FLOATING WIND PARTNERSHIP FORMED Two offshore wind companies have joined forces to co-develop floating wind projects in Scottish waters with the highest level of local added-value. Floating offshore wind technology company Ideol and Elicio, an offshore wind farm developer and operator, are currently preparing a joint offer for the upcoming ScotWind leasing to be launched by Crown Estate Scotland. “Combining the track-record of Ideol in floating wind and the experience of Elicio in offshore wind offers a unique value proposition maximising certainty of a successful project development, based on the effective creation of a Scottish supply chain, a competitive LCOE and a proven floating technology,” said Paul de la Guérivière, CEO of Ideol. DEUTZ ACQUIRES BATTERY SPECIALIST FUTAVIS Major diesel engine manufacturer Deutz AG has announced that it has purchased Futavis GmbH, a development service provider for battery management hardware and software writes Dag Pike. The addition of Futavis GmbH to the Deutz Group will enable the company to incorporate batteries, which are a crucial core component, into its electrification strategy. A spokesperson for Deutz commented, “This will strengthen our in-house expertise in key battery technology with the addition of high-voltage battery management systems which enhances the E-Deutz strategy. Futavis has many years of experience with a variety of prestigious customers.” Futavis has extensive technical expertise in electronics, software, battery technology, and battery testing and in ensuring functional safety. Deutz has recently acquired Torqeedo, the specialist marine electric motor and drives company and this marine sector will be enhanced with the high-voltage battery technology of Futavis. “Battery technology is a vitally important element of our E-Deutz strategy, which we will be further

Futavis GmbH has developed and implemented numerous systems for prestigious customers in the automotive and commercial vehicle sectors. Founded in Alsdorf in 2013, the company employs around 30 people and is aiming to generate revenue of more than €5 million in 2019. The take-over by Deutz with its Torqeedo connection will allow expansion in the marine sector which is viewed as a significant area where Deutz has had a strong foothold with the supply of diesel engines.
UK SHIPYARD BUYER FOUND A conditional contract has been announced for the purchase of assets of the former Harland and Wolff Heavy Industries Limited and Harland and Wolff Group Plc. InfraStrata is set to purchase the Belfast-based shipyard, which went into administration in August, having failed to secure a buyer when it was put up for sale in June after its Norwegian owner Dolphin Drilling filed for bankruptcy.
InfraStrata has launched a fundraise of up to £6m to fund the £5.25m consideration through a placing of new Ordinary Shares by way of an accelerated bookbuilding process. The target completion date of the acquisition is 5 December. 100% of the 79 employees are expected to be retained. There are plans to significantly increase the size of the workforce.

ROLE OF ZERO-EMISSION WATERBORNE TRANSPORT The transformation of waterborne transport into a zero-emission mode of transport will have a crucial place within the European 'Green Deal' pledged by the European Commission, a maritime stakeholder has stressed. This year, the Waterborne Technology Platform (WTP) indicated in its new Strategic Research Agenda, a clear commitment to transform waterborne transport into a zeroemission mode of transport from 2030 onwards. It aims at building zero-emission inland navigation vessels and short sea ships by 2030 and make any ships operating in any trades zero-emission by 2050. Establishing a co-programmed partnership, 'Zero-emission waterborne transport', in the framework of Horizon Europe is an integral part of the Commission's European Green Deal and a necessary condition to implement the transformation of shipping from
a polluting sector, as it currently is, to a fully green zero emissions sector by 2050, said WTP. Henk Prins, chairman of WTP, commented: “The Waterborne Technology Platform is fully committed to transform the waterborne transport sector into a zero-emission mode of transport. But to realise this ambition, it is key
to underpin it by means of a coprogrammed partnership in the framework of Horizon Europe. More research, development and innovation is needed, said the WT, pointing out that “it is essential to acknowledge that to date there are still no viable zero-emission technologies available for all ships”.
FUTURE FUEL RESEARCH RECOGNISED A Dutch naval architect has been nominated for the Dutch Maritime Designer Award for his recent ground breaking marine fuel research. As reported in MJ, Niels de Vries recently published the paper 'Safe and effective application of ammonia as a marine fuel'. De Vries, Lead Naval Architect at C-Job, showed that ammonia can be safely and effectively applied as a
marine fuel to reduce harmful emissions in the maritime industry. Niels de Vries says “I'm honored my research has been nominated for the prestigious Maritime Designer Award. Also, I'm grateful renewable fuels for the maritime industry receives additional attention this way as it's an important issue.”

Sensor appointment Chelsea Technologies, a world leader in the design and manufacture of sensors for the maritime sector (a Sonardyne company), has announced the appointment of Elizabeth Paull as its new managing director. Elizabeth, who joins the company from leading subsea technology developer Sonardyne International, has been appointed to further develop Chelsea Technologies as a market leader in environmental sensing technology across a variety of industry sectors, and particularly in maritime where the regulatory landscape of today is creating significant challenges for shipowners and operators.
OIL REFINERY EXPORTED FROM WELSH PORT The final parts of a decommissioned oil refinery have been successfully exported to Pakistan from a port in Wales in a six-week operation. The former Murco refinery in Pembrokeshire closed in 2014 and during the past three years over 13,000 tonnes of cargo has been transported over Pembroke Port's quay in seven exports to southern Asia. “The export of the refinery components from Pembroke Port ran smoothly and efficiently. We deal with a wide range of cargoes on a daily basis but this was definitely one of the larger operations in recent years,” said Chris Oliver, operations manager at Pembroke Port, owned and operated by the Port of Milford Haven. HEAVY LIFT Over the past couple of months, 1,690t worth of components were exported on the heavy lift vessel

Regine and 1,125 tonnes on the Maria. The largest lift weighed 315 tonnes and measured 21.3m x 8.8m x 8.3m. In addition to these heavy lift vessels, the Terra Marique barge was positioned at Gelliswick Bay to load the parts that were too large to be transported by road and taken to Pembroke Port along
the Milford Haven Waterway. This was a specialist operation as sand had to be dug out of the beach, a ramp built and parts driven onto the barge when the tide allowed. Previously in June this year, 2,227t were exported on the Grietje and last year 4,865t were exported on the Annemieke, Regine and Frauke. In 2017, 3,240t of parts were loaded onto the largest vessel to visit to Pembroke Port, the Combi Dock III.

Hamburg's state government has approved a large-scale expansion of its shore-based power supply services for the German port. This will create the conditions for a shift from shipboard diesel power supply to ecological electric power during lay times. With this expansion, Hamburg is playing a pioneering role in the field of alternative power supply during ships' lay times in port. As the first port in Europe, from 2022 the Port of Hamburg will offer shore-based power supply both for cruise liners and megacontainerships. Shore-based power will be available for containerships at a total of eight connection points located at Burchardkai, Europakai and Predöhlkai. In addition, availability of shore-based power will be extended to all existing cruise terminals. A shore-based power supply point will be constructed at HafenCity - CC1 and Steinwerder CC3. The first such unit for cruise ships in Europe has been located

at Altona Cruise Terminal ever since 2016. All shore-based supply units will be connected to the power grid, in future supplying vessels with regenerative current that will be converted at a central facility to normal shipboard 6.6kV voltage

Nexans hosted a grand block ceremony for their new cable installation vessel, the Nexans Aurora. The vessel will be completed at Ulstein Verft in Norway. The grand blocks for the hull are currently being assembled at CRIST, Poland, and representatives from the owner, shipbuilders, ship designer and other partnering companies were present at the celebration. The design is based on the combined experience of Nexans, Skipsteknisk, Ulstein Verft and MAATS Tech, each among the world’s leading companies in producing subsea cables, umbilical systems and installation vessels for worldwide operations. With a large 10,000-tonne capacity split turntable, the DP3 cable laying vessel represents a next step in offshore renewables. She will be outfitted for power cable laying, including bundle laying, cable jointing and repair and cable system protection and trenching. The vessel is developed for operations in rough weather and has high manoeuvrability and station keeping capabilities.
Davit and ramp launched inboard Navy RIBs Finland-headquartered Boomeranger Boats will supply sea boats for the Royal Australian Navy's SEA1180 Phase 1 Offshore Patrol Vessel (OPV) program. The Commonwealth of Australia has signed a contract with Boomeranger Boats to supply the sea boats for the Arafura Class OPVs. Under the contract Boomeranger will deliver two davit launched 8.5 metre Fast Rescue Boats and one 10.5 metre ramp-launched Special Operations Boat for each of the OPVs. The boats are Rigid Hull Inflatable Boats with inboard engines. In total the contract comprises

41 RHIBs to be delivered over a period of 10 years. The first delivery of sea boats will arrive to support acceptance of the first OPV in 2021. As the primary role of the OPV will be to undertake constabulary missions, maritime patrol and response duties, the sea boats are a significant weapon system for the capability. Both of the sea boats models are existing designs from earlier projects delivered by Boomeranger. The 10.5 metre sea boat is an enhanced variant of the Boomeranger ramp-launched RHIB of the original Luerssen OPV delivered to the Royal Brunei Navy.

