Repair solutions – from the ground up The best way to describe Maiden Group's operational capacity is as a property development firm because, although established to scope red zoned homes after the earthquake, Maiden Group is now a repair and renovation specialist, covering everything from the foundations up.

I

n the aftermath of the September 2010 and February 2011 earthquakes, Maiden Group deployed five damage assessment teams to carry out cost estimation reporting for residential and light commercial properties on behalf of a range of insurance companies. Before long the company responded to the demand for fast, competent and professional repair firms to aid in the city's rebuild and Maiden Group increased the staffing capacity to meet this need. Now there's not a lot this local repair and renovation specialist can't do. “We've invested time and resources into being able to offer a full solution for repair and renovation work,” Maiden Group contracts manager Hugh Chapman says. “We're committed to getting you back to your house with minimum stress and hassle by utilising a friendly team with the skills and experience to produce a superior quality finish.” The passion and innovation behind the firm has driven Maiden Group to seek improved techniques for the residential rebuild. One such area is promoting and implementing the methodology for repairing and laying foundations on TC3 land. Consequently, Base Level Foundations has been established as another string to the Maiden Group bow. Headed by former Arrow International/SRES, Matt Tipa is Base Level's business development and innovation

manager, charged with growing the specialist TC3 foundation business and methodology so it will be available to Maiden Group and other building companies in the future. “We've taken all our learnings, experience and intelligence from the past four years about how to work on TC3 land and fine-tuned this into a company with new specialist skills sets and expertise for foundation construction,” Maiden Group director Stu Gordon explains. “We have put the time and effort into

developing the most effective foundation solutions and the new direction now enables us to offer our specialist services to everything from the ground up.” It is vital that the methodology used is specific to each site repair. The assessment of the land under a foundation by geotechnical engineers is critical to determine the methodology to be used. Welcome Editor’s note. Mother Nature in all her audacity, tore from us the physical shape of a city we had been so carefully cultivating since the Canterbury Association settled the surrounding province and gave the city its name in 1848. While we may have lost brief control over the changing shape of our central business district, we have again taken charge and the resulting form is an award winning one. A consortium of architects and designers from multidisciplinary architecture firm, Warren and Mahoney, landscape architects Boffa Miskell, architects Woods Bagot, RCP and Sheppard and Rout Architects were given 100 days to come up with a plan to rebuild Christchurch’s severely damaged central city after the devastating earthquakes of 2010/2011. The subsequent Christchurch rebuild blueprint has just been announced as the winning entry of the World Architecture News (WAN) Urban Design Award, part of the world's largest architectural awards programme, after judges were “blown away by the scale of the proposed framework for central Christchurch”. The city’s transitional projects have also been recognised on the global stage. ‘Christchurch: Our Ever Evolving City’ – the Christchurch City Council’s creative and innovative approach to the rebuild – has won the prestigious Guangzhou International Award for Urban Innovation. Plans for another key central city creation are also ramping up, with international interest in the $500 million Convention Centre venue three years out. Yes the rebuild is ramping up in a very big way. Every issue we’re featuring new, but most importantly, innovative developments throughout the city and now, we have the accolades to prove it.

A

s the financial issues facing the Christchurch City Council (CCC) become clearer with a projected deficit of at least $800 million by 2016 the issue of asset sales is being raised as a legitimate avenue to address this shortfall. The community’s appetite for markedly increased rates and the inability of the CCC to raise more debt makes the realisation of capital from CCC assets a more compelling proposition. The resolution of the CCC financial shortfall is the “short game” that will be achieved by sensible and pragmatic decision making processes with community buy-in. The “long game” however is much more interesting and is how the CCC can achieve its financial objectives and position CCC owned assets and infrastructure in a way that assists this city to become internationally relevant. The Christchurch community should be justifiably concerned about the relationship between Auckland Airport and Queenstown Airport and the synergistic benefits that arise in linking those airports closely together through Auckland’s shareholding in Queenstown. The same can be said about the relationship between the Port of Tauranga and the Port of Timaru in the terms of Tauranga’s close association with Timaru and the ability to feed into the Port of Tauranga from the Port of Timaru. Our Mayor has raised the issue of the possibility of inviting a strategic partner into buying a stake of Christchurch Airport or Lyttleton Port in the context of benefiting the region as a whole. She highlighted the potential benefits of introducing strategic partners into both Christchurch Airport and the Lyttelton Port through an equity involvement. This all points to the long game being about the strategic positioning of critical assets e.g. the effective strategic repositioning of CCC owned assets for the long term benefit of Christchurch and Canterbury. In the opinion of the Canterbury Employers’ Chamber of Commerce we think this is an option well worth exploring. Having recently travelled to both Australia and the United Kingdom it was interesting to observe that the recycling of assets and recycling of capital is common place with private sector involvement in Government owned entities and improving efficiencies and providing strong, strategic linkages to the benefit of the community where the asset is based. Real food for thought.

