I hope you’re as excited as I am to see all the growth and progress that Merriam is making in our “Just Right” city! Merriam Grand Station at Shawnee Mission Parkway and Antioch Road is going vertical. Construction crews are currently working on two apartment buildings, a parking structure, six restaurants, and two retail spaces. Krispy Kreme and Freddy’s will stay as well. Merriam Plaza Library is expected to open in spring 2024. Located next to the Merriam Community Center, you’ll be able to exercise your mind and body on the same day. The library has a green roof and lots of natural lighting. Inside you can find a mural that commemorates the Webb family. Learn more on page 8. City Councilmembers also decided to roll back your property tax rates in the 2024 budget – the first since 2008. And, boy, did we ever roll it back! You recently received a postcard in the mail talking about the City’s portion of property tax rates. We made a clerical error that will save you money in 2024. However, we can maintain the high level of services and programs you expect and deserve. This means the mill levy rate will likely need to go back up some in 2025. Learn more about this on page 10. More public art is coming to Merriam! City Councilmembers have invested $550,000 over the next five years for public art initiatives. We’re creating a Public Art Master Plan and will need your input to help us decide on future art projects in our community. We have so much to look forward to and have much to be thankful for during this time of year! We’re grateful for your trust in us to build a better and more inclusive community for all. Before you conduct business in Merriam, you need to get an occupational license. Apply for a new license or renew a license online at merriam.org or in person at City Hall. Some home-based businesses require a permit. 8–12 Free Holiday Tree Disposal Public Works crews will pick up your holiday trees for free. Remove decorations and place your real trees curbside by 7 a.m. on your scheduled pickup day. Find more information at merriam.org/treelimbs.
Franchise Fee Rebate Program Applications Open Utility companies routinely collect franchise fees from their customers throughout the year. This program provides eligible Merriam families the opportunity to apply for franchise fee rebates on electric, gas, and landline phone bills paid in 2023. Contact the Community Development Department at 913-322-5520 or visit merriam.org/franchisefee to learn more about the program or to get an application. The City will accept applications from Feb. 1 through May 1, 2024.
MARCH 25-29 Spring Tree Limb Pickup Dispose of your branch and brush debris during the City’s free tree limb pickup. Place tree limbs curbside before 7 a.m. on Monday. Public Works crews will collect branches throughout the week. Please don’t include building material, plastic, metal, cardboard, paper, or other debris. APRIL 15-19 Spring Large-Item Pickup Residents can dispose of large items, such as furniture, appliances, mattresses, and rugs, for free. MERRIAM SURVEYS Your Response to Mailed Citizen Survey Will Improve Merriam’s Future Check your mailboxes! In early 2024, hundreds of randomly selected Merriam residents will receive an important survey in the mail. Merriam staff uses the survey to gather feedback on City programs and services and assess resident satisfaction. The survey helps City leaders determine the community’s priorities and how they should spend taxpayer dollars. Not every household will receive a survey. For those who get one, the time you invest will guide decisions made about our City’s future. Didn’t get a survey or want to fill it out online? Once it’s available, we’ll post it on our City website and social media channels. The government research firm ETC Institute will analyze the data. It will send the City a final report this spring, and we’ll post the complete report online at merriam.org.

The City of Merriam currently allows the open burning of leaves and sticks with a permit from the Overland Park Fire Department. Most cities in Johnson County have banned the open burning of leaves due to public health concerns but still allow the burning of sticks with a permit. Should Merriam City Councilmembers discuss the topic of banning the open burning of leaves, as long as the open burning of sticks is still allowed? MAJOR DEVELOPMENTS IN 2024
From a new library to more retail and housing, Merriam is seeing growth in all areas of development. Here’s a look at five major projects happening next year.

Turkey Creek Project & Downtown Merriam
The City of Merriam is working with the United States Army Corps of Engineers to ease potential flooding in downtown Merriam. We’ve focused on the downtown area for many years to protect our businesses and look for possible development opportunities. There are many parts that will make this project a success; the Corps portion is just a piece of that pie. Other pieces include a street reconstruction, placemaking, and beautification on Merriam Drive. The Merriam Drive Street Improvements project is on hold as we work with the Corps and their design team. As a part of these projects, public input is key. While we don’t know exactly what that looks like just yet, we’re working hard to make sure we get the process right before rolling it out. Merriam Grand Station
We’ve seen a tremendous amount of progress at Merriam Grand Station! The developer, Drake Development, demolished the old Kmart, performed site grading, and installed utilities. The parking structure foundations that sit below two apartment buildings are completed, and construction will soon begin on the 361 apartment units. The project is on schedule, with apartment leasing expected to start in 2024. Drake Development also anticipates construction to begin on the six restaurants and two retail stores in the near future. The entire project should open by the end of 2026. Learn more about this project at merriam.org/grandstation.