THIJS VERSTRAETE PARKWIND
Most of the time Thijs Verstraete's asset management job is making sure nothing happens to Belgian-based Parkwind's turbines. However, he admitted though it seems contrary “the moment something critical does happen - that's when it gets focused, exciting”. “Even if I have to get up in the middle of the night or interrupt a weekend, those are the moments I most like my work.” He added: “It can be a race against time concerning tens or hundreds of megawatts, so we just pour everything into getting it resolved.” Verstraete has had a variety of other technical roles - mainly designing stability and balance for wind power's underpinning electrical systems - allowing him insight on the sector's present situation and its future. Certainly, sizes are rising at quite a rate. “You have to remember in 2017 the industry was still installing 3.3MW turbines. Just two or three years later, it's gone up to 9.5MW. No-one chooses small turbines anymore... mostly because the fewer foundations, the cheaper it gets.” However, this does create more challenges for people like him. “One turbine down is now a bigger issue. In the past, it was maybe one out

DP-2 MULTIPURPOSE SUPPORT VESSEL A Dutch renewables support company has announced a 60 x24m maintenance vessel with more than 800m² of free deck space will be joining its fleet. HvS Dredging Support BV's new DP-2 Zwerver I will offer a shallow draught (DP-2 with draft of 2.3m), beaching/ground out facility, accommodation for 57, telescopic spudpoles, a 4x4m moonpool and large AHC Knuckle-boom crane. HvS claims this new vessel creates a new class of "DP Support Vessels" in the offshore renewables market worldwide. The large offshore knuckleboom crane is positioned on the starboard side and is manufactured by Scaldon. The crane will lift 40T @ 20m outreach
and has a maximum reach of 27.0m. The crane has AHC 40T/20T at Seastate 3, CT, tuggerwinch and is also certified for manriding. The Zwerver I is suitable for operations as varied as offshore maintenance/installation support, cable lay, cable repair, walk-to-
work, ROV-support, diving support on DP-2 or 4-pt mooring, mattress installation, anchor-handing, towing, CPT Vibrocore ops and survey work. The vessel will be in service in April 2020.

Heavy lifting contract for floating offshore wind A Norwegian floating wind farm project has awarded an installation contract for inner array and export cables for its 11 turbine development. Seaway 7, Subsea 7's Renewables and Heavy Lifting business unit, has been awarded a contract from Equinor Energy AS for the installation of 11 inner array and two export cables on the Hywind Tampen floating offshore wind farm project, offshore Norway. The Hywind Tampen project is
an 88MW offshore wind farm comprising 11 wind turbines, each being supported by a floating foundation structure. The field is located between the Snorre (PL089) and Gullfaks (PL050) licenses, to which the windfarm will provide electricity. Hywind Tampen wind farm contracts are subject to final approval of the plan for development and operation (PDO) by Norwegian authorities. The wind farm is scheduled to start production at the end of 2022.

FINNISH STEEL CENTRAL TO POLISH WHARF UPGRADE A new combi wall at the Port of Gdańsk, Poland, begun in February 2019, will result in a new wharf that will be 1,220 metres long. The steel piles that reinforce the wharf, came from SSAB in Finland. “We chose steel piles from SSAB for one main reason: their quality,” says Tomasz Rybarczyk, group sites manager with Keller Polska Sp. z o.o., the subcontractor responsible for soil improvement and building the combi wall. “They are crucial for the future stability of the quay. The high quality of the components translates directly to a safer work environment. Oulainen Works in Finland directly to the wharf in six tranches, which made it easier for us to precisely follow the schedule.” When Keller completes its part of the project, Budimex will continue with steel and concrete work, followed by the installation of cranes and other harbour equipment. At the same time, the canal will be dredged and deepened from current three to five metres to 11.5 metres, which will enable cargo ships as long as 250 metres to enter the harbour. The new quay will be operational in 2020 and will enable further development of the Port of Gdańsk.

Surrey County Council's cabinet is set to agree £270 million of funding for long term flood risk management work across Surrey to protect homes and roads. This sum includes a contribution to the River Thames Scheme, which will reduce flood risk to 15,000 properties and tens of thousands of people living and working near the Thames.
Standardisation of the fleet was an important factor in deciding to purchase a second Damen FCS 2610, says MMS Offshore marine manager Nick Brambles. “One of the appealing factors of choosing another Damen vessel to add to our fleet was the standardisation of the vessel type and its equipment. Additionally, we see the FCS 2610 design's versatility as a clear advantage.” In addition to its fleet of vessels, MMS Offshore also operates its own shipyard facility. It was here that the company constructed another high speed catamaran of similar size to the FCS 2610. “All three of these vessels operate with the same engines, generators and/or similar machinery.”
The River Thames Scheme will create three flood alleviation channels alongside the River Thames and improve capacity at three weirs. It will run from Datchet in Berkshire, through Surrey to Teddington Costing £640 million, the overall scheme represents the largest investment in flood risk in the UK to date. £404 million has already been committed including £308 million government investment and £95 million of further partnership funding. The Environment Agency and the Royal Borough of Windsor and Maidenhead have also agreed contributions towards the scheme. A FRENCH RENEWABLES MARKET FIRST
The eastern tube of the century-old 426m long St Pauli Elbtunnel in Hamburg has been reopened following a 10-year renovation project. From 2009, the Hamburg Port Authority (HPA) undertook work including completely exposing the tubing construction and inspecting over 200,000 rivets in the pedestrian and vehicle tunnel, which opened in 1911 and was built to connect central Hamburg with the docks and shipyards on the south side of the river Elbe. The HPA worked closely with the city to ensure that wall tiles, road surface and lighting could be renewed or restored with historical accuracy. The tunnel tube, 24m below the surface, was also equipped with high specification technology.
A marine construction and engineering company has signed its first offshore wind contract in France. Jan De Nul's French subsidiary Sodraco International SAS will be responsible for the transportation and installation of 80 Offshore Wind Turbines on the SaintNazaire Offshore Wind Farm (OWF). The contract was awarded by Parc du Banc de Guérande, a joint venture between the French renewable energy company EDF Renewables and the Canadian energy infrastructure company Enbridge. “We are excited to contribute to the further development of renewable energy, and offshore wind in particular, in France," said Philippe Hutse, offshore director at Jan De Nul Group.

760 TON FOUNDATION REMOVAL JOB A UK marine civil engineering contractor has successfully completed the first decommissioning of a commercial scale tidal turbine The job to decommission the SeaGen Tidal System in Strangford Lough, Northern Ireland was completed by Falmouth-headquartered Keynvor Morlift (KML) on behalf of Atlantis Energy, the global developer, owner and operator of sustainable energy projects. As the Principal Contractor, KML were appointed to undertake the removal of the 760T marine turbine foundation and the project solution was designed and completed by their in-house team. Preparation work was undertaken by a team on onboard KML's multipurpose ship, Severn Sea, who used its ROV to operate a diamond wire saw to cut out the structure's four pin piles. Meanwhile, KML's team of naval architects and fabricators modified KML's barge, Selina, so that three x 300T chain pullers could be mounted onto her bow in order to be able to lift the device.

SeaGen's was the world's first commercial scale tidal turbine and has now become the first to be fully decommissioned. KML has provided a wide range of marine main contractor support and heavy lift services throughout the full lifecycle of the tidal system over a 10 year period. This included the first phase of decommissioning in May 2016 with the removal of the system's two 600kW Powertrains. In August 2018, the topsides and crossbeam were removed and these final works were completed with the successful removal of the remaining tower and subsea structure. The CEO of Atlantis, Tim Cornelius, commented that “SeaGen's successful decommission represents a major milestone for the tidal power industry. I would like to pay tribute to the skill and expertise of the team at Keynvor Morlift for delivering this truly impressive feat of engineering.” KML's Managing Director, Diccon Rogers, added “The SeaGen project is a great example of how our versatility can deliver excellent cost effective solutions for our clients. This project was designed by our in-house naval architects and fabricators, made creative use of our fleet and was executed by our talented marine team. I am delighted with the amazing outcome.”

