MAYOR’S MESSAGE

As we welcome the winter and spring seasons in our community, I reflect on what defines our small city. This upcoming year holds special significance as we approach Merriam’s 75th birthday. It’s a remarkable milestone, and I invite you to join us in celebrating our city’s rich history and the vibrant future we’re building together. We’re planning many events throughout the year, culminating in a big celebration in October. This is a wonderful opportunity to come together and honor the spirit of what makes our community so unique.

We've heard time and time again to investigate a single trash hauler. In February, we made it a City Council goal. And after the 2024 Community Survey results showed overwhelming support, we held a deep-dive discussion at a City Council meeting in July. In October, the City Council voted for staff to explore organized waste collection services, which could reduce costs and improve efficiency. I’m grateful for the hundreds of residents who shared their feedback through our public hearing and online form. Your input is invaluable as we make these important decisions.

I also want to share information about the 2025 mill levy rate for your property taxes. We were forced to lower it temporarily, which saved you money. But we know you deserve the highest quality services, so we’ll see it increase back to appropriate levels in 2025. That said, this adjustment still keeps our rates lower than they were two years ago. Learn more about this on page 8.

Have you taken advantage of any of our City grants? We offer around 20 grants in Merriam. You can find them on our City webpage at merriam.org/grants. Please check them out and apply early since some funds may run out.

As always, my door is open, and I encourage you to stay engaged with our community. Together, let’s continue to build a welcoming, inclusive environment for everyone who calls our Just Right city home.

Pets over the age of six months must be licensed in the City. Register your pets online at merriam.org/pets or in person at Merriam City Hall. Owners must show proof of a valid rabies vaccination.

This program allows eligible Merriam families to apply for franchise fee rebates on electric, gas, and landline phone bills paid in 2024.

Contact the Community Development Department at 913-322-5520 or visit merriam.org/franchisefee to learn more about the program or to get an application. The City will accept application through May 1, 2025.

Before you conduct business in Merriam, you need to get an occupational license. Apply for a new license or renew a license online or in person at City Hall. Some home-based businesses may require a license. Learn more at merriam.org/business

Public Works crews will pick up your holiday trees for free. Remove decorations and place your real trees curbside by 7 a.m. on your scheduled pickup day. Find more information at merriam.org/treelimbs

Low-income-eligible residents can receive a rebate on the City’s portion of their 2024 property tax. Apply by Aug. 29, 2025. See if you’re eligible at merriam.org/propertytax.

Dispose of your branch and brush debris during the City’s free tree limb pickup. Place tree limbs curbside before 7 a.m. on Monday, March 24. Public Works crews will collect branches throughout the week. Please don’t include building material, plastic, metal, cardboard, paper, or other debris. Get rid of your large items, such as furniture, appliances, mattresses, and rugs – for free! Place items curbside before 7 a.m. on your scheduled pickup day. Construction materials won’t be collected.

Merriam Wins Nine Communication Awards

The City of Merriam recently won nine communication awards at the national, state, and local levels! At the City-County Communications & Marketing Association, the City won five awards, including a firstplace trophy for the Highlights & Recreation magazine.

The City received three awards at the Greater Kansas City PRSA PRISM Awards ceremony, including two gold awards for the Highlights & Recreation magazine and the Slater St. Storybook Relay event.

The 2024 Merriam Community & Visitor Guide won first place at the Kansas Tourism Conference for the best visitor guide in the medium budget category.

Single Trash Hauler Update

After the 2024 Community Survey results showed overwhelming support for a single trash hauler, in July, the Merriam City Council held a deepdive discussion to investigate it. In October, City Councilmembers voted to pass a resolution of intent to organize collection service.

This means trash companies will bid to pick up all residents’ trash, recycling, and yard waste. The City will pick one company and negotiate a rate over many years. Every resident would have trash service under the City's contract.

The goal of a single trash hauler is to lower residents’ yearly costs for this service and reduce the number of trucks on City streets.

