MAYOR’S MESSAGE

I’m excited and humbled to have been elected as your mayor. I’m proud to call Merriam my home for more than 50 years. I started as a volunteer firefighter in Merriam in 1976 and became a paid firefighter a year later. I worked my way through the ranks and retired as the Merriam fire chief and fire marshal in 2014. I became a Ward 4 Councilmember in 2015 and served as the City Council president in 2020-2021. Merriam is special to me. We’re the biggest little city in Johnson County that has all the amenities of a large city but still has the charm of a tight-knit community. I’ve seen numerous changes over five decades, but some of our greatest progress has come under the leadership of our retired mayor, Ken Sissom. Sissom has dedicated most of his adult life to serving Merriam’s residents. It’s interesting to note that my firefighting career started about the same time that his career started at the Merriam Police Department. He rose through the ranks and retired as the police chief in 2005. He was then elected as our mayor in 2009 and served three terms. Turn to page 4 to read Mayor Sissom’s farewell letter. I’m proud to call Ken my friend, colleague, and mentor. I’ll do my best to serve the community in the same manner as he did. So, let’s all wish Mayor Sissom and his wife, Cathy, a happy retirement as they embark on a new chapter in their lives. You both deserve some time off for yourselves. City Council President Bob Pape on Nov. 1 recited his oath of office and was sworn in as Merriam’s new mayor. Mayor Pape began his service on the City Council in 2015. Before that, he served as Merriam’s fire chief until it merged with the Overland Park Fire Department in 2014. He was a Merriam firefighter for more than 38 years.

Farewell from Mayor Ken Sissom A little over 12 years ago, I started on a journey of a lifetime. By a slim margin, I was elected mayor in a field with two other opponents. It was a very proud moment, and I knew there would be hard work ahead. At the time, our country had slipped into an economic downturn, and there were fears that our city may be seriously impacted. In hindsight, those fears were unfounded because they underestimated the determination and hard-working nature of our residents and business owners. Merriam easily survived the financial crisis, and, ever since then, we’ve grown at a record-breaking pace. I’ve been very blessed to have been a part of that process. Since 2009, we’ve seen significant retail development, including the new car dealerships at 67th St. and I-35. We’ve watched substantial development at Shawnee Mission Medical Center, now AdventHealth. Merriam became home to IKEA, the second-largest free-standing retail store in Kansas. Our residents have enjoyed the benefits of many street and sidewalk improvement projects. In retrospect, my proudest achievement with the City came with the completion of the wonderful new Merriam Community Center. I don’t claim to be responsible alone for any of these wonderful successes. They occurred because of all the professional hard work of City staff, the teamwork displayed by elected officials on the council, and, most importantly, with the support of the great residents and businesses of Merriam. I may be retiring as your mayor, but I have no plans of leaving Merriam. My supportive wife, Cathy, and I plan on this being our forever home. Good luck in the future to the incoming mayor and our great City Council. I look forward to watching Merriam’s continued success. Sincerely,

Mayor Ken Sissom Retires, Honored at Last City Council Meeting Mayor Ken Sissom retired from the Merriam City Council on Oct. 31. His last City Council meeting was on Oct. 25. City Councilmembers honored him for his 12-plus years of dedicated service as Merriam’s mayor. Since 2009, Sissom has collaborated with the City Council and City staff on many important issues:

▶ Completed a facility master plan that led to the successful passage of the 1/4-cent sales tax to design and build the Merriam Community Center. ▶ Issued over 5,000 building permits worth more than $490 million in building improvements. ▶ Oversaw sales and use tax growth from almost $6 million annually to $12 million. ▶ Merged the Merriam and Overland Park fire departments. ▶ Adopted the new Merriam Comprehensive Plan 2040. ▶ Had multiple car dealerships open their doors or renovate and expand their operations. ▶ Approved several innovative grant and rebate programs for residents. ▶ Installed new playground equipment at five parks, including the first We-Go-Swing in the world. ▶ Shown greater transparency by having police officers wear body cameras.

Before becoming Merriam’s mayor, Sissom served on the Merriam Police Department for more than 25 years, rising through the ranks to become the chief of police from 1992-2005. To honor Sissom’s dedicated service, the City Council has renamed W. 62nd St. between the Merriam Police Department and City Hall as “Ken Sissom Way.”

