A
fter serving as the U.S. Navy’s forward-deployed aircraft carrier since 2008, the USS George Washington is heading back to the States — arriving in San Diego this month. The ship, and it’s crew of more than 6,000, are heading home to swap 60 percent of its crew with the USS Ronald Reagan, which will takes its place at Yokosuka Naval Base in Japan. This fall, the Washington will head to Virginia, where the ship will undergo nuclear refueling and overhaul. Washington was the first nuclearpowered surface warship to be permanently stationed outside the U.S. Before making its way to California, the Washington stopped in Brisbane, Australia, to participate in operation Talisman Sabre — a joint exercise with the Australian military involving some 33,000 personnel. Nicknamed the “Spirit of Freedom,� CVN-73 was commissioned on July 4, 1992 after 6 years of construction costing $3.5 billion. It is the fourth U.S. naval vessel to bear the name of our first president. FA-18 fighters from its deck patrolled the skies over New York City after the Sept. 11 attacks. In 2011, the Washington
was one of several U.S. vessels to provide disaster relief after the Tohoku earthquake and tsunami, and provided more humanitarian assistance in 2005 to the Philippines after Typhoon Haiyan. The ship’s refueling and complex overhaul will take three years to complete and cost $3 billion. The Pentagon hinted that it might decommission the GW, but congressional pressure kept it in service. “The ship’s sailors have had the unique opportunity to live and work with our al-

Film gives Coast Guard heroics top billing
‘Finest Hours’ coming in 2016
The Coast Guard has never gotten much attention or respect from Hollywood, but a new trailer for Disney’s “The Finest Hours� suggests that someone has finally figured out that sea rescues just might make an exciting movie. In the winter of 1952, two World War II-era tanker ships faced catastrophe during a horrific nor’easter off the coast of Massachusetts. The ships, the SS Pendleton and SS Fort Mercer, split in two within hours of each other in frigid cold and monstrous waves, leaving their crew members with just hours to live before the ships went down. The daring rescue of those mariners is the subject of the film, due out in January 2016. The first trailer for the film was released last week, underscoring the bravery of the Coast Guardsmen involved in the Feb. 18, 1952, recovery. The movie stars Chris Pine, Ben Foster and Eric Bana. The film will likely center heavily around the effort to save mariners aboard the 503-foot Pendleton, which is considered the greatest small-boat rescue in the sea service’s history. ith the Chargers opening training camp, there are many questions surrounding this franchise â&#x20AC;&#x201D; aside from a potential move to Los Angeles. Can General Manager Tom Telesco convince Philip Rivers to sign a contract extension that will keep the 33-yearold quarterback in a Chargers uniform his entire career? Will rookie running back Melvin Gordon be the impact runner the Chargers hoped for, having moved up two spots to secure him with the 15th overall draft pick? How quick can the offensive line gel together as a cohesive unit to establish a dominant running game and keep Rivers upright throughout the season? Is this the year some high-round picks from recent drafts stay healthy enough to finally produce more turnovers and establish this unit as a dominate defense? Can the Chargers finally find a defensive tackle capable of stuffing the gaps and freeing up the linebackers so they
can successfully perform their tasks in a 3-4 scheme? And what kind of effect, if any, will the Eric Weddle and stadium issues have in the locker room? As the Chargers enter their third training camp under the leadership of Telesco and Head Coach Mike McCoy, here are a few players to keep an eye on as the team prepares for its home opener versus the Detroit Lions on Sept. 13. Melvin Gordon (RB) â&#x20AC;&#x201D; Although expectations are high for the 2014 Doak Walker Award recipient (college footballâ&#x20AC;&#x2122;s best running back), the pressure replacing former first-round pick Ryan Mathews doesnâ&#x20AC;&#x2122;t come close to the scrutiny Mathews faced while trying to replace future Hall of Famer LaDanian Tomlinson. One of the favorites among football pundits to win Rookie of the Year, Gordon rushed for 2,587 yards and 32 touchdowns last year at Wisconsin. Chris Watt (C) and Orlando Franklin (LG) â&#x20AC;&#x201D; As a rookie last season, Watt started five games at center and the team was 3-2 over that span. Having never played center at Notre Dame, the 6-foot3-inch, 310-pound Watt replaces 11-year veteran Nick Hardwick.

DOD sells land for $1.4 million
The enormous white cross that overlooks the Pacific Ocean atop the Mt. Soledad Veterans Memorial in San Diego isnâ&#x20AC;&#x2122;t going anywhere. The Mount Soledad Memorial Association, the veteransâ&#x20AC;&#x2122; group that maintains the memorial, purchased the half-acre of federal land on which the 29-foot Latin cross stands from the Defense Department for $1.4 million July 21. The purchase brings to a close an epic 25-year legal battle, spurred by a 1989 lawsuit from Vietnam War veteran and atheist Philip Paulson, who argued the cross violated the Constitutionâ&#x20AC;&#x2122;s prohibition against state-established religion. â&#x20AC;&#x153;I am honored to be leading our association at this most significant time in our memorialâ&#x20AC;&#x2122;s history,â&#x20AC;? said Bruce Bailey, president and CEO of the Mount Soledad Memorial Association board of trustees, which bought the property, in a statement. â&#x20AC;&#x153;It marks the first time where our membership can manage the memorialâ&#x20AC;&#x2122;s affairs from a place of ownership and accountability for the property, which is a new and welcomed step for the association,â&#x20AC;? The cross had a close call In 2013, when a federal judge ordered it taken down. Bowe Bergdahl, the U.S. soldier who was released in a prisoner exchange in Afghanistan for five Taliban detainees, wound up in the middle of a pot raid in northern California. Capt. Greg Van Patten with the Mendocino County Sheriff â&#x20AC;&#x2122;s Office said the countyâ&#x20AC;&#x2122;s marijuana eradication team encountered Bergdahl on July 21 while serving a search warrant on a home in Redwood City. Van Patten said Bergdahl was detained, but ultimately was â&#x20AC;&#x153;determined not to be connected to the operation, at least there was no evidence to suggest he was involved.â&#x20AC;? Van Patten said it is â&#x20AC;&#x153;not unusualâ&#x20AC;? for people found in similar situations to be released.

