With the holiday season here, I want to give thanks to those who’ve helped make Merriam Just Right this year. With your support and the diligence of our City’s dedicated staff, we: ▶▶ Finished the design concept of the new community center and kicked off construction. ▶▶ Completed as promised the 14-day complete closure of Johnson Drive at Merriam Drive. ▶▶ Received the coveted “AAA” rating from Standard and Poor’s Global. ▶▶ Had three successful city-funded grant programs: Exterior Home Improvement, Neighborhood Island, and Neighborhood Block Party grants. All are coming back next year! ▶▶ Hosted our first music fest – Merriam Drive Live. ▶▶ Started a police bicycle patrol unit. ▶▶ Scored high in resident satisfaction in a community survey conducted by the ETC Institute, one of the nation’s leading firms in local government research. ▶▶ Hired a new city prosecutor. ▶▶ Received the Engineering Excellence Award for Innovation and Outstanding Engineering from the American Council of Engineering Companies of Kansas. ▶▶ Received nine national and local communications awards, including one for this Highlights and Recreation magazine. ▶▶ Received the 2018 When Work Works Award from the Society for Human Resource Management. Merriam Community Center Taking Shape Check out what's new with the Merriam Community Center. On Aug. 30, the City of Merriam kicked off construction on the new community center with a groundbreaking ceremony. It was a wet, rainy day so the ceremony was moved inside to City Hall. In late October, City Council took an official construction kickoff photo. McCarthy Building Companies mobilized in October to begin demolishing, grading, and placing utilities on the property. Building construction is expected to begin in January with a planned summer 2020 grand opening. The project's total budget is $36.6 million. Of this, $30 million will go toward the new community center and $6.6 million of TIF funding will be used to construct a 200-space parking structure and related improvements. The City continues to have conversations with the Johnson County Library Board about relocating the Antioch branch to the community center site. 5701 Merriam Drive Steering Committee In October, the City put out a call for volunteers to serve on the 5701 Merriam Drive Steering Committee. This committee will help determine how to honor the site’s history while making it an asset for future generations. Committee members will be responsible for identifying and recommending to City Council the best use of the current site of the Irene B. French Community Center and how to fund any improvements. Exterior Home Improvement Grant Program a Success; Coming Back in 2019 Merriam residents made several enhancements to their homes this year thanks to the City-funded Exterior Home Improvement Grant program. City Council designated $30,000 in 2018 for residents to make exterior home improvements. The projects varied from new siding and gutters to tree removal and other landscaping endeavors. Some residents replaced windows or driveways and others installed solar panels.
More than 30 applications were submitted and, of those, 16 property owners received funding before all the money was allocated. The average reimbursement was $1,875, with total project amounts ranging from $5,460 to $25,740. Residents had to invest at least $4,000 of their own money to receive a reimbursement. “The Exterior Home Improvement Grant was a great success,” said David Easley, with the City’s Community Development Department.
“Overall residents had a positive view of this new program, and we can’t wait to bring it back next year.”
More property owners can take advantage of this grant program in 2019 as City Council increased the program’s funding to $50,000 and lowered the minimum household investment to $3,000. Easley said residents should start getting estimates for home improvement projects now because the City will begin accepting applications for the 2019 Exterior Home Improvement Grant on Jan. 2. Residents will receive funds on a first come first serve basis until all the money is allocated. See page 7 for details on how to apply.

Does your house need a paint job? Has your roof fallen into disrepair? What about replacing your windows or repairing your driveway? Merriam residents looking to beautify their homes may be eligible for a grant! The City is investing $50,000 in its 2019 Exterior Home Improvement Grant program. The program will provide a 20 percent reimbursement for exterior improvements upon completion. Homeowners must submit an application before work begins and have at least $3,000 in combined repairs/ renovations. The maximum reimbursement is $2,500. Who can apply? ▶ Any non-apartment residential unit ▶ Homeowner: ▶ Must be current on all property taxes ▶ Provide proof of property insurance

Pet Registration Due by Jan. 1 The renewal deadline to register your pets is Jan. 1. Pets over the age of six months must be licensed in the City. Residents are allowed a maximum of three dogs and three cats per household. Registering your pets will help identify them if they become lost. You can buy pet licenses for one, two, or three years. Owners must fill out a registration form and show proof of a valid rabies vaccination when applying for a license. You can register your pets online at merriam.org/pets, in person at City Hall, or by mail. There’s a $2 per month late-fee penalty for those who don’t renew their pet’s license by Jan. 15.

