave and tidal stream sources surged from less than 5GWh in 2009 to 45GWh in 2019. Numerous other wave and tidal stream devices have been deployed in open-sea waters for testing, while further 'push and pull' mechanisms are stimulating the ocean energy sector in various regions of the world. OES chairman Henry Jeffrey, from the University of Edinburgh, said: “Our latest report underlines the considerable international support for the marine renewable sector as leading global powers attempt to rebalance energy usage and limit global warming," he said."The start of this new decade carries considerable promise for ocean energy." In Europe, key developments include the Strategic Energy Technology (SET) Plan and the Blue Growth Strategy. Spain has drafted ocean energy targets for 2025 (25MW) and 2030 (50MW) while Scotland is actively supporting the development of ocean energy technologies through the GB£10m Saltire Tidal Energy Challenge Fund. Moreover, the UK has enabled the development and testing of several prototype devices including Orbital O2, Minesto's Deep Green, Magallanes Renovables' ATIR, and Marine Power Systems' WaveSub. THE WORLD’S MOST POWERFUL ELECTRIC OUTBOARD MOTOR The polar expedition cruise industry's desire for zero emission passenger tender RIBs has driven the development of what is set to be the first electric outboard motor with usable horsepower Norwegian startup Evoy has developed what is claimed to be the most powerful electric outboard with an output equivalent to a 150hp gasoline engine. Since the summer of 2019, the prototype Evoy1 - a Polarcirkel 860 - has been used for extensive testing and optimization of the system, and has now stepped up to serial production. Last summer Evoy1 was baptized by Norway's Prime Minister, Erna Solberg and, with just 90hp set an unofficial electric outboard driven boat world record of 55 knots. Evoy's vision is to eliminate emissions from boats. Evoy is based in Florø, Norway, and their systems of up to 800hp are designed and tested to operate in the toughest environments in the world - the Norwegian coast. Evoy's outboard system development is being supported financially with NOK 1.8M from Innovation Norway. The goal was to have it completed and ready for the market in first quarter of 2021. The development of the motor has been driven by demand from the Polar Cruise segment, although it is envisaged that it will be of great interest to other commercial marine operators. Hurtigruten were early to announce their interest and wanted to have 30 systems delivered in the spring of 2020. “We like challenges, but this inquiry was a little tight, even for us”, said an excited CEO and Founder Leif A.Stavøstrand. COVID-DELAYED The Prototype Outboard was to be released at the Sjøen for Alle Boat Show in Lillestrøm, Norway March 18-22. Due to the cancellation of this event, the World Premiere has been shunted on to Florø later this season. It is thought that the prototype will develop around 150hp but testing that will be performed during summer and autumn of 2020 will give the final results on performance and range. Karin Strand, Vice President Expedition at Hurtigruten, the expedition cruise company that has been a big driver in the development of the motor said: “Hurtigruten's goal is to operate
100% emission free. We will lead the way towards a more sustainable tourist industry, and nothing will be more natural than to use electric propulsion, also with our smaller boats. The technology has not been ready, but we believe we can solve this together with Evoy and Frydenbø. We look forward to getting started and to experience how this works towards our usage patterns, the artic temperatures and of course our customers.”

Batteries will play a key role in enabling shipowners to cut operational emissions and adhere to new regulations, an electronics company has stressed. The beginning of 2020 marked the introduction of the IMO's 2020 0.5% sulphur cap, but due to the scale of the power, energy and distance requirements in the shipping sector, a mix of solutions is required to meet this regulation and other emerging regulations and targets in the industry. IDTechEx said that with shortage of scrubbers and low-sulphur fuels, batteries will be essential. "IDTechEx expects this shortage of traditional solutions to significantly drive uptake of batteries in the largest ships in order to meet the new stringent emissions regulations," said the company. In 2019, less than 1,000 of the 50,000 fleet had