I

’d like to start by wishing readers a very happy new year! I hope you managed to enjoy some time off over the festive season with family and friends. Last year ended with the Council having to make some tough decisions in regard to its financial strategy. We had to consider all the options available to us to address the Council’s funding shortfall of approximately $1.2 billion, which is an increase on the $900 million estimated in the Cameron Partners report released in August 2014. The scale of this shortfall is too big a burden for our residents to shoulder therefore we had to consider more farreaching options. We are proposing in our financial strategy to raise $550 million from Christchurch City Holdings Ltd (CCHL) and Council-owned trading organisations. Our Council is required to provide a proposed financial strategy for the Office of the Auditor General to show we can meet our financial commitments for the next 10 years (the period covered by the Council’s 2015-2025 Long Term Plan). However I want to reassure our residents that no decisions will be made on the Long Term Plan without consulting with the community. This will include public hearings which will being in March this year. This consultation document will outline what we as a Council intend to do and how we propose to pay for it. Our bottom line position is that we will not lose control of our core infrastructure assets, the two ports and Orion. However we will look for ways to maximise their strategic value and performance by offering shareholdings to appropriate partners. This may involve selling assets which we do not regard as strategic. It’s important to remember that this city’s most valuable assets are actually our water supply, our rivers, our underground infrastructure and our roads. This is what we must invest in for future generations. We also made another important decision at the end of last year by agreeing in principle to set up a Development Authority which could speed up the rebuild and help attract private sector funding for major projects. This authority could act as a one-stop-shop for investors and developers, linking them with potential projects and assisting them through the consenting process. I am really excited by the possibilities an agency like this offers Christchurch, as development authorities like this have worked successfully overseas. We have asked Chief Executive Dr Karleen Edwards to provide advice by the end of the month on a structure for the authority.

ith 2015 now upon us this will be the busiest year yet since the earthquakes. It seems so long ago that we were dealing with the endless aftershocks. These are all now well in the past and we are seeing a real positive vibe in the inner city with so much rebuilding on the go. This year we will see most of the existing buildings along Cambridge Terrace and Durham Street get finished. Other buildings behind the fenced off sites are appearing along Cashel Street between Cambridge and Montreal Street with the new Price Waterhouse building rising up and Warren and Mahoney’s new offices rapidly showing their form on Montreal Street. The pace is gathering in the retail precinct with Nick Hunt’s Cashel Square along Hereford Street now at its full height and work has begun on the foundations for the Cashel Street part facing Ballanytynes. My project The Terrace, actually never stopped and the full form of three of the four buildings facing Oxford Terrace are now fully up. This year will see the busiest time on this project as Stage 1 with the buildings in frame form being finished and occupied by show week 2015. The Westpac building on the corner of Cashel and Oxford Terrace will start in the second quarter of 2015 as well as the car park building on Hereford Street. Tim Glasson’s Triangle Centre is in excavation mode as he builds hid underground car park and foundations. Carter Group has been flat out clearing the older buildings behind the crossing so that their new build can begin in 2015. The Innovation Precinct is gaining real traction with the Vodafone $50 million building, Kathmandu’s $20 million building and the $50 million Pebbles Group building retaining the McKenzie and Willis frontage. The Crown Plaza hotel will be going into the old Forsyth Barr building on Victoria Square to be the largest hotel in Christchurch with over 200 rooms. A must see for any Cantabrian is the rebuilt Isaac Theatre Royal. They have saved the beautifully painted dome and marble staircase and built a new replica building around these while retaining the brick façade. The acoustics are excellent and its new seats make for a real theatre experience. Time to come to town and view the changes.

