Building company prepared for a busy 2014
Build Right Homes is now totally prepared for a very busy 2014. “The 2013 year was a fantastic one for the company in terms of work undertaken,” managing director Rex Lawrence says. “The first three months of 2014 were fully booked in early November, which confirms that the solid base we built last year is paying off for this new year.” Last year Rex invested significantly in Build Right Homes, the first major investment being to relocate the business to a high profile location at 774 Main North Road, Belfast; a property more commonly known for many years as the second hand trader’s shop. “The building is unrecognisable now with a total refit inside and out,” sales manager Peter
Cook says. “Every week I get people calling in with new enquiries for EQC work, home alterations and new builds. “We have also invested in our brand with a new website, brochures, logos and vehicle signage,” Peter says. “But our biggest investment is in our people, with a new project manager to coordinate works and undertake the repair solutions assessment for large insurance companies from initial scope to completion of project. Another addition to the team is an architectural designer, this appointment brings under
one roof the complete design and build process. “Our designer has over 35 years’ experience in architecture in many different areas and uses the latest technology to show customers the intended project.” These appointments further enhance Build Right Homes’ ability to provide a one stop shop service from initial consultation, concept design, final drawings and documents for consents, the actual build itself and finishing with the final handover. This investment is on top of the existing foundations of a customer focused ethos, each project is individual and has a different set of wants and needs that all need to be treated with respect in the design process. All walks of life assist in Rebuild A unique partnership between Corrections and Housing New Zealand has seen the first red zone house refurbished by Rolleston’s prisoners, the first of 150 earthquake damaged homes over the next five years.

bout 40 prisoners and 18 offenders on community sentences will work in the prison’s two yards each day. By mid-year the programme is expected to provide employment and training for 60 prisoners and 30 offenders on community sentences. Over the five years, more than 400 offenders will gain training in construction skills such as carpentry, plastering, painting and decorating, roofing and joinery. there will be great benefits for the Canterbury rebuild, following the opening of the Rolleston Working Prison Construction Yard late last year. “I’m delighted that prisoners and community offenders will be contributing to the Cantebury rebuild, while learning important skills which will also be of benefit to the region postsentence,” Tolley says. “We also know
that offenders with employment and skills training are less likely to reoffend, which means fewer victims of crime.” Dr Nick Smith says the partnership will see 30 homes refurbished each year over the five year programme, at a cost of around $20,000 each. Once repaired, the homes will be relocated to Housing New Zealand properties in Christchurch. “This innovative
partnership between Housing and Corrections is about simultaneously rebuilding homes and lives. Rather than demolishing damaged homes, we are going to repair and refit them so they can be re-used,” he says. This new initiative is part of the $1.6 billion investment in Housing New Zealand which involves 700 new homes and the repair of 5000 damaged houses. The Government, through the Ministry of Business, Innovation and Employment, is also providing the Canterbury Earthquake Temporary Accommodation Service, temporary housing villages and partnering with the private sector to provide workers’ accommodation, Smith explains. “These are in addition to our support to get the private sector rebuild moving with fast-tracked plan changes and support to fix Christchurch’s building regulation problems. The housing challenge in Christchurch is huge and requires that we take action on every possible front. “This unique project is an exciting part of the rebuilding in that it is recycling existing homes, saving money and helping equip prisoners with the skills they need to rebuild their lives once their sentences are complete.”