PLANS FOR CLYDE COMMERCIAL MARINE HUB A major milestone has been reached in an ambitious plan to bring marine manufacturing and support industries back to the Upper Clyde, Scotland Malin Group, a Glasgow-based engineering company with a worldwide operation whose Clydeside roots go back to the Victorian era, wants to create a marine manufacturing hub at Old Kilpatrick - one of Scotland's highest unemployment areas. Now planning consent has been granted by West Dunbartonshire Council for Phase One of the Scottish Marine Technology Park (SMTP) in the shadow of the Erskine Bridge. Phase One includes a large fabrication facility, consent for a deep-water jetty with a 1100Te ship hoist - the largest of its kind in Scotland - and a remediation strategy required to develop the former oil storage site. If fully realised, an economic impact study has found the SMTP will result in almost 1000 new jobs. Malin Group managing director John MacSween said: “We are pleased and excited to have planning permission for the first batch of buildings and quayside equipment, including a HeavyLift deep water berth and a 1100te mobile ship hoist. "It is an important step on the journey, and it clearly demonstrates a willingness from the local authority to have industrial businesses, and the employment they bring with them, back on the Clyde riverside with the presence of exciting structures for the marine environment. "We believe the Clyde has much to offer to the wider marine manufacturing community again and we are committed to making land and marine facilities available to any companies who can make use of them on a fair and equitable basis. "As a show of faith we will be bringing our own fabrication division to the SMTP to kick start the development." Councillor Diane Docherty, Vice Chair of West Dunbartonshire Council's Planning Committee, said: “The heritage of the Clyde is something we are extremely proud of and so it is pleasing to see efforts to bring this site back to life in such a meaningful way for our area. The potential for almost 1000 new jobs created is brilliant news for our residents.” The SMTP will be built on a long-derelict 47-acre site, formerly the Carless oil storage facility which suffered extensive damage during WWII. Unlike locations further up-river which are being developed for housing and leisure facilities, the site is land zoned for industrial use and has direct access to a deep-water channel via a 80-metre long deep-water quayside berth. MacSween said he believed the hub would be a “magnet” for marine engineering and technology organisations and “a centre of excellence” for the sector. Malin commissioned respected land development and infrastructure consultants Peter Brett Associates (PBA) to carry out an economic impact assessment of the development. The findings make happy reading for West Dunbartonshire, which has an unemployment rate of 4.9% compared with the Scottish average of 3.9%, and for the future of Clydeside industry. PBA envisages an economic impact that will create 986 jobs if the plan is fully realised and add £125.4m annually to West Dunbartonshire's economy. The construction phase of the project will also see over 600 additional short-term jobs created. MacSween added: “The heritage of the Clyde is something of which we should all be rightly proud. in the shipping industry for well over 100 years and have a passion for the river and its history, but there is a need to be looking to the future to ensure the long-term success of the Clyde as a maritime centre of excellence. “There are already great examples of this in the form of what is being done at BAE Systems and, despite its issues, at Ferguson Marine in the shipbuilding sector. Training and shipmanagement too are very well represented and the Department of Naval Architecture at Strathclyde University is a world class centre for research and learning in the marine sector.

Designed primarily as a base for the Kreigers Flak offshore wind farm, a major harbour development on the island of Bornholm has seen the port of Rønne almost double in size. Bornholm is a Danish island that lies in the gateway to the Baltic Sea and is located to the south of Sweden. The new development at the port has meant that the island has expanded by 150,000 square metres as a result of the new construction at Port of Rønne where quays designed to cope with heavy loads have been constructed to handle the equipment and assembly of the wind farm components prior to load out for transport to the wind farm. This expansion area at the port lies to the south of the existing harbour and it is enclosed by a curving rock breakwater. Within this breakwater a large hard standing area has been developed for the pre-assembly work with the reclaimed area enclosed by sheet steel piling and in-filled mainly with material dredged from the seabed to provide deep water access. The waters of this new harbour area have been dredged to a depth of 11 metres to allow all-tide access. There is a new quay that is 575 metres in length allowing two or more ships to load or discharge at the same time. In addition, a ro-ro berth has been constructed to create an

additional cargo handling area. The main reclaimed area has been constructed to be capable of handling loadings of 50 tonnes per square metre and the main contractors on this project were the piling and groundwork experts Aarsleff, a major Danish company. “Throughout the period we have had a good common understanding and a good cooperation on the new port. It has been an exciting project to be a part of. Our team has worked purposefully and hard, and we are

ROSTOCK DEEPENING WILL BOOST PORT HANDLING

The German Baltic port of Rostock is hoping for a substantial boost in cargo handling from planned approach channel deepening expected to be approved soon, writes Tom Todd. The project to deepen Rostock's 15kms long Seekanal approach fairway from the Baltic Sea to the terminals and berths of the port's main Überseehafen (Overseas Port) from 14.5m to 16.5m. It was last deepened in 1999. Responsible is the German Government through its national Waterways and Shipping Administration (WSV). Following public approval, the project is expected to start in 2021. A 2014 estimate put the cost at about €100 million but some reports say that is now expected to be higher. Some 5.6 million m3 of seabed will be dredged. The job is expected to be finished in two and half years rather than the four years originally tipped and the WSV has acknowledged it will be inconvenient for people along the canal because dredging vibrations could cause some damage to buildings. The deepening to 16.5m will however mean safe port access for bigger oil tankers and bulkers drawing up to 15m. WSV representative Holger Brydda said: “That would guarantee (Rostock's) ability to compete in future with

other ports in the Baltic. Thousands of jobs are at stake”, he declared. Rostock Port spokesman Jörg Litschka told Maritime Journal that only ships drawing max
13m can currently berth in the Überseehafen. He reported however that work in the port itself, parallel to approach channel deepening, is underway to improve facility water depths to 16.5m and prepare terminals for bigger ships drawing up to 15m. One of the latest projects is the ongoing renewal and expansion of the Überseehafen bulk handling facility Berth 23. Rostock Port Construction Project Head Dirk Warning told Maritime Journal 130,000m3 were being dredged at Berth 23 between December this year and April next. Investment this year by Rostock in its handling facilities is expected to be a record at some €40 million. That compares with an €18 million investment in 2018 when many big construction projects were launched, among them the Berth 23 development. All are designed to increase port attractiveness, handling efficiency and thus business. The Überseehafen handled 25.6 million tons in 2018 with ferry and RoRo trade continuing to spearhead port growth.

NEW CONTAINER TERMINAL IN THE IRISH PORT OF CORK Work has started on the development of a new container terminal in the Irish port of Cork to replace existing container facilities further up the harbour writes Dag Pike Located at Ringaskiddy which is currently the location of the Cork ferry terminal with its ro-ro facilities and also an oil terminal, the Cork Container Terminal will initially offer a 360 metre long quay with a 13 metre water depth alongside. The development also includes the construction of a 13.5 hectare terminal and associated buildings as well as two ship-toshore gantry cranes and container handling equipment. The requirement for the development of new container handling facilities at Ringaskiddy was identified in the Port of Cork's Strategic Development plan in 2010. It will accommodate current and future container shipping which can be serviced by modern and efficient cargo handling equipment with innovative terminal operating and vehicle booking systems. The Port of Cork anticipates that this new Cork Container Terminal will become operational by 2020.
The requirement for the development of new container handling facilities at Ringaskiddy was identified in the Port of Cork’s Strategic Development plan in 2010 Chairman of the Port of Cork, Mr John Mullins said: “The Port of Cork's redevelopment at Ringaskiddy is a key growth enabler for both Cork city and region as well as the national economy and will enable the Port to deliver more efficient container handling facilities, replacing the existing container terminal at Tivoli, and securing the Cork Container Terminal as an international gateway for trade well into the future. The Port of Cork awarded the civil engineering contract for this development to BAM Civil Ltd., which is part of the multinational construction group, Royal BAM Group of the Netherlands. Work started on the project in late 2018.
The transfer of Port related activities from the city and from Tivoli will create an opportunity for Cork Dockland sites to be redeveloped in the near future. As part of the project a new marine leisure amenity will be created at Paddy's Point. This state of the art facility is the most significant single investment in marine infrastructure and superstructure in the history of the Port of Cork Company. Representing an investment of €80 million, the development is being funded by the Port with financing including Allied Irish Banks, the European Investment Bank, and the Ireland Strategic Investment Fund.

Drones have been tested at a Belgian port to demonstrate the economic viability of drone traffic in this environment. The SAFIR consortium held an open day at the Port of Antwerp last month, at which it presented a large number of industrial and commercial drone applications, with live test flights. Erwin Verstraelen, chief digital & innovation officer at the Port of Antwerp, confirmed that drones can play an important role in the port of the future. "Our objective is to have a network of autonomous drones supplying a live feed of the various port activities. This will be an enormously useful tool for the entire port community,” he said.

