treet art has been stimulating our inner city streetscapes since the Rise Festival began in December 2013 and, although it’s been a year since the three month long festival’s conclusion, its vibrancy has remained a key feature of our inner city style. There’s new artworks popping up every week, the visiting of which can chew through an entire day for a central city newcomer. From Owen Dippie’s trio of elephants on Manchester Street, to Buff Monster's Kiwi Melty Misfits on the side of Durham Street’s Underground Coffee HQ and Adnate's outstretched hands on Kilmore Street, Christchurch’s street art is loud, proud and stands out in a crowd. It’s everything we want for our city. Because Christchurch – the new Christchurch – is all about doing things a little differently. The striking river inspired building at 151 Cambridge Terrace stands in testament to this and we look into its completion on pages 35-40. We talk to international planner and economist David McInnes who tells us, quite emphatically, that Christchurch planning requires new blood and new ideas and, with our ever-popular ‘Influencers’ columns, we have engaged with some of the city’s key stakeholders about their plans for the future. After the earthquakes people were energised by the prospect of a new city, new perspectives and a new way of doing things and, while the revolution continues, we need ensure this momentum doesn’t ease. British novelist L.P Hartley once wrote “The past is another country, they do things differently there” and, although it remains to be seen how far Christchurch will push the boundaries, what we do know is outstanding results come from unleashing the imagination. Together let’s continue to innovate, push the boundaries and feed our city with new ideas, because – as they say – you have to break the rules if you want to change the world.

s we’ve just marked the fourth anniversary of the devastating February 2011 earthquake, it’s appropriate to take stock of the progress that’s been made in the rebuild and look forward to the year ahead. Much progress has been made on the rebuild so far and this will be a year of momentum, with the previous years of planning now coming to fruition and the rise of several anchor projects. The first anchor project to be completed, the Cricket Oval in Hagley Park, was on the world stage during the ICC 2015 Cricket World Cup opening ceremony and the pool matches held in Christchurch. This was an occasion for the city to show how far it has come since the 2010 and 2011 earthquakes and proved to be highly successful. This year will continue to be a busy one for events in Christchurch, and in rebuilding progress. Later this year, Christchurch will be hosting several matches in another major world sporting event – the FIFA U20 World Cup – as well as hosting the only All Blacks test match this year on 17 July. In the next few months the Bus Interchange will open and the Margaret Mahy Family Playground is set to open for the community to enjoy. Work is also progressing well on the Canterbury Earthquake Memorial. Six designs have been shortlisted and the public now has a chance to have its say on which design is best. This will be an important legacy for the city so I’d encourage you all to have your say during the public feedback process, which closes on 15 March. A decision on the preferred design is expected to be made by May this year, with the memorial intended to be completed next year. I’ve made several visits to Christchurch and the Waimakariri region over recent months and have been moved by the way the region and its people have embraced the rebuild and the opportunity it brings to build an even better, more modern and vibrant city. I’m looking forward to seeing the rebuild progress and gain momentum as I continue to visit the region over the course of the year.

hristchurch city has heeded the century-old maxim to “go west”. In its nineteenth century American context, the directive was to expand in a westward direction because the fertile farmland was viewed as an ideal place. In twenty-first century Christchurch, the solid and relatively undamaged land in the south-west and west of the city is similarly seen as ideal place for people to put up sticks. Of course if we are going to see our city expand and change we have to embrace the Resource Management Act. This is an act that has been unfairly claimed for Auckland’s housing problems but is still the key control on planning anarchy in our suburbs. Too often we see the RMA painted as a bureaucratic monster rather than the watchdog for the little guy. We will need good planning more than ever as homes and business are flourishing in the west of Christchurch. Addington and Riccarton have become satellite CBDs, Hornby is a hub of thriving activity. And all around, new homes are springing up in the new subdivisions – albeit not at a rate to quench the demand for housing in postquake Christchurch. The rapid and largely unplanned westward expansion of the city has thrown up some interesting planning dilemmas for the city and local neighbourhoods. With businesses and more houses come traffic – and lots of it. Traffic congestion is something that is now normal in our city; as are parking woes in the suburbs where impromptu CBDs have flourished. Locals in Addington and Russley have found themselves parked out of their local streets as workers battle for somewhere to park up for the day. Over in Avonhead, new land-use in the form of a business park has led to locals concerned that the whole nature of their neighbourhood will be changed forever. Locals in Hei Hei are currently grappling with a quarry literally in their backyard. As I have said central to solving all of this, is the Resource Management Act. We can’t allow this important legislation, which for all its faults, is still the bible for planners across New Zealand to be fatally weakened when it comes to the environment. We have to remember that 97 per cent of applications under the RMA are dealt without conflict. It is frankly risible that this legislation is responsible for Auckland’s housing woes. This canard is being used as an excuse to weaken and subvert the RMA. We have to start seeing this legislation as our critical friend in protecting our neighbourhoods and not as the evil source of red tape.

