MAYOR’S MESSAGE Greetings Merriam Residents,

It’s an exciting time to be a Merriam resident! We’re a City investing in our community and several citywide projects are in development.

We’re currently in the process of assembling the design team for the new community center and finalizing our timeline and detailed budget. We anticipate it will take one year to design the community center and up to two years to build the new facility, with an anticipated 2020 opening date.

We’re also exploring partnerships to create a sense of community for Merriam residents. The library branch located at Antioch Road and Shawnee Mission Parkway is in need of new construction within the next few years, and, perhaps, we can join the two facilities. We’re working with the Johnson County Public Library to see what opportunities exist. You can stay updated on our progress at merriam.org/buildingcommunity.

Another new project we’re working on is the Home Improvement Grant Program. The City has budgeted $30,000 to help Merriam residents renovate their homes’ exteriors. The pilot program begins in January, and residents with approved projects can receive a reimbursement of 20 percent of costs until all money is allocated. More information is on pg. 7.

I’m eager to see the next phase of building our new community center as well as the other exciting and innovative programs the next year will bring.

“Yes!” to a New Community Center Merriam residents said they want a new community center.

More than 2,490 mail-in ballots were cast with 67.5 percent of residents saying "yes" to the facility.

The community center will include an indoor/outdoor pool, walking/ jogging track, a full-sized gym, and a child watch area, among many other amenities.

What Happens Next?

»»The City will issue $24 million in bonds to build a $30 million

community center at Vavra Park and implement a new 10-year quarter-cent sales tax.

»»Merriam will select a design team and finalize the schedule and detailed budget.

»»Current facilities will continue to operate; the pool will close in 2019. »»The City anticipates a 2020 opening date.

Business owners and residents – the City sales tax will increase from 9.225 to 9.475 percent on Jan. 1, 2018. It’s equivalent to an additional $0.25 for every $100 purchase.

2018 Pet Registration: Due by Jan. 1

*Multi-year rabies vaccination required.

You can buy pet licenses for one, two, or three years. Owners must show proof of valid rabies vaccinations. There’s a $2/month late-fee penalty for those who don’t renew their pet(s) license by Jan. 15.

New Sound System Reduces Train Noise Pollution in Merriam About 40 trains every day travel through the heart of Merriam, and engineers blow their train’s horn each time it goes across a public road. To reduce the amount of train noise pollution in Merriam’s neighborhoods, City Council in 2015 budgeted for a new sound system along the railroad crossings on Johnson Drive, Carter St., and 67th St. Once active, Merriam residents will notice a significant reduction in train noise thanks to wayside horns.

Wayside horns sound like a train horn, but they are mounted on 14-foot poles at each railroad crossing and are pointed down streets toward traffic. The sound is condensed to a more localized area, helping reduce noise pollution. There’s also a signal letting engineers know not to blow the train’s horn.

Federal law requires horns to blast sound at least 20 seconds before a train approaches a public road and through the crossing. Even with wayside horns installation, engineers have full discretion to blow their train horn if they feel it’s necessary.

You may not know Public Works Administrative Assistant Donna Shirley, but you’ve probably spoken with her on the phone – especially during this summer’s three big storms. She’s on the front lines, literally, answering your questions about tree limb pickup and other services the City’s Public Works Department provides. Donna has worked for the City since 1995. She grew up in Merriam and is now a Shawnee resident.

What do you like most about your job?

I can’t say enough about the men and women of Public Works.

They work hard every day and truly deserve the reputation they have gained throughout their years of serving Merriam’s residents, businesses, and our other departments’ staff. They are my heroes every day, and I hope to remain in service to them for some time yet. I’ve learned and have been mentored by each of them throughout the years. I’m blessed beyond measure to work among the very best.

You were quite busy during this summer’s big storms. What was it like getting all those phone calls?

We took in a lot of phone calls!

Residents who called in were very satisfied with the City’s efficiency in providing the much-needed curbside pickup and debris collection site.

I heard you and your husband have a great ‘how we met’ story.

My husband Larry and I met working at the soda fountain of the downtown Merriam Rexall Drug Store when we were sophomores at Shawnee Mission North. We delivered prescriptions throughout Merriam and the surrounding areas in a little blue Volkswagen. We have very fond memories of Merriam's rich heritage, as it really is the story of our own history.

Exterior Home Improvement Grant Does your house need a paint job? Want to build a new deck? What about replacing your windows or repairing your driveway?

Merriam residents looking to beautify their homes may be eligible for a grant!

The City is investing $30,000 in its Exterior Improvement Grant Program. The pilot program will provide a 20 percent reimbursement for exterior improvements upon completion.

Homeowners must submit an application before work begins and have at least $4,000 in combined repairs/renovations.

The maximum reimbursement is $2,500.

Who can apply? ▶ Any non-apartment residential unit ▶ Homeowner: ▶ Must be current on all property taxes ▶ Provide proof of property insurance

Application and program process: 1. Fill out an application at City Hall.

