As we head into the fall season, I want you to rediscover your love with Merriam’s parks! With 10 parks to choose from, there’s something for everyone. Take advantage of a contest we’re doing this fall to learn about our amazing parks and playgrounds, and you may win $100. Find more information about this on page 9.
Falling into the new season brings many changes in Merriam. Earlier this year, the City Council approved regulations for Short-Term Rentals, such as Airbnbs and VRBOs. The new rules should protect the safety and welfare of Merriam residents and their neighborhoods.
We’re also developing our 2025 budget. Last year, we made a clerical error that helped many Merriam residents. You saved an average of $145 in property taxes this year, but the City took a hit. We’re fixing that error so we can continue to provide the services you deserve. You’ll see an increase to the City’s portion of property taxes in 2025, but your rates won’t go up to the 2023 level. The City’s mill levy rate is expected to be about one mill lower than in 2023. Find more information about this on page 5. Don't forget we offer the Property Tax Rebate Program for income-qualified residents, which refunds the city portion of collected property taxes. I appreciate your understanding as we navigate the budget.
Lastly, I want to say ‘Thank You!’ for the amazing results of our 2024 Community Survey! The City Council and staff leaders feel like we’ve created something special that has turned Merriam into the community that we all love. We’re happy to confirm that 92% of you are satisfied with the overall quality of life in our Just Right city. That’s up 2% from when we last did this survey in 2021. We’ll do everything we can to keep increasing this number because that’s what you all deserve.

Community Survey Results Show You Love Merriam
Merriam residents recently completed a community survey to let us know their thoughts about City services and leadership. The feedback helps shape decisions made by City leaders to ensure Merriam continues to thrive for generations to come.

City Looking into Single Trash Hauler
Based on the 2024 Community Survey results, the City Council is exploring using a single trash hauler in Merriam. A single trash hauler means one trash company would pick up all residents’ trash, recycling, and yard waste. The goal is to lower residents’ yearly costs for this service and reduce the number of trucks on City streets. City leaders are still in the discussion phase, so here’s how to get involved:

2025 Budget
We Love Our Business Community
Merriam businesses gathered in June for a business appreciation event hosted by the City. They got a sneak peek at results from the 2024 Business Survey, where they learned that 85% of respondents said that Merriam is an excellent or good overall place to do business. We also presented certificates of recognition and appreciation to businesses in attendance celebrating 10-plus years in Merriam! View the 2024 Merriam Business Survey results at merriam.org/survey.
The City Council is in the middle of creating next year’s budget. In 2023, you received a postcard in the mail describing a clerical error we made when submitting our 2024 budget. This mistake meant that Merriam residents and property owners this year are paying less in property taxes than originally budgeted.
The City must fix this mistake for the 2025 budget, but we still anticipate a lower city tax rate than in 2023.
In 2025, the property tax rate (or the mill levy) will rise to an appropriate level where the City can still provide the services you deserve. This chart shows you how we plan to do that. Even though we’re technically raising the City’s portion of the property tax rate overall, the trend line for your property tax rate is decreasing. The anticipated property tax rate in 2025 is actually the lowest in more than a decade.

SHORT-TERM RENTALS
New Licensing Requirements for Short-Term Rentals
The City of Merriam is now regulating ShortTerm Rentals (STRs). A STR is the leasing of a single-family residence, two-family residence, or attached residence for up to 28 consecutive days where the property owner doesn’t occupy the residence for the duration of the lease. To operate a STR, property owners must comply with new licensing and distance regulations.
Licensing Requirements
▶ Obtain a City-issued Residential Landlord License – $90 annual fee
▶ Obtain a City-issued STR License – $300 annual fee
Property owners may submit applications to the Community Development Department at City Hall.
Distance Requirements
There are no distance requirements for STRs through Sept. 30, 2024, though you must submit completed license applications and fees by Sept. 2.
Effective Oct. 1, 2024, a new STR can’t operate within 1,000 feet of another STR. The map on the right shows anticipated STR properties based on current operations, but contact the Community Development Department at 913-322-5520 to confirm licensed STR properties.

Jazmin Bustos grew up in Johnson County and has lived here all her life. She received her bachelor’s degree in urban planning and design from the University of Missouri – Kansas City. She takes pride in being a first-generation college graduate. Jazmin landed her first job out of college at the City of Merriam. When she’s not in the office, you’ll find her hanging with her squad of five miniature poodles.
What do you do?
I review development proposals and conduct site inspections to ensure compliance with city regulations and long-term planning goals. I also help create new local processes for adopted municipal regulations, such as the Short-Term Rental licensing requirements.
Why do you like your job?
I enjoy my job because it allows me to play a crucial role in shaping the future of the community. I find it fulfilling to work on projects that improve the quality of life for residents.

