MAYOR’S MESSAGE Greetings Merriam Residents,

This summer, I celebrated my 10th anniversary as the Mayor of Merriam. It’s been a tremendous honor serving you. I’m proud to say our city has grown in the past decade, and I want to commemorate that throughout this issue.

Merriam’s retail has expanded with several new car dealerships, IKEA, and QuikTrip, just to name a few. With our city’s robust businesses, I’m pleased to say our property tax rates have stayed steady. This is in part due to the number of shoppers visiting our community, which we’ve explained more about in our cover story on page 6.

Ten years ago, we renewed a quarter-cent special sales tax to use specifically for our streets and stormwater projects. Since then, our roadways have greatly improved. We completely repaved Johnson Drive from the train tracks to west city limits. Turkey Creek Bridge saw numerous enhancements. And, we’re currently working on improving 67th St. with new roads, sidewalks, curbs, and streetlights. We’ll soon begin public conversations to renew this quarter-cent sales tax next year to maintain our standards.

So, take a look at how our city has flourished over the past 10 years, and see how we’ve used your tax dollars to enhance our community.

For our longtime residents, we hope this will give insight into the decisions we make for our city. And, for our newer residents, we want you to get a feel for how far we’ve come to make Merriam Just Right for all the right reasons.

New Councilmember Sworn In Merriam’s newest councilmember, Jason Silvers, was ceremonially sworn in at the June 10 City Council meeting.

Merriam City Council in April appointed Silvers to fill the vacant Ward 1 seat previously filled by Robert Weems. Silvers’ term runs through the end of the year.

5701 Merriam Drive Update The 5701 Merriam Drive Steering Committee met several times since October to determine best uses for the site of the Irene B. French Community Center.

Committee members hosted public meetings in April and June to meet with residents about potential uses and get feedback from the community.

During the June public meeting, the committee shared it will recommend keeping as much of the existing 1911 building as structurally possible and then tear down the rest of the building to make room Bird's-eye view of a concept for 5701 Merriam Drive for an amphitheater/stage, playgrounds, and green looking northwest. space. Members will make their final report to the City Council later this year.

Merriam Community Center Goes Vertical Our new community center is taking shape and coming out of the ground. The project is still scheduled to open mid2020 and continues to be on budget.

Key Updates: ▶▶ The community center structure will be up by early fall in order to be covered before winter. ▶▶ You’ll soon see foundations for the outdoor and indoor pools. ▶▶ The parking structure is nearly complete. ▶▶ Parks and Recreation staff will move to the Merriam Community Center in summer 2020.

The American Council of Engineering Companies of Kansas (ACEC-KS) in March awarded the City with its Engineering Excellence Award for the Johnson Drive Improvement Project.

Merriam worked with Affinis Corp. to improve Johnson Drive from West City Limits to Kessler Lane with repaved roads, ADA compliant sidewalks, and new street lighting for pedestrians. Construction began last June and was completed in October 2018.

Merriam also won awards from the ACEC-KS in 2018 for Innovation and Outstanding Engineering on Merriam Lane and in 2015 for City Public Improvement of the Johnson Drive Bridge.

Traffic Alert: 67th Street Improvements On July 15, construction crews started a long-term road improvements project on 67th St. from West City Limits to Antioch Road. This project includes repaving the entire roadway, new curbs and sidewalks, new streetlights, and ADA compliant ramps. There will be partial lane closures throughout the entire project, which should be completed by Dec. 24, weather permitting.

10 Years of Retail Success with High Pull Factor Retail growth in Merriam has come a long way in a decade! In the past 10 years, we’ve added multiple commercial developments, including IKEA, Hobby Lobby, QuikTrip, and several new car dealerships. Nestled along I-35, our large retail concentration has actually benefited you! The more than 400 businesses across our City - plus our high pull factor - help keep your property taxes steady as visitors to our community aid in funding projects across town.

Pull Factor Explained

Merriam has the largest pull factor in the state of Kansas. Pull factor refers to how many non-residents a community “pulls” in for shopping purposes. The value is used to assess the relative strength of our local retail economy. Merriam’s high pull factor means about 80% of all retail sales come from non-residents.

With city and county sales and use taxes contributing to 56% of our General Fund revenue, Merriam is financially healthy. In 10 years, we’ve increased our sales and use tax revenue from about $6 million in 2009 to $10 million* in 2018.

What This Means for You

Because of our unique financial situation, your property tax rates haven’t increased in 10 years. That’s when Merriam City Council last voted to raise your rates. The City’s property tax rate would be much higher if not for our robust sales tax collection.

AdventHealth Shawnee Mission has added and remodeled many offices, including the birth center and critical care services expansion.

