MAYOR’S MESSAGE Greetings Merriam Residents,

Happy Holidays! This is my favorite time of the year – a time to celebrate with our friends and families and, this year, ring in a new decade.

We have many reasons to celebrate Merriam in 2019 – from winning a national award for our Highlights magazine (two years in a row!) to receiving state awards for our Community & Visitor Guide magazine and our citywide grant programs. Our Public Works Department also received an engineering excellence award.

Next year, we’re asking Merriam voters to determine whether we should renew a ¼-cent special sales tax. This sales tax can only be used to pay for street and stormwater projects in our city and is an important part of the revenue we use to keep our infrastructure strong, our streets clear, and our residents safe. I urge you to vote on this issue when you receive the mail-in ballot in January. You can read more about this special sales tax and how it affects you on page 6.

The Merriam Community Center is on track to be completed in summer 2020. This building was designed as a space to bring our community together, and I look forward to exploring it with you once it opens.

As the new year approaches, I ask you to think about how you can become more involved in our Just Right city – from attending City Council and public meetings to participating in our free, City-sponsored events. We want you to feel right at home in Merriam!

New Finance Director The City of Merriam’s new finance director, Donna Oliver, started in late October.

Oliver is responsible for managing the City’s budget and financial reporting. Her department also oversees investments, accounts payable, and accounts receivable.

“I’m so excited to join Team Merriam,” Oliver said. “I’m very impressed with all the activity in the City - from art to economic development, a new community center, and numerous trails, it’s obvious that Merriam is on the move.”

Oliver comes from Riverside, Missouri, where she served as its finance director since 2006. She started her career in municipal finance about 25 years ago as a staff accountant in Overland Park Merriam’s former finance director, Cindy Ehart, retired in September after 15 years of service with the City.

¼-Cent Special Sales Tax Renewal Vote in January 2020

In January, Merriam voters will be asked to consider renewing a ¼-cent special sales. The tax exclusively funds streets and stormwater projects in Merriam. The City Council on Oct. 28 approved a resolution for Merriam voters to decide whether to renew the special sales tax through a mail-in ballot.

The City’s existing ¼-cent sales tax that funds capital improvement projects expires Dec. 31, 2020. The sales tax can only be used to maintain Merriam’s infrastructure such as reconstructing residential streets, repairing and replacing bridges, and improving drainage across the City. Voters first approved a special sales tax to pay for these items in 2000, and it’s been renewed twice since.

Maintaining Our Community is The Merriam Way

If voters approve the ¼-cent sales tax in January 2020, more than $20 million in planned projects are eligible for funding between 2021 and 2030.

These projects include Merriam Drive south of Johnson Drive, Carter Ave., and nearly 400 sections of storm drain rated poor to fair. The City will also use these funds to continue maintaining roads and residential streetlights, sidewalks, and small and large drainage projects across Merriam. Projects will be prioritized during the budget process each year.

Merriam Community Center Taking Shape The City of Merriam in September held a Topping Out Ceremony for the Merriam Community Center.

Construction crews placed the last steel beam – completing the community center’s frame. The ceremony also recognized the tradespeople working on the building.

Construction crews are currently working on the indoor and outdoor pools and putting on the finishing touches of the parking structure. The Merriam Community Center should be enclosed by winter when work can begin on the building’s interior.

Construction on the $36.6 million community center and parking structure began last fall. It's scheduled to open in summer 2020. We're now hiring a variety of part-time employment opportunities for the new community center.

5701 Update In August, the 5701 Merriam Drive Steering Committee made a final recommendation to the Merriam City Council about best uses for the site of the Irene B. French Community Center (IBFCC).

The Committee recommended the City keep as much of the existing 1911 building as structurally possible and then tear down the rest of the IBFCC to make room for an amphitheater/stage, playgrounds, Bird's-eye view of a concept for 5701 Merriam Drive and green space.