Purchase a Military Tribute Banner

Honor your favorite Veteran, active-duty, reserve, and National Guard member with a Military Tribute Banner!

These banners will hang on street posts along Merriam Drive and in front of Merriam Marketplace throughout summer. Once removed, you can have the banner as a keepsake.

You can purchase a tribute banner for $150. Due to limited space, applications are processed on a first come, first served basis through Feb. 28.

Parade of Hearts Permanent Fixture

The City of Merriam purchased the Parade of Hearts sculpture My Heart Resides in Strawberry Hill by artist Kate E. Burke. Check it out at Merriam Marketplace.

Meet the Artist

As an artist and designer, Kate E. Burke focuses on illustration, pattern, textile design, and fashion. She aims to increase joy and self-confidence through her various art forms and creations. Kate said she finds inspiration in the natural world. Kate graduated with a degree in graphic design from the University of Kansas.

How did you come up with the idea of My Heart Resides in Strawberry Hill? My Parade of Hearts design was inspired by my neighborhood in Strawberry Hill. My house was built in 1895, and it made me think of all the history my house has witnessed over time. I incorporated some Eastern European-inspired embroidery details on the side of the piece. Each stitch detail creating the design is important, similar to each person in the community.

What do you hope people get out of the piece? I hope people see the strawberries and embroidery as a way to brighten their day.

What did you enjoy most about the Parade of Hearts? It was a great way to meet new people and explore new parts of Kansas City.

What did you think when the City of Merriam purchased the heart as a permanent fixture? I’m so happy the City of Merriam is giving my design a permanent home, especially where the farmers’ market is during the summer. I can’t think of a better place for it to end up!

2025 City Budget

Due to a clerical error in 2023, the City’s portion of your property tax rate decreased nearly 4.5 mills more than originally approved. This saved the average homeowner $145 in 2024. The City Council increased the mill levy rate in 2025 to a level that ensures you get the high quality of services and programs you expect and deserve. This rate is the lowest property tax rate in Merriam since 2009.

Apply for City Funded Grants and Rebates

Starting in 2025, you can begin applying for nearly 20 city-funded grant and rebate programs. City Councilmembers are investing more than $635,000 for Merriam residents and business owners. These grants and rebate programs are for:

Merriam Grand Station Update

There’s lots of action happening at Merriam Grand Station, located at the intersection of Shawnee Mission Parkway and Antioch Road.

Starbucks and Supplement Superstore opened in late-August, CAVA opened in October, and Grand Station Lofts is now leasing apartments.

Other restaurants and retail businesses expected to open by the end of the year or early 2025 include Jersey Mike’s Subs, 30hop, HomeGrown, and Treats Unleashed.

The entire project is expected to be completed by the end of 2026.

Undergrounding of Utilities

Watch for lane closures on eastbound Shawnee Mission Parkway this spring. Construction crews are undergrounding utilities by Merriam Grand Station, from I-35 to Antioch Road.

Merriam's Making History

The Kansas Historical Society nominated the Philadelphia Missionary Baptist Church (the former Madam C.J. Walker School) for inclusion on the National Register of Historic Places. This decision will go to the National Park Service in Washington, D.C., to see if Merriam's history will earn national designation.

2024 Community Recycling & Paper Shredding Event

The 2024 Community Recycling & Paper Shredding event was a huge success! There were 26 staff and volunteers who helped direct 434 residents from Northeast Johnson County with their recycled items. Check out what was collected!

Eyeglasses

Composting food scraps and yard debris is a great way to be more environmentally friendly. Residents who buy or build a compost bin and attend a City-approved composting workshop can receive up to $150 in rebates. Learn more at merriam.org/compost

Sign Up for a Free Tree

The City is continuing its partnership with the Heartland Tree Alliance to plant trees across Merriam!

City Councilmembers invested $100,000 in 2025 for residents to pick out a tree from an approved list. The trees and planting of trees are free for residents.

VOLUNTEERS IN OUR COMMUNITY

Volunteers are the heart of City events! Meet two families who have spent decades helping at these amazing programs, and find out why they volunteer in the community.