City of Merriam Franchise Fee Rebate Program Merriam residents with low-to-moderate income can apply for a franchise fee rebate from the City. Starting Feb. 1, the City of Merriam will accept applications for its Franchise Fee Rebate Program. Utility companies routinely collect franchise fees from its customers throughout the year. This program provides Merriam families whose income fall within the limits established by HUD the opportunity to apply for franchise fee refunds paid on electricity, gas, and telephone bills during 2018.
Those wishing to participate should contact the Community Development Department at 913-322-5520 between 8 a.m.-4:30 p.m., Monday through Friday, to request an application form. Applications must be accompanied by all 2018 gas, electric, and landline telephone invoices along with proof of income for all household members. For proof of income, residents can provide their 2018 W-2 income tax forms or social security papers as well as all 1099 forms, interest, pensions, annuities, and dividend statements. Applications will be accepted through May 1, 2019. This year marks the program’s 37th year. The city-funded program was implemented by Merriam City Council.

Merriam Police Officers Ride Bikes to Enhance Community Policing You may feel safer on Merriam’s streets now that the Merriam Police Department restarted a bicycle patrol unit. Merriam Police Chief Michael Daniels said there are several advantages to having officers on bicycles. Besides being able to go into parts of the City that patrol vehicles can’t access, such as the Turkey Creek Streamway Trail, Chief Daniels said they help make officers more approachable to residents.
“Having officers on bicycles – whether in our parks, neighborhoods, or business districts – give them an opportunity to connect with our community, further strengthening relationships with our citizens and business owners,” Chief Daniels said.

Four officers are patrolling the City on fully equipped police bikes. The bicycle unit began operations in September. Merriam last operated a bicycle unit from 2000 to 2003.

A 17-year veteran, Sergeant Chris Brokaw joined the Merriam Police Department in 2001. He was promoted to sergeant in 2014. Why did you become a police officer? I became interested in law enforcement during college. I started taking law enforcement classes, attended a citizen’s police academy in my hometown, and even did an internship with a local police department. After that I was hooked and started pursuing a career in law enforcement. What do you like about your job? I like that the job is unpredictable and exciting. Every day is different. One day you may be really busy going from call to call and then the next day it could be slow. You also always get to meet interesting people.
You’re on the new bike unit. Why did you want to be a part of it? I started working part-time as a bicycle officer in 2002. I like that a bike is quiet. You can go many places that a patrol car can’t go, and this aids in catching criminals. How does the bike unit benefit Merriam residents? It's great for improving public relations. I like that it is much easier for the public to approach me if I’m on a bicycle. This has led to many conversations that probably wouldn’t have happened if I was in a patrol car. What’s something you’d like residents to know about the

Merriam Police Department? We may be a small department with only 32 police officers, but we are one of the busiest police departments in Johnson County. We also build community relations by spending time with our residents. Anything else? I would encourage everyone to get to know your community police officers. Take the time to stop and say ‘hi’ if you see them out and about. Also, look into programs that we host such as the Citizens Police Academy, Explorers Program (for youth), and Coffee with a Cop events.
Master Police Officer Kristin Jasinski received a Life Saving Award at the Oct. 22 City Council meeting for saving the life of a 2-year-old girl. The young girl was choking on a meatball at IKEA Restaurant when MPO Jasinski applied the Heimlich maneuver on her. MPO Jasinski dislodged the food and saved the girl’s life. MPO Jasinski said she’s humbled to receive this award.

Merriam Police Officer Receives Second Life Saving Award
“My job is to help people who are in various stages of a crisis,” MPO Jasinski said. “If I can consistently make a positive difference in the lives of people we assist, that’s all the reward I need.”
This is the second Life Saving Award MPO Jasinski's received this year. In January, she saved a Merriam resident's life after he suffered a heart attack.