During the past 10 years, Merriam has issued more than 5,600 building permits worth $600 million.

Parks & Rec and Public Works installed new playground equipment at five parks.

Merriam Police started wearing body cameras in 2010 for greater transparency.

We use our sales tax collection to provide world-class city services you’ve come to know and love. The money goes toward our street and stormwater projects, snow removal, police and fire protection, and our beautiful parks. These economic development investments bring in key retailers to our City and may continue to help keep your property tax rates low for years to come.

*It would be $12 million if we include the quarter-cent sales tax voters approved for the new community center.

Merriam's sales tax success allows the City to offer programs for residents like the Exterior Home Improvement Grant, Block Party Grant, Neighborhood Island Grant, and Franchise Fee Rebate Program.

Special Sales Tax Up for Renewal Next Year In 2020, the quarter-cent special sales tax that funds our streets and stormwater system is set to expire. Money from this special sales tax can only be used for roadway and stormwater construction and maintenance. Residents last voted to renew the quarter-cent special sales tax in 2010 through a mail-in ballot.

Since 2011, we’ve collected $14 million from this tax and used the money to complete 22 projects, with eight more projects scheduled or underway.

Those projects include improvements to Johnson Drive, Antioch Road, and Farley Ave. with new roads, sidewalks, and streetlights. We also completed Shawnee Creek and Meyer Creek drainage projects. As a result of this sales tax, the City was also able to leverage an additional $12 million for those projects through county, state, and federal grant programs that match our contributions.

Later this year, the City Council will begin a conversation about next steps with the streets and stormwater sales tax. Stay tuned for more information in our next Highlights and Recreation issue.

Mayor Ken Sissom appointed 17 stakeholders and Merriam residents to make up the Comprehensive Plan Update Advisory Committee. The comprehensive plan provides the vision, goals, objectives, and policies to direct the City's development and redevelopment for 20 years. Committee members will help create a new plan to guide the City’s future.

The Committee held its first meeting in July and will meet several times between now and the end of 2020. They’ll provide initial feedback on the Comprehensive Plan's direction and priorities, evaluate and consider public input, and review the various drafts of the plan’s components. Municipal Court Amnesty Day The Merriam Municipal Court will have an amnesty day on Sept. 24 from 10 a.m. to noon. Court officers will waive warrant fees on the most recent warrants and won't call other agencies to arrest people on those warrants.

Most Johnson County cities are participating in amnesty days this fall.

Curbside Leaf Pickup The City of Merriam has arranged for Benjamin Lawn & Landscape to offer a group rate for residential curbside leaf removal in our neighborhoods. Merriam Police Officer Beau Soucie received a Life Saving Award this year for saving a 31-year-old man whose heart had stopped beating. Officer Soucie used an AED to help revive the man.

He's served on the Merriam Police Department for two years.

This year, we're celebrating National Night Out with our Party in YOUR Park event to promote a true sense of community.

National Night Out builds strong relationships between our officers and residents, which helps make neighborhoods safer and more caring places to live. There will be live music, games for your kiddos, and a Ring doorbell giveaway. We'll grill hot dogs and Mad Mans BBQ will make nitro ice cream!

Merriam Police Using Phone App to Create New Neighborhood Watch Program The Merriam Police Department recently joined the Neighbors by Ring app to provide crime and safety alert to residents.

Join us for a ribbon cutting ceremony during National Night Out as we dedicate Merriam's newest public art piece “Hmmm…” and playground equipment at Waterfall Park.

The app allows users to view and share videos of suspicious activity in their neighborhoods. Participants don’t have to own a Ring or similar video system to post or view alerts. Merriam Police Capt. Troy Duvanel said it’s a great way for residents to stay informed of realtime criminal activity in their area and that participation is voluntary.

Local responders may not be able to reach you quickly during weather disasters, so to better prepare yourself, practice for an emergency during National Weather Preparedness Month.

September is National Weather Preparedness Month

This September, prepare for an event where you must go without electricity, water service, access to a supermarket, or local services for several days. Make your family safer with these tips: ▶▶ Stay Informed: Access ready.gov to learn what to do before, during, and after an emergency.

▶▶ Plan Ahead: Discuss and document a disaster plan with those in your care. ▶▶ Build a Kit: Keep enough emergency supplies – water, nonperishable food, first aid, prescriptions, a flashlight, and a battery-powered radio – for you and those in your care.

▶▶ Get Involved: Before a disaster occurs, work with neighbors, colleagues, and others to build community resilience. Consider presenting preparedness information in your child’s class or in PTO/PTA meetings.

Fire Prevention Week: October 6–12 Not Every Hero Wears a Cape. Plan and Practice Your Escape!

