NORFOLK, Va Capt. Janet Days relieved Capt David Dees as commanding officer of Naval Station Norfolk (NAVSTA) in a formal ceremony held at Airborne Command and Control Squadron 124 at NavalStationNorfolkFeb.3.
Hundreds of military, civilians and community members gathered to bid fair winds and following seas to Dees as he departed after serving as the installation’s executive officer and subsequently 50th commandingofficer
During Dees tenure as commanding officer he led more than 4,500 personnel through the uncertainties of COVID-19, executed the first long-term activation of the Emergency Operations Center, spearheaded the base shuttle system to improve
qualityoflifeforpersonnellivingandworking on the installation and initiated the C-9 rehabilitation project all while overseeing the thousands of ship, aircraft and passenger movements that take place at NAVSTA Norfolkonadailybasis.
“It has been an amazing journey over the past three years - a journey that at times tested me in ways I never expected.
Throughout it all I have been honored to lead the incredible men and women of the largest,mostcomplexandbestNavalInstallation in the world,” said Dees. “My time in NorfolkasExecutiveOfficerandCommanding Officer were eye opening regarding the complexitiesofShoreInstallationManagementandthemultitudeofdiverseissuesthat wetackleeachday.
Dees then went on to wish Days, who is NAVSTA’s first black, female commanding officer,thebestasheturnedoverleadership.

“I wandered down the halls of N-26 headquarters where my office resides and took note of the majestic pictures and leadership boards displaying the previous commanders of Naval Station Norfolk,” said Days “As my eyes moved from name plate to name plate it was painfully obvious that in 31 years from the day I entered the Navy, still not one person of color was displayed and finally today that changes!” “I am here to say to all of those
who do not believe that hard work pays off keep grinding stay focused and from the words of General Colin Powell “A dream doesn’t become reality through magic; it takes sweat, determination and hard work!”

The NSWCPD African American Employee Resource Group (AAERG) Vice Chair Keina Thorpe presided as the master of ceremonies for the event. Thorpe introduced a powerful video featuring members from all 10 naval warfare centers reading specificquotesfromDr MartinLutherKing Jr andexplainingwhattheparticularquote meanttothem.
“Unfortunately I have to follow that video That’sahardacttofollow, NSWCPD CommandingOfficerCapt.DanaSimonsaid, givingpraisetoallthepeopleinvolvedwith theMartinLutherKingJr Daytribute Simonwastednotimesettingthestagefor therestoftheeventashesaid,“Wearehere today to honor the life and legacy of one of themostinfluentialleadersofthecivilrights movementinthiscountry Dr MartinLuther King had a vision, and he devoted his life in pursuit of equality to all regardless of the person’sskincolor.”
He continued, “Dr King was an inspiration and had a dream of equality in our country, but his life tragically ended before hecouldwitnessthefruitsofhislabor We’ve madegreatprogress,butasthelastfewyears haveshownus we’restillonthepathtothe dream.”
During his keynote address the Honorable Dr Clifford L. Stanley a retired U.S. Marine Corps Major General, empathized that he lived through the same evils and hypocrisy going on in the segregated south thatKingstoodagainst
“I went to South Carolina State College, nowSouthCarolinaStateUniversity…Iwas working and we had a position where they wanted me to work with the Red Cross I couldn’t get a blood transfusion. Blacks could not have blood transfusions with whitesin1966-1967 I’mnotmakingthisup,” Stanleysaid.
He continued, “If you know anything about Dr Charles Drew, you know that he was a person responsible for the blood plasmaandhelpingtocreatetheblooddonationswehavenow.ABlackman…Welivedin separateworlds.”
Even through those troubling times, the decorated Marine still followed the teachingsofKinginhisheartandmind
“It doesn’t really matter whether or not youlovemebecauseI’mgoingtoreciprocate thewayit’ssupposedtobe,it’sloveperiod,”
Stanleysaid.
The current associate minister at Grace Baptist Church of Germantown could have abandoned King’s teachings of love and non-violence after his family was shaken byaracistattack,butStanley’sstrengthand idealscarriedhimthroughthattoughtime.
“On April 13 1975, my wife was shot by a racist shooting Black targets of opportunity.Shesurvived.Wehavebeenmarried52 years,butshe’sparalyzed.Iwasstationedat the Naval Academy…Remember now I still love my country; you don’t have to read too much into this But I’m telling you though, whenIthinkaboutMartinLutherKingthis isnotjustadayofservice,”Stanleysaid.
The Roy Wilkins Award recipient concluded his speech by bringing together the words of one his U.S. Marine Corps commandantswithDr King’smessage.
“This is about love, this is what Dr King stood for…John A. Lejeune, one of our commandants…used the word love He
talked about loving his Marines When I wasaMajorinCommandandStaffCollege, I wrote my command philosophy and Johnnygavemetheperfectout.IsaidIlove my people, love him, quoted him, ‘love my people love my Marines, love my Sailors lovethemall,’”Stanleysaid
He ended his powerful message adding “It’s not a wuss factor to say you lovesomebody,itdoesn’tmakeyouweakandanybody who knows anything about my record and mybackground,youknowthat.”
After a question-and-answer session, NSWCPDTechnicalDirectorNigelC.Thijs providedclosingremarks
Thijs praised Stanley on giving an accuraterepresentationofthesegregatedSouth and stressed that we still have steps before King’sdreamisrealized.
“Often we aren’t actively aware that Dr King’s dream hasn’t been fulfilled because we see examples where Black Americans and other underrepresented communities
achieve some representation in leadership orotherareas,orwe’veseenimprovements in diversity throughout our careers,” Thijs said. He added, “Our inaction may stem from thefactthatthisworkischallenging Maybe ‘the mountain’ feels too overwhelming for us as individuals As Dr Stanley said, ‘baby steps.’Diversity,equality,andequityarevital tousformingamoreperfectunion.