New homes without the price or build time In the wake of news from the consumer price index that the cost of building a new home in Canterbury has jumped 9.5 percent in the last year, a local building company has developed a new solution to housing shortages and affordability. national rental housing “warrant of fitness” (WOF) trial began in January and will run until the end of February, with results from the trial published in March. Some 125 rental properties — 25 in each participating city — are to be evaluated by home assessment experts in Christchurch, Auckland, Tauranga, Wellington and Dunedin. The trial will not result in the immediate issue of WOFs for the 125 houses, but will be an important step towards standardising methodologies and checklists to ensure the credibility of the WOF scheme. Christchurch City Council Housing Committee Chairman Glenn Livingstone says the trial is good news for tenants, as it marks a significant first step in identifying those rentals which are not fit-for-purpose. “It’s unfortunately well-known that much of New Zealand’s older housing is cold and damp and of lower build standards than many other OECD countries. “It’s also well known that poor housing conditions can contribute to more severe asthma, rheumatic fever and other housing-related illnesses. “The warrant of fitness trial is a positive step towards addressing poorperforming rental housing and supporting warm, energy-efficient and healthier housing for tenants,” he says.

A nationwide project aimed at making rental housing safer to live in – particularly for children, students and the elderly – is being trailed by Christchurch City Council. The WOF trial involves the Auckland, Tauranga, Wellington, Christchurch and Dunedin councils, ACC, New Zealand Green Building Council and the University of Otago. The assessment tool was developed by the NZ Green Building Council and the University of Otago, with feedback
and input from the five councils, ACC and other housing experts. ACC’s Programme Manager for Home Safety, Megan Nagel, says, "ACC is supporting the warrant of fitness trial as part of our focus on reducing injuries in and around the home. “Environmental factors such as poor
lighting and maintenance, slippery surfaces and steps and stairs contribute to many home injuries, so, by helping to address factors such as these, a housing warrant of fitness will potentially support efforts to bring injury rates down.” Leigh Featherstone, Homestar Director at the New Zealand Green Building Council, says the support of ACC and the cities involved shows a strong joint commitment to improving local housing and health. “We hope that by the end of this project there’ll be a working tool to rate rental standards nationally. This will make sure rental housing isn’t endangering the health of the families living in it. The long-term payoff will be better health, particularly of our kids and elderly.” Professor Philippa HowdenChapman, University of Otago, says the agreement to pre-test the rental warrant of fitness is an outstanding example of what can be achieved by local councils working together to improve rental housing quality for families and communities. “Over a decade of robust research by the Housing and Health Research Programme has enabled us to develop a world-class rental housing WOF, which we are pre-testing before it’s rolled out more widely.”

Construction is expected to begin later this year on a new 240 bed hall of residence to be completed in time for the 2015 intake. UC Vice-Chancellor Dr Rod Carr says the university is being proactive in its approach to the city’s housing pressures and instead of contributing to the tight rental market, it will be adding to the housing stock as student numbers grow to pre-quake levels. “Student accommodation could be seen as a restraint on the recovery of the university and education’s ability to contribute to the city’s recovery. “We are sensitive to the housing situation in Christchurch and we see this proposed new 240 bed hall of residence project on the Dovedale campus as positive and exciting for Christchurch, for the university and for prospective students. “We will be talking to neighbours and interested parties about the project as it advances and, to help Christchurch, we are keen to provide more accommodation in future on the Dovedale campus as the university continues to contribute to the rebuild. “Other temporary and medium term accommodation projects are also being progressed on and off campus. We have already spent $180 million in our campus remediation and we expect to spend $1.1 billion revamping our campus over the next 10 years.”
A programme established to combat Auckland’s well documented housing crisis has proved a success and now the Government has expanded the programme to assist local councils in improving housing supply and affordability. Christchurch City, Wellington City, Hutt City, Upper Hutt City, Porirua, Kapiti, Tauranga and Western Bay of Plenty have been added to the Housing Accords and Special Housing Areas Act due to the success of the programme, Dr Nick Smith explains. “New Zealand’s housing supply and affordability challenges extend beyond Auckland. The Auckland Housing Accord is proving to be a successful tool and we are keen to explore how we can assist other councils to get more houses built more efficiently,” he says. “The housing issues in Christchurch are particularly challenging with the damage of tens of thousands of houses to earthquake damage, the demand for temporary housing while homes are fixed, and the accommodation required for a burgeoning reconstruction workforce. The work on a Housing Accord with the
Christchurch City Council needs to be well co-ordinated with the new Land Use Recovery Plan and the work of the Canterbury Earthquake Recovery Authority.”It is about much more than simply replicating the existing model, he explains. “The issues in each city are different and will not automatically mean replicating the Auckland Accord’s focus on fast-tracking housing developments. We want to get officials from government and council working on identifying the barriers to supply and affordability of housing and then putting in place whatever steps are needed to make improvements,” he says. “I am encouraged by the initial response from mayors and councils. There is a broad agreement that homes have got too costly in these areas and that the Government and councils need to work more closely together to get house price inflation down.”