ast month we marked four years since the February earthquake. For most of us, we remember it like yesterday. Four years is both a long time and not long enough. It’s been far too long for democracy to be suspended. The earthquake emergency is long gone and Canterbury Earthquake Recovery Authority’s (CERA) emergency powers need to be reduced. Central Government needs to give back to the City Council the powers to make decisions on the district plan review, City facilities and City spaces. The major public backlash and controversy over CERA’s proposed “revamp” of Victoria Square is the most recent example of CERA’s grandiose plans being out of step with what Christchurch citizens need and want and what we can afford. Victoria Square is a relaxing green space where people can enjoy the river, native plantings, and sitting on the grass in the shade of trees. Its layout and landscape design have won awards. Victoria Square isn’t broken and it doesn’t need to be tampered with. When so much has changed and so many of the buildings and spaces that located us in central Christchurch have gone, Victoria Square is a rare familiar place, one that is essentially the same, post quakes. If the Government dumped the Victoria Square revamp and some of CERA’s other extravagant central city and anchor projects, it could instead fund a greater share of the repair costs for the horizontal infrastructure. There are potential savings of at least $300 million, just from not proceeding with the sports stadium ($243 million); the extravagant $25 million children’s playground, and the riverbank concreting and other work planned along the Avon-Otakaro River as part of the $98 million river “park” project. When the City Council is grappling with a major funding shortfall, we need a reality check. The Council needs to scrutinise its spending plans more closely. So does CERA. The grandiose thinking which drove the 100 day blueprint needs to be scaled back and the Government should re-negotiate the cost sharing agreement between the Crown and the City Council. Not doing so will cost Christchurch citizens dearly if the Council proceeds to sell down our shares in the Lyttelton Port Company, Orion and Christchurch Airport and reduce the dividend income which has kept city rates low.

he ICC Cricket World Cup has provided Christchurch and Canterbury with a “one off” profiling opportunity. The extraordinary attendance at the opening ceremony on Thursday 12 February was a real celebration of a community that is firmly involved in the recovery and rebuild, and has a lot to be proud about. More importantly the comparative attendance at the New Zealand opening in Christchurch compared to the Australian opening in Melbourne was obvious to anyone watching television (and there was an enormous international television audience). The ensuing games in Christchurch have provided an attractive spectacle to attendees and the world at large. The Black Caps are proudly representing this country and increasingly being recognised worldwide as a team to be reckoned with. That in itself will ensure that New Zealand’s profile and therefore the city’s profile can only be enhanced. There has been much discussion about the economic opportunities that will result from beyond hosting the World Cup. From a Christchurch perspective the big opportunity was to demonstrate that our city is back up and running and that we are open and hungry for business. While the business opportunities have been relatively low profile there have been various delegations visiting Christchurch in conjunction with the World Cup (particularly from the UK, Australia, Sri Lanka and India) and existing relationships are being enhanced by overseas visitors catching up with locally based companies. Of course new opportunities will evolve through “one on one” matchings as a result of many influential business people attending the games in New Zealand. From my perspective the real value is galvanising our community in a positive context; demonstrating to anyone who wants to know that we are highly effective, functioning and attractive city; reinforcing the message that there is a lot going on in Canterbury (but with a long way to go with our rebuild which in itself provides opportunities); and that from a wider Canterbury context we are particularly well positioned to provide high value produce and products to a demanding world. By my reckoning we are now close to 30 percent into the rebuild and it is only going to get better. Bring on the FIFA Under 20 Word Cup in June.

hat a fantastic start to 2015 we have had in Christchurch. First we had the Buskers’ Festival and then the opening of the Cricket World Cup. The city is full of visitors giving a real cosmopolitan feel to our region. On the 12th of February the Prime Minister opened the tram’s second loop down Cashel Street. The only problem has been visitors trying to find a seat on it as it is being so well patronised. This now links the north and south sides of the CBD which allows people to see most of the core CBD by taking the tram rides. The bus exchange is progressing well with its unusual roof form and this is due to open in mid-2015 The neighbouring Justice Precinct is now out of the ground and soon we will see its actual form. These buildings are set back off Lichfield Street in order to create a sunny front entrance to the buildings. Meanwhile work progresses at a pace along Cambridge Terrace and Durham Street with buildings rising out of the ground all along here. The new PWC building on the old Aged Concern site on the corner of Cashel Street and Cambridge Terrace is on its way now. Further down Cashel Street on the corner of Montreal Street is the Warren and Mahoney building. This building is well advanced with its steel frame showing above the street hoarding. It is the retail precinct that really has active building happening across four separate sites. 2015 and 2016 will be the primary rebuild years. There is a new smaller office building going up along High Street opposite the Triangle Centre. A tram trip around both loops will take you about 50 minutes and is a great way to see what is happening in the CBD. With your tram ticket lasting two days it will allow you to hop on and off as often as you like. Coffee in New Regent Street, visit the museum for the fantastic poster exhibition, then around the new loop to RE:Start. Stop at Ballantynes for some retail therapy and then down to Stranges Lane for an afternoon tipple. Our CBD is really coming alive.

