The viaduct over levinsky bridge connects between Harash road and the central bus station. The bridge crosses through dwelling and is used for busses entering the CBS. The question that is being asked is; does a bridge only bridges? what are the side effects of bridging and how can we address them as opportunities for urban renewal ? What? Reframing the viaduct space underneath Levinsky bridge. Why? levinsky bridge as a south Tel Aviv hazard we must rethink of. The problem is also the opportunity to give the area and its diverse population a space that contains a program of both survival, education and culture that can strengthen the areas identity. WHAT? The conflict zone created by refugees “invasion� to big western cities. The iconic image of refugees is row upon row of white tents in a sprawling emergency camp, But the reality is that only half of the world's 10.5 million refugees now live in camps. Like 3.3 billion other people on Earth, they have been steadily moving to cities and towns, a trend that has accelerated since the 1950s. More than half the refugees UNHCR serves now live in urban areas. Unlike a closed camp, cities present obvious opportunities to stay anonymous, make money, and build a better future. the refugees who occupy the city relm are in fierce compitition with the local communities for space and money. the refugees endure harsh living conditions within the city and are usually based in offgrid parts of it. How can we create win win situations for both strugling refugees community and the city itself ?

HOW?

Creating an infrastructure based on programme Sequence analysis. Understanding the conflicting\ identical Needs of both the city and its refugees. Inserting reinforcing Seismic system into a run down area, neglected for decades. The same infrastructure will assist the refugees in the short term (?). According to this logic more infrastructures will be developed and embedded Into the existing inner blocks and public spaces.