George and Sharon Waugh

George and Sharon Waugh have volunteered in our community since 2010, helping at Tim Murphy Art Gallery exhibits, the Turkey Creek Festival 5K run, Cruise Night, and the Turkey Creek Car & Motorcycle Show. The Waughs lived in Merriam for 20 years before moving to Shawnee. Sharon passed away last year, and George said she loved volunteering in the community.

Why do you volunteer? We always enjoyed the friendships and always offered to work the same spots at the same events.

What do you like about it? I love seeing old cars, visiting with the owners, and learning about their stories.

What makes you come back every year to volunteer? It’s a great way to make new friends. I know our help is always appreciated.

What would you tell someone who’s interested in volunteering? This is a great community with caring people, and volunteering is an easy first step to enriching your life.

Doug and Gwen Basham

Doug and Gwen Basham have volunteered at the Merriam Turkey Creek Car & Motorcycle Show since nearly its inception more than 20 years ago. The Bashams lived in Merriam for 28 years before moving but said they plan to keep volunteering at the car show.

Why do you volunteer? We both feel called to help out in our community, so when a friend suggested the car show as a volunteer option, we jumped at it!

What do you like about it? We love the people! The camaraderie amongst the car owners is outstanding, and they’re true enthusiasts. The history reflected in these pieces of art is fantastic; there is always something to learn.

What makes you come back every year to volunteer? At this point, it’s just part of who we are. Everyone knows where to find us on the second Saturday in September.

What would you tell someone who’s interested in volunteering? Do it! You’ll never be sad that you put yourself out there. There are so many opportunities to volunteer, learn something new, and meet another friend.

Anything else? If every healthy, capable person could volunteer for just one thing, the communities we would build would be outstanding!

Police Officers to Wear New Badge in Honor of 75 Years

Police officers will proudly wear a new commemorative badge starting Jan. 1, 2025, through Dec. 31, 2026. This badge will not only celebrate Merriam's 75th birthday in 2025 but also honor 75 years of dedicated service of the Merriam Police Department in 2026.

This badge symbolizes the department’s rich history and commitment to safety in the community.

During these milestone years, join in celebrating the values of courage, sacrifice, and compassion that have defined the Merriam Police Department since 1951, and look forward to a bright future!

Campbellton Family

TIMELINE: CAMPBELLTON TO MERRIAM

Campbellton was founded by David Gee Campbell.

Campbellton was renamed Merriam in honor of Charles Merriam, the railroad secretary.

Merriam Park opened. The 40-acre park featured a zoo with bear pits, lagoon, merry-go-round, and fields for baseball, tennis, and croquet.

Merriam School opened, housing a grade school and high school. This later became the Irene B. French Community Center. 1864

Paul Pflumm became Merriam’s first volunteer fire chief.

The Irene B. French Community Center opened at 5701 Merriam Drive.

Merriam became an official city.

Merriam City Hall opened.

Julius McFarlin was the first African American elected to political office in Johnson County.

The Merriam Pool and Aquatic Center was built at 6040 Slater St.

The Merriam Public Works facility opened at 6901 Knox St.

The new police station opened and City Hall was remodeled.

What do you do for the City of Merriam?

Manage, outfit, and maintain all City-owned vehicles and equipment.

What do you like about your job? I get to work on a large variety of vehicles and equipment.

Why is your job needed?

Having a working fleet keeps city services moving.

How can community members better help you do your job in winter and spring?

Give room to plow trucks during snow removal operations. It’s very hard to see vehicles to the sides and rear of our plow trucks.

What does being a part of Team Merriam mean to you? It means a group of people with different talents working together to serve the residents of Merriam and the general public.

Help Keep Public Works Crews Safe This Winter

Team Merriam crews are working hard to get City streets ready for winter. Give them room on the road to do their job! Here are a few tips to follow:

▶ Slow down when you see a Public Works truck or snowplow on the road.