“IwasbornaboutanhourfromLagos,an hourwithtraffic,andit’ssogoodtobeback. It’s my second time wearing my uniform in Africa, but this feels like the honor of a lifetime, to just be able to come here and interactwiththepeopleIgrewupwith,toshare knowledge and collaborate with them You know, it’s kind of crazy because everybody
seesmynameandknowsI’mfromherejust by looking at my name, and they light up It’s been amazing easily the best job I’ve had in my fifteen years of Naval service
The work is unique too being someone who can speak the language I speak both Yoruba and Hausa, two of the three major nativelanguagesinNigeria,andunderstand the culture. It helps break down the barrier between Nigeria and the U.S. in a big way. After all, Nigeria is like being back home when the Nigerian officers traveled to the Naval War College I met them and it was like family Now, those captains are admirals, and seeing me back in Nigeria they’re like ‘Welcome back home.’ So if the Navy needs something, I can easily reach out to them,andnowwhatwouldtakeadaytakes a few hours That’s why this exercise is so important to me I’ve been on Obangame Express 2023 for over a week and collaboration with others means so much If one
country doesn’t have the resources, they havepartnerstheycanreachouttothatcan supportthemandreducethecriminalactivities on the seas. This exercise is exposing thegreatskillsetsthatNigerianshave More, the exposure of Nigeria is leading to motivation,support,funding,supply,andequipment.Ialsobelievethatthoseofuswhoare Nigeria-born,whenwecomebackhomeand shareourknowledgeandinspirethesekids, itcouldleadtoanything That’swhatwearingauniformistome it’s the crystallization of a dream. Coming to Lagos, and working with the U.S. and NigerianNavyisn’tabouttravel it’sabout making your dream wherever you are. I’m out here talking to the Nigerian Navy’s enlistedsailorsonwatch,andIstopandtell them what they are doing is making Nigerians sleep peacefully I tell them to take pride in what they do because what they do is in national interest. It’s not their offi-
cer coming up and telling them it’s me, differentuniformanddifferentcountry,but same home. I want my life to be an inspirationtothem.
My wife and I have a foundation here in Nigeria,inhonorofmylateDad,focusedon empoweringNigerianyouth mostlyessay competitions and scholarships to schools I meetthemonthestreets,atthehotel,some on bases, and they look at the name on my U.S.NavyuniformandIhopeitsinspiration. If I can do it, then they can do it that’s the essenceofmebeinghere justtobeableto encourage them that hope is not lost. It can be better for them. Black, Female, Engineer, Leader: Joy Allen’s commitment to excellence

