THE NAVY
Welcome to Hampton Roads
IS THE HEART
OF THE REGION
The Armed Forces have played a pivotal role in Hampton Roads, a nautical term meaning protected anchorage or safe harbor, since the English set foot here in 1607. The soldiers who accompanied the first settlers are the predecessors of the thousands of men and women who have donned uniforms to protect the United States. The region is proud to house bases associated with each branch of the military, including: Joint Base Langley-Eustis, Fort Monroe, Coast Guard Station Portsmouth and numerous Navy bases – including Naval Station Norfolk, Naval Air Station Oceana and Joint Expeditionary Base (JEB) Little Creek-Fort Story.
Naval Air Station Oceana is the most sophisticated and critically important air station in the Navy, with collectively almost 20 squadrons and almost 300 aircraft stationed there. The base employs 10,500 military and 2,340 civilian personnel. Dam Neck Annex, also part of NAS Oceana, hosts the Fleet Combat Training Center, which trains more than 1,000 students each month. Dam Neck employs another 2,412 military and 1,080 civilian personnel. Naval Weapons Station Yorktown is the Navy’s premiere weapons facility. More than 3,000 military and civilian personnel work on the 11,500acre base, maintaining missiles and other ordnance for the Atlantic Fleet. With a list of Navy resources, childcare options, community information and contact information for public and private schools and religious organizations, this special section is intended to help make the transition to Hampton Roads a little easier and a little more enjoyable while getting to know the Navy and civilian communities. What are you waiting for? Explore Hampton Roads.
Welcome aboard! Publisher: LAURA BAXTER
With so much presence in the area, the Navy is the heart of the region. With more than 95,000 uniformed men and women currently stationed here, the Navy has had undeniable impact on the region’s history, economy and culture. More than 300,000 residents are part of the Navy family, plus an overwhelming number of retired or separated Sailors who choose to remain here. Naval Station Norfolk is the world’s largest naval base. More than 60,000 military and 10,000 civilian personnel work on the base, which homeports more than 80 Atlantic Fleet ships and 16 squadrons. The world’s largest amphibious base – formerly Naval Amphibious Base Little Creek and now part of Joint Expeditionary Base Little Creek-Fort Story – is the homeport for 30 amphibious ships, including patrol aircraft and salvage ships. About 80 tenant commands are based at JEB-Little Creek, including Naval Special Warfare Group II, East Coast-based SEALs and the Armed Forces School of Music. JEB-Fort Story is home to the 11th Transportation Battalion, which conducts amphibious operations. It is the Army’s only saltwater-purification training site. The site offers amphibious training for all branches, including explosive ordnance disposal Sailors and Navy SEALs.

Finding Child Care Top Priority For Military Families Many of today’s military families rely on quality child care as an important part of their support network. Parents want their children to be safe, happy and healthy while they are in the care of others. Military spouses often work outside the home, continue their education and assume the role of a single parent. The demands of military service come with frequent deployments, standing duty, training and unpredictable work schedules with long hours. There has also been an increase in the number of single parent and dual military families serving in the Armed Forces. All of these factors taken together mean that quality, affordable child care is a necessity for many active duty families. Department of Defense (DoD) and the branches of service are constantly reviewing and initiating programs to provide military families and their children with the best possible child care options. DoD currently oversees 800 Child Development Centers (CDC) lo-

cated on military installations worldwide. These centers offer a safe child care environment and meet professional standards for early childhood education. DoD also oversees the Family Child Care (FCC) programs. These programs provide in-home care by installation-certified providers. FCC helps bridge gaps in child care when the CDC does not entirely meet the child care needs of the family. Family Service Centers, youth centers, referral offices and the CDC have lists of approved homes and providers.

