International Microfilm Contest
Proposal: BLIA to postpone the re-election of the World Headquarters Eighth Board of Directors.
Description: 1. In accordance with BLIA World Headquarters Charter, the terms of service for President, Vice President, and Directors are four years, a reelection should be held every four years during the General Conference of the year.
2. Due to the COVID-19 pandemic, the 4 th Meeting of the Seventh Board of Directors will be held online and the General Conference is postponed to be conducted in October 2023.
Procedure: 1. The term of service of the World Headquarters Seventh Board of Directors, originally due to complete on December 31, 2022, is to be extended to December 31, 2023.
2. Please agree on the re-election of the BLIA World Headquarters Eighth Board of Directors to be held at the 2023 General Conference.
Resolution:
Proposal: To sustain promotion of “The Complete Works of Venerable Master Hsing Yun” by gifting the series.
Description: “The Complete Works of Venerable Master Hsing Yun” is the invaluable wisdom scripture of contemporary Buddhism, we should study deeply in understanding the philosophy and practice of Humanistic Buddhism of our times. Fo Guang members worldwide are encouraged to actively promote “The Complete Works of Venerable Master Hsing Yun” for the Dharma essence of Humanistic Buddhism be spread around the world, purifying human minds.
Procedure:
1. Respond to sponsoring “The Complete Works of Venerable Master Hsing Yun” for gifting to national and university libraries for the public to read and study.
2. Conduct donation ceremonies, seminars for studying the books, or forums.
Resolution:
Proposal: To conduct the “Wisdom and Innovation” Activity Planning Contest.
Description: Encourage chapters to base on the Dharma, using wisdom and innovation as skillful means to conduct various Dharma propagation activities; motivate subchapters and members to reach out and integrate with the community and neighbors, bringing in more members to BLIA in propagating the philosophy of Humanistic Buddhism.
Procedure:
1. Material to be submitted: Activity project plan, financial statements, news report, activity photos and video, as well as an overall review etc.
2. To participate: Email the above information to bliataipei@blia.org before June 30, 2023.
3. Award: Selected project plan will be recognized at the 2023 BLIA General Conference.
Resolution:
Proposal: To respond to “Environmental and Spiritual Preservation” in actualizing the United Nations initiatives for protection of the planet and balance of the ecosystem.
Description: In the effort to mitigate climate change and global warming issues, we are calling on BLIA members worldwide to respond with action by actualizing T-Earth reforestation, Vege Plan A and other projects to save the Earth to reach the United Nations 11 SDGs for Climate Action, Life Below Water, and Life on Land.
Procedure: 1. Encourage chapters to continue promoting activities such as VegRun and tree-planting for reforestation locally. If posters or promotion materials are required, please apply to the Pure Green Foundation at service@ipuregreen.org.
2. Continue to promote Vege Plan A to encourage more people to change their diet for saving the Earth.
Resolution:
Proposal: To conduct the 2023 Chan and Pure Land Virtual Light-offering Dharma Service.
Description: In upholding the Buddhist spirit of unconditional compassion and loving-kindness for all, Fo Guang Shan Monastery is the organizer, BLIA Chunghua the institution-in-charge, and BLIA chapters and group members (branch temples worldwide) the co-organizers of this event.
By conducting this online prayer service, we pray for world peace.
Procedure:
1. Time of Dharma Service: (Taiwan) March 4-5, 2022, Saturday-Sunday at 4:30 PM
2. Participants can watch the service from BLTV or BLIA World Headquarters YouTube channel at home, putting on their haiqing and precept robes in attendance for diligent practice.

Resolution:
Proposal: To promote the “Humanistic Buddhism Speakers” program.
Description: In order to actualize Founding President Venerable Master Hsing Yun’s guideline for BLIA: “from disciple to lecturer,” encouraging BLIA members study the Venerable Master’s works and to accept training to become Humanistic Buddhism Speaker. By speaking on the Dharma essence of Humanistic Buddhism, they can turn more people’s lives around with the Dharma.
Procedure:
1. Study material: please refer to “The Many Matters of Life,” “Between Ignorance and Enlightenment,” “Hsing Yun Dharma Words” etc.
2. Training and exam time and place: To be determined by the Vice Secretary General of each continent/region.
3. Members and executives who have completed training and passed the exam will be awarded with a badge (this term of appointment is from 2023 to 2024). Monastic advisors can arrange for them to speak for 15 minutes before the local monthly meeting.
4. Please apply to the World Headquarters Secretarial Office for relevant procedures and training teaching resources.

Proposal: To conduct the “2023 Three Acts of Goodness International Microfilm Contest”.
Description: To spread truth, kindness, and beauty of the world in response to the Three Acts of Goodness: “do good deeds, speak good words, and have good thoughts,” as advocated by Venerable Master Hsing Yun. The “Three Acts of Goodness Microfilm Contest” aims to inspire talents in different regions to present the most beautiful and kindest stories in life in microfilm format, joining together to promote love and peace in the world.
Procedure:

2. Timeline:

Description: In upholding the philosophy of purifying people’s minds, the “Beauty of Buddha’s Light Photo Contest” aims to capture the moving moments of BLIA activities and its members to advocate Founding President Venerable Master Hsing Yun’s concept, “being touched is the most beautiful world.”

Description: 1. The 2019 BLIA Board of Directors Meeting had passed the motion “To change the organization of BLIA Malaysia,” the preparatory work for which is completed in July 2022.