scrubbers installed; even without the disruption on industrial activity from the global COVID-19 outbreak this year, the scrubber industry can only supply around 1,300 in 2020, said IDTechEx. There are also concerns of a shortage of costly low-sulphur fuels, amidst a surplus of heavy fuel oil. IDTechEx said ferries are the largest vessel capable of operating on pure electric propulsion because, with well-planned routes, they can opportunity charge. Coastal vessels, like tug-boats, can hybridise easily with batteries comparable in size to a pure electric car (100kWh), saving a significant amount of money by reducing fuel consumption over the course of a year.
Rolls-Royce's Power Systems business unit overcame difficult market conditions in 2019 and again succeeded in growing against the trend to deliver a strong full-year result. Underlying revenue increased by 4% to £3.55bn (€4.04bn, all € figures are based on fixed exchange rates), coming in above the 4-billion-euro mark for the first time. Underlying operating profit grew by 15% to £357m (€407m), corresponding to an adjusted return on sales of 10.1% (up from 9.2% in 2018). Now generating 23% of overall revenue at British technology group Rolls-Royce, Power Systems remains its second largest business unit.

Japan-headquartered Eco Marine Power (EMP) has announced that an EnergySail速 demonstration and test unit has been unveiled at the Onomichi Marine Tech Test Centre (MTTC) in Japan. This full scale version of an EnergySail is an upgrade of the pre-production unit and represents one of the smaller types of EnergySail速 that will be put into commercial service. It was manufactured by EMP's strategic partner Teramoto Iron Works Co., Ltd. and will be used for demonstrations for potential customers and during preparations for sea trials. The patented EnergySail can be fitted with marine-grade solar panels and therefore it is capable of providing ships with a zero emissions source of supplementary propulsive power and electrical power. Currently EMP is evaluating a number of photovoltaic (PV) panel types at the Onomichi MTTC and the type of PV panel to be used for sea trials will be determined by the middle of this year.

Ordered by the German Federal Maritime and Hydrographic Agency (BSH), the 75m long Atair survey, wreck-search and research vessel features a Schottel Pump Jet type SPJ 220 (1,000 kW), one Schottel Transverse Thruster type STT 1 FP (330 kW) in the bow and one Schottel Transverse Thruster type STT 170 FP (200 kW) in the stern. The research vessel, currently under construction at Fassmer in Berne, Germany, is designed to achieve maximum manoeuvrability. The Pump Jet can also be used as a standby unit (take-home device). Powered by LNG, Atair has a large 130 cubicmetre tank onboard which enables the ship to run on LNG alone for ten days. When opting for diesel operation (dual fuel), high-quality diesel fuel oil with a sulphur content less than 0.1 percent is used. GOING ELECTRIC FAST IN AMSTERDAM The authorities in the City of Amsterdam have decreed that boats with diesel engines will be banned from operating on the city's canals by 2025 writes Dag Pike Amsterdam has around 550 boats of various sizes that operate on the city's canals as tourist boats and the conversion of these boats is part of the city's efforts to combat climate change. The transition to emission free amongst the commercial vessels is well underway, with 75% of the fleet on the city's water already qualifying as emissions free, according to the city's spokesman Wouter Keuning. “Canal boats were a natural fit to go first. They are Amsterdam's most popular tourist attraction and each is in use up to 14 hours per day, with 320 of them conveying nearly 4 million passengers through the city's waters annually.” Typical of the conversion work is that on the century-old Amsterdam canal boat Gerarda Johanna. Inside she still has the classic look with wood panelling, but beneath its floorboards lies a high-tech electric installation with 66 lithium ion batteries supplied by SuperB all connected to an electric drive train powering its propellers.
Canal boats were a natural fit to go first. They are Amsterdam's most popular tourist attraction and each is in use up to 14 hours per day, with 320 of them conveying nearly 4 million passengers through the city's waters annually It would cost in the region of €1 million to build a new electric tourist canal boat, but owner Rederij Kooij, which is one of the city's largest canal boat operators, is converting its existing fleet one by one as they come up for maintenance. This is adding between €50,000 to €150,000 to the normal repair bill which makes the conversion work economical. So far 13 out of 29 boats in the Rederij Kooij fleet have been converted.
The conversion work includes adding a remote monitoring system for the electrical installation and this allows the battery levels to be monitored from a dedicated control booth. The company has its own charging points and the remote monitoring allows the programme for each boat to take into account the state of the battery charge. The city is working with contractors to have 100 boat charging stations installed by the end of 2021, as well as a floating charging station launched by startup Skoon Energy, which is expected to help with grid balancing.