The consortium went on to prove the effective operation of a management system (UTM platform) that shows which drones are
flying where at all times. This enables local authorities to control, inspect and manage their airspace, including the imposition of 'no fly' zones. The Antwerp port area covers more than 120 square kilometres of sensitive industrial infrastructure. The use of drones combined with a central management system can make a significant contribution to general safety in this complex environment. Applications of drones - including package delivery, inspection flights and monitoring emergency situations - have previously been tested successfully in the safe test environment of the DronePort in Sint-Truiden, south east of Antwerp.

WIND FARM WORK FOR BREST The Port of Brest in northwest France is expanding its facilities to cope with wind farm operations at the Saint-Brieuc offshore wind project writes Dag Pike A planned marine renewable energy hub that is being built at Brest has now been reached the stage in its construction where work on the reclamation of an extensive area development can commence. The planned area being reclaimed at the port comprises a wharf and a long curved dyke and the two have now been connected so that dredged material can start to be pumped into the area between the two. The area is to the south of the Zone Industrielle Portuaire de Saint Marc. The wharf which will form the loading and discharge part of the wind farm operations area is 400 metres long and this has finally been connected up to the 900 metre long curved dyke that forms the seaward protection side of the area being reclaimed. The reclaimed area between the dike and the wharf will be filled out by dredged sediments in two stages, from October 2019 to April 2020, and then during the winter of 2020/2021. The area will be available for use in 2024 after the drying and soil strengthening works have taken place with the sediments. The 1.25 million cubic metres of sediment required will come from the dredging operations in the port.

The Port of Brest, which is investing €200 million in this development, has said that the wharf will be used for partial construction of the wind farm's 62 jacket foundations. It is anticipated that the facility will also be used for work on the tidal marine energy projects that are taking place in the waters around the island of Ushant close by the entrance to the port.

The UK government's Department for Transport (DfT) has partnered with a port to launch the UK's first Port Economic Partnership (PEP) with the aim of creating stronger links between ports and Government to maximise long-term trade and economic growth. The partnership with ABP's Port of Southampton will focus on leveraging the maximum benefit from public and private sector investment and ensuring that planning processes are as efficient as possible. It is anticipated that this will better facilitate ports’ investment in new freight-handling facilities and other infrastructure needed to grow trading volumes and maintain the UK's economic position.

SEABED 2030 PROJECT: FROM VISION TO ACTION An international collaborative project to produce a complete, freely available seafloor map by the end of the next decade, Seabed 2030 has already resulted in a doubling of the available bathymetric data – an increase equivalent in size to the entire African continent landmass. Nippon Foundation Chairman, Mr Yohei Sasakawa, announced that Seabed 2030 will be increasing mapping capacity and capability by establishing connections with and installing data loggers on fishing, tourist and leisure vessels around the world, thereby enabling them to record bathymetric information. In some of the most remote and poorly mapped regions, Seabed 2030 will fund additional dedicated mapping days for expeditions already scheduled, and create a pool of experienced multibeam echosounder operators who can assist missions lacking data acquisition capability, ensuring vital data is collected at all times – including during transit. This model was recently adopted in Seabed 2030's partnership with the pioneering Five Deeps Expedition which gathered detailed bathymetric information at each of its dives to the five deepest points in the world's oceans. Seabed 2030 will also champion the development of innovative, scalable new solutions to increase the efficiency, safety and cost-effectiveness of deep-sea mapping, paving the way for the widest possible public participation in the project. Seabed 2030: From Vision to Action brought together some of the world's leading ocean scientists and maritime organisations, including representatives from the International Hydrographic Organization (IHO) and the Intergovernmental Oceanographic Commission (IOC) of UNESCO. Also in attendance were the
MBES training Swathe Services recently ran the world's first multibeam echo sounder (MBES) training course using a remotely operated Unmanned Surface Vessel (USV), during which delegates mapped Hayle Harbour in Cornwall, UK. With the once-established methods of conducting hydrographic surveys undergoing a period of rapid change, innovative use of autonomous vessels and survey technology will be at heart of future operations – potentially saving time and money. The intensive five-day course was attended by participants from as far afield as the USA, Norway, France, Slovenia and across the UK who hope to apply what they learnt to map rivers, ports and harbours. Swathe's sister company, Unmanned Survey Solutions, provided the USV for the course. The HYPACK survey data acquisition and processing software package was used to remotely operate it from their offices at Hayle Marine Renewables Business Park.

The day also saw the announcement of Jamie McMichael-Phillips, former UK Deputy National Hydrographer, as the new Director of Seabed 2030. IHO signs data sharing agreement with PGS The International Hydrographic Organization (IHO) and Petroleum Geo-Services (PGS), Norway, have signed a Memorandum of Understanding (MoU) to facilitate future exchange of bathymetric data. PGS undertakes seismic surveys to assist oil and gas exploration companies to locate and exploit offshore hydrocarbon reserves. It records water depth data as part of this process. The MoU provides a framework for on-going liaison between the IHO and PGS, ensuring efficient and effective use of this data. Now, whenever entitled to do so, PGS will provide data gathered during seabed mapping to the IHO Data Centre for Digital Bathymetry (DCDB), from where IHO Member States will have access to it in support of their national and international projects. In return, PGS is also expected to have access to the DCDB data archive to support its own projects.

Compact multibeam system WASSP has launched a new compact multibeam system to assist larger vessels seeking safe routes for navigation and for military, police and search and rescue operations in unknown depths. Designed around a portable carbon fibre mast, the W3 Rapid Deployment System (RDS) includes a transducer, motion sensor and satellite compass. It can be quickly and easily deployed over the side or transom. The system uses a wireless link or secure naval communication system to send real-time seafloor data back to the mothership's bridge system where it can be displayed, again in real-time, using the WASSP CDX software or MaxSea navigation plotting platform. The high frequency WMB-160 transducer offers a maximum depth of 400m. Housed in a protective Pelican case, the fully digital DRX transceiver features a low power DRX-32 processor (equivalent to 1kW). The whole system weighs just 70kg, making it extremely portable.

Funding for EOMAP's next-generation SDB The German Aerospace Center (DLR) has awarded EOMAP funding to further develop its method of determining and mapping water depth based on satellite observations. Satellite-Derived Bathymetry (SDB) uses data gathered by satellites and aircraft to generate depth measurements and seafloor characteristics in shallow water regions. Developed twenty years ago by EOMAP scientists (then at DLR) and CSIRO (Australia), SDB's potential to create a continuously updated global database of shallow water bathymetry is hampered by the heavy computing power required to process the enormous volume of data now available. This funding will allow EOMAP to adopt new high-performance scientific computing SDB procedures employing field programmable gate arrays (FPGA). These semiconductor devices can be programmed by the user and offer higher speeds and lower energy consumption than standard processors. EOMAP's patented application of multi-temporal analytics is expected to significantly improve the accuracy of water depth measurements and push the boundaries of SDB solutions even further.
Irish and Portuguese Institutes enter into MoU The Irish Marine Institute and the Portuguese Hydrographic Institute recently entered into a Memorandum of Understanding (MoU) to promote focussed areas of cooperation. Signed by outgoing Marine Institute CEO, Dr Peter Heffernan, and Rear Admiral Carlos Ventura Soares, Director General of the Portuguese Hydrographic Institute, the agreement fosters increased levels of understanding and information interchange for the mutual benefit of the Irish and Portuguese marine sectors, such as data services, mapping, oceanography and monitoring and, also, increased collaboration in Atlantic Ocean research, modelling and prediction. As part of his visit, Rear Admiral Soares also saw some of the research carried out by the Marine Institute and its state-of-theart research vessels. This included the Irish Marine Data Buoy Observation Network and the Institute's participation in the Euro-Argo programme. Data visualisation tools for marine spatial planning and environmental monitoring were also showcased, as well as data management and undersea observation technology.