Civic Centre’s regeneration Christchurch Civic Building – Flexible Egress It would be fair to say Mother Nature has changed the landscape of Canterbury more dramatically than we could have ever anticipated. But, like a Phoenix from the ashes, we are rising up again. At the heart of the revitalisation is the central city in Christchurch and an integral part of the rebuild effort has been concentrated on the Green Star rated Christchurch City Council Civic Centre building. Having received a dynamic structural and aesthetic facelift not long before the destructive series of earthquakes, this architectural icon was at risk of being closed if a radical solution could not be devised to rectify the damage, which involved the traditional rigid fire lining systems of the building. It was at this stage that Forman Building Systems was engaged. Forman Building Systems is highly respected for its role as New Zealand’s largest specialist marketer and
distributor of ceilings and interior wall systems, acoustic insulation, and passive fire protection products. More recently, Forman Building Systems has added energy efficient LED lighting, solar hot water heating systems and small-scale wind turbines to its market offering. Despite several initial repair attempts on the building, continued cracking in the fire rated plasterboard lining had undermined the integrity of the existing fire rated wall system. It was then necessary for Forman Building Systems to work with the building’s engineers Powell Fenwick Consulting, as well as Athfield Architecture, Hawkins Construction and Sealing Solutions Ltd to create a flexible fire egress solution for the building. The solution was Firefly Titan from TBA Textiles UK - a flexible barrier system which, due to its blanket-like composition, is unaffected by ground or building movement. The Firefly Titan was installed as a retrofit solution over the existing structure and linings. This methodology
and material effectively reinstated the required 120 minutes integrity and 60 minutes insulation on the egress stairs. Despite initial resistance to the new and very different aesthetic - moving away from the smooth plasterboard

Further issues that emerged during installation, including the location of the fire rated barrier, which had been moved out from the existing structure, were further resolved by protecting the structure with Firetherm Intubatt - a high density Rockwool board product that
was fixed over the exposed steel support brackets. These innovative changes enabled the building to remain occupied during ongoing tremors, and the building still continues to serve its vital purpose today.

environment to create distinctive destinations which maximise their connections to the river, coast and hills the Council’s Urban Design and Regeneration Unit Manager, Carolyn Ingles explains. “The Plan ensures the area’s diversity and heritage will be reflected and celebrated in the design of the centres and corridor, creating vibrant, welcoming shopping destinations that are resilient and more sustainable.” A year ago council approved a draft concept plan for the $26 million Christchurch Coastal Pathway, which is already having a significant influence on development in the east.
The path is planned to connect Ferrymead to Mt Pleasant and Redcliffs, finishing at the end of Sumner’s Scarborough Beach. Demolition is nearing completion in the Ferrymead area and developers are poised to start rebuilding. One of the first rebuilds will be the Casual and Country furniture and homeware shop and café. Established by John and Jenny Turnbull in 1992, Casual and Country lost its building in the earthquakes and has been operating from a temporary premises, with the main store across the car park from the old site and the café operating out of a separate shed.