New player in small electric outboard market Following years of research, development and testing, Barrus is adding a new range of electric outboard motors to its Marine line-up. In this first wave, three outboard engines are available in 6hp, 10hp and 20hp variations. These 48V outboards have a variable speed range that can be locked so they suit commercial and hire-fleet use perfectly. The battery is a separate unit external to the motor and sold separately. Unlike other small outboards that have the motor underwater directly driving the propeller (where the oilfilled lower unit would be on a gasoline outboard), these use a belt drive system keeping the underwater drag down. Barrus also claims that this belt is lower maintenance
compared to an oil-filled lower unit. With an adjustable leg length from short to long shaft, the Shire electric outboards are ready to pair with a range of vessels and the outboard tilt lock and adjustable transom angle position make rigging easy. Shallow or dirty water is simply not a problem. The outboards have coolant reservoirs with a re-circulation pump housed within the leg, so no dirt or sand enters the system. The motors are compatible with Mercury Marine prop shaft spline systems making propeller selection or replacement easy. Additional options are also available to enhance performance and ease of use

Revised guidelines for Condition Based Maintenance Japanese classification Society ClassNK has released guidelines that explain the revised rules for using Condition Based Maintenance (CBM) in class surveys. ClassNK first introduced the concept of the CBM in its class rules in 1994. Subsequent amendments to its Rules for the Survey and Construction of Steel Ships stipulate that maintenance methods based on the results of condition diagnosis can be used for class surveys, but CBM has not yet become widespread on ships with diesel engines. On

the other hand, with the development of measurement technology, informationcommunication technology, and information-processing technology in recent years, initiatives related to CBM have become very active in the industry. In addition to offering safe operation and reduced operating costs, CBM is also considered to be an indispensable technology for Maritime Autonomous Surface Ships (MASS). In light of the situation, ClassNK reviewed the structure of its requirements for planned
machinery surveys, revised its rules as needed to provide more detailed requirements for the adoption of CBM in class maintenance surveys, and released its CBM guidelines. The revision of the rules came into force in January 2020. The CBM guidelines contain not only explanations of the revised rules and how to apply to use CBM in class surveys, but also general explanations and future outlooks on CBM. BUREAU VERITAS PERFORMS FIRST SURVEY BY DRONE Bureau Veritas Marine & Offshore has completed its first survey by drone, carried out in the holds of a bulk carrier in an Italian port

The scope was an intermediate survey on a bulk carrier and consisted of close-up inspections and ultrasonic thickness measurements (UTM) conducted by the drone in two cargo hold spaces. The required prior agreement from the flag authority was confirmed - all the more necessary as the ship is subject to the IMO Code for the Enhanced Survey Programme (ESP). Remote Inspection Techniques (RIT) were reflected in BV's rules in 2019. The drone operator involved in this survey is certified by Bureau Veritas for both RIT and UTM. Bureau Veritas has conducted tests and established 'proof of concept' for the most advanced inspection techniques to confirm that the technologies are providing safer and even better quality evidence to conduct and support the survey process while also offering benefits and advantages for shipowners and ship-managers. Refit due after busy 20 months at sea Manor Renewables' CTV Manor Venture has returned to the company's Portland site for the first time since July 2018, after 20 months at sea and the successful completion of four temporary power projects. The Manor Venture has accommodated her 12 crew offshore for up to a week at a time. On the most recent project, MRE utilised her deck space to demobilise their temporary power sets, carrying five at a time back to shore.

33 DAY REFIT FOR CUTTING EDGE SEISMIC VESSEL Portugal's Navalrocha shipyard has completed a multi-million-euro repair and refit project for Dubai-based marine geophysical company Polarcus. The drydock project which completed in January 2020 involved a broad package of work to the ultra-modern 14 streamer 3D/4D seismic vessel - Polarcus Naila. The vessel is amongst the most environmentally advanced seismic vessels in the world with diesel-electric propulsion, high specification catalytic convertors, a double hull and advanced bilge water cleaning system. Navalrocha Commercial Director Sergio Rodrigues said the sensitive project involved wide-ranging work. “The Polarcus Naila visited Navalrocha shipyard for a total of 33-days running through the Christmas period,” he said. “The project involved five principal partners which operate at the Navalrocha shipyard base and a series of other specialist maritime firms, delivering a variety of mechanical, hydraulic, piping, steel