Health Care: You’re In Good Company With
TRICARE By Deborah R. Kallgren Naval Medical Center Portsmouth Public Affairs
Important Info For Active Duty,
Reservists, Retirees and Family Members
If you are new to Hampton Roads, it probably won’t take you long to fit in. Not only are the local people welcoming, but you have a lot of military company here too. And there are lots of military retirees representing all branches of services. And at some point, they all need a doctor! For those reasons, Hampton Roads has some of the finest military medical facilities in the world. There are more than 100,000 active duty service members and approximately 430,000 TRICARE beneficiaries in the area. That translates into a lot of choices for you when it comes to your health care. Hampton Roads has several military treatment facilities (MTFs) and clinics and they all handle TRICARE, your military health benefit. There are also private hospitals and outpatient treatment clinics for those who want civilian health care and specialty clinics. TRICARE Hampton Roads is part of the larger TRICARE North region and the contractor is HealthNet Federal Services. HealthNet works with the MTF’s to supplement your care with a network of civilian hospitals, doctors and pharmacies. This network provides easy access to high-quality health care within easy reach of where you live or work. Active duty personnel have TRICARE Prime and are assigned their own primary care manager team based on the location where they work. This helps ensure continuity of care and guarantees that active duty service members receive medical care in military clinics and hospitals and the care is near their workplace. Family members and retirees under 65 can choose from three options of TRICARE, allowing the flexibility to choose the plan that best meets their needs.
TRICARE — The Basics You may be tempted to think of TRICARE as your health insurance policy. It is similar to insurance, but in reality TRICARE is a benefit – an entitlement – of the active duty or retiree’s service to the nation. TRICARE is managed health care. It is managed by the military in conjunction with civilian contractors. Managed care means that you have a doctor or health care professional who coordinates how your health care needs are met. Think of them as your personal health care manager. They arrange referral appointments for specialty care if you need a specialist.
TRICARE is for active duty and retired members of uniformed services, their families and survivors. Reservists and their family members are also covered by TRICARE, although coverage depends upon the length of the reservist’s orders. TRICARE brings together the health care resources of the Navy, Army and Air Force and supplements them with networks of civilian health care professionals to provide the best access and highest quality service while supporting its core constituents - those involved in military operations.
Who is eligible for TRICARE? Active duty and retired members and their families and survivors of all uniformed services who are not eligible for Medicare, are all eligible for TRICARE. Reservists on active duty are covered by TRICARE (amount of coverage is based on length of orders) and their family members are covered when their reservist’s orders are for more than 30 days. Active duty service members (including reservists) must update their DEERS information and enroll in TRICARE upon arrival at each new duty station and they receive their TRICARE Prime benefit at a military clinic or hospital near where they work. For other beneficiaries, TRICARE offers three options for health care: TRICARE Prime, TRICARE Extra and TRICARE Standard. Call HealthNet at (877) TRICARE (8742273) to learn which TRICARE option is best for you or your family. When on military duty, reservists are covered for any injury, illness or disease contracted or aggravated in the line of duty. This includes traveling directly to and from the place where they perform military duty. When ordered to active duty for more than 30 consecutive days, reservists have comprehensive health care coverage under TRICARE. The reserve benefit is currently undergoing some enhancements, so it is best to contact HealthNet for the latest information. Military retirees and family members who are over 65 and have Medicare Part B have TRICARE For Life (TFL). TFL is the last payer after Medicare and other health insurance.
TRICARE Prime With this option, most health care is provided by a military treatment facility, supplemented by HealthNet. (All active duty service members and activated reservists/National Guardsmen must enroll in TRICARE Prime.) There is no enrollment fee for TRICARE Prime for Active Duty Family Members, but they must complete an enrollment form. Beneficiaries choosing TRICARE Prime will have a Primary Care Manager who coordinates your health care needs and refers you to a specialist when the need arises. The Primary Care Manager also: • Provides and coordinates your routine health care. • Maintains your health records.
PAGE 13 | WELCOME ABOARD | Spring 2011
|
• Refers you to specialists, when needed (specialty care must be arranged and approved by your Primary Care Manager). Advantages: • No enrollment fee for active duty and families • No cost shares for active duty family members (except for pharmacy, the point-of-service feature and the program for persons with disabilities); no costs for active duty member • Guaranteed appointments • Primary Care Manager supervises and coordinates care • Away-from-home emergency coverage If you have other health care insurance, TRICARE Prime may not be your best option. Call HealthNet for more information.
TRICARE Extra Under this option, you choose a doctor, hospital or other medical provider listed from the Managed Care Support Contractor Provider Directory Listings. If you need help, contact HealthNet or visit a Health Benefits Advisor (HBA) at the MTF or military clinic. Anyone who is eligible for TRICARE Standard may use TRICARE Extra. TRICARE Extra offers savings over TRICARE Standard, because the doctors and health care providers are in the TRICARE network. Advantages: • Co-payment is 5 percent less than TRICARE Standard • No balance billing • No enrollment fee • No forms to file • You may also use TRICARE Standard Disadvantages: • Annual deductible must be met • 15 percent cost share when seen by civilian network provider • Care may not be available at military facility
TRICARE Standard With this option, you have the most flexibility to see the authorized provider of your choice. People who are happy with coverage from a current civilian provider often choose this plan. But having this flexibility means that care generally costs more out of your pocket. Any needed treatment may be available at a military facility, if space allows and after TRICARE Prime patients have been served. This option may be used by beneficiaries who have other health insurance (TRICARE Standard becomes the last payer). Advantages: • Broadest choice of providers • Widely available • No enrollment fee • You may also use TRICARE Extra PAGE 14 | WELCOME ABOARD | Spring 2011

ture is $3 for generics and $9 for name-brand drugs - up to a 30-day supply.
Disadvantages: • Annual deductible must be met • 20 percent cost share when seen by civilian non-network provider • You must file your own claims • Care may not be available at military facility
If none of these options are available, you may use a non-Network Pharmacy, but your out-of-pocket costs will be higher. There is an annual deductible for this option plus a $9 or 20 percent cost share (whichever is greater). You may have to pay the bill upfront and then file a claim for reimbursement.
• Highest cost
Also some medications are considered non-formulary. They carry a cost share of $22.
TRICARE Pharmacy
As always, you and the government save money when you use the MTF and TRICARE Home Delivery pharmacies to fill your prescriptions.
The Pharmacy benefit has four options to meet your lifestyle. Your best option is still the Military Treatment Facility or Clinic Pharmacy where there is no cost to you for prescriptions. With TRICARE Pharmacy Home Delivery (formerly called TRICARE Mail Order Pharmacy), you may receive up to a 90-day supply for most medications via home delivery for $3 and the medications will be delivered to your home. Once you’re registered, refills may be requested by mail, phone or online. This option works well for maintenance medications (including birth control pills) that are used on a regular basis. If you’re already having prescriptions filled at a TRICARE network pharmacy and you’d like to switch to home delivery, you can quickly and easily convert your prescriptions to the home delivery option in approximately 4-7 minutes. Contact Express Scripts at 1-877-363-1303 or www.express-scripts.com/TRICARE for more information. TRICARE Network Pharmacies are those pharmacies in town that have contracted with TRICARE to fill your prescriptions. The co-pay struc-

Hampton Roads Rich In History, Diversity, Quality of Life The Hampton Roads region is located in Southeastern Virginia along the East Coast of the United States. The region is the birthplace of Colonial America, merging centuries of history with rich culture, beautiful waterfront landscapes, livable communities, modern technology, economic prosperity, a thriving maritime industry and a strong military presence. Hampton Roads is actually made up of seven independent cities. Like other major metropolitan areas, it may be difďŹ cult at ďŹ rst to ďŹ gure out where one city leaves off and the next begins. Many people of the southeastern area of Virginia still refer to the region as “Tidewater.â€? With a landmass of nearly 1,500 square miles and a population of more than 1.7 million people, Hampton Roads is the 36th largest metropolitan statistical area in the United States. Sponsored by the Virginia Company of London, 108 European adventurers completed their arduous four-month journey across the Atlantic Ocean from England to try to establish a permanent colony in the New World. They arrived at Cape Henry in 1607, explored the surrounding rivers and bays, stopping at what today is Norfolk and Hampton, before eventually ďŹ nding a safe haven at Jamestown.

