MAYOR’S MESSAGE

Season’s greetings! We have lots to be thankful for as we celebrate the holidays with our family and friends.

As a City, things are looking up financially, but I know that may not be the case for you personally. While our pocketbooks are getting pinched with higher prices across the board, the Merriam City Council is doing its best to help you save money with our 2023 city grants.

▶ Want to be more sustainable? Check.

▶ Want a new tree on your property? Check. The City offers more than 10 grants to residents. Some are available to everyone while others are based on income guidelines. Head to page 8 to see your options.

I’m also thankful for and looking forward to watching construction crews build the newest Johnson County library branch next to the Merriam Community Center. You can read more about this project on page 4.

As we close out 2022 and head into the new year, we hope you can join us at the MCC for Christmas in the Courtyard with Santa and hot cocoa. This free event is a beloved annual tradition in Merriam.

Library Construction Set to Begin, Gets a New Name

Meet Merriam Plaza Library! After five years of planning, Johnson County Library is ready to begin construction on its newest branch in early 2023.

Merriam Plaza Library will replace Antioch Library, which has served Johnson County since 1956 at the corner of Antioch Road and Shawnee Mission Parkway.

Although a new name, the library branch will house the same collection as Antioch Library and sit a few blocks from its current location next to the Merriam Community Center. Merriam Mayor Bob Pape said the 15,000-square-foot Merriam Plaza Library will be a community hub.

“It’s a destination place,” Pape said of the library. “I’m excited the new branch is staying in Merriam.”

Pape grew up just blocks from Antioch Library and often visited. He said Merriam Plaza Library is ideally placed to share space with the MCC. The library and community center entrances will face each other across a courtyard.

Johnson County Librarian Tricia Suellentrop said co-locating the library is a great partnership.

“We worked really closely with the City of Merriam on the location of the building and its design every step of the way,” Suellentrop said. “It’s been wonderful working with the City of Merriam.”

The final Merriam Plaza Library design is complete. Suellentrop said it has modern amenities that she believes will blend well with the MCC and provide a “jewel for the community” for decades to come.

Naming the New Library

Library and City staff collaborated on a list of options for the Library’s board of directors. The group chose Merriam Plaza Library for the building’s location within the City’s municipal plaza. Antioch was named after one of its cross-streets, so staff wanted to make it easy for patrons to find the new location, too. They also found a way to honor the community’s rich history. The library’s meeting room is named after Alfonso and Mary Webb, whose 1949 lawsuit to desegregate Merriam schools laid the foundation for the landmark Brown v. Board of Education case five years later.

There’s also an attractive green roof to preserve the roof’s lifespan while providing a place for pollinators and native vegetation. The total project cost is about $13.7 million, funded through the Comprehensive Library Master Plan and dedicated Library tax.
A groundbreaking ceremony is happening on Nov. 29, with construction beginning in 2023 and a grand opening expected in 2024. Library officials said Antioch Library will close just before the new branch opens to allow for transferring of its collection.

Johnson County Library –Then, Now, and Coming Soon!

The Johnson County Library has had a key presence in Merriam since the early 1950s. Let’s look back at a few of the historical highlights of the Johnson County Library in Merriam:

▶ Voters established the Johnson County Library system on Nov. 4, 1952, with a five-member board of directors.

▶ The first library was housed in a resident’s basement on 55th Terrace and was open five hours each week.

▶ After state funding laws were enacted, enough money was raised to hire a librarian. Shirley Brother, a representative of Alabama Library Services, started in September 1955.

▶ A lease was signed on a storefront at 5844 Merriam Drive with an open house celebration on Feb. 5, 1956.

▶ The library moved to the Antioch Road and Shawnee Mission Parkway location in November 1956.

▶ The Merriam location once operated a bookmobile.

▶ In 2008, Antioch Library was designated as the origin site for 6 by 6, Ready to Read – Kansas’ early childhood literacy program.

▶ The library is on the move again, but this time occupying a new, state-of-the-art facility next to the Merriam Community Center.

Tricia Suellentrop COUNTY LIBRARIAN

Tricia Suellentrop is a 24-year veteran of Johnson County Library, 14 of which were spent as the deputy county librarian before assuming her new role. Tricia is passionate about literacy and champions the Library’s mission of providing access to all. She holds a master’s degree in library science from Emporia State University. In 2005, she was recognized as one of Library Journal’s “Movers and Shakers” for her work serving teens in the juvenile justice system. Tricia is a passionate supporter of Wichita State Shockers basketball, enjoys live music, and is only two states away from her goal of visiting all 50 states.