e are on a roll towards the 4th anniversary of the February 2011 quake which will be for us all, a time for reflection and remembrance. It is also an opportunity to reflect on how far how recovery has come – and where we still have to go! But for me, it’s also a time to raise concerns about what is happening now, particularly if it is going to have longer term implications. So, without wanting to take anything away from the fantastic progress in some parts of our city, whether it be the re-opening of the Isaac Theatre Royal or the re-opening of the Mt Pleasant School pool, there are a few concerns that I want to “put on the table”. The first is the quality of design of our new buildings. I, like all Cantabrians, want to have absolute confidence that we will never again see a repeat of the CTV and PGG collapsed buildings. But an increasing number of engineers are raising concerns with me that we cannot have this confidence. For many engineers, their concerns are grounded in the fact that the integration of the Department of Building and Housing into the Ministry of Building, Innovation and Employment, has brought a loss of technical expertise and a shift onto a focus on the regulatory framework. The Royal Commission into the collapse of the buildings in February raised a number of very important issues, not just for Canterbury but for the rest of the country. Has their report received the required response? We need to all have confidence that the answer to this question is yes! The second issue is the quality of repairs and cash payouts. I fear that a number of homes that are being sold in an “as is-where is” state, and often without insurance, are being left as a future potential “leaky home” situation with huge liabilities to be faced in years to come. Not enough information about repairs that have been done is provided to a potential home purchaser. And I am frustrated that so many people are still arguing about the quality of their repairs. And the final issue is the recent cost-shifting from Central government to local government (ie us as ratepayers!) with the lower quality of horizontal infrastructure repair. For central government to suddenly change the playing field and pass the repair bill onto ratepayers, especially given the financial situation facing us as a city, seems unfair. There has always been an assumed shared responsibility for this work – until recently. What changed?

I

n early December, the Christchurch City Council signed off on its financial strategy with proposals to sell off a significant share of the Council and city’s assets to fill the shortfall in the Council’s long term budget. This includes selling up to 34 percent of Lyttelton Port Company, nine percent of Christchurch International Airport and 14.3 percent of Orion. Christchurch residents need to get involved and have their say when the Council calls for public comment early in 2015 before finalising the long term plan. Selling down the city's strategic assets to fill the financial hole and fund projects, such as a super-sized convention centre, does not have the long-term interests of the city at heart. This Government has made a habit of selling our assets without permission or desire from the public. On the Council’s end, the former City Council, under Mayor Parker and CEO Tony Maryatt, was unwise in agreeing to some big ticket anchor projects without knowing whether the community wanted them or whether they were affordable. The National Government needs to renegotiate the cost sharing agreement with the Council and needs to be more flexible. This agreement has foisted a series of unaffordable projects on city residents which we can’t afford as ratepayers or taxpayers. Several of them are a boon for design and construction companies but not for residents. There are several things that can be done to save tens of millions of dollars, including not proceeding with the extravagant children’s playground on the former Centennial Pool site, significantly scaling back the lavish prettification and hardening of the banks of the AvonOtakaro River, not supersizing the convention centre and not redesigning Victoria Square. Savings here would enable the Government to pick up more of the cost of repairing the city’s horizontal infrastructure –roads, and sewage and storm water pipes. Christchurch needs the necessities before the niceties. That’s how we will rebuild.

s 2015 begins, I’ve had time to reflect on the strong progress of the Christchurch recovery in 2014, and to look ahead to an exciting new year in store for the city. We have already seen a large amount of new development replacing what was lost in the earthquakes, and one of the first big projects completed is the Cricket Oval in Hagley Park. This great new facility will play host to the opening match in the ICC Cricket World Cup on 14 February between New Zealand and Sri Lanka, which will be a huge occasion for Christchurch. It will show the world how far the city has come since the earthquakes of 2010 and 2011. Later this year Christchurch will have another big opportunity in the international sporting spotlight, when the FIFA Under-20 World Cup is held in New Zealand. Nine matches will be hosted in Christchurch in June. In addition to the Cricket Oval, and construction well advanced on the city’s new Avon River Precinct, Bus Interchange and Justice and Emergency Services Precinct, this year will see building begin on other important anchor projects in central Christchurch. Construction or early site work is due to start on the Central Library, Performing Arts Precinct, the Convention Centre Precinct and the Metro Sports Facility. Public consultation will also begin on the Canterbury Earthquake Memorial. These big projects are helping to stimulate commercial development worth hundreds of millions of dollars. The EQC-managed Canterbury Home Repair Programme is now almost through its full repair programme, and 86 per cent of EQC’s building claims have been resolved. There is still work to be done to get everyone back into rebuilt or repaired homes, but Canterbury’s strong economy and low unemployment means the region is in very good shape to provide opportunities for all in the year ahead.