ll eyes are now on the Christchurch CBD retail precinct, as significant new builds in the central city start to take shape. Clothing retailer Hallenstein Glasson is the first deal to be signed with plans for a new flagship store in the ANZ Centre on the corner of Cashel, Colombo and High Streets – its second biggest in New Zealand. The 903m2 space will encompass Glassons on the ground floor and Hallensteins on level one. It will mimic the highly successful model opened in Wellington’s Lambton Quay late in 2013. There’s no doubt that such confidence is encouraging other retailers to take action. We’re currently negotiating with several other major retailers new to New Zealand, who are expressing strong interest in the central city rebuild and the potential it provides to launch their brands here. We hope to announce several of these retailers as the year progresses. Smaller retailers are also starting to indicate their preference. A pharmacy has just signed for a 300m2 statement site in the BNZ Centre, formerly known as Cashel Square. This is home to the highest concentration of office workers in the retail precinct, spanning a significant frontage of Cashel St through to Hereford St. It’s clear that retailers – both Australian and smaller boutique retailers currently housed in the likes of Re:START, are excited about the emerging shape of the precinct. The Crossing is attracting significant interest; retailers impressed by the $120 million development that will be a cornerstone to the precinct. Laneways and courtyards will link a variety of retail and hospitality tenants, with an integrated 630 car parking building a key feature. Right along Cashel St, from High St through to the Bridge of Remembrance, is the absolute prime stretch for retail, and is becoming increasingly attractive as major office tenants commit to the CBD. By the end of 2017, it’s predicted that there will be 15,000 office workers within 300 metres of the Retail Precinct.

HNZ restores local housing Out of disaster often comes opportunity and it is this philosophy that is driving Housing New Zealand as it enters the final year of its massive earthquake recovery programme in Canterbury.
T
he earthquakes’ impact on Housing New Zealand’s Canterbury stock was massive with more than 95 percent of its 6200 properties damaged. Many were uneconomic to repair, others were located in the ‘red zone’ and thousands of others required repairs so they could continue to be safe for tenants. The Government charged Housing New Zealand with delivering a comprehensive programme of work that would see up to 5000 earthquakedamaged properties repaired and up to 700 new homes built. When completed by the end of 2015, the Canterbury Earthquake Recovery Programme (CERP) will restore its Canterbury housing stock to preearthquake levels but greatly modernise its social housing stocks. An earthquake recovery team was formed to handle the huge job of coordinating the repairs needed urgently, ensuring tenants were looked after, recruiting contractors and others to help with the repairs and to begin coordinating the programme of repairs and new builds. CERP general manager Paul Commons leads a team that includes contractors, architects and other professionals. MWH and Arrow International were contracted to oversee and co-ordinate the delivery of the minor and major repairs respectively.

The programme has been dubbed the “Second Chance’’ scheme. It offers a second chance to the prisoners, some of whom have found building-related jobs after their release and a second chance for the houses. Paul says the agency is pleased to be able help provide training opportunities for prisoners, while getting to recycle houses. "At the end we get modern and fitfor-purpose housing for people in need,"he says.
The earthquakes created a rare opportunity to not only modernise existing homes but to add more new properties into the region he says. By the end of 2015, the Canterbury portfolio will be the most up-to-date in the country. Post 2015, more new social housing will continue to be developed throughout Canterbury as Housing New Zealand further modernises its stock and continues being the social housing provider of choice.

Paul Williams, of specialist custom manufacturer of Glassfibre Reinforced Concrete GRCNZ, describes the project as one of the country’s most striking and yet safe architectural examples. “It’s fantastic to be involved in the early rebuild with another landmark project,” Paul says. “More so in the fact it’s a highly engineered base-isolated building which will stand the test of time.” This longevity is a huge focus for both the man behind the project and the greater team around him. “I’m an investor, not a developer,” Stephen explains. “So I’m extremely fortunate to have been able to make the connections that have produced such a successful outcome.” “Regardless of the cost, it’s been worth it. That I have had the opportunity to develop such strong relationships with companies who have collaborated so well makes me exceptionally proud. “It’s satisfying to have completed a build which by every definition is of the highest quality and safety – specs of this level will probably never be built again,” he laughs. “We’ve created a legacy here.” It’s been done once and constructed to be the best.