work, blasting and painting as well as oil, fuel and ballast tank cleaning, carpentry and welding. “Around 350 engineers were involved in the project which required careful management of high-value survey equipment. Four mobile cranes, three yards cranes and six forklift trucks were used to manoeuvre on-board
infrastructure. Engineers repaired four winches, replaced a further two and installed two new winches to boost operations. A key reason Polarcus selected the Navalrocha yard was due to the scale of its graving docks. The vessel required draft clearance of 2.5m, dock floor to bottom of the vessel, to facilitate the main body of work involving the renewal of 12 box cooler units.

ELBE DEEPENING ON TRACK FOR 2021 FINISH

Work on the River Elbe between Hamburg and the North Sea is making good progress with completion now expected in 2021, writes Tom Todd
Ships drawing 13.5m - previously 12.5m - will have tideindependent access to Hamburg, and the port itself is deepening its own fairway channel into major terminals to 17.3m. An increasing number of mega boxships drawing 14.5m will also soon be able to reach and leave Hamburg at full tide and find it easier to pass enroute. The latest word is that twice as many large container ships will be able to reach Hamburg and that the port - Germany's biggest handling some 135 million tons a year - could see three million more teus on its terminals and at least dent the ongoing drift of big-name liner services to rival ports. The WSV - the German government waterways and shipping agency responsible for the Elbe project - says widening of the river from 300 to 320m along a 36 kms stretch between Hamburg-Wedel and the River Stör has already been completed, As of the start of this year, ships with a combined breadth of 92m have been able to pass or overtake each other on that stretch. The overall project, begun last July, is covering dredging to 14.5m worth €238 million of a 116 kms channel between the Elbe Estuary port of Cuxhaven and Wedel. It is being handled by a consortium comprising Dredging International and Nordsee Nassbagger und Tiefbau. Both are part of Belgium-based Dredging, Environmental and Marine Engineering NV (DEME). WSV head Hans-Heinrich Witte drew attention not only to the already finished 36kms Elbe stretch but also to an important new ship berth in operation since the end of last year near Brunsbüttel at the Elbe end of the busy Kiel Canal. Big ships which might be reliant on tidal access, can use the new facility to lay up and wait. Finally Witte noted the completion by the WSV of a five kms long section of a widened eight kms long overtaking 'box' for large container ships and bulkers on the Elbe between Wedel and Hamburg. Since the end of January ships with a combined breadth of

up to 98m have been able to pass or overtake in the 'box', deepened and widened by 65m to 385m. Witte said its completion had provided the Elbe project's “first nautical benefit for shipping and for the Port of Hamburg”. Progress has however not been so swift on the completion of the remaining three kilometre stretch of the new overtaking 'box', which lie within the boundary of the city-state of Hamburg and for which Hamburg authorities are responsible. But there have been reasons for that, one being the need to locate and clear unexploded WW2 bombs in the river - a procedure which German ports have to contend with regularly. Hamburg Port Authority (HPA) spokesman Kai Gerullis told Maritime Journal the clearance work was still underway late March as deepening and widening began on Hamburg's stretch in the overtaking 'box'. HPA awarded the Hamburg dredging work to Belgium's Jan de Nul and its German subsidiary Jan de Nul Nassbaggerei und Wasserbau in January. Gerullis said the 147m hydraulic hopper dredge Pedro Alvares Cabral and the 60m backhoe dredge Gian Lorenzo Bernini were tackling the 'box' project and that work there would be finished in August. He said ships with a combined width of 104m would then be able to use it. He also revealed that the Federal Waterways Engineering and Research Institute (BAW) was conducting simulation tests to see if greater combined ship widths could be approved. Dredging inside Hamburg port itself covers the deepening of the river as far as the giant Altenwerder Container Terminal and the central Mittlere Hafen. Gerullis said work there was expected to be finished by the end of the year and the government's Elbe work in the first half of 2021. Hans-Heinrich Witte confirmed the WSV Elbe project was now expected to end in 2021, rather than the originally tipped 2022. Berlin is investing about €220 million in it this year. A total cost, although never officially given, is widely expected to be well over €800 million.