NORSKE SHELL BEGINS ORMEN LANGE RESERVOIR MONITORING
A/S Norske Shell is launching a ten-year seabed subsidence monitoring campaign, using long-endurance sensors from subsea monitoring specialist Sonardyne International, at its Ormen Lange field in the Norwegian Sea. The goal is to continuously monitor any movement of the seafloor at Ormen Lange – Norway's second largest gas field. The data will help the energy company to detect changes caused by the ongoing gas extraction and inform its reservoir management strategy as it continues to produce from the huge field over the coming decades. By monitoring vertical displacement of the seabed, operators can detect even small production-induced changes in their reservoirs and overburdens. This can then help reduce subsurface uncertainties in their modelling and planning. During the project, which runs from 2019 until at least 2029, a field-wide array of fifty Sonardyne Fetch subsea sensor logging nodes, configured as pressure monitoring transponders (PMT), will be deployed in 800m to 1,100m water depth. There, the Fetch PMTs will accurately collect pressure, temperature

and inclination data at the seafloor, at preprogrammed intervals, throughout the full ten-year deployment. Using this data, vertical displacement of the seabed will be calculated, enabling Norske Shell to better track what is happening across the field. This is the latest deployment of Sonardyne sustained observation technology at Ormen Lange. Their Autonomous Monitoring Transponders (AMT) were previously used for a five-year, full-field monitoring project commencing in 2010. Back then, the AMTs were used to collect millions of acoustic ranges between each instrument, as well as pressure data, to monitor seafloor deformation in three dimensions. During that project, over half a gigabyte of data was uploaded wirelessly to surface vessels during eight data harvesting missions. A number of innovations have been made for this latest project, including doubling the battery endurance of the sensors to ten years and increasing the pressure sensor accuracy.
Blue Ocean Monitoring Iver3 AUV Blue Ocean Monitoring has purchased an L3 Harris Technologies Iver3 Autonomous Underwater Vehicle (AUV). The robustly engineered AUV is one of the smallest and lightest available, allowing for single-user deployment from small work vessels or directly from shore. It challenges traditional vessel-based, Remotely Operated Vehicles (ROV) and larger AUV survey techniques, delivering highly accurate survey data with significant reductions in project cost, time and risk. The Iver3 AUV is equipped with an EdgeTech
2205B sonar which combines sidescan sonar with a Phase Differencing Bathymetry System (PDBS) providing a significantly wider swath in shallow water compared to multibeam echo sounders. It is also the only interferometric system on the market that produces bathymetry data with no nadir gap, further enhancing the efficacy of these systems for shallow water and low altitude coverage. Its open system architecture and modular payload offers the opportunity to integrate and test emerging sensor technologies easily as they become available.

Finally from Damen, the ASD 2411 ASD Nanda and ASD 2310 ASD Isabella II have joined Ecuador-based DLEN SA assisting in bunkering operations for Corpetrolsa's fleet of tankers, a subsidiary of DLEN at Esmeraldas and La Libertad Port. Boluda Corporación has a series of eight tugs on order with Piriou Vietnam and the first two, VB Concorde and VB Mirage have now joined Boluda's French operations at Saint-Nazaire. Wärtsilä main engines and Schottel Z-drives feature in another RAL design delivery of note with the RApide 4000-Z3 shallow-draught pusher tugs HB Pirararara and HB Piraucu for Hidrovias do Brasil SA from Estaleiros Rio Maguari Brazil. The pair will push convoys of 25 barges of bulk products, each over 2,000dwt in the Amazon river system and each vessel has accommodation for up to 17 persons. Turning to recent orders, Napier Port, New Zealand has ordered a Damen ATD 2412 azimuth tractor tug for delivery later this year. To be named Kaweka it will operate alongside two existing Voith-type tugs. Damen Vietnam has also been contracted to supply an ASD Tug 2813 to SAAM Mexico with delivery due in January 2020. Next March, Van Wijngaarden Marine Services will take delivery of its first Multi Cat, a Damen 3013 version to be named Kilstroom. Van Wijngaarden has a long association with Damen focused on the Shoalbuster range of tugs. Another significant item of news concerns Svitzer ordering two ice-class RAL TundRA 3000 tugs with Turkey's Med Marine to be delivered in Q4 2020 and Q1 2021 for operation in Scandinavia and Germany. Finally, OSD-IMT has announced a contract for at least three of its OSD-IMT7402 shallow-draught tugs with PT Patria Maritime Perkasa Shipyard in Batam, Indonesia. They will assist 300' long barges along the Barito river in Indonesia where upstream during the dry season water depths are restricted to 2.5 to three metres.

Unsurprisingly, given the scale of its global operation Damen Shipyards Group dominates the list of deliveries and orders including seven separate new arrivals. JSC Nakhodka Marine Trade Port has taken delivery of Peter, an ASD Tug 2609 ICE with a single-drum towing winch forward and Mampaey towing hook aft providing a bollard pull of 40.6t. The ASD Tug 2810 Massabi has joined the fleet of Port Autonome de Pointe-Noire. The tug has towing winches forward and aft and delivers 61.8tbp via Caterpillar main engines and Rolls-Royce US 205 thrusters. A Heila deck crane and fifi1 notation via two 1200m3/hr monitors complements its capabilities. Two ASD Tug 2811s have been delivered, Pioneer was built in Vietnam and is listed as owned by Damen Marine Services BV, current data shows it operating in the Mediterranean. The Netherlands-based Emar Offshore Services is an independent maritime services company operating a fleet of directly owned and chartered tugs globally and recently welcomed the ASD Tug 2811 E-Two to its fleet. Classed for unrestricted navigation it is fifi1 equipped with towing winches forward and aft. Damen's ASD Tug 2813 is similar to the above and the builder's Vietnam yard recently delivered Vincenzino O to Moby SpA of Italy. Capable of escorting duties the tug offers a bollard pull of 83.6t and MLC 2006 compliant accommodation is provided for eight persons.

A rescue operation was launched recently after a Luxembourg-flagged anchor-handling tug was lost while battling hurricane Lorenzo off Martinique. The maritime world, and particularly the tug and towing community are mourning the loss of 11 of the 14 crew of the anchor-handling tug Bourbon Rhode in a reminder of the dangers all seafarers face, especially during extreme weather conditions. The 2006-built anchor-handling tug was on passage from Las Palmas to Georgetown (Guyana) with 14 crew on board when around 1,200NM from Martinique Island and 60NM south-south east from the eye of category four hurricane Lorenzo it reported water ingress in the after part of the vessel. Bourbon Offshore immediately activated its crisis cell in Marseilles to ensure the coordination of the rescue efforts involving close collaboration with the authorities including Regional Operational Centre of Surveillance and Rescue (CROSS) West Indies-Guyana. The bulk carrier SSI Excellent, around 200NM south of the tug's position was asked to divert its course to assist the Bourbon Rhode. After being sighted by a French Navy Falcon 50 aircraft, rescue teams recovered a lifeboat with three of Bourbon Rhode's crew on board 32 | NOVEMBER 2019

The requirements of Port of Antwerp were taken into account by CMB in a world that demands businesses, services and industry reduce their emissions and after looking at the available technologies found that, based on current industry demands and operating behaviour, hydrogen is the only fuel which can provide a zero-emission future. Alexander Saverys, CEO of Compagnie Maritime Belge said: “We are convinced of the potential of hydrogen as the key to
sustainable shipping and making the energy transition a reality.” Adding: “The expertise that we acquire with the Hydrotug will enable us to further develop the use of hydrogen as a ship's fuel.” Port of Antwerp CEO Jacques Vandermeiren said: “As an industrial seaport, Antwerp's role in the energy transition should not be underestimated.”

Port of Antwerp has ordered a hydrogenpowered tug that will be first of its type in the world and the lowest-rated for emissions on the market. Worthy of reporting beyond the usual vessel delivery round-up, this news takes development of so-called “green tugs” to another level in a market that is seeing increasing interest in hybrid, all-electric and LNG-powered tugs. The order is seen as an important step in the transition to a sustainable CO2-neutral port at Antwerp. Designated the “Hydrotug” the vessel is being built by Compagnie Maritime Belge (CMB) and is driven by combustion engines burning hydrogen in combination with diesel providing compliance with EU Stage V standards. The combination of dual-fuel technology with state-of-the-art particle filter and catalyser will deliver ultra-low emission standards resulting in minimal emissions of NOx and particulates with no CO2 emissions resulting from the combustion of hydrogen. The Hydrotug is expected to be operational within two years. In selecting Antwerp-based CMB for the Hydrotug, Port of Antwerp has secured the services of a company seen as having an international pioneering role in the transition to ships powered by eco-friendly fuel. Last year CMB won Port of Antwerp's Sustainability Award with its “Hydroville” shuttle, a passenger ferry that also uses dual-fuel technology and is now employed for sustainable commuter transport within the Antwerp port area.