working with various ceiling and wall industries. We have received at least one part of a major multi-storeyed failed building to test.” The department is working on steel fabricators and wooden structures, other staff are discussing future transport and cycleways requirements as the city grows and another student is collaborating with the insurance industry, she says. “We are researching the benefits of wood in new structures and to assist our understanding an honours student has surveyed architects asking why they often don’t use wood in their designs. We are researching the potential impacts of liquefaction on trees in the urban environment. “In electrical engineering our robots are inspecting structures deemed too hazardous for humans, and we are working on projects such as sensors for a smarter city. We have studied the way Orion managed to keep the power system up so effectively during the 2010 and 2011 earthquakes.’’
Professor Evans-Freeman says there has been significant interest in studying engineering at UC and the levels of applications for study in 2014 are at pre-quake levels. There is also significantly increased interest from overseas students wishing to pursue an engineering degree in Canterbury. UC is spending up to $140 million on the revamp of the engineering facilities on campus over the next five years. Professor Evans-Freeman says the refurbished facilities in Christchurch will consolidate UC as the premier Engineering College in New Zealand. “We will be intimately linked with the most exciting large scale city project in the history of New Zealand. It will attract more students and researchers to come and study and work here and we will be in a very strong position to provide increased highly skilled workforce and expertise for the city. “Engineering at UC is uniquely located in a city reinventing itself and our graduates and staff have all the skills required to be deeply involved in the future of the city. he RISE street-art festival commissioned a dozen large street-art paintings in the city centre, while the From the Ground Up project has organised about 16 large artworks in the city centre and Sydenham. The festival also included a street art exhibition at the Canterbury Museum and, with more than 100,000 visitors attending, museum director Anthony Wright describes it as the most successful exhibition ever held at the venue. “Broadly speaking, post-earthquakes there seems to have been a subtle movement in Christchurch’s sometimes conservative mindset,” he says. “RISE is a prime example of the wider community’s support for change and innovation in Christchurch. As the rebuild ramps up, more people are thinking outside the square and taking calculated risks with positive results. The community seems to be welcoming new ideas with open arms, which is great.” RISE, which profiles the best of street art from New Zealand and around the world, including original works by British artist Banksy, is exhibited across three levels within the Museum with the latest art installation by Belgian artist ROA just completed in the Bird Hall. The exhibition runs until 23 March and Anthony expects visitor numbers to remain high until the exhibition closes.

How to hire in 2014: Plan ahead The labour market is changing drastically as the rebuild ramps up and ManpowerGroup says it is crucial to start planning now for future employment needs. Demand for some trade roles in the Canterbury region is expected to triple in the next 12 months and as the rebuild finally picks up some much needed pace, construction has already absobed most available labour in the region. Canterbury’s unemployment was 4.2 percent in the quarter to September 2013 and, with male unemployment sitting at 3.8 percent, this is generally considered full employment. But according to ManpowerGroup New Zealand general manager Matt Love-Smith, it is not all smooth sailing for employers and, he says, a skills shortage is looming. “It is crucial to start planning now for future workforce and talent needs. Building consent processing changes pay dividends A move to fully computerise building consenting systems in Ashburton has seen processing time for consents slashed to just six days – a pleasant surprise for local builders and home owners.
“Once we have the last of the older consents issued and out of the system we are confident we will consistently meet the target,” Wong says. With building consent numbers remaining close to historic highs for the year the changes will be sure to be well received in the community. Good news is also in store for Christchurch city’s building consent customers, who can expect an improvement in the delivery of building consents and services by the end of March. A report from the Crown Manager to the Regulation and Consents Committee also notes that by March the full number of staff required to meet the increased demand for building consent services will be recruited and trained. Once this is in place other system and process improvements would start to have an effect. Crown Manager Doug Martin told the committee that with the new management team in place, improvements will be evident soon. “We have a way to go in our improvements but smart management, more resourcing and Action Plan strategies will mean people will start to

shburton District Council Building Services manager, Michael Wong says the changes are the result of computerising the work flow required to process a building consent. “The first month we fully used the new processing approach was September [2013] and we had a few teething problems to iron out,” Wong says. Further refinements to the process and staff having a better understanding of the new approach saw October’s average down to just six days. The average time to process a building consent for the first six months of the year was more than 16 days. Wong says he is delighted with the results and believes the changes will make a significant improvement in the service the building team delivers. “Obviously every month is different in terms of the number of consents we process and the complexity of those consents but we have definitely locked in a significant improvement in service for our community,” he says. The next goal is to have all building consents applications processed within the 20 working day legal timeframe. The only consents issued in September and October that took longer than 20 days to process were ones that were processed earlier in the year but only paid for and issued in the last two months.