Merriam Wins Nine Awards The Merriam Visitors Bureau brought home two firstplace awards from the Tourism Industry Association of Kansas. The 2021 Merriam Community & Visitor Guide won best in-house visitor guide (medium budget), and the new exploremerriam.com website earned a first-place award for best online media (medium budget). The Greater Kansas City Public Relations Society of America presented the City with three gold PRISM Awards. The awards were for best magazine for the Merriam Highlights & Recreation magazine and the 2020 Merriam Community & Visitor Guide and for best website. The City won four national awards from the CityCounty Communications & Marketing Association, including the coveted Savvy Award for the Popular Annual Finance Report, two Silver Circle Awards for photography and graphic design, and an Award of Excellence for the Merriam Highlights & Recreation magazine.

Merriam Issues Two Proclamations

Mayor Ken Sissom delivered two proclamations in October. The first honored our Native American communities with a proclamation for Indigenous Peoples’ Day. The second proclamation celebrated the 60th Anniversary of Home Rule Day in Kansas, which empowers cities to determine local affairs and government actions. Kansas’ constitutional Home Rule allows our community to have strong economic development and growth. Find more information about Home Rule at lkm.org. Merriam Drive Planning Update The City continues to work with residents, businesses, and property owners on imagining and planning the future of Merriam Drive. It’s part of two Planning Sustainable Places (PSP) grants Merriam received from the Mid-America Regional Council. The first PSP grant project is specific to Historic Downtown Merriam, which continues the work done on the Merriam Comprehensive Plan 2040. The project looks at different aspects that influence the future of downtown Merriam, including land uses, floodplains, building and property appearances, and the configuration of Merriam Drive. There were many public outreach efforts, including activities at the Turkey Creek Car & Motorcycle Show and Merriam Farmers’ Market. The project’s consultants are finalizing their draft report and will soon present it to an advisory committee. The project is scheduled to be completed by the first part of 2022. The second PSP grant project is a joint effort among Merriam, Mission, Kansas City, and Overland Park to create a plan for Merriam Drive and Merriam Lane from W. 51st St. to Southwest Boulevard. It’s also studying the Turkey Creek Streamway Trail. After completing a public input process, consultants are now finalizing a draft recommendation. Then, it will go back to the public for more comments. The goal is to have the project complete by the end of this year. Watch Out for Snowplow Trucks Winter is right around the corner, which means our Public Works crews are working hard to get our streets ready for the snow season. Please give snowplow drivers room to do their job! ▶ Slow down when you see a snowplow truck.

▶ Keep a safe distance between your vehicle and the snowplow – about the length of three school buses – so you can have more time to react to bad road conditions. ▶ Don’t stop too close – the trucks may spread deicing materials that could hit your vehicle. You could also be in the driver’s blind spot. ▶ Use extreme caution if you have to pass a snowplow truck. The front plow may be wider than the lane. ▶ Be patient and stay out of their way. Remember to move your car off city streets if we get more than 2 inches of snow so snowplows can clear your road.

Meet Joey Rendon MAINTENANCE WORKER

Born and raised in Chicago, Illinois, Joey moved to Lenexa in 2010. He started working for the City of Merriam’s Public Works Department in June 2020. Before that, he worked for the Cities of Bonner Springs and Lenexa. Joey has two daughters, Mia and Serena.

What do you do for the City?

I’m a street maintenance employee. We pretty much do a little bit of everything on repairing and maintaining the City’s infrastructure. This includes repairing or replacing sidewalks and storm drain pipes. We also patch up potholes throughout the City. I also help out in other areas as needed. We all have our own specialty in Public Works, but we all work together as a team to help maintain the City.

What do you like about your job?

I like the fact that I’m not inside all day doing a repetitive job over and over and how it’s always a different adventure every day. One day, we could be cutting grass, and the next day we could be repairing the road or replacing lights or signs. But what I like the most about my job is my coworkers. It’s more of a family atmosphere.

Winter’s right around the corner. How do you prepare for the snowy and icy weather?

We make sure our trucks are ready for winter conditions. We install our plow and salt spreader and the liquid deicer to make sure everything is properly calibrated and running to maximize the number of materials used during a storm. We also make sure our salt and liquid deicer supplies are full for the entire season.

What’s your secret to keeping Merriam’s streets clear after a snowstorm? Plenty of rest and a lot of caffeine.

How can Merriam residents help you do your job better?

Be aware of their surroundings and work zone areas. There are so many hidden dangers that the public might not be aware of.

What’s one fun fact about yourself?