While the City Council voted to accept the final report and recognized the Committee’s hard work, it said further study needs to be done before deciding on how to move forward. In early 2020, the City will hire a structural engineer to do a more in-depth evaluation of the 1911 portion of the building.

Once that study is complete, the City Council will resume conversations about this project. A decision about what to do with the property needs to be made by the time the City vacates the building in summer 2020 when the new community center opens.

Jim MacDonald Promoted to Public Works Director The City of Merriam promoted Public Works Superintendent Jim MacDonald to public works director in September. He had served as the interim director since April.

MacDonald started his career in Merriam in 1992, when the City hired him as a fleet mechanic. He worked his way up and was promoted to superintendent in 2010.

“Merriam is a great community that I have served for 27 years,” MacDonald said. “I look forward to leading this talented group and continue providing our residents with the same high-quality service they’ve grown accustomed to knowing."

MacDonald will be in charge of maintaining, repairing, and improving the City’s roads, streetlights, trails, and parks.

What do you do for the Public Works Department?

I handle the day to day operations of our department. I schedule maintenance and repairs to the City’s infrastructure: roads, curbs, sidewalks, streetlights, traffic signals, trails, and parks. I also field many calls from residents and business owners about any issues they may have.

What type of work do your crews do across our city?

Our department performs asphalt patching and curb and sidewalk replacement. We mow and maintain about 90 acres of parks and right of way properties.

We maintain 21 traffic signal locations and 2,000 streetlights.

During the summer, we install and water 212 hanging flower baskets throughout the City. I can’t forget snow removal. I personally believe we have the best snow removal crew in the metro area.

Why is Public Works so important?

The roads you drive on, the sidewalks you walk on, and the parks you visit in our City are all maintained by Public Works.

It's vital to have Public Works so people can go about their daily lives seamlessly. We’re considered first responders as we are responsible for emergency management and protecting, operating, and maintaining critical infrastructure throughout the City.

What have been some of the larger Public Works projects you’ve seen within the last 10 years?

We’ve seen improvements to Johnson Drive, Farley St., and Antioch Road with new curbs, sidewalks, streetlights, and bridge improvements. We also developed better drainage and infrastructure in our neighborhoods. These projects enhance property values

and, more importantly, improve safety for those who live in Merriam and who travel on our roads.

How has Merriam changed over the years?

I’ve seen many changes with new business coming into Merriam, along with a few new residential areas. I’ve seen all of our parks updated with new playground equipment, along with having a great trail system that connects you to many of our parks. Merriam has always had the small-town feel, and that’s what I believe makes us different.

The City Council approved keeping Merriam’s Exterior Home Improvement Grant program in 2020.

The City is again helping fund homeowners' repairs and renovations by investing $50,000 in grants. In 2020, residents only need to put in $2,500 to receive a 20% reimbursement.

So far this year, the City of Merriam has funded nearly $48,000 in grants to 28 Merriam property owners who invested a combined $335,000 in projects.

Feb. 1: Franchise Fee Rebate Program Applications Open Merriam residents with low-to-moderate income can apply for a franchise fee rebate from the City starting Feb. 1. Utility companies routinely collect franchise fees from its customers throughout the year. This program provides Merriam families whose income fall within the limits established by HUD the opportunity to apply for franchise fee refunds paid on electric, gas, and phone bills in 2019. Comprehensive Plan Update The Comprehensive Plan 2040 is underway.

This document directs the City’s vision, goals, objectives, and policies for development over the next 20 years and beyond.

The Comprehensive Plan Advisory Committee is gathering statistics and background data on Merriam’s economy, population, housing, employment, and other information.

Committee members want your input into the plan’s creation. So far, they’ve reached out to the public at the Farmers’ Market and Merriam Drive Live. The public response during both events was excellent. If you didn’t get the opportunity to talk to us at those events, you’ll have plenty of opportunities in the coming months. Find updates, committee meeting summaries, and future public outreach events on the Comprehensive Plan’s website merriam2040.org.

Count Me in JoCo for the 2020 Census $675 billion – that’s how much money the federal government will distribute to communities across the country over the next 10 years.

