HAPPY SIGNS TO INSPIRE CITY! British artist Killy Kilford, and Newark youth will begin the posting of hundreds of street signs to motivate and inspire residents with hope and optimism. Mr. Kilford’s interest in Newark began arbitrarily, having never set foot in the City, from reading crime stories. He reached out to Mayor Baraka three months before the mayoral election, impressed by the Mayor’s work as a poet, and Mayor Baraka readily agreed to support the program. The signs, being designed by the artist and Newark youth from Central, Arts, Sojourn, and St. Benedict’s High Schools, will contain inspirational and positive messages, and be posted all across the City, including in City Hall. The signs will have messages like “Less Drugs, More Hugs,” and ‘Follow Dreams, Not Crowds,” and other slogans created by participants, who are coming from Newark schools and youth detention centers. 200 signs are expected to be installed throughout the city this year.

No Smoking At The Park! A new municipal ordinance bans smoking within municipal parks and recreation facilities and within 50 feet of a municipal building’s entrance, exit, windows, or ventilators. The ordinance signed by the mayor also expands the definition of smoking to include hookahs and electronic cigarettes. Smoking is already prohibited in City Hall and other public buildings since the City’s first smoke-free ordinance went into effect in 1991. The ordinance also includes electronic smoking devices such as e-cigarettes, vape pens and hookah pens, which have becoming increasingly popular in recent years. This year, U.S. Centers for Disease Control and Prevention found an alarming increase in ecigarette use by youth. In 2009, the U.S. Food and Drug Administration found toxins and carcinogens in tested electronic cigarettes. Since then, many studies have shown health concerns with using and being exposed to electronic vapor smoke, which contains toxins including nicotine. The ordinance signed by the mayor also expands the definition of smoking to include hookahs and electronic cigarettes. New Jersey became the first state in 2010 to ban the use of electronic smoking devices inside public places and workplaces. New Jersey also bans the sale and giving of tobacco and electronic smoking devices to persons under age 19.

NEWARK'S HISTORIAN AT REST MAYOR'S STATEMENT ON Price, distinguished professor at Rutgers University-Newark and longtime resident of Newark, New Jersey, died on Nov. 5, 2014, in New Brunswick, New Jersey. Price, named Newark city Clement Alexander Price historian earlier this year. 1945-2014 He has been celebrated for decades as a historian, teacher, mentor, husband, friend, citizen, neighbor, collaborator, patron of the arts and humanities, public servant, public intellectual, advisor to leaders at the university and at all levels of government up to and including the White House, and a clear-eyed observer of Newark. “He empowered and energized everyone he met and touched with his warmth and wisdom, and we were proud to return that warmth and wisdom by appointing him as Newark’s first AfricanAmerican City Historian. Our celebrations of Newark’s 350th Anniversary in 2016 will be a tribute to his love of Newark and his vision of its greatness as our nation’s third-oldest city. EBOLA SCREENING “The City of Newark welcomes the additional measures the Department of Homeland Security is taking to protect the public health of our nation, by adding additional screening measures at Newark Liberty International Airport for travelers from the three West African Ebola-affected countries. We will work with our federal, state, county, and health care partners to ensure that Ebola does not threaten our City. We note that there are presently no direct flights from Ebola-affected countries to Newark, or any airport in the United States. “We also note that only three Americans have been infected with the Ebola virus during this latest epidemic, and our nation’s health agencies are working diligently to prevent further incidents. We are also aware that many Newark residents have relatives in the affected countries of Liberia, Sierra Leone, and Guinea, and we have these residents and their families in our thoughts and prayers as a caring world unites to address this epidemic.”

THE MODEL NEIGHBORHOOD PLAN The city held a press conference at Police Headquarters, located at 480 Clinton Avenue, to discuss the City of Newark’s Model Neighborhood Plan, a collaborated initiative by multiple city departments and residents to transform neighborhoods into model communities of prosperity.

At the press conference, the Mayor addresed the specific measures the City has taken and is planning to take in the first two identified neighborhoods: Clinton Hill in the South Ward and the Lower West Ward. AFRICAN AMERICAN DEVELOPERS DEVELOPING NEWARK The Mayor the Newark Municipal Council, and Director of Economic and Housing Development Baye Adofo-Wilson joined executives of Lincoln Park Urban Renewal, LLC, to break ground for the Lofts at Lincoln Park, at 90 Clinton Avenue in the City’s East Ward (Not to be confused with the Lincoln Towers project mentioned on page). The project is being developed by Lincoln Park Urban Renewal, LLC, formally known as The MidAtlantic Investment Alliance, and the managing partners are Victor Baker and Hassan Keith, a pair of African-American developers. Previous developments by the Alliance in Newark include a $2 million redevelopment project in the West Ward, begun in 2008, of affordable and workforce housing. Another was the construction of four town homes in the same ward, a project taken over when the previous developer/contractor’s project was stopped due to faulty construction, and the buildings were abandoned. The $5.19 million development project is partially funded by a $1.35 million loan from the New Jersey Housing Finance Agency through the Choices in Home Ownership Program. New Jersey Community Capital is the secondary participating lender, with $1.35 million. The project is a four-story, 24-unit residential building, consisting of two- and three-bedroom condominiums, over ground-level parking. All units will be Energy Star Certified and consist of two full baths, open kitchens, and sustainable hardwood flooring throughout. 44th Fire Department Recruit Class

The Mayor, Municipal Council, Fire Director James W. Stewart, and Fire Chief John G. Centanni welcomed the 42 recruits of the Newark Fire Department’s 44th Recruit Class into the Newark Fire Academy on Monday, October 27, at 11 a.m., at St. Lucy’s Church, 118 Seventh Avenue.