What’s it like being the County Librarian?

Exciting, busy, and challenging. It takes focus and a sense of humor to keep a large library system, serving 600,000 people, with 320 staff and 14 locations, moving in the same direction.

What do you do as the County Librarian?

Ultimately, my job is to make sure we’re being good stewards of the taxpayer money entrusted to us. I work closely with our board of directors, elected officials, and other civic leaders to make sure they’re informed about everything going on around the system, oversee progress on our building projects and service upgrades, and promote our staff’s work.

What do you like about your job?

My favorite thing is watching our youngest patrons discover stories with their families.

Tell us something you’d like the public to know about the Library.

Our library staff is an incredible resource! They’re the conduit to discovery and can help you navigate to the resources you need, whether it’s a book recommendation or solving a challenge in your life.

What are your thoughts about Antioch Library moving next to the MCC?

While I’m so excited about the new building and the opportunities it offers the community, I’m a little wistful, too! Antioch holds a special place in my heart as the first Johnson County Library branch I worked in. But, the timing of the move is just right, with Antioch’s aging infrastructure. Sharing a campus with the community center is a wonderful opportunity to expose library services to a new audience. We like to say that this campus will promote whole-

person health: get your body moving at the community center and get your mind moving at the library!

How does this move connect the community?

We love that we’re a part of the municipal plaza and that the City considers the Library just as important to the community as other city services, like City Hall and the police station. We also took the time to listen to community members to hear their wants and needs for the new building and incorporated many of their suggestions into the design. We’re building with our patrons, not for them.

Anything else?

We’re so grateful to the City of Merriam and its residents for supporting the Library since its inception nearly 70 years ago! We look forward to serving you in this new location for another 70 years and beyond.

Mayor Pape accepted a $1 check to officially transfer land to Johnson County to build the new library.

New Grants Approved for Residents in 2023:

Small Projects, Trees, and Energy-Saving Kits

Don’t Forget Existing Grants for Property Taxes, Driveways, and Block Parties

With prices increasing across the board at grocery stores, gas stations, and restaurants, the Merriam City Council wants to help ease your burden. That’s why they approved several new and existing grants for residents in 2023 that total more than $558,000. Let’s learn about them:

Small Projects

▶ Eligible homeowners may receive up to $2,000 for small home improvement projects to help with current code violations and other projects

▶ Household income must be at or below the area’s median income

▶ If household income is below 50% of the area’s median income, the program will cover the full cost of the projects up to $2,000

Energy-Saving Kits

▶ Residents can get a free energy-saving kit at City Hall or the Merriam Community Center

▶ Kits may include LED lights, insulated wall plates, and tools to reduce water usage

Residential Tree

Homeowners can get one free tree from an approved list

Other grant opportunities include the Historic Downtown Merriam Exterior Grant, Neighborhood Island Grant, Contain the Rain, and Compost Bin Rebate.

The City also helps pay for county programs that Merriam residents can participate in, such as rental and utility assistance, home repair, United Community Services, and Shawnee Mission Cares, which the school district manages.

Pets over the age of six months must be licensed in the City. Residents are allowed a maximum of three dogs and three cats per household. Register your pets online at merriam.org/pets, by mail, or in person at Merriam City Hall. Owners must show proof of a valid rabies vaccination.

Before you conduct business in Merriam, you need to get an occupation license. Apply for a new license or renew a license online at merriam.org, by mail, or in person at Merriam City Hall. Some home-based businesses require a permit.

Jan. 9–13: Free Holiday Tree Disposal

Public Works crews will pick up your holiday trees for free. Place trees curbside by 7 a.m. on your scheduled pickup day. Find more information at merriam.org/treelimbs.

Feb. 1: Franchise Fee Rebate Program Applications Open

Utility companies routinely collect franchise fees from their customers throughout the year. This program provides eligible Merriam families the opportunity to apply for franchise fee rebates paid on electric, gas, and landline phone bills in 2022. Contact the Community Development Department at 913-322-5520 or visit merriam.org/franchisefee to learn more about the program or to get an application. The City will accept applications from Feb. 1 through May 1, 2023.

March 27–31: Spring Tree Limb Pickup

Dispose of your branch and brush debris during the City’s free tree limb pickup. Place tree limbs curbside before 7 a.m. on Monday. Public Works crews will collect branches throughout the week. Please don’t include any building material, plastic, metal, cardboard, paper, or other debris. Find more information at merriam.org/treelimbs or call Public Works at 913-322-5570.