I’m an avid sports memorabilia collector. I also collect public works patches from different agencies throughout the country. WINTER 2021 + SPRING 2022 ▶ 7


New Faces at the Police Department

Officer Chad Latka

Latka started at the Merriam Police Department in August. Before working in Merriam, he served at the Johnson County Park Police for three years.

Merriam Police Officer Receives Life Saving Award When a construction worker was electrocuted after hitting a powerline with his ladder, Officer Nick Moeller came to his rescue. Moeller arrived at the home within two minutes. He shocked the man with an AED and began chest compressions for several minutes. The worker started breathing again on his own and was transported to a local hospital.

Miramontes is the City’s new community service officer. Before joining the Merriam Police Department in August, Miramontes worked for TSA at the Kansas City International Airport.

Teaming Up for Sports Fun

“When I arrived, my training kicked in, and I just went step by step, setting up the AED and getting to work,” Moeller said. “It feels really good to have finally been able to have given back in this type of way.” Merriam Police Chief Darren McLaughlin and the City Council honored Moeller with a Life Saving Award in September. The Johnson County Med-Act team also presented Moeller with a First Responders Award for his life-saving actions.

DICK’S Sporting Goods teamed up with the Merriam Police Department and donated a large bag of sporting equipment. The gear will be in a select number of patrol cars for officers to interact with kids and residents. Don’t be surprised if you see an officer throwing a football around, shooting hoops with kids, or playing a quick game of soccer while they’re out on patrol! 8 ▶ MERRIAM HIGHLIGHTS & RECREATION


New Oil Painting Unveiled at the Tim Murphy Art Gallery The Tim Murphy Art Gallery in October added a new painting called “Celebration” to its permanent art collection. Created by local artist Michael Walsh, the piece was inspired by Flags 4 Freedom. “Celebration” was commissioned by former Merriam City Councilmember Nancy Hupp in memory of her husband, Ron. You can view it in the Merriam Community Center lobby.

City Invests in New Grant and Rebate Programs; Increases Funds for Others

In September, Merriam City Councilmembers approved investing nearly $300,000 for 10 grant and rebate programs and helping fund several Johnson County programs that Merriam residents can use. City programs coming back in 2022 include the Residential Exterior Home Improvement Grant, Franchise Fee Rebate, and Residential Sustainability Grant. We’re excited three new programs will start next year, such as a nocost option to repair or replace driveways for low-income residents. Dozens of Merriam residents have benefited from City grants over the last four years. The Residential Exterior Home Improvement and Sustainability grants alone have provided $240,000 to 120 residents to help them enhance their homes and property. Ashley Stambaugh is a five-year resident of Merriam’s Sherwood Forest neighborhood. Before joining Kansas City’s real estate industry seven years ago, she served as a senior analyst at the Federal Reserve Bank of Kansas City. Ashley and her husband, JP, have two children: Anderson and June. How did you end up in Merriam?

We fell in love with our home. We were really excited for a fixer-upper, and it was exactly that. It had a ton of square feet and mid-century features that we loved. The neighborhood is awesome. Sherwood Forest has been such a sweet spot for us.

What do you like about the City?

We love Merriam. We think it’s awesome. There are things they’re working hard on to improve such as the downtown area. I’m glad to see how proactive the City of Merriam is in identifying opportunities and tackling them instead of waiting for things to kind of go into disrepair.


New Grant and Rebate Programs in 2022 Residential Driveway Grant ▶ $50,000 City investment. ▶ The City pays 100% to repair or replace a gravel driveway or a driveway in poor condition. ▶ Residents must own and live at the home and meet HUD requirements for low income. ▶ The City began taking applications in October. This program is now on a waitlist for 2023. Residential City Property Tax Rebate ▶ $30,000 City investment. ▶ Refunds residents the City’s portion of property tax. ▶ Residents must be current on all Merriam property taxes and meet HUD requirements for low income. ▶ The City will accept applications between Feb. 3 and Oct. 31, 2022. Compost Bin Rebate ▶ $3,500 City investment. ▶ Provides a $40 refund to residents who buy or build a compost bin and an additional $35 refund if they also attend a composting workshop. ▶ The City will accept applications between Jan. 3 and Oct. 31, 2022.

Why did you apply for a sustainability grant?

I knew about the exterior grant, but the sustainability grant was new this year and that was a perfect fit for our window project that we were doing. We used the sustainability grant to replace 21 windows.

How do you feel these programs help Merriam residents?

Curb appeal is the biggest way to improve your home’s value, and I think the City of Merriam has done a good job of trying to focus on getting the exteriors to the next century so the City can continue to be attractive for residents.