Throughouther10yearsofservicetothe Navy, Joy Allen has maintained a strong work ethic while advocating for inclusion and being a positive influence for others; something that has been instilled in her throughoutherlife.
Allen serves as deputy department head for Naval Surface Warfare Center (NSWC) CoronaDivision’sPerformanceAssessment Department, which serves as the independent analysis and assessment agent across severalwarfareareasincludingAirDefense IntegratedAirandMissileDefense Surface Strike and, Cyber. The department’s expertise is utilized across unit level, multi-ship, and strike group compositions, and she ensureseverythingrunssmoothlyandassists withdaily,high-leveloperationsthatarecriticaltowarfightersuccessandcapability
Allen first began her journey in the engineeringfield16yearsagowhilelivinginher hometown of Cliffwood, N.J. She attended RutgersUniversity,whereshesaidsheexperiencedoneofherproudestmoments:Graduatingwithabachelor’sdegreeinIndustrial Engineering. Allen recalled this time in her lifeasapivotalanddefiningmomentonher pathtosuccess.
“It’saveryharddegreetoget,”saidAllen “When I was in school, engineering was a male-dominated field and you didn’t see a lotofblackpeopleinmymajor,either.”
Evenso Allenjoinedorganizationsatthe university filled with other students who looked like her, and who were prospering in engineering. Seeing other African Americans graduate with an engineering degree helpedfuelhergoalsandgaveherasenseof community,shesaid.
“Thatgavememotivation,becauseifthey could do it, I could do it,” she said. “I’m just grateful for that community and for the dean, who helped push me through during timeswhenIwantedtogiveup.”
Thankfully, giving up wasn’t a part of Allen’s plan After graduating in 2003, she beganherfirstjobatacivilengineeringfirm, broadening her skills and experiencing a different side of engineering than what she wasaccustomedtowhileearningherdegree.
“Switching from the teachings of industrial engineering to civil engineering was a little strange,” she said. “But it was actually agoodexperience.”
Afterayearwiththefirm,shetransferred totheDepartmentofDefenseandbeganher journey working for the Army at Picatinny
Arsenal.In2012,Allenwasgiventheopportunity to relocate to California, where she joinedNSWCCorona,whichprovidesanalysis and assessment for the Navy, gauges its warfightingcapability,andservesasaleader in NAVSEA data analytics The command utilizes networked data environments data and visualization, and measurement technology to bridge the Navy’s data silos, enabling informed decision-making for the warfighter

“She’s always motivating the people around her,” Ward-Rucker said “Anytime I told her I was going to do something, she triedtohelpmakeithappen.Herencouragement made me feel like I could accomplish anything.”
Allen’s positive attitude was developed early in life She said she was fortunate enough to grow up in a positive household that taught her the importance of having othersinyourcorner Shethanksherparents for teaching her what a strong support system looks like and gives them the credit for shaping her into the successful person sheistoday
“I was blessed to grow up in a two-parenthome,”Allensaid.“They’vealwaysbeen supportiveofme AnythingI’veeverwanted todo anythingI’veeverwantedtotry They believedinmeandpushedmefullsteam.
Allen said her grandfather, a civil rights advocate and the first black police officer in Roselle, N.J., also made a huge impact on herupbringing “HewasalwaysouttherefightingforAfrican American rights,” she said. “He would alwaystellme ‘Ifanyonecandoit Joycan!’ To have someone as accomplished as him believeinmemadeallthedifference.”
When Allen wasn’t around her family, she spent most of her time involved in her communityandattendingchurchevents.
“WhereIgrewup,alltheneighborsknew one another, so I had a very strong support system outside of my home,” said Allen. “Growing up in the church helped shape measwell.”
Churchgaveherspiritualinsightthatshe said she practices to this day in her ministries She facilitates a women’s Bible study group weekly, where she guides women on how to handle life issues based on what she’s learned through her church studies
growing up With all the encouragement Allen received,shesaidherfocusnowistoinspire others as much as she’s been inspired She believes highlighting one’s accomplishmentsisagoodwaytoremindpeoplewhere theystarted
“When we read about peoples’ success stories, whether they’re in sports, media, engineering, science, or something else, there’susuallyabackstory,”shesaid.“Knowing those back stories keep us humble and allowsustofeelthatwecansucceed,too.”
Allen said she believes Black History Monthisaperfectopportunitytoshapethe next generation and educate ourselves and othersthatblackhistoryisAmericanhistory
“Racism and bigotry still exist,” she said. “But we have the opportunity to teach our childrendifferentlyandimprovehumankind.”
With Allen’s love for leadership and commitmenttopublicservice,sheplansto continue her work in women’s Bible study and eventually enter the Senior Executive Service where she would be able to assist in leading America’s workforce Never forgettingherroots,shehopesbringingher culture and her expertise to other departments will continue to help spread diversityandinclusionandremindpeopleabout theimportanceofhighlightingaccomplishments and building others up, no matter their race
“I believe Black History Month brings light to how we’ve contributed to society anditreallydispelsalotofmythsandstereotypes that people have been led to believe,” said Allen “I am grateful for the opportunity to work in a leadership role for America’sNavy.”