But, how much we get depends on data the U.S. Census Bureau collects from you next year during the 2020 Census. The census counts all persons living in the United States, and it’s conducted every 10 years by the federal government. Kansas has received $6 billion each year based on data collected in the 2010 census.

Look for a postcard in the mail with instructions for completing the census around mid-March. You can fill out the 10-question census by mail, online, or by calling the U.S. Census Bureau. The census is strictly confidential.

Data collected will help pay for programs that help you and your neighbors, such as taking care of your roads, educating our kids, or funding Medicare.

Darren McLaughlin Named Merriam Police Chief A 30-year veteran with the Merriam police department, Darren McLaughlin was named the new Chief of Police in September.

Merriam Police Officer Receives Life Saving Award Master Police Officer (MPO) Matthew Hirsch received a Life Saving Award in September for his quick actions in helping save a 61-year-old Merriam woman.

MPO Hirsch performed CPR on the woman for several minutes when her heart stopped beating.

The woman survived thanks to his efforts and those of the Overland Park Fire Department and Johnson County Med-Act, who arrived shortly after to help during the medical call.

MPO Hirsch has served with the Merriam Police Department since 2016. In 2017, he received Merriam’s Police Officer of the Year Award. His peers nominated him for the award for his commitment to teamwork, community service, community policing, and promoting the department’s core values of courage, sacrifice, and compassion.

McDonald's

In January, doctors told Chief McLaughlin he had cancer. After months of chemo and other cancer treatments, Chief McLaughlin is glad to be back in action. He said he’s ready to serve Merriam residents and lead the 37-member police department.

“Becoming chief has been a goal of mine for many years,” Chief McLaughlin said. “My desire to lead this department has only gotten stronger during my illness. I’m so proud of how my coworkers handled themselves this year.”

Chief McLaughlin said his wife, Mindy, and children, Kyle and Grace, helped keep things in perspective for him throughout his cancer treatments. He said he’s grateful for them and is also humbled and appreciative of the City of Merriam and its residents.

Police Department Promotes Two Officers to Corporals Two Merriam master police officers (MPO) were promoted to corporals.

Cpls. Wes Waller and Aaron Simmons received their new pins at the Nov. 11 City Council meeting.

Cpl. Simmons Cpl. Waller Cpl. Simmons said he’s excited to continue serving Merriam residents. He started at the Merriam Police Department in 2012 and was promoted to MPO in 2016. He has a bachelor’s degree from the University of Kansas.

Cpl. Waller started at the Merriam Police Department in 2005 and was promoted to MPO three years later.

“I’m looking forward to working in this new role at the Merriam Police Department where I can continue to encourage, teach, and lead the officers of this department,” Cpl. Waller said.

Severe Winter Weather – Stay Safe and Prepared When extremely cold temperatures are in the forecast, consider staying indoors, keep your phones charged, and utilize these cold weather safety tips: ▶ Prevent frozen pipes: Run water at a trickle and open cabinet doors to prevent pipes from freezing.

▶ Avoid heating with a stove: Never use a stove or oven to heat your home. ▶ Operate generators outside: Don't operate a generator inside the home, including in the basement or garage.

▶ Wear layers: Several layers of clothing will keep you warm.

Gloves and a hat will help prevent you from losing body heat. ▶ Watch space heater placement: Place space heaters on a level, hard surface. Keep anything flammable at least three feet away.

▶ Bring pets indoors: If they can’t come inside, make sure they have enough shelter to keep them warm and access to unfrozen water.

Marv Cansler is the owner of Marv's Barber Shop on Merriam Drive. Born and raised in Wyandotte County, Marv and three of his brothers became barbers. Marv’s clients come from all over the region and as far away as Tonganoxie and Smithville. He has two daughters and seven grandchildren. His wife, Marylyn, is a beautician who works in Shawnee. They don't work together, though, because Marv only cuts gentlemen's hair - with plenty of talk about "cars, guns, or women."