▶ Keep a safe distance between your vehicle and the snowplow. It’s recommended to have the length of three school buses between you and the plow to to give you more time to react in bad road conditions.

▶ Use extreme caution if you must pass a snowplow. The front plow may be wider than the lane.

▶ Move your car off City streets if Merriam gets more than 2 inches of snow.

▶ Be patient.

Police Using New Lost and Found Pet Service Provider

The Merriam Police Department is now partnering with the Humane Society of Greater Kansas City to provide the community with lost and found pet services.

Have you found a lost dog in Merriam? Contact Merriam police at 913-322-5560 during business hours or dispatch at 913-782-0720 after hours. Did you lose a dog in Merriam? Contact the Humane Society at 913-596-1000.

The Merriam Police Department isn’t accepting any stray cats for impound, but officers can help you attempt to locate the owner of a lost cat.

Birthday Parades

Let the Merriam Police Department help celebrate your child’s birthday. Officers will drive by your home with lights and sirens blaring!

New Academy Graduates

Congratulations to Officers Devin Allen and John Kisthardt for graduating from the Johnson County Police Academy. The two began field training in October.

Officer Promoted to Sergeant

Congratulations to Chris Meyers on his promotion from master police officer to sergeant. Meyers has worked for the Merriam Police Department for 10 years.

Department Welcomes New CSO

The Merriam Police Department welcomed Lillian Schenk as a new community service officer. Schenk oversees collecting routine walk-in reports and property evidence, helping the public at car crashes, acting as a court bailiff, and taking on animal control duties.

Extra DUI Enforcement During New Year’s to Help Keep You Safe

Dec. 26 – Jan. 2

Make sure you celebrate the end of 2024 responsibly. Merriam police officers are stepping up DUI enforcement over the holidays. Officers will work overtime as part of a statewide enforcement campaign, “Taking Down DUI,” during New Year’s week. They’ll arrest anyone under the influence of drugs or alcohol and will ticket unbuckled drivers.

Don’t fall victim to scams luring you to give money or personal information!

Merriam officers have noticed an increase in resident reports falling for these scams, including a new one that asks people to send money via Bitcoin.

Here are four ways to help identify a scam:

1. Scammers pretend to be from an organization you know.

2. Scammers say there’s a problem or a prize.

3. Scammers pressure you to act immediately. 4. They tell you to pay in a specific way.

Heartland Workshop: Creating Mood, Atmosphere, and Light with Pastels

Feb. 20 –21 ▶ 9 a.m – 4 p.m.

Instructor Chris Gipson will share his approach to working with photos as a reference and teach student artists how to prepare substrates to accept pastels. This workshop will show the advantages of underpainting, methods for setting up values for impact, and knowing when a painting is finished. Drinks and snacks are provided. What do you like about the

MCC? I like the friendliness of the front desk staff, the availability of the free weights and the basketball court during the day, and the covered parking.

What do you use most at the facility? I usually lift free weights, ride stationary bikes, use the stair climber, and then stretch in the activities room. I also like playing basketball.

How do you spend your time when you’re not at the MCC? I’m a beekeeper and enjoy yard work and growing flowers. I host a podcast geared toward successful coaches and athletes. I also write books and take jiu-jitsu classes three times a week.

Tell us something that might surprise us about you. I retired early from corporate America to become a men’s college basketball coach.

If you won the lottery, what’s the first thing you would do? Create a matchmaking organization that makes it free for someone to adopt a child.

Swim Lessons

Open swim begins at noon.

Scholarships are available for memberships, swim lessons, and the swim team. Learn more at merriam.org/scholarship

Swim lessons are all–inclusive and specific for each child’s skill set and include lifesaving and safety techniques. Children should be able to work with an instructor and participate in swim lessons independently and willingly.

Parent/Child: 6 months–2 years

This lesson is an introduction for parents and children. Learn safety tips while your child becomes familiar with the water and picks up basic water movement taught through songs, dances, and other fun forms of teaching. Parents must be in the water with their children.