Local libraries are bursting at the seams with special programming for children and adults. Spend a quiet summer afternoon ďŹ shing at Grandview Pier in Hampton. In the fall, whale watch off the shores of Virginia Beach. From opera to bluegrass and from city dwelling to farm life, it is easy to ďŹ nd something appealing, whether the niche is a small urban neighborhood like Ghent in Norfolk or the rural landscapes of Suffolk. Get to know the communities of Hampton Roads and its 400 years of history and see why so many call Hampton Roads home.

Establishing a settlement was difďŹ cult, but they persisted and gradually expanded their presence and inuence, together with Native American and Africans, to sew the seeds for the birth of a great nation. The Revolutionary War ended in Yorktown – when British Gen. Lord Cornwallis surrendered to Gen. George Washington. The famous Civil War naval battle between the USS Monitor and CSS Virginia, commonly known as Merrimack, took place in Hampton Roads’ harbor. The Great Dismal Swamp was home to thousands of runaway slaves during and before the Civil War. Dozens of museums, such as the Hampton Roads Naval Museum and historical landmarks tell these stories of Hampton Roads history. Hampton Roads has much to offer in terms of quality of life. Residents enjoy the best of city, suburban and country living and can take advantage of expansive shorelines, museums, opera, festivals, sports, colonial cities and towns, state and national parks and many retail and residential options. The culturally diverse region offers something for everyone – from NASCAR racing at Langley Speedway to Shakespeare under the

HAMPTON Hampton is one of America’s oldest cities and with a proud and rich history and is one of the fastest growing cities in the region. Hampton is the most populous settlement with the name and is the sixth most populous city in Virginia. Hampton’s history is traced to April 30, 1607 when Captain John Smith and company landed at Kecoughtan. They declared the land brought them “great comfort,” before continuing upriver to establish Jamestown. On October 1, 1609, Fort Algernourne, one of America’s first forts, was constructed at Point Comfort – the site several fortifications would occupy. It was on July 9, 1610 that the English came to dwell at Kecoughtan, a word that means “inhabitants of a great town.” Hampton is nestled along the beautiful Chesapeake Bay and graced with miles of shoreline and breathtaking water views. Hampton has a distinct small-town feel with little traffic and an abundance of amenities. With an average commute time of 20 minutes, Hampton is literally in the heart of Hampton Roads. Like most cities in Hampton Roads, Hampton also has a strong military presence. Fort Monroe is headquarters for the U.S. Army Training and Doctrine Command and Langley Air Force Base hosts the 1st Fighter Wing and Air Combat Command. As the home of NASA Langley Research Center, Hampton lays claim to the birth of the American space program – the first training ground for American astronauts like John Glenn and Alan Shepherd and the Mercury Seven.
In addition to the cost of living being well below the national average, Hampton has one of the lowest crime rates in the region and was rated as one of the “Best Places to Live” by Money Magazine. Hampton was also recently named one of the “100 Best Communities for Young People” in the first-ever national competition held by America’s Promise. Hampton’s impressive School Division ranks number two in the state for National Board Certified teachers. The school’s parent approval rating is 20 percent above the national average. The school division prides itself on the individual development of every child with its many progressive programming choices offered to parents and students. Other private, parochial and exceptional institutions of higher learning also abound, including Hampton University and the College of William and Mary. Hampton offers exciting nightlife and family entertainment with endless choices to spend leisure time. With its prime waterfront location, boating is one of the most popular activities. The city has numerous cultural treasures, a vibrant arts community, distinctive festivals and signature events. Feature parks, nature preserves, community centers, public golf courses, classes or programs are available for almost any hobby or interest. Hampton’s neighborhoods are rich with heritage and diversity. Choose from beautiful waterfront properties, convenient downtown living, exquisite turn-of-the century Victorians, charming sea cottages, new urban condominiums or custom homes to find the perfect one to call your own.
Virginia Air and Space Center features more than 100 historic, aeronautic and space exhibits and a giant IMAX movie screen. The 400seat American Theatre attracts nationally known performers to its 1912 décor. Langley Speedway offers NASCAR fans an outlet for their “need for speed.” Call 865-RACE (7223) for more information about the track and for upcoming races. PAGE 22 | WELCOME ABOARD | Spring 2011