In a typical home fire, you may have as little as one to two minutes to safely escape from the time a smoke alarm sounds. Practicing an escape plan can help make the most of the time you have, giving everyone enough time to get out.

Plans should include: ▶▶ Drawing a map of each level of your home, showing all doors and windows. ▶▶ Teaching children how to escape on their own in case you can't help them. ▶▶ Going to each room and pointing to two ways out. ▶▶ Establishing a meeting place outside and away from your home. ▶▶ Making sure someone will help children, older adults, and people with disabilities.

Home fire escape practice should include: ▶▶ Knowing what to do in case there's smoke: get low and go out fast. ▶▶ Finding different ways out and closing doors behind you as you leave. ▶▶ Going to your outdoor meeting place. ▶▶ Calling 9-1-1 from a cell phone or a neighbor’s phone.

Make sure your smoke alarms are installed in every sleeping room, outside each separate sleeping area, and on every level of your home. Test your smoke alarms at least once a month, and make sure everyone knows how to respond when a smoke alarm goes off.

Take a Walk and Listen to Merriam’s Interactive History Tour Walk through pivotal moments in our City’s history with the Merriam Interactive History Tour.

Using the Otocast app, the tour offers a brief summary of 12 significant sites and attractions across our city. It includes then and now photos, an audio component, and a convenient mapping feature.

Christopher Leitch is a 16-year Merriam resident. He lives with his husband on a "long acre" in the Loomis Woods neighborhood near Johnson Drive and Antioch Road. He has served for five years as the community relations coordinator for the Johnson County Library system. Christopher is a graduate of the Kansas City Art Institute and exhibits his paintings and drawings internationally.

What do you like about your job?

I really admire the passion that librarians have for their work of providing access on large and small scale to the world's knowledge. I get to share the stories of our library and how it helps people, and that is truly satisfying.

How else are you involved in our community?

I was brought up by a policeman and a social worker, so I have a long habit of volunteering where I live. I serve on the county's Public Art Commission and was recently appointed by Mayor Ken Sissom to join the Merriam Parks and Recreation Advisory Board.

What do you like to do in Merriam?

Merriam has many treasures worth exploring. It's a very walkable town, and we like having a stroll along Turkey Creek. It's tranquil and beautiful.

How has Merriam changed since you moved here?

There are some infrastructure improvements that have occurred – we got curbs and sidewalks some years ago – but at the heart, Merriam is the same charming place we discovered when we moved here from midtown Kansas City. We both come from rural towns, and we feel right at home. There is a nice feel of "country" in Merriam.

How do you feel Merriam is a progressive city?

I'd say that Merriam is progressive in a plain sense: making room for anyone and trying to do what is right for everyone. As we grow and thrive in our larger American society, Merriam is moving forward, too; keeping pace without sacrificing true American values of openness, fairness, and collaboration.

What is your favorite spot in Merriam?

I like the diverse food experiences to be had in Merriam! One of my faves is El Pulgarcito, a little Salvadorean restaurant on Merriam Drive. The staff there is so nice! Try some platanos fritos con crema (fried plantains with salted cream) or their desayuno grande (large breakfast). They can't be beat!

The Merriam Parks and Recreation Advisory Board meets on the fourth Tuesday of each month at 6 p.m. at the Irene B. French Community Center. The Board is comprised of one representative from each of the four City wards, three at-large positions, and one youth representative. Fitness center patrons must show a photo ID card with proof of residency. If no ID is available, an ID card can be provided with proper documentation for $5. Residency information must be updated annually.

Please register at least three working days prior to the start date of a class to prevent cancellation due to low enrollment. Many of our classes fill early due to popularity.

The City of Merriam Parks and Recreation Department prides itself on providing first-class recreational opportunities to Merriam residents. Although patrons desire to attend all sessions for which they are registered, there may be circumstances that prevent them from completing programs. Recognizing the need to provide assistance in these situations, programs, memberships, and rental refunds will be handled in accordance with the policy posted on the website and available at the Irene B. French Community Center (IBFCC). All refunds are processed Monday through Friday, 8 a.m.– 5 p.m. For purpose of point of notification, written requests that can be verified by date will be accepted during all hours of operation at the IBFCC front desk. Refunds for transactions paid by credit card, regardless of the amount, will be credited to the account on the day the cancellation is approved. Transactions paid by cash or check will be reimbursed by check, if more than $10. Please allow up to three weeks for payment. Refunds of less than $10 will be reimbursed with cash and will require a signature from the person eligible for the refund.

Administration reserves the right to review and alter policies as needed. Policy changes and notifications will be provided in writing on the website and posted at the IBFCC front desk.

