MAYOR’S MESSAGE The future of our Just Right city looks bright – especially in downtown Merriam! We’re partnering with the Mid-America Regional Council to create two plans for Merriam Drive that will explore future land uses, transportation, and street design. One plan focuses on Merriam Drive from Johnson Drive to Waterfall Park. The second plan is in partnership with surrounding communities and focuses from 51st St. to Southwest Boulevard and includes a study of the Turkey Creek Streamway Trail. Take a look at the downtown area during Merriam Drive Live on Oct. 2 and share your thoughts. Find more information about these projects on page 10, and look for several ways to get involved at merriam.org/downtown. We’d love to hear from you! And, did you hear? Rep. Sharice Davids recently requested federal funding for a Turkey Creek flood control project next year, which would allow us to redevelop downtown Merriam. We’ll have to wait to see what transpires in Congress later this year. Whatever happens, we can’t wait to create a more vibrant destination in downtown Merriam for you and our visitors! Your Mayor,

Merriam Leads the Way with National Award Team Merriam leads the way when it comes to customer service and quality of services. We have a national award to prove it! ETC Institute – a top firm in local government research – recognized the City with its Leading the Way Award. The award is presented to the top 10% of U.S. cities using ETC’s citizen surveys for outstanding achievements in services to residents. Only 14 cities across the country received this honor. “This award is a great validation of our tremendous efforts. I’m so thankful to have the opportunity to work with such engaged residents, committed employees, and supportive elected officials – all working toward the same goal of making Merriam a great place to live, work, and play,” City Administrator Chris Engel said. Prepare for Winter Fall’s the perfect time to prepare your property for winter! Here are two tips to get started: ▶ Make seasonal repairs to your home or business. ▶ Properly dispose of leaves and other yard debris. Repairs Buildings with chipped or peeling paint or damaged driveways violate City ordinances and need to be painted and repaired. The City offers grant programs that can help pay for these repairs and provide funding for other home improvements such as new windows, doors, a roof, etc. Visit merriam.org/grants for more information. Yard Debris Remember to get rid of your leaves and other yard debris by mulching the debris or having your trash hauler pick it up. Don’t rake or blow leaves and yard debris into a street, ditch, stream, creek, storm sewer, pipe, or drain as it violates City ordinances. This can cause stormwater to back up onto your yard, your neighbor’s property, or the street. It can also be costly for City crews to clean yard waste out of the storm sewer system. Imagine Your New Library The design process for the new Johnson County Library in Merriam is now underway! Library staff launched a public engagement initiative encouraging the community to take part in the design plan. This includes public input sessions, opportunities to take surveys, and social media polls. Staff held two engagement sessions in May and July. Look for a third public input session this fall, where you can see how the design is evolving. 6 ▶ MERRIAM HIGHLIGHTS & RECREATION

In the meantime, you’re encouraged to include your ideas via the project portal at jocolibrary.org/AntiochReplacement. The site includes frequently asked questions, a survey, and project updates. You also can follow @jocolibrary on Facebook for updates and photos. The new library will sit next to the Merriam Community Center. Construction will start after the design is finalized, with completion anticipated in 2023.

Jaime Brokaw began her career as the community service officer for the Merriam Police Department in 2009. She grew up in Washington, Illinois, and played Division I softball in college. Jaime received her bachelor’s degree in criminal justice and criminology.

What do you do as the CSO?

As a CSO, my main job is an evidence technician. I maintain the chain of custody for all of the evidence that comes through our police department. I also run animal calls, work as a court bailiff, and help the officers.

Why’s your job important?

The evidence collected helps solve crimes. There’s no such thing as a victimless crime, so these victims depend on our work to make sure the evidence pulled from crime scenes is safely managed.

What do you like about your job?

I like that I can help the officers in a very different way. My job is to pay attention to cases and make sure nothing is missed. My viewpoint is different because I’m able to see crime patterns based on the amount of property I intake. I also like that I’m helping victims. I’m not at the scene, but being behind the scenes – following through with my job – is super important in every one of these cases.

What’s something you’d like people to know about your job?

