Welcome Editor’s note. Fifty-five kilos of explosives and a heck of a bang have marked yet another historic moment in the Christchurch rebuild. The 13-storey building –the city’s police headquarters for four decades – was brought down in late May, following the 2012 implosion of Christchurch's Radio Network House, the only other implosion to have been carried out in New Zealand. But it wasn’t the powerful videos that marked this historic event, the sound of the mammoth building hitting the ground or even the thousands of people that gathered to watch that caught my eye, but rather the anger, frustration and disillusionment that I came across in the comments section of just about every article that reported the momentous event. While it all went “according to plan” if you ask Ceres project head Bernie De Vere, it seems much of Christchurch has come to expect the worst when it comes to any major rebuild works. Four hundred and ninety-eight comments below the Rebuild Christchurch Facebook page video of the detonation at the time of print. Was the building meant to fall into the empty carpark to the south, well clear of the CCC building? Or should the building have demonstrated the typical 'implode', falling within its own footprint? And what about the asbestos? Was it an epic success or a catastrophic failure? The way I see it, there is only one criterion here: whether it ended up down and safely down. And, let’s face it, nobody takes blowing up 13 storeys of concrete and steel lightly. The rebuild of Christchurch hasn’t been a smooth ride for a lot of people. For some, it’s been crippling. The Insurance Council of New Zealand announced last month that the earthquakes have cost private insurers almost $15 billion – with more than $6 billion of that for domestic claims alone. Those numbers are not only unprecedented, but they are numbers well beyond even the vicinity of early estimates. This is not only unchartered territory for us – the public – it’s unchartered territory for every individual and organisation involved. But one patch of turbulence doesn’t bring a plane down.

A
s new builds take shape in the Christchurch CBD, there's a lot of chat about the apparent oversupply of office space. But, quite honestly, I think those suggestions are overstated. There are plenty of good reasons why businesses that want to be located in the central city should be securing space soon. This decision is about future proofing your business now that you know what the CBD landscape is largely going to look like. Factors such as the cost of fit out and length of lease – often somewhere around 10-15 years – mean it's a big commitment, so businesses need to ensure they are in the right area with the right profile. Other considerations include things like signage, positioning your brand in relation to the rest of the market, the opportunity for informal networking and amenities for staff. The way the shape of the CBD is evolving means the western corridor is emerging as the professional services precinct. This area virtually encompasses seven blocks and will house tenants such as PwC, Chapman Tripp, Deloitte, Lane Neave, Wynn Williams, Anderson Lloyd, Tonkin Taylor, Warren & Mahoney, Holmes Consulting, QBE and Macquarie. Several of these tenants have also taken naming and signage rights on the buildings they now, or soon will, occupy. Along that western corridor, the Awly building is far easier to visualise now that the exterior glass paneling is being fitted and negotiations are progressing with seven potential tenants. The site is made up of three separate buildings, paving the way for three separate signage opportunities. Completion earmarked for December 2015. PwC, on the former Age Concern site opposite the Bridge of Remembrance, has attracted several premium tenants (including Chapman Tripp and Tonkin Taylor). Two and a half levels of the five level riverside building are available for lease. This is an absolute jewel and of the highest standard in terms of design, construction and location. Next to the newly opened Deloitte, the Lane Neave building at 141 Cambridge Tce has a real wow factor with large internal atriums and patios. Designed by Jasmax, it's scheduled to open in August 2015 with Lane Neave taking 2500m2. For businesses that want to be in the Christchurch CBD, but have yet to commit, the message is clear – it's time to move.

Although there may currently be a healthy crane count on the Christchurch skyline, there are serious concerns about budget blowouts and slipping timeframes for the Government Anchor projects. This Crown investment that was meant to bring confidence to the CBD rebuild is now serving the opposite function. Labour's position was, and still is, that it was nonsense that these projects were ever put up without either costings or business cases. That non-costed and nonplanned projects then formed the basis of a costsharing agreement with CCC is even more ridiculous. It is why we gave an undertaking to go back to the table and renegotiate these projects at the last election. We wanted to make sure that what the Crown was saying it would do was achievable and affordable. Some Anchor projects, such as the Justice and Emergency Services Precinct and the Bus Interchange, are well advanced, but the government's recent admission that it would fail to meet its timelines for Convention Centre (now 2018), the Margaret Mahy Playground (now 2016) and the Metro Sports Facility (now 2020) have corroded confidence. Then there are the ballooning costs. In the last few weeks Gerry Brownlee has put a combined CCC and Crown price tag on the three stalled Anchor projects of $1b. My back of the envelope scribblings suggest that without any explanation $250m has been added to the original budgets of $750m. Of greater concern is that this blow-out seems to be source of tension between John Key and Gerry Brownlee. Gerry Brownlee denies there is a problem with the rising costs for the convention centre project. His boss, however, is singing from a different song sheet saying that the project costs are starting to get “fairly prohibitive”. There has been talk that the Crown's contribution to the project of $284 million has blown out to around $420m. This instability from the Government needs to be sorted pronto. We simply must have affordable projects that are achievable in the timelines set. This is what will give confidence to the people putting their own money on the line. This will get our rebuild moving.