What would you tell other people about the City’s grant programs? Merriam’s grant programs are fabulous. As a realtor, I’m always telling my clients to look for grant opportunities, and Merriam is just one of the few cities that offer anything like that.

Historic Downtown Merriam Exterior Improvement Grant ▶ $50,000 City investment.

▶ Reimburses property owners 20% for costs related to exterior building improvements in Historic Downtown Merriam. $10,000 maximum reimbursement.

▶ Property owners must make a $3,000 minimum investment in eligible improvements. ▶ The City starts accepting applications on March 7, 2022.

Franchise Fee Rebate

▶ $5,000 City investment.

▶ Reimburses low-income residents the City’s franchise fee that’s charged to their utility bills. ▶ The City starts accepting applications on Feb. 1, 2022.

Neighborhood Block Party Grant ▶ $2,500 City investment.

▶ Reimburses residents up to $200 for eligible costs related to holding a neighborhood block party. ▶ Block parties must be open to all neighborhood residents.

▶ The City accepts applications between April 1 and Oct. 15. Neighborhood Island Grant ▶ $6,000 City investment.

▶ Reimburses residents up to $500 to maintain a neighborhood island.

▶ The money must go toward the cost of purchasing eligible planting materials.

▶ The City accepts applications between April 1 and Oct. 15.

Stormwater Treatment Facilities Cost Share Program ▶ $5,000 City investment.

▶ Reimburses homeowners a portion of costs related to creating facilities that improve the quality and reduce the amount of stormwater coming off their property.

▶ Eligible improvements include installing a rain garden, rain barrel, or planting native trees and plants.

Before you conduct business in Merriam, you need to get an occupation license. Apply for a new license or renew a license online at merriam.org, by mail, or in person at Merriam City Hall. Some home-based businesses require a permit.

Jan. 3–7: Free Holiday Tree Disposal

Public Works crews will collect holiday trees the first week of January. Place trees curbside by 7 a.m. on your scheduled pickup day. Find more information at merriam.org/treelimbs. FEBRUARY

Feb. 1: Franchise Fee Rebate Program Applications Open

Utility companies routinely collect franchise fees from their customers throughout the year. This program provides eligible Merriam families the opportunity to apply for franchise fee rebates paid on electric, gas, and landline phone bills in 2021. Contact the Community Development Department at 913-322-5520 or visit merriam.org/franchisefee to learn more about the program or to get an application. March 28 – April 1: Spring Tree Limb Pickup

Dispose of your branch and brush debris during the City’s free tree limb pickup. Place tree limbs curbside before 7 a.m. on Monday. Public Works crews will collect branches throughout the week. Heartland Juror: Catherine Kirkland

Lenexa artist Catherine Kirkland knew from childhood that she wanted to be an artist. She was a studio art major at the University of Missouri-Kansas City. Before retiring as an award-winning art director, illustrator, and graphic designer, Catherine began painting again in earnest. Her style has evolved from representational landscapes and figural works to vivid abstracts in pointillism and works in the limited Zorn palette. Catherine’s artwork was recognized with several awards in juried exhibitions in the Kansas City metro region. In 2019, a large collection of her work was purchased and installed in The Lofts at City Center in Lenexa.

If you’re an acrylic painter looking for a paint-mixing challenge or wanting to explore abstract art, then this workshop is for you! You’ll stretch your painting talent through abstract exercises, both in sketches and painting, and will expand your color-mixing skills through the use of a limited set of primary colors. A Zorn palette is four colors: black, red, yellow, and white. The challenge is mixing a pleasing array of colors to create an abstract painting. We’ll also have fun using nontraditional tools for applying paint to your artwork. Cost includes 12 hours of professional instruction and lunch both days. If you’re new to the gym or interested in learning more about how to use the fitness equipment, we can help! Ask any fitness attendant how to safely and effectively use the strength and cardio machines.

Youth members between the ages of 13-15 are welcome to use the fitness center after completing a free youth fitness center orientation and are under parent/guardian supervision. Sign up at the Welcome Desk.

Receive a personal evaluation of your current fitness level. The evaluation includes testing your cardiovascular health and strength, mobility, and flexibility levels. You’ll receive an explanation of your results and have the option to talk about creating a plan to help you reach your goals. Dress in comfortable athletic clothing and wear closed-toe shoes.