Public Art in Merriam
The City hired a consultant to put together a Public Art Master Plan. The plan will help the Public Art Committee decide what types of art the community wants in Merriam. Public input is an important piece of this plan. In October, you may have answered survey questions to share your thoughts about current and future projects in the City. Participate in an open house in December to give feedback on the Public Art Master Plan draft. The final plan is scheduled to be completed in early 2024. Learn more at merriam.org/publicart.

HVAC Upgrades to City Buildings
The City of Merriam is planning to perform HVAC and facility upgrades, including automated building controls in all City facilities in 2024. These items were recommended as energy conservation measures based on an audit completed in 2022.

Merriam Plaza Library
What a year for Merriam Plaza Library! Set to open in spring 2024, the new 15,000-square-foot branch was designed using community feedback. Visitors will soon find cozy reading nooks in the kids’ section, a convenient drive-thru, and a large meeting room to host storytime and other events. Other features include: ▶
Spacious windows to allow for natural light.

A covered front porch to provide a welcoming outdoor gathering spot.
▶
A green roof with more than 7,000 native vegetation plantings, which will attract pollinators and preserve the roof’s lifespan.
Merriam Plaza Library is next to the Merriam Community Center. The two facilities will share the parking structure and the outdoor courtyard. Antioch Library will permanently close on Jan. 29, 2024. This allows library staff to transfer materials and other items to Merriam Plaza Library before it opens in spring.
Library Art Installations Merriam Plaza Library will feature large metal wildflower sculptures designed by artist Sage Vaughn and a mural inside the building by Emily Alvarez. Vaughn’s outdoor installation features four prairie flowers in two groups. The metal sculptures, some reaching taller than the building itself, are made of Corten steel. The flowers include a Mexican hat (prairie coneflower) and a sunflower variety. The building’s meeting room includes a fourwall mural by local designer Alvarez. The mural pays homage to the Alfonso and Mary Webb family, longtime Merriam residents whose 1949 lawsuit to desegregate Merriam schools laid the foundation for the landmark Brown v. Storytime With Johnson County Library Once Merriam Plaza Library opens, bring your kids to Storytime! A librarian reads aloud from a selection of children’s books that align with a particular theme, season, or age group. They use engaging voices and props to make the stories come alive.

MERRIAM NEWS It’s a Good OOPS for You in 2024! Merriam City Councilmembers recently voted to lower the City’s portion of your property tax rate in 2024. Due to a clerical error, you’ll see even more savings next year! Instead of the property tax rate decrease of 0.25 mills the City Councilmembers originally approved, the rate was greatly lowered by 4.48 total mills. Here’s What Happened We’re human and made a mistake! We used a new form when trying to be more transparent about budgeting within a special financing district. We didn’t catch the mistake when submitting the form to Johnson County and the State of Kansas.

