times to drive emissions reduction, energy and cost savings. REFs allow a monetary investment to be spent a number of times (through reinvesting energy cost savings) without reducing its value. NSW Government has developed resources aimed at helping local councils to set up and operate a REF in their organisation, through its Sustainable Councils and Communities Program (SCC). A REF Implementation Guide and Excel toolkit are provided to MidCoast Council as part of this project.

1.4 Supporting MidCoast community to reduce their emissions Council will use its influence to support the community to reduce its emissions, as part of its Phase 2 work on the community’s climate change response and when staff resources are allocated. This will encompass action on planning, education, capacity building, incentives, leading by example, recognition of community leaders, advocacy, collaboration, infrastructure development and strategic planning. In 2018-19 it is estimated that the MidCoast region’s greenhouse gas emissions were 1.5 million tonnes of CO2-e, highlighting the scale of the regional decarbonisation task.