On average, 75 New Zealanders die every year at work and 600-900 die from work related diseases. But according to Reid Safety Consulting’s Zeb Reid, the one in ten who are injured on the job each year are just as significant. “It’s easy to whip out the death statistics as scare tactics,” Zeb says. “But in reality, it’s the young fella who loses a hand and can no longer work on his car in the weekends, the young family who loses their sole income and breaks up from the stress, even the guy who only loses a couple of fingers but who can no longer play the guitar – these are also victims of a lax workplace safety environment.” In 2013, the government announced the‘Working Safer’ reform package, aimed at bringing down New Zealand’s workplace injury and death toll by 25 percent by 2020. Perhaps the most important aspect is the new Health and Safety Reform Bill, which will make everyone responsible for the health and safety of all each worker in a workplace. “It’s easy to say workplace safety isn’t personal, it’s business. But when you’re at risk of not getting home

safe and sound to your family, that is personal,” Zeb says. The implementation of the new regime – expected to come into effect in April – will see more onus placed on managers and company directors to proactively manage workplace health and safety. Together with stronger penalties and wider enforcement tools for non-compliance, it is hoped the regime will see improvement to New Zealand’s poor health and safety record. While New Zealand’s workplace safety reforms mark the biggest overhaul of the local system in 20 years, it mirrors similar reforms in Queensland in 2011. “The Queensland campaign was focused on getting people home safe at the end of the day,” Zeb explains. “Enshrined in the new law is the requirement for bosses to provide the resources and support for a safe working environment, but we need to start taking personal responsibility.” When you carry out a ‘root cause analysis’ on an incident, the resulting issue traditionally comes down to one of three factors, Zeb says – individual failure, system failure or communication failure.

have enjoyed an increase in business, contractors with a strong safety culture are becoming preferred suppliers because they are seen to be less or lower risk. “What we need to realise is the machinery we’re having accidents on is not what’s to blame,” Zeb says. “Quad bikes aren’t dangerous, skillsaws aren’t deadly weapons until they are used in an unsafe manor. “You have a duty of care to yourself and to your mates. Just like you don’t let a mate drink and drive, don’t let a mate get up there and do something stupid with machinery.” The new laws are a lot like a game of rugby, he says. On the field, each player is just one part of a team and each of those players has a role to play in supporting the team. So if one player out there is making too many head high tackles, or arguing with the ref, he’s putting the team’s performance at risk and as a result, he will be stood down for a period of time.

“Reporting near misses is just as important to remediating unsafe working practices as reporting accidents. It’s only by identifying hazards and reporting near misses that you can learn from them and take control. “A near miss means you got lucky, don’t blow your free pass by not learning from it.” For many companies, health and safety is treated as an add-on accessory, Zeb says. Yet to be effective, health and safety strategies simply must be embedded into every level of the company. There needs to be best practice standards the company is working towards, with key performance indicators (KPIs) set against those standards to measure achievement. According to the United States Department of Labour, an effective safety and health programme can save $4-$6 for every $1 invested, it’s the right thing to do and doing it right pays off in lower costs, increased productivity and higher employee morale. In fact, much like companies who support sustainable business practices

From April, building companies will be required to strictly comply with the new provisions or risk substantial sanctions under the Workplace Safety guidelines. “We have been lobbying for these changes for some time and believe these changes are a positive step towards focussing on the real safety issues confronting our industry,” Zeb says. “Safety is not about filling out bits of paper or keeping the boss happy. It’s about ensuring you go home safe every day.”

The development of Christchurch’s new $500 million Convention Precinct is moving forward, with international interest in the venue three years out, with construction of the precinct due to get underway later this year.