Belgium based dredging giant Jan De Nul's fourth Ultra-Low Emission vessel (ULEv), the trailing suction hopper dredger Sanderus, has arrived in home waters to commence maintenance dredging of Flemish ports under the authority of the Flemish government. Sanderus was built in Singapore and left the shipyard in January following successful offshore trials. It is JDN's fourth ULEv to be launched within the past year. Another three major vessels with the same technology are under construction. The 111.7m LOA Sanderus has a loaded draught of 7.2m and a hopper capacity of 6,000m3, which makes it an ideal vessel for maintaining the navigational depth in the marine access channels to Flemish ports over the next two years. It can dredge to depths of 35m through a single 1,000mm diameter suction pipe and sail at 12.5 knots. With its Ultra Low Emission vessels, the Jan De Nul Group is aiming to achieve much better air quality. These vessels are equipped with a catalyst that renders nitrous oxides harmless and with a soot filter which catches the finest particulates. As several of these pollutants also affect the climate, post-treatment also ensures a reduction of greenhouse gases. The director of JDN's international division,

VOX AMALIA GOES TO WORK AT DEN HELDER Netherlands based dredging and marine construction contractor Van Oord's new trailing suction hopper dredger Vox Amalia successfully started its first project last month in its home market. The vessel is reinforcing the coastline by placing more than 3.5 million m3 of sand in a deep trench just off the Dutch coast at Den Helder. The contract was awarded by the Rijkswaterstaat, the operational arm of the Dutch Ministry of Infrastructure and Water Management. Vox Amalia was built at the LaNaval shipyard in Bilbao, Spain and is the first of two new midsize trailing suction hopper dredgers for Van Oord, with its twin Vox Alexia to follow. Measuring 158m LOA and with a hopper capacity of 18,000m3, the vessels are each equipped with two suction pipes with submerged, electrically driven dredge pumps and six bottom doors. Vox Amalia was christened by Her Majesty Queen Maxima at the end of 2018 during celebrations of Van Oord's 150th anniversary. Systems installation took place between April and October last year ahead of recently completed final trials. The newbuilds are part of Van Oord's new generation of trailing suction hopper dredgers with a focus on energy efficiency for the smallest possible carbon footprint. An energy efficiency campaign started by the company in 2010 aims to achieve an energy efficiency improvement of 7% this year by equipping vessels with monitoring systems, additional sensors and several kinds of overviews such s those related to electricity use and power versus speed curves.
New IADC Safety Award The Netherlands based International Association of Dredging Companies (IADC) has announced that from this year an annual Safety Award will be given to a supply chain organisation active in the dredging industry. The new award will be in addition to the ongoing Safety Award to a dredging organisation. Nominations for both awards can be submitted to the IADC. The Safety Award is relevant for all dredging contractors, subcontractors and suppliers of goods and services active in the dredging industry and recognises the exceptional safety performance of a particular project, product, ship, team or employees. The IADC Board of Directors will present the winners of the Safety Award.

COLD KIT FOR POLAR SECURITY CUTTER The US Coast Guard's Polar Security Cutter is being built for arctic conditions, but that has an impact on the deck equipment, Francis Wong of MacGregor told MJ The scope of supply is comprehensive - and “mission critical” he explained: the contract, (through design and construction bid winner VT Halter Marine), has to be suitable for what the USCG calls 'heavy polar' operations as these vessels are to replacement its existing icebreaking fleet. Therefore, the package is defined for conditions reaching 40°C. It includes two 75kW anchor windlasses, a 45kW, 35t line-pull towing winch and six mooring capstans, plus a pair of offshore cranes with a 20.4t lift at 13.7m outreach, a couple of auxiliaries and a 6t overhead unit for the hangar. There's also an oceanographic winch with room for 10,000m of cable. It's worth adding that in these environs the roller doors for hangar, OTH boat, staging bay and stores elevator - all part of the scope of supply - could be considered just as important.
However, it’s not only about survivability; the kit also has to remain fully functional. Therefore there are also heaters for the oil, electrical motors and gearboxes. Additional features include protective covers and insulating layers around cables and piping, plus thoughtful points such as ice-scrapers on the cylinders “With the equipment located on the exposed weather deck, we have to select materials to suit this extremely lowtemperature environment,” Wong explained: for example, high-tensile steels which have cold fracture resistance. So, why would a US build choose a company with a Singapore HQ? Admittedly, Halter Marine is owned by Singapore Technologies (ST) Engineering, but experience does count, said Wong: MacGregor (part of Cargotec) has previously supplied packages for extreme conditions, even those as low as -62C. There may well be more orders in the pipeline. While this initial delivery is expected for 2021, there are also two further options for a second cutter in 2025, and a third vessel in late 2027.