My job is not like TV. I’m not CSI, but I do work closely with the crime lab when submitting evidence to be tested. My job as a CSO is a position where we can do almost everything. Some refer to us as the “jack of all trades.” Every day is a new adventure!

You once helped save an owl. What was that like?

It was a really interesting experience because I had never held one before. If a baby owl falls out of a tree, do it a favor and place it back up where it came from! I’ve handled hawks in the past as well as chickens. I grew up with a dog and a cat, so these experiences have taught me a lot about wild animals. FALL 2021 ▶ 7


Fire Prevention Week Oct. 3-9 is Fire Prevention Week, and this year’s theme is “Learn the Sounds of Fire Safety!” Make sure you know the difference between your smoke and carbon monoxide alarms. Taking the right actions will keep your family safe. Fire Prevention Week started in 1925 to remember the Great Chicago Fire of 1871 that killed 250 people and destroyed more than 17,400 structures. New Fire Engine to Serve Merriam Residents Overland Park firefighters in May dedicated a new fire engine at Station 46 – the station that serves Merriam residents. Firefighters washed the truck’s wheels and pushed Engine 46 into the fire station bay during the ceremony. It’s a tradition from the late 1800s, when fire departments used horses to pull fire equipment. After fighting a fire, the crews would wash the horses to prepare for the next service call and push back the fire equipment into the station bay.

The Future of Downtown Merriam The City of Merriam has partnered with the Mid-America Regional Council (MARC) to create two plans for Merriam Drive. Partially funded through MARC’s Planning Sustainable Places (PSP) Grant program, the plans will build on ideas included in the City’s recently adopted Comprehensive Plan 2040. The goal of both plans is to make downtown Merriam a more attractive destination for residents and visitors by designing the Merriam Drive corridor to be safer for drivers, pedestrians, bicyclists, and other modes of travel.

Downtown Merriam PSP Plan

The first plan addresses downtown Merriam and will look at future land uses, transportation, and street design on Merriam Drive from Johnson Drive to Waterfall Park. An advisory committee of business owners and residents is now on board to collaborate with a consultant team. They will study and craft a vision for this area. The committee will meet over the next eight months to explore different opportunities that could exist along Merriam Drive. Specific Plan Goals

▶ Identify how “complete street” concepts can enhance Merriam Drive. ▶ Recommend street design concepts.

▶ Identify appropriate uses and businesses along Merriam Drive.

▶ Engage with business owners to gather their opinions for future sustainable development. ▶ Identify how public funds can support future development and enhance transportation.

“This plan will be created through an engagement process among all stakeholders – residents, business owners, consultants, our advisory committee, and community organizations with the idea to make downtown Merriam a better place to live, work, and play,” said Merriam City Administrator Chris Engel. One group that will have a voice in this plan is the Downtown Merriam Partnership. The organization was formed to “ensure the continuation and revitalization of Historic Downtown Merriam.”

“We want to move downtown Merriam from a stagnant economy to a viable mixed-use area,” DMP President Stoney Bogan said. Business owners in downtown Merriam want to see more options, too. Allie Henry, owner of Hurricane Allie’s Bar and Grill, said she would like more gathering places such as a coffee shop, microbrewery, or small boutique. “I would like to see more businesses going in to be able to provide people more of a

Allie Henry owns Hurricane Allie’s in downtown Merriam. She opened the bar and grill in 2010. When she’s not working, you’ll find Allie spending time with friends, trying new places to eat, and drinking wine.

How did Hurricane Allie’s end up in Merriam?

My dad and his partner owned H&R Auto Service, which had been in Merriam since 1984. In the front of the building was a bar and grill called Chief’s. When the owners retired after 18 ½ years, my father came to me and asked if I wanted to do something with the front of the building. I told him ‘sure.’ I mailed an application in for a liquor license and got it. There was no going back after that point.

Tell us about the name Hurricane Allie’s. How did you come up with it?

I had originally wanted to name the bar Jazzie’s and do jazz music and BBQ. But, I ended up keeping the menu similar to Chief’s and adding some BBQ items to the menu that my father smoked. My grandfather said I should put my name in the bar’s name. I decided to name my bar after my soap box derby car, which I raced until I was 16 years old. I wanted the name to have a meaning.