continued from page 10 An additional component of military child care is the School Age Care (SAC) program. SAC meets the needs of children ages six to 12 years of age and provides before and after school care as well as summer and holiday programs. Additional support for families with children over the age of 12 can be found through the youth and teen programs often sponsored by youth services and community centers.
Hampton Roads offers a number of excellent child care options, including the Navy Child Development Centers and Navy-sponsored Child Development Home program. A list of potential providers can be matched to the client based on proximity to the client’s work or home.
Planning Council’s Childcare Resource and Referral Service. The Planning Council, contracted by the Virginia Department of Social Services, trains child care providers and helps parents locate quality child care. Referrals may be received by calling the Child Care Answer Line at 622-9268 ext. 3045 or 3051, by E-mailing lspencer@ theplanningcouncil.org or by visiting www.theplanningcouncil.org/ childreferral.htm. Parents are urged to research each child care facility thoroughly before settling on a particular one. Ask when the center or home facility will be open. Be sure to verify fees upfront and before signing any contract. Ask how the program is administered – whether snacks and meals are offered, what the adult-to-child ratio is and what the age ranges are for children. Visit the facility to learn more about it, including its licensing and accreditation.
Naval Medical Center Portsmouth (NMCP) provides free child care for children 6 weeks to 5 years old when active duty and/or family members have medical appointments at NMCP. You will need the child’s current immunization record. For reservations or more information, call 953-6873. Finding quality accessible and affordable child care is possible for every military family. National Military Family Association, Military OneSource, the Child Care Aware Hotline (800) 424-2246 and Military Homefront all provide information about child care resources. NEWPORT NEWS The City of Newport News was formally organized and became independent of Warwick County in 1896 by an act of the Virginia General Assembly. It was one of only a few cities in Virginia to be newly established without earlier incorporation as a town. Newport News is currently ranked as Virginia’s ďŹ fth largest incorporated city by population and is located at the southwestern end of the Virginia Peninsula on the north shore of the James River, thus playing a huge role in the maritime industry. The original area near the mouth of the James River was ďŹ rst referred to as “Newportes Newesâ€? as early as 1621. The source of the name Newport News is not known with certainty. Several versions are recorded and it is subject of popular speculation locally. The best known explanation holds that when an early group of Jamestown colonists left to return to England during the Starving Time at Jamestown in the Colony of Virginia. While aboard a ship of Captain Christopher Newport, colonists encountered another eet of supply ships under the new Governor Thomas West, 3rd Baron De La Warr in the James River off Mulberry Island with reinforcements of men and supplies. The new governor ordered them to turn around and return to Jamestown. Under this theory, the community was named for Newport’s “good news.â€? Another possibility is that the community may have derived its name from an old English word “newsâ€? meaning “new town.â€? At least one source claims that the “newâ€? arose from the original settlement’s being rebuilt after a ďŹ re. The City of Newport News was essentially founded by Collis P. Hun-
tington. Huntington, a Northern railroad tycoon from Connecticut, brought two magnet industries to Newport News: the Chesapeake and Ohio Railroad and Newport News Shipbuilding and Dry Dock Company. Now known as Northrop Grumman Newport News, the shipyard, chartered in 1886, has built aircraft carriers for the Navy since the

NORFOLK
Norfolk is named for the large natural harbor of the same name located at the mouth of Chesapeake Bay. The city is bordered to the west by the Elizabeth River and to the north by the Chesapeake Bay. One of the oldest of the Hampton Roads cities, Norfolk is considered to be the historic, urban, financial and cultural center of the region. Norfolk hosts the region’s international airport, is one of the busiest international ports on the East Coast and is Virginia’s second-largest incorporated city. Established in 1624, the city was the colony’s most prosperous town by 1775. It was an important port for exporting goods to the British Isles and beyond. But on New Year’s Day 1776, during the threeday siege of the Revolutionary War, cannonballs and fires destroyed most of Norfolk’s early structures. In the spring of 1862, the Battle of Hampton Roads took place off the northwest shore of the city’s Sewell’s Point Peninsula, marking the first fight between two ironclads, USS Monitor and CSS Virginia. 1907 brought both the Virginian Railway and the Jamestown Exposition to Sewell’s Point. The large naval Review at the exposition, demonstrated the Peninsula’s favorable location and laid the groundwork for the world’s largest Naval base. By 1917, as the United States built up to enter World War I, Naval Air Station Hampton Roads had been constructed. Now home to Naval Station Norfolk, the largest Navy base in the world, it is impossible to miss the im-
print of the Navy at work and at play. There is no question about it – Norfolk is a Navy town. The city has created a long history as a strategic military and transportation point. The world’s largest military alliance, the North Atlantic Treaty Organization (NATO) has its defense headquarters here. The city also has the corporate headquarters of Norfolk Southern Railway, one of North America’s principal Class I railroads and Maersk, the world’s largest shipping company. As the city is bordered by multiple bodies of water, Norfolk has many miles of riverfront and bay front property. It is linked to its neighbors by an extensive network of Interstate highways, bridges, tunnels and bridge-tunnel complexes. Norfolk’s easily-walked downtown waterfront boasts attractions such as the battleship USS Wisconsin, a salute to the city’s long-standing relationship with the Navy and Nauticus, The National Maritime Center, an interactive science and technology. Tugboats and visiting cruise ships share the waters with sailboats and merchant ships. Other treasures include The Chrysler Museum, Norfolk Botanical Gardens and the Virginia Zoological Park. The Norfolk Botanical Garden, which opened in 1939, is a 155-acre botanical garden and arboretum located near the Norfolk International Airport and is open year round. Norfolk has been recognized as a Tree City and its neighborhoods have extensive trees and flowers. The Virginia Zoological Park, which opened in 1900, is a 65-acre zoo

PORTSMOUTH
Portsmouth is a port city big on charm and history, despite the small population and being the smallest in Hampton Roads. It was founded in 1752 by an act of the Virginia General Assembly on behalf of Col. William Crawford, a wealthy merchant and ship owner, who dedicated the four corners of High and Court Streets for a church, a market, a courthouse and a jail. It was named for Portsmouth, England.
Directly opposite of Norfolk, the city of Portsmouth has miles of waterfront on the Elizabeth River as part of the harbor of Hampton Roads and is another Hampton Roads community that boasts a lot of waterfront shorelines. Portsmouth is connected to the rest of Hampton Roads by two underwater tunnels – the Midtown and Downtown tunnels. Portsmouth is also home to Naval Medical Center Portsmouth. Established in the 1830s, the facility is the Navy’s oldest continuously operating medical hospital. The Norfolk Naval Shipyard, the oldest shipyard in the country – actually located in Portsmouth despite the name – is a historic and active U.S. Navy facility that builds, remodels and repairs all classes of Navy ships. Portsmouth is also headquarters to the Coast Guard’s Fifth District and the Coast Guard’s Integrated Support Command.

