MAYOR’S MESSAGE Greetings Merriam Residents,

Hello everyone! I hope you’re enjoying the summer season and aren’t interrupted too much by all the street and sidewalk improvements going on in the neighborhoods. This is all part of the council’s dedication to keep the infrastructure here in Merriam the best in Johnson County.

Speaking of infrastructure, I want to call your attention to a mail-in ballot coming your way. For two years, our community has continued talking about the future of recreation in Merriam. We’ve done our homework and gotten feedback from you, our residents, every step of the way. The fact is that the Irene B. French Community Center and Merriam Aquatic Center are on their last legs and need upwards to $20 million in renovations and repairs to bring them up to modern standards. Even for that amount, however, many of the upgrades will take place behind the walls, few new amenities will be added, and we will still have aging facilities that will need continuous care and upkeep. This solution is on the table, but I believe there is a better option – taking out $24 million in bonds to build a new community center and funding it with a 10-year quarter-cent sales tax.

The new community center would be built at Vavra Park and feature the top amenities you said you wanted in Merriam – an indoor walking track, expanded fitness facilities, and an indoor and outdoor pool, in addition to community gathering spaces, an art gallery, and child watch. This would be the type of facility that would not only serve our community today, but future generations as well. Merriam was founded on parks and recreation, and we have a strong tradition of investing in our city. This is one of those moments that doesn’t come around often­– we have an opportunity to think big and build a defining space for our community.

The decision of how we move forward isn’t up to just me or the city council, though. Every registered voter in Merriam will receive a ballot in the mail, and you can cast your vote by Sept. 15, 2017. I encourage you to spend some time getting educated about this issue and being a part of this milestone decision for Merriam.

• Please rake leaves into a pile along the curb (edge of the lawn) that's as long and narrow as possible.

Benjamin Lawn & Landscape trucks are equipped with a side mount vacuum designed to pull alongside a long row of leaves. The machines can reach six feet into the yard, so leaves beyond six feet may not be removed.

• Leaves should be raked to the edge of the lawn as noted above. It's very important that you don't rake leaves into the street or gutter and don't block the sidewalk.

Tell us about yourself.

I grew up in Shawnee and moved to Merriam in 1976. After graduating from KU, I lived abroad for a while and traveled throughout Europe. I returned to Kansas City to start my career in human resources and decided to make Merriam my home.

I’ve always been active in the community and in my neighborhood, Sherwood Forest. I was the chairman of the Merriam Chamber of Commerce board in the late 1990s and am currently part of the Merriam Parks, Recreation, and Community Center Foundation.

What is the Merriam Parks, Recreation, and Community Center Foundation?

The purpose of the foundation is to support Merriam's recreational facilities, programs, and parks. Some past projects have included program and membership scholarships for income-qualified Merriam residents, support of the arts in Merriam, equipment for the community center, and

What do you think is the biggest issue facing Merriam right now?

I think the biggest issue we have is our aging infrastructure. We’ve always been a community that takes care of our streets, parks, and buildings, but these entities are aging. This includes the Irene B. French Community Center. We need to take a close look at what’s happening with the building, analyze the finances, and make an informed decision about what will be best for the community moving forward.

Why do you choose to call Merriam home?

Merriam’s small-town feel sets us apart from other communities in the metro. We have a very unique landscape, with homes mixed in with beautiful, natural settings. The parks and recreation amenities are great, of course, and I enjoy gardening and cooking, so I especially love the Farmers’ Market.

Our location is ideal – we’re 20 minutes from anywhere in the greater Kansas City! And not everyone may agree with this, but I personally love to hear the friendly whistle of the train.

Always looking for new story ideas and ways to promote the City of Merriam, Jenna Gant works for you. She joined the City in June and is in charge of all the City’s communications, including this magazine, e-Merriam, and social media among several other different “jobs.” She is a people person and looks forward to learning more about our residents and the great things happening around town.

What did you do before you joined the City?

I spent the last five years working at the Ohio Supreme Court in Columbus. I wrote and produced news stories about courts across the state. Before that, I covered city council for a weekly newspaper. I also was a TV news reporter in Minnesota.

What’s your favorite thing to do in Merriam?

I love taking my two kids (both under 4!) to Merriam’s local parks. We had a great time at the Turkey Creek Festival and Party in YOUR Park events.

What’s Your First Impression of Merriam?

Everyone is really friendly. I’m new to the area and Merriam residents are quick to say ‘Hi!’ and offer help when needed.

What project are you most excited to work on?

With little kids, community recreation is really important to me. We’ve pushed out a lot of content about the new community center so registered voters can make an informed choice, and I’m excited to see how Merriam residents will vote.

Exterior Building Maintenance

House Numbers

All exterior building maintenance surfaces including doors, soffits, eaves, windows, porches, and trim must be maintained in good condition. Peeling, flaking, or chipped paint should be eliminated and the surface repaired.

All houses must display address numbers that are easily readable from the street. The numbers must be at least four inches in height and in a contrasting color from your house.

Uncontrolled Vegetation

Lawn mowing is required. Weeds, grasses, and other controlled vegetation must be kept below 10 inches in height on all properties.

Property owners are required to mow any area between their property line and the adjacent curb or street.

Tree Maintenance

Property owners are responsible for tree maintenance on their private property and trees located in the adjacent right-of-way areas. Dead trees and/or fallen tree limbs must be removed from the property.