1 Help Merriam Police Catch Criminals in the Act Police said video cameras are one of the best methods for catching criminals.

If you have a security camera, Merriam Police needs your help. Officers are inviting you to join the Community Video Partnership Program to help catch criminals in the act.

The new program uses residents’ and businesses’ security cameras to fight crime. Participants will let police know where each public viewing camera is located and the direction it's facing. Merriam Police will then create a confidential map of active security cameras across the City. Officers may contact you if a crime happens in a specific area to see if your security camera captured the criminal activity.

Update Your Home Security Contact Info A reminder that residents with active home security alarm systems need to get an Alarm Permit through the City. City staff recently mailed a letter to residents already registered asking for updated contact information to help our police and fire departments in case of an emergency. Merriam Police Adds Four Officers Four new Merriam Police officers are ready to protect and serve our community.

This fall, the Meriam Police Department swore in Officers Grant Sparks, Beau Soucie, Bradley Thomas, and April Gebke.

The four graduated from the 121st Johnson County Regional Police Academy.

The new officers just completed their field training, and said they’re excited to begin their new careers in law enforcement.

New ePLACE Burn Permit Application It's that time of year when the air turns crisp and leaves begin to fall. As a Merriam resident, you're allowed to burn those leaves, provided you meet the following requirements:

You may know Anita Rodas from her restaurant, Anita’s Cuisine, on Merriam Drive. While she lives in Overland Park, Anita and her family opened their first restaurant in Merriam in 2015. She worked for the Kansas City, Kansas school district for more than eight years before opening up Anita’s and serving Salvadoran and Mexican dishes. Anita’s won the 2016 New Small Business Award from the Hispanic Chamber of Commerce.

Why did you open a restaurant in Merriam?

A family friend was leaving her location, and we jumped at the opportunity as a family and have fallen in love with the City of Merriam since!

What do you like best about owning your restaurant?

My biggest pleasure is being able to serve our customers. I love cooking, but it's always a delight

to see our customers enjoying their meal. Many of our new customers have become regulars and love to share with us how much they enjoy our food.

How did you feel about winning the award from the Chamber?

It was such a big surprise. I've always been a hard worker and have always felt as a business owner that's it's my responsibility to make sure everything is well prepped and that our customer service is at its best, but being recognized for our service is truly an honor.

What makes Anita’s stand out in terms of places to eat?

We pride ourselves in buying local and cooking all of our food fresh as the orders come in. We offer both Mexican and Salvadoran dishes, both spicy and not-so-spicy items for customers to try depending on their preferences, but always with a great, authentic taste!

We also offer different options for vegetarians to enjoy our meals as well. My goal is to offer everyone delicious food to their best satisfaction.

Facility users are expected to respect community center property and fellow users. Destruction of property, profanity, and abusive behavior won't be tolerated. Violators will be asked to leave the facility, and repeat offenders will have privileges permanently revoked.

The use of tobacco products is prohibited in the community center and within 10 feet of all entrances.

The community center isn't staffed to provide individual child supervision. Please don't drop children off and leave them unattended. Children 8 and under must be accompanied by a responsible person age 14 or older. No person under the age of 16 is allowed to participate in, or attend, adult fitness classes.

ID Card Admission Policy

Fitness center patrons must furnish a photo ID card with proof of residency. If no ID is available, an ID card can be provided with proper documentation for $5. Residency information must be updated annually.

Please register at least three (3) working days prior to the start date of the class to prevent cancellation due to low enrollment.

Refund / Cancellation / Transfer Policy

The City of Merriam Parks and Recreation Department prides itself on providing first-class recreational opportunities to Merriam residents. Although patrons desire to attend all sessions for which they are registered, there may be circumstances that prevent them from completing programs. Recognizing the need to provide assistance with these situations, programs, memberships, and rental refunds will be handled in accordance with the policy posted on the website and available at the Irene B. French Community Center (IBFCC). All refunds are processed Monday through Friday, 8 a.m.– 5 p.m. For purpose of point of notification, written requests that can be verified by date will be accepted during all hours of operation at the IBFCC front desk. Refunds for transactions paid by credit card, regardless of the amount, will be credited to the account on the day the cancellation is approved. Transactions paid by cash or check will be reimbursed by check, if more than $10. Please allow up to three weeks for payment. Established in 1988 as a means to provide support for Merriam's recreation facilities, programs, and parks, the Merriam Community Center Foundation has provided more than $170,000 to support the Parks and Recreation Department. The Foundation’s largest fundraising activity is the annual Flags 4 Freedom event, held during the week of July 4. The Foundation also supports the arts in Merriam, annually donating a piece from the Heartland Artist Exhibition to the permanent collection hanging at the Irene B. French Community Center. Recent programs include scholarship assistance for Merriam Parks and Recreation programs and memberships; sponsorship of Summer Sundays in Merriam; new benches for Chatlain Park; and assistance in the renovation and expansion of the Tim Murphy Art Gallery.