F

our construction teams, including companies based in New Zealand and overseas, have been short-listed for Early Contractor Involvement services for Christchurch’s new Convention Centre Precinct. The teams have been selected from those that responded to the recent call for Expressions of Interest in relation to the Convention Centre component of the Precinct. The selection process is being handled by the preferred development consortium for the Precinct, Plenary Conventions NZ. The next step will be a Request for Proposal to those on the short-list, from which one construction team will be selected to work

with Plenary Conventions NZ on the design and build plans for the Convention Centre. “There has been good interest from the market in New Zealand and overseas in this opportunity,” says Christchurch Central Development Unit Director Warwick Isaacs. “Those short-listed are of a high calibre, and we can be sure that Plenary Conventions NZ will add quality construction expertise to the design and build team for the Convention Centre.” Featuring a Convention Centre able to cater for up to 2000 people and multiple events at any one time, the wider Convention Centre Precinct will have space which can accommodate hotels, and retail, commercial and residential development. Leading international convention centre and hotel operator Accor is the referred operator of the Convention Centre. Accor will also work with the Crown and Plenary Conventions NZ into the master planning and development phase. Christchurch & Canterbury Convention Bureau manager

Caroline Blanchfield says the announcement means the Bureau can now actively pursue large international conferences for Christchurch. “We already have significant interest in events wanting to book at least three years out. Now we have the certainty to go out and sell Christchurch on this scale. “It’s going to be versatile and connected to a vibrant city centre with major hotel development attached to it. It’s exactly what we are after and gives us the go-ahead to ramp up our marketing of the city.”

“Government support of the business events sector and increased funding to Tourism New Zealand has boosted international promotion of this country’s unique meeting, conference and incentive travel offerings,” Caroline says. The city has recently won two international conference bids. The 20th Pacific Association of Quantity Surveyors (PAQS) Congress will bring 400 delegates to Christchurch in May 2016, and the city will host 80 international delegates to the ECCA (Environmental Criminology and Crime Analysis) Symposium in 2015. Tourism New Zealand’s International Business Events manager Bjoern Spreitzer says the new Convention Centre will attract more high-value visitors to the South Island in the off-peak season, and boost the country’s reputation abroad. “With an outstanding venue in a lively central city precinct, Christchurch is helping put New Zealand on the map as a world-class business events destination,” Bjoern says.

Student Volunteer Army leader describes quake lessons

T

he University of Canterbury’s Student Volunteer Army (SVA) was involved in five major response operations following the earthquakes but the army’s foundation co-founder Jason Pemberton says the organisation’s most important learnings were those surrounding dysfunctional everyday systems. The former SVA leader did a key talk to a landmark emergency management study visit at the University of Canterbury recently to Charles Sturt University students from Australia. Jason says it was clear from the army’s response in 2011 that not only from their experiences but a wealth of past research and situations that there are a number of larger everyday issues that foster many of the problems that disaster response deals with. He visited Japan after the 2011 earthquake and tsunami and was also rushed to New York after Hurricane Sandy. His work continues to feed into the United Nations International Strategy for Disaster Reduction. He will take part in the Third World Conference on Disaster Risk Reduction in Sendai, Japan, early this year. “We were taken to New York in an advisory capacity so there was more space to reflect and breathe, which meant that the longer term impact has been a lot more positive than some other work we'd done previously,” Jason explains. “We have an increasingly connected and aware global society that is tending more towards continuity of resources and human wellbeing than financial targets. This will, I sense, in time, start to shift the way that we structure our lives, operate our businesses, and make decisions for our communities. “The environments in which emergency management operate are changing faster than emergency management is, so there is an opportunity for growth here.” Disasters don't exist in isolation of everyday life yet Jason says we often deal with them as isolated situations. “We can't stop natural forces but we can design around them to mitigate negative impacts. All that's needed is a broader purpose or vision. This is where the world is heading. “While emergency management is facing immense and cross-cutting issues, so is education, health and nutrition, energy systems, sanitation and the list goes on. These are all cross-cutting issues that cannot afford to be considered in isolation of one another if any of us are to achieve the results that are needed locally and globally. It’s not just a question of money, it's also challenge of personal capacity or development, he adds. “People who are in control of their own lives are generally very resilient in times of crisis, whether rich or poor. It appears to me however that the most influential forces on people’s lives are not in the business of empowering people, just yet. This isn't to say it's anyone's fault, but it might be an interesting situation for individuals to explore in their own lives.’’