Inspired by nature, Merriam artist Jan Schoonover has traveled all across the world showcasing her works of art. She and her husband, Ashok Gupta, lived in New York City for more than 30 years before relocating back to Merriam. Jan now lives in the house she grew up in. She’s an active member on the City’s Art Committee and received a Master of Fine Arts from the School of Art Institute of Chicago. You recently had an exhibit in Paris. Where else have you showcased your artwork? Paris was beautiful, beyond belief. I have had art shows in Kansas City, Lawrence, New York City, Holland, Beijing, England, and Paris. You lived in New York City for more than 30 years. What made you want to move back to Merriam? Merriam is home. The Schoonovers homesteaded in Kansas around the time that Kansas became a
state. Kansas City is livable and people are friendly. Many people in my studio building downtown, the Livestock Exchange Building, have returned from other parts of the world. You and your husband moved back to live in your childhood home. What’s that feel like? It feels comforting to live in the house that my dad hand built in 1949. Being of Dutch descent, I work on my garden. It's hard work, and I have a lot of help. What’s your favorite part about being on the Merriam Arts Committee? I enjoy learning the mechanics of installing outdoor art. It's a new experience for me. You went to Crestview Elementary. What makes you want to give back and volunteer in the school? Crestview is important to me. Both of my parents were teachers, and my husband and I met while teaching. Elementary school may be the most important part of our lives, and our neighborhood children all go to Crestview. They are so smart and really snappy dressers.

Call for Artists 2020 Monthly Exhibits
Application deadline: July 8 The Tim Murphy Art Gallery is accepting applications for its 2020 monthly art gallery shows. Interested artists may submit five digitals of their work. All exhibited paintings and photographs must be matted and framed unless a wrap-around-canvas technique is utilized. Any works accepted in the Heartland Artist Exhibit aren't eligible. Considered media includes photography, watercolor, pastel, oil or acrylic, ceramics, sculpture, fiber arts, and glass. At least 90 percent of the work for the show must be for sale. Tentatively, January through April exhibits will be at the Irene B. French Community Center and September through December exhibits will be at the new Merriam Community Center. Finding Authenticity in Abstraction: Creation Without Gimmicks or Guiderails Feb 21 & 22 // 9 a.m.–4 p.m. // $150 // Class #120302L1 In this two-day workshop, artists will find new means of understanding their own unique and authentic voices, using abstract painting as a medium of expression. Artists will follow along as the instructor guides them through his own relationship with the medium and will be asked to define and interpret abstraction for themselves. Artists will be engaged in Socratic dialogue about their underlying assumptions about art. An emphasis on meaningmaking, authenticity, and curiosity will be the primary focuses of the course. Students will be asked to bring their own acrylic or oil paints but will also have paints available to them. A supply list will follow. About Mark Kuykendall I’m a therapist and an artist. I develop personal relationships with my art pieces like I do with my clients. I view the struggle of making art as a parallel to the act of living. For me, understanding how the brain evolved was the key to understanding the human experience. I’ve tried to apply this in my approach to art. Like my clients, my paintings change over time as a result of conscious effort. My paintings demonstrate moments of insight, elation, satisfaction, etc., layered over moments of disappointment, frustration, or shame. Ultimately, I hope my art engages people enough to feel a sense of conscious and subconscious changes made over time.

The Merriam Parks and Recreation Advisory Board meets on the fourth Tuesday of each month at 6 p.m. at the Irene B. French Community Center. The Board is comprised of one representative from each of the four City wards, three at-large positions, and one youth representative. Fitness center patrons must show a photo ID card with proof of residency. If no ID is available, an ID card can be provided with proper documentation for $5. Residency information must be updated annually.