What do you like about having Hurricane Allie’s in Merriam?

I like the small-town feel of Merriam. I also enjoyed working out of the same building as my father until he passed away in 2017. It was nice he could come and eat a sandwich, and we could watch Family Feud together during the day. That time together was priceless.

What type of food do you serve?

We serve American food – burgers, pork tenderloins, salads, and wraps. But, what really melts your mouth is our $1 tacos with our homemade salsa.

How has the pandemic affected your business?

Financially, the pandemic was hard, but, honestly, the downtime wasn’t horrible. We got a lot of cleaning done and really focused on our food business. The support we got from our customers and our community made us really appreciate how much people supported us!

What would you like to see in the downtown area by your business?

More things for people to do – mqaybe an axe-throwing place or a microbrewery would be cool. Anything that attracts people and makes people want to come to Merriam.

reason to come to Merriam and have multiple places to shop, eat, and spend more time,” Henry said. She said anything that betters Merriam and our community is “definitely a plus.” “I hope whatever comes from the plans attract more people to Merriam,” Henry said. “I love driving to work every day and seeing the beautiful hanging baskets, and my hope is that more people are drawn to our town and get to enjoy its beauty as much as I do.” Anton Krutz, owner of K.C. Strings, said he wants the City to beautify the area with more art programs and a designated art space. “It doesn’t matter if a city is small or big. It’s only remembered long-term for its impact in the arts,” Krutz said.


Merriam Drive Connected Corridor Plan

The second plan is in partnership with Overland Park, Mission, and Kansas City, Kansas, and focuses on transportation and street design from W. 51st St. to Southwest Boulevard. It also includes a study of the Turkey Creek Streamway Trail. Overland Park is taking the lead on this project. Specific Plan Goals

▶ Provide measurable action steps for both public and private property owners to promote several transportation options and encourage redevelopment.

▶ Engage with property owners and neighbors to look at meaningful future uses in the corridor area. ▶ Develop a way to close gaps in the Turkey Creek Streamway Trail across all partnering cities. ▶ Complete street plans for Merriam Drive.

▶ Identify and develop green infrastructure projects in the corridor area. Look for several ways to get involved and share your ideas. We’ll provide updates on the City’s social media channels and the City’s website at merriam.org/downtown.

Rep. Davids Call for Funding in Downtown Merriam In April, Rep. Sharice Davids formally requested federal funding for the Turkey Creek flood control project. If funded, it could be a historic year for downtown Merriam. The money would be used to remove a part of downtown Merriam from the FEMA floodplain and provide property owners the opportunity to redevelop the area. Congress will review the request this fall. What do you like about working out at the MCC? Everyone at the MCC is so nice. You guys are just the best. What’s your typical workout routine? I usually do light weights with a lot of repetitions and then walk the track. I also walk in the lazy river since it’s easier on my joints. If you won the lottery, what’s the first thing you would do? Give some money to Unleashed in Mission because I love

animals. I’ve adopted three animals from Unleashed in the past. We’ve got one still with us. When you have 30 minutes of free time, how do you pass the time? I’m starting to learn self-defense through jujitsu. I work out with another MCC member here. I love to spend time with my grandson, who just turned two, and I’ve got another grandchild on the way. I also love to do yardwork.

If you’re new to the gym or interested in learning more about how to use the fitness equipment, we can help! Ask any fitness attendant on duty how to safely and effectively use the strength and cardio machines. Youth members between the ages of 13-15 are welcome to use the fitness center after completing a free youth fitness center orientation and are under parent/guardian supervision. Sign up at the Welcome Desk.

Receive a personal evaluation of your current fitness level. The evaluation includes testing your cardiovascular health and strength, mobility, and flexibility levels. You’ll receive an explanation of your results and have the option to talk about creating a plan to help you reach your goals. Dress in comfortable athletic clothing and wear closed-toe shoes.