Fitness Program Consultation

Work with a fitness consultant to help establish a program based on your goals. During this one-hour visit, a fitness professional will help you identify your fitness goals, formulate a plan, and walk you through the program to ensure you’re comfortable with the routine. Lap lanes are available during designated times. All swimmers must be prepared to share a lane. Two swimmers per lane: split the lane and swim on either side. Three or more swimmers must circle swim. Swim Lessons Swim lessons are all-inclusive and specific for each child’s skill set and include lifesaving and safety techniques. Children should be able to work with an instructor and participate in swim lessons independently and willingly.

Parent/Child: 6 months–2 years

This lesson is designed as an introduction for parents and children alike. Learn safety tips while your child becomes familiar with the water and picks up basic water movement taught through songs, dances, and other fun forms of teaching. Parents must be in the water with their children. This class takes place in the indoor warm water therapy pool.

Preschool: 3–5 years old Your child will learn basic water safety skills while also growing more comfortable in the water. Students learn how to safely enter and exit the water, blow bubbles underwater, float, kick, and work on arm movements. Youth: 6–12 years old Beginning swimmers are introduced to basic stroke movement and learn how to be more comfortable in the water. Youth Aquatics Aqua Toddler / Sensory Time Free for members! ▶ $50 for 10 punches, $90 for 20 punches ▶ 1 punch = 1 adult and 1 child Time specific for families with children sensitive to loud noises or big splashes of water. During this time, all fountains, slides, and water features are turned off. Children can explore the zero depth, shallow water, and therapy pool without fear of big kids splashing. This isn’t a swim lesson and won’t be instructor led. Parents must be in the water with their children.

Infant Aquatic Survival Swim (Non-Walkers) This six-week program teaches infants to roll over from a face down or submerged position onto their backs to relax and breathe. Lessons are 15 minutes, one-on-one, four days a week.

This eight-week program teaches toddlers the swimfloat-swim sequence. Children learn to swim a short distance with their face fully submerged, roll onto their back, float and rest whenever they need to breathe, and to flip back onto their tummy to continue to swim to safety while fully clothed. Lessons are 15 minutes, one-on-one, four days a week. This program is a continuation of the Infant Aquatics Survival Swim program and teaches the swim-float-swim sequence. CLASS

Kawaii Kids Martial Arts

Kawaii is a popular Japanese term meaning cute. While it’s kawaii to view kids in uniforms, it’s also rewarding to see them learn practical street smarts. Kids will learn how to become more aware of their surroundings in this fun, proven method for children of all ages. Children 4 years old must be accompanied by a guardian.

Learn martial arts based on universal weapons, focusing on combat fighting using sticks, staffs, swords, etc. Students will also learn unarmed combat techniques. All weapons are padded and protective gear is provided. Keep moving with this low-impact physical activity program proven to reduce pain and decrease stiffness. This recreational, chair-based exercise class includes range of motion exercises that are suitable for every fitness level and ability. $3 donation suggested.

Iyengar Chair Yoga

This is a gentler form of practicing yoga postures while sitting or standing, using a chair for support. It's beneficial for anyone as it increases flexibility, improves strength, and reduces tension. In addition to yoga poses and Iyengar principles, breathing techniques are also part of the practice. Scholarships

Refund / Cancellation / Transfer

The City of Merriam Parks and Recreation Department prides itself on providing first-class recreational opportunities. Although patrons desire to attend all sessions for which they are registered, there may be circumstances that prevent them from completing programs. Recognizing the need to assist in these situations, programs, memberships, and rental refunds will be handled per the policy posted on the website and available at the Merriam Community Center. Administration reserves the right to review and alter policies as needed. Policy changes and notifications will be provided in writing on the website and posted at the MCC Welcome Desk. Facility users are expected to respect MCC property and fellow users. Destruction of property, profanity, and abusive behavior won't be tolerated. Violators will be asked to leave the facility, and repeat offenders will have privileges permanently revoked. The use of tobacco products is prohibited in the MCC and within 10 feet of all entrances.

Established in 1988 as a means to provide support for Merriam's recreation facilities, programs, and parks, the Foundation has provided more than $175,000 to support the Parks and Recreation Department. The Turkey Creek Streamway Trail passes through wooded areas, a butterfly garden, the AT&T pocket park, and several larger neighborhood parks. Paved parking and access points are provided at the 75th St. entrance, Chatlain Park, Campbell Park, Merriam Marketplace, and Waterfall Park. Trail mileage markers are available every 1/2 mile. Emergency (E911) trail markers are available every 1/10 mile.
