Welcome Editor’s note. Our triennial election season is over and I for one, am missing the interesting discussions born from an election year. There’s something so fascinating about discovering just which side of the political fence my nearest and dearest sit. The human is a complex being, made up of a diverse web of genetics and life experience. And, unlike America, the political arena here isn’t a simple case of a two-party system. While there will always be those for whom political affiliations are an heirloom to be handed down through the family, and those who voted for one simply because of the alternative, and the concerning proportion who elected (mind the pun) not to vote at all, most will make their selections based on key issues which directly influence them. There are a number of these which are important to me – the environment I live in, the economy which effects New Zealand life, the Christchurch rebuild which will influence my future, the education system my child is enrolled in and the student loan system with which I paid my way through several years of study, to name just a few. Yet what many don’t see at face value is that I have a chronic, incurable health condition – type 1 diabetes – which influences every minute of every day of my life and that, for me, is a political game changer. Every single one of us has a game changer, perhaps yours is obvious, perhaps like mine it’s not, but fact is, it’s there and that may mean the difference between who you vote for and who you don’t. No matter what your game changer is, no matter who you voted for, the most important factor is that you made an educated decision and voted accordingly. And if you didn’t, there’s always 2017. I’ll be there with bells on.

L
ast month's general election delivered a decisive result for the National Party. And in Canterbury the party vote percentage was higher than the nationwide party vote percentage. I believe that came about partly because of the hard work, dedication and commitment of National's Canterbury MPs and the National Government to the rebuild following the devastating earthquakes of 2010 and 2011. However, the result is not something we are in the least bit complacent about. In every major speech I've given in Canterbury since the earthquakes, I have repeated our absolute commitment to rebuilding Christchurch as a great place to live in, work, in and raise a family in. From day one we have been unwavering in our commitment. The rebuild continues to be an expensive, difficult and complex undertaking, costing the Crown more than $15 billion. It continues to occupy much central government attention, and will do so for the foreseeable future. Good progress is being made, including in the central city where major anchor projects are under way. During the election campaign I spoke in Christchurch and announced Cabinet decisions made at the start of September on future rebuild arrangements. One of the decisions was that from February 1 the Canterbury Earthquake Recovery Authority would become a departmental agency within the Department of Prime Minister and Cabinet. CERA will remain the face of the Government's recovery efforts in Canterbury but housing CERA within the department will enable its functions to be wound back gradually - rather than seeing its role come to an abrupt end. We set up CERA in 2011 -- along with granting special powers to both the authority and the Minister -- to ensure the recovery remained on track. The powers expire in April 2016 - although CERA doesn't automatically wind up then. There is a need to make arrangements beyond April 2016 as the recovery continues, and consideration will be given in coming months to what powers might be retained and what will expire. Local representatives via an advisory group will help us determine these issues. Good governance is essential to ensuring that the rebuild continues in an effective and timely way. Cantabrians have my assurance that the rebuild and recovery will continue as a major priority of the new National Government.

ith the distraction of the election behind us we can now continue to advance the rebuild of our city, “full steam ahead”. One of the last releases from the Prime Minister immediately before the election stated that the Government would continue to stand “shoulder to shoulder” with Christchurch as we work through the next stage of recovery. That is very important. Much of the recovery from the Government’s perspective has been locked in. The financial commitments have been made. There is more clarity on the timing and intent of Government funded projects and we are starting to see physical evidence of their commitment to the rebuild. However, ongoing Government support, working closely with local government and the community is going to be critical to ensure the rebuild is optimised. There are still many issues around land, horizontal infrastructure, roading, insurance and consenting that will require ongoing quality input from central government. Working towards agreed common objectives in these and other areas remains critical. All regional economic indicators remain positive and from the perspective of the Canterbury Employers’ Chamber of Commerce we are now dealing with many more issues relating to growth, than the frustrations of inactivity. The most prominent of these issues include health and safety being mainstreamed into all businesses. We are also heavily involved in ensuring the increasing number of foreign migrants are assimilated into our city as seamlessly as possible. Dealing with issues relating to the scale of the rebuild and how we encourage companies to collaborate and build resource bases are also right up there. We are also spending a lot of time assisting businesses that are growing rapidly and ensuring that they have adequate business support systems in place. All of this on top of a busier than ever schedule of generic business support services and activities. It is an exciting time to be working across Government and supporting business in Christchurch and the wider region.