APRIL

April 17–21: Spring Large-Item Pickup

Residents can dispose of large items such as furniture, appliances, mattresses, and rugs for free. Please place items by your curb before 7 a.m. on your scheduled pickup day. Find more information at merriam.org/largeitem. Call the Public Works Department at 913-322-5570 with any questions.

Merriam Police to Keep You Safe This New

As we celebrate the end of 2022, do so responsibly.

Merriam police officers will work overtime as part of a statewide enforcement campaign, “Taking Down DUI,” during New Year’s week. Officers will arrest anyone under the influence of drugs or alcohol and will ticket unbuckled drivers.

The Kansas Department of Transportation sponsors the program, which runs from Dec. 26 through Jan. 2.

Drop off your unused or expired prescription medication. Merriam police officers will properly dispose of them so they don’t end up in our water system or in the wrong hands.

Meet Rashad Castaneda SERGEANT

Rashad Castaneda joined the Merriam Police Department in 2014. Before joining Team Merriam, he served at the Johnson County Sheriff’s Office for two years. Rashad attended Hutchinson Community College on a football scholarship before he graduated from Emporia State University with a bachelor’s degree in criminal justice. In his free time, Rashad and his wife, Jill, enjoy antiquing, vintage shopping, and going to live musicals.

How did you end up working at the Merriam Police Department?

I knew I wanted to work for a police department as a patrol officer. One day while working at the Sheriff’s Office, I met a Merriam police officer. He was such a genuine and friendly guy, and he gave me a lot of information about the department. I knew right away that I wanted to work for Merriam. I applied and was hired in December 2014.

What was the hiring process like? It was pretty simple. They had it broken down into a few phases. I think the entire process took four weeks.

What do you like about working at the Merriam Police Department? I love the people and culture here. This department does all of the right things for all of the right reasons. I’ve made lifelong friendships. I’ve attended

weddings. I’ve seen families grow, and I even live in the same neighborhood as a few of my former coworkers. My coworkers are my tribe, my people, and my family. It’s just a wonderful place to spend your professional life.

How has your career changed in Merriam? I was hired as an entry-level police officer. After two years, I was promoted to master police officer. By that time, I was already a training officer and a defensive tactics instructor. I was reassigned to investigations as a detective, where I spent two years before rotating back to patrol. I continued to train and instruct until I was promoted to sergeant in June 2022. I spent rotations as a traffic enforcement officer, a bicycle officer, a peer support member, and I’ve been heavily involved in recruiting.

As a recruiter, how do you promote the police department?

I tell the truth about the department. It really just speaks for itself. I’ve attended recruiting events locally and visited academies in Missouri, Oklahoma, and Minnesota.

What would you tell someone looking to get into a law enforcement career? I would tell them to search their souls. The people who are best at this profession treat it with respect. They have to be able to commit to it. I would tell people to do their research. If someone wants to be a fulltime SWAT team member, don’t come to Merriam. If you want to make a tangible impact on a community and peoples’ lives and actually get to know your community, then this is the place for you.

Merriam Drive in Downtown Area Getting a New Look

Get ready for changes next year along Merriam Drive in downtown Merriam. You’ll see a completely new street design on Merriam Drive from Johnson Drive to 55th St., including changing the road to two and three lanes throughout and adding:

Diagonal parking spaces in front of the Merriam Farmers’ Market.

A shared-use path for pedestrians and bicyclists.

D OWNTOWN MERRIAM CORRIDOR PLAN

Raised crosswalks with removable bollards for special events held downtown.

A gateway monument into downtown Merriam.

A new Merriam Marketplace entrance.

New LED streetlights.

Construction crews are also repaving Merriam Drive, replacing curbs, gutters, and sidewalks, and adding new ADA sidewalk ramps and pavement markings. WaterOne will replace the water main along Merriam Drive.

Johnson County is helping pay for the $4.2 million project.

Construction is slated to start next spring. Drop in and see the construction plans in December.

Construction crews recently installed a new pedestrian bridge along West Frontage Road. They also repaved the road, repaired the main bridge, and added new sidewalks, curbs, and gutters to make the area more commuter friendly.