How long have you been a barber?

I’ve been a barber for 51 years. I’ve worked in this location in Merriam for 41 years. The only time I worked outside Merriam was when I worked in Prairie Village for one year.

How did you become a barber?

I used my GI Bill to go to barber college. My older brother was already a barber, and, by the end, four of us brothers all ended up being barbers. Of course, I was the best barber of the four!

What do you like about being a barber?

I like meeting people. Also, being inside – the weather’s always nice. I get to hear a lot of different stories about different people. But, for the most part, it’s just a fun job. It’s been a good run. I don’t plan to retire anytime soon.

Why do your clients keep coming back over the years?

Well, I think giving a good haircut and taking care of your business means a lot. I also don’t have an appointment shop. It’s first come, first serve here.

It’s also easy to talk to people here – they get pretty well acquainted.

The Tim Murphy Art Gallery is accepting applications for its 2021 monthly art gallery shows. We're excited to offer our first full season at the Merriam Community Center. Interested artists may submit five digitals of their work. All exhibited paintings and photographs must be matted and framed unless a wrap-around-canvas technique is utilized.

Any works accepted in the Heartland Artist Exhibit are not eligible.

Considered media includes photography, watercolor, pastel, oil or 3D gallery space rendering acrylic, ceramics, sculpture, fiber arts, and glass. At least 90% of the  looking  north at the new Merriam Community show's work must be for sale.

About Nyle Gordon

Feb. 27 & 28 // 9 a.m.–4 p.m. // $150 // Class #120302L1 This two-day oil portrait workshop is for beginner to advanced painters. Artists will discover loose and expressive ways of approaching portraiture while maintaining a likeness of the subject. Artist Nyle Gordon will begin the day with a demonstration and discussion.

The remainder of the day will be spent making rounds instructing individual painters covering the basics of composition, value, color, and edges as it applies to portraiture. Portraits will be produced from both live models and photographic references provided.

Questions and discussion are encouraged. Nyle has a casual and an inclusive approach to teaching that puts students at ease.

Cost includes 14 hours of professional instruction, breakfast, lunch, and snacks both days. Limited to 10 students.

Instructor: Nyle Gordon

Born in Independence, Missouri, Nyle Gordon was profoundly influenced by the people and environment of America's heartland. After graduating in 1984 from the University of Central Missouri, he embarked on a career in art exposing him to many disciplines.

In 2004, Nyle left the corporate arena to pursue his first love of painting and returned to live near the family farm.

Today, Nyle’s time is divided between studio and plein air painting. Nyle is a representational painter who favors the strong use of shadow in his work.

Structure and form are established early in the process and are intrinsic in clarifying a sense of space. There's a quality to Nyle’s work that often elicits an impassioned response in the viewer.

Tucked in the South Park neighborhood, this shelter provides eight picnic tables and a large grill­– perfect for all events. Amenities include a playground and swings, walking trail, basketball court, pickleball court, and open green space.

This 5.25-acre park provides access to the Turkey Creek Streamway Trail. The pavilion has eight picnic tables and a large grill. Amenities include a playground and swings, open green space, and paved parking.

This facility is perfect for corporate picnics, family reunions, and other gatherings. Amenities include a bridge to the Turkey Creek Streamway Trail, electrical hookups, playground equipment, and a sand volleyball court across the street at the community center.

Tables and chairs are not provided.

This park houses Julius McFarlin Fields. There are soccer fields available for team practices. Fields are reserved by the hour.

ID Card Admission

The Merriam Parks and Recreation Advisory Board meets on the fourth Tuesday of each month at 6 p.m. at the Irene B. French Community Center. The Board is comprised of one representative from each of the four City wards, three at-large positions, and one youth representative. Fitness center patrons must show a photo ID card with proof of residency. If no ID is available, an ID card can be provided with proper documentation for $5. Residency information must be updated annually.

Register Early!

Please register at least three working days prior to the start date of a class to prevent cancellation due to low enrollment. Many of our classes fill early due to popularity.