Facility users are expected to respect IBFCC property and fellow users. Destruction of property, profanity, and abusive behavior won't be tolerated. Violators will be asked to leave the facility, and repeat offenders will have privileges permanently revoked.

The use of tobacco products is prohibited in the IBFCC and within 10 feet of all entrances.

The IBFCC isn't staffed to provide individual child supervision.

Please don't drop children off and leave them unattended.

Children 8 and under must be accompanied by a responsible person age 14 or older. No person under the age of 16 is allowed to participate in, or attend, adult fitness classes.

Irene B. French Community Center Policies

Sharing in Your Community’s Future

Established in 1988 as a means to provide support for Merriam's recreation facilities, programs, and parks, the Merriam Community Center Foundation has provided more than $175,000 to support the Parks and Recreation Department. The Foundation’s largest fundraising activity is the annual Flags 4 Freedom event, held during the week of July 4. The Foundation also supports the arts in Merriam, annually donating a piece from the Heartland Artist Exhibition to the permanent collection hanging at the Irene B. French Community Center. Recent programs include scholarship assistance for Merriam Parks and Recreation programs and memberships; new benches at all playgrounds; and assistance in the renovation and expansion of the Tim Murphy Art Gallery.

Tucked in the South Park neighborhood, this shelter provides eight picnic tables and a large grill­– perfect for all events. Amenities include a playground and swings, walking trail, new basketball court, new pickleball court, and open green space.

This 5.25-acre park provides access to the Turkey Creek Streamway Trail. The pavilion has eight picnic tables and a large grill. Amenities include a playground and swings, open green space, and paved parking.

This facility is perfect for corporate picnics, family reunions, and other gatherings. Amenities include a bridge to the Turkey Creek Streamway Trail, electrical hookups, playground equipment, and a sand volleyball court across the street at the community center. Tables and chairs aren't provided.

This park houses Julius McFarlin Fields. There are four soccer fields available for team practices. Fields are reserved by the hour.

Arthritis Foundation Exercise Program (AFEP)

Keep moving with this low-impact physical activity program proven to reduce pain and decrease stiffness. This recreational, chair-based exercise class includes range of motion exercises that are suitable for every fitness level and ability.

Pickleball

This is a gentler form of practicing yoga postures while sitting or standing, using a chair for support.

It's beneficial for anyone as it increases flexibility, improves strength, and reduces tension. In addition to yoga poses, breathing techniques are also part of the practice. All classes end with a short period of deep relaxation.

Pickleball Court at Brown Park 5040 Booker Drive

What is Pickleball?

The game was first played in 1965 on a ferry ride from Seattle, Washington, by three dads whose children were bored. Legend has it that one of the families had a cocker spaniel named “Pickles” who would chase the ball and run off with it. As the game progressed and needed an official name, “pickleball” was officially invented!

The game combines elements of tennis, badminton, and pingpong. It can be played indoors or out on a badminton-sized court and a modified tennis net as singles or doubles. Required equipment includes a paddle and a plastic ball with holes.

The court is 20x44 feet with a net height of 36 inches at the sidelines and 34 inches in the middle. There's a right and left service court and a 7-foot, non-volley zone in front of the net referred to as the “kitchen.” Because of the smaller court size, the game is truly great for all ages!

So how do you play? The basic rules of the game are: 1. The ball is served diagonally starting from the right-hand service square.

2. Points can only by scored by the side that serves.

3. Players on each side must let the ball bounce once before volleys are allowed.

4. The “kitchen” is a non-volley zone on both sides of the net to prevent “spiking.”

5. The server continues to serve alternating service courts until there's a fault.

6. The first side scoring 11 points and leading by two points wins.

Faults are committed when the ball: ▶▶ Touches any part of the non-volley zone on the serve (including the line). ▶▶ Is hit out of bounds. ▶▶ Doesn't clear the net. ▶▶ Is volleyed from the non-volley zone. ▶▶ Is volleyed before a bounce has occurred on each side.

Want to play? The Irene B. French Community Center offers an indoor court for pickup games on Monday from 4–6:30 p.m. for $1/player. Once the new community center opens, there will be an opportunity for four indoor courts. There's an outdoor court at Brown Park available from dawn to dusk at no charge!

There's approximately four miles of paved, multi-use trail running from 75th St. to Antioch Road in Merriam.

The Turkey Creek Streamway Trail passes through wooded areas, a butterfly garden, the AT&T pocket park, and several larger neighborhood parks. Paved parking and access points are provided at the 75th St. entrance, Chatlain Park, Campbell Park, Merriam Marketplace, and Waterfall Park. The trail continues into Overland Park by traveling along Antioch Road.