here's plenty to get excited about in Christchurch at the moment, and a lot to look forward to. But it's also very important that we never lose sight of what we lost, and what the city has been through. I was privileged to be able to announce last month that a design called The Memorial Wall, by Slovenian architect Grega Vezjak, has been selected for the Canterbury Earthquake Memorial. The memorial, to be situated on the banks of Ōtākaro/Avon River between Montreal Street and Rhododendron Island, will be much more than just a wall. It will be an experience for people who want to come to remember loved ones, reflect on what happened, and acknowledge the courage of many people who responded so magnificently in the face of extreme adversity. Subject to the approval from the families, the names of those who died in the 2011 earthquake will feature on the wall running about 150m along the south bank of the river, along with other acknowledgements. After walking past and studying the wall, people will be able to cross a pedestrian bridge to a new area on the north bank to be developed for the families and others wanting to gather, commemorate their losses and reflect on what has occurred. No one design will ever satisfy everyone, but I'm proud that we have reached this choice after a thorough selection process with a lot of feedback from the bereaved families, those seriously injured in the quakes, first responders and the wider public. The design process does not end here. Mr Vezjak will now work with a New Zealand based design partner on the detail and enhancement of his design. I expect elements of the Memorial to be built in a staged way, with an official dedication to mark its completion planned for 22 February 2017.

tage 1 of our new CBD Bus Exchange is open and represents the first of the actual above-ground Anchor Projects to be finished and running. Stage 2 with its impressive roof along Colombo Street is due to be finished in a month or so, but this will only add to the great new facility in the CBD. The Justice Precinct is now showing its size and scale with the steel columns and frames in the western end now fully up. This is a huge project that will bring Police, Fire, Ambulance and the Courts all into one central location. It is due for completion in early 2017, less than two years away. What really is showing itself in our new CBD is the conversion of the Lichfield Street to two-way and Tuam Street to one-way going east. Most of the road changes near the hospital have been completed and those at the south-west end of Harper Avenue are complete. This has allowed more street parking by the netball courts. The council, in conjunction with CERA, has completed the big open air car park on the corner of Lichfield and Manchester Streets. This is on the former Majestic Theatre site and is surprisingly close to Ballantynes and Re:Start. Nick Hunt's BNZ Centre off Hereford Street now is totally enclosed with finishing work inside progressing well. This is due to open in October this year. Tim Glasson's ANZ Centre on the former Triangle Centre site is progressing well and soon its steel frames will rise above the fence. Phillip Carter's Crossing has begun the big job of piling over the bulk of this site. This will be a great asset to the city. A string of buildings along Durham Street and Cambridge Terrace continue at a great pace. These new river front buildings will be a key part of the CBD office rebuild. Work on the major redevelopment of Manchester Street is due to start soon. This will turn Manchester Street from a standard two way road to effectively a six lane boulevard with separate lanes each way for buses, cars, cycles, parking and generous footpaths for pedestrians. Work also has resumed on the Avon River Precinct with the excavators now working from the eastern river edge between Cashel and Hereford Streets. Christchurch will see a totally new city by the end of 2016. I cannot wait to see it all come together.