The Veterans Museum at Balboa Park is hosting two events for veterans and families in August, showcasing the â&#x20AC;&#x153;Greatest Generationâ&#x20AC;? as well as the latest generation to answer Americaâ&#x20AC;&#x2122;s call to serve. The first event, on Aug. 9, is Spirit of â&#x20AC;&#x2122;45 Day, a national day of remembrance, marking the 70th anniversary of the end of World War II. â&#x20AC;&#x153;â&#x20AC;&#x2DC;Spirit of â&#x20AC;&#x2122;45â&#x20AC;&#x2122; is dedicated to preserving the legacy of the World War II generation,â&#x20AC;? said Dan DeMarco, coordinator for the event. Rear Adm. Roy J. Kelley took over for Rear Adm. Andrew L. Lewis as the carrier strike group 12 commander, while Capt. Daniel C. Grieco turned over command of the carrier to Capt. Craig A. Clapperton. Kelley and Clapperton will command the Roosevelt and its strike group through the latter half of their deployment in the 5th Fleet area of responsibility, which ends in the fall. Clapperton will

hose of us who have paid the highest price for the economic recovery policies of the past eight years are the conservative savers seeking safe, dependable income. The near-zero interest rates have forced retirees to either take on more risk than they want or draw on their savings. Neither is a palatable alternative. Prudence dictates that some cash or cash equivalent be part of every retireeâ&#x20AC;&#x2122;s holdings. Some advisers recommend at least 10 yearsâ&#x20AC;&#x2122; worth of expected living expenses derived from investments be held in cash, so that you donâ&#x20AC;&#x2122;t have to sell stocks during an inevitable big sell off in the market. But thatâ&#x20AC;&#x2122;s a lot of your savings to have in money market funds earning nothing. Still, whether itâ&#x20AC;&#x2122;s one or two or more yearsâ&#x20AC;&#x2122; withdrawal needs, itâ&#x20AC;&#x2122;s a good idea. Eventually interest rates will rise â&#x20AC;&#x201D; they canâ&#x20AC;&#x2122;t go any lower. The â&#x20AC;&#x153;expertsâ&#x20AC;? have been predicting an increase for the past three years. Eventually theyâ&#x20AC;&#x2122;ll be right. So, given those expectations, where do you invest that cash? AAA and AA bonds are less risky than stocks. If you buy them at par â&#x20AC;&#x201D; that is, their face value of $1,000 â&#x20AC;&#x201D; youâ&#x20AC;&#x2122;ll get your money back when they come due. But in the meantime, itâ&#x20AC;&#x2122;s certain they will go down in value as interest rates rise. That includes bond funds as well. Short-term bonds will go down in value less because they come due sooner, but they also pay less interest. And the bond world is not easy to navigate. Thereâ&#x20AC;&#x2122;s a simpler, safer, lower-cost way to seek not only whatever current income is available, but to benefit by rising rates as well: laddered certificates of deposit, insured by the FDIC. What does that mean? A CD is a loan to a bank, for as short a time as three months, up to three years, sometimes longer. FDIC insured means if the bank fails, the government will guarantee your CD (There are limits for each CD in your name). It doesnâ&#x20AC;&#x2122;t matter who or where the bank is; itâ&#x20AC;&#x2122;s safe as long as itâ&#x20AC;&#x2122;s FDIC insured. New CDs are offered every week with no commission through most large brokerage firms. Anticipating a trend of rising interest rates (they can only go up from here), but unable to guess when or how much they will change, the laddering of CDs gives you an easy way to benefit by that rising tide. That means you start out with, for example, some six-month CDs, some oneyear CDs, some 18-months, and some two-years. Jonathan Pollard, a former Naval intelligence analyst convicted of spying for Israel and passing along a trove of classified documents, has been granted parole and will be released from prison in November after nearly 30 years. The decision to free Pollard caps an extraordinary espionage case that stoked public passions. Critics condemned the American as a traitor who betrayed his country for money. Supporters argued that he was punished excessively given that he spied for a U.S. ally. Pollard, 60, was sentenced to life in prison in 1987, two years after he was caught trying to gain asylum in the Israeli embassy in Washington. Under federal sentencing rules in place at the time, he became eligible for parole in November, the 30th anniversary of his arrest. A three-member panel of the U.S. Parole Commission unanimously voted to grant him parole, effective Nov. 21, according to a statement from his at-

The four Coast Guardsmen launched their 36-foot wooden motor life boat without any certainty theyâ&#x20AC;&#x2122;d make it back alive. They maneuvered the craft around the treacherous Chatham Bar, and then out to the remnants of the Pendleton. There things took a turn for the worse. â&#x20AC;&#x153;As the CG-36500 crossed the bar, the boat was smashed by a mountain of a wave and thrown high in the air. The