hen I took up office as Mayor in October last year I was committed to following through on my campaign promise of transparency and accountability… and with this came a commitment to opening the Council’s books. We commissioned reports from KordaMentha and Cameron Partners to get a clearer picture of our financial position. These reports show that this Council faces financial challenges which will require us to make some difficult decisions. The reports also made it clear there is no “silver bullet” solution to our difficult financial situation and we will need to use a range of measures to balance our budget. And this is where we need your help. This is the first time that this Council has actively gone out to residents, encouraging them to have their say about how our city will take shape over the next 10 years. We recently launched the Our City. Our Future. campaign which gives everyone in the city a chance to help set priorities for the Long Term Plan …. I’m excited about being able to have a discussion with people about what this Council does, when it will happen and how we are going to pay for it. This is a two-way conversation, where we can ask the questions and you can help come up with the solutions. There is no ‘right’ answer, but together we can make smart choices that best meet our city’s future needs. We will need to use a range of measures to balance our budget and we will be asking for your feedback on how we should use the levers available to us. The Councillors, Community Board members and I will be coming out to meet with you in your community, whether it be at a mall or school fair, so that we can have a chat, talk about the options and together come up with better ways for this Council to work. he Green Party stands for a greener, fairer and smarter rebuild that puts the needs of Christchurch people first. Our vision for Christchurch is for a liveable, accessible city with a sense of identity and strong, connected communities. This means prioritising smart transport solutions, warmer houses, a return of local democracy and smart rebuild projects. The Canterbury earthquakes have presented Cantabrians with real struggles, but also real opportunities. It’s vital that we don’t waste this chance to create a modern, liveable city. Part of this is ensuring we get it right for everyone, and that includes ensuring that people with disabilities can participate fully in our community. We need buildings that are both accessible and safe. It’s also about utilising smart, green options for the rebuild like structural timber - a construction technique used for tall buildings using wood materials including cross laminated timber, laminated veneer lumber, and glued laminated timber in place of the concrete and steel that are typically used for the load-bearing elements of high-rise buildings. Using structural timber reduces the weight of buildings, makes construction easier, and improves their earthquake resilience. The Canterbury rebuild presents a great opportunity to use structural timber as a smarter, greener alternative to concrete and steel. Much of the technology is developed here in New Zealand, with the University of Canterbury leading the research. I recently visited St Elmo Courts in Christchurch, a six-storey building currently under construction using structural timber elements, which will be built to 180 percent of the earthquake building code. The Green Party is committed to a smarter, greener, more resilient economy. We want to encourage new technologies to be developed, such as structural timber, that will add value to our wood production and create good green jobs in New Zealand. Structural timber is an example of smart, green innovation in action.
A
huge amount of negotiation, design and planning has to happen to ensure big rebuild projects get off the ground, but I’m very conscious that many people need to see physical building happening to be convinced there is progress. That’s why it is so exciting to see major Crown-led anchor projects in central Christchurch now physically taking shape, alongside the many new private sector developments. Most recently we have seen the first of a number of concrete pours for the foundations for the new Justice and Emergency Services Precinct, and the largest continuous concrete pour in Christchurch since the earthquakes at the site of the city’s $53 million new Bus Interchange. The pour at the Bus Interchange site was a big logistical exercise, with about 234 truckloads of concrete from three different production plants brought in to create the foundation slab on the Lichfield Street frontage of the site. The amount of concrete for the 90m by 16m slab equates to the capacity of more than 13,000 average sized bath tubs. It was originally expected that it could take up to 12 hours to complete the pour, but the great work on site by the contractors meant that it finished well ahead of schedule. The next steps are further concrete pours before we see steel framework going down on the site. The intention is to have the new Bus Interchange open and operating by winter next year, and it will be built to ensure it handles the demand for public transport in the city. It will be capable of handling more than 100 buses an hour, and will get people moving across the city. We’re now entering a phase where we are going to see a lot more building work underway on big projects in the city, and that just adds to what is already a vibrant place to be.