he Christchurch housing market has been red hot for a number of years – both for renters and people looking to buy a home. The latest Trade Me figures however, show that Christchurch is cooling down with only a 2.1 percent rent increase in the last year. But this is scant comfort to Christchurch residents who already have to deal with the pressure high rent puts on their weekly budget. The Government has done little to curb the housing crisis. Of course, you first have to admit there is a problem before you can try and fix it and John Key will not admit there is a housing crisis. Yet National's polling must show people are worried because the Government has started tinkering around the edges, with its limited capital gains tax and “bright line” test, to look as if it is fixing the problem. Unfortunately there is little faith in the National Government's ability to rein in our housing market, especially in Auckland. National is failing to fix supply side problems and mostly ignoring demand side problems. The Reserve Bank has had to step in and try to do the Government's job with the limited tools available to the Bank by restricting finance to investment property buyers in Auckland. But what about Christchurch? After all, the Reserve Bank's job is to protect the stability of the financial markets, not to make sure people have adequate homes. Christchurch has a major supply problem and urgently needs more affordable, safe and healthy homes. We are not going to get this by tweaking tax laws, gutting the Resource Management Act, or selling off state houses. We will only get this if the Government takes leadership on the housing crisis. The Green Party has a comprehensive plan to do this, including a major government-led home building programme with a progressive ownership (“rent to buy”) option. We'd also place restrictions on housing ownership by non-resident foreigner speculators, and put in place a proper capital gains tax (excluding the family home), not National's half-measure bright line test. A rent-to-own policy will help thousands of New Zealanders, who currently have no hope of ever owning their own house, to achieve that dream in Christchurch and throughout the country.
W
hile it is totally appropriate that we in Christchurch City have been preoccupied with the rebuild of our broken assets, it is worth continuing to consider the interdependency between the rebuild of Christchurch City and the accelerated economic development of our region. We have a big opportunity to do very well on both fronts. We need to: 1. Continue to invest in our people and our communities to grow a skilled workforce and rich cohesive communities. 2. Work hard on all matters relating to innovation. We all know a key to our future is how we stay ahead of the innovation curve and keep doing new things better in our rural economy. 3. Concentrate on value-added production and the development of strong secondary economies in the region. 4. Carefully think through, integrated regional transport planning, and robust infrastructure to handle the people and products moving around in our rural communities (including roads, ports, and rail). 5. Encourage visitors to our region and determine how we can give them the best value tourism offering during their stay in Canterbury. 6. Manage and analyse relevant data to inform planning and measure progress towards success. 7. Recognise the increasingly important role that Maori will play in our economy and in the future of our region and our island. All of this just makes good sense. But it needs to fit with a complementary aspiration for the city of Christchurch. Once we have an aspiration for our city and our region we can then better understand how the interdependencies between our city's economy and the region will assist us materially to become the most successful and sustainable economy in New Zealand.

Challenging Development Contribution Fees
T
he Local Government Act 2002 Amendment Act 2014 came into force on 7 August 2014 and implements the Government's second phase of legislative reform of the operation of local government. The Act contains some significant changes in relation to development contributions, how these are levied, and what you can do to dispute them. Development Contributions Overpriced development contributions have hit the papers a few times recently. A lot of developers have argued that it is uneconomical to free up land in Christchurch because of the fees payable to the council. The purpose of these fees is to enable recovery of a fair and proportionate amount of the total costs of expenditure necessary to service long term growth. Changes to the Act now include principles that specify on what basis the council can levy the fees, namely: a) Development contributions should only be charged if the effects or cumulative effects of developments will create a requirement for the territorial authority to provide new or additional assets or assets of increased capacity; b) Development contributions should be determined in a manner that is generally consistent with the capacity life of the assets for which they are intended to be used and in a way that avoids over-recovery of costs allocated to development contribution funding.