SUFFOLK Of all the Hampton Roads communities, Suffolk offers the greatest opportunity for a little extra acreage for real country living. Geographically, Suffolk is the largest independent city in land area in the entire Commonwealth. Though it is the largest of the cities in Hampton Roads, it has the smallest population. Suffolk was founded by English colonists in 1742 as a port town on the Nansemond River as part of the Virginia Colony. Originally known as Constant’s Warehouse, for John Constant, Suffolk was renamed after Royal Governor William Gooch’s home of Suffolk County in East Anglia in England. Before European contact, indigenous tribes lived in the region for thousands of years. At the time of English settlement, the Nansemond Indians lived along the river. In the early colonial years, the English cultivated tobacco as a commodity crop, but later turned to mixed farming. During the Civil War, Riddick’s Folly House Museum served as headquarters for the Union army. And at that time, the Great Dismal Swamp, which occupies much of the eastern part of the city, was a hideout for runaway slaves. Burned by the British in 1779 and damaged by other fires throughout the next century, Suffolk survived to become a city in 1910. In 1974, it became the present City of Suffolk, consolidating with the towns of Holland and Whaleyville and the County of Nansemond. The end result was a new municipality encompassing a total of 430 square miles, making it the largest city in land area in Virginia and the 11th largest in the country.
Peanuts. In 1912, an Italian immigrant named Amedeo Obici moved from Pennsylvania to Suffolk and opened Planters Nut and Chocolate Company. For many years, the call-letters of local AM radio station WLPM stood for World’s Largest Peanut Market. Today, Suffolk remains a major peanut processing center and transportation hub. Each year in the fall, the City of Suffolk hosts Suffolk Festivals Incorporated’s annual Peanut Fest. This year marks the 33rd anniversary of the festival. This family-friendly event honors the city’s agriculture heritage and devotion to peanuts. The festival hosts to as many as 200,000 visitors over four days, attracting people from as far north as Canada, stretching down the east coast and to the mid-west. The event is a good opportunity to create new memories and family traditions. The charisma of Suffolk is clear and its population is expected to more than double in the next 20 years. But the city is careful about development and preserving the landscape while creating communities for new residents. The revitalized downtown features historical attractions as well as shopping and dining. Newer developments offer residents the option of suburban-style living. Country living provides outdoors-types with plenty to do as well. From freefall skydiving with U.S. Parachute Association to fishing along the city’s 8,000 acres of waterways – the city is certain to keep you adrenaline flowing. The Great Dismal Swamp National Wildlife Refuge offers a nice getaway to bicycle, hike, bird watch or just to enjoy a family picnic. The refuge consists of over 112,000 acres of forested wetlands.
Peanuts grown in the surrounding areas became a major industry for Suffolk and the area is known as the heart of peanut production. Suffolk is also the birthplace of Mr. Peanut, the mascot of Planters’ PAGE 35 | WELCOME ABOARD | Spring 2011

VIRGINIA BEACH The most populous city in Virginia, Virginia Beach ranks as the 42nd largest city in the United States. Virginia Beach began as a small resort area in Princess Anne County after the 1888 arrival of rail service and electricity and the opening of the original Princess Anne Hotel at the oceanfront near the tiny community of Seatack. The growing resort of Virginia Beach became an incorporated town in 1906 and an incorporated city in 1952. Although the resort was initially dependent upon railroad and electric trolley service, the completion of Virginia Beach Boulevard in 1922, which extended from Norfolk to the oceanfront, opened the way for automobiles, buses, trucks and passenger rail service, the latter of which was eventually discontinued. Virginia Beach is a resort city with miles of beaches and hundreds of hotels, motels and restaurants along its oceanfront. Every year the city hosts the East Coast Surfing Championship as well as the North American Sand Soccer Championship. The city features 79 miles of scenic waterway, 60 miles of bike paths, 38 miles of shoreline and 28 miles of public beach. In fact, the city is listed in the Guinness Book of Records as having the longest pleasure beach in the world, which is located near the longest bridge-tunnel complex in the world – the Chesapeake Bay Bridge-Tunnel.
Although Virginia Beach is best known for its tourism, the military and agribusiness sectors contribute considerably to the city’s economy. Virginia Beach is home to three military installations – Naval Air Station Oceana, NAS Oceana Dam Neck Annex and Joint Expeditionary Base Little Creek-Fort Story. The “sound of freedom” fills the sky every day as Navy jets swoop through the air on training missions. The city’s economy also contains a large retail component which includes the North American headquarters of Stihl. Other major employers include GEICO, Amerigroup and the Navy Exchange Service Command. Virginia Beach is home to 203 city parks, covering more than 4,000 acres, including neighborhood, community and district parks, as well as one regional park, two state parks and three national wildlife refuges. Each park is unique and offers something for everyone, from wide open spaces to playgrounds, picnic shelters and baseball fields. For those who prefer indoor recreation, residents can get in shape at one of six community recreation centers. The city is planning a brand new community center for the Bayside area known as Williams Farm.
The beaches contribute substantially to the tourism that produces a large share of Virginia Beach’s economy and welcomes approximately 2.75 million visitors annually.

But perhaps one of the most well-known parks is the world-renowned Mount Trashmore Park, clearly visible from I-264 when traveling to the oceanfront. The park is 165 acres and is the highest point in Virginia Beach. The mountain is 60 feet high and more than 800 feet long and was created by compacting layers of solid waste and clean soil. When it opened in 1973, Mount Trashmore was the first park in the world to be created from a waste landfill. The name is a play on “Mount Rushmore” and was coined as a nickname by city residents watching its construction. For those in the mood for a little music or art, Virginia Beach serves up both with style. The 20,000-seat Verizon Wireless Virginia Beach Amphitheater features national acts, while the Contemporary Art Museum of Virginia features internationally renowned artists, as well as regional and local favorites.