What does a typical day look like?
It’s a blend of problem-solving and community engagement. I start by fielding questions from residents and businesses, where my skills sometimes come in handy for helping Spanishspeaking patrons. I also review permits and plans to ensure everything meets regulations, keeping our community running smoothly and everyone informed.

City planners are crucial in maintaining the smooth operation of their communities. They play a key role in ensuring that new and existing developments adhere to local regulations, which helps create thriving and safe communities for the public.
What happens once someone applies for a Short-Term Rental?
Our department processes payment and reviews the application to ensure compliance with licensing requirements.
What’s the goal of the new ordinance?
It’s to protect the health, safety, and welfare of Merriam residents and their neighborhoods.

1. Properly dispose of leaves and other yard debris – Mulch your debris or have your trash hauler pick it up. Don’t rake or blow leaves into the street, storm drain, or creek.
2. Make repairs to your home or business – Buildings with chipped or peeling paint need to be painted. Damaged driveways need to be repaired to avoid violating City ordinances. The City offers many grant programs to help pay for these repairs and other home improvement projects. Visit merriam.org/grants for more information.

You can apply for the Exterior Home Improvement Grant and get reimbursed up to $3,000 to help pay for projects, such as:

BEFORE BROWN V. BOARD OF EDUCATION
As we reflect on the 70th anniversary of the pivotal Brown v. Board of Education ruling, one landmark case often overlooked is a lawsuit out of the South Park community – Webb v. School District No. 90.
This case served as a beacon of hope in the fight against segregation, particularly in education. In the early 1940s, the South Park community made a big impact. It became the setting for the first successful legal challenge to end racial segregation in Kansas schools.
The Webb case challenged the status quo of segregated schools in Johnson County, asserting that separate educational facilities for Black students were unequal. The case was filed by a local Black family that was forced to continue attending the inferior Walker School when white children were admitted to the new South Park Elementary School. This courageous effort marked a significant step toward ensuring equal access to education for all races. The outcome of the
case was a victory for civil rights, setting a precedent for future legal battles against segregation nationwide.
Today, as we commemorate the legacy of those who fought tirelessly for equality, it’s crucial to remember the pivotal role played by the Webb v. School District No. 90 case. It reminds us that change often begins at the grassroots level, driven by the courage and determination of ordinary individuals like the Webb family, Corinthian Nutter, Hazel McCray-Weddington, and Esther Brown.

John and Megan Schmidt have lived in Merriam for more than eight years. They met in culinary school and knew they wanted to own a business. John and Megan started a food truck called Eat Schmidt in 2017 as a part-time gig. They went full-time in 2021. When they’re not running their food truck, you’ll find them at the Merriam Community Center or with their two young kids.
What are your favorite events in Merriam? We love the movie night at the pool and Breakfast with Santa!

In May, Officers Ryan Albers and Jon Moll graduated from the Johnson County Regional Academy. Officers Sydney Schneider and Gary Young graduated from the Kansas Law Enforcement Training Center in June.

What do you like about the MCC? Everyone at the Merriam Community Center is very friendly. We appreciate the variety of equipment and the walking track. The free coffee allows us to visit with friends after a good workout.
What’s your typical workout routine, and what do you use most at the facility? Nacho is a Type 2 diabetic, so he uses the walking track, bike, and weight machines to keep it under control. I use the walking track, cables, pulley, Sci-Fit, and other machines.
How do you spend your time when you’re not at the MCC? We like to spend time with our granddaughter, daughter, and son-inlaw at least once a week, playing cards and board games with them.
Tell us something that might surprise us about your family. We both like to sing. I can’t carry a tune in a bucket, but I still like to sing. Nacho sings in our church choir and a praise band. He used to sing with Kansas State University’s Varsity Men’s Glee Club.
If you won the lottery, what’s the first thing you would do? We would make sure our daughter and her family were financially secure and then donate funds to our church, Cross-Lines, Kansas State University, and Fort Hays State University.
When you have 30 minutes of free time, how do you pass the time? Nacho likes to work outside, gardening vegetables. We both enjoy cutting grass. He likes to watch old movies during his free time, and I like to play Mahjong and Solitaire on my phone.