When Retail Services Specialist 1st Class Richard Molina was growing up in Peru, he lived in the valley near the river and the beach and always saw people fishing, as the SouthAmericancountryhadaheavyfishing industry He never knew being exposed to thishobbythathegrewupseeingfrequently wouldbecomehismostfavoritepastime
“When I was 7 years old, I didn’t even know fishing poles existed. One day I used afishinglinethatIfoundalongtheriver,”he said.“Irememberwalkingaloneandsawthis tangled up fishing line along with a spinner lure.Itwasn’thardtogetthefishingstarted, but after a couple of castings, my lure got caughtupandIlostit Andthatwastheend ofmyshorttimefishing.”
Although Molina was unsure of what he was doing at the time, that situation definitelyleftitsmarkonhim
“That engraved a lifetime memory and made me really want to fish again,” he said. “It’s likeopeninga book.Youreadonepage then start the next one Now 42 years later, thereissomuchmoreIwanttolearnabout fishing.”
Throughout his childhood and over the years,Molinadidnotthinkthatmuchabout fishing again. But in 2020, a passionate and energetic fun boss, Shawn Reed, who served as the Morale, Welfare and Recreation (MWR) Director on the USS Gerald Ford (CVN-78), shifted Molina’s thoughts aboutthisserenehobby
“We were in fast cruise status during COVID-19 at Norfolk pier and MWR had a catch and release fishing event on the pier,” hesaid “Somethingjustpromptedmetosign up,eventhoughIhadneverdoneit,norused anyactualfishinggearinmylife.”

“The first fish I remember catching was an ugly puffer fish on the first night and a snake-lookingfishthenextnight,whatInow knowisaribbonfish.Icaughtsomethingand that was a win for me, but the experience is whatmatteredthemost, hesaid

When Molina is not teaching his kids about fishing or participating in the hobby himself, he serves on the Emergency Operations Center (EOC) staff at Naval Support Activity Hampton Roads, providing criticalinstallationsupportwithincident management
“RS1 Molina is responsible for the overall effectiveness of the EOC’s ability to react and operate during significant events on our installations, including the tenant commands,”saidMasterChiefBoatswain’sMateJamieSosaya,Leading ChiefPettyOfficerintheOperations Division. “He is a valuable asset to the team and assists in the EOC and with the Incident Management Teamondailytasksandfunctions.”

That hidden hobby discovered threeyearsagohasafforded Molina the excitement of never knowing what fish he is going to catch, similar to some of the uncertainties that come along with serving in the U.S.

Members of the Naval Support Activity Washington (NSAW) Fleet and Family Support Center (FFSC) talked mental health, support services and leadership during an outreach brief to the Naval Sea Systems Command (NAVSEA) HeadquartersChief’sMessonJan.25
Theevent,part of the Chiefs Mess’s regular “How Goes It meetings, provided the deck plate leaders with an expansive toolkit to support their Sailors’ mental health and well-being issues that not only affect individuals, but alsothemissionreadinessoftheNavyitself.
In support of that goal FFSC leaders announced that starting Feb. 1, they will be providing in-person outreach and support the first Wednesday of every month from
1100-1300 at Humphrey’s Café While the Center’s primary focus is service members and their families, the team will welcome requests from civilian employees for information about resources primarily the Department of the Navy Employee Assistance Program (DONCEAP) available to them,aswell
Most Sailors and their family members are at least somewhat aware of the FFSC but the scale and diversity of the services provided there counseling, advocacy, military spouse employment, exceptional family member support and much more can make it daunting to know exactly what typeofsupportorprogramtoinquireabout.