5701 Merriam Drive Update The 5701 Steering Committee met in April to continue discussing the vacant land at 5701 Merriam Drive (the site of the former community center) and what could become of that location. Throughout the summer, committee members toured many cities in the Kansas City metro area to visit different parks, amenities, and downtown areas for examples of how spaces become places where people want to gather and build community – also known as placemaking. The group will meet again after more information is known about the U.S. Army Corps of Engineers project with Turkey Creek and its potential impacts on downtown Merriam.
Internet Access Support and Free WiFi in Merriam A local nonprofit called KC Digital Drive wants to make sure lowincome residents in Johnson County have internet access. It’s subsidizing $75 per month for six months to those who qualify for internet access support. Find out if you qualify at kcdigitaldrive.org. Buy a Military Tribute Banner Merriam is proud of our Veterans, active-duty, reserve, and National Guard members. We’re excited to launch a tribute banner program that allows our community to honor their loved ones! Those who are recognized must be a current or former Merriam resident or an immediate family member of a current or former Merriam resident. You can purchase a tribute banner for $150. Due to limited space, applications are processed on a first come, first served basis through Feb. 28. The City will install the banners on our street posts in May on Merriam Drive from 57th St. to Hocker Drive and remove them at the end of July for you to have as a keepsake. MERRIAM BUSINESS COMMUNITY COMMUNITY Q&A TODD JOHNSON OWNER OF STRIP’S CHICKEN Todd Johnson opened Strip’s Chicken on Merriam Drive in September. Todd said he came up with the name by reversing the words “chicken strips.” He opened his first Strip’s Chicken in Olathe in 2016 and his second in Waldo in 2021.
What made you want to open a Strip’s Chicken in Merriam? After opening my other two restaurants, my goal was to find a location closer to downtown but still within easy driving distance to my home in Lenexa. When I noticed this spot was available in downtown Merriam, I had a lease signed in less than 24 hours. I love this location.
What’s been the response like so far in Merriam? Everyone has been very positive. We’ve always had customers travel from quite a distance because we have an extensive gluten-free menu, and now we’re able to offer them several glutenfree beers at this location.
What were your thoughts on adding a ‘dive bar’ to Strip’s and the downtown Merriam area? I owned a microbrewery in Chanute and had created a Mexican-style beer there called the Cabeza de Vaca. I was able to talk Sandhills Brewery in Mission to brew this, so we could serve it at the dive bar. It’s by far the number one beer we’re selling. We have 25 taps with a wide variety of craft beers, plus, I’ve created a homemade hard seltzer and ginger beer.
What else would you like to see in the downtown area? I’m looking forward to the downtown improvement project that will provide more parking and better sidewalks and lighting.

Residents who buy or build a compost bin and attend a City-approved composting workshop can receive up to $150 in rebates from the City. Reserve a Free Tree
Community Recycling Event Stats Merriam held a community recycling event in September that brought together residents, volunteers, and Northeast Johnson County cities to support sustainable practices. Here’s what we accomplished:
▶ 8,486 lbs (4.24 tons) of electronics kept out of the landfill
▶ 25,200 lbs of shredded paper collected, saving 214 trees from destruction

City Councilmembers are investing $100,000 for residents to pick out a tree from an approved list. The trees and planting of trees are free for you. Options are first come, first served and limited to one tree per home.

CAITLIN GARD Assistant City Administrator With more than a decade of experience working for local government, Caitlin Gard is the City of Merriam’s new assistant city administrator. Gard worked for the City of Lee’s Summit, Missouri, for two years before serving in various positions with the City of Shawnee for 10 years, most recently as the deputy city manager. Gard received a bachelor’s degree in political science from the University of Missouri and a master’s degree in public administration from the University of Missouri–Kansas City. Merriam City Councilmembers approved Gard’s appointment in late June. Her first day at the City of Merriam was July 24.

What do you do for the City?
Think of me as Ben Wyatt from the TV show Parks and Recreation! This role allows me to work with every department and touch all aspects of the community. It’s truly rewarding!
How would you describe Merriam?
Merriam is the perfect community – quaint and nostalgic yet has immediate access to everywhere in the metro. Spend any amount of time here, you’ll quickly feel a sense of pride in every single Merriam resident, business owner, and staff. They’re proud to be from Merriam because it’s Just Right!
CELIA KUMKE Public Works Director Celia Kumke is the City of Merriam’s new Public Works director. She joined Team Merriam in July. Kumke said Merriam has a reputation for providing quality service to residents, and she wants to continue the trend. Before coming to Merriam, Kumke worked as the public works director for the City of Mission. She also has served as the public works director for the City of Belton, Missouri, and as the city engineer and deputy director for the City of Olathe. Kumke received a degree in civil engineering from the University of Kansas and is a licensed professional engineer.

Merriam is forward-leaning on many initiatives that are important to me while maintaining the small-town community feel that we are comfortable with here in Johnson County. It's the best of both worlds. How do you envision Merriam in the next 3-5 years? While established and stable, Merriam has a lot of exciting upcoming projects, including redeveloping the downtown area. Having places where all people want to gather, spend time, and break bread is an important part of a community, and I’m excited to help build that.