Swim Lessons
Swim lessons are all–inclusive and specific for each child’s skill set and include lifesaving and safety techniques. Children should be able to work with an instructor and participate in swim lessons independently and willingly.
Parent/Child: 6 months–2 years
This lesson is an introduction for parents and children. Learn safety tips while your child becomes familiar with the water and picks up basic water movement taught through songs, dances, and other fun forms of teaching. Parents must be in the water with their children.
Preschool: 3–5 years old
Your child will learn basic water safety skills while also growing more comfortable in the water. Students learn how to safely enter and exit the water, blow bubbles underwater, float, kick, and work on arm movements.
Youth: 6–12 years old
Beginning swimmers are introduced to basic stroke movement and learn how to be more comfortable in the water. More advanced swimmers are instructed in stroke technique, endurance, and safety skills.
Adult 13+
The adult lessons are designed to help you in whatever avenue you need. Whether you want to be a proficient lap swimmer, learn to float, or acquire water safety skills, we're committed to working on your goals.
Junior Dolphins
This program is designed for students who want to be part of the Merriam Dolphins swim team. The ideal student has gone through several rounds of swim lessons and is looking for more of a challenge. Students learn starts, flip turns, and swim team workouts.
Private and Semi–Private Lessons

Youth Aquatics
Aqua Toddler / Sensory Time Free for members!

▶ 1 punch = 1 adult and 1 child
Time specific for families with children sensitive to loud noises or big splashes of water. During this time, all fountains, slides, and water features are turned off. This isn’t a swim lesson and won’t be instructor-led. Parents must be in the water with their children.
Infant Aquatic Survival Swim (Nonwalking)
This six-week program teaches infants 6 months to 2 years (typically nonwalkers) to roll over from a face down or submerged position onto their backs to relax and breathe. Lessons are 15 minutes, one–on–one, four days a week.

Infant Aquatic Survival Swim (Walking)
This eight-week program teaches toddlers and younger children the swim-float-swim sequence. Children will learn to swim a short distance with their face fully submerged, roll onto their back, float and rest whenever they need to breathe, and flip back onto their tummy to continue to swim to safety while fully clothed. KU Sensory Aquatics - Youth
This program provides swim lessons for children with autism spectrum disorders. Individual and small-group lessons are available to meet the children’s learning needs. The program follows the United States Masters Swimming Adult Learn-toSwim curriculum with modifications as needed. Arthritis Foundation Exercise Program (AFEP)
Keep moving with this low–impact physical activity program proven to reduce pain and decrease stiffness. This chair–based class includes range of motion exercises that are suitable for every fitness level and ability. A $3 donation is suggested.
Cardio Chair Drumming
You become the music in this full–body workout that leaves you smiling and ready for the day. This class is done seated in a chair while drumming on a big stability ball or floor. We provide everything you need. All abilities are welcome; we don’t go down to the floor. Instructor: Kim
Iyengar Chair Yoga
This is a gentler form of practicing yoga postures while sitting or standing, using a chair for support. It’s beneficial for anyone as it increases flexibility, improves strength, and reduces tension. Breathing techniques are also part of the practice. All classes end with a short period of deep relaxation. Instructor: Rafael, CIYT
Tap Class
Enjoy a variety of music while you tap your troubles away! Class begins with simple technique exercises, working your body and your brain. From there, we'll learn rhythms and a combination of tap steps to favorite Broadway tunes and other music types. Must have tap shoes. Instructor: Treva
Silver Screen Matinée

Senior Fit Class Pass Scholarship
Merriam Residents Only ▶ Ages 60+
This scholarship is for patrons 60 years old and older who have a Merriam Community Center membership and want to get a Fit Class Pass. Limited to Merriam residents. Low–income guidelines apply.

The Merriam Parks and Recreation Department’s mission is to provide first–class facilities and parks and enhance the quality of life for all residents and visitors through educational, recreational, and cultural opportunities.
Registration
Please register at least three working days before the class start date. Register early as many of our classes reach capacity due to popularity.
Community Center Closures
Occasionally, portions of the Merriam Community Center may be closed for specially–scheduled activities and holidays. Anticipated closures will be posted as early as possible.

Facility users are expected to respect MCC property and fellow users. Destruction of property, profanity, and abusive behavior won’t be tolerated. Violators will be asked to leave the facility, and repeat offenders will have privileges permanently revoked. The use of tobacco products is prohibited in the MCC and within 10 feet of all entrances.
Children 8 and under must be accompanied by a responsible person age 14 or older. No person under the age of 16 is allowed to participate in, or attend, adult fitness classes. The MCC isn’t staffed to provide individual child supervision. Please don’t drop children off and leave them unattended.
Merriam Parks, Recreation, and Community Center Foundation
Established in 1988, the Foundation has provided more than $186,000 to support the Parks and Recreation Department.