aboard U.S. Navy aircraft carrier USS John C. Stennis (CVN 74) have implemented a variety of programs to support Sailors during the ship’s arduous Refueling Complex Overhaul (RCOH) maintenance period at the Newport News Shipyard (NNS).
“We know being in the shipyard for an extended time can be challenging for our Sailors,” said Capt. Cassidy Norman, Stennis’ commanding officer “I asked my team to be creative and implement programs to increase quality of life as much as possible
I am happy to see the Team 74 initiatives wenowhaveinplace aswellasthepositive responses from our crew.”
SomeinitiativesincludearobustMorale, Welfare and Recreation program, with the ship’s Afloat Fitness Specialist (Fit Boss) andAfloatRecreationSpecialist(FunBoss) pioneering creative events for Sailors to gather and connect.
“Although there are several challenges duringRCOH, saidPatriciaLindrome the FitBoss,“Ihavebeenabletoprovidedyearround recreation leagues in flag football, soccer,andbasketball.Playingsportsbrings our Sailors together and fosters that same sense of comradery within the crew that you get when you spend time underway or deployed together.”
“We have made a distinct effort to provide a variety of fun options Sailors can attend throughout the entire Hampton Roads region, and we ask for Sailor feedback on what they want to do” said Shawn O’Keefe,Stennis’Funboss “StennisSailors have really enjoyed our fishing trips, various local sporting events, and even a trip to Baltimore for an NFL game We provide tickets for purchase and transportation to ensure our Sailors can have a good, safe time.”
While in the early stages of RCOH, no Sailors live aboard the Stennis With the help of Supervisor of Shipbuilding (SUPSHIP), Stennis also has a rotation of food trucks visiting the sailor residence halls as well as a food pantry on board, all to provide different options
“We of course still provide three meals a day in the galley,” said Cmdr Diana Dalphonse Stennis’ Supply Officer “but we wanted to add variety and options for Sailors when they go home Thanks to the help of SUPSHIP and our leadership leaning in, the variety of food options we have established have been excellent.”
There is also a shuttle system in place for Sailors without cars to visit the local exchanges and commissaries.
“Ihavetakentheshuttletotheexchange
and am
appreciative of the ability get aroundtown,”saidQuartermasterSeaman David Ortiz. “I don’t own a car yet, so the shuttle is a nice option if I want to get groceries or shop.”
Capt Normanalsoemphasizedthecriticalimportanceofhavingavarietyofmental health options available to Stennis Sailors
“Our entire team has gone above and beyond to ensure our Sailors have the options they need when it comes to sound mental health. With the support of our ship’s medical, SUPSHIP and our higher headquarters at Air Forces Atlantic, we have multiple Deployed Resiliency Counselors aMilitaryFamilyLifecounselor two Behavioral Health Technicians, and two ship psychologists available to any and all Sailors WealsomakesureourSailorsknow from the moment they check in what their options are and how to access them.”
Norman also outlined the One Love EscalationWorkshoptobuildresiliencyin younger Sailors to acute stressors associated with personal relationships as well
as the ship’s Expanded Operational Stress Control (EOSC) program.
“Wearelookingtoaddressmentalhealth from peers on the deckplates all the way up the levels of leadership,” said Norman. “We also know that all levels of leadership have some level of stress, whether it is the department heads in the wardroom with 18yearsofservice,orthenewest,youngest check-in to the ship Our EOSC program addresses all groups and their individual stressors so no one feels left out or alone Weweresurprisedathowmuch andhow effectively theEOSCprogramaddressed stresslevelsofourOfficersandChiefs Itis a valuable program.
Last, Norman emphasized the WiFi availabletoSailorsontheFloatingAccommodation Facility (FAF) that many Sailors work aboard.
“I have used the WiFi on my duty day before,” said Aviation Boatswain Mate (Handling) 2nd Class Miranda Chester “The cell phone signal in the shipyard and ontheFAFisn’talwaysthebest,sotheWifi
is nice at the end of the duty day to check my social media or even watch a movie.”
“Ourcrewisspreadoutoversevenwork locationsacrossHamptonRoads,”Norman pointed out. “But we are dedicated to take careofeverySailorsothatwecangetJohn C. Stennis back in the fight for another 25 years None of our successes so far would have been possiblewithout all membersof the incredible Team 74 working together and I am humbled to lead such a team. We must continue to build a positive environment for our Sailors to work and succeed on a daily basis.”