PUBLIC SAFETY Merriam’s Crime Analyst Wins International Award Since 2016, Crime Analyst Seth Potts has worked behind the scenes, using statistics to make work easier for police officers. His efforts are now being honored on the international level.
New Merriam Police Officers
You’ll see six new Merriam police officers at our community events – all wanting to make a difference in our City. Sydney Schneider, Gary Young, Devin Newman, Austin Fulson, Jon Moll, and Ryan Albers recently joined the City’s police department and said they can’t wait to jump in and help make Merriam a safer community. They join another four officers who started working for the City of Merriam in May. Four of the new officers started police academy training in October.
Potts recently attended the International Association of Crime Analysts Conference, where he received the 2023 President Award. “This is a once-in-a-lifetime achievement for me, and I feel lucky to have the support system that has allowed me to be recognized like this,” Potts said. Merriam Police Chief Darren McLaughlin said the support system is a two-way street.

Hometown Hero Award Gerry Flores and her boyfriend, Jerrod Young, hadn’t seen their 82-yearold neighbor, Ralph Cochran, in a few days. They called Merriam police officers to check in on him. Gerry and Jerrod received Hometown Hero Awards for saving Ralph’s life. Read more about their story at merriam.org/news. New Year’s Enforcement
As we celebrate the end of 2023, do so responsibly. Merriam police officers will work overtime as part of a statewide enforcement campaign, “Taking Down DUI,” during New Year’s week. Officers will arrest anyone under the influence of illegal drugs or alcohol. The Kansas Department of Transportation sponsors the program, which runs from Dec. 26 through Jan. 2.
New Fire Station in Overland Park Means Better Services in Merriam Overland Park Fire Station 41 is opening a new facility at the corner of 75th St. and Conser in spring 2024. It includes a new rescue engine that will improve how firefighters can get people out of vehicles after bad crashes. The Overland Park Fire Department serves Merriam residents in a unique partnership. A Johnson County Med-Act team from Station 41 is currently housed at Merriam’s Station 46 to cover medical and fire calls while Station 41 is being rebuilt.

Artist Jean Cook will demonstrate a “paint by number” technique as students learn how to create a composition while drawing directly on a painting surface. This takes the place of a thumbnail sketch and creates a tonal drawing that establishes lights and darks. It also creates a working composition. Students will make a contour drawing in the morning. We want everyone active in recreation activities – no matter what! Merriam families may be eligible to receive a scholarship for membership or other programs. Tell us something that might surprise us about your family. My wife and I were both college athletes! She ran distance, and I played basketball.
What’s your typical workout routine, and what do you use most at the facility? My wife and I typically use the rack with barbells and free weights.
If you won the lottery, what’s the first thing you would do? We would plan an extravagant vacation without a doubt! We love to travel. We’d love to visit Iceland someday!
How do you spend your time when you’re not at the MCC? We spend a lot of our time outdoors. We love going on runs and walks with our Australian labradoodle, Boba.

Swim lessons are all–inclusive and specific for each child’s skill set and include lifesaving and safety techniques. Children should be able to work with an instructor and participate in swim lessons independently and willingly.
Parent/Child: 6 months–2 years
This lesson is an introduction for parents and children. Learn safety tips while your child becomes familiar with the water and picks up basic water movement taught through songs, dances, and other fun forms of teaching. Parents must be in the water with their children.
Preschool: 3–5 years old
Adult: 13+ years old
These lessons are designed to help you in whatever avenue you need. Whether you want to be a proficient lap swimmer, learn to float, or acquire water safety skills, we’re committed to working on your goals.
Junior Dolphins
Your child will learn basic water safety skills while also growing more comfortable in the water. Students learn how to safely enter and exit the water, blow bubbles underwater, float, kick, and work on arm movements.
This program is designed for students who want to be part of the Merriam Dolphins swim team. The ideal student has gone through several rounds of swim lessons and is looking for more of a challenge. Students learn starts, flip turns, and swim team workouts.
Youth: 6–12 years old
Private and Semi–Private Lessons

Time specific for families with children sensitive to loud noises or big splashes of water. During this time, all fountains, slides, and water features are turned off. This isn’t a swim lesson and won’t be instructor led. Parents must be in the water with their children.
Infant Aquatic Survival Swim (Nonwalking)
This six–week program teaches infants and toddlers between 6 months and 1 year old to roll over from a face–down or submerged position onto their backs to relax and breathe. Children learn to swim and flip back onto their tummy to continue to swim to safety while fully clothed. Lessons are 15 minutes, one–on–one, four days a week. Instructor: Mary Jo