who confirmed that the tug had sunk and within a few days five commercial vessels, the French navy frigate Ventôse and two aircraft were involved in the search. Sadly, the bodies of four of Bourbon Rhode's crew were subsequently recovered and despite the possible sighting of a distress flare by the tug Alp Striker, at the time of writing, the intense search had yielded no results leaving seven crew members still unaccounted for.
Responding to the tragedy that highlights the dangers seafarers face, Gael Bodénès, Bourbon CEO stated: “Bourbon and all its employees are in mourning today and I would like to reiterate our sincere condolences and our full support to the families and loved ones of the victims. We are working in close cooperation with the various stakeholders to understand the facts and circumstances of this tragedy. Finally, we thank the entire maritime community for its many signs of solidarity, so precious in these difficult times. KOTUG COMMENCES PORT HEDLAND OPERATIONS The tugs will enhance shiphandling towage services for Fortescue Metals Group in Port Hedland, the world's largest bulk export terminal on Australia's west coast. Last year the port, in the Pilbara region handled over 513 million tonnes of iron ore exports with 6,147 vessel movements most of which involve the largest and most heavily loaded bulk carrier afloat. The scale of the operation from the shiphandling tug provision angle is illustrated in a representative AIS snapshot of Port Hedland indicating 12 Rotortugs (in addition to the latest nine new examples) in attendance along with six RAL RAstar 85 escort tugs and two RAL Z-Tech tugs making 28 highperformance tugs working for various operators assisting navigation of ships through narrow channels with difficult bends. The pattern of high-quality tonnage continues with the choice of the nine new Rotortugs for the port comprising eight ART 85-32W and one RT80-32 variants. Six are owned by Fortescue with three owned by Kotug who charter them directly to Fortescue, Kotug manages the entire contract and has contracted Westug for managing the day-to-day operations with Rotterdam-based Tug Training & Consultancy providing high standard training to the local tug crews. Ard-Jan Kooren, Kotug International CEO said: “Kotug is renowned for establishing solid, long-term business relationships with clients in industries such as oil and gas, mining and renewables. We thank Fortescue for their trust in Kotug and value their business, it fits our strategy to expand our activities in the Australian market from our local offices in Perth and Port Hedland.� Turning to the tugs themselves, in 2013 Robert Allan Ltd (RAL) signed an exclusive designer arrangement with Rotortug (KST) BV covering the continuous technical development for all existing and future Rotortug designs and RAL has provided a detailed description of the eight ART 85-32W tugs. Two shipyards were selected to build the vessel with Damen Shipyards responsible for constructing: FMG Hammerhead, FMG Mako, FMG Dusky, FMG Spinner, FMG Blacktip and FMG Tawny at its Song Cam facility in Vietnam and the remaining two, FMG Sandtiger and FMG Sawfish entrusted to Cheoy Lee Shipyards in Hong Kong, both shipyards have a solid reputation for building advanced tugs of this type. The design is based on the ART 80-32 version and has a sponsoned hull form adapted for the Rotortug concept with similar working decks, accommodation and wheelhouse layout. It has been modified to accommodate the higher bollard pull including 1.2m additional beam and increased flare increasing stability during escorting operations while also enhancing manoeuvrability. Built to Lloyd's Register class requirements, general particulars include a length of 31.5m on a beam of 13.7m and extreme draught of 6.1m. Tank capacities include 185m3 fuel oil, 26.6m3 fresh water and 29m3 recovered oil (on some vessels only). Performance figures include speeds of over 13kn ahead and astern, 6kn side-stepping and a bollard pull of over 85t ahead and astern. 34 | NOVEMBER 2019

The standard propulsion arrangement of two thrusters forward and one aft comprises three Caterpillar 3512C HD main engines (IMO Tier II compliant) rated 1,765kW at 1,800rpm with propulsion via Schottel SRP 430 Z-drives with 2.5m fixed-pitch propellers and built-in slipping clutches. Two Caterpillar auxiliary engines are provided in each of the two Cheoy Leebuilt examples with four auxiliaries, also Caterpillar in the six Damen-built vessels. Ibercisa provide towing winches for the series, a MRMAN/E/270/250-70/22 electric escort winch mounted forward with a MR-E/270/250-70/1 electric towing winch aft.

8 Propulsion systems manufacturer Schottel has been awarded a contract to supply Rudderpropellers for three new tugs under construction in Singapore for Svitzer. ASL Shipyard is building the two tractors and one ASD tug, to be deployed by Svitzer providing towage and emergency response services at Mid West Ports Authority, Geraldton, Western Australia. The Robert Allan Ltd-designed vessels will each be driven by two Schottel Rudderpropellers type SRP 460 with 2.6m fixedpitch propellers, each driven by a Caterpillar 3516 engine developing 2,240kW and providing a bollard pull of up to 70t.

8 Albwardy Damen has been presented with Shipyard of the Year Award at a ceremony at the 16th Seatrade Maritime Awards Middle East. Mentioned regularly in Tugs & Towing, Albwardy Damen is an important provider of shiprepair services in the region, it also builds vessels however including tugs with eight such deliveries recorded in 2018. 8 Boskalis associate Smit Lamnalco is to deploy three new 95tbp tugs on the back of a ten-year terminal service contract in Mozambique. The contract includes additional extension options and will cover integrated marine services including berthing and unberthing duties for Coral FLNG at the Mozambique Floating Natural Gas terminal, the first offshore LNG development for Mozambique. A new offshore support vessel will be utilised to provide logistical and marine services with the contract that commences early in 2022 and is valued at USD 200m for Smit Lamnalco.

FLOATING WIND INNOVATION COMPETITION LAUNCHED A recently launched innovation competition has highlighted a £32bn opportunity for the global floating offshore wind market
NASCENT SECTOR Analysis by the Carbon Trust has shown that while floating offshore wind is a nascent sector, it is forecast to deliver up to 12GW of renewable energy capacity by 2030. Realising this scale of deployment cost effectively will require innovative solutions to de-risk the technology and reduce costs. Joint industry partnerships have delivered targeted and effective research and development projects that have contributed to the rapid cost reductions seen across the offshore wind industry over the last decade. However, a number of challenges for the floating offshore wind sector need to be overcome to allow large scale deployment of this technology.
The competition is also looking for other technologies that will reduce the cost of floating offshore wind, such as reducing installation times, allowing serial fabrication or reducing maintenance requirements CHALLENGE AREAS The objective of the Floating Wind Technology Acceleration Competition is to attract ideas both from within the offshore wind industry and across a wide variety of other sectors including: marine, automotive, oil and gas, aerospace, robotics and manufacturing. It is specifically seeking technologies to address four key challenge areas: 1. Technologies that will enable effective and safe major component exchange offshore, for example by compensating for the relative motion between the vessel and turbine during O&M. 2. Developing cost effective and safe disconnection and reconnection operations when turbine foundations are towed to port. This includes novel 'out of service' arrangements which ensure mooring lines and electrical array cables safely remain secured in-situ while the turbine is in port. 3. New methods for cost effective, safe and reliable monitoring and inspection of large numbers of mooring lines, power cables and foundation structures. 4. New methods, materials or technologies that reduce the cost of mooring systems through easier and safe installation and/or reduced maintenance requirements. 36 | NOVEMBER 2019

The Floating Wind Joint Industry Project (JIP), managed by the Carbon Trust, has launched the Floating Wind Technology Acceleration Competition to accelerate the development and commercialisation of floating wind. The Carbon Trust, together with 14 leading offshore wind developers represented by the Floating Wind JIP, will select the best ideas with a particular emphasis on mooring systems and operations and maintenance (O&M). With a fund of £1 million from the Scottish Government, the competition will award innovations that will drive the floating wind market forward to help meet decarbonisation targets and open up a £32 billion market opportunity.
MISCELLANEOUS CATEGORY The competition is also looking for other technologies that will reduce the cost of floating offshore wind, such as reducing installation times, allowing serial fabrication or reducing maintenance requirements. Entries submitted in this category should provide details of the challenge their technology is overcoming. The challenge areas were identified through previous work undertaken by the Floating Wind JIP. The Summary Report from Phase 1 of the Floating Wind JIP summarises the technology challenges in the floating wind sector across electrical systems, mooring systems, infrastructure and logistics.