North Sea Winches (NSW) has developed a 120t electric slipway winch for a barge and a 2400kg electric mooring winch suitable for different vessels. The model GME-800 slipway winch, designed to DNVGL rules, was produced after North Sea Winches won a contract to design and manufacture a winch suitable for handling a 650t air-cushioned barge when in dock for maintenance. North Caspian Operating Company (NCOC) developed blueprints for the barge, to operate in shallow waters of the Caspian Sea. The electric winch is supplied with a dedicated air-conditioned control cabin. The winch included automatic programmable

spooling gear, an automatic failsafe disc brake system and an in-house design/manufacture gearing system, including an 800,000 Nm epicyclic output gear set. NSW recently produced a 2400kg electric mooring winch for Fugro GB Marine. The model GMES-200 unit is complete with PLC logic controls, programmable automatic spooling gear and regenerative circuitry to feed power back into the supply when the winch runs in pay-out. The winch needed to be versatile to be suitable for service on different vessels. This enabled NSW to utilise their in-house design and manufacturing capabilities to come up with a sophisticated winch featuring

It’s an interesting piece of kit: the anode cage is sling-fastened to a lowering ring. Firstly, slide pads help guide the device into the top of the monopile. At this point the winches get to work; the lowering ring and its load glide from the frame onto the tower, mounting the anode cage like a new wedding band slipping onto a finger - three sets of wheels keep the motion in parallel with (and safely away from) the monopile walls. Then the lowering ring is retracted leaving the anode cage in place; once it's returned to the main frame, the ACIA is lifted off and back to the ship for reloading. The hydraulics, electrics and instrumentation fitted onto the lowering ring are powered via an umbilical winch, but it should be noted that reliability also requires multiple layers of control. Further, while pin-pushers unfasten the eye-toeye slings, in case of a jam a secondary mechanism can free the rest. According to Vaessen, its deployment on Van Oord's Svanen has given rise to interest in alternative versions: for example, adapted designs for specific locations, with investment costs shaved for broader operational tolerances.

When it comes to wind farm construction, a floating vessel has an advantage over a jackup as it has no need to put its feet down. But despite its efficiency, there are still challenges to overcome. In fact, a floating-deployment contract meant lift specialist Eager.one had to think again about monopile anode installation. Its established tool, a crane-mounted three-armed spreader with eyeto-eye slings “just wouldn't work in this situation”, explained commercial director Robert Vaessen. “The tolerances on this particular design are tight enough that it would have been tricky to lower the anode cage over the monopile, even using a jackup,” he remarked, and added that for a floating vessel “it would be nearly impossible”.

INCREASING DEMAND FOR BOAT LIFTING HOOKS A global increase in the use of single point boat lifting hooks over the past year has resulted in a 25 per cent boost in sales for a major manufacturer. Sales for the past year at Norwegian manufacturer, Henriksen Hooks show that the safety and efficiency benefits of single point lifting hooks are also being recognised by naval architects eager to take advantage of the lower davit clearance needed when launching work and rescue boats. The traditional use of fourpoint lifting strops demands substantial clearance for the davit above the boat being launched and can create problems for naval architects trying to optimise deck space. A single Henriksen Hook fitted in the centre of the boat will enable it to be lifted from its cradle and swung out for launching with very little vertical movement needed. This enables new vessels to be designed with more compact boat storage and the lower costs that come with this. The Henriksen Hook is a well-proven design that enjoys a 100 per cent safety record. It
features an off-load release mechanism that is activated as soon as the boat is on the water and its weight has come off the hook. This eliminates the risk of the boat being released prematurely and reduces the crew involvement needed during the operation. Boat recovery simply requires the ring on the davit fall to be snapped into the hook by a crew member so that lifting can begin. It is now available in a variety of designs that include double hook systems, electrical and mechanical release mechanisms, lightweight small boat versions and the formidable NORSOK model developed for the offshore oil industry that is capable of carrying a weight up to nine times greater than its specified load. Other hook types from Henriksen include designs for cranes, liferafts, bow-mounted painter hooks, capture claws and the recently launched towing hook that enables small boat operators to benefit from the safety features enjoyed by tug-boat crews with their larger systems.