Inoperable Vehicles

Outside Storage

The outside storage of inoperable vehicles isn't allowed. All vehicles must be operable and with current licensing attached.

Most household items can't be stored outside. The only items allowed outside without restrictions are lawn furniture, barbecue grills, arbors, trellises, and flagpoles.

Boats, RV’s, Trailers, & Campers

Trash must be collected at least once weekly at all properties. On trash collection day, containers may be placed outside on private property for pickup. On other days, containers must be stored indoors, outside behind the front building line, or screened from view.

Firewood and compost bins may be stored outside if they are located behind the front of the house and not within three feet of any property line.

Firewood must be neatly stacked and raised to discourage rodent activity.

These items may be stored outside if they are located behind the front building line and not within seven feet of the side property line. They must be located on a hard surface (asphalt or concrete) as required for offstreet parking.

Off-Street Parking

All off-street parking surfaces must be graded and paved with asphalt or concrete and should be maintained free of cracks and potholes. Vehicles parked on the grass or other non-paved parking surfaces isn't allowed. Some homes in Merriam have gravel driveways and parking areas that existed before paving regulations were put in place. They must be maintained free of bare spots and vegetation.

Irene B. French Community Center Policies

Facility users are expected to respect community center property and fellow users. Destruction of property, profanity, and abusive behavior will not be tolerated. Violators will be asked to leave the facility, and repeat offenders will have privileges permanently revoked.

The use of tobacco products is prohibited in the community center and within 10 feet of the entrances.

The community center isn't staffed to provide individual child supervision. Please don't drop children off and leave them unattended. Children 8 and under must be accompanied by a responsible person age 14 or older. No person under the age of 16 is allowed to participate in, or attend, adult fitness classes.

ID Card Admission Policy

Fitness center patrons must furnish a photo ID card with proof of residency. If no ID is available, an ID card can be provided with proper documentation for $5. Residency information must be updated annually.

Refund / Cancellation / Transfer Policy

The City of Merriam Parks and Recreation Department prides itself on providing first-class recreational opportunities to Merriam residents. Although patrons desire to attend all sessions for which they are registered, there may be circumstances that prevent them from completing programs. Recognizing the need to provide assistance with these situations, programs, memberships, and rental refunds will be handled in accordance with the policy posted on the website and available at the Irene B. French Community Center (IBFCC). All refunds are processed Monday through Friday, 8 a.m.– 5 p.m. For purpose of point of notification, written requests that can be verified by date will be accepted during all hours of operation at the IBFCC front desk. Refunds for transactions paid by credit card, regardless of the amount, will be credited to the account on the day the cancellation is approved. Transactions paid by cash or check will be reimbursed by check, if more than $10. Please allow up to three weeks for payment. Refunds of less than $10 will be reimbursed with cash and will require a signature from the person eligible for the refund.

Administration reserves the right to review and alter policies as needed. Policy changes and notifications will be provided in writing on the website and posted at the IBFCC front desk.

Community Center Foundation

Sharing in Your Community’ s Future

Established in 1988 as a means to provide support for Merriam's recreation facilities, programs, and parks, the Merriam Community Center Foundation has provided more than $170,000 to support the Parks and Recreation Department. The Foundation’s largest fundraising activity is the annual Flags 4 Freedom event, held during the week of July 4. The Foundation also supports the arts in Merriam, annually donating a piece from the Heartland Artist Exhibition to the permanent collection hanging at the Irene B. French Community Center. Recent programs include scholarship assistance for Merriam Parks and Recreation programs and memberships; sponsorship of Summer Sundays in Merriam; new benches for Chatlain Park; and assistance in the renovation and expansion of the Tim Murphy Art Gallery.

Yoga, more than any other exercise, can be tailored to fit seniors. Yoga has shown to help alleviate high blood pressure, arthritis, and poor sleep by combining poses with relaxation and breathing techniques to improve overall health. Instructor: McMillan

Pickleball combines skills used in playing tennis, badminton, and ping pong. It's a fun, easy-to-learn game that provides a new way to be active. Equipment available.

Formerly Flexercise

Keep moving with this low-impact physical activity program proven to reduce pain and decrease stiffness. This recreational, chair-based exercise class includes range of motion exercises that are suitable for every fitness level and ability.

Senior Wii® Bowling

Join us and try your hand at Wii bowling. No special shoes required – just a remote game controller and big screen TV. If bowling is “right up your alley,” you will have fun whether you are a semi-pro or a newbie.

$3 donation is suggested. Registration isn't required.

Chair One

Using a chair for support, this is a gentler form of practicing yoga postures while sitting or standing. It helps increase flexibility, improve strength, and reduce tension. Merriam bought this land after a torrential rainstorm flooded the area in the late 1990s. After much thought of what to do with the land, Quail Creek Park was dedicated on Oct. 19, 2002.

The section of trail that follows Turkey Creek in Merriam is approximately 4 miles of paved, multiuse trail running from 75th St. to Antioch Road.

The Merriam trail route passes through wooded areas, a butterfly garden, the AT&T pocket park, and several larger neighborhood parks. Paved parking and access points are provided at the 75th St. entrance, Chatlain Park, Campbell Park, Merriam Marketplace, and Waterfall Park. The trail continues into Overland Park by traveling along Antioch.