Animal lovers should not miss the Virginia Aquarium. With interactive exhibits spotlighting aquatic animals and marine science, this attraction is ranked as one of the top 10 marine science facilities in the country. For those who want to discover sea life on their own, Virginia Beach features 18 marinas with public access. And finally, the city’s festivals are another attraction not to be missed. In September, the American Music Festival provides festival attendees with live music performed on stages all over the Oceanfront, including the beach on Fifth Street. The festival ends with the Rock n’ Roll Half Marathon. The Virginia Beach Neptune Festival Boardwalk Weekend, is listed as one of the “Top 100 Events in North America” by the ABA and among the “Top 20 Events in the Southeastern U.S.” by the Southeast Tourism Society. Boardwalk Weekend occurs during the last weekend of September and is the largest annual special event in the Commonwealth of Virginia. The 2010 NAS Oceana Air Show will be held on September 17 -19. This year’s lineup includes the U.S Navy Blue Angels Flight Demonstration Squadron, Matt Chapman, The Horsemen, Otto the Helicopter, Bob Carlton’s Jet Powered Glider, Bill Leff, Dale “Snort” Snodgrass, Dr. Smoke, The Shockwave Jet Truck, Rich’s Incredible Pyrotechnics and more.

Navy College Program Offers Variety of Opportunities The Navy College Program (NCP) provides opportunities to service members to earn college degrees by providing academic credit for Navy training, work experience and off-duty education. The NCP mission is to enable Sailors to obtain a college degree while on active duty to better prepare them for advancement and apply themselves to new situations and challenges. While the NCP is primarily geared toward enlisted Sailors, some NCP components are also available to officers. Since Hampton Roads is home to many well-respected colleges and universities, service members have the advantage of substantial educational partnerships. These colleges and universities accept college credit from one another and simplify the process of applying for admission or enrollment. The program may also eliminate or reduce residency requirements and provides academic counseling. The Sailor/Marine American Council on Education Registry Transcript (SMART) validates military occupational training and experience. This includes military occupations and training, completed college-level examinations and the recommended credits for each, as well as any college courses already taken while on active duty. Unofficial transcripts can be downloaded at https://smart.navy.mil and are available at local Navy College Offices as well. To have an official SMART sent to an educational institution, service members must complete a SMART request form online or at the Navy College Office. Rating and degree roadmaps recommend college credits for Navy military training and rating work experiences. Degree-specific roadmaps are rating-related degrees that make the most of recommended credit for Navy training and on-the-job-experience.

vaccine is required for all children entering the 6th grade, if at least five years have passed since the last dose of tetanus-containing vaccine. • Varicella (Chickenpox) Vaccine – All susceptible children born on and after January 1, 1997, shall be required to have one dose of chickenpox vaccine administered at age 12 months or older. Effective March 3, 2010, a second dose must be administered prior to entering kindergarten but can be administered at any time after the minimum interval between dose 1 and dose 2. Minimum immunizations requirements for entry into child care and school is available at the Virginia Department of Health website. Any child whose immunizations are incomplete may be admitted conditionally, if the parent or guardian provides documentation at the time of enrollment, that the child has received at least one dose of the required immunizations and has a written schedule for completing the remaining doses within 90 days. No certificate of immunization shall be required for the admission to school of any student if: 1. The student or his parent submits an affidavit to the admitting official stating that the administration of immunizing agents conflicts with the student’s religious tenets or practices; or 2. The school has written certification from a licensed physician or a local health department that one or more of the required immunizations may be detrimental to the student’s health, indicating the specific nature and probable duration of the medical condition or circumstance that contraindicates immunization. SOCIAL SECURITY NUMBER: The child’s Federal Social Security Number (SSN) must be provided upon enrollment or within 90 days thereafter. However, a child may not be excluded from school if a SSN is not provided. The division superintendent
or a person acting on his behalf may waive this requirement if he finds that an individual is not eligible to obtain a SSN in accordance with guidelines established by the Board of Education or if the parent is unwilling to provide such number. School divisions may assign a student who receives a waiver an alphanumeric number as a substitute for the SSN. EXPULSION STATEMENT: When a student is registered, the parent must provide a sworn statement about whether the child has been expelled. The statement must indicate whether the child has been expelled from attending a private school or another public school in Virginia or a school in another state for an offense involving weapons, alcohol or drugs or for willful infliction of injury to another person. INDIVIDUAL EDUCATION PLAN: Copies of an Individual Education Plan (IEP) must be submitted for children who require Special Education or have developmental disabilities. This includes any partial or completed evaluative testing performed by previous schools. ENROLLMENT OF HOMELESS STUDENTS: Project HOPE ensures the enrollment, attendance and the success of homeless children and youth in school through public awareness efforts across the commonwealth and subgrants to local school divisions. Education specialists at Fleet and Family Support Centers have additional information and phone numbers for area schools and community agencies. Some Hampton Roads area schools require children rent or purchase their textbooks. The rental amount varies by school district or grade and must be paid upon enrollment.