The 22 Annual Heartland Artist Exhibition is accepting entries through Wednesday, Jan. 17, 2018.

This show offers $3,300 in prize money. A maximum of three digital images in jpeg format may be submitted for judging. Accepted mediums include: oil, watercolor, acrylic, pastel, charcoal, pencil, photography, or a mixture of any of the above media.

The entry fee of $45 is non-refundable and payable to the City of Merriam.

Applications are being accepted for our 2019 monthly art gallery shows. Interested artists may submit five digitals of their work. All exhibited paintings and photographs must be matted and framed unless wrap-around-canvas technique is utilized. Any works accepted in the Heartland Artist Exhibit aren't eligible.

Constructing a Painting in the Studio Setting

About Joseph Lorusso

Internationally known artist Joseph Lorusso creates landscapes and figurative works. His paintings are described as warm and dreamlike – places of restful escape with a sense of spirituality.

In this two-day class, students will be taught how to begin to construct a completed painting in the studio setting.

Instructor will focus on composition, color harmony, and other technical aspects of oil painting. Students will paint from photographs provided by the instructor and will follow along as the instructor guides them through his working process. An emphasis on telling a story and conveying a mood will be a strong part of the course.

Students are asked to bring oil paints but will also have paints available to them. A supply list will follow.

Cost includes 14 hours of professional instruction, breakfast, lunch, and snacks. Limited to 15 students Instructor: Joseph Lorusso

Born in Chicago, Illinois, in 1966, Lorusso was exposed to art at an early age. He received his formal training at the American Academy of Art, his B.F.A. degree from the Kansas City Art Institute, and served as instructor of painting and drawing at the Kansas City Art Institute and the Scottsdale Artists School. Lorusso worked as an artist at Hallmark Cards, Inc. from 1988 to 1999.

The award-winning artist has work featured at the Albrecht-Kemper Museum in St. Joseph, Missouri, and the Wichita Museum of Art in Kansas.

AARP Smart Driver Course Saturdays: April 14 & 21 // 9 a.m.–1 p.m. $15/AARP Member $20/Non-AARP Member “R” is for reverse, “D” is for drive. Some things don’t change but our reflexes sure do as we mature. Vehicles are also different than when we first started driving. Hone your driving skills with this Smart Driver Course. Yoga, more than any other exercise, can be tailored to fit seniors. Yoga has shown to help alleviate high blood pressure, arthritis, and poor sleep by combining poses with relaxation and breathing techniques to improve overall health. Instructor: McMillan

Pickleball combines skills used in playing tennis, badminton, and ping-pong. It's a fun, easy-to-learn game that provides a new way to be active. Equipment available.

Formerly Flexercise

Keep moving with this low-impact physical activity program proven to reduce pain and decrease stiffness. This recreational, chair-based exercise class includes range of motion exercises that are suitable for every fitness level and ability.

Senior Wii® Bowling

Join us and try your hand at Wii bowling. No special shoes required – just a remote game controller and big screen TV. If bowling is “right up your alley,” you'll have fun whether you are a semi-pro or a newbie.

$3 donation suggested. Registration isn't required.

Chair One

Using a chair for support, this is a gentler form of practicing yoga postures while sitting or standing. It helps increase flexibility, improve strength, and reduce tension. Quail Creek Park 7024 Grandview Ave. Get ready to play – there’s new playground equipment at Quail Creek Park!

Merriam residents can enjoy the new, brightly colored playground, which features cable climbing activities; a slide; a Volta spinner, similar to a merry-go-round; a large swing that multiple kids can ride at the same time; and percussion pieces for children to make music.

There’s also upgraded benches, picnic areas, and sidewalks for better accessibility at the park.

Quail Creek Park is a site for one of three Party in YOUR Park events each summer.

6-Year-Old Wins City’s Passport Park Program Merriam joined Fairway, Leawood, Mission, Prairie Village, and Roeland Park in celebrating National Parks and Recreation Month with the Park Passport Program.

Participants visited one designated park in each city and answered questions to complete his or her passport.

There was a winner in each city, and 6-year-old Joshua Hernandez won Merriam’s challenge. Anna Slocum, Merriam Parks and Recreation director, presented him with a “Superpass,” allowing him to visit pools at all six participating cities next summer.

The second-grader said his favorite park is Campbell Park in Merriam because he likes going down the slides and climbing rocks. His mother, Leah, said the Park Passport Program was a great summer activity the whole family could enjoy.

The program will return next summer with new parks to explore.

The section of trail that follows Turkey Creek in Merriam is approximately four miles of paved, multi-use trail running from 75th St. to Antioch Road.

The trail passes through wooded areas, a butterfly garden, the AT&T pocket park, and several larger neighborhood parks. Paved parking and access points are provided at the 75th St. entrance, Chatlain Park, Campbell Park, Merriam Marketplace, and Waterfall Park. The trail continues into Overland Park by traveling along Antioch Road.