Canterbury salaries increase rapidly Salaries across the construction industry increased by 10 percent last year, now averaging $92,000 and Canterbury’s average salary increased more than any other region nationwide.

atest figures from job search website Seek show the average salary on offer increased by 10 percent last year to $92,000. Building apprenticeships are surging too, with 4000 last year, up 36 percent on 2012. Overall, Canterbury’s average salary increased the most of the main cities according to the job site. The region’s average salary increased by 5 percent to almost $73,000, against Wellington’s increase of 4 percent to over $81,000 and Auckland’s increase of 3 percent to over $75,000. The Ministry of Business, Innovation and Employment’s first Quarterly Canterbury Rebuild Report also backs up the findings, revealing that the Canterbury labour market is tight with low unemployment and a strong demand for labour. As a result, the cost of labour in Canterbury is increasing, especially in the construction sector. The latest Labour Cost Index shows an increase in salary and wage rate growth in the Canterbury construction industry of 3.7 per cent, compared with 1.6 per cent for the rest of New Zealand.The report also documents the increasing trend in immigration

Church engineering another world first We’ve already got the Cardboard Transitional Cathedral, now the engineering behind Knox Presbyterian Church is being hailed a world first.
T
he $5.5 million project of rebuilding the severely earthquake damaged church on the corner of Victoria Street and Bealey Avenue, had four precast, post tensioned buttresses lifted over the roof of the church and positioned in place before being connected to the existing timber structure – an engineering feat understood to have never been done before. The concrete buttresses range from 6.3m to 8.3m high with the largest buttress weighing approximately 13 tonne. The design of the buttresses is a collaboration between Wilkie and Bruce and Aurecon. Aurecon engineers proposed the idea of ‘rocking column’ buttresses being used and completed the detail design of the buttresses. Wilkie and Bruce took the structural concept and added the architectural features to come up with the final look of the buttresses. By using a low damage design approach used here with “rocking column” philosophy the building will be able to be reused quickly following an earthquake. The post-tensioning keeps the load carrying capability and restores the column back to vertical after the earthquake. External dissipaters on the sides of the buttresses dissipate energy via yielding. All structural damage is therefore confined to these dissipaters which have been designed to be replaceable following an earthquake. Once the dissipaters are replaced the building would be back to its pre-earthquake strength. The buttresses will be lifted over the roof again later this month, when the remaining 10 buttresses required for the rebuild will be fitted.
About the lifting of the buttresses • A 250 tonne Titan crane is required to manage the huge weight of each buttresses. • The first of the four buttress will be lifted at 5am with the last being at aprox 11am. • The process of lifting, positioning and connecting each buttress, will take aprox 2hrs. • Two lanes on Bealey Ave (cnr Victoria St) will be closed off during the lifting and will be reopened 12pm Background of the rebuild The century-old bricks tumbled and fell, the limestone cracked, and the landmark triple-gabled church on the corner of Victoria Street and Bealey Avenue has had its timber skeleton exposed to public gaze for more than two years. Now it is time to provide new lightweight cladding for the heritage timber structure which so sturdily defied the violent quakes. By the end of 2014 a modern interpretation of the old 1902 church building is expected to be completed. The distinctive peaked roof line and striking interior timbers will remain, but no more bricks! Designed to meet 100 percent of the building code as at March 2013 and set on a thick raft foundation with walls that will flex in a big quake, the renewed Knox Church could easily last for another 100 years.