Merriam Takes Sustainability to the Next Level

The City has long embraced green initiatives. When Evergy offered a renewable energy option, Merriam signed up. Several Merriam Police Department’s vehicles are hybrids. We’ve earned the title of Tree City USA for more than 35 years.

In 2021, Merriam City Councilmembers adopted the Kansas City Regional Climate Action Plan to continue our commitment toward building a more sustainable future. The same year, City employees created the Green Team to meet the Climate Action Plan’s goals and further the City’s green impact.

Other recent sustainability improvements we’ve made include:

▶ Adopting a complete streets ordinance for pedestrian and bike traffic.

▶ Installing EV charging stations at City Hall, the Merriam Community Center, and Merriam Marketplace.

▶ Installing LED lights in traffic signals, streetlights, and City buildings

▶ Reducing energy consumption, such as thermostats and lights use

▶ Digitizing services to use less paper.

▶ Planting a pollinator garden along the Turkey Creek Streamway Trail. Another garden is planned at Waterfall Park.

▶ Adopting an idle reduction policy for City vehicles.

Heartland Juror: Holly Ann Schenk

Holly grew up in Nebraska, where she received her bachelor’s and master’s degrees in art education. She moved to Kansas City in 1982 and was an art director at Hallmark Cards for 12 years. Holly has taught art in many settings, including elementary and high schools, the University of Nebraska-Kearney, and the Kansas City Art Institute.

Holly’s artwork consists primarily of acrylic paintings and pastels. Her favorite is a form of pointillism using acrylics. She counts Georges Seurat and Vincent van Gogh as major influences.

Color is always a central focus in Holly’s work. She loves looking at the world and seeing the amazing array of colors and shapes.

Holly has shown her work at the Ruth E. Stocksdale Gallery of Art at William Jewell College and the Norfolk Arts Center in Nebraska. She also has rotating exhibits through ArtsKC.

Amazing Acrylics: Heartland Workshop

Acrylic is one of the most versatile paints. This workshop covers many facets of the medium, allowing you to leverage features that may be new to you while also strengthening your current abilities.

What do you like about the MCC? We love the community center! Its location is so convenient, and the state-of-the-art facility gives you a safe, clean, and fresh sense of a healthy, positive environment to work out. We love the variety of options of activities to choose from for different age levels, health conditions, and interests. The front desk and fitness assistants are always so friendly and welcoming, willing to help and answer any inquiry you might have. I like how there are always interesting, seasonal activities to choose from to share with family and friends and to connect and meet new people. What’s your typical workout routine, and what do you use most at the facility? I got the Fit Class Pass at the beginning of this year. I so enjoy it for the multiple benefits and different class options that are available to choose from during the week. As a busy single mom, I prefer to work out in the mornings and start my day on the right foot, so I

come to take my 6 a.m. class every day. I also like to have the option to use the wide variety of exercise machines available in the gym and indoor track. My children love to use the indoor pool yearlong and the outdoor pool during summer. I also have enrolled my daughter in the beginner gymnastics and aiki kids classes.

How do you spend your time when you’re not at the MCC? We’re an outdoors family, so you’ll find us at a park, camping, hiking, or biking.

Tell us something that might surprise us about your family. We’re a small family of three: my son, Lemuel (14), my daughter, Keyla (8), and myself. We’re originally from Guatemala. We moved to this country four years ago and moved to Merriam almost a year ago. This is now our home, but we’ve had to adjust to the culture and customs. Everyone around has been so nice, friendly, and resourceful.

General Fitness Center Orientation

If you’re new to the gym or interested in learning more about how to use the fitness equipment, we can help! Ask any fitness attendant how to safely and effectively use the strength and cardio machines.

Swim lessons are all-inclusive and specific for each child’s skill set and include lifesaving and safety techniques. Children should be able to work with an instructor and participate in swim lessons independently and willingly.

Parent/Child: 6 months–2 years

This lesson is designed as an introduction for parents and children alike. Learn safety tips while your child becomes familiar with the water and picks up basic water movement taught through songs, dances, and other fun forms of teaching. Parents must be in the water with their children.

Preschool: 3–5 years old

Your child will learn basic water safety skills while also growing more comfortable in the water. Students learn how to safely enter and exit the water, blow bubbles underwater, float, kick, and work on arm movements.

Youth: 6–12 years old

Beginning swimmers are introduced to basic stroke movement and learn how to be more comfortable in the water. More advanced swimmers are instructed in stroke technique, endurance, and safety skills.