But there was one challenge Midshipman 1st Class (senior) Maya Weiss was not expecting to face: a cancer diagnosis
The discovery of Hodgkin’s Lymphoma cancercamejustacoupleweeksshyoffinal exams during the spring semester of 2022. But the discovery only came after Weiss wasn’t selected for her first summer training choice of the Powered Flight Program (PFP). She instead received word that she would get her second choice, an aviation cruise Upon receipt of her selection, she wastoldshewouldhavetocompleteaflight physical a physical not required for PFP
During the physical, she was shown an x-ray of her chest that displayed a large mass, raising concerns that what was present appeared to resemble lymphatic cancer Afterreceivingapositronemission tomographyscanandbiopsyofanenlarged lymph node at Walter Reed National Military Medical Center, the cancer diagnosis was confirmed.
“Ihadnosymptomsandneversuspected anything was wrong From the beginning everything was a shock, said Weiss “But getting those actual words, ‘You have cancer,’ from my doctor that day and him explaining my prognosis, I feel like they really prepared me well Knowledge is power,andtheyreallydidgivemeallofthe knowledge I needed about this cancer to havetheconfidencetostandtallintheface of a frightening diagnosis.”
Inordertofightherdiagnosis shewould require six months of chemotherapy that totaled 12 sessions of treatment. Immediately, she wanted to rejoin the brigade for thefallsemesterwhilestillundergoingher treatment,butfatewouldhaveotherplans
“I think you could ask any midshipman howcloseyougetwithyourclassmatesand how much they really mean to you,” she said. “Not being able to return to the yard was a disappointment. But in hindsight, it was the best thing for me because with every round of chemo, it has a cumulative effectwhereyougetalittlemorenauseous anditlastsalittlelonger Iwouldn’tbeable to give 100% had I returned.”
Given the option to return home to California for treatment or remain at Walter Reed, Weiss made the decision to stay in Maryland throughout her fight.
“StayingatWalterReedwasthebestthing not only because of the beyond-incredible medicalteam,buteveryonetherewasamazing,”shesaid.“Mostimportantlyformewas the proximity to the yard Being with my friendsandmentorswasthebestmedicine.”
Onementor,specifically,U.S.NavyCapt.
Josh Sager, deputy director of the LeadershipEducationandDevelopmentDivision at the U.S. Naval Academy, connected with Weiss because he is a cancer survivor
“I often tell others that, despite the difficulty that comes with battling cancer and dealingwithsideeffects,it’soneofthebest thingsthat’severhappenedtome,”hesaid “A cancer diagnosis forces someone, along with their family, to view life through a wholenewlens Thischangeinperspective, happeningasayoungadult willchangethe way that Maya lives her life going forward, and that’s a good thing I also emphasized to her that while everyone’s diagnosis and recovery will be different, in my case I was able to gain clearance to fly within a year of completing treatment. It’s important to knowthatyourdreamswillnotbederailed by a cancer diagnosis.”
Weiss found solitude in Sager’s words of encouragement and continuous support
throughout her cancer journey
“Ilookuptohimimmensely andIwould hope to be that same person that mentor for someone else, whether one of my peers is going through a diagnosis or one of my future Sailors has a family member who’s going through something,” she said. “I’m hoping that I’m able to support them and connect them with the resources they need. Going through something like this at aprettyyoungage Idofeellikeitwillmake meabetterofficer IfeellikeIhavematured and grown up beyond my years from this experience It’s also put me physically and emotionally outside of my comfort zone havingtoprocessthis,whichisagoodthing.”
In November, a few days after her final chemo treatment, Weiss rang the bell at Walter Reed signifying her completion of chemo and a cancer-free diagnosis

Weissrejoinedthebrigadeatthestartof the Spring 2023 semester, but due to her treatment she will be delayed from graduating until December 2023 The one thing she gets emotional about is not being able to graduate on time with the Class of 2023.
“Being delayed is tough, but six months inalifetimeisreallynothing,”shesaid “I’m looking forward to being back on the yard and being immersed in midshipman life again where everyone is part of the team. I’m so excited to see everyone and to celebrate with my friends as they graduate.”