Libraries Serve As Community Centers Libraries in Hampton Roads serve as much more than the traditional library with shelves and shelves of books and story time for toddlers – they are community centers that offer computer labs with free Internet access and computer classes, voter registration, DVD’s, parenting programs, drive-thru services, employment resources, book clubs and a variety of workshops to name a few. Some services are available through city library websites, such as book renewal or reservations. Books can be reserved online and picked up at some locations using drive-thru services. But perhaps best of all is the extensive listing of the multitude of classes, workshops, club meetings and library services that are posted on each branches’ website. Local libraries have continued to be a great resource for teens, offering programs from assignment alert – collecting materials for special school projects when teachers request them – to smoking cessation classes. For teens who love to read, many branches offer book discussion groups. It is not new that libraries offer terrific programs for the toddler set. From regularly scheduled story times to opera, theater and music, there are plenty of options for parents and children. Keep little ones busy with regular trips to the local library and instill a love of reading and exploration at the same time. Libraries also make a great place to hold a community meeting. Many offer spaces for civic groups to gather as well as audio-visual equipment to use during the meeting. Check with your local branch to see what resources are available there. As lively community centers, today’s libraries are clearly not the quiet buildings of the past and have the materials to offer quite the introduction to Hampton Roads. www.chesapeake.lib.va.us

Local Parks Provide Lots of Activities, Green Space Even though water and the related activities might be the first thing that comes to mind when people think of Hampton Roads, the area is also plentiful with green parks that serve as an oasis of tranquility. Local parks offer fishing, canoeing, boating, swimming, hiking and places to run and bike. Some even offer horseback riding and archery ranges. Many host special programs such as guided nature tours, amateur stargazing, bird watching, hay rides, various workshops or even organized trips. Overall, there are far too many parks in Hampton Roads to list. Virginia Beach alone has 203, covering more than 4,000 acres. Numerous picnic tables, four shelters, play fields and p l a y g r o u n d equipment are nestled
among the trees providing a scenic picnic area. The shelters can accommodate 25-150 people. Hiking trails provide an interesting, picturesque walk with water and wooded views. A short hike from the park along the asphalt bike trail will bring you to the Lookout Tower, which offers a panoramic view of the water and woodlands. It is located on Airport Rd. (Rt. 645) between I-64 and Rt. 60 West. Call 259-3778 for more information. Contacting Parks: Chesapeake: 382-6411 www.chesapeake.va.us/services/depart/park-rec/index.shtml No list of Hampton Roads parks would be complete without mentioning Mount Trashmore in Virginia Beach – a 165-acre restored landďŹ ll made of compacted layers of solid waste and clean soil. Overall, the “mountainâ€? is 60 feet high and more than 800 feet long. But do not let its history dissuade you, because it is one of the area’s most popular parks. Facilities include picnic shelters, playground areas, basketball court, volleyball areas, parking, vending machines and restrooms, plus an extensive street course Skate Park which includes a seven-foot deep bowl and a massive 13.5 ft. tall vert ramp. The park also has a walking trail measuring approximately 1.45 miles. Mount Trashmore was recognized for its environmental feat and features the “Water Wiseâ€? demonstration garden that boasts xeriscaping, where you can learn how to create a beautiful garden with minimal water requirements. It is certainly one of the region’s one-stop-shopping recreation resources. The park is open from 7:30 a.m. until sunset and is located at 310 Edwin Dr. Call 473-5237 for more information or 385-0465 for shelter reservations. OVERALL: Parks are an often-overlooked community resource. Though the emphasis on special programs may differ from city to city, it is possible to do something different every month, or even every week, at many Hampton Roads parks. At the very least, taking a look each city’s program should be part of deciding where you might want to settle.

Paying this fee does not provide insurance coverage, but it does allow you to register and operate your vehicle in Virginia for one year.

CHESAPEAKE Chesapeake was formed in 1963 by a political consolidation of the City of South Norfolk with the former Norfolk County, which dated to 1691. The new city joined the ranks of the current Seven Cities of Hampton Roads which are linked by the circumferential Hampton Roads Beltway. And just like much of Hampton Roads, the area boasts an impressive history.
to many beautiful parks, lakes and rivers. Chesapeake has more miles of deepwater canals than any other city in the country. The Dismal Swamp Canal runs through Chesapeake as well. It is the oldest continuously used man-made canal in the United States today and has been in service for over 230 years. Chesapeake’s neighborhoods offer a variety of comfortable housing alternatives, from apartments and town homes to single-family residences. The city is consistently ranked by the FBI as one of the safest U.S. cities (with populations more than 150,000), which lends to the safe, community atmosphere that residents enjoy. Chesapeake is home to Naval Auxiliary Landing Field Fentress, a Navy facility that falls under Naval Air Station Oceana in Virginia Beach.
Chesapeake’s history goes far back into Virginia’s colonial roots. On the Atlantic Intracoastal Waterway, which passes through Chesapeake, lays the site of the Battle of Great Bridge. On Dec. 9, 1775, the red coats and colonists clashed in the Battle of Great Bridge when the American rebels defeated the British and drove them from nearby Norfolk. Today, the municipal center complex rests a few hundred yards from that historic spot. Until the late 1980s and early 1990s, much of Chesapeake was either suburban or rural, serving as a bedroom community for the cities of Norfolk and Virginia Beach with residents commuting to these locations. Beginning in the late 1980s and accelerating in the 1990s, however, Chesapeake saw significant growth, attracting numerous industries and businesses of its own. The business community includes more than 80 foreign-based companies from 19 different countries. This economic development and the attractive residential properties have created a population boom. Chesapeake has grown from 78,000 at its inception to an estimated 226,995 in 2010, according to the 2010 American Community Survey through the U.S. Census Bureau. Chesapeake is the second-largest city by land area in the Commonwealth of Virginia.

Today, Chesapeake is a vibrant community that enjoys the best of two worlds – one of urban variety, culture and excitement and another of rural landscapes and relaxed country living. In fact, nearly 300 farms occupy close to one-fifth of the city’s land, growing corn, soybean and wheat.