COST EFFECTIVE MAINTENANCE This report highlighted the need for dedicated solutions for offshore wind mooring systems, in particular the use of synthetic mooring line materials compared to conventional steel chain or wire moorings, and efficient means of installation and maintenance. The report also identified the need to develop efficient manufacturing processes and develop cost effective means of maintaining floating offshore wind structures. Scotland's Energy Minister Paul Wheelhouse said, “I am delighted to announce the £1 million Floating Wind Technology Acceleration Competition that Scottish Government are partnering with the Carbon Trust to deliver. Given that 80% of offshore resource across the world is in deeper water, floating offshore wind will undoubtedly play a key role in renewable generation in the future. Finding solutions to the key challenges identified as part of the competition will facilitate faster deployment of commercial level floating offshore wind farms, allowing this technology to reach its potential.” Jan Matthiesen, Director of Offshore Wind at the Carbon Trust commented, “Offshore wind in Europe has delivered cost reduction at a scale that no one anticipated, cementing its role as a truly competitive energy generation technology. It is now cheaper than building new conventional power plants. Floating wind is a proven technology and promises to be the next renewable power success story.” It should be noted that this competition will not fund projects to develop new floating wind platform or turbine designs. A new campaign and petition aim to encourage the UK government to invest in tidal stream energy to help achieve zero emissions by 2050. #turnthetideontidal is a campaign by UK Tidal Energy, an organisation set up to promote the UK tidal stream energy industry and launched by Perpetuus Tidal Energy Centre (PTEC). UK Tidal Energy has launched a petition with the UK government to 'Commercialise the U.K. Tidal Stream Industry with Government Revenue Support'.

It said tidal energy is “inexhaustible” and “completely predictable” and the UK has 50% of Europe's tidal energy resource, meaning it could be an important part of the renewable energy mix.

The first WindFloat Atlantic unit, complete with its turbine fully erected, has been installed at sea in a location 10 miles off the coast of Viana do Castelo in Portugal writes Dag Pike. This first unit, rated at 8.4MW will soon be joined by two more similar units by the end of this year to create the first floating wind farm in Europe. In total this wind farm will produce 25MW, which is equivalent to the energy needs of about 60,000 people. Principle Power has developed this WindFloat technology, and has also developed the detailed design for the platform and mooring system and certifying the design with the classification society ABS. The company also provided the project with platform fabrication, load-out, turbine installation and

offshore towing and hook-up and will also continue operating and maintaining the WindFloat units once they are commissioned. Once fully installed, the floating offshore wind farm will comprise three V164-8.4 MW turbines with a tip height of 190 metres atop Principle Power's triangular, semi-submersible WindFloat floating platform and will be located in a sea depth of 100 metres. The development of this largest Windfloat follows six years of trials with smaller units that have experienced waves up to 17 metres high. The system allows the turbines to be coupled to the platforms in the harbour, and then the completed structure is transported to its destination using commonly available harbour tug boats or supply boats, a system that is claimed to significantly reduce costs and technical challenges. The WindFloat can also support the largest commercially available wind turbines in the world, which helps increase power generation and drive reductions in lifecycle costs. These Atlantic units were constructed in the harbour at Ferrol in Spain and undertook a 120 mile towage to their installation site. “We're breaking new ground with this WindFloat Atlantic installation, so we're intent on gathering the necessary data and insights to carry forward into future floating offshore wind projects,” said Flemming Ougaard, the Chief Operations Officer of MHI Vestas. Over the coming decade, the offshore wind industry (both fixed and floating) is expected to invest over $30 billion a year. This could represent an additional $1 trillion for the ocean asset base over the next 25 years, which will lead to new jobs and investments in local ports, shipyards and other ocean infrastructure in coastal communities around the world.

Dutch survey major Fugro has signed a Memorandum of Understanding (MOU) with Underwater Survey Technology 21 (UST21) in a move that opens up the South Korean offshore wind farm market. Growing demand for alternative energy sources has led South Korea to explore its potential for wind energy, and Fugro's global experience on over 100 offshore wind farm projects will be key to realising South Korea's offshore wind farm ambitions. The agreement with UST21 will facilitate collaboration on marine projects in South Korean waters, whereby Fugro will expand UST21's local hydrography capacity to provide site characterisation services, including geotechnical, geophysical and offshore metocean solutions. In return, UST21's local hydrographic expertise will provide logistical and operational support to Fugro's offshore metocean projects. For example, in conjunction with UST21, Fugro will shortly deploy several Seawatch Wind LiDAR buoys offshore South Korea to perform vital wind resource assessments.

The 15-metre multi-mission vessel has been named HBR1 and is the latest model in the ProZero series of fast workboats. It has been designed and constructed according to the specific requirements of Greater Copenhagen Fire Department Greater Copenhagen Fire Department states: ”HBR1 was acquired in order to solve a number of very specific response missions in addition to playing a general role in the daily operations. We have a range of inhabited islands in Øresund, among other Middelgrundsfortet and Drogden lighthouse where we have previously undertaken rescue and firefighting missions from open RIBs. This is not an optimal solution, particularly not in harsh weather conditions. Several ports in our area are changing character. Today we see a very different and more recreative use of the port areas which includes establishment of houseboats, sailing with all types of boats, landing with seaplanes, events in and close to the water in addition to rapid population of the port areas. HBR1 is a tough response vessel which can sail under all weather conditions in the waters surrounding our district. It is over 14 metres long, 3.5 metres wide, has a draft of 90cm and is propelled to a maximum speed of 29 knots (54km/h) by two Volvo Penta IPS 450 engines. HBR1 can be accessed from both the bow and stern. The aft deck is designed to function as a diving platform and features access to the toilet facilities. HBR1 has a crew of 2 emergency response specialists and can accommodate 10 seated passengers and 1 lying patient in the protected cabin. This means that we can transport firefighters, pre-hospital crew and e.g. police force members without first having to dress in anti-exposure immersion suits, life jackets etc. For firefighting, HBR1 is equipped with a fixed N25 Rosenbauer pump, a fixed water cannon and storz coupling. Up to 180 metres of fire hoses are brought along in addition to a portable OTTER pump to place on land. Furthermore, HBR1 features a fixed marine radar, sonar, echosounder, VHF radio, SINE terminal, digital sea maps, AED, first aid supplies and oxygen equipment. 38 | NOVEMBER 2019

SAFETY AWARD FOR DREDGING PIPE CONNECTION SYSTEM A new system that removes manpower from the risky task of joining sections of dredging pipe has won a dredging industry safety award During a ceremony at the IADC (International association of Dredging Companies) Annual General Meeting in New Delhi, IADC President Frank Verhoeven announced the Safety Award 2019 winner: Boskalis with its Floating Line Connecting System. Boskalis' in-house technical department developed an innovative Floating Line Connecting System (FLCS), where floating pipes are connected safely by remote control, without the need for people to get close to the pipelines, eliminating manual operations entirely. This results in fewer crew transfers and fewer safety risks. The high risk operation of connecting pipelines was identified by the crews doing the work and the consensus was, there must be a better way. The first step was developing a selffloating pipeline that could handle sharp materials. The flexibility of this pipeline meant that 100-metre-long pieces could be placed instead of 20 metres long as is normal with steel pipes. This resulted in an immediate reduction in the number of connection points so fewer people were put in risky situations. Yet manual activities were still required. Brainstorm sessions led to various designs and demands, but it took ten years before all the pieces fell in place and a final design was made. A patent has now been applied for and the Boskalis inventors continue to look at ways to improve the design.

already been applied to a port construction project in Duqm, Oman and it will soon be rolled out and be applied to future Boskalis projects. The IADC Safety Award is intended to encourage the development of safety skills on the job and to reward people and companies demonstrating diligence in safety awareness in the performance of their profession. Given every year, the award is a recognition of the exceptional safety performance demonstrated by a particular project, programme, procedures, product, ship, team or employees.

The International Maritime Rescue Federation (IMRF) has held its eighth European Lifeboat Crew Exchange Programme, with 72 maritime search and rescue (SAR) professionals from 14 countries across Europe taking part. The programme was launched in 2012 and brings together volunteers from lifeboat organisations to train, share best practice and learn from each other. Theresa Crossley, chief executive of IMRF said, "Each year the number of maritime SAR volunteers and organisations taking part in our crew exchange has grown, and every year the feedback from participants has been overwhelmingly positive, describing it as an incredibly useful and productive exercise. "The European Lifeboat Crew Exchange builds close and extremely collaborative

Lifeboat organisations from Germany, Norway, Finland, Sweden, the UK, the Netherlands, France, Estonia, Portugal and Croatia participated in the exchange whilst crew members from Bulgaria and Latvia, and for the very first time Russia and Canada, travelled across Europe to experience active duty with hosting organisations. During the week-long exercise the crew members took part in simulated exercises, shared personal experiences of complex rescue situations and learnt new techniques and skills. The IMRF has 118 member organisations including maritime rescue coordination centres, coast guards and volunteer response organisations in over 50 countries around the world.