MCB Camp Blaz is named to honor the first indigenous Marine from the Marianas Islands, or CHamorro Marine Brigadier General Vincent T. “Ben Garrido Blaz. General Blaz is a World War II survivor, enduring the Imperial Japanese Force invasionandthree-yearoccupationofGuam. He earned his commission in the Marine Corps and in 1977, he became the first CHamorro Marinetoattaintherankofbrigadiergeneral. During the visit, Cheeseman Aviation Rescue Swimmer training, toured training facilities, and interacted with a Multipurpose Reconfigurable Training System (MRTS) 3D® simulation. MRTS 3D® is an example of modernized, on-demand trainingdelivery developedbyNavalAirWarfare CenterTrainingSystemsDivisionaspartof the Navy’s Ready Relevant Learning (RRL) initiative.RRLisdesignedtoprovideSailors the right, modernized training at the right timeinaSailor’scareer,andintherightway. Cheeseman addressed NETC staff and localtriadsduringanallhandscallinNASC’s auditorium. He communicated the vision fortheCNP2023StrategicDesign.Thetop priorityispersonnelreadiness andinregard to the MyNavyHR services for Sailors he stated that, “We will unburden Sailors so they can focus on their mission We must

CAMP LEJEUNE, N.C. On a warm wintermorningonwoodedCampLejeune, a young corporal steps out of her car She’s parked in front of the Single Marine Program, French Creek Recreation Center and Learning Distance Education Center preparingforhergraduationspeech.
Cpl. Erica Pickle, of Birmingham, Alabama, graduated from the first cohort of the United States Naval Community College’sNavalStudiesCertificateprogram summa cum laude with the highest distinction.
“I enjoyed all of the courses,” said Pickle, as she walked into the building to record herspeech “ButIthoughttheNAV101and NAV105courseswerethemostinteresting We think [that] we think every day, but we don’tthinkofthinkingasaprocess.”Shesaid these courses introduce different concepts that help her think through the process and comparing and contrasting different perspectivestodevelopherleadershipskills “ItbringsyouintoNAV105,whereyougetto try those criticalthinkingprocessesandtry andtestsomeofthosethingsyoupickedup alongtheway.”
The NAV 101 course is Naval Ethics and Leadership and is the first Naval Studies course students take in the program. NAV 101 starts with the Sailor, Marine, or Coast Guardsmen at the self level and puts them into the perspective of learning from each other and developing a broad view of leadership, setting the tone for the rest of the program.
AftertakingalloftheotherNavalStudies courses students take the capstone course NAV105 IntroductiontotheGeopolitical environment.Thiscoursefocusesontaking everything the student has learned up to this point and developing a research paper, which includes the historical case studies in NAV 102 Modern Naval History, the bigger picture of the naval services in NAV 103 Naval Force Design, and putting it into the context of the Federal government in NAV 104 Civilian/Military Relations Organization and American Government. The students choose an international topic and discuss why this is strategically relevanttothenavalforces Thesecourseswere designedtoalignwithsimilarcoursestaught

The first graduates of the Naval Studies Certificate program comprises 34 Sailors Marines and Coast Guardsmen from JapantoBahrain,CaliforniatoNorthCarolina.Thesefivecoursesweretaughtentirely online and asynchronously, giving each service member an opportunity to balance theirworklifewiththepursuitofnaval-relevanteducation.

“I wish I had this program when I was younger,” said Sgt. Maj. Michael Hensley, USNCC’s command senior enlisted leader Having started his career as an infantry Marine, Hensley spent weeks in field trainingexercises.Theseconditionsdidnotfacilitate the opportunity for Hensley to pursue his education via traditional means “If I wanted to go to school as a young Marine they would have to have someone drive me outofthefieldtoattendclassforafewhours, then drive me back when class was done This would have to be done a couple times aweek.”
“There’snowayIcouldhaveparticipated insomethinglikethisifitwasn’tvirtual,”said Pickle.Theonlineandasynchronousmodel allows Sailors Marines and Coast Guardsmen anywhere with an internet access the abilitytocontinuetheireducation.
Pickle said she knew the Coast Guard existed,butwasn’tawareoftheimportance oftheirmission.“IrememberseeingaCoast Guard officer in the recruiting office, and that was my literal extent of knowledge of the Coast Guard,” she said. “Now, I have a muchclearerunderstandingoftheroleand purpose they have and their effects on the entireoperation.
“TheNavalStudiesCertificateisdesigned with fleet input to be both a part of the student’s associate degree and build skills theoperatingforceneeds,”saidRussEvans, associate dean of Naval Studies at USNCC. “Whetheritisexpeditionaryadvancedoperating bases or distributed lethality, we will ask more junior individuals to make bigger decisions with less support more quickly TheNavalStudiesCertificateisdesignedto preparestudentsforthosechallenges.