he positive energy regarding the CBD rebuild continues to build as we see major building projects in our CBD gather pace. In the past month we have seen the Hereford Street part of Nick Hunt’s Cashel Square development rise from foundation to half its six storey height. The scale of this huge project is now starting to show. The Hereford Street part is due to be finished in a years’ time with the Cashel Street part to be completed a year later in October 2016. This will bring significant retail and office space into the Retail Precinct in a year’s time. The steel framing of The Terrace project got back underway in September. The building form along Oxford Terrace now showing this steel work. There has been a lot of conjecture as to whether people will return to the new city. The Stranges development on the corner of Lichfield and High Street built by Shaun Stockman has shown the way. This group of hospitality premises now have long queues along both footpaths late at night as we see the hospitality trade return to the CBD. This is but a taste of what is to come. Well done Shaun and his team for leading the way with a fantastic looking building and ignoring the nay sayers. What exciting times we now live in. Being a part of creating a new CBD around an existing strong city. Within two years we are going to be able to enjoy a substantial part of our new CBD with many major buildings due for completion by late 2016. I feel like a child on Christmas Eve. I cannot wait to see our new city evolve and am grateful to be a part of this rebuild.

I
n some cases the lack of any space to park just means that people don’t stop as much. In other cases, a major road intersection closure means that people need to work out a different route and watch for orange detour route signs. This is the case in the heart of Riccarton for Riccarton House on Kahu Road, which houses the recently-reopened Riccarton Bistro restaurant, tours and in the grounds, the Saturday Christchurch Farmers Market and Sunday Artisan Market. For safety reasons for residents, school pupils and road users, it was important to avoid cars three-pointturning close to the bridge, so the eastern road closure had to be at Straven Road. But the businesses are all still open and accessible via Titoki Street, off Riccarton Road (via Kauri/ Rimu) or Rata St, off Straven Road. On the other side, Totara, Puriri, Hinau, Konini provide access to Kahu Road at the university end of Kahu Road.

Follow the signs To ensure people know that Riccarton House and the weekend markets are still open, with car-parking on site, SCIRT installed additional signs at the Kilmarnock/ Straven intersection directing people south towards Rata St. From Rata St north and south sides of the road, signs direct drivers towards Rimu St intersection, then Titoki St/ Kahu Road, the area behind the road closure near the bridge.
The route is now particularly suitable for cyclists and pedestrians with fewer cars on Kahu Road while the bridge is repaired. There is a wide cycleway from the railway line at Matai St West, almost directly to Riccarton House.
Double-shifting, six days a week The brick bridge repair is scheduled to be completed mid-November, with eight weeks of double shifting crews, six days a week to minimise the time. SCIRT thanks everyone making the extra effort to keep supporting their local businesses while infrastructure repairs continue.

Building company plays more than a repair role “Kingston Building New Zealand welcomes the Ryders home in style,” were the words delivered by insurance manager John O’Loughlan of Kingston Building New Zealand.

he Main North Road property owned by Ken and Dorothy Ryder for the past 22 years was handed back to them last month after extensive repairs were untaken to return their humble 1953 bungalow back whilst retaining all of its wonderful character. Originally identified as needing repairs to the original foundations, the scope of works was extended to include a redesign of the foundations, heavy concrete roof tiling replaced with Coloursteel roofing and the heavy concrete verandah having to be
removed and replaced with a lighter timber version that fits with the character and charm of the 1953 homestead. It’s the small details from Kingston Building New Zealand which make all the difference to Ken and Dorothy – the shallow steps for easy accessibility on the new back and front verandas, a large tree was removed from the lawn to provide all day sun and extra palings added to complete those missing on the front fence. Even the gardens were weeded, plants hedged and new ready lawn for presentation ensuring
the Ryders could simply move back into their home without having to worry about the surrounds. “We like the new shower,” Dorothy says of the bathroom which has been especially modelled for her use with a low anti-skid entry and new slide shower fittings, as well as new matching fittings for the vanity and in the kitchen. With mobility an issue for the couple, Terry Horn made all the repair work easier by bringing samples of tiles, vinyl and paint colours for both interior and exterior work to
their home, and guided them through any decisions that needed to be made. And for the couple the new verandah has proven to be such a hit that their daughter has already planned two parties in its honour. Kingston hinges a great deal of their success to communication and listening to their clients. Terry Horn from Kingston Building New Zealand has worked closely with the couple throughout the entire process, ensuring that they were kept informed of the progress of the repair work. The project has been hailed as a significant achievement by dedicated Kingston Building New Zealand staff and subcontractors who went ‘‘above and beyond’’ to complete the works. Director of operations Simon Webber says the job was finished ahead of time and on budget despite a number of modifications as the work progressed. “Projects like these are a team effort and we need to congratulate all that were involved for the delivery of this outstanding project,” he adds.