Adult: 13+

Adult lessons are designed to help each participant reach personal goals. Whether you want to be a proficient lap swimmer, learn to float, or acquire water safety skills, instructors will work to ensure your success!

Junior Dolphins

This program is designed for students who want to be on the Merriam Dolphins swim team. The ideal student has gone through several rounds of swim lessons and is looking for more of a challenge. Students learn starts, flip turns, and swim team workouts.

Youth Aquatics

Aqua Toddler / Sensory Time Free for members! ▶ $50 for 10 punches, $90 for 20 punches ▶ 1 punch = 1 adult and 1 child

Time specific for families with children sensitive to loud noises or big splashes of water. During this time, all fountains, slides, and water features are turned off. Children can explore the zero depth, shallow water, and therapy pool without fear of big kids splashing. This isn’t a swim lesson and won’t be instructor led. Parents must be in the water with their children.

Infant

Aquatic Survival Swim

This six-week program teaches infants and toddlers between 6 months and 3 years old to roll over from a face-down or submerged position onto their backs to relax and breathe. Children learn to swim a short distance with their face fully submerged, roll onto their back, float and rest whenever they need to breathe, and flip back onto their tummy to continue to swim to safety while fully clothed. Lessons are 15 minutes, one-on-one, four days a week. Instructor: Mary Jo

Infant Aquatic Survival Swim (Advanced)

This program is a continuation of the Infant Aquatics Survival Swim program and teaches the swim-float-swim sequence. Instructor: Mary Jo MJ’s Kids

Topeka State Capitol and Mulvane Art Museum Tour

Take a guided tour of the Topeka State Capitol, followed by a trip to the best-kept secret in Topeka, the Mulvane Art Museum. The art museum opened in 1924 and is the oldest accredited art museum west of the Mississippi River. The museum’s collection highlights the works by artists from Kansas and the Midwest. Arthritis Foundation Exercise Program (AFEP)

Keep moving with this low-impact physical activity program proven to reduce pain and decrease stiffness. This chair-based class includes range of motion exercises that are suitable for every fitness level and ability. $3 donation suggested.

Cardio Chair Drumming

In this class, you’re seated in a chair while drumming on a big stability ball and floor. You become one with the music in this full-body workout that leaves you smiling and ready for the day. All abilities welcome. Instructor: Kim

Iyengar Chair Yoga

This is a gentler form of practicing yoga postures while sitting or standing, using a chair for support. It's beneficial for anyone as it increases flexibility, improves strength, and reduces tension. In addition to yoga poses and Iyengar principles, breathing techniques are also part of the practice. Refund / Cancellation / Transfer

The City of Merriam Parks and Recreation Department prides itself on providing first-class recreational opportunities. Although patrons desire to attend all sessions for which they are registered, there may be circumstances that prevent them from completing programs. Recognizing the need to assist in these situations, programs, memberships, and rental refunds will be handled per the policy posted on the website and available at the Merriam Community Center. Administration reserves the right to review and alter policies as needed. Policy changes and notifications will be provided in writing on the website and posted at the MCC Welcome Desk.

Facility users are expected to respect MCC property and fellow users. Destruction of property, profanity, and abusive behavior won't be tolerated. Violators will be asked to leave the facility, and repeat offenders will have privileges permanently revoked. The use of tobacco products is prohibited in the MCC and within 10 feet of all entrances.

The MCC isn't staffed to provide individual child supervision. Please don't drop children off and leave them unattended. Children 8 and under must be accompanied by a responsible person age 14 or older. No person under the age of 16 is allowed to participate in, or attend, adult fitness classes.

Merriam Parks, Recreation, and Community Center Foundation Sharing in Your Community’s Future

Established in 1988 as a means to provide support for Merriam's recreation facilities, programs, and parks, the Foundation has provided more than $186,000 to support the Parks and Recreation Department. The Foundation’s largest fundraising activity is the annual Flags 4 Freedom event, held during the week of July 4.

Turkey Creek Streamway Trail

There's approximately four miles of paved, multi-use trail running from 75th St. to Antioch Road in Merriam.

The Turkey Creek Streamway Trail passes through wooded areas, a butterfly garden, the AT&T pocket park, and several larger neighborhood parks. Paved parking and access points are provided at the 75th St. entrance, Chatlain Park, Campbell Park, Merriam Marketplace, and Waterfall Park.

Distances between locations in miles Trail mileage markers are available every 1/2 mile. Emergency (E911) trail markers are available every 1/10 mile.