offered by USNCC. These stackable certificates mean USNCC students will be able to buildontheeducationtheyearntodevelop ajourneyoflifelonglearning
“WewantourSailors Marines andCoast Guardsmentocontinuallyprogressinlearning Through continued lifelong learning, our men and women in uniform are key to enhancing operational readiness and advancing the warfighting advantage over ourcompetitorsandadversaries,”saidPresidentRandiR Cosentino,Ed.D.,ofUSNCC. “ThisNavalStudiesCertificateprogramisa keycomponenttoensuringtheNavy Marine Corps, and Coast Guard better develop the intellectual talent we have at all paygrades intheservices.”
During her graduation speech, Pickle compared her education to the obstacle course Marines use to develop their confidence and capabilities to overcome any challenge.“Therearewallstoscale,ropesto climb,barbedwiretolow-crawlunder,”she said, “but every graduate here, they put in the work, and they earned that Naval StudiesCertificate.”
The Naval Studies Certificate program will be opening up for a pilot command-referral phase February 1, 2023 These Sailors, Marines, and Coast Guardsmen will be directly referred by their commands as prime candidates to earn an independent NavalStudiesCertificate
“For the USNCC to be successful, we have to provide naval-relevant classes and content,” said Dan Goff, Ph.D., professor of Naval Studies and a retired Marine “The only way we can really ensure that is feedback from the students, but also the commandswherethosestudentscomefrom.
“I really think the information is invaluable,” said Pickle “For enlisted service members not just Marines, not just Navy but generally, being reminded of what democracy is or what the purposes of the servicesareisreallyimportant.”

Camp Lejeune awarded Environmental Restoration Award by Secretaries of Defense and Navy

For the second year in a row, Marine Corps Base Camp Lejeune Environmental ManagementDivisionwasrecentlyawarded the2022SecretaryoftheNavyEnvironmental Award for “Environmental Restoration, Installation” as well as the 2022 Secretary of Defense award in the same category The Environmental Management Division is responsible for a diverse installation with 72,000 upland forests 49,000 acres of wetlands 26,000 acres of water and 7,500 acresofdevelopedland.
Theireffortsduringthelastyearincluded recognition by the U.S. Environmental Protection Agency for implementing best practices during cleanup activities; updating the Base-wide Vapor Intrusion Evaluation which identified buildings where vapor intrusion may occur; and an evaluationoftheeffectivenessofalternativetreatmenttechnologiestoaddresscontaminated groundwater “EMD does an amazing job meeting the Marine Corps’ need for training areas and meeting the federal requirements to be good stewards of our natural resources,” saidU.S.NavyCaptainAndyLitteral,assistant chief of staff for Facilities and Environment.
During 2021, EMD spearheaded efforts to conduct virtual public meetings and a 3-D virtual open house to provide transparentcommunicationtothepublicduring identification and sampling of off-base drinking water wells that were identified duringabasewideper-andpolyfluoroalkyl substances (PFAS) investigation. During theinvestigation EMDdevelopedageospatial dashboard for tracking water sources sampling IDs and sampling requests that allowed for rapid results communication and evaluation.
EMD also runs the Restoration Advisory Board (RAB) which resumed in-person meetings in August 2021. The RAB welcomes installation personnel and membersofthecommunitytoattendquarterly meetings that highlight on-going and plannedrestorationefforts PartoftheRAB includes a Community Involvement Plan thatwaspreparedforMCBCampLejeune in 1990 and is updated every five years
MCB Camp Lejeune has been actively engaged in environmental investigations
and remediation programs since 1981. Through collaborative relationships with regulatory agencies and the local community, EMD has made tremendous progress in investigating and cleaning up over 500 sites to-date, ensuring continued protection of those who live and work on the installation. During the past year EMD has installed over 200 monitoring wells collectedover1,400environmentalsamples and removed over 1,000 munitions items
“The EMD have increased the size of areas where Marines can train without
restrictionand,atthesametime,protected populations of endangered species by increasingwildlifehabitatsoutsideoftraining areas,” said Litteral.
EMD works on remedial investigations for complex Military Munitions Response Program sites and plans feasibility studies by identifying remedial alternatives in unification with the installation’s mission and future land use to minimize explosive hazards.