The change also reflects the fact that some developments will never require particular infrastructure. For example, development contributions cannot be charged for reserves where a particular development does not involve the creation of additional housing or accommodation. It is now also possible for the council and a developer to come up with a development agreement between themselves regarding payment towards infrastructure. If a developer disagrees with the amount of development contributions, the provisions of the act now allow a developer to request that the council reconsiders the development contribution. A reconsideration may be on the grounds that the contribution has been assessed incorrectly, the development contribution policy has been incorrectly applied, or the information used in the assessment was incomplete or erroneous. A development contributions objection process has been introduced with objections heard and decisions made by an independent development contributions commissioner appointed by the Minister. Upcoming changes to the Construction Contracts Act 2002
T
he Construction Contracts Act 2002 was enacted to facilitate regular and timely payments between the parties to a construction contract, provide for the speedy resolution of disputes and provide remedies for the recovery of payments. The Act has been in force since April 1, 2003 and applies to both oral and written contracts. The Construction Contracts Amendment Bill 2013 was introduced to Parliament in January 2013 and makes the following key changes to the Act: First, retention monies will be held on trust (but will not be required to be kept separate from working capital), will be subject to proper accounting provisions and will be able to be invested. Interest will be payable by the Principal if release of retentions is delayed. Any provision designed to delay payment of retention money will be prohibited Secondly, it extends the scope of the Act to include architects, engineers and quantity surveyors Thirdly, it makes various changes to the requirements in relation to adjudication claims and responses, in particular the content and time frames for doing so and Finally, it removes the distinction between residential and commercial contracts. This will result in the default payment provisions applying in residential settings, allowing contractors to suspend work on residential projects and require progress payments. The Bill currently awaits its third and final reading in Parliament, and is therefore subject to change. However, the Bill is expected to come into force on July 1 this year, with the exception of the provisions relating to retentions, which are expected to come into force on March 31, 2016. Given construction professionals (including designers, engineers and quantity surveyors) will now be caught by the Act, they should familiarise themselves with the provisions of the Act and update their practices and standard terms accordingly. Construction professionals will now have the benefit of the payment provisions under the Act but may also be brought into adjudication proceedings. Principals and contractors should familiarise themselves with the changes to the Act and also update their practices and standard terms accordingly. Principals and contractors will be particularly interested in the changes in relation to retentions, although it remains to be seen how the holding of retentions in trust will work in practice. Thousands of HNZ tenants
A
nother significant milestone in the rebuild of social housing across Canterbury was recently notched up when Housing New Zealand marked the completion of the 4000th repair in its Canterbury Earthquake Recovery Programme (CERP). This number represents thousands of tenants and their families who are living in repaired homes, often with other improvements completed at the same time. CERP is essentially two major projects happening at the same time as part of the repair and rebuilding of the region’s social housing after the earthquakes. The repair programme aims to have up to 5000 earthquake-damaged homes repaired by the end of this year. It is also building up to 700 new homes at the same time with this work also expected to conclude by the end of 2015. Satisfying achievement To have passed the 4000 mark was a satisfying achievement according to CERP General Manager Paul Commons but there was little time to celebrate the milestone because there was still plenty of work left to be done before the 5000 goal was reached. Over 95% of homes owned by Housing New Zealand suffered some type of earthquake damage from the 2010-2011 earthquakes. Approximately 20,000 people live in these homes, which are spread across most Christchurch suburbs and the townships of Rangiora and Kaiapoi. After both major earthquakes, Housing New Zealand’s priority was to check its staff and its tenants were safe. This was a demanding task, especially with tenants spread across the city and the Waimakariri district. Repairing 5000 houses is a massive project that takes a lot of careful planning, liaison with tenants and co-ordination across contractors, Housing New Zealand and others involved in the repairs. Over 1000 workers are involved in all Housing New Zealand repair and new home build programmes in Christchurch. The work is recognised as a critical part of what the organisation is doing across the country.

Christchurch a top priority Chief Executive Glen Sowry identified the Christchurch recovery as one of his top five priorities when he took up the role more than two years ago. Delivering on its targets in the programme was vital, he said. Housing New Zealand has separated the repair programme into two streams of activity; the minor programme which is usually up to $40,000 and the major programme which covers more complicated and expensive repairs ($80,000 upwards), typically involving foundation and other structural damage. Repairing earthquake damaged properties also provided an opportunity to
improve the quality of its social housing stock in the region. Floor coverings, ventilation, heating, insulation and other upgrades have been incorporated into the repair programmes. As required, tenants are moved into temporary accommodation during repairs and Housing New Zealand arranges furniture storage, rubbish removal, transport and other support. Every effort is taken to minimise disruption as much as possible for tenants during repairs which can be inconvenient and stressful. Tenancy Liaison important An integral part of this work is carried out by the Tenancy Liaison team of
Housing New Zealand. In Canterbury, this team came into their own immediately after the earthquakes and continue today to play a pivotal role in the repair and new builds programme. This new team included a specialised Tenancy Liaison team which is separate from the ongoing normal tenant/landlord relationship. This team is the first point of tenant contact during the repairs process. They explained to tenants what was happening, helped them shift to another location and assisted with moving their furniture and personal belongings. The relationships formed and developed between tenants and the Tenancy Liaison has inspired confidence in an often difficult environment and enabled the smooth transition of thousands of tenants into alternative accommodation while repairs were carried out.