The new class includes a married couple, Cesar and Veronica Gray, and a second female, Aida L. Villalongo. The married couple and two females are both firsts in the Newark Fire Department’s history. In addition, the Department will promote four Captains into their ranks at the ceremony. Battalion Chief Raul Malave will serve as Master of Ceremonies.

If Detectives Get Less: City Saves Mayor Ras J. Baraka and Police Director Eugene Venable announced that the City of Newark is proposing a series of reforms and new policies in the Newark Police Department that will enable the force to save money, increase efficiency, avoid layoffs, and hire 65 new officers in 2015. The proposed measures include eliminating stipends paid to detectives on top of their overtime payments, shifting workweeks to make weekends part of regular time, and eliminating detective personal car gasoline allowances. The measures planned should save the City more than $2 million annually, which would be applied to hire the 65 new officers. “The measures that we are recommending are more than cost-cutting steps. We are looking at ways to make our Police Department more efficient, more responsive to our residents’ needs, and perhaps more importantly, to provide our dedicated and hard-working officers with the help they need, by hiring more officers. We are also looking to increase police salaries by two percent,” Mayor Baraka said. “Public Safety is the center of my administration’s efforts to transform Newark into a City we can all believe in, and a more efficient Police Department with more officers will be a gigantic step towards doing so.”

Highlights of the Mayor’s proposal

· Elimination of the Detectives’ Stipend, which will save $600,000 annually. · Elimination of the Detectives’ Monthly 35-Gallon Gasoline Allowance, which will save $450,000 annually. · Elimination of the practice of assigning department vehicles for 24-hour personal use. · Elimination of crediting personnel with automatic “on-call” time and service-based compensatory time. The Detective’s Stipend is presently being paid to detectives as an annual remittance of a flat overtime allowance for detectives in lieu of overtime. The standard practice of compensating detectives at time and one half of regular pay for all overtime shall continue.

WHERE IS YOUR APPRECIATION? By Min. Curtis D. Mincey When was the last time you told someone that you appreciated them? When is the last time you took the time to let someone know how much you really value them? It may not seem like much to you now, but think about the profound impact you can have in someone's life right now if you were to take advantage of the opportnuity today to tell one person or a group of people how special they are to you; and how much they mean to you.

Craig Schoonmaker, writer and fotografer The bizarre, extremely noisy and overproduced halfhour news program on channel 9-1 from 10:00-10:30pm that started as Chasing New Jersey, has recently dropped "New Jersey", leaving its title as the absurdly incomplete Chasing. Chasing what? "To chase" is a transitive verb in all but the most casual, slang uses. It requires an object, but this show no longer has an object, in more ways than one. It also no longer has me as a viewer. You drop New Jersey, I drop you. Mind you, the program continued to focus on New Jersey, and its Twitter and Facebook mentions continued to include "New Jersey" or "NJ". That is not good enough for me. There was absolutely no defensible reason to drop "New Jersey" from the program's title. That constituted eminent reason for me, however, to drop that program from my routine. The program had in any case become almost unbearably annoying in filling something like 40% of its time with pointless, loud music that had absolutely no relationship to the subject being discussed, and that sometimes nearly drowned out the oral reports. It also kept wandering over to New York City, as tho NY needed more attention. I did not care to see, on Chasing New Jersey, segments about Brooklyn, the Bronx, Manhattan, or any other part of New York. NY gets lots of coverage from the other broadcast channels in this area. It doesn't need to steal attention away from New Jersey. And channel 9 is supposed to focus on New JERSEY, according to a mandate from the FCC. If channel 9 will not live up to its LEGAL OBLIGATION to devote much of its time to New Jersey, it's time for the FCC to revoke channel 9's broadcast license, and reassign it to some truly New Jersey-based entity. '

What most woman do not realize is that they have such a great influence upon the men in society that they can literally change the entire world! Interestingly enough is that they have always had this power since the beginning of time. Eve It doesn't have to be a big presentation (not that there is anything wrong with a big presentation). It can be a simple phone call, an email or a greeting card. But something from the heart that let's a person know that you have really noticed what they have done.

Now you may wonder why this is so important. Well, I believe it is a good thing to let someone know how much you really appreciate them while they're still alive. It's a good thing to see the smile on their face or the tears of joy streaming down their cheek as you acknowledge them publicly and proudly. Let someone know they're doing a good job. Tell your wife or husband how much they mean to you. Tell your children's teachers how much you value them and the lessons they teach your children. Hug your children, hug your parents and let the people in your life know, I love and value you. So take advantage of this day to acknowledge the people that have helped you, provided for you, fought for you, raised you, or impacted your life in any significant and positive way. Let them know you love them. Give them their flowers while they can smell them. Enjoy their presence while the grass is still under their feet and they are still above ground. One small gesture from you can impact, influence, inspire and encourage someone in a profound way. But most of all. Let the Lord know that you love and appreciate all that He's done and. Praise him, give him thanks and worship him in spirit and truth; and know that God has blessed you, so you need to go out and bless somebody else.

While it is certainly true that men run the world, a wise woman through her charm, wit, insight, and beauty, can actually rule most of the men in her world. She must be willing to try to to see things from his male perspective, learn what motivates him, and act from a position of strength as his loving woman. And then and only then will she be able to influence him to do things her way. CAUTION: Women if you attempt to use this power to influence your man simply for your own selfish motives he will eventually find out, resent you, leave you, and he may even become violent! The purpose for sharing this information is to help you to build up the man in your life, to strengthen your marriage, and to help your family to reach a place of love and happiness. As I have always told my daughters, "Use your powers for good, and not evil."