Preschool: 3–5 years old

Your child will learn basic water safety skills while also growing more comfortable in the water. Students learn how to safely enter and exit the water, blow bubbles underwater, float, kick, and work on arm movements

Youth: 6–12 years old

Beginning swimmers are introduced to basic stroke movement and learn how to be more comfortable in the water. More advanced swimmers are instructed in stroke technique, endurance, and safety skills.

Adult: 13+ years old

These lessons are designed to help you in whatever avenue you need. Whether you want to be a proficient lap swimmer, learn to float, or acquire water safety skills, we’re committed to working on your goals.

Merriam Dolphins Spring Clinic

The Merriam Dolphins swim team is offering a spring clinic to help prepare swimmers for the Johnson County Swim and Dive League summer swim season. This program is designed for students who want to join the swim team, were on the precompetitive swim team last season, or are looking for something more challenging after their youth swim sessions.

Youth Aquatics

Aqua Toddler / Sensory Time Free for members!

▶ $50 for 10 punches, $90 for 20 punches

▶ 1 punch = 1 adult and 1 child

Time specific for families with children sensitive to loud noises or big splashes of water. During this time, all fountains, slides, and water features are turned off. This isn’t a swim lesson and won’t be instructor-led. Parents must be in the water with their children.

Infant Aquatic Survival Swim (Nonwalking)

This six-week program teaches infants 6 months to 2 years (typically nonwalkers) to roll over from a face down or submerged position onto their backs to relax and breathe. Instructor: Mary Jo

Infant Aquatic Survival Swim (Walking)

This eight-week program teaches toddlers and younger children the swim-float-swim sequence. Children learn to swim a short distance with their face fully submerged, roll onto their back, float and rest whenever they need to breathe, and flip back onto their tummy to continue to swim to safety while fully clothed. Lessons are one-on-one, four days a week for eight weeks.

KU Sensory Aquatics - Youth

Aqua Flow – A TajiFit Experience

Aikidō Yōshinkan – Traditional Martial Arts

The Yoshinkan style of aikido is a dynamic system of throwing, joint–locking, striking, and pinning techniques. At its core, aikido is a self–defense martial art used by many law enforcement agencies across the world as an effective way to safely neutralize aggression. Classes are structured so beginner and advanced students alike have a fun and challenging experience.

Arthritis Foundation Exercise Program (AFEP)

Keep moving with this low–impact physical activity program proven to reduce pain and decrease stiffness. This chair–based class includes range of motion exercises that are suitable for every fitness level and ability. A $3 donation is suggested.

Cardio Chair Drumming

The Merriam Parks and Recreation Department’s mission is to provide first–class facilities and parks and enhance the quality of life for all residents and visitors through educational, recreational, and cultural opportunities.

Registration

Please register at least three working days before the class start date. Register early as many of our classes reach capacity due to popularity.

Community Center Closures

Occasionally, portions of the Merriam Community Center may be closed for specially–scheduled activities and holidays. Anticipated closures will be posted as early as possible.

Facility users are expected to respect MCC property and fellow users. Destruction of property, profanity, and abusive behavior won’t be tolerated. Violators will be asked to leave the facility, and repeat offenders will have privileges permanently revoked. The use of tobacco products is prohibited in the MCC and within 10 feet of all entrances.

Children 8 and under must be accompanied by a responsible person age 14 or older. No person under the age of 16 is allowed to participate in, or attend, adult fitness classes. The MCC isn’t staffed to provide individual child supervision. Please don’t drop children off and leave them unattended.

SHELTER RENTAL RESERVATIONS

Reserve your spring shelter rentals before they’re full! These facilities are perfect for family reunions, birthday parties, graduation parties, or other gatherings. Shelters are located at Merriam Marketplace, Brown Memorial Park, and Chatlain Park.

Applicant must furnish proof of residency.

▶ Special Event Permit Fee: $50 per day in addition to rental fee. Applies to sponsored community, corporate, or private special events.

▶ All fees are due at the time of rental reservation.

▶ Reservations must be made by persons at least 21 years of age.