Housing partnership a win-win for tenants

ore Housing New Zealand tenants will soon be offered restored houses to come out of the innovative “Second Chance’’ programme run through a partnership with Housing New Zealand and the Department of Corrections. Out of the disaster that was the Canterbury earthquakes has come an opportunity to develop a creative programme that has numerous benefits that touch various parts of society. The partnership, dubbed the “Second Chance’’ programme is an agreement between Housing New Zealand and Corrections to repair up to 150 damaged homes so they can be returned to new sites in Christchurch and made available for tenants. The programme offers a second chance for the homes that are restored and repaired, the prisoners get another chance

by upskilling themselves and gaining confidence and qualifications while tenants get the chance to live in them. The first four completed homes were relocated to Aranui last year and officially opened by Prime Minister John Key. A further 14 are poised to be relocated to various locations across Christchurch and more will be ready before the end of this year. Houses are selected by Housing New Zealand and transported to a construction yard at Rolleston Prison. The project enables prisoners to gain trade skills that help them gain employment after their release and it benefits Housing New Zealand by repairing damaged houses for people in need. “Win-win’’ arrangement’’ Offenders receive the same high quality training and on-site work experience that they would get in a normal construction
yard as well as working towards recognised qualifications. Prime Minister John Key said, when opening the first four homes in Aranui last year, the men who worked on the homes also had their own restoration underway and a chance to begin a new life and to play their part in the ongoing rebuild and recovery of Christchurch. “Life changing’’ One of the first tenants to move into these new homes was overwhelmed with her new home. Deborah Cameron and her young grandson were previously sleeping in a cramped bedroom at a relative’s house. Now, they share a two-bedroomed house with an open-plan kitchen, dining and living area, spacious bathroom and plenty of storage space. There is also a fenced courtyard and a garden. The new home had been “life changing,’’ Deborah said. It offered her and her grandson a comfortable and secure life, she said. The Department of Corrections is as thrilled with the partnership as is Housing New Zealand. Pride in their work “This is a great achievement for the prisoners working in the Yard,” says John Bryant, Activity Manager, Timber and Construction for Corrections Offender
Employment. “The men take great pride in the quality of their work and seeing the houses finished and ready to be home for a family in need. Additionally, the skills they are learning through this partnership are needed in the community, making them very employable.” “Research shows there is a strong correlation between employment and leading a crime free life. We are hearing of a large number of the men who have learnt skills in the Yard and are now using those skills for employment in the community, many in the Christchurch Rebuild.” Quality shines through Housing New Zealand Project Manager Mark Harrison is thrilled with the quality of the completed houses. “This partnership has been a win-win for all involved. At the end of the day, our tenants get the chance to live in these rejuvenated properties while the training programme gives prisoners the chance to learn new skills,’’ he says. Through the yard, prisoners are learning employable trade skills, including painting, plastering, carpentry, and timber joinery. Instructors on the site are also trained in literacy and numeracy and this is embedded into their trade training.

laying an important role in the increasing profile and visibility of women in construction roles is the National Association of Women in Construction (NAWIC) in New Zealand. Established in the United States in the 1950s, before the concept rapidly spread throughout the world, NAWIC New Zealand has been active in Wellington since 1996, with chapters in Auckland and Canterbury established in more recent years. “NAWIC encourages women to pursue, establish and sustain successful careers in the construction industry,” NAWIC Canterbury chair Diana Barr explains. “Our vision is to be the leading voice for women in the New Zealand industry. We hold regular events to inform and up-skill women in construction and to promote networking and information sharing for the betterment of the construction industry as a whole.” With that goal in mind, NAWIC and Hays Recruitment joined forces in 2015 to celebrate the outstanding contribution of women in the construction sector with the Hays National Association of Women In Construction Excellence Awards. A group from the Stronger Christchurch Rebuild Team (SCIRT), SCIRT Women in Construction (SWIC), was the winner of the Helen Tippett Award. Celebrating the achievements in advancing and furthering the interests of women in the construction industry, the Helen Tippett award was open to any organisation, company, partnership,
firm or individual which actively promotes the participation of women in the construction industry and encourages their progression. Initially intended to recruit more women to fill SCIRT roles, SWIC ended up being much broader including the development of appropriate work wear for women. “Until late last year, personal protective equipment (PPE) wasn’t available in women’s sizes. This often made it extremely difficult for women to comply with strict PPE criteria on projects,” Diana explains. The approach taken by SWIC was to develop sizing with the right fit because one size really doesn’t fit all. “The women at SCIRT worked with existing suppliers to manufacture safety clothing in women’s sizes because men and women alike just want to get their jobs done without worrying about whether their safety gear is fit for purpose” When Diana studied structural engineering, it was alongside only a handful of other women, and that is something the NAWIC seeks to change. “I’m in construction because I like the opportunity to leave a legacy that provides a lasting benefit to the community, in the built environment” she says. “Construction offers huge opportunity; it’s portable, you interact with people from all walks of life, engage in innovative thinking and have the chance to really make a difference.” NAWIC is always looking for people and projects to learn more about.