Refund / Cancellation / Transfer
The City of Merriam Parks and Recreation Department prides itself on providing first-class recreational opportunities to Merriam residents. Although patrons desire to attend all sessions for which they are registered, there may be circumstances that prevent them from completing programs. Recognizing the need to provide assistance in these situations, programs, memberships, and rental refunds will be handled in accordance with the policy posted on the website and available at the Irene B. French Community Center (IBFCC). All refunds are processed Monday through Friday, 8 a.m.– 5 p.m. For purpose of point of notification, written requests that can be verified by date will be accepted during all hours of operation at the IBFCC front desk. Refunds for transactions paid by credit card, regardless of the amount, will be credited to the account on the day the cancellation is approved. Transactions paid by cash or check will be reimbursed by check, if more than $10. Please allow up to three weeks for payment. Refunds of less than $10 will be reimbursed with cash and will require a signature from the person eligible for the refund. Administration reserves the right to review and alter policies as needed. Policy changes and notifications will be provided in writing on the website and posted at the IBFCC front desk.

Facility users are expected to respect IBFCC property and fellow users. Destruction of property, profanity, and abusive behavior won't be tolerated. Violators will be asked to leave the facility, and repeat offenders will have privileges permanently revoked. The use of tobacco products is prohibited in the IBFCC and within 10 feet of all entrances. The IBFCC isn't staffed to provide individual child supervision. Please don't drop children off and leave them unattended. Children 8 and under must be accompanied by a responsible person age 14 or older. No person under the age of 16 is allowed to participate in, or attend, adult fitness classes.

Sharing in Your Community’s Future
Established in 1988 as a means to provide support for Merriam's recreation facilities, programs, and parks, the Merriam Community Center Foundation has provided more than $175,000 to support the Parks and Recreation Department. The Foundation’s largest fundraising activity is the annual Flags 4 Freedom event, held during the week of July 4. The Foundation also supports the arts in Merriam, annually donating a piece from the Heartland Artist Exhibition to the permanent collection hanging at the Irene B. French Community Center. Recent programs include scholarship assistance for Merriam Parks and Recreation programs and memberships; sponsorship of Summer Sundays in Merriam; new benches at all playgrounds; and assistance in the renovation and expansion of the Tim Murphy Art Gallery. Waterfall Park 5191 Merriam Drive
Home of the original Merriam Farmers’ Market, Waterfall Park is named for its most prominent, natural feature within Turkey Creek. The park’s development began in 1997 as part of an overall stormwater project in response to area flooding. In 2005, the City developed a master plan to further grow Waterfall Park. The plan called for soccer fields, parking lots, stream restoration, an observation area, picnic shelter, playgrounds, a walking trail, and other amenities.
Over the years, the park has continued to evolve. In 2006, the City and Johnson County Parks and Recreation District entered into an agreement to develop and construct a multi-use pedestrian trail from Werner Park to Waterfall Park. In 2012, the City constructed four practice fields named after Julius McFarlin. McFarlin was the first African-American elected to public office in Johnson County, serving from 1973 to 2000 as a Merriam City Council member. He's also credited for chartering the Johnson County NAACP.
In 2014, an irrigation system was installed. A bike repair station was added two years later. As the soccer fields’ popularity grew, parking was expanded in 2017. The latest addition, occurring just this fall, was relocating playground equipment from Vavra Park to Waterfall Park. Picnic tables and a grill were also moved to the area to enhance park experience for visitors. Next year, the City plans to install the third public art piece “Hmmm…” along the Turkey Creek Streamway Trail within the park.

Over the past several years, the City has made various improvements to all parks in Merriam. In an effort to raise awareness of these improvements as well as understand how each individual park was developed, we challenge residents to explore the featured park and let us know about your visit. The first 4.4 acres of Waterfall Park was purchased in phases between December 1997 and May 1998. In February 2005, the City purchased 7.1 acres known as the Enterprise Property. In 2004 and 2005, Johnson County Parks and Recreation District (JCPRD) purchased land to assist the City with future park improvements. The purchase added 4.3 acres of park land to the north and south of the Enterprise Property. A long term land lease was established between the City and JCPRD for $1 per year for 25 years with the ability to renew.

There's approximately four miles of paved, multi-use trail running from 75th St. to Antioch Road in Merriam. The Turkey Creek Streamway Trail passes through wooded areas, a butterfly garden, the AT&T pocket park, and several larger neighborhood parks. Paved parking and access points are provided at the 75th St. entrance, Chatlain Park, Campbell Park, Merriam Marketplace, and Waterfall Park.