The adoption by the IMO of the International Code for Ships Operating in Polar Waters (Polar Code) makes it mandatory for ships sailing into Arctic or Antarctic waters to demonstrate that extra precautions have been taken in relation to safety, protection of the environment and seafarer competence. In anticipation of the increase in maritime traffic in the polar regions both for leisure and commercial purposes, Stream Marine's Technical Training division has developed what it claims to be the world's first Bahamas Maritime approved Polar Code/Polar Survival training course in partnership with Teekay Shipping. The course prepares crew regarding the actions they need to take in order to survive in icy seas for up to five days, as per the current requirement, in the unlikely event of abandoning ship in some of the remotest and hostile areas on the planet. SMT's course takes place on its campus at Glasgow airport which has a swimming pool and an indoor real snow facility only two miles away. The course is delivered by Master Mariners who have a wealth of knowledge of operating in icy seas and an ex Royal Marine Medic who covers first aid with specific reference to injuries which may occur in a cold environment. The training programme takes place over two

and a half days and covers key areas such as: An introduction to the Polar Code; Polar Regions and Characteristics; Survival on the Ice; Cold Weather Injuries and Helicopter/Aircraft rescue. “Having the world's first Bahamas Maritime approved polar survival course for crew is an amazing achievement by the technical division. ELECTRIC OBSERVATION CLASS ROV PASSES SEATRIALS A compact remotely operated underwater vehicle represents the first of a new generation of electric observation class ROVs The Forum XLe Spirit is the smallest in a new range, and powerful enough to perform subsea maintenance and repair work. Forum says it is ideally suited to the aquaculture market and capable of tasks such as net and tank inspection. Working with its Norwegian partner, Innova AS, Forum recently tested the XLe Spirit at a fjord with a 500m water depth. The standard equipment function testing was confirmed utilising all ancillary equipment, including cameras, lights, altimeters and sonars. The XLe Spirit benefits from an optional electric or hydraulic five-function manipulator arm. The self-regulating power feature compensates for tether losses ensuring a constant and stable power delivery to the vehicle, regardless of tether length. The trials follow a twelve-week assessment, which took place at Forum's test tank in Kirbymoorside, Yorkshire, UK.

Oceanographic instrumentation firm's new CEO A specialist in oceanographic instrumentation has appointed a new CEO as it continues to grow. Finn Ivar Marum has been appointed the new CEO of Nortek as Atle Lohrmann steps down after two decades at the helm. Mr Marum was previously a senior partner at private equity investor HitecVision and most recently an executive vice president at Norfund - The Norwegian Investment Fund for Developing Countries. He has also served as chairman of the board at Nortek for the past seven years. “Finn Ivar Marum brings with him new types of competences that are more relevant for our organization as Nortek continues to grow,” stated Mr Lohrmann, now chairman of the board.
The importance of a solid organisational structure has become increasingly important as Nortek enters into several new market segments and aims to more than double its turnover in the coming five years.
Mr Lohrmann is taking on new challenges at Hefring Engineering in Boston, US. “I am not retiring! Quite the contrary,” said Mr Lohrmann. “From now on, my main focus will be on developing Hefring Engineering here in Boston to become a viable provider and partner in the US market.” The first project Hefring Engineering is focusing on is to develop a small and efficient glider to help researchers cover more of the ocean in a single mission. A marine institute in Belgium has taken delivery of an autonomous underwater vehicle (AUV) that is configured for diverse research applications and rated to 1,000m depth in a low logistics form factor. The Flanders Marine Institute (VLIZ) in Oostende, Belgium is the new owner of a Gavia AUV from Teledyne Gavia. AUV Barabas, which has recently undergone Sea Acceptance Testing, includes an array of scientific instruments to meet current and future VLIZ research requirements. Wieter Boone, head of the VLIZ Marine Robotics Centre, said: “We were looking for a versatile system, to operate both in shallow and deep areas. The Gavia stood out as low logistic solution with large selection of sensor options. “The addition of the Gavia AUV will significantly increase the operational capabilities of the centre in scientific campaigns and in collaborative projects with partners from the blue economy.”
A long-term project to design, manufacture and operate two new underwater drones has been concluded. The H2020 BRIDGES project, which stands for Bringing together Research and Industry for the Development of Glider Environmental Services, started in April 2015 and finished in August. Engineers and technicians worked together to design, manufacture and operate two Alseamar underwater unmanned vehicles (the DeepExplorer, 2400m depthrated and UltraDeepExplorer, 5000m depth-rated). Involving 19 partners from 8 different countries, the project aimed to fulfil the brief to “perform research on cost-effective, robust and autonomous platforms.

DIVING & UNDERWATER SERVICES AUV with mobility features trialled EvoLogics’ ‘Poggy’ has two propulsion thrusters and two independent flexible “tails”. Developed as part of the BONUS SEAMOUNT collaborative R&D project, Poggy's dual-tail construction is an original idea that stemmed from previous work on EvoLogics' Manta Ray AUV and its lifelike “flapping wing” propulsion system. The design was simplified and optimised - the robot lost the wings, and its tail was divided in two. GROWTH IN ONBOARD CYBER PROTECTION A marine software company says it has seen exceptional growth in the use of its secure, maritime optimised email software and other cyber-security solutions GTMaritime said many people in the industry have been spurred into action by IMO's decision to bring cyber-security under the remit of the ISM code from 2022. Some 5,677 vessels are now using solutions from GTMaritime's portfolio. Mike McNally, global commercial director, said: “As the leading independent provider of maritime email we feel a responsibility to continuously enhance the cyber security aspect of our solutions. We have made hundreds of updates and enhancements this year and will continue to do our best to keep ahead of the threat profiles.” SECURITY WITH GTSENTINEL The deployment of the made-for-maritime anti-virus solution GTSentinel has jumped 23% since September 2018, with nearly 1,500 vessels now subscribing. GTSentinel allows fleet IT managers to schedule the distribution of anti-virus updates on a live, daily or weekly basis. Updates need only be sent once to each vessel and then propagated to all onboard devices thanks to a unique serverless peer-to-peer distribution mechanism. The 'buddy system' minimises the impact of updates on the ship's communications infrastructure and lets fleet managers strike a balance between airtime costs and updating anti-virus software.
When coupled with GTMaritime's advanced email solution, GTMailPlus, GTSentinel ensures vessels are equipped with the highest level of protection against ransomware, spam, viruses and malware.

Industry warned not to neglect cyber “hygiene”
A marine surveillance solution is helping to improve coastal monitoring efficiency. MaxSea's TimeZero marine navigation software carries out coastal monitoring to define acquisition zones in order to focus precisely on areas to watch. It is possible to configure alarm zones as well as video tracking for automatic tracking of AIS/ARPA targets. MaxSea recently carried out installations for the Palma de Mallorca cruise port in Spain, a port in Portugal and Bristol harbour in the UK. These installations involved a Furuno DRS12A X-Class radar, a Furuno FA-30 AIS receiver, and an Axis PTZ camera.
A satellite communications specialist has warned that cyber hygiene is as important for the shipping industry as cyber security. IEC Telecom said that the biggest threat to cyber security for the majority of vessels at sea is the hapless downloading of a virus by staff members not following proper procedures. “Too many companies treat digital security as an after-thought and do not have suitable policies and procedures in place,” warned Nabil Ben Soussia, vice president of maritime at IEC Telecom. “There is a lack of awareness of how one silly slip-up, like downloading a virus from the internet or a memory stick, can destroy your working environment.” Maritime sector firms need to adapt their methods of working to encompass cyber issues, he advised. “They need to redefine their rules to take account of cyber security. The tools are there to protect their data and equipment but they need to take responsibility and manage the risks,” he said. “You need to secure critical systems in a closed network with limited access from certain terminals only, strictly implement proper policies and properly train crew.”

SETTING NEW STANDARDS Netherlands-headquartered worldwide tug and workboat fleet operator Herman Sr. has ordered the first DP2 Shoalbuster early 2019 which is currently in build at Damen Hardinxveld. 35 metres in length and over 14 metres wide and with a free deck space of 200m2, the Shoalbuster 3514 will be a substantial working platform. Her SD (Shallow Draft) notation is derived from her exceptionally shallow draft of 2.7 metres at full tank capacity and just 2.4 metres at 50% capacity. Among the many roles that this first DP2 Shoalbuster will be capable of fulfilling will be anchor handling, for which she will have an open stern complete with roller, and towage. With 60 tonnes of bollard pull she will be a powerful and effective towage asset. With the delivery of Brutus a large range of new services shall be offered to our clients such as UXO clearance, PLGR, Trenching, Cable removal, ROV support, Mass-flow operations a nd mattress laying.