THE COVID-19 CRISIS AND MARITIME SECURITY THREATS According to a prominent maritime security consultancy, the Coronavirus emergency will be the defining threat trend of the year with simultaneous impacts in a number of areas Dryad Global says the emergence of COVID-19 as a severe global public health issue has created significant ramifications, including economic disruption and the threat of a global recession, logistical complexities, geopolitical considerations, and security issues. The shipping industry and maritime domain has not been insulated from these. It is expected that COVID-19 will be the defining threat trend of the year, which will shape commercial and security trends within shipping. During this period of instability, it is key that vessels, vessel owners and the maritime community rely on clear-headed, data-driven and reliable solutions, which will facilitate economic activity within this new reality. EMERGING THREATS: PIRACY & MARITIME CRIME West Africa is particularly vulnerable to rises in piracy, partly driven by a lack of effective mitigation strategies, and coordinated security responses to piracy and maritime crime remain embryonic across the region. Should, as is likely, COVID-19 spread out throughout sub-Saharan Africa, overwhelming healthcare systems and becoming most states' main priority, efforts to mitigate regional maritime crime in West Africa will likely be neglected. Therefore, with the heightened risk that security responses are hampered due to widespread infection, it is unlikely there will be a decrease in piracy incidents and a partial increase is eminently possible. Nigeria is likely to remain the epicentre of West African maritime security issues, with any downturn in vessel volume unlikely to alter the current trend.
As an industry, we should assume that the spread of COVID-19 will result in the recontextualization of the operational threat profile. As nation states focus on their own internal affairs, it is likely that current geopolitical threats will fade for the time being Dryad currently assesses the likely impact of COVID-19 on piracy in the Indian Ocean as minimal. While there has been an increase in the number of reported incidents in the Gulf of Aden in 2020, none of these incidents have been confirmed as acts of piracy. The spread of COIVID-19 throughout the key risk areas in the Indian Ocean, is unlikely to significantly alter events or the security picture in the short to medium-term. As states increasingly restrict the movement of citizens, trade is likely to be exacerbated in areas such as the Gulf of Guinea, Gulf of Aden, Red Sea, Gulf of Oman and the Malacca Strait, where black market activity has been observed in the past. The economic impact of COVID-19 on these areas is likely to lead to an increase in illicit maritime trading. The scale of COVID-19 infection in global maritime crime hotspots will likely determine the degree to which current social economic problems are
exacerbated by the crisis. Where there is evidence of longerterm economic impact then it is likely that there will be an increase in incidents. EMERGING GEOPOLITICAL THREATS As an industry, we should assume that the spread of COVID19 will result in the recontextualization of the operational threat profile. As nation states focus on their own internal affairs, it is likely that current geopolitical threats will fade for the time being. However, this is not to suggest that the overall threat to vessels and personnel will reduce or disappear. Operational security may be negatively impacted by reductions in monitoring and enforcement capabilities, as organisations struggle with maintaining deployment commitments. Pressure on the maritime industry resulting from complex geopolitical narratives, such as those seen with Iran in the Persian Gulf, which was a key driver of maritime instability in 2019, have likely reduced considerably for the coming months. However, Iran is currently grappling with issues resulting from ongoing economic isolation, global oversupply of oil and the struggle to contain COVID-19.

EMERGING THREATS: CRIME & INTERNAL STABILITY Fragile states with volatile domestic agendas are most likely to suffer violence and disorder in the short to medium term as COVID-19 spreads. Theft, looting, and general disorder will likely be a feature of many states. EMERGING THREATS: MIGRANTS As disorder and panic spread, it is realistic to anticipate a rise in global migration from states which cannot sufficiently quarantine and lockdown infected regions. An area of particular concern is Libya, which has in recent years seen high levels of migration.