Fitness Program Consultation

Work with a fitness consultant to help establish a program based on your goals. During this one-hour visit, a fitness professional will help you identify your fitness goals, formulate a plan, and walk you through the program to ensure you’re comfortable with the routine. Lap Swimming & Water Walking

Lap lanes are available during designated times. All swimmers must be prepared to share a lane. Two swimmers per lane: split the lane and swim on either side. Three or more swimmers must circle swim.

Swim Lessons

Youth: 6–12 years old

Swim lessons are all-inclusive and specific for each child’s skill set and include lifesaving and safety techniques. Children should be able to work with an instructor and participate in swim lessons independently and willingly.

Parent/Child: 6 months–2 years

This lesson is designed as an introduction for parents and children alike. Learn safety tips while your child becomes familiar with the water and picks up basic water movement taught through songs, dances, and other fun forms of teaching. Parents must be in the water with their children. This class takes place in the indoor warm water therapy pool.

Preschool: 3–5 years old

Your child will learn basic water safety skills while also growing more comfortable in the water. Students learn how to safely enter and exit the water, blow bubbles underwater, float, kick, and work on arm movements. CLASS

Aquatics Punch Pass Program

Aqua Toddler Swim Time + Sensory Hour Free for members! Mondays, Wednesdays, and Fridays ▶ 10:30–noon ▶ Ages 0–4 with an adult present ▶ $50 for 10 punches, $90 for 20 punches ▶ 1 punch visit = 1 adult and 1 child

Time specific for families with children sensitive to loud noises or big splashes of water. During this time, all fountains, slides, and water features are turned off. Parents with children 4 years old and younger can explore the zero depth, shallow water, and therapy pool without fear of big kids splashing. This isn’t a swim lesson and won’t be instructor led. Parents must be in the water with their children.

We want all kids active in recreation activities – no matter what!

Merriam families may be eligible to receive a scholarship – up to $420 per calendar year – to help pay for a resident household membership. Households will pay at least $20 per month toward membership costs.

Scholarships for swim lessons are also available. Families pay 20% of registration fees and the scholarship covers up to $100 per child per year. Dance Fitness Bellydance 101

WERQ

WERQ (pronounced “work”) is the wildly addictive dance fitness class based on the hottest hip-hop music. Beyond being easy to follow for all levels, WERQ is an effective cardio class that feels more like a dance club experience. Instructor: TBD

Refund / Cancellation / Transfer

The City of Merriam Parks and Recreation Department prides itself on providing first-class recreational opportunities. Although patrons desire to attend all sessions for which they are registered, there may be circumstances that prevent them from completing programs. Recognizing the need to assist in these situations, programs, memberships, and rental refunds will be handled per the policy posted on the website and available at the Merriam Community Center. Administration reserves the right to review and alter policies as needed. Policy changes and notifications will be provided in writing on the website and posted at the MCC Welcome Desk. Facility users are expected to respect MCC property and fellow users. Destruction of property, profanity, and abusive behavior won't be tolerated. Violators will be asked to leave the facility, and repeat offenders will have privileges permanently revoked. The use of tobacco products is prohibited in the MCC and within 10 feet of all entrances. The MCC isn't staffed to provide individual child supervision. Please don't drop children off and leave them unattended. Children 8 and under must be accompanied by a responsible person age 14 or older. No person under the age of 16 is allowed to participate in, or attend, adult fitness classes.

Established in 1988 as a means to provide support for Merriam's recreation facilities, programs, and parks, the Foundation has provided more than $175,000 to support the Parks and Recreation Department. The Foundation’s largest fundraising activity is the annual Flags 4 Freedom event, held during the week of July 4. City Held Ribbon-Cutting for New Inclusive Swing The City of Merriam in June introduced the first We-Go-Swing (in the world!) to our community at Chatlain Park with a ribbon-cutting ceremony. The first-of-its-kind swing lets people who use wheelchairs swing without having to transfer out of their wheelchairs. This was a team effort to get the swing - with special thanks to the Merriam City Council, the Parks and Recreation Advisory Board, and the City’s Park and Recreation and Public Works departments. We’re excited that Merriam is now more inclusive to all! The Turkey Creek Streamway Trail passes through wooded areas, a butterfly garden, the AT&T pocket park, and several larger neighborhood parks.