Scholarships

A limited number of recreation scholarships are available to help defray the cost of class and membership registration fees.

Limited to Merriam residents; low-income guidelines apply.

Refund / Cancellation / Transfer

The City of Merriam Parks and Recreation Department prides itself on providing first-class recreational opportunities to Merriam residents. Although patrons desire to attend all sessions for which they are registered, there may be circumstances that prevent them from completing programs. Recognizing the need to provide assistance in these situations, programs, memberships, and rental refunds will be handled in accordance with the policy posted on the website and available at the Irene B. French Community Center (IBFCC). All refunds are processed Monday through Friday, 8 a.m.– 5 p.m. For purpose of point of notification, written requests that can be verified by date will be accepted during all hours of operation at the IBFCC front desk. Refunds for transactions paid by credit card, regardless of the amount, will be credited to the account on the day the cancellation is approved. Transactions paid by cash or check will be reimbursed by check, if more than $10. Please allow up to three weeks for payment. Refunds of less than $10 will be reimbursed with cash and will require a signature from the person eligible for the refund.

Administration reserves the right to review and alter policies as needed. Policy changes and notifications will be provided in writing on the website and posted at the IBFCC front desk.

Facility users are expected to respect IBFCC property and fellow users. Destruction of property, profanity, and abusive behavior won't be tolerated. Violators will be asked to leave the facility, and repeat offenders will have privileges permanently revoked.

The use of tobacco products is prohibited in the IBFCC and within 10 feet of all entrances.

The IBFCC isn't staffed to provide individual child supervision.

Please don't drop children off and leave them unattended.

Children 8 and under must be accompanied by a responsible person age 14 or older. No person under the age of 16 is allowed to participate in, or attend, adult fitness classes.

Established in 1988 as a means to provide support for Merriam's recreation facilities, programs, and parks, the Merriam Community Center Foundation has provided more than $175,000 to support the Parks and Recreation Department. The Foundation’s largest fundraising activity is the annual Flags 4 Freedom event, held during the week of July 4. Recent programs include an annual donation from the Heartland Artist Exhibition to the Merriam Parks and Recreation Department permanent collection; scholarship assistance for Merriam Parks and Recreation programs and memberships; new benches at all playgrounds; and assistance in the renovation and expansion of the Tim Murphy Art Gallery.

Arthritis Foundation Exercise Program (AFEP)

Pickleball

Pickleball is so popular because any age, gender, and athletic ability can play. It has a unique quality where both friendship and activity are on the court together. It's fun, easy to learn, and uses little equipment. The game combines pingpong, tennis, and badminton.

Come try it, you’ll like it. Equipment available.

Keep moving with this low-impact physical activity program proven to reduce pain and decrease stiffness. This recreational, chair-based exercise class includes range of motion exercises that are suitable for every fitness level and ability. $3 donation suggested. Registration isn't required.

Merriam Marketplace 5740 Merriam Drive

Merriam Marketplace Downtown Revitalization Project In November 1998, Merriam voters passed a 1/8-cent sales tax to purchase three acres of land. The City of Merriam wanted to use the property to develop a larger farmers’ market for increased customer traffic, provide a venue for events and “unique flavor,” and for the facility to be operational by 2005 and generate $6,400 in revenue.

After purchasing the land in 1999, the City chose a design company to create a 36-stall farmers’ market, now known as Merriam Marketplace, with an additional building for restrooms and storage. After two years of planning and 11 months of construction, the facility had its grand opening in 2001, and the existing farmers’ market moved from Waterfall Park to the new facility. Since 2001, the City saw generated revenues exceeding early projections, with an average of $12,500 per year collected in vendor fees and rental revenue.

In addition to hosting the Merriam Farmers’ Market, the facility is home to several special events, such as Flags 4 Freedom, Turkey Creek Car & Motorcycle Show, Merriam Drive Live, Halloween Happenings, and the Mayor’s Tree Lighting Ceremony.