Enrollment In Virginia Public School System Information Necessary
For Pupil Enrollment In Public Schools: In order to enroll a child in a public school system in Virginia, state law requires a parent or guardian of a child to provide certain information to the child’s school division. The required information is listed below: BIRTH CERTIFICATE: An official certified copy of the child’s birth record must be provided. (A photocopy of the child’s birth certificate will not meet this requirement.) At the time of enrollment, the child must be five years of age or reach his/her fifth birthday on or before September 30 of the school year. Information on obtaining a certified copy of a birth certification is available at the Virginia Department of Health website. If a certified copy of the child’s birth record cannot be obtained, the person enrolling the child must submit a sworn statement setting forth the child’s age and explaining the inability to present a certified copy of the birth record.

STREET ADDRESS: Documentation of the street address or route number of the child’s residence must be provided. If no street address or route number exists for the child’s residence, a post office box number must be provided. If a child has no regular, fixed residence but resides within the school division in a temporary shelter, institution or place not ordinarily used as a residence, the school division may determine that a street address, route number or post office box number cannot be provided. The school division may accept an alternative form of address that it considers appropriate. SCHOOL ENTRANCE HEALTH FORM: A School Entrance Health Form, MCH 213F, completed by a licensed physician, licensed nurse practitioner, or licensed physician’s assistant regarding the child, must be presented at the time of enrollment. The three-part form includes Part I-Health Information Form, Part II-Certification of Immunization and Part III-Comprehensive Physical Examination Report. The report must indicate that the child has received a comprehensive physical examination performed within the 12-months prior to the date the child first enters a public kindergarten or elementary school (K-5). The physical examination report must include “Recommendations to School” and other information as required by school division policy. School Entrance Physical Exam Form and Instructions are available online at www.doe.virginia.gov/students_parents/ student_enrollment.shtml. The health departments of all the counties and cities must provide the physical examination for medically indigent children without charge, upon request. The Comprehensive Physical Examination is not required of any child if it violates the family’s religious beliefs and the child’s parent or guardian states in writing that the child is free from any communicable or contagious disease and there is no visual evidence of sickness. IMMUNIZATIONS: Documentation (Part II of the School Entrance Health Form MCH 213F) indicating that the child has received the required immunizations must be provided. The required immunizations include: • Diphtheria, Tetanus, & Pertussis (DTaP, DTP) – A minimum of 4 doses. A child must have at least one dose of DTaP or DTP vaccine on or after the fourth birthday. • Hepatitis B Vaccine – A complete series of 3 doses of Hepatitis B vaccine is required for all children. However, the FDA has approved a 2-dose schedule only for adolescents 11-15 years of age and only when the Merck Brand (RECOMBIVAX HB) Adult Formulation Hepatitis B Vaccine is used. • Human Papillomavirus Vaccine (HPV) – Effective October 1, 2008, a complete series of 3 doses of HPV vaccine is required for females. The first dose shall be administered before the child enters the 6th grade. After reviewing educational materials approved by the Board of Health, the parent or guardian, at the parent’s or guardian’s sole discretion, may elect for the child not to receive the HPV vaccine. • Measles, Mumps, & Rubella (MMR) Vaccine – A minimum of 2 Measles, 2 Mumps and 1 Rubella. (Most children receive 2 doses of each because the vaccine usually administered is the combination vaccine MMR). First dose must be administered at age 12 months or older. Second dose of vaccine must be administered prior to entering kindergarten, but can be administered at any time after the minimum interval between dose 1 and dose 2. • Polio Vaccine – A minimum of 4 doses of Polio Vaccine. One dose must be administered on or after the fourth birthday. • Tetanus, Diphtheria, & Acellular Pertussis (Tdap) – A booster dose of Tdap

with hundreds of animals on display, including the critically endangered Siberian Tiger and White Rhino.
With campuses throughout Hampton Roads, Tidewater Community College is among the 50 fastest growing community colleges in the U.S.
The city’s popular logo – an elegant young mermaid, which can be spotted in outdoor sites from Downtown to Ocean View – symbolizes 300 years of maritime and Naval heritage and its modern reputation as a city on the move. The “Mermaids on Parade” public art program launched in 2002 and during a walking tour of downtown, 17 mermaids can be located.
But perhaps Norfolk’s greatest strength is its 120 neighborhoods. From charming starter homes to grand residences, from downtown lofts and town homes to brand-new developments along the Chesapeake Bay, Norfolk offers a range of architectural styles and prices. The New York Times declared Norfolk a “cultural center of note,” and it is no wonder. Many of the city’s residents are attracted by the city’s arts groups. From opera to art, symphony to stage, more than a half-dozen professional arts organizations call Norfolk home. Each year, more than 150 outdoors festivals and concerts grace the waterfront.
In addition to its outstanding museums, Norfolk also plays host to numerous yearly festivals and parades, mostly at Town Point Park in downtown. Harborfest, the region’s largest annual festival, celebrated its 34th year in June. Norfolk serves as home to the two highest level professional franchises in the state of Virginia, the Norfolk Tides of the International League and the Norfolk Admirals of the American Hockey League. The Tides are the Triple-A affiliate for the Baltimore Orioles and the Admirals are an affiliate of the Tampa Bay Lightning.
Norfolk was named “one of the top 10 markets for business relocation and expansion,” according to Expansion Management Magazine. USA USS Wisconsin Today called Norfolk “one of the Top 10 booming downtowns,” recognizing a decades-long housing, retail and financial boom in Norfolk. Nationally known universities and colleges can also be found in Norfolk. Norfolk State University is one of the nation’s largest historically With up-scale restaurants, historical attractions and minor league Norblack colleges and universities and Old Dominion University boasts 28 folk Tides baseball, downtown Norfolk hums with activity, day and team and four individual national athletic championships since 1969. night.
